EARLY in 1936, when the American Petroleum Institute issued -J "American Petroleum Industry," which was a survey of the current position of the petroleum industry, and its future outlook, and the figures for petroleum requirements .for 1950 and 1960 were widely publicized by the several oil journals, the impression was given that the petroleum- industry must be nearing maturity and would by 1950 have passed the high' point of its obligations to business progress in the United States.`' Let -us look at the figures which might conduce, this thought. Referring to p. 32 of the report, the total indicated crude-oil requirements in 1940 are 1,099,000,000 bbl-; for 1950, the peak, 1,109,800,000 bbl.; for 1960 a decline to 1,071,020,000 bbl. This downward trend, then established, is probably expected to continue. And this in the face of a crude production in 1935 of 993,942,000 bbl., 38,858,000 bbl.

The effect of bubble size and concentration of certain reagents on the terminal velocity, shape, path, and drag coefficients of single air bubbles in distilled water has been investigated. Bubbles of a certain size range rise considerably faster than Reynolds number-drag coefficient relationships predict, whereas a small amount of frothing agent reduces their terminal velocity. The rapid velocity at which bubbles rise in distilled water appears to result from slip at the boundary and from circulation within the bubbles. Surface-active agents retard bubble motion through prevention of both circulation and slip at the boundary. A surface tension concentration gradient helps maintain bubble sphericity. HE gas phase is one of the indispensible in-gredients in flotation operations. Flotation depends on the collision of an air bubble and a mineral particle in a pulp and their ability to remain in contact long enough for adherence to take place. Before it is possible to understand the mechanics of air bubble-mineral particle encounter, it is necessary to learn more about the nature of bubbles themselves before collision with a mineral particle has taken place. To date, little work has been done on air bubbles in flotation systems. In 1945 Fahren-wald' presented a study of the role of frothers on air bubbles and on aeration in flotation, and recently Wark and Sutherland' discussed the work of Rosenberg- in relation to flotation. The research reported in this present article was undertaken to investigate systematically the effect of bubble size and the concentration of certain reagents on the terminal velocity, shape, path, and drag coefficient of single bubbles in distilled water. Most of the work is concerned with the effect of a-terpineol on bubble motion in water, but studies were made with potassium chloride, potassium hydroxide, potassium ethyl xanthate, and potassium amyl xanthate. Experimental Method and Materials: To obtain free bubble rise and reduce wall and surface effects, the investigators used a tank of 5½x5½x30-in. internal dimensions, filled with water to within 4 % in. of the top.' The tank was made of acrylic plastic so that the walls would have good optical properties. Distilled water, which was re-distilled in a block tin still and saturated with air before each test, was used in all the experiments. All solutions were made with reagent-grade chemicals. During each experiment the water was at room temperature, and during the course of an experiment the temperature did not fluctuate more than 0.5°C. Since the experiments were performed over a period of six months, the temperature varied between 25° and 27°C. This chapter deals with the systems of laws by which governments regulate the exploration for and production of the minerals within their jurisdictions. It is a summary, restricted by necessary space limitations, of material assembled by the author for a forthcoming publication of the United States Bureau of Mines, "Summary of Mining and Petroleum Laws of the World." (Information Circular, 1959.) The present study is organized in three parts, dealing with (1) the historical background of these legal systems, (2) laws of the United States, and (3) laws of other countries of the world. The reader's attention is invited to the acknowledgments at the end of the chapter, which inadequately express the appreciation due those who have assisted in the collection of this material. Part I. Historical Development of Major Western Systems of Land Tenancy with Respect to the Ownership and Control of Minerals The use of metals in primitive societies was largely confined to the manufacture of weapons for self-preservation. The ruler's control over copper, then brass, then iron, was essential to maintenance of his own ascendancy at home and his group's position against neighbors who had access to similar metals. Ancient societies were thus characterized by the ruling group's ownership of minerals and metals. The Egyptian civilization, which emerged in the fourth millenium B.C. upon the agricultural subjugation of the lower valley of the Nile, was responsible for extensive development of the upper valley as a source of mineral wealth. The production of gold during the height of that civilization has been estimated at $30,000,000 per year, thus equaling the early placers of California and Australia. The mines of Egypt were the property of the Pharaohs and were controlled at their direction. Greek mining developed a different scheme of land tenancy which more closely resembled modem concepts. Production of oil in Indiana during 1944 is estimated at approximately 4,950,000 bbl., a decline of 6 per cent from the preceding year. Shortage of labor and material, together with governmental regulations resulting from the war, largely account for the drop in output and limited new developments. Three new pools were discovered in the state during 1944. Two of these, New Harmony, South, and Hovey, West, are in Posey County. Six wells in the New Harmony, South, field produced 66,422 bbl. of oil last year. A third field, Cato, in Pike County, did not market the oil from its discovery well during 1944. Several wells discovered oil in the Henderson field of Jay County along the Ohio state line. An important south extension of the St. Thomas field in Knox County was discovered during the year. Active drilling took place in the Inman, East, and Upton fields, Posey County, both discovered in 1943. Twenty-two wells in Inman, East, produced 151,1gr bbl. in 1944 and 12 in Upton produced 107,052 bbl. Owensville, and especially Owensville, North, in Gibson County, made large gains in production as a result of active drilling. The Dodds Bridge field in Sullivan County continued good production from deep sands reached in 1942. The Griffin continued to be the largest producer among the oil pools of Indiana, accounting for 2,004,180 bbl., over 40 per cent of the state's output. The next largest producing fields are Mt. Vernon and New Harmony, both in Posey County. The largest gas well brought in during 1944 was in the Rockport field, Spencer County, and had an initial output of 2,680,000 cu. ft. per day. The most productive gas fields in Indiana are Rockport, Spencer County, Greensburg, Decatur County, and Unionville, Monroe County. Total production in the state is . hard to estimate, as considerable gas is consumcd in farm homes and for other local uses, and never is reported, but was near 1500 million cubic feet. Some oil from the Trenton field is also used locally and is unreported from pipe-line runs. A total of 606,145 ft. of new hole was drilled in Indiana in 1944. Most of the completions were in Posey and Gibson counties, although wells were drilled in 36 different counties. During the year 331 wells were completed. Of these, 145 found oil in commercial quantities and 28 were gas wells. The initial production of the 145 oil wells was 11,908 bbl. per day. Settled production would be less, of course. The largest wells reported during the year were two on the J. W. Mann farm, in the Mt. Vernon field, with a flush flow of 500 to 800 bbl. each.. Six pools, all small "one well" affairs, were abandoned in 1944; i.e., Fleenor and Patoka in Gibson County, Grafton and Rapture in Posey County, Vaughn in Vandei-bwgh County and Millersburgh, Warrick County.

