Although flotation was known to be a successful process prior to 1312, Utah Copper Co.'s ores were not entirely treated by this process until 1923. Experiments had been conducted, of course, prior to that time, and in February, 1917, the first unit of the Arthur plant was changed over from gravity concentration to flotation. On May 16, 1918, the entire Arthur plant was on flotation, excepting the coarse concentrate which was tabled prior to fine grinding. The reasons for the delay in adopting flotation at these plants were, first, that it was decided to await the outcome of the litigation with the Butte & Superior Mining Co., which began with an injunction served on Oct. 3, 1911. This litigation continued for years. Then the demands on the plants in the war years 1916, 1917 and 1918, really precluded any further drastic changes during that period, as all efforts were bent on maximum tonnage, and the cry of tonnage, rather than of recovery, was the major issue. The postwar depression followed these years of intensive production, so that it was not until 1922 that the Magna plant was equipped to use this process. Excepting, then, the amount of coarse concentrate that was tabled, 1923 was the first year when the Utah Copper Co.'s ores were on a full flotation basis. Effect of Flotation on Ore Reserves The object of this paper is to point out the effect that flotation has had on the operations of the Utah Copper Co. In 1905, when D. C. Jackling began making history in copper, the ore reserves were 34,000,000 tons, with a grade of 2 per cent. copper and a mill capacity of 700 tons daily. The point of cut-off between nonprofitable and profitable grades was 1.2 per cent. A few years later the capacity was increased to 6000 tons, when 1.1 per cent. became the point of cut-off. Ore reserves had climbed to 80,000,000 tons, having a grade of 1.9 per cent. In 1911 there was an ore reserve of 300,000,000 tons, with a grade of 1.5 per cent. and a cut-off of 1 per cent.; in 1918 the ore reserve was approximately 400,000,000 tons, and a grade of 1.38 per cent., and point of cut-off 0.95 per cent., based on normal costs and prices. IT IS impossible to speak in exact terms of the effect that selective flotation has had, is having, and may have on the State of Utah. Its results enter into the economic structure of the state in so many ways and its ramifications are so widespread, that every line of industry is affected. Some effects can be definitely determined; others can be reasonably approximated; but the effect as a whole can not be set out in exact figures. Utah is essentially a mining state; mining is its basic industry and always will be. Agriculture, equally a basic industry, and of course, equally vital, can be practiced on only 6 per cent. of the 85,000 square miles of its area. It follows, therefore, that the economic future of this state depends upon a development of its natural resources. About 6 or 7 years ago, the mining industry in Utah was at a low ebb. This condition was caused partly by postwar conditions and other temporary causes, but prevailed also, which was most important, because the direct-smelting ores of the state were being rapidly exhausted and the cost of treatment of complex ores was almost prohibitive. Furthermore, the wet concentration of low-grade ores was unsatisfactory and did not result in producing a good smelting product. On visualizing this situation, one of the large smelting companies in the valley had the courage, ability and faith to develop and expand the principles involved in selective flotation of complex ores. This example has been followed by other smelting and reduction companies and the result has changed the entire aspect of the mining industry in Utah. The utilization of the zinc in the low-grade, lead-zinc-silver ores was the principal problem to be solved. The average yearly production from the State of Utah for the 10 years beginning 1914 and ending 1923, was something less than 10,000 tons of zinc concentrates. This period includes the world war, when abnormal prices stimulated production. In 1924, selective flotation began to be practiced on a considerable scale, replacing concentration by gravity and bulk flotation which had been used generally until this time. He was born at Montreal, Canada, in 1875. His earliest education was received in Montreal hut was continued from 1885 to 1892 at schools and academies in Brooklyn, Whitestone, and Flushing, L. I. For his technical education he returned to McGill University, where he graduated in 1897. His first professional occupation was as transitman enga.ged in the running of township lines in the Rainy River District of Ontario. In 1899, he was made assistant chemist at the Cuggenheim smelter at Aguascalientes, Mexico. From 1900 to 1903, he was chief chemist for La Compañia Minera de Peñoles, at Mapimi, Durango. We have no information as to his pursuits during the next eight years, but from 1911 until 1914, when he became a member of the Institute, he was chief engineer for the Bankhead mines in Alberta, Canada. Lieutenant-Colonel Alfred Winter Evans Lieutenant-Colonel Evans, who was in command of the Third Battalion of the New Zealand Rifle Brigade, and had been cited in Distinguished Service Orders and received the Distinguished Conduct Medal, was killed in action on Oct. 12, 1917. Alfred Winter Evans was born in Natal, South Africa, in 1881, and received his preliminary education in the Durban High School. For the next five years he attended St. George's School at Harpenden Heights, England, until 1898. Returning to South Africa, he worked . for three months of 1898 as underground sampler for the Crown Deep Gold Mining Co., at Johannesburg, and for six months of the following year he was shift-boss for the Crown Deep, Ltd. At the outbreak of the Boer War he took an active part and was engaged on military service from 1899 to 1902. At the close of the mar, he came to New York and attended the Columbia School of Mines, where he graduated with the degree of E. M. in 1906. A part of that year he spent as assayer to a mining company at Poland, Arizona. In 1907, he returned to South Africa and engaged as underground contractor in charge of mining and development at a number of the South African mines, notably the French-Rand, the ViIIage Main Reef, the City Deep, and others. During the boom period of 1928 and 1929, several oil companies took advantage of high security prices to sell stocks, thereby securing money for the company very cheaply. Few if any of those companies realized that the money received was not at all cheap in view of the fact that it was for investment in fixed assets at inflated prices. Suppose a company borrowed twenty millions of dollars to expand its marketing facilities during the boom. It diluted its capital and acquired fixed property which could not earn its interest requirements during the following deflation and therefore consumed income from other company activities. The company also had to stand the deflation in the capital value of all the property it bought. Since the mistaken expansion during the boom accelerated the decline in net income during deflation, the financial position of the company was harmed in proportion to the amount of that expansion. Thus the company was unable to get money to buy fixed assets in the depression when all property is cheap. The same condition holds for the company that sold common stock for the purpose of developing potential production in a newly discovered oil field. Regardless of what the ultimate value of the new field may be, potential production does not increase the net income of the company. The difficulty of meeting the enlarged dividend requirements due to the increased number of shares outstanding impairs the financial position of the company during deflation in some relation to the probability of decreased dividends. This company also is not in a position to expand during the depression when properties and companies can be bought for a fraction of their real value. Expansion of fixed assets during boom times has been the ruin of many otherwise good companies. Some of those which most extensively bought property during the post-war boom have not yet recovered. A number of cases could be cited in sugar, leather, fertilizer and wool. This does not seem to be governed by the quality of the property bought, for examination shows the assets to have been of individual high quality in many cases. When recovery is long deferred it is likely to be true, as in sugar or textiles, that the industry has a large "potential" capacity for overproduction.

Rumania produced during 1936 some 62,500,000 bbl. of oil. Of this production, 99 per cent comes from an area running east and west along the southern foothills of the Carpathian Mountains just north of Bucharest. This almost rectangular area measures 20 by 40 miles and is located in the districts of Dambovita and Prahova between the cities of Targovigte to the west and Mizil to the east. The remainder of the production is about evenly divided between the oil fields north and east of Mizil in the Buzh district and those to the north on the eastern flanks of the Carpathian Mountains in the district of Baciiu. The Transylvanian Basin to the north and west of the Carpathian Mountains has produced to date only dry gas from its numerous salt domes. Bucsani Field The Bucgani oil field produced 15,600,000 bbl., or 25 per cent of the total production of Rumania in 1936. Bucgani is a deep-seated salt dome 7 miles south of the old Moreni oil field. A slight surface doming, not dissimilar to the topography observed on some of the oil fields of the Californian basin, called attention to the area. It is the southernmost oil field and, together with the deep-seated and prolific Boldesti field, points to the great oil possibilities of the deep-seated domes along the northern edge of the Rumanian plains south of the Carpathian foothills. The Government is the principal owner of the oil and gas subsurface rights in the areas south of the foothills. The acquisition of leases by the operating oil companies may be made either by application for an exploration permit, the company being assigned part of the acreage in case of successful wildcatting, or, if the area has already been declared as proven territory, through competitive bidding. A block of 164 acres was auctioned recently for $200,000, or $1200 per acre. The largest producer in the Bucgani oil field is the Steaua Romana, which produced 39.5 per cent of the total for the field. The Steaua Romana is a post-war company and 50 per cent of its shares are owned by the British Steaua and the Steaua Franpaise and the other 50 per cent by a group of Rumanian banks and by the Government. Arthur Yates, lecturer in the mining department of the Royal School of Mines, London, died at Blackpool, on Feb. 14, 1923, at the age of 47 years. My first acquaintance with him was made in 1902, when taking over the management of the Redjang Lebong gold mines in Sumatra, of which he was the responsible metallurgical officer. For that position he was well qualified by reason of his previous experience with the Rand Central Ore Reduction Co., in