Gregg Marine, Inc. (headquartered in Signal Hill, California) has recently introduced an innovative seafloor drill system for offshore geotechnical site investigation and seafloor mineral exploration. The system is capable of working in water depths of up to 3,000 meters and is rated to drill to a depth of approximately 150 meters below mudline. The remote operated system integrates established drilling technology with proven Schilling telemetry and controls. The flexible nature of the patented wireline drilling technology enables the use of standard sampling systems (up to PQ-size core and 3? thin-walled tubes) as well as downhole testing systems (including CPT testing, vane shear testing, downhole sensors and borehole geophysical tools). The modular nature of the seabed drill system and the accompanying launch and recovery system (LARS) enables the use of local vessels of opportunity for projects resulting in reduced project costs and improved mobilization responsiveness times. Deep-sea mining is rapidly approaching the test-mining phase to prepare for commercial mining in multiple oceans, both in areas within and beyond national jurisdiction. The first test-mining operations are likely to focus on seafloor massive sulfides found at active and inactive hydrothermal vents within national jurisdictions – possibly in the coming months. Beyond national jurisdictions, the International Seabed Authority (ISA) is developing the regulations to oversee exploitation of polymetallic nodules, massive sulfides and cobalt crusts. The Deep Ocean Stewardship Initiative (DOSI) minerals working group has, over the last 3 years, made formal submissions on the regulatory framework, on the draft exploitation regulations, on the article 154 review of ISA and on the initial environmental regulations. In advance of both test and commercial mining, we urgently need to identify and develop comprehensive, ecosystem-based management practices for deep-ocean environments subject to mineral extraction. Transparent criteria for deep-sea institutional and corporate social responsibility also need to be established. Proactive development of management practices, frameworks and policy prior to the onset of mining will facilitate some degree of protection and preservation of the marine environment, whilst enabling the use of seabed mineral resources. The DOSI minerals working group constitutes a broad spectrum of scientific, industry, legal and policy expertise. We provide expert opinion, both in collated and individual response forms, on deep-sea mining related concerns to ISA and national bodies. Hydrothermal activity is well known from many locations on most mid-ocean ridges, however no hydrothermally mineralized area had yet been found at the ultraslow spreading southwest Indian Ridge up to October 98 when the Japanese RV Yokosuka with the submersible Shinkai 6500 investigated this area. A massive sulfide field was discovered near 27º51S / 63º56 E in the 11th segment west of the Rodriguez Triple Junction. The Free University of Berlin had joined this cruise and taken over the responsibility for the study of the respective sulfide mineralizations. Hydrothermal minerals were sampled during two dives at water depth of about 2940 m close to the summit of an axial volcanic ridge called Mount Jourdanne. There massive sulfides occur on the seafloor as small smooth mounds with an average area of about 5 m2. Their surfaces are weathered and have a reddish to brownish colour. In addition to these mound-like structures, small tube-like chimneys were observed. These chimneys rise approximately 30 to 40 cm above the floor and are less than 10 cm in diameter. No indications of hydrothermal fauna could be detected. All the hydrothermal features are spatially related to faults and smaller fissures controlled by an E-W trending graben system crossing the summit region of the submarine volcano. Such tectonized areas are generally considered to be ideal for hydrothermal activity because they may have both a magmatic heat source in the deeper underground and pathways for fluid circulation, respectively.

"With the growing global demand for strategic metals, commodity prices are rising and the scarcity of some metals is increasing. Europe’s technology sector is also affected by this growing shortage of metals. Securing the supply of critical metals is now a major element in Europe’s economic strategy. The Blue Mining and Blue Nodules projects have been initiated to principally advance deep sea mining technology beyond current TRL-levels.These critical metals are found inside so-called “polymetallic nodules”, lying on the seafloor in deep-sea environment. These nodules have a typical abundance of 10-25 kg/m2 and a size range of 10-125 mm.Harvesting the polymetallic nodules is challenging. Two main methods of harvesting or collector equipment are distinguished: hydraulic and mechanical. Over the last year, Royal IHC has designed, build and tested a full-scale hydraulic collector. Meanwhile, a mechanical collector is being developed.First, a scaled version of the hydraulic collector was developed and tested in order to have a proof of principle. The development as well as optimization were aided by multiphase CFD simulations."

