This is the 12th year for this column and the 11th in which the royalty data have been tabulated. This year adds 20 to 30 new entries. There are, however, some deficiencies that the readership hopefully will fill. The most common mineral commodity is construction aggregates - either sand and gravel or crushed stone. There are several states where no royalty information was available for either commodity. Readers can help share information about these missing states, so next year there will be fewer states without information. Severn Brown again sent helpful information from the Prospectors and Developers Association of Canada (PDAC). The summer 1992 issue of PDAC Digest recommended"... the most useful technical paper ever published for economic geologists...." "Net smelter return models and their use in the exploration, evaluation and exploitation of polymetallic deposits" was written by R. Goldie and P. Tredger (Geoscience Canada, Vol. 18, No. 4, pp. 159-171). Last year's column described leasing practices in Russia. Some new information has been gathered since then. Kirill Kavun is the managing director of the International Geoeconomic Center in Moscow. He sent two publications from 1992-"Regulation on the procedure of licensing the use of the subsurface," and "Law of the Russian federation on the subsurface." Both are supplements to the magazine Mineral Re¬sources of Russia, Economics and Management.

This study highlights the significant presence of submicrometer- sized airborne particles in underground coal mines, especially around the belt conveyor drift areas. Using realtime instruments and gravimetric samplers, the assessment revealed that particle concentrations were notably higher in the belt entry compared to other locations, with a strong presence of submicrometer- and nanoparticle-sized dust. The study’s findings emphasize the importance of addressing small particle exposure, as these particles, composed of harmful substances like calcium, copper and iron, can pose serious health risks to miners. This research emphasizes the importance of improving air exposure estimation through more effective monitoring and characterization techniques to better understand and reduce workers’ exposure to hazardous airborne particles in the mining environments.

When coarse gold is present in an ore, there are advantages in physically recovering this gold in the grinding section of the ore processing plant. This reduces the risk of the coarse gold being locked up in the grinding section equipment, reduces the quantity of activated carbon to be eluted and reduces the risk of gold passing out of the cyanide leaching circuit only partially dissolved. The free gold may be recovered by various mechanical means utilising the significant difference between the specific gravity of the gold and waste minerals. Frequently, sulphide minerals and ball mill attrition steel in the form of fines and chips are present in the ground ore and behave in a similar manner to the gold in the concentrating process. These materials must be removed to produce a concentrate suitable for direct smelting and several stages of cleaning, sometimes utilising different physical principles, may be required. The removal of these materials invariably results in a loss of gold from the final concentrate. The rejected materials containing significant quantities of gold are returned to the grinding section, consequently the opportunity for a high and early recovery has been lost. The quantity of gold returned to the grinding section will vary according to the number and type of cleaning stages and the physical characteristics of the materials and the gold but surveys of the gravity concentration processes suggest that it may be as high as 50%. To maximise the recovery of gold from the primary gravity concentrate, some operations batch cyanide leach this concentrate with or without additional reagents. The method of agitation and solution recovery vary. The most common method of agitation is by a high-speed propeller mixer and the least expensive but time-consuming method of solution recovery is by decantation after settling and by repeated decant washing. The pregnant gold solution is either introduced into the main ore leaching circuit or the gold is recovered by direct electrowinning. After commissioning in 1994, Union Reefs Gold Mine (URGM) experienced below expected recovery of gold from the gravity concentrate generated from the Knelson Concentrators. It was shown that the recovery into the Knelson Concentrate was high but that the subsequent mechanical concentrating techniques of tabling and magnetic separation resulted in significant gold being returned to the grinding circuit.

With passage of the Federal coal' Mine Health and Safety Act of 1969, many challenges have been directed to the industry's mining and safety engineers. The most critical challenge is that of ventilation. The language concerning ventilation in many sections of the Act could very well deprive or limit the mining engineer in planning the ventilation for new mines, since the Act requires federal approval of all ventilation plans. Dependent upon approval and of course application of the law, this could, due to economics, prohibit the opening of new mines in some cases. Petitions for modification of some mandatory standards relating to ventilation have already been filed under Section 301(c). It is quite possible that many of these standards may be modified.

