Improved methods of mining have accompanied the introduction of mechanical loading, of which there are a great many varieties, but this multiplicity of mining brings new problems and greatly increases the importance of managing over a few years ago. Few mines operating today have been opened with the intention of mechanizing throughout. The problem of mechanization is to change over a mine heretofore operated by hand methods and to select machinery that will fit the old system with the least number of changes, the aim being not to disrupt or to completely change the original plan. The organization of mechanical and electrical forces is a problem in mechanical loading, and each individual mine presents its own problems. Plans which may succeed in one mine may fail in another and upon the management rests the responsibility of deciding the best method in each case.

Thank you Clark, for that extraordinary introduction, but Paul Harvey would be disappointed if I didn't tell you ... the rest of the story. It's true that I began my career at the Boston Traveler newspaper, one of the last of the breed that started as an office boy and eventually advanced to staff reporter. However, what the biography doesn't tell you is that after that stellar rise to prominence in the Boston financial community, the afternoon Traveler was merged into the morning Boston Herald, and I was out of a job. Between the Traveler - which I closed - and the Brockton Enterprise - where I helped bring about the first labor strike in the newspaper's 100 year history - for a short period I worked double shifts at a bomb factory where we made beanbag mines for use in Vietnam. That is until the plant blew up one morning between my shifts - my last shift, as you can guess. Incidentally, my job was quality control. Before accepting my first public relations job with Boston Gas Company - and handling the media during that companies longest strike in history - I worked part time as a police officer in the small Massachusetts town of Halifax, during which time I wrecked the town's only patrol car - twice. Having contributed all I could to Boston Gas Company, I moved on to the parent company - Eastern Gas and Fuel Associates - where I was instrumental in closing down the last remaining coke plant in the Northeast in the Bridesburg section of Philadelphia - and got my first exposure to the coal industry - a visit to Eastern's last two coal mines in western Pennsylvania, Culver and Delmont - which were closed a month later. With the coal boom at its apex in the late '70s, the bosses thought it would be safe - and safer for the other subsidiary companies - for me to be given the opportunity to establish a formal public relations department at Eastern Associated Coal Corp. In my 10 years with Eastern Associated, I was able to help take the company from 17 operating mines down to 6, from 8 longwall sections down to 5, and eventually have the entire company sold to Peabody, While at the same time, bringing an end to the coal boom. It was at this point that journalism again beckoned, which coincided with COAL magazine purchasing Coal Age from McGraw Hill Publishing. In my l l years with the magazine, we've taken it from Coal Mining and Processing, to Coal Mining, to just COAL, and back to Coal Age - which is the best thing we ever did - and we've had the company sold ... twice.

MR. McKEEVER: I think we had to start some- where. The proceeds of the beltbuckles and hard hat stickers will certainly be a beginning in a scholarship for some of our young people. And maybe, you know we might even get one of them sometime to go to the University of Oklahoma. A few years ago the luncheon speaker for tomorrow, Brooks Mitchell, got a few of the mine presidents together and we spent a full five hours of just dedicated listening to Carl Terzian. We listened basically on three subjects: how to work with the media, how to work with image, and how to identify with our political systems and those who are in them. I remember that as one of the turning points in my perspective on how our system really works. This gentleman who will be addressing you today, Mr. Terzian, will be conducting about a three-hour session tomorrow. And it's a shame that our other activities will not allow some of the golfers to probably be there. Those of you who can come to the session tomorrow morning will find it most rewarding. A little bit later on we will also have a panel session. And I see all of the panelists are here except for Bob Golten, but I understand that he is registered. We should have a full afternoon session with Charlie and his panel. When we started working on this, we naturally went back to Carl Terzian to give us some guidance. If there is anything wrong with your session, it's my fault because he knows how these should be done and he guided us along the way. One thing that I am sorry, it wasn't his fault necessarily, is that Harry Reasoner will not be with us for lunch tomorrow. Brooks Mitchell is going to make all of the PR he can out of the fact that Harry got scratched and he got in place for him. Brooks gave me one comment along that line. He said, "Do you know what you get when you cross a gorilla with a computer"? Of course I bit on that. He said. "Well, you get a Harry Reasoner." A little over a month ago I was invited out to California to Woodbury University at Carl Terzian's insistence. I happened to be sitting by one of his vice presidents. It was a formal affair. We had to wear tuxedos and everything and Mr.Green