Both ferromanganese crusts and nodules present potential processors with enormous volumes of tailings of dubious environmental character: most processing scenarios fail to utilize the uneconomic manganese itself, leaving a total waste volume on the order of 96% of the incoming ore. Each current disposal proposal seems flawed: (1) backhauling to the initial mine site is costly and might run afoul of EPA or UN marine dumping*regulations, (2) subsea disposal near a coastal processing site means almost inevitable community opposition, (3) agricultural soil amendment for improving barren lava or coral rubble appears to require prohibitive amounts of supplementary phosphate, and (4) the slag resulting from an energy intensive pyrometallurgical processing may have potential as road ballast, but few processors will opt for smelting in all but those locales where energy is very cheap. This unfortunately rules out a smelting operation in almost any Pacific Island environment. We envision at least one other scenario which could result in both the removal of tailings from a processing plant and an increase in the supply of useful building materials at little or no cost to either the processing or construction industries--transforming a tenacious waste into a novel resource. Ongoing experiments have demonstrated considerable potential for turning acid leach tailings into dark composite facing stone, fancy black tile, novelty ceramics or concrete aggregate. The tailings are commonly very fine grained and may also serve as an additive in drilling mud. Applications as an additive to asphalt also need to be explored. Deep ocean mining is experiencing a rebirth following many years of low levels of activity. Large scale mining is being projected as just over the horizon. A lot has been made of the advances in deep water oil and gas developments over the last thirty years, and how this technology is directly applicable to ocean mining. The authors present their views on this from a perspective of a legacy of participating in the development of manganese nodule mining systems in the 1970s, followed by thirty years in the deepwater oil & gas arena. While it is true that great advances have been made in subsea technology, the differences between mining and oil and gas recovery should not be diminished. Fundamentally, oil and gas are stored in compact reservoirs under pressure. Any intervention leads to flow of the material up a pipe to the surface. The seabed hard minerals are stuck in place, either adhering to sticky pelagic sediment (nodules) or bonded together as hard rock (massive sulfides). The minerals require complex machinery in order to be extracted, sized, concentrated and lifted to the surface. Once at the surface the ore must be dewatered, de-fined and transferred to shore for processing. The overflow from this dewatered product must return to the sea in an environmentally satisfactory manner. These steps involve technology unique to mining that has to be addressed in a methodical fashion before commercial mining systems can be designed. The presentation will discuss the critical technical challenges of deepsea mining and thoughts on different routes to commercialization. The program will address the critical technical challenges, as perceived by the authors, and steps required to address them. "Ferromanganese nodules are again of interest because of their high concentrations of Ni, Co, Cu as well as REE. With regards to an operational underwater mining industry, one of the main questions and important requests is to finding a method that can predict the abundance of nodules with high accuracy within reasonable time spans, without many requirements for ground truth data; and all these on an operational scale and ideally automated. In this regard, we present results of a study based on the combination of highresolution multibeam and optical data acquired by an AUV using specific machine learning techniques to reveal a detailed distribution of the Mn-nodules in correlation to the seafloor terrain. The accuracy of the method employed and results gained were validated and approved through comprehensive statistical analysis and by comparison to box-core data.Study AreaOur study area (AUV survey block G77) is located in the Clarion-Clipperton Zone (CCZ) (Eastern Central Pacific Ocean), an area that has been receiving international research and industrial attention for many years already (e.g. McKelvey et al., 1979; Bernhard and Blissenbach, 1988, von Stackelberg and Beiersdorf, 1991, Jeong et al. 1996). Block G77 covers an area of 9.5km2 in a depth between -4478m and -4536m. The area is characterised by gentle slopes 0-5° (0-3° in most of the area and only in the outer parts of the Block slopes can exceed 5°). The seafloor is characterised by moderate to low rugosity, the only exception being a small area in the eastern part, where sub-recent smallscale volcanic activity created 15 cone-shaped morphological features of up to 55m height and 150m width that are clustered in an area of 700 x 380m (Figure 1)."

