Introduction US dependence on external energy sources is dangerous because of unstable political situations existing in key energy exporting countries. So, recent national energy policies call for increased reliance on domestic energy sources. Coal ranks as the most feasible domestic energy source due to its abundant reserves and continental distribution. But to efficiently extract these coal reserves, huge sums of capital funds are needed. Due to the depressed economy, lenders of capital funds are forced to be more stringent with loan applications. This results in fewer loans granted. In many cases, it is uncertain if funding can be obtained. Furthermore, the greatest level of domestic mine financing is expected to be in the coal sector. Demand for capital in the domestic coal industry is anticipated to increase 80% by 1990. The Chase Manhattan Bank in New York warns that these future needs cannot be met by the present capital markets. This article analyzes the current and expected situations of the capital markets available to the domestic coal industry, including: • current and expected future types of financing used in the domestic coal industry; • problems the domestic coal industry may encounter as it seeks capital; and • the future availability of capital funds as concluded from analysis of the first two items. Background Information Regardless of industry, all projects or ventures can be divided into four basic stages: generation; evaluation; selection; and execution. Within the mining industry, one can break down these stages to draw a clear picture of mine development, as shown in Fig. 1. Each successive stage has a corresponding risk level. This risk level defines the type of financing available to the mine operator. Mining Venture Risks A coal mining venture can be characterized by its unique blend of technical and financial risk. As the mine moves through different development stages, varying proportions of each of these risks are encountered. It is these risks that the lender evaluates to determine project suitability. For a coal mining venture, the major complexities generally occur with the technical risk. These include: • quantifying the coal reserves: • assessing the feasibility of the mining method; and • evaluating the design of the wash plant. The reserve risk is gauged by the amount of measured, mineable, and saleable reserves. The greater the latter amounts, the lower the risk. Secure title to the reserves plus title for any surface areas required are also of concern to the banker. INTRODUCTION There has been considerable discussion in recent years of the strained relations between owners, engineers and contractors caused by the rapid increase in costly litigation in underground excavation due to construction claims. These time consuming claims are not to the best interests of the industry. It has been a conclusion of some of the concerned parties that there could be a substantial reduction in these claims if a mutual respect for each other's roles could be maintained along with a practical contractual arrangement for sharing the risks of the unforeseen costs inherent in the business. This paper will touch on the overall problem of these relationships, but confine the major discussion to the role of geology in claims and, in particular, changed conditions claims, since they form the base for the bulk of those involving geology. Geologists can make a major contribution to the reduction of these claims if their particular abilities are recognized and used properly. CLAIMS AND GEOLOGICAL RISKS The tunnel contractor is strictly bound by the contract he signs, and the risks he assumes thereby must be priced. The most important variable factor on which he must base his price is the geologic data provided and his interpretation of it. INTRODUCTON James Howden first secured an order for two Service Tunnel Boring machines in November 1986. These Tunnel Boring machines were 5.7 and 5.4 metres in diameter and the full length including back up was 215 metres. Manufacture commenced in December 1986 at the Glasgow factories of James Howden & Company with the deliveries to site of the machines in September 1987 and March 1988 respectively. In December 1987 two further orders were secured for the land running tunnels at 8.7 metres diameter. This paper presents some of the challenges in building tunnel boring machines for the Eurotunnel project between Britain and France. The general specifications of the Tunnel Boring machines and length of drives are shown in Appendix 1. DESIGN PARAMETERS The specification given by the Consortium TML on behalf of their client Eurotunnel cleary indicated that cutting of the face should be concurrent with the building of the precast concrete lining rings. In order to do this a telescopic machine was thought to be the best solution. Ground conditions were described as chalk marls of homogeneous nature with the possibility of friable areas and some revelling. "An underground environment with high air temperature and humidity conditions generated from various heat and moisture sources can significantly affect the thermoregulation processes of the human body. This can lead to a series of heat-related illnesses such as heat exhaustion, heat cramps and heat stroke. The majority of the metabolic energy of a mine worker results in the production of heat. If the human body is to maintain thermal equilibrium, then this metabolic heat must be transferred to the ambient surroundings at the same rate. The heat loss from the human body occurs through a combination of heat transfer processes, such as respiratory heat exchange, convection, radiation and evaporation. If the heat loss from the human body to the ambient surroundings is less than the metabolic heat produced, the excess will be accumulated within the human body, which will result in a rise in the core and skin temperatures. This can ultimately lead to a heat-related illness or a combination of heat-related illnesses. This paper aims to discuss major heat-related issues and provide an overview of various mine ventilation and cooling systems, which can be employed to overcome high levels of heat and humidity in underground mines. In this paper, the effects of heat exposure on the health, safety and productivity of the mine workers are also highlighted. IntroductionMining in the United States remains one of the most hazardous industries, despite significant reductions in fatal injuries over the last century (Coleman and Kerkering, 2007; Saleh and Cummings 2011; Jacklitsch, Musolin and Kim, 2016). Occupational health hazards within the mining industry include hazards that are physical, such as traumatic injury or hearing loss; chemical, such as silica or diesel particulate matter; biological; ergonomic; and psychological (Donoghue, 2004; Saleh and Cummings, 2011). The effects of some of these hazards can be diagnosed immediately, while many, like black-lung and silicosis, will have long-term effects on the health, safety and life quality of mine workers (Donoghue, 2004; National Institute for Occupational Safety and Health, NIOSH, 2000). Among these hazards, exposure to heat and humidity can significantly affect the safety, health and productivity of mine workers, particularly in deep and hot underground mines (Roghanchi, Sunkpal and Kocsis, 2015). Short-term acute heat exposures can cause a rise in the core temperature of the human body, which can result in a heat-related illness or combination of heat-related illnesses. Adverse long-term chronic heat exposure can generate serious occupational heat-related illnesses, such as cardiovascular diseases, mental health problems and chronic kidney diseases. High core body temperatures coupled with dehydration can generate negative behavioral effects such as physical fatigue, irritability, lethargy, impaired judgment, loss of dexterity and loss of concentration (Xiang et al., 2014)"

