This regional report covers the mineral industries of Canada and 40 countries and areas in Latin America and the Caribbean Basin. Also included is a brief description of the mineral potential of Antarctica. The Latin American region encompasses an area twice that of the United States. Latin America and Canada have a rich and diversified endowment of mineral fuels, metals, and industrial minerals. Tables 1 and 2 provide a summary view of Latin America and Canada's output of its major mineral commodities in world mineral supply in 1990 and 1991. Table 3 shows the relative importance of a selected group of minerals produced in Latin America in the world mineral economy.

Electrical trailing cable handling techniques and practices used in metal and non-metal surface mines were investigated by obtaining information through actual visits to the mine properties located in a variety of geological areas and climatic conditions. An analysis was made of all accidents related to cable handling which are cataloged by HSAC* for the period from 1971, through June 1980. Information was also collected from mine operators concerning near accidents and non-reported accidents. The results of this investigation were presented to the U.S. Bureau of Mines in an effort to outline recommended practices for cable handling in surface mines and to recommend additions and/or changes in the present regulations now being enforced by MSHA** field inspectors. This instructors guide is intended for use in a course which teaches metal and non-metal mine inspectors to perform surveys for inhalation contaminants in above ground metal and nonmetal mine work areas. The handbook entitled "Handbook for Surveys of Inhalation Contaminants in Above Ground Metal and Nonmetal Mining and Processing Work Areas? is used as a manual during the course. The manual contains a survey check list, rules for determining if sampling is required, a list of most frequently encountered contaminants, a list of candidate contaminants and their sampling conditions, and a description of control procedures and devices. There are several experiments in this guidebook which the trainees perform to acquaint them with the sampling systems.

A Deep Underground Science and Engineering Laboratory (DUSEL) is being planned at the site of the former Homestake Gold Mine in Lead, South Dakota, under the sponsorship of the National Science Foundation (NSF) in cooperation with the Department of Energy (DOE). This national facility will host a variety of multi-disciplinary science and engineering experiments including physics experiments that require shielding from cosmogenic radiation. Current plans include construction of large rooms (up to 55 m in width) at depths of 1.48 km (4850 ft) and 2.25 km (7400 ft) below the surface. Preparation of the preliminary design required the development of a geotechnical characterization program including: preliminary drilling and coring, core logging, drill hole mapping with a televiewer, drift mapping of the geology and rock structure, in-situ stress measurements, and laboratory testing of the mechanical properties of the rocks and discontinuities. Overall rock quality is very good to excellent. Site investigations were followed by geotechnical assessments for the construction of caverns and laboratory modules. The results are favorable and reaffirm selection of the Homestake site for establishment of a Deep Underground Engineering and Science Laboratory.

Clay shales are currently being assessed as possible host rock formations for the deep geological disposal of radioactive waste. However, one main concern is that the favourable long-term isolation properties of the intact rock mass could be negatively affected by the formation of an excavation damaged zone (EDZ) around the underground openings. The goal of this thesis was to develop and validate a mechanically-based model of the deformation and failure process of a clay shale, namely Opalinus Clay (OPA), with particular focus on the influence of anisotropy on the short-term response of circular tunnels. To achieve this goal, a hybrid continuum-discontinuum numerical approach was developed in combination with new field measurements from the Mont Terri underground research laboratory. The response of OPA during the excavation of a full-scale emplacement (FE) test tunnel was characterized by geodetic monitoring of wall displacements, radial extensometers and longitudinal inclinometers. The deformation measurements indicated strong directionality induced by the combined effect of in-situ stress field and bedding planes striking parallel to the tunnel axis, with the most severe deformation occurring in the direction approximately perpendicular to the material layering. Computer simulations were conducted using a newly-extended combined finite-discrete element method (FEM/DEM), a numerical technique which allows the explicit simulation of brittle fracturing and associated seismicity. The numerical experimentation firstly focused on the laboratory-scale analysis of failure processes (e.g., acoustic activity) in brittle rocks, and on the role of strength and modulus anisotropy in the failure behaviour of OPA in tension and compression. The fracturing behaviour of unsupported circular excavations in laminated rock masses was then analyzed under different in-situ stress conditions. Lastly, the proposed modelling methodology was applied to the aforementioned FE tunnel to obtain unique insights into the EDZ formation process around emplacement tunnels for nuclear waste. The calibrated numerical model suggested delamination along bedding planes and subsequent extensional fracturing as key mechanisms of the damage process potentially leading to buckling and spalling phenomena. Overall, the research findings are already having a direct impact on the preliminary design process of an underground repository for nuclear waste in Switzerland.

