LEDOUX).-If there ever was a question in the mind of anybody as to whether there are some mining engineers, I think if they would look in the door tonight they would decide there are. We meet here tonight not only to enjoy a smoke and other incidentals which are permitted us in these days, but with a more serious thought in our minds, because that flag, with its 540 stars, only begins to show the number of our membership that are serving the country. We are thinking of them, and when we consider how many of those men are also citizens of one or another of our allied countries, we can imagine that many are tonight thinking of us and perhaps have received, even at the front, notices of our annual meeting and are wondering what we are doing tonight; so our thought this evening will be going out to them, going out to those of our number who are serving in the khaki or in the blue, or in other activities denied to some of us for one reason or another; but, gentlemen, there is one thing we will do now, we will rise and sing together r the Star Spangled Banner. Gentlemen, not only are American citizens here tonight, not only representatives of our country on the Speakers' platform, but. there are representatives of our Allies, and we are going to have the privilege of listening to one or two of the latter, a citizen of the great British Empire and a citizen of France. Although not fully accepted in South Africa, the Theory of Sampling originally proposed by Pierre Gy is fast becoming the cornerstone of sampling practice throughout the world. The growing acceptance of Gy?s Theory of Sampling in South Africa can be attributed to a number of factors, chief amongst them being the development of a tradable mineral asset market, the promulgation of the Mineral and Petroleum Resources Development Act (MPRDA), the growing number of commercial and academic courses that are offered on sampling, and the regulation of the industry through internationally acceptable guidelines and rules for reporting and trading in mineral assets. The size of the South African minerals industry and the dependence of our economy on mineral production have also meant that correct sampling is of key importance to mineral trade. ISO standards have been the principal guides for producers of mineral bulk commodities who produce to customers? specifications, whereas Gy?s insights have been most readily accepted by precious and base metals producers whose product is sold into metal markets. Understanding of small-scale variability is essential in the precious and base-metal industries, but detailed studies of the effects of heterogeneity have not been as productive in the bulk commodities. Sampling practices at different stages of mineral development from exploration, face sampling and grade control, ore processing and handling, metallurgical sub-sampling, point of sale sampling, and sampling in the laboratory are considered in the gold, platinum, ferrous metal, and coal industries. A summary of the impact of poor sampling in these industries is presented. Generally it appears that poor sampling practice is most likely to erode mineral asset value at the early stages of mineral development. The benefits of good sampling are considered, especially with regard to the financial implications of bias and error on large and consistent consignments of bulk commodities. First, I want to thank my co-author, Leon del Valle for his help and collaboration in the preparation of this paper, and also ORICA S.S. our explosive supplier and contractor at the Refugio mine site for their collaboration. The Southern Andes Mountains present a number of challenges for mining operations, and associated blasting operations. This region of the world, in Peru, Bolivis, Chile and Argentina is an area of rapid growth in precious and base metal mining, and will continue to be a large growth area for explosives products and services. This paper will attemp to discuss some of the special considerations encountered in operating a safe and effective blasting program at high elevation and under extreme weather conditions, as well as outlining a recent improvement in blasting techniques at the Refugio gold mine in northern Chile. This paper is presented from a mine operator's perspective, which may be a bit of a disappointment for some of you interested in a detailed technical review of our program. It willl, however, provide an insight in how in-pit blasting techniques tie into the metallurgical processes at a modern precious metal mine and thereby become a key elemnet in its success.

