"A recent amendment to Section 36(11)(e) of the Income Tax Act, 53 of 1968 (Tax Act) now extends the allowable deduction of ‘capital expenditure’ incurred by mining companies pursuant to the Mineral and Petroleum Resources Development Act 28 of 2002 (MPRDA). In terms of the Taxation Laws Amendment Bill 2016 (TLAB 2016), the allowable deduction has been extended to include expenditure incurred on infrastructure in terms of Social and Labour Plan (SLP) requirements as per the MPRDA. Interestingly, what necessitated the amendment was the need to recognize SLP requirements and to circumvent administrative difficulties for mining companies and the South African Revenue Services (SARS) in differentiating the use of developmental infrastructure by employees or the community. The successful implementation of such a deduction hinges on a sound SLP system. However, given the challenges within the current SLP system, this amendment could be considered somewhat premature. IntroductionSection 36(11) of the Income Tax Act 58 of 1962 (Tax Act) enabled mining companies to deduct certain capital expenditure in lieu of its other sections. In particular, it made provision for mining companies to deduct capital expenditure incurred pursuant to the Mineral and Petroleum Resources Development Act 28 of 2002 (MPRDA), but excluding capital expenditure incurred in respect of infrastructure or environmental rehabilitation. As such, mining companies could only deduct such capital expenditure that related directly to their employees and not to the wider community (Clegg, 2018).In terms of the Taxation Laws Amendment Bill 2016 (TLAB, 2016) (South Africa, 2016a), the recent amendment to Section 36 extends the relief provided under section 36(11)(e) to include capital expenditure incurred on infrastructure in terms of the Social and Labour Plan (SLP) requirements of the MPRDA. In other words, the capital expenditure incurred by the mining company for the benefit of the people living in mining communities. To qualify for such a deduction, the infrastructure erected or developed by the mining company should reflect what was agreed between the mining company and the Department of Mineral Resources (DMR) as per the SLP requirements of the MPRDA (TLAB 2016)."

The results of coal sink and float tests are plotted as washability curves. Analysis of these curves indicates the most effective method by which the coal can be cleaned. Sink and float experiments are samplingdependent, destructive, and use toxic chemicals. The present research introduces an alternative method based on a 3D imaging system called RhoVol, in which the density of individual particles is determined from mass and volume measurements. A quantitative error analysis was conducted on coal sample density measurements obtained by RhoVol, and the main factors influencing the errors identified and investigated. The results show that the drawback of this technique is related to its not being able to detect hidden concavities in the particle, resulting in an overestimation of particle volume. Furthermore, it is difficult to capture the impact of porosity and cracks on the volume of coal particles obtained from 3D silhouette images. This mismatch between the RhoVol data and sink and float test results has led to attempts to apply neural network (NN) and linear regression techniques to produce a fully reliable model for correction and estimation of coal density. The NN approach offers superior predictive capability over linear regression, and the estimated density distribution is in line with the sink and float analysis. The root mean square error in estimation of density using the NN model was less than 0.05 g/cm³.

AK6 is a Cretaceous aged kimberlite located in the north-east of Botswana, close to Debswana's Drapa and Letlhakane Mines. It was discovered by Debswana in 1969, but was considered unattractive from an economic perspective. In 2003, Debot Prospecting Pty Ltd ('Debot') re-assessed the area and with the advent of new prospecting technology, particularly large diameter drilling ('LDD') and more detailed ground geophysical surveys found AK6 to be of interest. In 2005, the Boteti joint venture was formed between Debot and African Diamonds plc ('AFD'), which covered a number of Prospecting Licenses, including that which contained AK6.