Activities of Brazil in relation to deep seabed mineral resources development are carried out in the framework of two main national programmes. They are: (1) the Program for the Assessment of Mineral Resources of the Brazilian Continental Shelf (REMPLAC) and (2) the Programme for Prospecting and Exploration of Mineral Resources of the Area in the South Equatorial and Atlantic Ocean (PROAREA). REMPLAC aim to research and increase knowledge of the seabed and sub-soil, as well as to collect the necessary information to allow integrated management of the Brazilian Continental Shelf. Among the various research projects undertaken or planned on the framework of REMPLAC are: geology of the Brazilian continental shelf and adjacent ocean areas, organized in geological information system; digital bathymetric charts of the inner continental shelf at 1:100,000 scale; systematic research for sands, gravels, carbonates; placers, phosphorites, coal, cobalt-rich crusts, polymetallic sulphides and Gas hydrates. The PROAREA was prepared with three initial projects starting in 2010. One of them, the Project Geology of the South Atlantic and Equatorial organized in a Geographic Information System, aims to collect, collate, integrate and make available in a single environment all geo-referenced data and information available in Brazil and abroad on geology and mineral resources of the South Atlantic Ocean. The other two projects are for the research of cobalt-rich crust and polimetallic sulphides. These programme are developed with the participation of various segments of government agencies, research institutions and public enterprises. Marine scientific research and other activities from REMPLAC and PROAREA are carried out in partnership between the Geological Survey of Brazil, national research institutions from several Brazilian universities and the Directorate of Hydrography and Navigation from the Brazilian Navy.

Up to now, much data on marine minerals, as well as on marine geochemistry, have been accumulated. Modem computer databases provide optimum flexibility and power for manipulating these data. The best worldwide marine mineral database is currently the Marine Minerals Bibliography and Geochemical Data Base created by Carla Moore et al. at the National Geophysical Data Center in the United States. In fact, in the course of studying marine minerals and geochemistry we may collect not only digital-character type data but also graph and image (black-white, grey and color image) data types. For instance, correlation diagram between chemical compositions of minerals, spectroscopic graphs, (e.g. infrared spectra, Mossbauer spectra, etc.), grey or color images from both optical and electron micro- scopes (scanning or transmission electron microscopes) as well as seabed photographs. Charles L. Morgan et al. (1993) reported that 10,000 photographs and some video images of the seabed in the Clarion-Clipperton region of the northeastern tropical Pacific have been collected by the Ocean Minerals Company. If both graphic and analytical information were stored in a database, it would be very useful and convenient to marine geologists. This system would not only be able to search for all the data based on one parameter, but also for both size and composition distributions. If possible, geostatistical methods could be combined with fractal dimensional methods. Of course, this would require enormous efforts. Before multimedia technology emerged, it was very difficult to create image databases. The emergence of large-capacity compact discs, high-speed central processing units, and high-speed digital signal processing techniques makes it possible to establish multimedia database management systems (DBMS), image-text DBMS, that involves graphs, text, images, and sound. In order to store image fields in a DBMS, we have to take into account two problems: (1) image access format and (2) image compression code standard.

Managing sediment plumes under multiple jurisdictions Management of activities in the New Zealand EEZ can be characterized as a distributed basis of decision-making with each independent and separate decision-maker focused on specific elements of a proposal (environmental, work place safety, wildlife management, fisheries, navigation, oil spill). The New Zealand EEZ Act 2012 was intended as gap-filling legislation to address the lack of an environmental assessment lens for permissions to undertake certain activities in the New Zealand EEZ. These activities relate mostly to marine scientific research, dumping and discharges, oil and gas exploration and development, and seabed mining. The regulatory decision-maker for most EEZ Act marine consents is the New Zealand EPA. Since 2013 when this gap-filling legislation took effect, the EPA and its decision- making committees have processed three seabed mining applications. Two consents were refused, one consent was granted in 2017. A common feature of all consents has been the assessment and consideration of the scale, significance and effects of sediment plumes arising from the activity. One consent is for irons and mining in about 40m of water where the plumes reach the nearby coastal waters and shoreline, the second consent is far offshore but plumes extend far beyond the mining area (850 km2) in to rare coral habitats and in to a significant offshore fishery. A significant consideration for decision-makers is how the assessment and management of plumes under the EEZ Act interact with, and potentially overlap, management of such plumes under other legislation (Resource Management Act, Marine Mammals Protection Act, and Wildlife Act). This is in a statutory context where the EEZ Act requires explicit consideration of the nature and effect of other marine management regimes over the matter under consideration.