As the search for minerals leads to deeper mines the need to control water inflow into mine shafts and mine workings will grow. As shal¬lower more readily available minerals are exploited, ore bodies which were previously uneconomic be cause of their depth will now become attractive targets. In known mining districts new ore bodies are being discovered down dip of existing ones. In the west many metal deposits are being developed in rocks of the mountain front pediments, frequently covered by several hundred feet of saturated alluvium. Greater depth often means that workings are developed well below existing water tables, creating high hydrostatic heads adjacent to mine workings. The purpose of this paper is to review some of the methods available for determining if water control will be necessary and to present some of the techniques for locating water bearing zones and the amount of water to be expected. The paper will concentrate on problems associated with water control in mine shaft development, although many of the exploratory techniques are similar to those needed for assessing overall mine water inflow problems. A brief case history on water control problems in mine shafts in the Grants mineral belt of northwestern New Mexico is presented. Water control during shaft sinking presents some unique features. First, the problem is a relatively short term one, since water control is often necessary only while the shaft is being sunk. Control measures may be necessary only while the shaft is open into the water bearing zone and the lining installed and cemented. Secondly, limited working space within the shaft area presents difficulties in handling large amounts of water inflow. The presence of water in the shaft working area increases sinking time and the potential hazard to miners. Finally, there is the economics of shaft sinking. While the shaft is being sunk no ore is being produced and there is every incentive to minimize costs.

The growing demand for rare earth elements (REEs) has led to numerous recent studies to recover these elements from various bearing ores and wastes. Therefore, the recovery of REEs from Ras Baroud polymetallic concentrate has been investigated in the current study. Physical beneficiation for the Ras Baroud pegmatite sample was carried out, yielding a concentrate for euxenite (Y), fergusonite (Y), xenotime (Y), monazite (Ce), allanite, thorite, uranothorite and Hf-zircon, which resulted in raising the concentrations of REEs, Th, Zr, U and Ti in the sample. Fusion digestion processes with sodium hydroxide were studied using the conceived predictive diagonal (CPD) technique. The three experimental digestion groups proved the dissolution of 99.9, 95.6, 99.9, 52.5 and 0.47 percent for REEs, Th, U, Ti and Zr, respectively, under fusion conditions of 723 K, 120 min, 1/1.5 ore-to-alkali ratio, and smaller than 100-μm particle sizes. Fusion kinetics, isotherms and thermodynamics were investigated using several suggested models, namely, pseudo reversible first order, uptake general model and shrinking core model, which matched well with the experimental digestion results. Selective recovery of actinide content from the REE content of the digested concentrate chloride solutions was accomplished using solvent extraction with di-2-ethyl hexyl phosphoric acid. About 99.9, 99.9 and 4.2 percent extraction efficiencies for Th, U and REEs were realized, respectively, using 0.3 mol/L solvent concentration in kerosene as a diluent, 1/2 organic-to-aqueous ratio, aqueous pH of 0.2 and contact time of 15 min. Thorium and uranium ions were stripped with 2.5 mol/L sulfuric acid solution with 94 and 98 percent stripping efficiency, respectively. A highly purified REE precipitate was obtained from the raffinate solutions. Zircon mineralization tailings were obtained as a byproduct through the alkaline digestion process.