was sitting there and he said, "You know," he didn't know who I was at that time, but he said, "You know Carl really didn't want this formal affair. Said he had a couple of friends coming from the coal mining industry and they wouldn't know what to do with tuxedos." So with that Carl, we will start this little session and it's your mike. MR. TERZIAN: Thank you very much Ira. Let me begin by expressing my appreciation to the men and women of the Institute for allowing me to be here. I'm deeply concerned about my reputation, my image and don't want you to get the inference that I am responsible for Ira McKeever's image. Nobody could be responsible for that! But it is a great case in point that we all should be concerned about our images. I guess tomorrow morning from about 8:30. a.m. to about 11:30 a.m. we are going to do a? hopefully, a productive and very pleasant expertence for all of us in this growing field and great interest that people have in the area of image. I happen to be from Los Angeles. I have a national firm which has handled about 600 corporations', over the years through the areas of public relations,' community, civic involvement all built around a strengthening and safe guarding our precious, free enterprise system. PRESIDENT MARKS: We have a letter from Mr. Frank N. Cameron, of the Utah Fuel Company, that perhaps I had better read to you. It is addressed to Mr. Shubart, Rocky Mountain Coal Mining Institute (hands letter to Secretary Shubart). UTAH FUEL COMPANY MINE SUPERINTENDENT Castle Gate, Utah, February 9, 1926 Mr. F. N. Cameron, Vice-President & General Manager, Salt Lake City, Utah. Dear Sir: It has now been about nine months since we started the system of having the fire bosses take charge of all shooting and gas inspections at the Castle Gate Mines. We had considerable trouble when we started. Like all other new systems which have been installed, this one was hard to get started and was criticised both by the miners and officials in our own organization, as well as by other organizations in the mines of this county. The older the official and miner was the stronger they seemed to be opposed to the new method. They have no arguments to offer against it, but they know it is not right "because their grandfather did not work it in that way." We know that when some of the other systems were started in the mines of this county, they were fought from all angles. The electrical shooting almost brought the miners at Sunnyside out on strike; their main argument was that they could not make a living if they had to obey the rules that the company was trying to enforce. They also claimed that they could not make enough coal for the day's work by only shooting once at the end of the shift. The same applies to the sprinkling the miners claimed that they would all die of some disease if they were forced to work in a sloppy, wet mine every day. The mining machine was another thing that was hard to install the miners claimed that the company was trying to rob the Door miner out of a chance to make living by installing mining machines to cut the coal. I do not think that the system we have at our mines is perfect-there is still room for improvement in the shooting and inspection of the mines, but I do really think that for safety and efficiency, the inspection department at our mines, working under the new system, is as good if not better than any other inspection department working under the old method in the other mines. I am giving some of the arguments in favor of the new system and would like to hear the arguments against it-if there are any. In cutting the men from monthly to day wages, I do not think it is only the company that benefits by the arrangement, but the fireboss is the one that gets the best of it by the change. How often have we heard the fireboss complain of the hours he had to put in just because he was a monthly man? Under the new wage scale he is paid for every hour he puts in the mines, and when the mines are working every day he makes considerable more than when he was being paid a monthly salary. When the mines are working slow, there is generally some work that has to be done on idle days, or in slow times the force could be cut to a point where some of the work could be done on idle days, and thus the fireboss could be given the preference in this extra work and in this way, his wage could be kept up to the standard monthly salary he was getting before. The Annual Business Meeting of the members of The Rocky Mountain Coal Mining Institute held during he 84th Regular Meeting of the Institute was called to order by the president, H. Dean Jacot at 11:30 a.m Tuesday, June 28. 1988 in Peak Room 5 of Beaver Run Resort at Breckenridge, Colorado. Twenty three were present and a quorum was established. The president stated the purpose of the annual meeting is to inform members of the status of the affairs and activities of the corporation during the year. It was moved by Loren Linville, seconded and carried to approve the minutes of the previous meeting as published in the 1987 Proceedings. The chair called for reports of the various com¬mittees and these reports will he placed on file in the RMCMI office. Bylaws and Resolutions. Chairman Loren V. Linville reported there were no bylaws revisions. He further reported that the Board had adopted two resolutions: (I) Noting the passing of members since the last convention-Richard T. Brownrigg. Don A Dewey, John T. Maulshy. Hugh D. Nyquist and Mike Zakotnik. (2) Recognizing the superior skills of J. Brett Harvey. RMCMI Vice President of Utah. For recruiting 26 new members from the State of Utah and named him as #1 Recruiter in the Institute?s 1988 membership drive. Linville further commended the Executive Secretary officers, chairmen and committees loran excellent job in planning the 84th Regular Meeting and convention. Membership. In the absence of chairman Ed Sullivan. the secretary reported there are currently 718 active or dues paying members, 51 Life Members and 250 delinquent in dues payment. In the 1988 membership drive. 