In this paper, the authors performed experiments in the Denver and Leeds laboratory flotation devices at the University of Pretoria at various particle sizes to evaluate the performance of the devices. Quartz was used in a single mineral system at discrete sizes fractions, -25 μm, +25- 45 μm, +45-75 μm, and +75-106 μm. Hydrodynamic analysis, based on dimensionless power and Reynolds numbers, indicated that the Leeds cell required higher power input to achieve comparable flow conditions. Specifically, the Leeds cell exhibited an average power number of 1.03, whereas the Denver cell averaged 0.77 within the same impeller speed range of 1000 rpm–1500 rpm. For comparative flotation performance, impeller speeds were calibrated, resulting in operating speeds of 1200 rpm for the Denver cell and 1400 rpm for the Leeds cell. The cells performed similarly at two coarser-sized fractions. However, some deviations were observed in the finer particle size range. The -25 μm (fine) fraction initially achieved a recovery of only 15%. An additional reagent dosage was required to enhance the recovery of this fraction significantly. These findings highlighted the influence of particle size on flotation recovery. For all experiments, the Denver laboratory flotation cell outperformed (defined by higher recovery) the Leeds device, while still operating at a lower impeller speed. This advantage can be attributed to its impeller-stator design and air dispersion features, effectively overcoming slurry resistance and resulting in superior flotation performance compared to the Leeds cell.

The paper proposes a new method for selective calciferous separation. The effect was achieved through the application of the combination of high-power electromagnetic pulses (HPEMP) and a specific reagent regime of the flotation. The combined application of HPEMP with the special reagent regime allowed for the improvement of the scheelite floatability: the recovery of CaWO4 rises from 41.2 % (untreated sample) to 58.5 (sample treated at 103 pulses). In contrast, the floatability of calcite decreases significantly: the recovery of calcite drops from 74.7% (untreated sample) to 41.1 % (sample treated at 103 pulses). The factors affecting haul truck tyre performance and the effectiveness of the management system at Rossing Uranium Mine were investigated with the aim of increasing tyre performance in terms of running hours until failure. The main objectives were to identify the types of tyre failure, their causes and cost implications, and evaluate the effectiveness of the management system. A site severity survey, weight study, and TKPH studies were conducted to determine the pit conditions, and an analysis of failed tyres carried out. The results showed that tyre performance at the mine has declined from 2009 to date, and the increase in lost value amounted to R5.7 million in 2012 alone. The main cause of tyre failure is loose rocks in the pit. The present management system in the load and haul department is not effective enough due to operational constraints it is facing.