The construction mineral aggregates industry--the largest industry on a tonnage basis--is threatened with large shortages in the near future. Ironically, these common minerals which include sand, gravel, and stone are among the most plentiful in the earth's crust. However, as these minerals are low in value and used in large volumes, they are extremely sensitive to transport cost, e.g., a haul of 20 miles doubled the delivered cost of mineral aggregates. Consequently, these minerals must be located close to points of demand to have economic usefulness. But the development of new deposits is virtually impossible near many urban areas for legal, sociological and economic reasons. The spector of unfinished urban transport systems, curtailed residential construction, and a general deterioration of the physical urban plant, looms as a direct consequent of future mineral aggregate shortages in the U. S. metropolitan areas. The shortages of mineral aggregates in the Greater New York Metropolitan Area (G.N.Y.M.A.) are prototypical of the shortages faced by the U. S. Metropolitan areas. This paper presents an economic analysis of the consequences of not considering the broad aspects of conservation economics as a major component of resource management. The needless annual cost for the G.N.Y.M.A. is shown to be $30 million.

Tool and cutterhead wear is a crucial issue in soft ground tunneling, especially because tool inspection, maintenance, and replacement are done under difficult conditions, and often under pressurized faces or under ?hyperbaric interventions?. Overall, tool inspection and changing is a time consuming and costly step, which needs to be quantified and the related costs accounted for in any construction contract for scheduling and costing of the tunnels at design stage or bid preparation. However, lack of a universally accepted index or measure for soil abrasivity in the geotechnical reports has made it difficult, if not impossible, to define cutter wear for this purpose. Soil abrasion and its impact on cutting tools for tunneling machines under dry or wet conditions have recently been under spot light due to construction claims in several of the recent tunneling projects. The objective of this paper is to examine soil?s physical, mechanical and tribological properties related to the interface of the soil and excavation tools and discuss ways to measure soil abrasivity in a quantitative and repeatable manner. The paper will discuss the efforts that are underway to develop a new soil abrasivity index and the fabrication of a new testing device for this purpose.

The results of an experimental and theoretical research study into the spatial and temporal behavior of dust in mine airways is summarized. Experiments were performed in mine airways under both controlled and normal operating conditions. The controlled experiments included the documentation of the concentration and deposition patterns for two types of dust under three different velocities. Real-time dust concentration data were obtained using real-time aero- sol monitors (RAM-I) to determine the dispersion coefficient in a mine airway. On the theoretical font, a convection diffusion model of the dust flow phenomenon in mine airways was developed considering dominant mechanisms affecting dust transport and deposition in mine airways. Mechanisms modeled include turbulent and gravitational deposition, coagulation, and dispersion. In this paper, comparative analyses of results (8 the controlled experiments with the predictions of the mathematical model are presented. In addition to the overall validity, the adequacy of the individual components of the model, such as deposition in the total and respirable range, and dispersion are examined in light of the experimental observations. The experimental data from controlled experiments compared more favorably with model predicted results for similar conditions as opposed to the comparative analysis results for in-mine experiments. Specifically, the model predictions for an 800-m stretch of a mine airway reveal some significant differences from the behavior noticed in the mine. The deposition was lower than that predicted by the model. Consequently, concentrations were higher than those predicted by the model. The implications of these and other findings for further investigations are discussed in the paper.