South Africa, and particularly by his early training with the Cassel Gold Extracting Co., owners of the MacArthur-Forrest patents, and the first commercial company formed to work the then recently discovered cyanide process; in this connection, Mr. Yates had the advantage of working under J. S. MacArthur himself. Our association in Sumatra was maintained for six years, when I left. Mr. Yates remained and was eventually promoted to the management of the neighboring Soelit mine. During those six years and in the close association inseparable from life in an isolated mining camp, the sterling qualities which made him so good a man were unmistakable: industry and interest in his work, patience with everybody, a quiet and unassuming demeanor. On the exhaustion of the mine to which he had been promoted, he returned to England in 1913. In 1914, the Mining Department of the Imperial College was fortunate in securing his services. Hardly, however, had he settled down when the war broke out and he spent some years in the Cleveland District promoting the efforts of the Government toward greater output. Returning to college in 1919, Mr. Yates met the full flood of Service students. The qualities which made him a man amongst men in the world made him a man among students in the college; a senior student if you like. But, unsuspected, a dread disease had fastened itself upon him, making itself felt for the first time during the summer course he was conducting in the South Wales coal field, in 1922. Against its relentless onset he opposed the bravest optimism, and when at last he realized that he was going under, and was in fact dying, his pronounced regret was that he was leaving the boys. In his death, at the age of forty-seven, staff and students in the Mining Department have experienced a great loss, that of a reliable friend, and their deepest sympathy goes out to the young widow and son in their irreparable loss. PRIOR to 1914, there was little demand for antimony in this country; its use was limited almost entirely to the manufacture of type and bearing metals. Practically no antimony ore was mined here, the market being supplied principally from China, and the alloy was produced by a direct mixing of lead and antimony. The great world war, with its demand for shrapnel in hitherto undreamed of quantities, precipitated a great boom in the price of antimony. Nominally quoted at 6 c. to 7 c. in 1914, the price increased by leaps and bounds to 45 c. in March, 1916. Under the stimulus of high prices many shall mines were opened, for it became profitable to work ores containing as low as 20 percent. antimony. High-grade sulfide ores (stibnite), containing 55 per cent. to 60 per cent. antimony, were received from Bolivia, China, and Alaska. Low-grade sulfide ores, running from 20 per cent. to 45 per cent., were produced in Nevada, California, Idaho, Utah, and Mexico; much of this ore was fairly rich in silver. The principal oxide ores came from Mexico and Oregon. The charge consisted of a variety of sulfide ores containing Sb 20 to 60 per cent. and Si02 6 to 45 per cent., oxide ores containing Sb 20 to 40 per cent. and SiO2 10 to 45 per cent. Secondary materials, such as battery plates, battery mud, lead oxide, paint, etc., together with refinery skims, softener skims, and other refinery byproducts, were treated along with the antimony ore to furnish the lead required. The Mother Lode district in California is probably better known as the land of Bret Harte and Mark Twain than as a gold-producing district, although in this respect it holds an important place. The history of quartz mining on the Mother Lode dates back to the '50s, when, after the first fever of the gold rush, men began to look for something more permanent, if not more lucrative, than the placers. Since that time, the discoveries, shutdowns, and reopenings of the many mines, together with the varying fortunes of their numerous operators, constitute an interesting chapter in California history, but one too long to include in a description of mining methods. The district is well situated, so far as physical conditions are concerned. The Mother Lode extends along the western slope of the Sierra Nevada Mountains, about half way between the crest and the Sacramento and San Joaquin Valleys, the country traversed consisting of low rolling hills—typical foot-hills. The elevation varies from 1000 to 1800 ft. and the climate is most desirable. There is an abundance of water, timber is easily obtained from the higher foot-hills a few miles east, and cheap hydro-electric power is generated practically on the Lode. These natural conditions are conducive to low costs in mining and have been the deciding factor in allowing profitable exploitation of the comparatively low-grade orebodies. Transportation facilities are not bad. Five branch railroads, from the main trunk lines in the valley, tap the district at intervals of from 10 to 30 miles, and the roads connecting these are fairly good for trucking purposes. Labor is made up of several nationalities, the principal ones being American, Spanish, Jugo-Slav, Italian, and Mexican. There were few Mexicans on the Lode prior to 1919, but the shortage of labor, experienced generally by the mining camps of the country in the years following the war, made necessary the hiring of some. The percentage of Mexican labor rapidly increased in 1920 and for a year or so thereafter, but it has now diminished until at most of the mines only a few Mexicans are working. Of the different nationalities, Americans are the most efficient and Mexicans the least.

