What decision making tools and methods are available to a project owner when there is no clear differentiator between construction alternatives? A team led by a joint venture of Parsons Brinckerhoff and PGH Wong Engineering (PB/Wong) has been providing preliminary engineering services to the San Francisco Municipal Transportation Agency (SFMTA). The SFMTA and PB/Wong team developed several alternative construction methods for the tunnels and stations of the San Francisco Central Subway Project, none of which could be judged clearly better than another using traditional approaches and metrics. The team employed a risk assessment and analysis frame-works as a means of comparative analysis, drawing upon the knowledge of industry experts in the geotechnical, tunneling and construction fields to assist in the effort. This paper presents the approach and results of a cost and schedule risk analysis for two such analyses designed to answer two different questions regarding the advisability of different construction approaches. These assessments paved the way for key decision making in the preliminary engineering phase of the project and formed the foundation for continuing risk management efforts on the project. The focus of this paper is primarily the first two stages of risk management?identification and assessment?and some of the organizational dynamic issues that arise in such efforts.

(This paper reviews the reasons for and the principles followed in designing and constructing complete new surface works at the mine of the Zinc Corporation Limited, Broken Hill, New South Wales, and describes the layout, plant, buildings and services.)The Zinc Corporation mine produces high grade lead, silver and zinc sulphide ore. Lead and zinc concentrates are sent by rail to Port Pirie, where the lead is smelted and the zinc concentrate is shipped to Tasmania, England and other overseas countries.Some time ago consideration was given to the advisability of sinking an additional shaft. For some years the old main shaft had been working at full capacity and developments underground had indicated that the mine would eventually be capable of an output greater than that which could be handled through the shaft. It was therefore decided to sink a new main shaft and the site chosen was in footwall country 900 feet south of the old main shaft. The reason for the move south was so that the new shaft would be opposite the centre of gravity of the ore-bodies at depth. The size of the new shaft is 27 ft. ,6 in. x 15 ft., and the work was put in hand early in 1936.It was intended to haul the whole mine output through this shaft, which was 1,600 feet from the mill then operating. An extensive conveyor system thus became necessary unless a new mill was built near the shaft. Geothermal gradients in the Gippsland Basin commonly exceed 35¦ C/km. Consequently models of thermal maturation may indicate exploration targets with an anomalous age/depth distribution. However regional geothermal models are constrained primarily by observations of surface heat flow. High geothermal gradients may simply reflect the presence of low conductivity coal beds within the basin. Heat flow data are not readily available for the Gippsland Basin. Normally special purpose drill holes are required to provide direct determinations of surface heat flow. These provide core samples for thermal conductivity and allow measurements of a stable geothermal gradient at least one year after drilling. Different indirect procedures are now required to provide estimates for the Gippsland Basin. Bottom hole temperatures can be used with suitable corrections to provide an indication of the regional geothermal gradient. However the corresponding thermal conductivities are more difficult to determine. Geophysical logs can be used to detect the major lithologies but detailed statistical analysis is required for numerical estimates. Complex mixing models are now suggested for geothermal surveys linking physical properties to variations in the mineralogy of each well. Allowing for low conductivity coal measures the data in the Gippsland Basin suggest values for heat flow consistent with regional trends in Australia. Interpretation is complicated by overprinting of transient thermal events with different time scales. Apart from the tectonics of basin evolution geothermal signatures may be complicated by regional ground water migration, the 'hot spot' trace associated with southward younging of Cainozoic volcanism, diagenesis, and basin refraction.