"The location of Quintette Coal Limited's pit and geologic nature of the dedicated reserves combine to introduce a number of factors which can adversely affect waste dump stability. These factors include steep terrain, variable material type and particle size, and precipitation. This paper describes the solutions to related waste dump problems. A brief geotechnical review of the waste dumps is given and Quintette's operational strategies during periods of dump stability and instability are discussed. Despite best efforts, failures occasionally occur and discussion is included on Quintette's success at bringing failed dumps safely back into use. IntroductionQuintette Coal Limited (QCL) property is situated on the east slope of the Rocky Mountains near Tumbler Ridge, approximately 120 km southwest of Dawson Creek, British Columbia. This surface mine is located on mountainous terrain and is subject to climatic extremes of wind, precipitation and temperature.QCL has a current annual production of 4.75 million tonnes of metallurgical coal with a stripping ratio of 7: 1. This correctly implies the extraction of over 33 million bank cubic metres (BCM) of waste which is placed on numerous waste dumps at various locations adjacent to the pit.There are three active pits - Mesa, Wolverine, and Shikano (Fig. 1). Shikano is a newly developed pit located near the plant site. It is not subject to the unique dump management problems prevalent at the Mesa and Wolverine pits, therefore the Shikano waste dumps will not be discussed . The dumps for the Mesa and Wolverine pits, however, have been technically and operationally challenging since shortly after mining began in 1983. Their characteristics, associated site specifics and management, therefore, are the subject of this paper.Waste dump locations for the Mesa and Wolverine pits are shown in Figures 2 and 3 as is the relative waste distribution . Each sub-pit is connected to a principal waste dump in reasonable proximity and to an alternate dump should disposal of waste be necessary at that location. The waste dumps are constructed from the top elevations initially to coincide with subpit development. In the initial years (1-7) waste dump heights will be up to 250 m, then, as the mine matures (8-20 years), waste dump maximum heights will continuously decrease to coincide with lower bench elevations"

An analysis of coal slurry pipelines was presented in our May 1976 study, Route Specific Cost Comparisons: Unit Trains, Coal Slurry Pipelines and Extra High Voltage Transmission (4]. The present study extends that analysis. The earlier work included technical and economic cost descriptions of the black Mesa and ETSI pipelines as well as some hypothetical pipeline routes. Water problems, safety and environment, required resources, and labor impacts were discussed at some length. Additionally, pipeline impacts on competing railroads, slurry-rail comparisons, and cost escalation. were analyzed. The difference in pipeline profitability to an owner-operator versus a promoter-builder was suggested. These aspects are not redone in this study. Here, we present a synopsis of the previous results and a general statement of coal slurry pipelines. Extensions of the arguments are presented where they appear warranted. New material is developed in the area of pipeline branching and tapping. This would appear necessary if slurry pipelines are to function as more than private lines; if they are, for example, to be responsive to common carrier requirements.

Increased employment and a lower accident-frequency rate were the outstanding features of the metal- and nonmetal-mining4 industries of the United States in 1939 compared with 1933, according to reports furnished by individual mining companies to the Bureau of Vines, United States Department of the Interior. Except for 1937, the reports for 1939 showed gains both in number of employees and number of mar -hours worked over all years since 1929. The accident-frequency rate per million man-hours of exposure to mining hazards was lower than in any year since 1925. Reports for 1939 revealed a total of 111,909 men employed in and about mines, an increase of inure than 8 percent over 1931 The total volume of labor performed at all mires was slightly more than 299 million plan-hours, an increase of mare than 10 percent over 1938. As these gains suggest, the average employee had a longer period of work in 1939, the increase amounting to r workdays per employee.

