Recent events have raised the issue of whether, and if so when and how, an explorer may gather data from a mining tenement or permit which is held under the relevant mining Act by another party. Two situations arise: that of the small operator who wishes to prospect, and if successful mark off, ground held by others by virtue of the local form of exploration permit; and that of a regional explorer who may wish to enter on to some one else's existing mining tenement within the region of interest. The legal situation varies from state to state. At present the broad consensus seems to be that, provided consent is given, small-scale prospecting on another's exploration permit is at least tolerated if not actually provided for by the relevant Act. Entry onto a granted tenement to carry out any form of exploration is, however, prohibited in all jurisdictions unless consent is given. Furthermore it would appear that the proposal and conclusion of a joint venture agreement places certain obligations upon the party proposing to carry out exploration. These conclusions apply where ground surveys are proposed. Where data acquisition is by aerial survey the situation is much less clear, principally it would appear, because up to now little thought has been given to it. If trespass applies at ground level, at what height does it cease to apply? Can aerial magnetometry or photography be classified as prospecting? Is there an obligation upon public authorities who carry out remote sensing to make data available to the holders of mining tenements within the surveyed areas? Moves are now afoot to address these and other considerations, and it would be in the interests of everyone if a national approach to the problem could be adopted from the beginning. Certain suggestions in this respect are put forward.

KiwiRail has a goal of significantly improving passenger rail services to west Auckland, as part of its DART (Developing Auckland’s Rail Transport) suite of projects. The New Lynn Rail Trench (NLRT) project was a significant component of this work. The NLRT project facilitates essential doubletracking of the Western Auckland line, and provides a new commuter transportation hub within a busy town centre.The 1.5 km stretch of track through the New Lynn town centre has bisected the township for over 80 years. Double-tracking the line provided the opportunity to grade-separate road and rail, which would help to re-connect both sides of the township and enhance public amenity and safety.KiwiRail employed an Early Contractor Involvement (ECI) procurement model engaging a consortium comprising Fletcher Construction, Beca Infrastructure and Synergine to develop a Design and Construct solution.With weak soil conditions and high groundwater levels, a diaphragm wall construction method to form the trench walls was selected as the best solution. Further challenges to construction included working within a narrow rail corridor constrained by buildings along much of the boundary, and a requirement to keep the existing line open for rail services. Detailed construction planning was required to ensure rail and construction safety in a constrained space whilst building the trench walls, propping these walls during excavation, and constructing the base slab in the most efficient way possible.This paper will detail the geotechnical conditions and the additional constraints that made this rail trench a challenging structure to design. It will also describe the fi nal design and construction methodologies that were employed, that allowed very successful completion of the project.Additionally, this paper will review the design and construction lessons applicable to the current Victoria Park Tunnel project, and indeed for all future cut and cover tunnel projects in the Auckland isthmus.

The first grant of land rights in Australia was pursuant to the Aboriginal Land Rights (Northern Territory) Act 1976. That Act has been at the core of the dispute between land rights and miners' rights. The mining industry believes that the Act, in giving a right of veto to Aborigines with respect to exploration and mining on Aboriginal land, has been responsible for a stagnation in exploration amd mining activity in the Northern Territory. In February 1985 the Commonwealth Government released for public comment its preferred model for national land rights legislation. The model has been opposed by the mining industry because it believes, first, that land rights is a matter which should be left to the States and, secondly, that the detailed mechanisms contained in the model constrain the industry in the manner of the Northern Territory legislation. Aboriginal leaders have opposed the model because it does not, in their view, measure up to undertakings given by the Commonwealth Government and, in addition, it provides for amendments to the Northern Territory legislation which are likely to result in the loss of the Aboriginal veto right. Are land rights and miner's rights compatible? The answer is yes provided all parties, including Governments, are prepared to talk and compromise and Governments recognise that the grant of land rights and any control by the Aboriginal people of exploration and mining on their land is not a substitute for raising the living standards of Aborigines as a significant group of disadvantaged Australians.