A series of parametric studies were carried out for a flotation cell using computational fluid dynamic (CFD) modelling to determine the local response of hydrodynamic performance measures to change in operating conditions. As an example, an Outotec cell was used to carry out the response analysis. The hydrodynamics of the flotation cell has been previously investigated by laboratory measurements presented by Schwarz et al (2019), and a CFD model of the cell was developed and validated using these measurement data (Schwarz et al., 2019). In this work, parametric studies have been performed by modelling the flotation cell at different stirring speeds and gas flowrates, varying above and below standard conditions. Predictions of void fraction, bubble size, bubble surface area flux and particle–bubble collision rate are presented showing the effects of increasing and decreasing stirring speed and gas flowrate around the base case. Generally, the total gas holdup in the flotation cell was found to increase with increasing gas flowrate. The bubble diameter was found to decrease with increasing stirring speed and increase with increasing gas flowrate. The collision rate increased with both stirring speed and gas flowrate. The parametric results show that there is a correlation between the bubble surface area flux Sb which is affected by stirring speed and gas flowrate, and the particle–bubble collision rate. With the collision rate as an indication of flotation collection, it is also possible to show that cell performance can improve more by increasing stirring speed than by increasing gas flowrate in a situation where everything else remains constant. The CFD results can form the basis for a Response Surface Method (RSM) analysis which can then be used for automated optimization of cell performance. Raglan mine is a copper-nickel mining operation, part of Glencore, and located at the northern border of the province of Quebec, in Canada. The concentrator is fed by a mix of four different underground mines, thus it must accommodate periodic variations in run-of-mine mineralisation and composition. In order to concentrate nickel and copper sulphides, the flotation circuit also includes a regrind step at the cleaner stage. This leads to challenges in maintaining optimal recoveries and in diagnosing potential disturbances. This paper advocates for the combination of automated mineralogical analyses, reconciliated mass balances from diagnostic sampling campaigns and innovative multidimensional visualisation to assist in tackling these challenges. Through this approach, it has been possible to quantify the regrind step influence on the liberation of valuable mineral particles in the final flotation concentrate. The methodology also allows for virtual sieving of the products in order to track unit loss in the flotation process. The proposed analysis scheme presents an opportunity to easily diagnose flotation circuit performance based on mineralogical information. In November 2009 Mintek installed the FloatStar? advanced flotation stabilization system on Vale's Cauê iron ore beneficiation plant in Brazil. In September 2010 the system was upgraded to include flotation optimization. The circuit consisted of two parallel cleaner circuits producing final concentrate. The tailings from the cleaner section passed through a scavenger circuit. Large, well-instrumented feed sumps played an important role in circuit stability, presenting a good opportunity for advanced control. Previously the plant was controlled using distributed control system (DCS) level control only. The flotation circuit processes roughly 30kt/day. The FloatStar system provided advanced control of the flotation circuit as well as of the sumps feeding the circuit. The system underwent a lengthy trial to assess the benefit that it provided. Two data sets were analysed, showing performance under advanced stabilization and optimization respectively. Several validation and consistency criteria were employed to ensure the quality of the analysis. Iron recovery and iron tailings grade were used to measure system performance. The analysis showed that the system increased recovery by up to 2.7%. In addition, the system decreased the iron tailings grade by between 1.2% (from 23.5% to 22.3%) and 4.3% (from 31.3% to 27.0%) during different test campaigns. The analysis also showed that the entire FloatStar stabilization system was active for 72.7% of the time from first activation to the end of the first data set (approximately 200 days). From the analysis it was concluded that under similar conditions for 'ON' and 'OFF' tests, the system provides a clear benefit. It was also found that over the longer term, the system continues to provide a benefit. This finding suggests that the results were not simply due to a short-term advantage. The size of the data set, as well as the magnitude of the recovery improvements, lends considerable confidence to these results. Therefore, it can be concluded that the FloatStar control system provides substantial benefit to operations at this site.

Mining executives often have a difficult task determining what the strategic objective of the business should be as this can be impacted by the prevailing market conditions. In addition, they have no mechanism to quantitatively 'test' the impact of this strategic decision on the business and understand the underlying dynamics. During the commodities bull run of 2003 to 2008 the strategic objective may have been to grow the long term value of the business (NPV) through increased tonnage, acquisition and finding new reserves, which all came with an increasing fixed cost base. Now with the financial crisis upon us and the collapse of commodity prices and demand, executives have adjusted their strategies as 'cash is king' and short-term cash flow, in some instances at the expense of long terms value, is the order of the day. For many mining companies, mine closures, reductions in production and cost cutting exercisers are now the focus. In many instances, management do not have an ability to rapidly test different strategic alternatives to 'test' the impact on value, unit costs, reserves and profitability at the operational level and optimize the underlying trade-off variables. Economic modelling of the complete business value chain is a means of linking the operational 'reality' and strategic choices, so that the full impact can be assessed. This paper describes some of the challenges facing mining executives and how economic modelling can be applied to make decision making more rigorous.