"INTRODUCTION Geological examination of the Iron Mountain beryllium deposits was begun by a field part 3/ of the Federal Geological Survey in May 1942. Later in that month the occurrence was examined by the author and C. H. Johnson, of the Bureau of Mines, and a preliminary exploratory program was outlined. Trenching and sampling began about June 15 and were completed in July 1942. A large tonnage of beryllium-bearing material was indicate by this preliminary survey, so that additional funds wore allotted for further trenching and sampling, underground exploratory work, and diamond drilling. This later program was initiated in July 1942 and was completed in May 1943. 4/ACKNOWLEDGEMENTSIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilisation of our mineral resources to the end that they make the greatest possible contribution to national security and economy. The Raub Gold Mines are situated approximately in the centre of the Malayan Peninsula in the State of Penang. Part of the area, now known as "Raubhole," was opencut some 800 years ago by the Mon Khmers, a Cambodian people, whose vestiges mark numerous outcrops in South Eastern Asia. With their decline and extinction the work was abondoned, leaving a large pond in a dense thicket of Beluka (secondary growth).From the year 1885 onwards the history of Raubhole and the water therein records a chain sale starting from an enterprising local "Rajah," who had "assumed" authority, to an equally wakeful Singapore Arab; thence through the agency of a "down-and-out" beachcomber to a hopeful Australian company in the "goldbrick" days. Subsequent catastrophe on a depleted stringer was followed by reconstruction; the deserved reward of a long mining life, and an output of nearly 800,000 ounces of gold. Owing to the loss of notes and data stored in Singapore, this paper is not as complete as it should be, especially in respect to its metallurgical phases. Apologies are therefore tendered in advance for any deficiencies which may be noted.The necessary regional geological data have been taken largely from the admirable investigation of the Raub area by J. A. Richardson, A.R.C.S., B.Sc., F.G.S., of the Malayan Geological Survey*, and, throughout the paper, months represent lunar periods of 28 days and money is expressed in sterling.MINING SECTIONSAs shown hereunder the reef system has been divided by nature into seven isolated sections, which have been of necessity worked as seven separate small mines. Many high-grade iron ores are considered to result from the supergene enrichment of banded iron formations. The secondary processes may be related to either present-day or ancient erosion cycles and may reach a considerable depth. Other high-grade ores hosted by banded iron formations are regarded as either sedimentary or metamorphic in origin although often also subjected to the secondary processes. The evidence for this multiplicity of origins is reviewed with descriptions of selected deposits: Kedia d'Idjil and M'Haoudat in Mauritania, Bomi Hills and the Nimba Range in Liberia, the Itabira district in Minas Gerais, Brazil, and El Pao in eastern Venezuela. Emphasis is placed on the recognition of textures that show that some ores are tectonites, the precursor materials having undergone pervasive deformation accompanied by metamorphism. The question whether such ores are pre- or syntectonic is difficult to resolve, the evidence being inconclusive, but a diagenetic/early deformation origin is preferred. The possible range of origins has to be taken into account in exploration, particularly as regards the depth of drilling, and in the characterisation of ores for metallurgical use

"In January 1985, Equity Silver Mines Limited began operation of a cyanidation circuit to scavenge precious metals from the flotation tailings. At present, this process is treating 270,000 tonnes of tailings per month and is recovering in excess of 0.20 grams of gold per tonne. To obtain these results Equity is operating a carbon-in-leach circuit that utilizes pressure stripping, zinc precipitation acid washing and thermal reactivation. A cyanide destruction circuit is also required to minimize the deleterious effects on reclaim water in the flotation stage. This paper describes the existing scavenger plant, and details the start-up problems encountered and the modifications made to correct these problems.INTRODUCTIONEquity Silver Mines Limited , a 68% owned subsidiary of Placer Development Limited , is located 38 km southeast of Houston in north central British Columbia. The geographic location of Equity Silver Mines is shown in figure #1. In September 1980, production first began with the ore being supplied from the Southern Tail open pit. In March 1984, the Southern Tail deposit had reached its economic pit depth, and since then ore has been supplied by the Main Zone pit the gold mineralization in the Main Zone is less refractory than the Southern Tail and cyanidation of the flotation tailing appeared to be a viable alternative.An extensive test program was undertaken and the results confirmed that considerable gold and silver values were amenable to cyanide leaching. A feasibility study showed that these values could be economically recovered and the detailed engineering work began."