Inasmuch as there has been a great deal of activity in this district recently, a paper of this kind should treat of all the various phases of mining, namely, prospecting, developing, and operating. Prospecting .. Where ore is found at a depth of 100 ft. (30 m.) or more, the prospect work is done by churn drilling. Several makes of churn drills are used in this work, both steam- and gasoline-driven machines being used. The drilling is usually started with a 6-in. bit, and the size of the bit is reduced, if necessary, as the hole is advanced. It is general practice to drill from 100- to 400-ft. holes, but this is governed entirely by the location and formation of the ground. In drilling sheet ground, close spacing of drill holes is unnecessary, but in narrow orebodies, the holes are spaced from 15 to 50 ft. (4.6 to 15 m.) apart. Ten years ago, very few assays were kept of the drilling, but during recent years records have been kept very accurately, showing the location, elevation, assays, and also the vertical section of the hole. After the orebody is reached, cuttings are taken every 2 or 3 ft. (0.6 to 0.9 m.) samples being sometimes taken by pouring the water off the cuttings and taking a portion of the coarse material for assay. It has been found, however, that very often the sludge material poured off with the water contains high mineral values. To overcome this, cuttings from each 2 or 3 ft. are put in a container, and, after the water is evaporated, sample for assay is taken by means of Jones samplers. Permanent records of cuttings showing various formations are kept in glass jars or glued on large cards. Drilling at present is costing from $1.25 to $1.50 per foot. His father Geology and his mother Physics separated shortly after his birth, which occurred during the World War amid a smoke screen of mathematics. He was kicked around a great deal. His parents could not agree on a name, and they finally christened him "Geophysics," for short. His relatives insisted that the name should be "Geophysical Prospecting," "Geophysical Exploration" or "Exploratory Geophysics"; though the youngster has grown up by now, this battle is still going on. His father did not think the child would amount to much until he began to show some unexpected talents, which were acquired, no doubt, from his mother Physics. His progress caused his father no little worry, and he began to wonder whether his offspring would help him in his business when he grew up or would set up shop in competition with the old man. His aunt Petroleum watched his growth with benevolent interest; his uncle Mining remained rather skeptical and cousin Civil Engineering not only assumed the attitude of the man from Missouri but was not much convinced even after he had been shown. Making a long story short, the kid decided that he had to stand on his own feet and get along as best he could. Having come from a good family he possessed some outstanding characteristics such as resourcefulness and a reasonable amount of business ability. He therefore decided that it would be to his advantage to follow in his father's and mother's footsteps as much as possible, and develop the good qualities of both. As a result, the youngster did fairly well for himself, and his relatives decided that it might be to their advantage to be on better terms with him. Father Geology had come to the conclusion that the boy could be very helpful to him and now wanted him to live in his house. His mother, who had brought him through the teething and measles stages, felt quite capable of bringing up the boy without the help of his father; and, as the fairer sex will do, would confide to a neighbor every now and then that his

PRODUCTION statistics show that during the period of emergence from the depres¬sion the coal industry was becoming increasingly cognizant of the economic and competitive necessity for mechanizing. About 1935 many of its leaders were becoming aware also of the alarming scarcity of men properly trained to cope with the new problems of mechanization. In order to get a factual statement of this problem, a special AIME Coal Division Committee + was requested to survey the condition. Its investigation disclosed that graduates of mining schools going into coal mining numbered 16 in 1939 and 15 in 1938. With this as a background, Pittsburgh Coal Co. foresaw that a comprehensive program was necessary if it was to enlist the services of trained technical men, who were an indispensable part of a mechaniza¬tion program. The purpose of this paper is to review the program set up, to comment on the successes and failures and to outline the future course of action. SUMMER WORK An inescapable conclusion from the mechanization statistics was that the opportunities in coal mining were good. Not only was there a void in technical skill to fill from past years, but the ac¬celerating rate of mechanization indicated an increasing demand for technically trained men for the future. The remedy lay primarily in presenting facts con¬cerning the coal industry to the under¬graduate engineers before they made their professional occupational choice. Based on this idea, one of the key points