This study utilized experimental and numerical simulation methods to investigate and analyze the atomization characteristics of three internal air–water mixed atomizers under different operating conditions. By comparing the research results, the effective dust control working parameters for the application of the selected atomizer in the engineering field were determined. Firstly, the atomization characteristics of the three atomizers were studied using a customized experimental system. The results indicated that nozzle 2 had a wide atomization range, a small atomization distance, and small droplet size; nozzle 3 had a narrow atomization range, large droplet size, and fast atomization speed; and nozzle 1 not only had a large atomization range but also could produce droplets of dry mist size with fast atomization speed, meeting the dust reduction requirements of the Majiliang Coal Preparation Plant. Secondly, Fluent software was used to simulate the atomization process and particle size distribution of the three internal mixed atomizers, determining the working conditions of the atomizers, the required number of atomizers, and the application angle of the atomizers in the internal mixed dust removal system. Finally, the atomized dust control system was applied on-site, achieving a total dust removal efficiency of 90.72% and a respirable dust removal efficiency of 89.75%.

The 5180 m EPBM drive on the Lower Olentangy Tunnel (LOT) is predominantly within glacial overburden. To connect LOT with the existing OARS deep tunnel in limestone bedrock, the upper 15 m inside diameter Vine Street retrieval shaft telescopes down to 6.7 m in diameter and extends into the karstic Columbus Limestone to a depth of 51 m, where a 104 m SEM tunnel will connect to OARS shaft 6. Pre-excavation grouting was reuired prior to lower shaft excavation to reduce potentially high groundwater inows. This paper discusses the secant pile installation, grouting program, shaft excavation, and hydrogeologic observations.

Dust control in high production longwalls is a major problem requiring, among other things, careful attention to the design of operating practices, and ventilation schemes. Several studies have shown that the shearer is the major source of dust on a longwall face. Support movement has not been regarded as a major source of dust in U.S. longwalls; yet under certain conditions, 31 percent of the shearer operator's dust exposure can be due to support movement. Several methods have been developed for the control of shield-generated dust. Yet the need for better methods is apparent. In this paper, the amount of airborne respirable dust generated per shield move is estimated from specially designed experiments on longwall faces. A total of ten experiments were conducted in five longwall faces in four different mines. Each experiment involved one face visit and lasted three to six hours. The contribution of shield movement to the airborne respirable dust concentration immediately downwind of the shield moved, varied between 0.12 and 1. 75 mg/m3 in the five longwall faces. The mass of airborne respirable dust generated by shield movement was found to vary between 39 and 386 milligrams per shield move. The results from this study reveal that control of dust from longwall shields requires a combination of approaches involving alternative operating practices, reducing shield dust generation rate, increasing face air flow, and decreasing personnel exposure.