From the map displayed an idea of the comparative areas of the countries mentioned and Australia could be gained. It was rather amazing that Australia, with its great potentialities, had only about 5,150,000 people. New Guinea had over 750,000 people; Hawaii, a mere speck, 250,000; New Zealand, 1,300,000; North America, 130,000,000; Central America, over 15,500,000; and South America, over 65,000,000. Colombo was only six days from Fremantle, and it was only nine days from Capetown to Albany, and eight days from Albany to Hobart. The mining industry often needs to operate in remote or climatically harsh locations. The industry has recently been forced to deal with extreme conditions including floods, heatwaves and droughts. As these are becoming progressively frequent occurrences, mines typically build ‘downtime’ into production schedules and expect to incur costs to manage the various risks arising from climate extremes. Importantly, many environmental conditions are becoming more extreme and consequently, risk management based on past data can become increasingly ineffective. Market and shareholder demand for fewer interruptions are another pressure on mines to avoid prolonged or frequent downtime. Hence, adaptation to climate is becoming an important strategic move for many companies, many of whom are using future climate scenarios and alternative risk evaluations.We present here a method that uses commonly available mine site data to assist decision-making for reducing vulnerability to sudden flood. The method, ‘climate-related adaptation from terrain evaluation results’ (CRATER), identifies a mine’s flood ‘hot-spots’ and presents them as a ‘traffic lights’ warning map. The process then requires a failure analysis process such as fault-tree analysis to identify both the cause of possible failures and a range of possible failure-avoidance adaptations. In the final stage, management can assess the most suitable option for the mine, based on the availability of capital such as time, facilities, labour and money in addition to social acceptability of the options. CRATER has been tested in an open cut mine environment and is now being further developed to identify how subsidence over underground mines may impact on flooding and ponding over the mining life cycle (CRATER II). Mill operators have traditionally been forced to rely on grade-recovery curves and overall flotation rate constants when analysing proposed improvements to plants. This has led to loss in money and time when a proposed change that showed potential in laboratory scale tests failed to show improvement in the plant. Frequently, this is a result of the operators being unable to gain insight into how and why the proposed change affected the flotation performance. This is due to the classical models not including any description of the subprocesses of flotation and their individual contribution to the overall flotation performance. A new flotation model has been developed as part of the AMIRA P9 project that separates the flotation process into subprocesses and includes the contribution of both the pulp phase and froth phase to the overall flotation recovery. It is not possible to determine the individual components of this new model on traditional pilot plants as they lack the required flexibility and scale. Therefore a new pilot plant has been developed known as the Floatability Characterisation Test Rig (FCTR) that has the flexibility and features required for the determination of the flotation subprocesses. The flexibility and features of the FCTR also make it an ideal tool for investigations into many different aspects of flotation research. These include the effect of reagents, grinding, and power on the flotation performance. This paper will describe the methodology for using the FCTR in these fields of research and highlights the advantages of using the FCTR over traditional methods.

Three major and two minor uranium deposits 'have been worked by open out mining since the discovery of ,the Rum Jungle field in 1949. Total production has been about 9679000 tons of uranium ore at 7;39 lb U308/ton and 4029000 tons of copper-uranium ore at 6.27 lb U308/ton and 2.7% Cu, with significant tonnages of base'metal ores. The deposits occur in or near black pyritic slates of the Lower Proterozoic Golden Dyke Formation, near the contact with the under- lying Coomalie Dolomite. The mineralization is probably younger than the grahite complexes in the area, and a structural-stratigraphic control of ore deposition is used as a basis for uranium exploration.\

In mid-1998 Atlas Copco Rock Drills AB introduced the first member of a new family of drill rigs. This new family, Rocket Boomer L1C/L2C/L3C, is based on modern computer technology and also on what is characterised as information technology. The design of the drill rigs are modularised both in hardware as in the software. This means that the functionality of the drill rigs is upgradable step by step. Added upon the basic drill rig functions are the new options as ABC Regular (known also as Contour Control), ABC Total, drillplan generator and communication products. The main objectives of these functions are to facilitate real quality drilling.

Sampling and sample preparation systems at the Hamersley Iron Pty. Limited port of Dampier, W.A., were developed for two separate objectives. 1. The need for rapid determination of physical properties. On stream size analysis enables lump ore and pellet- ized ore physical properties to be monitored and controlled whilst shiploading is in progress. As a control procedure this facility allows optimum shiploading rates con sistent with physical quality control. 2. The need for accurate chemical analysis. Chemical analysis on ship- loading forms the final link in overall quality control procedures encompassing the operation of mining, railway and port blending. Thus maintenance of specification products with minimum variation in chemical characteristics is ensured.

Mineral exploration conducted over a wide area of the State during the period 1960 to 1973 has resulted in the discovery of a number of significant deposits. Base metals, particularly copper, have been of prime interest while, more recently, the search for uranium and coal have assumed import- ance. Expenditure of $27.6 million by companies during the period under re- view has located 580,000 tonnes of cop- per, 370,000 tonnes of zinc, 350,000 tonnes of lead, 24 million Kg of uran- ium oxide and 2,500 million tonnes of coal. A variety of other metals and non metallic and industrial minerals have been investigated in a diversity of geological environments.

Gallium occurs at above background levels in most samples collected from 11 of the major geothermal areas in the Taupo Volcanic Zone. Concentrations of Ga in the 48 samples ranged from 8 to 144 mg kg-1 and varies widely from place to place within each geothermal area. Gallium is contained within the alumino-silicate structure of clay in the mud, having substituted mainly for Al. Suggested deposition mechanisms for Ga also involve co-precipitation with Sb, As, and SiO2 colloids. Digestion trials, carried out to determine extraction conditions for possible commercial exploitation, showed that heating the mud to 500 - 600¦C for 1 hour followed by acid/alkali treatment gave complete recoveries.