EARLY workers in the field have established that the diffusion of nitrogen follows normal diffusion laws. Concentration-penetration data from layer analyses of reasonably pure iron specimens nitrided in an atmosphere of CO-NH, are given in the literature,' and were utilized to calculate diffusion constants for nitrogen. The diffusion of nitrogen in y-iron may be represented approximately by the equation D - 1.07x10-' e-:".'m'"'r The diflusion coefficients, D, given by this relation represent mean values, since carburization occurred simultaneously with nitriding. The rate of diffusion in a-iron has been determined from calculations based on data obtained by measuring the internal friction of samples at each of several frequencies and temperatures.' The expression for the diffusion of nitrogen in a-iron derived from these experiments is D= 1.4x10-1 e-it tudent Increasing carbon content decreases the diffusion of nitrogen in a-iron.3 Oxygen, either dissolved or combined, has been shown' to exert a marked influence on the diffusion of nitrogen from a nitriding atmosphere. D values increase rapidly with increasing amount of dissolved oxide in the metal, but diffusion is completely inhibited if preliminary oxidation has produced the slightest trace of iron oxide on the surface. Diffusion coefficients have also been calculated from permeability and solubility data,' but these values are of questionable accuracy since the boundary conditions assumed may not actually exist. Experimental Method The method selected for determining the diffusion coefficient of nitrogen in a-iron in the present investigation was the so-called fractional saturation method. This method consists of heating the specimen in an atmosphere of H2-NH8 mixtures of known composition for a predetermined time. Following this treatment, the specimen is analyzed for nitrogen; and the diffusion coefficient is calculated from a known relationship of the fractional saturation, time of diffusion, and dimensions of the specimen. This relation is based on a solution of Fick's second law and assumes that the surface of the specimen immediately reaches a given concentration which remains constant during the diffusion anneal. Tabular solutions are available4-5 and provide the relationship between fractional saturation and the quantity \/Dt /a, where D is the diffusion coefficient in cm2 per sec, t is the time of the diffusion anneal in seconds, and a, in the present experiments, is the half-thickness of the slab specimen in cm. The method is adequately discussed elsewhere.9-10 Material The material for this study consisted of 3/32 in. thick (0.24 cm) carbonyl iron plate. The major impurities in this iron are oxygen and carbon, which are readily removed by long time high temperature treatment in an atmosphere of purified hydrogen. In order to reduce the diffusion anneal time for saturation runs, some of this material was rolled to a thickness of 0.015 in. (0.038 cm) prior to the hydrogen treatment. At Bingham Canyon, the world's largest open-pit copper mine, annual grease consumption is in the neighborhood of 109 000 kg (240,000 lb), all of which was 544 (120-16) purchased, warehoused, and distributed in 54-kg (120-1b) and 180-kg (400-1b) drums. While perhaps a menial and mundane chore, grease distribution shows on the ledger as a significant expense item. To improve labor and cost performance, Kennecott maintenance engineers undertook a study to find the most direct method for moving multi purpose grease (MPG) from the refinery to the point of final consumption. What they found was a direct vendor system for hulk grease so simple and flexible that long-established drum distribution is being phased out in favor of the newer method throughout 75% of the operation.

