Some months ago one of the authors was asked to write a paper on the heat treatment of steel castings that would be more comprehensive than other matter he had published; this is an attempt to present in condensed form the results of experimental work and actual practice carried out for the most part in 1907, 1908, and 1909. It is not a laboratory research and the work done was carried out for the express purpose of putting in practice the processes discovered as fast as possible. Most of the tests are the result of commercial practice and not of bars annealed in our laboratory; most of the micrographs were made for our own records and not for publication. Certain of the micrographs, therefore, are not as clear as we may wish but they were good enough for our purpose at the time they were made. The tests and micrographs are selected from several thousands in our files. All of these micrographs are magnified 60 diameters. These experiments were conducted almost entirely on steel made in a 3-ton bottom-blown converter, and most of the steel illustrated analyzes about 0.05 in phosphorus and sulfur. Unfortunately, a certain number of specimens are shown of which we do not have the complete analysis, but in most cases in which the phosphorus and sulfur vary much from the figure just given that fact is noted. For purposes of comparison, we have included a certain number of micrographs and tests of steel made in the electric furnace, some of which were from specimens made in other shops and some in our own shop, and some tests of acid open-hearth and tropenas steel. A brief examination of the tests in Table 1 shows that certain treatments of, for instance, 0.30 per cent, carbon steel are not represented by any test data. Had this been a laboratory research, this information would undoubtedly have been furnished, but as this work was done for commercial purposes the omissions are due to the fact that, at the time the work was done, we saw no advantage in trying every composition of steel with each treatment discussed in the paper.