"North America has entered a period when greatly increased attention must be given to energy .supply and demand by government, industry and individuals. Such increasing concern about energy will be a long-term phenomenon, accompanied by continuing examination of future resource development and utilization. Those engaged in or associated with mining, a major energy consumer, are likely to experience a variety of problems which are associated with the end of an era of low-cost, virtually unlimited energy supply. Their efforts, furthermore, may be subjected to escalating public and government scrutiny, involvement and control. However, ever-growing recognition of the real and urgent necessity to systematically develop new energy supplies within Canada and the United States will provide unusual challenges and opportunities for those companies and individuals with mining expertise. The vast deposits of coal, tar sands and oil shale provide a relative certainty of supply which only stands to gain in attractive ness with time. In order to benefit from this aspect of certain supply, nevertheless, synthetic fuels will have to be produced at a tolerable cost. This will always require excellent process design and engineering. As synfuels development expands to any significant production level, however, and Jess than ideal reserves are scheduled, the usual geologic-productivity complexities encountered in making ore out of low-value rock will tend to become of prime concern. It is for this reason that the services of experienced mining personnel will be in growing demand in energy production."

The Izmit Bay bridge, a 3-km-long suspension bridge crossing of Izmit Bay, Turkey is planned to be constructed in one of the most seismically active places in the world. The site, which has the potential to experience significant earthquakes associated with the relative motion accommodated on the North Anatolian Fault, is underlain by deep deposits of soft soils, and areas of unstable and liquefiable soils. Characterizing the seismotectonic setting, foundation soil conditions, potential fault locations, as well as other geohazards was a critical component for the project concessionaire to finance the project and obtain meaningful bids for bridge design and construction. Given the Build Operate Transfer (BOT) funding mechanism, executing this work in the least possible time was critical to the concessionaire?s financing scheme. Fugro was retained to provide geotechnical, geological, and seismological evaluations for the project region, and to generate data for contractors to develop reliable designs and bids. The uncertainties in these data made it difficult for the BOT concessionaire to finance the project and tender Bridge design and construction. The investment in an early and comprehensive site characterization program to evaluate and quantify those uncertainties allowed the concessionaire to save schedule, provide a robust bid basis to bridge contractors, and persuade banks to finance what was perceived to be a relatively high risk project.

In the 1980s and?90s the gold mining industry in South Africa came under pressure from the continued poor dollar gold price and escalating Rand based costs, furthermore the external impacts on the industry were changing. Thus, the Chamber of Mines (COM) shifted its focus away from many historical areas of support towards the new industry challenges in safety and health, labour markets, environmental responsibility, mineral rights legislation and social responsibility. During 1997 the lack of funds and the changes facing the tertiary institutions were often subjects of discussion at the various sub-committee meetings. The Metallurgical Sub-committee of the Chamber Education Fund or the Sub-committee of Consulting Metallurgists as it was known identified the need for the funding structure to change with the times. Up to this time the Chamber of Mines operated an Education Fund that supported mining industry academic departments at various South African tertiary institutions; these funds were derived exclusively from the country?s gold and coal mines the basis of Chamber membership. Funds of less than R5 million per annum were available for distribution by the three disciplinary sub-committees of mining, metallurgy and geology.

Although mining is an old industry its management is quite a new science, and its complications are now being recognised as demanding expert knowledge in many branches of technical and professional education. Not the least amongst these isaccountancy, for probably its most important problem is "How to control the expenditure." Unlike most businesses a mining company stands almost entirely in the light of a purchaser in the world's markets, and not as a seller, except say for product so the established and perfected systems of modern industries cannot be adopted for mining purposes. For this reason it has been left for late years to consider the matter seriously, and now a number of well-managed concerns have devised costs systems to suit their own requirements.Very little, however, has been published and even that is disjoined and difficult to make use of. Some of the costs systems in vogue, although elaborate and imposing, are not of very great value for keeping check on wasteful expenditure, or for displaying the commercial effect brought about 'by any particular change in practice, or by an addition or alteration to a portion of existing plant.

Addition of sodium nitrite-borax, sodium hydroxide, sodIUm carbonate, lime, or sodium silicate reduced wear of forged steel balls and cast iron slugs in wet grinding a complex zinc-lead-copper sulphide ore in laboratory ball mills. Maximum wear reductions were 27 per cent (forged steel balls) and 33 per cent (cast iron slugs) with sodium hydroxide and nitrite-borax additives respectively.Potential measurements of balls and slugs during grinding, and analysis of the data in terms of corrosion theory demonstrated that corrosive wear had been reduced or prevented by these additives. Actual per cent wear reductions were not equated to the rate of corrosive wear because of the undefined interdependence between abrasion and corrosion in wear processes. The investigation verifies that in laboratory ball mills corrosion is significant in the wear of grinding media and wear can be reduced by corrosion inhibition and pH adjustment.