WHEN the history of American business during these momentous war years is written, an absorbing chapter will be devoted to the Maclntyre Development, in northern New York. It will tell of a timely mining project, deep in the wilds of the Adirondacks, blasted into being by Axis torpedoes. It will recount the labors of 1500 engineers and workmen, miles from a highway, rail line, or power source, who built a huge enterprise in a few short months' time. And it will list these major contributions to the war effort: more than a quarter million tons per year of ilmenite, source of titanium dioxide-man's most opaque white pigment-to be used in paints for warships, tanks, guns, planes and the plants that build them; as a co-product, over 500,000 tons each year of magnetite-an important type of iron ore- to help feed the cavernous maw of America's wartime steel industry.

CHINA can he roughly divided into three metallogenetic province: North China, the Yangtze Valley, and South China. In North China the old Pre-Cambrian schists and gneisses are represented by the abundance of quartz mines in which sporadic occurrences of copper, lead, zinc, gold, and silver are sometimes found in subordinate quantities. Along the Yangtze Valley and in Central China, extending eastward as far as Shantung, are found here and there intrusions of dioritic rocks, in which occur the famous contact deposits of iron ore, besides which minor quantities of copper. lead, and zinc are also found. In South China the igneous intrunsions are of granitoid type in which, or in the vicinity of which, occur in certain regions immense deposits of antimony, tungsten, tin, and mercury. Broadly speaking. most of the famous coal mines are now situated in regions north of the Yangtze River, in which occur also the sedimentary deposits of iron in contradistinction to the contact deposits of iron along the Yangtze Valley.

IN SEVERAL papers and addresses during the past two years, I have dwelled upon some of the economic consequences of the war. The fundamental thought that I have sought to convey is that the world became immensely poorer by the war, not only in material wealth and population, but also in the psychology and morale of the people. I do not see how there can be any intelligent dissent from that statement. All the ideas of post-war prosperity were manifestly fallacious, manifestly fallacious from the outset. If there had been any truth in them it would have followed logically that a great war, with all its destruction of wealth, health and life would be a good thing. Therefore, let us have a great war every ten years or so. Such an idea would be both monstrous and absurd. Assuming then the acceptance of my premise, I have tried to show that the losses by the war could be made good in a short time, i.e., in a relatively short time, only by doing things a great deal better than formerly, and that the accomplishment of such a result called for greater transparency in industry, for industrial cooperation, for thinking in terms of industries as a whole, and for the greater exercise of engineering functions. All of this introduced, of course, the position and psychology of labor. I say frankly that I do not look for labor to contribute any constructive thought to the upbuilding. I neither expect it nor hope for it. This is a pity, for it could do so much for its own economic advancement if it would. However, it never has done so, but rather has benefited only from the exercise of the talents of the few, and the main hope now is to bring it into a passive state, dispelling the resistive fallacies that developed during the war. Let us briefly examine the nature of these.