Equilibrium constants have been determined for the jeaction C (in steel) + H2O = CO + H2 as a function of carbon content (0.013 to 0.74 ujt pct) and temperature (1200° to 1800°F) by using a flow system in which the water-vapor content of various gas mixtures containing hydrogen, carbon monoxide, and nitrogen was systematically controlled. The equilibrium partial-pressure ratio K1 = PcoPH2/PH2O was obtained for two low-carbon steels and four Fe-C binaries from a series of runs made at each temperature. By comparison of Ki with the analogous ratio for the reaction C (graphite) + H2O = CO + H2, the activity of carbon in steel (ac) was comDuted for each temperature and carbon content studied. From these data values of the equilibrium constants for two other carburization-decarburiza-tion reactions of importance were estimated. The chemical compositions of the two steels and four Fe-C binaries used are given in Table I. Specimens of Steel E were cut from a 0.035-in.-thick commercially box-annealed and temper-rolled lot of a low-carbon low-metalloid steel. Steel F was a commercially hot-rolled rimmed steel that was cold-reduced at the Laboratory to a 0.059-in. thickness. Fe-C binaries A, B, C, and D were vacuum-melted and poured, hot-rolled, pickled, and cold-reduced at the Laboratory to furnish specimens 0.035 in. thick. Sheet specimens were cut from all lots to approximately 3/4 by 3 in. by gage and were vapor-degreased with trichlo-roethylene and weighed before heat treatment. It is indeed a pleasure for me to have this opportunity to discuss with you a subject which I find infinitely interesting and intriguing - namely, world-wide iron ore supply and demand. We will be examining the following: (i) current iron ore production and requirements; (ii) the major ore producing countries; (iii) the seaborne iron ore trade; (iv) ore grades or types; and (v) future requirements. For those who may not be familiar with the iron ore mining industry, it may be useful to know at the outset that our industry has been plagued with overcapacity for the past seven years. The optimism which prompted substantial expansion of productive capacity in the early to mid-1970's has unfortunately proved to have been unfounded. I shall begin by describing where we are today as well as a little about how we got there. In the latter regard, it's not so much that historical knowledge will solve any of the industry's problems or provide clairvoyance with regard to the future. Rather it's a feeling on my part that some knowledge of the past will provide a useful perspective capable of enhancing our analysis of future trends. At the time of writing, the most recent year for which we have definitive world-wide iron ore production and consumption statistics is 1980. In that year the world consumed approximately 859 million metric tons of iron ore to produce approximately 510 million metric tons of primary iron consisting of 502 million tons of pig iron and 8 million tons of sponge iron. Crude steel production for the same period attained a level of 719 million metric tons. Because it is possible in today's world to produce steel without consuming iron ore simply by melting scrap, the key statistic insofar as iron ore demand is concerned is primary iron production. In 1980 the ratio of iron ore consumption to primary iron production was 1.68:1.00. The comparable ratio over the past seven years has varied from 1.63 to 1.87 and averaged 1.72:1.00. All the same, as a practical matter crude steel production and iron ore consumption tend to parallel one another closely, and for the time being a good rule of thumb is that to produce an average ton of crude steel requires 1.20 tons of iron ore. Let's turn our attention now to the regions where the 859 million tons of iron ore necessary to support 1980 world-wide iron and steel production were produced. Not surprisingly, most of the ore was produced in the same region where it was smelted. In round numbers 65% of the world's iron ore production is currently consumed in the same general region as it is produced, while 35% enters the seaborne trade and is transported in ocean vessels to a more remote consuming area. Approximately 85% of the world's seaborne iron ore trade is directed to the Western European and Japanese markets, both of which are almost entirely dependent on off-shore sources for their mammoth iron ore requirements. The following tabulation lists, in order, the twelve leading iron ore producing countries in 1980 as well as their percentages of total and free-world production; in addition their export potentials are presented. As a group these countries accounted in that year for 89% of world-wide production which stood at 871 million tons. Leading World Iron Ore Producing Countries [ ] One will first note that world iron ore production is dominated by the top four producers - namely, the U.S.S.R., Brazil, Australia and the U.S.A. - which together accounted for nearly 60% of total 1980 production. Of these four major producers the U.S.A. and the U.S.S.R. produce almost exclusively for consumption in their own regions, whereas Australia and Brazil produce primarily for the seaborne export trade. In fact Australia and Brazil accounted for about 50% of all seaborne iron ore trade in 1980! It is also interesting to note that Australia, Brazil, the U.S.A. and Canada accounted for nearly 60% of free world iron ore production in 1980. Once again the importance of Australia and Brazil shows itself, with their share alone of free world production reaching 35%. BY plotting fixed carbon against British thermal units of coals free from mineral matter, and ranging in rank from anthracite to lignite, it is found that the coals of higher rank, from anthracite to the higher rank of the high-volatile bituminous coals, inclusive, can be separated into groups according to their degree of metamorphism by reference to their fixed carbon. Such charts show also that the coals lower in rank can be best separated into groups with respect to B.t.u., especially when plotted on the moist basis, that is, coal containing its natural bed moisture. A tentative scheme for coal classification was presented at the October, 1932, meeting of the Technical Committee on Scientific Classification, of the American Standards Association Sectional Com-mittee on Coal Classification. This scheme was sponsored by Sub-committee IV on Tentative Classification of Coals, under the chairmanship of W. T. Thom, Jr. It proposed the grouping of coals according to rank by reference to fixed carbon and B.t.u., on the basis of coal containing its natural bed moisture but free from mineral matter. This scheme proposed classifying coals into four broad classes: (1) anthracitic, (2) bituminous, (3) subbituminous, (4) lignitic.. The anthracitic class was divided into three groups designated as meta-anthracite, normal anthracite, and semianthracite. The bituminous class also was divided into three groups, low volatile, medium volatile, and high volatile. The high-volatile group was further subdivided into four subgroups according to moisture content, as follows: (1) less than 5 per cent, (2) 5 to 10 per cent, (3) 10 to 15 per cent, and (4) 15 per cent and more. The subbituminous class was divided into two groups, group, 1 including subbituminous coals having calorific values of 10,500 B.t.u. or more, and group 2 including those with less than 10,500 B.t.u. , The lignitic class of coal was divided into two groups both below 8,000.B.t.u., the one group consisting of consolidated and the other of unconsolidated