"TOML’s ISA Contract comprises six areas (A-F) that span from 118° to 152° W and from 7° to 15° N or over 70% of the CCZ.During a 2015 exploration cruise, TOML scientists found that the a logging system developed by ISA (2010) was able to be adapted and enhanced, to describe in some detail the varied morphology of nodules both within the TOML areas and between them.The shapes and sizes of nodules seen were then found to relate to substrate type and setting, and thus likely thickness and long-term stability of the geochemically active layer. Consideration of the various processes that might influence growth helps constrain nodule formation further. Swire Seabed is dedicated to being at the forefront of the Autonomous Subsea Revolution. The company is currently working along and developing operational, technical and market strategies where autonomous technology is the driving force. Swire Seabed’s vessel Seabed Constructor is currently mobilized and operating eight Hugin AUVs and 6 Surface going USVs. This significant and revolutionary spread is owned by Ocean Infinity. Ocean Infinity and Swire Seabed is currently involved in the search for the missing MH370 – in about 3 months the vessel and autonomous spread have fine combed an area of deep sea floor spanning over more the 100 000 km2 . With such a considerable spread with a depth rating of 6000 meter – Swire Seabed and Ocean Infinity is challenging long held paradigms in subsea mapping and resource surveys. Highly accurate and precise data can be acquired for large areas in record time, and at a comparatively much reduced cost. As one earlier required several vessels and associated crews and logistical support – Swire Seabed and Ocean infinity are now able to operate a large number of AUVs and USVs, through technological advances in automatic data-processing and interpretation, from a single offshore vessel. This opens up vast possibilities for emerging markets such as subsea-minerals. Swire Seabed is also developing strong collaborative relationships with academic institutions. Along with UIB Swire Seabed is developing methodology for deep sea geological and geophysical resource searches applying AUVs at an industrial scale – this work is based on UIBs groundbreaking work and significant experience in the same fields. In particular Swire Seabed and K.G Jebsen Centre for Deep Sea Research (UIB) have developed methodologies for conducting detailed Seep-Searches at a large geographical scale. UIB and Swire Seabed is further pursuing a formalized long term relationship for academic and industrial cooperation and exchange in AUV operation and methodology development. Whilst K.G Jebsen Centre for deep sea research have been involved in basig deep sea research for years, Swire Seabed have specialized in cost-effective heavy duty operations in water depths greater the 3500 meters. This collaboration affords the subsea mining community a unique pool of both insight and operational capacity.

Processing of polymetallic nodules poses several challenges to metallurgists. These include the presence of at least 80 elements in nodule, presence of Ni, Cu, Co in no specific mineral form, presence of almost 30 % seawater in freshly collected nodule, and collection of slime along with the nodule. For almost 40 years, several research groups from all over the world are engaged in developing an appropriate process to extract metals from poly-metallic nodule. These processes have been tested in scales varying from few grams to several hundred kilograms (Das, 2001; Jandova, 2001). All these tests helped in defining various parameters for processing, and simultaneously brought out some of the inherent problems of processing nodules. Based on the information and the experience of all these studies, in recent years, most research groups, involved in developing metallurgical processes for nodule, are focusing their efforts in two or three alternative directions. While attempts are made to overcome some of the major challenges in processing, several new ones crop up. The difficulties are further compounded because no mining system is operating to generate some of the data required for process development. The aim of this presentation is to highlight the research efforts, and to identify areas requiring special attention of a process developer.