132 new members have been recruited and 74 of them attended this convention making up 27V, of the total attendance. Patrons of the Institute. This report was given by the secretary for chairman Ira McKeever. A total of 124 plaques has been prepared during the low year life of the program. It has been culled to 119 possible donors as some firms have gone out of business or consolidated. Of this number 46 renewed their annual $100 donation and three new Patrons have joined prior to the convention for a total of 49. During the convention. four new Patrons donated $100 each. tour former Patrons pledged $100 each and seven would be-new Patrons pledged $100 each for a total of 15. This would bring the grand total to 64 if all pledges are received prior to the close of this fiscal year as opposed to 59 renewals in 1987. Program. Co-Chairman Pete Nielsen announced the convention program theme "Broadening OUR Horizons" was well received despite the loss of three speakers during the final days prior to convention. Because the remarks of the Monday luncheon keynote speaker ran over the first time-to-be-tried Monday afternoon Poster Session was delayed almost an hour in beginning. This well thought out feature will he run again next year but in a different time frame. Nielsen thanked his co-chairmen, Bill Balaz and the Poster Session chairman Marcie Greenberg. Publicity. Chairman Tom Egan reported three newsletters including the convention newspaper were sent members during the year. He and Bob Jacob of Bob Jacob Public Relations were at registration daily to secure business card ads and to solicit advertising for the Proceedings. Scholarship. Chairman Keith McGinnis reported that six of the seven scholarship recipients were present at the convention. The University of Arizona at Tucson was added this year and it was the only university visited this year by the chairman. Each scholarship recipient was introduced to the membership at the Monday morning Welcome Session, presented a plaque and responded. The input Iron each winner was most favorable to the program. Each was appreciative of the many contacts made and the educational seminars and programs. McGinnis noted that the mining engineering department at the University of Wyoming may be dropped during the coming year. Joe Dunlap suggested that every member rally support of this department. MR. STOUT: The picture shows the plan of the "V"-system as worked at Berwind mine, in a small strip of coal adjacent to the 4th right entry. The dotted line (indicating) show the position of the break rows as set for each of the three consecutive breaks. In two cases the break rows failed to function properly and as a result, the roof caved along the points of the "V's" as well as back along the faces a short distance. This affected the ventilation to a certain extent, but was remedied immediately by cutting through the points near the cave and setting additional timbers. At the present time we are putting in the break row of heavy red spruce props, making the row straight instead of curved as is shown in the picture; in this way we believe we can better control the breaks. The three "V" entries were driven up 14 feet wide, for a distance of 260 feet without cross-cuts. A very neat and substantial line brattice was carried up each entry as the places advanced. The principal factors in determining the success of this system are ventilation, roof control, and transportation. We are well pleased with the results from these three "V" places and now have four other places, about 500 feet to the west of these, driving at the present time in which we hope to get still better results. A MEMBER: What centers did you use there? MR. STOUT: We used 70 feet. This may be increased or decreased according to local conditions. MR. F. W. WHITESIDE (Chief Engineer, Victor-American Fuel Co.) Will you please describe roughly how your cars are handled? MR. STOUT: Cars are brought from the parting and pushed up along the faces by a storage battery locomotive. The faces are about 70 feet long and we found that five or six cars can be loaded and transported very conveniently. It is important to get a quick exchange of cars, and in this way we were able to keep the shovelers busy at all times. A MEMBER: What is the grade in your "V" entries? MR. STOUT: Five per cent in favor of the loaded trip. A MEMBER: What is the angle of your "V" faces? MR. STOUT: The angle at the throat is 45 degrees. MR. SAMUEL ANDREWS: In what direction does the air travel? MR. STOUT: The air travels down the dip entries and is deflected up the first "V" entry, and travels along the points, and returns down the last entry. There is no more difficulty in ventilating "V" faces than in ventilating rooms, providing the points are kept open. A MEMBER: What amount of air do you have in that section? MR. KAISER (Superintendent, Berwind Mine): Eighteen thousand cubic feet per minute. MR. ANDREWS: It is necessary, Mr. Stout, to brattice these places?

