A steady state heat and mass balance simulation of the Western Mining Kalgoorlie Nickel Smelter (KNS) flowsheet was developed within the framework of the commercial software METSIM. The KNS simulation can achieve all plant setpoints through the adjustment of controlled process inputs, and provides a useful tool for the evaluation of the current flowsheet and potential flowsheet developments The simulation model and a number of applications are discussed in this paper.

The mine planning process is reviewed and appropriate software considered in terms of "line process" or "support function". The mine planner's requirements of a geological model and the elements of and requirements of a computerised mine planning system are all discussed. The use of "support" software for mine planning is considered and general rules for its development are given. Important changes involved in implementing a computerised mine planning program are listed.

An algorithm is described which leads directly to a unique set of coal washing parameters which, in two or more parallel streams, will give maximum yield of product at a given ash. This occurs when all parallel streams are washed to the same incremental ash. This strategy is shown to offer a considerable increase in yield compared to the simpler strategy of washing each stream to the same sumulative ash.

Optimisation of capital in the development process is critical to the profitability of any new mining venture. The process of optimisation should apply to all aspects, that is the financing, management, revenue, reporting and, of course, the development of the project. Unfortunately, too much emphasis has been placed on the optimisation of the financing or reporting aspects and too little on the project itself. This paper addresses the latter.

Recent advances in technology have allowed many of the problems of directional control of long diamond drill holes to be overcome. Three case histories are presented, from Cobar, Hilton North and Mount Isa Mine, in which careful hole design and the use of wedges and down-the-hole motors have allowed tight directional control of drilling. Substantial savings in time and cost were achieved in all three cases.

Gold Fields Ghana Ltd (GF Ghana) currently operates an underground mine at Tarkwa, in south--west Ghana. The mine was operated by Tarkwa Goldfields Limited, a wholly owned subsidiary of the State Gold Mining Corporation of Ghana (SGMC). The mine was making operating losses and in a poor state of repair. Tarkwa Goldfields retrenched all the staff and GF Ghana assumed management responsibility for its own account on I July 1993.

Although a formal EES was not prepared for the WIM project due it winding down, CRA Ltd has been through the EES and planning scheme amendment process for its demonstration plant. Community consultation was involved with all aspects of this process. The paper outlines the WIM EES consultation program and provides lessons for future community consultation for major projects in regional locations with significant potential to alter the environment.

At 9.45 pm on Thursday, 12 July 1962 glass began to flow in an endless stream from a massive melting tank in a new Whangarei factory and a vital new industry was born û right on schedule. It wasn't good glass. It was ridged. It cracked. It rippled. It obstinately refused to emerge upstairs in the cutting room in one solid continuous sheet. But all through the night, drawing speeds were adjusted, temperatures changed. And on Friday morning, at 8:30, it finally came through as sheet û not perfect as yet, but sheet glass all the same. The rest is only a matter of time. Unfortunately, the buoyant enthusiasm displayed by the founders of the sheet glass industry in New Zealand, and the technical expertise of their European consultants, failed to bring the glass quality up to commercially acceptable standards and within six months, the company was in receivership. Taking over the role of producing New Zealand's sheet glass requirements, New Zealand Window Glass Company was formed as a partnership between two companies with long experience in sheet glass manufacture û Pilkington Brothers (NZ) Limited and Australian Consolidated Industries Limited. This paper sets out to identify the raw material requirements and controls necessary for the successful manufacture of sheet glass, and the availability and supply of suitable materials for use at Whangarei.

For some time the Electricity Trust of South Australia (ETSA) has been investigating the application of new mining methods and equipment to minimise the cost impact of the steadily increasing depth of mining brought about by the 20¦ dip of the coal seams at the Leigh Creek Coalfield. Exhaustive examination of all suitable mining systems showed that highly mechanised systems involving belt conveyors displayed no eco- nomic or operational advantages over shovel and truck methods. However, the configuration of the Leigh Creek coalfield allows for two quite different approaches to mining by shovel and truck. The current strip mining method involves removing overburden from the highwall in 60 m to 200 m wide strips to progressively expose the coal down dip, and requires all waste to be hauled to the surface. The alternative ter- race haulback method involves opening a boxcut to full depth at one end of the coalfield, then mining the full section along strike and placing the spoil in the mined out area. On a strictly economic basis, the latter is clearly advantageous, but the former has significant less tangible advantages. In deciding between the two methods ETSA is faced with the need to examine the applicability of each method under a wide range of possible future demands on the coalfield, and to assess the importance of many intangible factors.

If a straight line should be drawn on the map (Fig 1) through the northern half of the South Island of New Zealand, from Mt. The capital requirements to develop a new mining venture are becoming very large; amounts of the order of US$1,000 million are not now unusual among estimates to bring new mining complexes into production. At the same time prevailing political and economic conditions are making it increasingly difficult to determine whether or not a project is likely to be viable. These factors emphasise the need to carry out thorough evaluation studies of all mineral prospects before making major investment. Additionally with the rapidly changing economic climate existing at the present time, it is becoming more and more necessary to carry out reappraisals of existing mines. An important function of both initial evaluations and reappraisals is to provide the operators of the mine with effective mining plans to ensure that the operation will meet its required economic targets. The mining and exploration industry is governed both directly and indirectly by a complex and constantly changing regulatory and legal system, yet few technical professionals realise the extent to.which they are affected and that they are personally liable for any breaches. These breaches may result in criminal or civil prosecution that could involve significant financial penalties (to the extent that all personal assets are at risk) and even imprisonment. Generally, a professional at risk should be able to mount a due diligence defence in order to avoid or mitigate these consequences. Mineral property and company owners, directors, managers and employees are at risk, as are consultants, contractors and suppliers of equipment or consumables. Whilst all are liable for their personal decisions to act (or failure to act) in managing operations or carrying out directions, as well as for the actions of others under their control, the focus here will be on the exposure of the consultant. Consultants are usually driven by an internal desire to perform to a high standard because of personal pride in their work and concern for their professional reputation. However, there are an increasing number of external requirements for them to be able to demonstrate, if necessary, that their actions were based upon reasonable grounds and that their work conformed to current best practice standards. If they cannot do so, they may face potential personal Liability.