Some of the mineral deposits that are being processed today, and especially those expected to be processed in the future, have relatively low compositions of the valuable mineral. With these low-grade ores, it is necessary to be able to design processes that are sufficiently low-cost to permit exploitation. One approach to minimizing the capital and operating costs for these processes is to use the capabilities of computer process simulation in the design phase of development, to make important technical and economic decisions regarding the evaluation of alternative process flow schemes, the selection of equipment and the choice of operating conditions. There are mathematical simulation models for most mineral processing operations, including several each for size reduction, size classification and mineral separations. To be able to tie these individual operating models together in an integrated mineral process simulation, however, it is important, in fact in some cases essential, that there be a model which describes how the mineral system responds to size reduction in making the liberated valuable and waste mineral particles available for concentration or rejection operations and the locked particles available for possible recirculation. This, then, is the role played by the mineral liberation model, showing the relationship between particle size, quantity and composition throughout the process.

The surface backfill, serving as the operational platform for continuing mining in upward slicing and filling stopes, is required to possess sufficient strength and thickness. Currently, there are limited model methods for determining the strength and thickness of the surface fill body. By analyzing the mechanical actions on the surface backfill, it is determined that its stability is mainly influenced by the combined effects of normal and tangential uniform loads under full-load conditions of trackless equipment. Assuming a circular contact surface between the tire of the trackless equipment and the surface backfill, and utilizing solutions from elastic mechanics theories such as the Boussinesq and Cerruti solution, the stress and displacement distribution of the surface fill body were obtained. Based on the maximum vertical stress condition, where the surface backfill body undergoes maximum deformation while still in an elastic state, and considering the stress–strain relationship, a model for the strength and thickness of the surface backfill has been established. According to the research findings, the design for the strength and structural parameters of the surface backfill has been developed to meet the full-load operation of the Atlas ST7 scooptram, with a compressive strength of 1.32 MPa and a thickness of 0.5 m. Numerical simulation analysis results indicate that the stress and displacement of the surface backfill align with theoretical analysis results. Practical results from industrial application in the western section of the Dahongshan Copper Mine demonstrate that the designed strength and thickness of the surface backfill meet the operational requirements for trackless equipment, resulting in significant engineering application effects and economic benefits. The research findings hold significant importance for advancing the theory of backfill mining and have high applicability and promotional value for similar mines.

A systems analysis method has been designed to characterize the components of the environmental system, identify potential impacts to those systems, and evaluate the extent of those impacts. The step-wise method consists of problem definition, data collection, preliminary conceptualization and characterization, additional data collection, data analysis, and refinement. The method requires analyzes of various systems making up the environment, including land surface, geomorphic, subsurface, and groundwater systems. After system characterization is complete, the method focuses on identifying and evaluating potential environmental impacts to determine acceptable mining strategies.

L. Alan Weakly, member SME, is a senior staff engineer, Exxon Co. Weakly chaired a Mining Engineering committee formed to solicit materials for six planned "personal skills" articles, to be used in ME this year. What follows are Weakly's introductory comments to the series. Upon graduation from college several years ago, I thought that I was sufficiently prepared to embark in my chosen profession. A short time later I realized that several years of on-the-job training was going to be required before I could use my technical training effectively. It never occurred to me that, professionally, I was seriously lacking in any other skills. My spelling could use a little upgrading, but this was not a serious deficiency. I have been very fortunate to have had two employers that recognized that their engineering professionals did lack other skills and made every effort to give them training to correct these deficiencies. The skills I am referring to are those in administration and interpersonal relationships. Most mining engineers and geologists receive very little, if any, college training in these areas. In addition, many companies do not provide this training and many mining engineers and geologists are unaware of their deficiencies. It is for this reason the subject of personal skills development is being introduced in Mining Engineering. The mining engineer or geologist can pursue one of two basic career directions, managerial or technical. In today's technically sophisticated society and highly competitive business climate, both orientations require administrative and interpersonal skills. Most of us are technically qualified and we continue to upgrade our technical skills. But many studies indicate that we, as a group, are significantly weaker in administrative and interpersonal skills than other professional groups. In addition, these studies indicate that engineers, in general, take longer to reach managerial levels and fewer do so. This series in Mining Engineering, then, should help readers strengthen and broaden their professional capabilities. In all industries, including mining and petroleum, economic analysis of potential investment projects is done to select the projects that will give maximum future value from the investment of available capital. Rather than looking directly at the future values to be generated by investing capital in alternate ways for economic decisions, evaluators usually use either rate of return, present value, annual value, a profit to investment ratio, or various break even analysis results to reach economic analysis decisions in evaluating alternative investments. Alternative economic evaluation techniques are used in industry to properly analyze the economic potential of various investment projects. "Discounted Cash Flow" analysis is the phrase commonly used to describe these techniques. Whether you want to analyze projects in mineral, petroleum, real estate, refining, pipe-line transportation, or any other industry, proper application of discounted cash flow analysis techniques enables you to fairly compare the economic potential of alternative projects as well or better than you can using any other project evaluation approaches. It should be pointed out that investment analysis generally involves more than economic analysis. Financial and intangible considerations sometimes are as important or more important to investment decision-making than economic considerations. Economic analysis refers to evaluation of the profit generating potential of projects, that is selecting which alternative projects will generate maximum future value possible from available investment capital. Financial analysis, on the other hand, relates to analysis of where money is going to come from to finance various projects. Regardless of the economic potential of a project, if financial analysis indicates that we cannot finance the project, it likely will be shelved for financial reasons even though it may be economically satisfactory. Many evaluators use the terms "economic analysis" and "financial analysis" interchangeably, but this author considers that to be undesirable. Environmental self-monitoring is one of the advanced approaches for industrial sustainability programs. Organization for Economy Cooperation and Development (OECD) defines self-monitoring as ?the system of organizational and technical measures put in place and financed by [the] regulated subject? in order to ensure their compliance with regulatory requirements?1. Self-monitoring is beneficial for industrial operators, communities, and governments. Industrial companies use self-monitoring as a central element of their compliance management that allows them to fulfill their duties, obligations, and to avoid citations. When industries control their emissions and ensure workers are not exposed above the regulated limits, communities are better. It is impossible for an EPA, OSHA, or MSHA inspectors to be close to every emission source or workplace full-time. It is much more effective for industries to self-monitor, under due supervision. Occupational conditions are a very important part of industry and health and safety self-monitoring should be highly prioritized. In this paper we will research the regulatory basis and best practice of occupational self-monitoring. We will show that not only is self-monitoring a vital element of an occupational health & safety management system, but that you need a management system for affective monitoring.