"Constructions activities in cities often imply large volumes of surplus material which could be treated by stabilization for re-use in new geotechnical constructions. Modification of dredged sediments by e.g. stabilization/solidification (s/s) is an example of sustainable handling option implying dredged contaminated sediments to become a potential resource for civil engineering constructions. The SMOCS project (Sustainable Management of Contaminated Sediments) within the Baltic Sea Region Programme 2007-2013 has developed a guideline based on a sustainability approach free to download at www.smocs.eu. The paper presents key issues in the guideline and highlights the importance of performing a field test as part of the design process. Two field tests with s/s-treated dredged sediments for new port areas are presented. Strength, permeability and leakage properties of s/s-treated contaminated sediments make beneficial use in geo-constructions possible. The influence of possible physical/chemical deterioration processes on the durability has been studied showing that freeze/thaw cycles might degrade the monolith of s/s-treated sediments. Consequently s/s-constructions shall be below freezing depth. Other deterioration processes such as salt and sulfate penetration were found of minor importance. Research is on-going to study the influence of and how to cope with freeze/thaw cycles on the long-term properties.BACKGROUNDConstructions activities in cities often imply large volumes of surplus material which could be treated by stabilization for re-use in new geotechnical constructions. "Studies on the performance of Falcon batch type concentrators treating ultrafine tantalum at Tanco have revealed that very fine heavy minerals are concentrated within certain areas of the concentrate bed. This information led to the design of a bowl which would allow entrapped lighter low grade particles to escape while providing more space for heavier particles to be recovered in the bed.Numerous tests were then completed with a modified batch-type and non-fluidized Falcon bowl in which the diameter of the discharge lip was adjusted downward manually in steps. This allowed for the gradual building of a higher grade concentrate bed.This work ultimately led to the design of a new Falcon with an automated continuously variable lip. In April 2005, Tanco commissioned the first Falcon UF600.This paper will discuss laboratory scale results and also plant performance of the Falcon’s UF technology.INTRODUCTIONTantalum Mining Corporation of Canada, also known as Tanco, is a wholly owned subsidiary of Cabot Corporation based in Boston, Mass. Operating since 1969, the underground highly mechanized room and pillar operation produces tantalum, lithium and cesium minerals and is located a 2 hour drive east-northeast of Winnipeg Manitoba, Canada.At Tanco, tantalum is recovered using conventional gravity concentration, enhanced gravity concentration and flotation. This paper will discuss how the need for improved equipment to treat very fine tantalum particles was filled by a machine which was modified to the point of creating a completely new technology.In November 2003, Tanco began the investigation for the potential use of a high g-force smooth walled concentrator for treating ultra fine tantalum produced by its flotation circuit. Until then, the tantalum flotation concentrate had been treated by a circuit which consisted of a Mozley Multi-Gravity Separator 902 (MGS), a Mozley MGS 900 and a Bartles cross belt concentrator. Through QemScan analysis, it was found that the majority of the losses from this circuit were of an extremely fine nature which exceeded the recovery limits of equipment on hand. Mean particle size of the tantalum losses was less than 10 µm."

The complexity of commercial mining software has gained rapidly over the past decade as hardware developments have surpassed software capabilities at a staggering rate. Software users, recognizing the limitations of off-the-shelf applications, have adapted embedded scripting languages. Custom programming has always had a vital role in mine computing innovations, yielding a dynamic research environment in industry and academia. Fields such as industrial minerals can benefit from customization of existing software, since the majority of mine planning software was designed for large metal mines. Different customization approaches utilizing embedded scripting languages are presented, with examples of sand and gravel applications in development. Following implementation by Surpac and development of the Surpac Command Language, Tcl has been widely applied. Mintec introduced Python, also extensible and portable amongst various operating systems, for use in their MineSight products. In early 2000, Gemcom introduced the use of Microsoft Visual Basic for Applications, widely used customization tools for a decade. Datamine implemented a flexible multi-language approach, with all program commands and processes available through the COM Server Interface. This extends customization from the existing macro language to scripting in HTML, JavaScript, or any language that supports COM.

Bureau of Mines laboratory experiments with reduced scale cutter and cutter forces were performed to (1) define the fundamental relationships governing disk cutter performance and (2) to develop a method of predicting disk cutter performance in soft, medium, and hard rocks. The rock cutting experiments were performed in four igneous and metamorphic rocks that ranged in compressive strength from 38,000 to 67,000 psi. A special testing machine called a linear cutter apparatus (LCA) was used to load and traverse a free rolling disk cutter across a smooth rock surface. Each pass of the disk produced a single crater, and runs were spaced to avoid breakage between craters. During each run the normal and tangential cutter forces were measured and recorded. The soft and medium rock data were obtained from previous Bureau experiments with disk cutters. Crater depth, tangential cutter force, crater volume, specific energy versus normal cutter force, and crater width versus depth are defined within this study. With the use of standard physical properties, performance prediction equations were developed using stepwise linear regression analysis techniques. A method of using these prediction equations to calculate the boring rate, the cutter spacing, and the torque and energy requirements of a full-scale boring machine was also developed.