When the Q-system was launched in 1974, the name referred to rock mass classification, with focus on tunnel and cavern support selection. Besides empirical design of support, the Q-value, or its normalized value Qc, has been found to correlate with seismic P-wave velocity, with deformation modulus, and with deformation. The Q-system provides temporary or permanent support for road, rail, and mine roadway tunnels and for caverns for various uses. It also gives relative cost and time for tunnel construction for a complete range of rock qualities. There are also indications that Q has captured important elements of the cohesive and frictional strength of rock masses, with Qc resembling the product of rock mass cohesion and rock mass friction coefficient.

Under the requirement to define the economic advantages of using hydrogen fuel cell vehicles, a broad-scoped project was initiated to quantify the costs associated with operating fuel cell vehicles and diesel vehicles. While ventilation savings are clearly an advantage for the former, a complete and detailed analysis of this and other operational and capital cost elements was undertaken in order to provide the mining industry with factual information in considering the changeover from one technology to another. This paper outlines the results of the investigations to date defining the costs/benefits associated with capital purchases, operations (electrical/diesel, mine air heating fuel, ventilation, openings, surface and underground infrastructure, maintenance, labour, etc.), delivery of energy, regulatory obligations, and mine production. Considerations are given to the type and size of a mining operation, the depth, and location in North America. Significant ventilation power, equipment, and infrastructure savings are possible with the application of fuel cells for shallower mine applications. At depth, where heat is an issue, there is a reduction in benefit. Specific qualifiers such as minimum air velocities, dust dilution, shaft, and heating system velocity limits must be considered on an individual mine basis. While the capital cost for fuel cell mining equipment is currently higher than diesel versions, the high cost of fuel cells is anticipated to be reduced significantly in the near future with the intensification of manufacturing. In either case, the operational savings would probably be sufficient to balance the supplementary capitalization costs. Comprehensive reports have been issued.

In 1984, at the request of Bureau of Land Management, the U.S. Bureau of Mines studied the 13,730-acre Burnt Lodge (MT-065-278) Wilderness Study Area (WSA) in order to evaluate the mineral resources. The WSA is located in Phillips and Valley Counties, MT, about 55 miles south of Malta adjoining the Charles M. Russell National Wildlife Refuge. It is underlain by near horizontal sedimentary beds of the Hell Creek Formation, Fox Hills Sandstone, and Bearpaw Shale. No mines or prospects were found in the WSA. Bentonitic beds were examined, but are generally less than 1 ft thick and, except where exposed, are deeply buried. Kaolin-bearing sandstone in the Colgate Member of the Foxhills Sandstone was sampled and may have potential for use in structural clay products. However, remoteness and inaccessibility of the area make it unlikely that the material could be economically extracted even though some of the material is marginally useful.

With the ever increasing demand for commodities, due to changes in lifestyle and increase in population, people are striving to find ways to keep up. Mining is one essential element in the solution. Though being a powerful boost to a country?s economy, mining can have disastrous effects in the absence of waste management practice and technologies; because of the harmful heavy metals and toxic chemical waste that is generated as a by-product in mining operations. It is an established and documented fact that pollution is a major concern for communities having to live with it. Disproportionate water consumption significantly impacts local rivers and ponds thereby reducing freshwater availability and have given rise to social conflict. In light of these misgivings, management and treatment of mine water and waste has gained considerable attention recently. In this paper, we summarize some of the treatment methods that can be adopted by mining companies to reduce their environmental footprint. Appropriate treatment solutions depend on various factors including available space and capital cost for treatment solutions, type of mining waste generated, current state of the mining plant, geographical location, and other location specific issues. Incorporating waste and water management solutions as a priority within mining operations is critical for addressing increasing regulatory requirements and a starting point for initiating other Corporate Social Responsibility (CSR) programs. Collaboration among mining companies, NGOs, local community, and government facilitates successful projects which build trust leading to long term relationships. In this paper we also talk about the benefits of implementing a CSR project that captures the focus of local communities and allows the mining company to focus on operations. Implementing a sustainable business model that incorporates the broader community impacted by projects will continue to benefit even after the mining company ceases operation in that location. The challenges involved with implementing effective CSR projects, which require measuring and reporting effectiveness to create a positive social, economic, and environmental impact is also presented in this paper.