"Instead of using the traditional batch casting process, the CRIMSON [1] (Constrained Rapid Induction Melting Single Shot Up-Casting) method employs a high-powered furnace to melt just enough metal to fill a single mould in a closed crucible. The crucible is transferred to a station for computer-controlled counter gravity filling of the mould for optimum filling and solidification. The CRIMSON method therefore holds the liquid aluminium for a minimum of time drastically reducing the energy losses attributed to holding the metal at temperature. With the rapid melting times achieved, of the order of minutes, there isn’t a long time at temperature for hydrogen to be absorbed or for thick layers of oxide to form. The metal is never allowed to fall under gravity and therefore any oxide formed is not entrained within the liquid. Thus higher quality castings are produced leading to a reduction in scrap rate and reduced overall energy losses.IntroductionEngineers at the University of Birmingham, England, with local company, NTec, have invented a new casting process that will reduce the energy costs of light-metal foundries. The technology, entitled CRIMSON, means that foundries need only heat the quantity of metal required to fill a single mould rather than large batches that use unnecessary energy and create waste. The complete concept of CRIMSON requires a change of philosophy in the approach to casting and requires the user to think holistically in order to reap the full benefits from the process. This paper will discuss the various aspects of energy wastage within the foundry sector and discusses the processes whereby the energy can be reduced. Primarily the author focuses on the aluminium sector but CRIMSON can be applied to many of the non-ferrous “light” alloys. Ferrous materials and non-ferrous “heavy” alloys can also benefit from some of the ideas but not necessarily directly from the application of CRIMSON."

The bootstrap is a computer-intensive resampling method for estimating the uncertainty of complex statistical models. We expand on an application of the bootstrap for inferring semivariogram parameters and their uncertainty. The model fitted to the median of the bootstrap distribution of the experimental semivariogram is proposed as an estimator of the semivariogram. The proposed application is not restricted to normal data and the estimator is resistant to outliers. Improvements are more significant for data-sets with less than 100 observations, which are those for which semivariogram model inference is the most difficult. The application is illustrated by using it to characterize a synthetic random field for which the true semivariogram type and parameters are known.

The presence of magnetite, either dissolved or suspended as solid crystals, in slags from the copper reverberatory furnace is a frequently mentioned cause of an abnormally high copper content in those slags. The presence of this oxide in the slag is to be expected, since it is present in appreciable amounts in both converter slag and roaster calcine which comprise a considerable proportion of the furnace feed. Magnetite is also a product of some of the furnace reactions. These abnormal losses result in several ways. Magnetite is supposed to favor the formation and retention of copper ferrite, in the slag. Crystals of solid magnetite suspended in the slag are objectionable-because they make the slag less fluid and often entrap globules of matte. Frequently these crystals settle into a layer at the slab-matte interface which may have such mechanical strength as to create a false bottom and interfere with furnace operation by preventing separation of matte from slag. Magnetite may, by crystallizing on the furnace bottom, build the bottom to such a level that the furnace can no longer be operated.

The public interest in the Alaskan situation is such that, with the consent of the President, I have concluded, at the request of the American Mining Congress, to make at this time a candid, if somewhat informal, expression of the views I have formed as Secretary of the Interior, under whose official supervision much of the administration of the Territory is now placed. Pressure of other matters imperatively requiring attention has prevented their presentation in as precise and comprehensive a form as I had hoped. The absence of the President from Washington has also prevented the submission to him of what I have prepared. I wish to say, however, that no one is more earnest than he in the desire to see a policy of prompt and wise development inaugurated in Alaska, and that the general policy contained in this address has been discussed with him, meets his approval, and will have his support. I have recently returned from an altogether too brief but nevertheless a most interesting and profitable visit to those portions of Alaska that are more immediately involved in the questions now under public consideration. Favored by extraordinary weather and the cooperation of steamship and railroad lines and the assistance of all of the governmental agencies, including the Revenue-Cutter Service, I visited every port in Alaska that seems likely in the near future to become an important entrance to the country. I examined all of the harbor and town sites which for this purpose have attracted any considerable public attention. I traversed the entire length of each of the three railroads that have been constructed in the Terri.tory and made a short trip from White Horse down the upper Yukon. Both before and during the journey I examined a mass of books, records,' and papers relating to the country and its resources. I had conferences with official committees representing the principal communities I visited and with numerous individuals, residents both of the coast and of the interi.or, and conferred with engineers, miners, prospectors, railroad officials, business and professional men.