"This paper discusses the project history, process design and layout of the Rainy River Gold Project mill. The circuit consists of a 55 x 83 primary crusher, 15 MW SAG mill and 15 MW ball mill. Both mills are twin pinion with LSS and VFD drives. A pebble crusher is located in the process plant with bypass and stockpile options. Gravity concentration followed by 30 hours of leach residence, carousel CIP, carbon recovery, cyanide destruction and tails disposal in a 1,428 hectare tailings management area (TMA).The Rainy River Gold Project is located approximately 65 km northwest of Fort Frances in north western Ontario. The project is scheduled to be commissioned and reach commercial production in mid-2017. Expected cost is $US877M and is comprised of an open pit mine, process plant, tailings management area and supporting infrastructure. The process plant is designed to produce gold/silver Dore’ bars.The project has been developed on the following timeline:• 1967 – First exploration• 1994 – 17 zone discovered• 2004 – 433 Zone discovered• 2005 – Rainy River Resources Ltd. purchases property • 2006 - ODM zone discovered• 2007 - Cap Zone discovered• 2008 - First NI-43-101 Resource completed• 2012 - PEA completed & Intrepid Zone discovered• 2013 - New Gold acquires Rainy River Resources• 2014 - Updated feasibility study completed & Environmental Assessment report submitted• 2015 - Detailed Engineering >95% complete, EA approved and construction commencesThe property is accessed by provincial highway 600 and is within 17 km of 230 kV power line and railway sidings. A review of historic mining information and geological literature pertaining to the Alpine Mine, Lyell Goldfield has been completed. As a result of this work the Alpine reef is inferred to be associated with an upright anticline with a sub-horizontal axis. Structural profiles prepared from limited underground data indicate that the reef is subparallel to the eastern limb of the anticline and cuts across the western limb. Reassessment of structural mapping completed by the New Zealand Geological Survey indicates that Greenland Group metasediments within the Lyell Goldfield are folded into a series of opposed assymetic folds with sub-horizontal axes. It is suggested that the anticline which harbours the Alpine Reef is located on the axis of a synclinorium. Along the western limb of the synclinorium the subsidiary folds have steep west dipping limbs and shallow east dipping limbs (western sense of assymmetry) whereas shallow west dips and steep east dips are typical of the eastern limb. The notion of quartz mineralisation occupying the axis of a synclinorium is contrary to the situation in the Reefton Goldfield where quartz mineralisation is affiliated with folds associated with an anticlinorium. Historic mine data reveals that below No.4 Level the quartz-gold mineralisation, in the Alpine Mine, occupied a steeply dipping ore channel. The strike of the channel was to the northwest and within this structure the are shoots plunged to the north at approximately 40¦. Archival mine plans show that two quartz bodies, the North and South Blocks, were present at No. 4 Level. Although the North Block was followed down to No 14 Level (530 m vertically below the surface outcrop) the South Block was only mined as far as No 7 Level. Sampling on No 7 Level together with the results of trial mining suggest that the grade of quartz underfoot in South Block is low. Information from the Mines Statements and mapping undertaken by the Gold Prospecting Scheme reveals that faulting had a profound influence on the intregity and extent of the Alpine Reef. The reef occupies a Inajor shear zone but little is known about it. It is also apparent that below No 7 Level the reef was progressively shattered by faulting and this may be the chief reason for the decrease in grade in the lower levels of the mine. No substantive facts are available about wall rock alteration effects adjacent to the Alpine Reef Still this is not surprising considering that comments on the mineralised pug envelope and breccias adjacent to the mined quartz shoots at the Globe - Progress Prospect were omitted from contemporary publications. In spite of this the existance of sulphide bearing reef casing lithologies cannot be completely dismissed since 9.15 m of 'reef track' has been reported in Reids No 2 Level.