Introduction Argyle is located in the Kimberley region in northwest Australia (Fig. 1). It is a significant diamond discovery by world standards and is the first major diamond find in Australia. The deposit consists of a pipe and associated alluvial deposits. Before the 1970s, diamonds were known to exist only sporadically in Australia. They have been found occasionally in association with gold deposits in Western Australia. There is a small deposit near Copeton in New South Wales. Some alluvial occurrences have also been found in Victoria, South Australia, and New South Wales. The first indicator minerals in the Kimberley region of Western Australia were discovered in January 1973. Production from the alluvial deposits at Argyle began in 1983. A $430-million construction program to develop a mine and treatment plant capable of producing 25 million carats per year was completed in December (1 carat = 0.2 grams). Ownership and management Participants in the project are known as the Argyle Diamond Mines Joint Venture. The group consists of CRA Ltd., 56.8%; Ashton Mining Ltd., 38.2%; and the Western Australian Diamond Trust (formerly Northern Mining Corp.), 5%. The project is managed by Argyle Diamond Mines Pty. Ltd., a wholly-owned subsidiary of CRA. Marketing is undertaken separately by the Western Australian Diamond Trust and by Argyle Diamond Sales Ltd. (for CRA and Ashton Mining groups). History Ownership of the Exploration Joint Venture has changed over the last 12 years as various parties changed their shareholdings. The original Kalumburu Joint Venture was formed in 1972 with five participants, each holding a 20% interest. By 1983, a number of ownership changes had occurred. The end result is that two original participants have sold out. CRA now holds a 56.8% share and the Ashton Mining Group holds 38.2%. CRA also assumed project management in January 1977. Table 1 demonstrates the long lead times involved in developing a project.

Kaolin is an important industrial mineral. It has unique properties, which combined with its low cost, make it suitable for use in a wide variety of products. Kaolin is defined as "any of a group of clay minerals, including kaolinite, nacrite, dickite, and anauxite, with a two-layer crystal in which silicon-oxygen and aluminum-hydroxyl sheets alternate; approximate composition is AlZ03-ZSiOZ-1/ ZHZO".-The kaolin discussed here is composed chiefly of the mineral kaolinite. Kaolin is also commonly referred to as "china clay". Approximately 4.9 kkg (5.4 million short tons) of kaolin was sold or used in the United States, and .8 million kkg (.9 million short tons) was -exported in 1974. In domestic usage, paper coating and filling accounted for 43% of the total, fol-2/ lowed by refractories, rubber, and ceramics.-Figure 1 shows the amount of kaolin sold or used by domestic producers for specified uses for the years 1963-3/ 1973.- Kaolin was produced at mines in 14 states, but Georgia accounted for 75% of the 1974 domestic production. The average value for all grades was $36.00/kkg 4/ ($32. 67/ton) .-