Because of drilling, completion, and workover practices, the permeability around a wellbore generally is different from the permeability of the formation. The zone with the altered permeability is called "skin" and its effect on the pressure or flow behavior of the well is called "skin effect". Hawkinsl has shown that the radius and the permeability of this zone are related to the skin by: If the permeability in the skin zone is less than that of the formation, the skin is positive; if it is more than that of the formation, the skin is negative. If the two permeabilities are equal, s is zero; that is, there is no skin. Van Everdingen2 and Hurst3 have given mathematical solutions to the case of a zone of reduced permeability around the wellbore. This skin effect is illustrated in Fig. 1. They treat the positive skin as a zone of reduced permeability of infinitesimal thickness around the wellbore. When applied to a well with negative skin, however, their solutions lead to the calculated flowing well pressure which is smaller than the formation pressure, i.e., an injection situation. This is a physical contradiction. In this paper, it is shown that this mathematical difficulty can be overcome by assuming an effective wellbore radius larger than the actual wellbore. Existing solutions2"4 are modified to include the effect of an enlarged wellbore radius, and thus enable the engineer to deal with negative as well as positive skins. IN THE early summer of 1917, it became evident that the then existing sources of supply of guns and gun forgings were totally inadequate for the enormous and rapidly growing requirements of the Ordnance Department of the Army, so arrangements were made with sixteen makers of other products to take up the manufacture of guns and gun forgings. Nine of these makers were required to produce their own steel from the raw materials and convert it into rough machined gun forgings; the others finished and assembled these forgings into completed guns. In December, 1914, four of these makers of steel and rough gun forgings were instructed to manufacture the same amount of the 6-in. and 9.5-in. guns and howitzers. It, therefore, seemed practical .and profitable to assemble these makers into a small group, together with the officers of the Ordnance Department, and provide standard 'equipment in each of the four works for the production of these two types of guns. The advantages of this cooperation were immediately manifested, and there commenced an interchange of shop practice and a free discussion of facilities and methods that covered not only the equipment but the manufacturing processes.

THE failure, by swelling, of several cast aluminum-zinc, spiral, pump rods, used to circulate water in a constant-temperature bath, brought up the question as to whether the presence of tin in varying quantities would have any appreciable influence in controlling this action. Previous workers had found the same difficulty with aluminum-zinc alloys, due to their swelling in water or solutions of electrolyte^.^ It was known that pure aluminum was practically insoluble in concentrated sulfuric and nitric acids, presumably due to the formation of an oxidized film on the surface. Concentrated sulfuric acid had little or no effect on pure zinc and tin and concentrated hydrochloric acid would attack all three metals. These facts aroused curiosity as to the probable reaction of the ternary alloys of these metals, and tests were made to determine their resistivity to the action of common laboratory reagents. Samples, covering the entire range of the ternary series of aluminum, zinc and tin alloys, were made up from good grades of the commercial metals.2 The materials were melted, at as low temperatures as possible, in graphite crucibles in a gas-fired crucible furnace. Graphite crucibles were used in preference to clay, to prevent the absorption of silicon by the aluminum, as found by previous workers. The melted materials were stirred thoroughly with pine sticks in order to ensure complete mixing and the greatest possible freedom from oxidation, and were cast in sectional, iron molds giving bars % in. in diameter and 5 in. long.

KEYNOTE of the mining geology sessions was the preparation for an extensive war with all that this implies as to the need for strategic minerals, both metallic and nonmetallic. Nevertheless the sessions also included many papers of less urgent, more theoretical interest. The stress of wartime production had the effect of giving an unusually full and rich program, the longest in recent years, with sessions continuing virtually throughout the meeting. Some papers dealt with geophysical prospecting as applied to mining geology; others were concerned with the grand strategy of mineral reserves and thus involved the industrial minerals; such "borderline" subjects were presented before sessions held jointly with the Geophysics Committee or the Industrial Minerals Division.

MANY oil producers are in disagreement with the idea held by some that an increase in the price of crude oil would be unlikely to stimulate much production and that we will be obliged to draw upon foreign sources of petroleum to supplement our domestic production as the years go by. SINCE oil journals commenced to feature the progress of Iraq pipe-line developments and since newspapers undertook to follow the discussions between a certain large oil company and an Asiatic nation, I have repeatedly been asked questions that are only answerable by setting forth the essential geographic and historical facts of concessions in that part of the world. In so doing effort will be made to correct erroneous statements made in various quarters: and mistakes herein are being kept as low in number as possible. Perhaps the best-known concession in the Middle East is the one of the Iraq Petroleum Co., covering the greater part of the portion of the kingdom of that name- lying east of the Tigris River. West of the stream is the concession of the British Oil Development Co., which takes in all presumed petroliferous areas in western Iraq. No other important oil concessions exist in that country, except for the lands of the Khanikin Oil Co., which operates in "Transferred Territories" on the border of Persia. East of and continuous with the Iraq fields are those of Persia where the Anglo-Persian Oil Co. holds the well-known D'Arcy concession comprising three-quarters of the country, omitting the five northern provinces. This is the only valid existing concession in Persia, so far as known, except certain old firmans that permit development at Semnan in central Persia and possibly also certain regional grants to a French banking syndicate in eastern Mazanderan Province.