The One Hundred Eighteenth Meeting of the. Institute was held at the Milwaukee Auditorium, on Tuesday,. Oct. 8, to Thursday, Oct. 10, inclusive, 1918, under the joint auspices of the Committee on Iron and Steel (Chairman, Prof. J. W. Richards), and the Institute of Metals Division (Chairman, William M. Corse), and simultaneously with sessions of the American Foundrymen's Association and of the. American Malleable Castings Association. It was preeminently a war meeting. It was attended by 104 members of the Institute. The social features, so far as the members of this Institute were concerned, were slight, but generous and appropriate entertainment was offered to the ladies, consisting of automobile sight-seeing trips, reception, concert and dance on Tuesday evening, a theatre party Wednesday evening, and -a banquet in-the Auditorium Thursday evening, at which the speakers were Charles M. Schwab, Director General of the United States Shipping Board Emergency Fleet Corporation, Major A. Radclyffe Dugmore, and W. H. Blood, Jr., Assistant to the President of the American International Shipbuilding Corporation. A joint session was held on Tuesday morning, at which an address of welcome was delivered by Hon. Emanuel L. Phillipp, Governor of Wisconsin, with a response by Benjamin D. Fuller, President of the American Foundrymen's Association, and the following addresses: Activities of the Army Ordnance Department, Especially as Applied to Foundry Matters. By C. S. News has just been received that Flight Commander William T. Hall, a Junior Member of-the Institute, was killed in action on Saturday, May 19, 1917. According to the' Toronto Star, Commander Hall was 24 years of age, a native of Toronto, and a grandson of the late William Kersteman. During the four years of his course in mining at the School of Practical Science, Toronto University, he passed every examination with honors. When war was first declared Commander Hall endeavored to join the artillery as an officer, and for that purpose secured a provisional lieu- tenancy with a Hamilton battery, but he did not receive an overseas appointment, and on being graduated as a mining engineer in 1915, he was offered a position in Chile, which he accepted. He left Toronto on May 27, 1915, and was engaged in Chile as a mining engineer for nearly a year. In the latter part of April, 1916, he decided to offer himself again for service at the front. He crossed the Andes and sailed for Liverpool, where he landed on May 13, 1916. On May 27, 1916, Capt. Hall was given a commission as lieutenant in the Royal Flying Corps. He went to the front on Sept. 1, 1916, and remained there continuously. On April 4, 1917, he was promoted from lieutenant to the rank of flight commander. No details of how Commander Hall came by his death have as yet been received.

The sum of $100 was appropriated to the War Minerals Committee for expenses of letter paper, postage, etc. The report of the Treasurer was accepted and ordered filed. Upon the recommendation of the Committee on Membership, sixty-eight Members, two Associate Members, and ten Junior Members were elected. The Secretary presented a letter from the office of the Chief of Ordnance, U. S. A., offering him a commission in the Ordnance Officers' Reserve Corps, and asking him to submit to the governing body of the Institute a request for release from his contract with the Institute, in order that he may accept the commission in question. The following minute was then passed. "The Executive Committee is of the opinion that the Secretary of the American Institute of Mining Engineers can be of more use to the Nation in his present situation, in view of the fact that there is no possible substitute for him in this position, than he could be if he left to accept a commission as an officer in the Ordnance Department, and this Executive Committee requests that an executive officer of the Institute go to Washington and confer with the Chief of Ordnance, requesting a withdrawal of the offer to the Secretary of the Institute and presenting the names of substitutes therefor." The payment of 'a special clerk for the Committee on Increase of Membership at the rate of $100 a month was ordered continued for a further period of six months.

No greater opportunity for public service has ever been presented to the engineers of the United States, as a class, than the campaign to make thrift a permanent American habit, conducted through the Savings Division off the Treasury Department. The engineer owes a duty to his community, to his country, by reason of the very fact that he is an engineer. By reason of his position and influence, his education and experience, he owes to his country the duty of public service. The public understands that the opportunities of the engineer have allowed him to equip himself to handle logically and properly questions affecting the public. He has been trained to maintain a constructive viewpoint. His work is constructive and he builds for the future. The qualities that the public deems necessary for public service have been bred in him. The time has gone by when the professional man can perform his whole duty to himself and his community by shrouding himself and his calling in mystery and locking himself away from the public in office or laboratory. The duty of public service is calling for every man whose training has fitted him to perform that service. The engineers of the country have demonstrated their capacity and their willingness for public service. Throughout the war period they, have been found in every branch of governmental and. civilian activity which could contribute to national success, doing their share to promote national efficiency. Their duties are not over.