in the program - was summer vacation work for the undergraduate, which, through the inducement of summer earnings, brought men into the mines to take a look at the prospects. This was more successful than statistics indicate because the war badly scrambled the orderly working of the program, but it could not obscure the value of a summer work program. A decided advantage was that it gave the company a preview of the graduate. An observation on this part of the program is that it is extremely hard to gauge lower classmen, and we found it wise to give them the benefit of the doubt, as the last two years in college bring about surprisingly rapid develop¬ment in some men. EXPANSION initiated during and after the war has placed industrial plants in new areas and increased reduction and manufacturing facilities in communities already established. With added expansion interest has grown in possible area contamination from waste products. Evolved flue waste contains many chemical contaminants that may or may not cause concern; however, atmospheric pollution has always been a problem to industrial communities. For some time effects attributed to small quantities of compounds of fluorine in various waste gases have been studied by industrial, medical, agricultural, and associated interests.1'2 Aside from an article by Churchill, Rowley, and Martin in 1948," little has been published on the subject of fluorine in coal except by foreign investigators. The first indication of fluorine compounds in coal was noted in England in 1934 by R. Lessing,4,5 who found that the presence of fluorine in Midland and West County coals was definitely established by etching of glass and by severe corrosion of porcelain fillings in a gas works scrubber. Etching of glass in a direct contact annealing kiln initiated research, and in 1944 four papers were published by H. E. Crossley,6-9 giving results of investigations of fluorine in coal of England by the Fuel Research Board, Department of Scientific and Industrial Research. These investigations studied methods of determining fluorine, the quantities present in various coal deposits, the geographical distribution of fluorine in British coals, occurrence of fluorine in minerals associated with coal, amounts of fluorine compared to other constituents of coal, the nature of fluorine compounds, and industrial significance of fluorine in coal. It was shown that British coals contain from 5 to 200 ppm of fluorine, which is probably present as fluorapatite [Ca10F2(PO4)6], often written as [3Ca3P2O8.CaF2]. The fluorapatite is intimately associated with shale in some coals and can often be separated from these coals along with the shales. H. E. Crossley8 also reported no correlation between the amounts of chlorine, sulfur, or ash and the amount of fluorine in different coals. He found, however, a relationship between the content of fluorine and phosporus in many British coals. Thus it should be possible to anticipate likely fluorine-rich coals from existing data giving phosphorus content. DURING the past fifteen years there has been a great change in the methods of treating employ-ment and discharge throughout industry. Perhaps nowhere has this change come more abruptly than in the metal mining districts of the West. In 1909, when I went to work for the Phelps Dodge Corporation in Bisbee, their operations were roughly arranged accord-ing to shafts in seven divisions, each employing from 100 to 250 men underground, and the mechanical department employing some 250 men, mostly on the surface. The underground divisions were each in charge of a foreman who had under him a night foreman and from two to four shift bosses on' each of two shifts. These foremen reported to the underground superinten-dent and he in turn to the superintendent of the mine department. The mechanical department was in charge of the master mechanic who reported to the superintendent of the mine department. RUSTLING A JOB IN THE OLD DAYS It was customary for men seeking employment to "rustle" the division foreman at the shaft during the lunch hour or at the close of the day shift and the master mechanic at the shops. There was no real attempt at interviewing the applicants for underground work. They simply filed in and out of the foremen's office-50 to 150 strong-in ten or fifteen minutes. If the foreman needed men, and he generally did; to replace those that he and the shift bosses had removed during the morning, he picked out those he knew or strangers who took his' fancy. The former in many cases were chosen for negative reasons rather than positive. In selecting the latter, the foreman felt that if they failed to show ability promptly, he could replace them the next day, and often did so. Even if these foremen had been skilful and well trained in the art of selecting men, it would have been impossible under the pressure of other duties to exercise that skill and experience in so doing. The conditions in the mechani-cal department were little better. About all that can be said in favor of such a method was that with a sur-plus of labor it "got by." The labor shortage brought about by the war disclosed its fundamental weakness.