Man's capacity far fretting is endless, and no matter what difficulties we surmount, how many ideals we realize, there is a stealthy pleasure in rejecting mankind or the universe as unworthy of our approval. - Will Durant Until recently, reasons for favoring one or another energy alternative were advanced on the basis of technical considerations and economic realities. However, it is an indication of the cultural climate of our society and growing realization of why energy is our master resource that many citizens have begun to express concern about the social and ethical implications of our energy deci¬sion-making. A vivid indication of this shift toward ethical concerns is reflected in the attention being focused on conservation - even to the point of regarding it as a virtual panacea equivalent to a "free energy resource." Among others, the authors of a publication by Resources for the Future cautions us about the difficulties of defining conservation. They also point out that unrealistic expectations for achieving the high levels of conservation claimed by true believers may boomerang if, at the same time, we are morally required to maintain economic growth and robust productivity for the basic well-being of more people. In its economic meaning, conservation signifies the most economic or cost-effective applications of energy, together with other resources, in a given process or activity. To achieve conservation that is cost-effective, saving energy alone is not sufficient; the cost involved in saving the energy must be no greater than the cost of the energy that is saved. Using its thermodynamic meaning, conservation and efficiency are viewed as constrained by physical laws and measured against ideal limits set by these laws and processes. Since achieving higher levels of technical performance is not without costs, the economic meaning of conservation must be factored into technical possibilities. It is the ethical, equity and environmental meaning of conservation that concerns us here. In its third meaning, conservation consists in moderation as a value which appears inherently worthwhile both in itself and in relation to social choices dedicated to achieving distributive justice. The value of moderation seems predicated on the assumption that natural resources and the environment have fixed, finite, exhaustible capacities for satisfying human needs. Hence norms for moderating human behavior appear to require prescriptions by some authority. Such norms presuppose some agreement on "essential" uses of energy. However, the difficulties of setting behavioral norms loom large, because "... it is as difficult to determine essential energy consumption as to determine what is essential in any other phase of consumption, whether it involves food, clothing, shelter, or recreation." The ethical meaning of conversation is further complicated by a centuries-old argument over the proper exercise of stewardship - i.e., how best to develop natural resources. On the one hand, the preservationist position insists on an inviolate, "hands-off" policy and stands opposed to ongoing development of wilderness areas and mineral resources. On the other hand, the "scientific conservationist" who preaches the "gospel of efficiency" insists on development of resources based on principles of sustained-yield, multiple use and - in the case of competing claims - reserving resources or land for their "higher use." Current confusion reigns among opinion leaders in the environmental movement because they appear to have lost the genius of the original Conservation ethic, developed in the 19th century. They seem to think that conservation is preservation. The question I wish to explore is whether a single-minded, exclusive pursuit of "conservation" in its economic, thermodynamic and preservationist meanings may actually do more harm than good in serving the ethical goals of conservation. Profiled below are the eight RMCMI 1999 Scholarship Award winners. Seven of the eight attended the 95th Regular Meeting and convention at Crested Butte, Colorado in late June. Each spoke during the Scholarship Awards Monday luncheon and shared their goals with attendees. In addition to receiving a $1,500 tuition credit, thanks to the Patrons of the Institute annual funding of scholarships, each received recognition at the luncheon with a brass plaque signifying this honor. The winners are guests of the Institute Sunday through Tuesday and have an incredible opportunity to meet many in the coal industry who could be potential employers. The state vice presidents host the winners and pay for their travel and hotel expenses. This is a continuing scholarship and may be renewed for tuition credit again in the senior year if they remain a full time student and if recommended by the dean of their college or university. A resident from each of the eight member RMCMI states is selected by the Scholarship committee from Board approved institutions. Criteria for these annual awards is that the recipient (1) is a full time sophomore student who will use the tuition credit the junior year. (2) Be both a U. S. citizen and a legal resident of the member stare. (3) Maintain good academic standing, be pursuing a degree in a mining related field and have an expressed interest in western coal as a possible career path. Contributions to this worthwhile project are tax deductible to each individual RMCMI member or his company. Through donations of $100 or more to the Patrons of the Institute, each Patron receives a plaque and a year bar for each additional year contributions are made. [ ] ARIZONA WINNER Jennifer Jannusch University of Arizona Jennifer is the daughter of Peggy and Larry Jannusch of Phoenix. She graduated from Shadow Mountain High School in the top 15% of her class. She has been on the Dean's List and won the National Collegiate Engineering Award. Jennifer belongs to the Association of Engineering Geologists, SME, Best Buddies, and enjoys running, painting and languages. [ ] COLORADO WINNER Alan S. Maste¬rs Colorado School of ties Alan is the son of Lee and Ellen Masters of Lakewood, Colorado. He graduated from Lakewood High School and has been on the Dean's List at CSM. He resides with his wife, Karen, and children Morgan, Nicole and Scott. Spending twelve years as a mechanic and semi-truck driver, Alan decided to return to school to pursue an engineering degree. Having maintained a 4.0 G.P.A. at Arapahoe Community College, he was accepted at CSM where he continues to excel. He firmly believes that the future of our country will be enhanced by our ability to utilize our natural resources. Alan enjoys time with his family, fishing, water skiing, bowling and reading Tom Clancy or John Grisham novels.