Por ello, el presente texto señala la optimización del oro control de Tintaya a través de la metodología Six Sigma, donde se logra mejorar el proceso desde el muestreo de blasthole hasta el envío de mineral a las plantas, se minimiza los eventos de fuga de mineral a los botaderos y con la data confiable de los blasthole, se elaboran modelos de corto plazo que permiten generar planes predecibles de minado.

MY YEAR OF SERVICE as president of the A.I.M.E. came at a time when the mineral industry had suffered severely because of disturbed economic conditions throughout the world. The Institute, an integral part of this industry, had been similarly affected. Its membership and revenues decreased; it was confronted by problems of retrenchment at a time when its vigorous operation was especially important to its members, of some moment to the mining industry, and of value to the nation. Throughout the last year, the recession of activity in our industry continued with slight abatement. Your Board accordingly exercised such economy within the Institute as was possible without impairment of essential functions. It endeavored to aid in sustaining the morale of members, their sense of professional unity, and their interest in maintaining research and the interchange of scientific and technologic data upon which the progress of our industry depends. Effort was made to assist in the difficult task of finding employment for needy members; our endeavors have met with some success.

The investigation described in this report was begun as part of the Bureau of Mines progress to develop acid processes for the extraction of alumina from low-grade bauxite and. clays. A domestic shortage of high-grade bauxite sui table for treatment by the Bayer process became acute as a result of' World War II; an intensive search for a practical acid process using lower-grade alumina-bearing raw materials was therefore warranted. The laboratory development was described in a preceding Bureau of Mines publication wherein the basic theory for the design and erection of a pilot plant maybe found. A 2-ton-per-day continuous pilot plant was constructed and successfully operated at College Park, Md., which demonstrated conclusively the chemical and mechanical feasibility of a solvent purification process for aluminum sulfate. The estimated production cost of $38.64 indicates that under present market conditions the process would not be economically feasible.

A complete service system was established for the monitoring of personnel exposure to N02 based upon the use of passive dosimetry. This system is structured such that minimum effort is required of the user: manufacturing, analysis, reporting, and record keeping functions are provided by the service organization. A field evaluation program was carried out in a dieselized mine to assess the performance of two passive dosimeters, the Walden GASBADGE TM dosimeter, and a tubular dosimeter developed at New York University. Side-by-side comparisons were carried out to evaluate dosimeter suitability for monitoring in the field, and to assess relative accuracy characteristics.

A knowledge of the mechanics of wave propagation through the earth is essential if reliable communication systems are to be designed for coal mine environments. To obtain a reliable basis from which accurate propagation predictions could be drawn, a series of theoretical Studies have been prepared for the Bureau of Mines by Mr. Ramsay Decker of Spectra Associates, Inc. through a subcontract with Collins Radio Group. These reports formulate the analytical techniques from which wee may derive frequencies and antenna configurations that yield the optimum signal-to-noise ratios over the greatest distances in mine environments. The reports of sections 2 and 4 deal with analytical techniques for determining the signal-to-noise ratio within a mine environment for loop-to-loop and line source-to-loop antenna configurations. The analytical results of these reports were then implemented into computer programs to obtain predictions concerning through-the-earth signal propagation. These preliminary predictions are based on noise data compiled by Bensema, Maxwell and Stone, and WVU prior to the extensive research conducted by the National bureau of Standards (NBS). These initial measurements indicated a 20- to 30-dB lower noise level than that measured recently by N BS. The recent NBS data is that used by Collins in the final predictions.