Preliminary estimates indicate that world consumption of petroleum and related fuels in 1938 will be close to 1,908,000,000 bbl., or approximately 7,000,000 bbl. less than in 1937. This total does not include military consumption in foreign countries, which for obvious reasons is not made public. Foreign military consumption in any one year, however, is approximately represented by the difference between the total production of petroleum and related fuels and the "partial total" consumption above noted, after adding any decrease, or subtracting any increase in stocks in the United States. Fig. 1 illustrates this "difference" and shows that in 1937 and 1938, owing to the wars in China and Spain and the possibility of armed conflict in Central Europe, foreign military consumption—and possibly additions to foreign stocks—increased nearly 70,000,000 bbl. in 1937 over 1936 and remained at this high rate throughout 1938. No official information on foreign oil stocks is available to the writers. Table 1, recently published, purports to give the oil in storage in some of the European countries, but it is not known whether the figures include oil stocks for military purposes. It should be noted that with the annexation by Germany of Austria and part of Czechoslovakia the consumption of the country has increased to 53,000,000 bbl., which is about 36,000,000 short of the German produc-

ANYTHING that may be said about "too much coal" must seem rather incongruous just at this time when two-thirds of the mines in the United States have been idle for nearly four months and a temporary coal shortage looms as more and more of a possibility. It is the purpose of this article, however, to deal primarily with the fundamental ills of the bituminous-coal industry, which, when summed up, can be expressed in one word-overdevelopment. During recent years the bituminous-coal industry in the United States has been seldom, almost never, in a state of normal business health with production run-ning evenly, prices steady and the market absorbing the output from week to week. There has been either a condition of feverish activity or apathetic sluggish-ness. We have had, for example, the intense strain on production during the war years with heatless days and lightless nights, followed by the slump late in 1918 which lasted through the greater part of 1919 when coal was a drug on the market. Then came the panicky demand of 1920. Competitive buying forced prices up to the highest levels in history. This demand in turn fell off suddenly in November, 1920, and the market remained apparently paralyzed all through 1921. During the latter year, lack of buying forced intermit-tent suspension of mining in all fields and prices averaged less than actual cost of production.

On July 15, 16, and 17, 1918, through the good offices of Secretary Stoughton, and the courtesy of War Department officials, Columbia Section was able to secure a series of moving pictures which were presented under the auspices of the Spokane Engineering and Technical Association.. The title was "The Way Out," representing the activities of individuals who had lost an arm, a leg, or both, yet whose apparent misfortunes were made the stepping stones to advancement in various human activities. The exhibitions were given at Natatorium Park in the evening, each of the three performances being attended by 1000 per-sons. Later the films were shipped to Kellogg, Idaho, where they were shown in the principal playhouse one evening to a full house. On July 31, 1918, the Columbia Section participated in the luncheon and other entertainment in honor of Alfred D. Flinn, Secretary of the Engineering Council, who made a trip through the country to meet different classes of engineers, members of the National Societies, for whom he had a message. The entertainment was under the auspices of the Spokane Engineering and Technical Association, Mr. Peter Mogensen presiding. The luncheon was held in the Elizabethan Room, Davenport Hotel, at noon, 35 engineers being present, of whom about one-third were our members.

When your committee approached me for a talk on "Mechanics of Secondary Metals Collection," I replied that this subject would probably not be very interesting to a group of engineers and requested permission to dwell on the Westinghouse Salvage Setup. I will attempt to avoid duplicating the points covered by Mr. Bliven. The Westinghouse Electric and Manufacturing Co. has main manufacturing Divisions in 25 cities and 9 different states, scattered throughout the country, as well as Naval Ordnance Plants in two midwest cities, and a Merchant Marine Turbine Plant, and two special War Production Plants in Eastern cities. You can, therefore, see that we must have a well rounded pro- gram with the entire respect and sponsorship of the various Division Managements. That was not so easy to get. Management has been a great deal like the general public in the past. I am sure most of you can remember the not very ancient day when each town had a ragman who had a horse and wagon and went through the streets of the town, from door to door, picking up what scrap he could accumulate. He was known as a junk man, and indeed, with the exception of the very last few years, the attitude of manufacturing management was: "We have a job to do. We have a product to manufacture. We don't have time to bother with the junk business."