The SMELT-2 package is specifically designed to perform on-line simulation of smelting processes. This paper describes its application to the simulation of continuous matte converting followed by reductive slag cleaning in SIROSMELT reactors. The matte, containing 50% Cu is assumed to be produced at the rate of 20 tph in a continuous matte smelting furnace such as an Outokumpu Flash Furnace, Noranda or Sirosmelt reactor. Two alternative fluxing strategies in the converter are examined, namely: ò conventional silicate slags, ò calcium ferrite slags, and the flow sheets associated with each strategy are discussed. A regular solution model is used in the present study to account for the variations in the activity coefficients of components in the slag.

South Crofty's ventilation network is large and complex. Of the total exhaust air quantity 40% enters the mine by leakage routes through old workings, this air carries high concentrations of radon gas and results in the mine becoming a classified work place under the Ionising Radiation Regulations 1985. Improvements in the control of the ventilating air and dilution by increased air quantity have reduced the average contamination to aelow-0.2 WL. The major part of the radon originates from ground water inflows and from concentrations of radium within the mine with direct emanation from rock surfaces being negligible. Of 600 kBgs-1 total radon leaving the mine 93% cannot be accounted for from known and accessible sources.

Point load testing for irregular rock specimens was studied to determine the relationship between tensile and compressive strengths, drill penetration rate and other rotary drilling parameters. The DH-l type point load tester was developed and more than 2 000 irregular specimens of over 60 kinds of rock from 16 mines and quarries were tested. The effects of size, shape and number of samples on the point load strength index were investigated, using regression analysis. Experiments were carried out to investigate the relationship between point load strength index and uniaxial compressive strength on 29 kinds of rock. The relationship between these values and the drill penetration rate for rotary and percussion drills is discussed.

A sustained drop in the grade of Mount Isa lead-zinc-silver ore occurred in mid 1980. It was decided to increase concentrator throughput from 200 000 to 240 000 tonnes/four week period to maintain budget metal production. To achieve this increase whilst maintaining acceptable grinding and flotation performance, crushing plant final product size had to be reduced from 100%-13mm to 1000-11.2mm. The goal in the crushing plant was to achieve a 20% increase in throughput with a 20% decrease in the top size of the product. This was achieved by operational changes to improve plant availability and optimisation of the existing crushing and screening equipment Performance.

The concept of the Melbourne Underground Rail Loop and the organ- isation to achieve its construction are covered in the companion papers (Reference 1, 2) and will not be repeated here. The Victorian Railways, as well as being the eventual operator of the Loop when it is completed by MURLA, have also been responsible as "Contractors" to MURLA for the construction of the "cut and cover" or "box" tunnels and related approach works located on existing Railway property. These tunnel connections link the existing suburban system to the new underground works. The following tabulation indicates the significant work volume involved in this cut and cover tunnelling exercise and which is covered in some detail by this paper.

Recent data contributions to New Zealand Mesozoic terrane geology confirm the consensus interpretation that New Zealand grew by the progressive addition of material by plutonic and accretionary processes along the Gondwana margin. The data also (1) emphasise the discontinuous but inter-related nature of these processes of continental growth, (2) better establish a direct Gondwana correlation of the Western Province and probable Gondwana provenance of at least some of the Eastern Province, (3) suggest specific times and places when passive or strike-slip rather than subduction regimes are recorded along the south Gondwana margin, and (4) potentially lead to interpretations emphasising parautochthonous rather than far- travelled relationships between many New Zealand terranes.

The Bureau of Mines in cooperation with Kaiser Steel Corporation conducted two methane drainage studies in an advancing section of the Sunnyside No. I Mine where production was being severely hampered by methane emissions. A total of six horizontal aoreholes were completed during the studies to an average length of 291 meters. Total gas production from the boreholes as of December 1981 has exceeded 6,088,800 m3. Methane emissions into the section were reduced by 40 pct as a result of the first drainage system. The second drainage system is currently producing 11,328 m3/day from four Doreholes. Mining of the section and cementing of the horizontal horeholes is expected to begin within 2 Years.

Today, coal production accounts for about 65 per cent of the nationÆs gross energy in China. By the year 2010, the output of coal is planned to increase to 1.65 billion tonnes and by the year 2020 to 1.9 - 2.0 billion tonnes. To meet these energy needs the Chinese coal industry is developing underground coal production on a massive scale. The new drive introduced by using direct torque control (DTC) is now proven technology for mine shaft hoisting. The drive offers unequalled speed and torque control performance as well as a low impact on the supply network by controlling the power factor to unity with a minimum of harmonics distortion.

The design and construction of a 2.5 million tonne per annum ship unloading system at the PWCS export coal terminal in Newcastle, NSW, has further increased the flexibility and sophistication of Australia's largest coal export facility. The system comprises a new unloading wharf serviced by a self unloading vessel, conveyor stream and multi compartment ground level storage shed. Coal is reclaimed from this shed by the largest portal scraper ever installed under cover. The system also provides additional flexibility by receiving coal from the existing PWCS road receival to improve scheduling. The PWCS can now simultaneously handle 11 coal types and receive from rail, road and sea at almost 15000 tonnes per hour.