"Part I. - PrinciplesIntroductionIf the oxides of the metals are listed in decreasing order of the magnitude of their heats of formation, the list appearing in Table 1 will be formed. It will be apparent at once that this is essentially the well-known electrochemical series (Table li). The metals at the bottom of the list exhibit great stability and are attacked only by the most violent of chemical reagents. Higher on the list, the metals become more reactive until, at the head of the list, the metals lithium and calcium are unstable in moist air.The reactive metals to be considered lie above manganese. In this group will be found familiar and abundant metals such as aluminium and magnesium, the unfamiliar yet abundant metal titanium, the rare and mysterious metal beryllium, and others of greater or less interest.While these metals exhibit properties as unlike as those of uranium and magnesium, they have in common a specialized and difficult extractive metallurgy. They form compounds of great stability, and their reduction is to varying degrees difficult. The position of a metal in Table 1 (and more particu1arly its position in the free energy column) gives a numerical value to this property.Oxides with low free energies of formation may be reduced with great ease; thus silver and mercury may be produced from their oxides by simple heating in air.Lead, iron, and zinc may be separated from their oxides by heating with carbon to moderate temperatures. Magnesium oxide, on the other hand, .requires a high temperature and very special conditions before it will yield magnesium metal."

Based upon the previous work of Norman & Loeb, a method was used to assess the comparative wearing properties of ten different alloys being used, or being considered for use, as mill liners and grinding media at Mount Isa, The materials to be tested were obtained in the form of large diameter balls, and were run, along with the regular ball charge, in a large ball mill operating under normal grinding conditions. At selected intervals, the test balls were removed from the mill, weighed and identified, and their relative wear rates determined.INTRODUCTIONInformation in metallurgical journals, from local iron and steel foundries, and from various metal promotional organizations has suggested that the various alloy compositions available should be examined and assessed for possible use as milllfners and grinding media.Previous attempts at evaluation of recommended materials for these applications elsewhere, have usually involved the purchase of large quantities of grinding balls or complete mill liner sets, requiring running periods of up to two years or more. As well as being both a costly and lengthy procedure, the information obtained may be of little significance, due to changes in milling practice, and ore characteristics during the period of operation.To overcome these difficuities, a method was adopted based on the short time wear rate test recommended by Norman & Loeb (1949) and Norman (1957) in which all the materialsunder consideration are ·subjected·concurrently to the conditions of service.Previous calculations of wear rates have been dependent1. WESTERN phosphate resources which lie in Ida- ho, Montana, Utah, and Wyoming, have seen great expansion of activity in recent years. Growth has been two-pronged: expansion in fertilizer use, and since 1949, into the elemental phosphorous industry. Elemental phosphorous, produced in the electric furnace, goes largely into chemical making. Phosphate ore was first recognized in the West about 1889. Production started in 1906, and for many years consisted of underground operations by small companies operating sporadically. In 1920 Anaconda Copper Mining Co. opened the underground Conda mine near Soda Springs in southeastern Idaho, and has maintained and increased its operations since then. About 1930 Montana Phosphate Products Co. began underground mining in Montana and has remained a steady producer. In 1945 San Francisco Chemical Co., one of the oldest companies in the western field, initiated strip mining at the Waterloo mine near Montpelier, Idaho, and later at Leefe mine near Sage Junction, Wyo. In1946 J. R. Simplot Co. began open pit mining at Gay mine near Fort Hall, Idaho. In 1950 Victor Chemical Works began underground development work in the area of Maiden Rock, south of Butte, Mont.: and has since mined there. Monsanto Chemical Co. began open pit mining near Soda Springs, Idaho, in 1951.