The Beirut Hilton Hotel, which was built in 1975, but never occupied, was imploded on Sunday, July 14, 2002 by Controlled Demolition, Inc. (CDI) of Phoenix, Maryland and their client, Optimal Engineering Consulting & Contracting, SARL, (OECC) of Antelias, Lebanon to make room for a new hotel. Twenty-seven years ago, just days before the grand opening, the Hilton Hotel became the site of fighting in Lebanon’s Civil War. Christian and Muslim militiamen fought room to room for control of the building and other nearby hotels. The Hilton, two other major hotels and other high-rise buildings were ravaged by the fighting. The building was one of the three major hotels badly damaged, but not rebuilt, in Lebanon. Located in the City Center, the Hilton stood out in a major redevelopment area which, in recent years, had erased the scars of the 15 year long Civil Wa r.

The newly implemented mineral law framework exacerbated the need to clarify the roles and responsibilities of mine and land surveyors in the preparation and registration of plans and diagrams. The main concern is that survey tasks may be performed by persons who are not considered competent under the different laws. The methodology used was to analyse historic and present legislation on the issue in order to formulate a narrow interpretation of the current requirements. The major findings are tabulated to present a summary of who is responsible for which areas of survey.

The irradiation-induced densification of pyrolytic carbon has been shown to take place by a simple first-order rate process. The values of the densification constant, kd, for isotropic carbons are 1.0 x 10-22, 1.4 X 10-22 and 2.8 X 10-22 (nut)-1 at irradiation temperatures of 520o, 670°, and 1000oC, respectively. The apparent activation energy obtained from the temperature dependence of kd for isotropic carbons is about 0.2 ev. Estimates of the maximum stresses that develop in isotropic carbons owing to shrinkage onto an unyielding support show that stresses in excess of 15,000 psi may be avoided during irradiatian at 600" and 1000°C if the initial coating density is kept above 1.5 and 1.9 g per cu cw, respectively. If a carbon coating on an unyielding support is not completely isotropic, stresses may continue to build up at high neutron exposures after densification is complete because of continued anisotropic distortion. Stresses in excess of 15,000 psi from this source may be avoided during irradiation at 1000°C if' the Bacon anisotropy factor is kept below 1.3. A variety of applications of carbon and graphite in nuclear technology has stimulated numerous studies of the effect of neutron irradiation on these materials One of the most interesting problems associated with the use of carbons and graphites in the high fast neutron fluxes of nuclear reactors arises as a consequence of the neutron-induced dimensional changes that occur during irradiation. Energetic neutrons displace car- bon atoms from their lattice positions; and, depending on the temperature, the interstitials and vacancies produced migrate to form clusters, recombine, or are annihilated at dislocations or crystallite boundaries. The competition of various sinks for the point defects results in structure-sensitive bulk-dimensional changes that vary with temperature in a complicated way. This paper deals with the neutron-induced dimensional changes in turbostratic carbons that are being used as coatings on nuclear fuel particles. The City of Akron will construct the Northside Interceptor Tunnel project, a U.S. EPA/ DOJ CSO Long Term Control Plan Project. The system will provide at least 10.3 million gallons of storage in a 16.5-foot finished ID and 6,660-foot-long rock tunnel. The system will reduce both overflow volume and number of overflow structures on the Cuyahoga River. The project includes deep drop shafts and more than 3,000 linear feet of 48 to 96-inch I.D. sewers installed by trenchless construction methods. This paper will discuss the project background, ground conditions, and other challenges overcome during the design phases.

How to monitor and control the support and surrounding strata system on a longwall face effectively is one of the major research problems in ground control. Based on observations on movements of the support and surrounding strata of face No. 2703 of Dongpang colliery, the relationship between the downtime related to support and surrounding strata and other influential factors is analysed systematically in this paper. Monitoring indices and control measures are then determined by taking corresponding downtime as an objective function. When the monitoring method, developed from the above findings, was used on face No. 2703, the downtime due to support and surrounding strata was remarkably reduced, and the face advanced normally.