"Two types of metallic deposits have been found in the deep Arctic Ocean: Hydrothermal Fe, Cu, and Zn sulfide deposits form along Gakkel Ridge in the Eurasia Basin and associated ridges between Greenland and Europe; and iron and manganese oxide crusts (Fe-Mn crusts) and nodules, precipitated from seawater onto rock surfaces in the Amerasia Basin, contain many rare metals of economic interest. Fe-Mn crusts and nodules collected in the Amerasia Basin during 2008, 2009, and 2012 cruises on the USCGC icebreaker Healy are characterized by unique mineral and chemical compositions, very high Fe/Mn ratios, fast growth rates, and other unique characteristics compared to those formed elsewhere in the global ocean. These characteristics reflect temporal and spatial variations in geological, oceanographic, and climatic conditions in the Arctic Ocean and surrounding continents over the past ~15 Myr.RESULTS AND CONCLUSIONSDiscrimination diagrams show that the crusts and nodules found in the Amerasia Basin north of Alaska are hydrogenetic. However, the mineralogy is not typical for hydrogenetic Fe-Mn crusts and nodules, which usually include only amorphous Fe oxyhydroxide and ?-MnO2 (vernadite). The Arctic samples also include the Mn oxides birnessite and 10Å manganates (todorokite, buserite, asbolane), and the Fe minerals also include goethite, lepidocrocite, feroxyhyte, and ferrihydrite. This mineralogy reflects formation under lower oxygen conditions than typical for samples formed elsewhere.The Amerasia Basin crusts have a unique chemical composition compared with crusts from other areas of the global ocean. The key difference is the high Fe contents relative to Mn contents, which determines the types of trace metals hosted by the Fe-Mn oxide phases, and their concentrations. The high Fe/Mn ratios reflect the expansive continental shelves (>50% of the Arctic Ocean) and upper slopes that support redox cycling and release of Fe and other metals to bottom waters, and to the large fluvial input from North America and Siberia. Brine formation on the shelves and currents promote the distribution of the metals throughout the Amerasia Basin, including the deep basins."

Recent focus by terrestrial mineral explorers (and investors) on cobalt has increasingly highlighted the future critical need for this metal, with new-age batteries being the primary utilisation. We present an overview of the world’s current terrestrial cobalt resources and put this in perspective of currently known seabed resources, particularly polymetallic nodule and crust deposits. We focus on comparison of the key exploration, development and exploitation risks for such deposits, and provide a framework for financial evaluation and appraisal.

We will look at the commercial requirements of the investment community (debt and equity) in order to provide funding to a deepsea mining project, and contrast this with the position put forward in the draft Exploitation Regulations. We will then recommend suggested amendments to the Exploitation Regulations to assist future investment on this growing industry.

"These 40 years, deep-sea mining for manganese nodules, cobalt-rich manganese crusts, and seafloor massive sulfides has been continuously business and R&D targets. The economy is the most important factor for realizing the venture. Some technological options to increase the economy of deep-sea mining are introduced. They are a mechanical lift, waste rejections on seafloor, a substrate recovery as byproduct, and a pulp lift. An example application of one of the options is economically examined. Not only the same type examinations but also some technological clarifications of the options in detail are necessary.BACKGROUNDManganese nodules (nodule), seafloor massive sulfides (SMS), and cobalt-rich manganese crusts (crust) have been well recognized as future metal sources these 40 years. Among them, the nodule was the first recognized ones. The mining technologies for the deep-sea mineral resources, therefore, have been mainly developed in the major R&D projects for the nodule.The mining systems considered were shuttle miner, continuous line bucket (CLB), and hydraulic dredge ones. The shuttle miner system studied by France was a kind of basic study for autonomous underwater vehicle. The CLB system was an effective approach for a small scale and less investment cost mining (Masuda and Cruickshank, 1995). However, both were considered not effective for a bulk scale production rate mining such as 1.5 million tons per year in dry weight. In the hydraulic dredge system, a steel-pipe and flexible-hose conduit for nodule transportation named “pipestring” and a hydraulic pumpup instrument for creation of upward water flow in the pipestring named “pump-lift” or “air-lift” were adapted and developed. Hence, the hydraulic dredge system became the main stream in the mining system."