William B. Cogswell, member of the Institute since 1872, died on June 7, 1921, at his home in New York City, after an illness of about six weeks occasioned by an infection of the middle car. Mr. Cogswell is survived by his wife, Mrs. Cora Brownell Cogswell; a son-in-law, and three grandchildren. His first wife died in 1877. William Cogswell was born at Oswego, Sept. 22, 1834, and was taken to Syracuse by his parents when he was four years old. He attended Hamilton Academy and private schools in Syracuse and Seneca Falls. In 1843, he visited England with his parents and brought back a set of drawing instruments, which led to a series of lessons in architecture under Luther Gifford, the only architect in Syracuse at the time. The boy drew many building plans and one set was used for the old Globe Hotel in Syracuse, erected in 1846 and 1847. In 1848, when only 14, he spent a year with a party that was surveying the route of the Syracuse & Oswego R. R. and relaying the tracks of the Utica & Syracuse R. R. He studied civil engineering at the Rensselaer Polytechnic Institute, Troy, for three years, but left that institution in 1852 without receiving his degree. Many years later, in 1884, the degree of C. E. was conferred upon him. During the three years following 1852, Mr. Cogswell served as an apprentice in machine shops at Lawrence, Mass., under the superintendence of John S. Hoadley. About 1856, he was made manager of the machinery department of the Marietta & Cincinnati R. R., at Chili-cothe, Ohio, and three years later became superintendent of the Broadway foundry at St. Louis, Mo. In 1860, in Syracuse, Mr. Cogswell was associated with William A. and A. Avery Sweet in the formation of Sweet Bros. & Co., which later became the Whitman & Barnes Mfg. Co. At the outbreak of the Civil War, Mr. Cogswell received a civilian appointment as mechanical engineer in the United States Navy. During 1860 he was located at Port Royal, S. C., having general supervision over the work of fitting up repair shops at five widely separated stations on the Atlantic seaboard and Gulf of Mexico. In this year his genius and resourcefulness were notably shown. He literally launched a naval machine shop, so that warships could be repaired without leaving, and thereby weakening, blockades against Southern ports. The machine shop was assembled by Mr. Cogswell and shipped by boat to Port Royal. There an old whaler was made over for machine shop purposes and Mr.

At the University Club, New York, Jan. 23, Chairman George E. Hale and other officers of the National Research Council, gave a dinner to officers of the national engineering and other societies. About thirty persons were present, including officers of the National Research Council, the four Founder Societies, American Society for Testing Materials, Society of Automotive Engineers, Inc., Illuminating Engineering Society, United Engineering Society, and Engineering Foundation. Letters were received from the Western Society of Engineers, which also had been invited. Gano Dunn, vice-chairman of National Research Council, was toastmaster. The proposed permanent organization of the National Research Council and possible methods of connection with the national engineering societies, either directly or through Engineering Foundation, were outlined. It was suggested that not only the four Founder Societies be represented in the Engineering Division of National Research Council, but also that the other national engineering societies be admitted to membership. It was proposed that the Engineering Division should have a chairman who should be an engineer of wide reputation and of the highest professional attainments who should devote his whole time to the establishment and development of the Division. Methods of organizing industrial research were discussed. At a subsequent meeting of the National Research Council, an invitation was issued to each of the national societies to form a research committee encouraging that committee to become active in the promotion of research within its respective field. Due recognition is to be given each committee in the general organization of the National Research Council. Dr. H. M. Howe, in a very interesting and comprehensive address, told of much important work that had been clone by the various sections of the Research Council, as that of mechanical engineering in developing the often rather nebulous devices for helping win the war and putting them in such form that they could be of direct use to the military service. The section on metallurgy, till lately under Bradley Stoughton and now under G. H. Clevenger, did much valuable work in the improvement of helmets and body armor and made very extensive ballistic tests with refractory steels for this purpose. Important work was done in investigating the fatigue of metals and results of great moment were achieved. The committee on ferro-alloys, under J. E. Johnson, Jr., did important work in effecting economy of manganese in steel manufacture with a view to reducing the necessity for importation of manganese ore, thus releasing ships for other purposes. , The section on electric welding has accomplished valuable results in the development of electric welding for ships, a new branch of industry of very great promise.