An overview of recent development of CSIRO?s Multi-Phase reaction models will be presented with examples comparing the calculated physico-chemical properties of metallurgical slags with the existing experimental data. The paper will also outline the development of a kinetically based model for molten bath reactors and its application to submerged combustion of coal in a slag bath as well as the reaction between the slag and injected coal particles. The plume model combines established models for the combustion of pulverized fuel with models for the growth and rise of bubbles from a lance or tuyere. This model predicts the extent of de-volatilization and combustion of the coal in the plume, the utilization of oxygen and the exchange rate of oxygen between the gas and the bath as well as the heat transfer rate between the gas bubbles and the bath. The slag reduction model brings together the recently measured rate data and fundamental understanding of the kinetics of CO-CO2reaction with iron oxide containing slags and predicts the changes resulting from injection of coal particles into molten slags. The top-space model covers reactions between gases and molten droplets in the post-combustion zone, where heat and mass transfer between phases results in higher utilization of the fuel values in the partly oxidized gases and transfer of heat to the molten bath. Of the total 535 projects for which information is provided, 429 concern coal mines and electric generating plants (including Energy Supply and Environmental Coordination Act (ESECA) coal conversion notices).

"The number of investigations reported during the past year indicates that control of the health hazard due to abnormal air conditions is still a matter of serious consideration in the mining, metallurgical, and allied industries.Australia. - In an investigation into the health and working conditions of employees in the mining industry of Tasmania and Victoria3, it was found that although pulmonary tuberculosis may occur early in life, silicosis is e disease of slow evolution and does not appear frequently under the ace of 40. A period of at least ten years in the industry was found necessary to produce silicosis, and in no case was the disease found in those who had not worked underground. A very high incidence of silicosis was found in all fields among those who had worked underground 20 years and longer. There was some evidence that silicosis complicated by tuberculosis may occur earlier than uncomplicated silicosis.England. - In a paper presented before the Section on Occupational Diseases of the British Medical Association, Dr. E. L. Middleton, the medical inspector of factories, called attention4 to the occurrence of silicosis in various industries throughout the country.punitive on some quite harmless industries. Thus Middleton says: ""Where the amount of dust is small the action of the phagocytes is likely to be effective, but where it is great . . ."" What dosage is indicated by ""small"" and ""great"" in this connexion? If the meaning of ""small"" were known, would it be correct to go on to say, as he does, ""each successive dose of silica produces a summation of effects""? Then, again, would it be fair to say ""a comparatively brief period of exposure may be the only determining factor""? What, in minutes, hours, or days per week, per month,' or year, is intended by ""a comparatively brief period""? ""Intermittency of the process"" is another expression used in summing up the reasons for and against a standardization of air purity by a gravimetric process or enumeration of the particles; the arguments against such a standardization are, by Middleton, considered strong, but they are by no means convincing to us. A standard has been accepted in respect of the amount of lead in milligrams per 10 cubic metres of air; Dr. Ronald Lane showed in another paper read that adherence to this makes the occurrence of poisoning highly improbable. Mavrogordato has placed on record figures of silica dust at different stages of the improvements in the workings of the Rand mines, and such a control is in constant operation in them today.We emphasize these points because apparently the Government has taken the unusual course of legislating first and postponing inquiry to a later date, as in the ""Various Industries (Silicosis) Scheme, 1939."" The insurance companies also have a considerable interest in the matter of compensation for the silicosis risk. Where exposure - as in the refractories industries, the grinding industries, sandstone industry, and pottery industry - is day in and day out, they rightly demand a premium far higher than for any other disease scheduled under the Workmen's Compensation Act - 5 per cent on the wages bill. row every industrial employer, such as the paint and varnish manufacturer, who has a sack of crushed silica in his store .room, from which he extracts once a week enough to make a paste With spirit and add to his other ingredients in order to give them the necessary ""bite,"" becomes involved, and may have to abandon the use of the material or pay 8 per cent on his wages bill for an absolutely negligible risk.. By making use of genetic programming, empirical models for metallurgical processes can be evolved that are more cost-effective than models determined by means of classical statistical techniques. These methods explore populations of candidate models assembled from sets of variables, parameters and simple mathematical operators, and do not require explicit specification of model structures. The application of the proposed strategies is illustrated by means of a case study pertaining to the leaching of nickeliferous chromite ores. Modelling of the nickel and cobalt extraction from the ores yielded models of similar accuracy compared to those obtained by non-linear regression and artificial neural networks. However, in the case of the iron extraction from the ores, the genetic programming model was significantly more accurate than both the regression and neutral network models.