The coal mining industry in the western United States is seeing the same boom as the rest of the country and the world. Most coal mines in the West are operating flat out as the nation’s appetite for energy continues to grow. And many of the coal mines have either increased their production capacities or are in the process of doing so. However, transportation issues along with environmental restrictions are keeping many mines from expanding even further. Some coal companies held off on further expansion plans until Congress and President Bush could agree on a national energy policy, one that recognizes coal as the nation’s leading source of electricity. In August, Congress passed and the president signed into law such a measure (see Washington Survey, page 7). The legislation includes research funding for clean coal technologies. So western and eastern coal could become even more important in the national energy picture. This is particularly true as supplies of natural gas diminish and the price of oil continues to increase.

Editor's note: This is the first of two articles on maintenance. Part two, "Effective maintenance downsizing techniques," will appear in the October issue of MINING ENGINEERING. Most mine managers are aware that the cost of maintenance rarely goes down unless work is done less often and with fewer people. Fewer people translates into downsizing and seldom means making maintenance more efficient. Even so, mines that have struggled unsuccessfully to improve maintenance and are now pressed to reduce maintenance costs may opt for downsizing. On the other hand, mines with an immediate need to reduce costs may be forced to downsize because they cannot wait for needed improvements to take effect. This can be bad news for maintenance. In any case, the mine must downsize correctly to ensure effective maintenance is sustained.

A leach pad’s fluid flow characteristics greatly affect the recovery of metals from heap leaching. However, because there are other factors such as particle size distribution, application rate and method, and chemical reactions to consider, mining companies often overlook potential problems associated with fluid flow until it is too late. In an effort to better understand the dynamics of fluid flow in leach pads, a series of experiments were preformed using temperature probes. A model leach pad was set up using a particle size distribution, fluid application rate, and application method common to modern leaching methods. Variable water temperatures were applied in succession and data gathered from the three dimensional grid of temperature probes built in to the model. Current work is analyzing these data along with visual observations of the model, computer simulations, past mining experiences, and other related research, in an attempt to develop a low cost test that could be performed prior to large scale leaching to determine the fluid flow characteristics of a particular ore. This paper will summarize the work and findings to this point as well as suggest areas of additional related research.

The mining sector is one of the leading sectors where work accidents are most intense because of the constant change of work environment and heavy working conditions. The losses and the halt of production after the accident negatively affect productivity and production efficiency. It has been found that there are very few studies on the use of Data Envelopment Analysis (DEA), which is one of the nonparametric efficiency analysis methods, in the evaluation of mining sector occupational accidents. According to parametric activity measurement methods, it has been tried to show that the DEA can also offer the opportunity to interpret work accidents by taking advantage of its advantages. Due to the application of open-pit mining methods along with underground working techniques which increase the risk factors with respect to accidents at work that occurred between 2012 and 2018 of Western Lignite Corporation (WLC) were tried to be analyzed in the present work. As a result of the analytical work using Data Envelopment Analysis (DEA) for the years 2014, 2015, 2016, 2017, and 2018, inefficiency has been determined in both underground and surface operations. According to the results obtained, it was determined that WLC could not produce enough production in both the underground and surface coal mining operation, despite the accidents that occurred, while it had the opportunity to produce more. In addition, it was found that the increase in accidents occurred more than the increase in the amount of production during the years studied.

Throughout the years, research studies have reached a consensus in acknowledging the relevancy of surface chemistry phenomena on minerals separation and metals extraction. Many techniques, and notably, scanning electron microscope-based technologies have revolutionised the entire mineral processing industry. Nevertheless, the comprehensive understanding on how surface chemistry properties influence the performance of many processes involving ores is still a challenge, a matter of controversy. The latter is mainly due to the fact that all interfacial processes do not necessarily require stoichiometric and well defined atomic structures. This is particularly true in the case of sulphide minerals which are well known to be superficially unstable in aerated media. When trying to measure any variable related to mineral-mineral or mineral-aqueous solution interfaces, there are too many unknowns regarding how sensitive the interface is when facing sampling protocols and sample handling. The aim of this research work is to make a case for improving future concentrators? survey protocols. It suggests a methodology to study effectively chemical changes at the outmost mineral surface layer at different stages of a mineral processing operation. The sampling protocol and sample handling is presented in details and it is applied to the regrinding stage of an industrial plant.