"A methodology is proposed to develop an optimization model to understand the impact of transporting minerals, from mines to the final destination, on air quality. Recently, there has been increasing concern about the combined effects of multiple activities over many years, and the regional environmental changes brought about by a single project. Environmental issues in the iron ore industry have highlighted the need to broaden the cumulative impact assessment. In this study, we simulated the optimal routes and quantity of materials needed to meet the destination plant demand based upon environment constraints (level of air pollution), as well as the cost of transportation and availability of materials. Multiple scenarios were developed to analyse the effects of changes in routes, alternative transport system (or multi-modal split), traffic congestion, and the cumulative impacts on air quality. The air quality impact zones of the study area were demarcated using a GIS technique. The expected outcome of the study is the selection of a suitable transport system for a particular site with the least impact on air quality, including the transportation route, relative to the minimum cost of transportation of the minerals from the mines to their final destination. The proposed methodology is evaluated with a case study. IntroductionIn India, the process of environmental impact assessment (EIA) has been focused primarily on the local impacts of projects, without considering regional environmental effects. Environmental clearances for proposed projects are based on reports of local impacts. However, any developmental project poses a potential risk to the environment as a whole, and not just in the immediate vicinity of the project. Recently, there has been increased concern about the combined effects of multiple activities over many years—the regional environmental changes due to development of a single project (Dutta, Mahatha, and De, 2004). Environmental issues throughout the country, particularly in the iron ore industry, have emphasized the need to broaden the analysis to include the combined impacts, or those forecast for a proposed region, on an existing environment. The most significant adverse environmental consequences of iron ore transportation are the deterioration of biodiversity and air quality (Kumar and Ajay, 2015)."

Copper electrowinning models are useful for prediction of process performance, optimisation and improved understanding of complex phenomena such as current distribution without the expense of physical experiments. Recently, finite element models such as those generated in COMSOL Multiphysics have been developed for the electrowinning process. The predictive capacity of these models is improved by incorporating physical and chemical phenomena. Since physicochemical properties of electrolytes can have a significant effect on the quality of copper produced, this work was conducted to investigate the effect of such properties on electrodeposition at varying levels of copper, sulphuric acid concentration, iron concentration and temperature, in the presence of a smoothing agent. Tests were conducted at conditions similar to those for industrial copper electrowinning. Mathematical correlations were developed for the following properties; density, conductivity and diffusivity which were compared to existing models in literature and thereafter applied in a COMSOL generated model. The model predicts, current distribution at the cathode surface, deposit thickness (morphology), concentration of species within the cell and current efficiency. Current distribution output shows the impact of several phenomena on the deposit generated including the relationship between increasing copper concentration and current density and lack of influence of acid concentration on this property. At the same time, Council has recognised the need for change in the conduct of the Institute's affairs in order to meet the changing needs of our membership. Our members, both mining and metallurgical, are in the first place, geographically more widely dispersed than they used to be, and secondly, with the growth of the metallurgical industry, their technical interests are now more diversified. The application of the Monte Carlo technique to production planning and everyday economic decisionmaking in mine production management is demonstrated. The logic is detailed using an example of underground production with continuous miners (CMs) and truck haulage. It is argued that availability of equipment and personnel are the predominant variables influencing mine output and productivity and that those availabilities may be well represented by binomial probability distributions. The probabilistic model is implemented in a standard Excel® spreadsheet with Palisade’s @Risk add-on to facilitate simulations. Starting from model calibration against data obtained from a mine’s annual reports, some general interdependencies of availability, utilization, productivity, and costs of production processes are outlined. Finally, several possible options and their consequences as regards production improvements are explored.