GEORGE F. BECKER Dr. George Ferdinand Becker, notice of- whose death appeared in the May Bulletin, was born in New York City Jan. 5, 1847, the son of Alexander Christian Becker, member of a Danish family, and Sarah Cary Tuckernian Becker of Boston. Dr. Becker was the last member of the group of distinguished geologists who, in 1879, were associated with Clarence King at the time of the organization of the United States Geological Survey. He was a leader in mining geology and geophysics, and for many years had been the chief of the Division of Chemical and Physical Research in the Geological Survey, and the investigations under his direction led to the establishment of the Geophysical Laboratory of the Carnegie Institution of Washington. Dr. Becker was a graduate of Harvard University and received the degree of Doctor of Philosophy at Heidelberg, and in 1871 passed the final examinations at the Royal School of Mines in Berlin. He was for four years an instructor of mining and metallurgy in the University of California, from which he went to the United States Geological Survey. In 1896 he examined the gold and diamond mines f South Africa and at the time of the Spanish-American War was detailed to serve as geologist on the staff of General Bell with the army in the Philippine Islands. He died at his hone in Washington, D. C., on Apr. 20'.1

Now that a determined public effort is being made on this side of the Atlantic to create a steel ship-building industry, the materials that are demanded for this purpose assume a new interest to the American metallurgist. In the past, the uses of metals in this country have been almost exclusively connected with the land, while in England their application to marine purposes has been equal in importance to that on shore. In the future the same should be the case here. This is the reason for bringing a somewhat nautical or rather naval topic before a body the chief interests of which are supposed to lie in the mines and mountains of the interior of the country. A modern war-ship or " ocean-grayhound" (like the City of Paris) is an epitome of philosophy and human skill. In her graceful lines we have, as Ruskin might quaintly say, a " builded geometry ;" while in her wonderful machinery for motion, offensive and defensive, we have the summation of the ideas of a host of students who have, at one time or another, during the course of a hundred years of her evolution, contributed their intellectual mites to render her a thing of beauty and of power. Discussion of the paper of Edmund D. North, presented at the Spokane meeting, September, 1909, and published in Bulletin No. 37, January, 1910, pp. 21 to 25. A. SCOTT REID, London, Eng. (communication to the Secretary*) :-As a constructor of several glass mine-models, I have read with much interest the description of the model of the Montana-Tonopah mine-workings by Edmund D. North. As an interchange of ideas and experience is always an advantage, and in view of the fact that such models are coming more and more into vogue, perhaps the following remarks on this subject may prove of interest to mining engineers generally and to Mr. North particularly. In the model of the Waihi gold-mine, New Zealand, which I constructed, a dust-proof case is used. The top, bottom, front, and two ends are of glass; the back only is of wood, painted a dull white, against which the mine-workings show very distinctly. Each mine-level is represented by a horizontal sheet of glass, supported on metal runners fixed to the uprights at each end of the case, in a manner similar to that described by Mr. North. The corner uprights are strengthened by having a metal band screwed to the inside face of each, to which the metal runners or supports for the sheets of glass are screwed in turn. The reason for having this additional strength is that as the mine is developed in depth, and fresh levels are opened, the increasing weight of the glass sheets, added to the model, caused the unsupported wooden uprights to bend slightly, so that the glass sheets-did not fit in with the desired nicety, and co-ordination was, to a considerable extent, lost. Strengthening the uprights in this manner is not important in models of mines in which only a few levels have been opened, or when the sheets of glass are small, but in the Waihi model there are 15 sheets of glass to be supported, and more to be added as development proceeds, and the weight is considerable.

THE first to appreciate and foresee the value of applying electrical measurements to structural studies was Prof. Conrad Schlumberger, Professor of Physics at the School of Mines in Paris. One of his earliest practical undertakings in this line was carried out, in the field, at Fierville-la-Campagne, Normandy, in 1912. His book, published in 1920,1 still stands as an authoritative, fundamental treatise on the use of the electric current in geological studies, in spite of the rapid evolution of geophysics during the last seven years. A remarkable feature of this book is that, even then, it stressed the role of electricity in structural investigations and made public the first successful results obtained therewith. Stratigraphic studies have been pursued continuously by Conrad Schlumberger and his associates since 1912, the only interruption being the World War. The results attained demonstrate the wide possibilities of electrical exploration in structural work. This field of activity is, at the least, as varied and valuable as the search for ore. It is curious that until very recently it has so slightly attracted the attention of geophysicists and geologists on this continent. The purpose of this paper is to present briefly some examples of the practical application of the potential methods to geological studies. These examples are chosen from a number of problems solved in the field by our firm, in the course of its consulting practice. Certain fundamental points are briefly stated before the field operations and interpretations are described.