MARTIN) IN PRESENTING THE CERTIFICATE TO SIR MAURICE MAWBY, C.B.E.Members of The Institute, distinguished guests of which there are many, ladies and gentlemen, you are welcome. And might I add a special welcome to Lady Mawby and Lady Fisher and to Sir George's only son, Peter, who with his wife, Betty and one of Sir George's three daughters, Helen, are present this evening, and also to Sir Maurice's son, Colin, and Colin's wife, Jay, also in our company.The family presence must surely be a great source of pleasure and satisfaction to all those so intimately concerned.It is hardly necessary for me to state the sole and only reason for our presence here tonight, which is to confer on Sir George Fisher and Sir Maurice Mawby Honorary Membership of The Australasian Institute of Mining and Metallurgy, and at the same time to acknowledge two people who have rendered great service to the mining industry, albeit tinged with sadness to all of us in the knowledge that from now on their influence may diminish. It is now my pleasure to introduce, although that is hardly necessary, Sir Maurice Mawby, the second member of the duo we honour here this evening, and whose contribution to the mining industry is also beyond assessment.

Characterising the weight percentage of each mineral in base metal ores is an integral part of assessing the quality of an ore in terms of its processing properties. The Rietveld method, which uses X-ray diffraction data, has been applied to routinely quantify the minerals in lead/zinc and copper ores from Mount Isa Mines Limited and supergene copper ores from Ernest Henry Mining as well as their related products from the concentrators. The Rietveld method has been tested by comparing Rietveld mineral data with a standard sample with known mineral weight percentages and comparing Rietveld mineral data with mineral data calculated from elemental assays where the element only exists in one mineral such as lead in galena. Where this latter situation does not occur, the Rietveld method has been checked with both elemental and optical microscope data. In all cases, there is a good correspondence between the Rietveld data and the data it was checked against with absolute differences generally in the range of 0.5 to 3 wt per cent. The Rietveld method generally quantifies all minerals occurring over 1 wt per cent in one analysis and is less expensive and more routine compared to traditional methods such as optical microscope point counting. The Rietveld method can be applied to many stages of the mining cycle such as exploration, feasibility studies, mining, minerals processing and for environmental studies.

Australia, with its fast-growing economy and high standard of a~ living, has a high and rapidly increasing per capita consumption of energyIn total terms, Australia's energy requirements are doubling every 15 years, and among mature Western economies Australia ranks behind only Italy-and Japan in the rate of increase of energy consumption.The use of energy is often accepted as a yardstick of development and on this basis Australia might well congratulate itself on its high energy consumption. However, it is less well recognised that the resources absorbed in the production of energy represent a real cost to the* community, and that just as we strive for industrial efficiency or farm productivity we should strive for economy in the use of energy fuels.Australians spend annually an estimated ú500 million.on all forms of energy, a sum which represents about seven per cent of the Gross National Product. In all, energy production and distribution absorb the employment of more than 100,000 persons. In addition, the annual capital investment by.the oil industry amounts to some E55 millions, by the coal industry about ú12 millions, and by electrical and gas authorities some E108 millions, in total representing more than ten per cent of annual investment in other than private motor cars and housing,

To follow the development of the central crushing plant it is necessary briefly to outline the history of the Lake View and Star Limited. This Company, when first constituted, took over the properties of the Lake View Consols, Hannan's Star, and Chaffers Gold Mines.The Company then treated the ore won from these leases at two dry crushing, all-roasting plants, situated adjacent to each other on the site of the present Chaffers Treatment Plant that handles all the ore won by the Lake View and Star Ltd.SUbsequent to the initial union of the three companies mentioned, the Ivanhoe Gold Corporation and the Golden Horse Shoe Ltd. were absorbed. Still later, and after the original crushing plant was erected, the Associated Gold Mines of Australia were purchased.A very extensive development policy was adopted by the Company's management in the late 1920's, and as the underground programme progressed, it became eVident that a large treatment plant would be required. The subject of government involvement in industry is, to say the least, a touchy one. For many it conjures up thoughts of socialisation or nationalisation. For others it is a desirable objective and is seen as a means of social reform by giving government a greater say in the control and distribution of human, financial and natural resources for the betterment of the community. Whatever your point of view, it is difficult to deny that government involvement exists to lesser or greater degrees in all industries. The mining industry is no exception and the degree of government involvement is probably greater than it is in other industries. I think it is important to remember when talking about government involvement in industry to recognise that there are different types of involvement and that all governments have a right, if they so desire, to become involved in whatever way they choose. The decision of a government to increase its direct or indirect involvement must, of course, be taken in the national interest. Governments, if we are still old fashioned enough to believe in ministerial and electoral responsibility, must make up their own minds about whether their actions are in the national interest and they must be prepared to accept the consequences of that action, good or bad.