During the post-war period, and particularly during the past few years, coal production has been maintained at a reasonably constant level. This is in contrast to the greatly expanded demand for oil and natural gas. Certain markets for coal, such as the railroad and for home heating, have tended to decrease, but this decline has been offset by an increase in demand for other uses, particularly for electric power. Since the United States has very large reserves of coal and relatively limited reserves of natural gas and oil, from the conservation viewpoint, it would be better if the increased demand were to fall more heavily on coal. Where coal has lost certain markets, the decision has not always been made on the basis of price, and, in fact, in many instances, the markets have been lost where coal could show a price advantage. There are various reasons for this situation but it can be attributed in the main to the preference of certain consumers for the convenience offered by liquid and gaseous fuels. In the production of chemicals such as benzene, phenol, or ammonia, coal still plays an important role. As co-products from coke-oven operations, a wide variety of aromatic chemicals are available. In recent years, however, the production has not been sufficient to supply the demand, and it is not profitable to build coke ovens to make chemicals unless there is a market for the coke as well. As a result, the petroleum industry is beginning to take a stronger part in the production of aromatic chemicals. Natural gas has almost displaced the coke-oven water-gas machine for the production of hydrogen for the synthesis of ammonia, as well as for the synthesis of methyl alcohol and other oxygenated compounds. This information is not new and is given here only as a basis for the discussion of the broad significance of the development of the gasification process. It is clear that if coal is to regain some of its old fuel markets, as well as to maintain a position in the field of chemical synthesis, processes must be available for converting coal to the type of fuel the customer wants, and for a cheap method of furnishing gaseous raw material to the chemical industry. The operation of coke ovens and water-gas machines is not the answer to this problem for at least two important reasons: (1) the limited supply and relatively high price of good coking coals, and (2) the relatively high costs of the combined operations of coking and manufacture of water gas.

The annual world production of minerals approximates 1,700,000,000 tons, over 90 per cent. of which consists of coal and iron. Of this amount about two-thirds is used within the countries where the minerals are produced and one-third is shipped to other countries. The movement of most of these minerals, though, shows a rather remarkable concentration. For instance, manganese moves from three principal sources and converges at four or five consuming centers; chromite and tungsten move from two principal sources. The United States is more nearly self-sustaining in regard to mineral commodities as a whole than any 'other country on the globe; but the interests of conservation - call for an international viewpoint in the handling of our mineral resources., There is perhaps as much need of specializing in mineral output as there is of specializing in manufacturing. The thought that every country on the globe should be self-sustaining in regard to mineral supplies is of somewhat the same order as the thought that every family should produce all its own raw materials rather than take advantage of the more favorable conditions existing elsewhere and so specialize in human effort. Extension of international control of minerals seems to offer possibilities of loss and gain-loss through a considerable sacrifice of national trade .and a narrowing of the field for private initiative in trade; gain through the possibility of attaining certain ends which are attainable only by international agreement, such as an allocation of supplies which will be to the advantage of the greater number of nations rather than to the advantage of the few that are strong enough to dominate the situation. The interests of conservation clearly require international control. Moreover, the lesson of the war points to the necessity of overhauling old international understandings and machinery, even though such a task would encounter great difficulties, not the least of which lie in the persistence of human habits and inertia. Whether the time has come to establish a league of nations with economic control can be determined only by our individual and collective answers to the question whether we are willing to make the necessary economic sacrifices, individually and nationally, in the interest of world harmony. The mineral industry should fully understand that, with international control, efforts to promote export will need to be modified and curtailed; that expansion of our trade in many lines will mean equivalent loss of trade to other nations; that the almost universal conception that expansion of foreign trade is a meritorious aim and end in itself, without regard to its effect on other countries, will need revision.