"SynopsisMetal accounting and reconciliation is an increasingly important governance issue in all mining operations, in that it is required, from a risk management perspective, that the company is in control of its product throughout the whole mining value chain. Reconciliation is a grossly misunderstood term. It means different things to different people, and therefore one of the purposes of this paper is to ensure a holistic and integrated understanding of ‘reconciliation’.Previously, where reconciliation was done, it was often for internal control purposes and loosely applied, sometimes with a low degree of confidence and understanding of the underlying parameters and their natural variability.In most mining operations, issues such as dilution, stope performance, and recovery are critical to profitability and long-term value, and thus understanding and control of these key value drivers is essential, not only from the governance perspective, but also from the perspective of maximizing shareholder returns. In order to implement a system for metal accounting and reconciliation, it is important that the cause and effect of these value drivers is understood, and that a systematic control system be established.While a number of off-the-shelf solutions exist for this work, it is the contention of this paper that a full understanding of the metal flow, its variability, its underlying loss potential, and its control points is necessary before a systematic approach to reconciliation can be undertaken.The paper also advocates that this approach should ensure that the reconciliation system clearly addresses the reconciliation needs, within a consistent framework. Such a framework has been developed by AMIRA, in terms of a metal accounting code. However, up until now, this code has been aimed at plant processes, whereas this paper shows how the concept can be extended to cover the full reconciliation requirements for a base metal mine.IntroductionReconciliation is defined as ‘the process of finding a way to make two different ideas, facts, etc., exist or be true at the same time’. In terms of a mining process, this refers to the comparison of measures and estimates along the value chain, and at different points in time, in order to track and optimize metal recovery. This leads to the notion of having a system in place for accounting for the metal. The University of Cape Town defines metal accounting as ‘… the estimation of (saleable) metal in a mine and subsequent process streams over a defined time period. Comparisons of estimates, from different sources over a specific time period, are called reconciliation.’Traditionally, metal accounting has consisted of geological reconciliations of mineral resource to mineral reserve conversion, mine planning reconciliation related to the reconciliation of long-term plans to short-term plans, grade control reconciliation of head grades to sampled or block grades, and mine survey reconciliation of tonnage discrepancies and mine call factors. In addition, metallurgical reconciliation has tended to be based on metal balancing, followed by some commercial metal accounting that links dispatched product to sales quality, quantities, and revenues. Miners disparagingly refer to this plant process as ‘millmatics’."

One of the major deliverables of the AMIRA P754 Project, which was sponsored by several major mining companies, was a code of practice and guidelines for metal accounting for the mining and metallurgical industry. These had the objective of improving the auditability and transparency of metal accounting from mine to product, thus assisting in good corporate governance. The overriding objective of mass measurement for metal accounting is to establish the mass of the particular material or component present at a specific time, or the mass flow of that component over a defined time period, to a defined accuracy suitable for metal balancing. As such, it is the first measurement in the chain that includes sampling, sample preparation and analysis, each of which introduces its own errors. Materials often contain moisture, the proportion of which must also be established in order to obtain the dry mass. They may also have to be measured as a volume or mass/mass flow of slurry, or in stockpiles or storage areas, in which case the relative density must be measured. Both the density and moisture measurement often introduce significant error. Whereas a great deal of effort has been directed at sampling, sample preparation and analysis to improve accuracy and establish the error, the same can seldom be said for the mass determination, including the moisture and density measurements. The possible major causes of error are highlighted and methods of reducing them discussed. Mass measurement can be classified into those measurements necessary for custody transfer and primary accounting of the input and output streams to a plant or operation, and measurements required for secondary accounting, or management control. The latter include intra company transfers and plant area performance, and those required for plant control only. This paper is concerned only with primary accounting measurements. The code and best practice state that the equipment should be certified (as sized) as is required for custody transfer. The most accurate and precise of the various possible methods is the static measurement of mass on a weighbridge, platform scale or a weigh bin. If static measurement is not possible, which is often the case for ore fed to a plant, possible alternatives are electromechanical conveyor belt weighers or in-motion weighing of rail trucks. In all cases the material must be adequately sampled to enable a representative moisture content to be determined to calculate the dry mass. Where material is flowing inside conduits, only certain types of the multiplicity of flow meters available may be used and, in the case of slurries, very few flow meters are suitable. As most flow meters measure volume or velocity, the density of the material must also be measured. The basic requirements in order to achieve satisfactory results for the mass, of the component of interest, are listed, as well as common problems and pitfalls encountered in practice. The measurement of the mass of stockpiles and in-plant stocks, often required for metal accounting, is often the largest source of error in metal balances. The reasons for this and methods for reducing and managing the effect are discussed.