INTRODUCTION In looking over the diversity of the papers that are being presented during this meeting on The Industrial Practice of Fine Coal Processing one cannot help but be impressed with the progress the industry has made in beneficiating fine raw coals, and in the number of innovations that are under study to increase recovery and to improve the quality of the finest size particles produced at a preparation plant. Those who are not in our industry, who look at the technical program, might be confused, when they see that the papers include such topics as cleaning to zero and heavy media cyclone cleaning 28M x 100M; application and performance of fine coal jigs, tables, hydrocyclones, spirals, and flotation; filtration, dewatering and thermal drying; and ancilliary aspects such as fines handling, instrumentation and process control plus screening and liberation. This is an observation and not a criticism of the diversity of papers being presented. The program fits within the parameters of fine coal preparation as the term "coal preparation" is defined, but perhaps not as the term "fine coal" is defined. Admittedly these definitions are sometimes loose. However, each should be made more definitive if a meaningful fine coal preparation overview is to be possible. COAL PREPARATION DEFINED In the opinion of the writer, the term "coal preparation" should be defined as including all work activities that are performed on all components of a run-of-mine coal from the time it leaves a surface reserve or an underground portal, until all components are either ready for shipment or are stowed on, or in the earth in an environmentally acceptable manner. This definition excludes the work that is performed to improve coal quality or handleability inside the mine or pit. This work is commonly called "face" or "pit" preparation. FINE COAL DEFINED The term "fine coal" means different things to different people. In the past, anthracite finer than No. 3 Buckwheat (3/16 in.) was considered fines which often were discarded from the breaker as an unsalable by product; and bituminous coals finer that about 1/4 in. (slack) were either discarded or sold at cost to prevent an accumulation of "no bills" which referred to a product having no immediate sale. Although a standard definition of "fine coal" is yet to be accepted by the industry, a designation of coals by particle-size range has evolved through the wide use of three-circuit flowsheets, wherein the optimum size range by washer type determines the size fractions: a coarse-coal circuit for the plus 3/8 in., a -11- coal circuit for the 3/8 in. x 28 Mesh, and a fine-coal circuit for the remaining 28 Mesh x 0. Logically, the term "fine coal" should refer to some resultant size fraction or some top size by zero. This definition should include a 28 Mesh x 0 feed to a flotation cell but should exclude a 28 x 100 Mesh size fraction fed to a heavy media cyclone. Failure to include the resultant sizes in the definition precludes accounting of the full range of particle sizes present in the feed to the plant. Since the 28 Mesh x 0 fraction is treated in the final circuit of the three discreet washing circuits, now almost always used in U.S. commercial applications, and since it contains all of its resultant sizes, in the writer's opinion, it should be designated "fine coal". FINE COAL CLEANING Cleaning coal fines, which in the past was at best marginally profitable, is now an essential part of coal preparation strategy for a number of reasons : 1. In operation of column flotation of fine coal, the smaller bubbles are required to effectively recovery of fine hydrophobic particles. However, smaller size bubbles alone does not ensure an efficient flotation for fine particles. The sufficient available bubble surface area per unit column are essential for effective column flotation. The experiments are conducted in a lab-scale column using two different bubble size distributions and three different particle size distributions for flotation of Pittsburgh No.8 seam coal. The interaction between particle size, aeration rate, feed rate and wash water addition are examined in this investigation to establish the optimal operation conditions for flotation of fine coal. Despite of wide range of operation conditions used in this study, it is found that the experimental data fall in a single characteristic recovery-ash curve for a given bubble size distribution and particle size distribution. The major parameters affect the flotation performance points along -the characteristic recovery-ash curves are aeration rate/frother dosage, feed rate and wash water rate-.

Stope width was controlled around 3.5 feet for the narrow high grade vein system at Hollister Gold Mine. Without top access, backfill material was pumped from bottom access up into stope through a series of pipes after ore had been slushed out in each mining cycle. Backfill material was changed from one layer of low strength concrete plus one layer of high strength concrete cap to one layer of low strength cellular concrete plus one layer of high strength concrete cap. Backfill cost was cut down to 30 percent during this process. To reduce the steel concrete pipe set up and tear down time which was about 2 to 3 shifts in each mining cycle, steel pipes were left in man-way between mining cycles. Cellular concrete was firstly introduced into backfilling stopes at Hollister mine in Nevada Mining. This process including concrete pump selection, pumping pipe selection, material mixing, material mechanics and quality control were fully covered in this paper. CUT AND FILL MINING CYCLE The most flexible mining method, cut and fill (Figure 1), was used to mine the high grade, narrow steep vein system on this Northern Nevada property which is located eighty miles north east of Winnemucca. Without top access, stopes were accessed through two man-ways on each end, in which people travel ladders and material transport slides were set up (Figure 2). Each mining cycle was called a cut, from 6 to 8 feet high. Overhand sequence was used. Mining cycle started with drill and blast the middle portion of the stope, then expanded towards both ends. Broken ore was slushed into mill hole located at middle of the stope and then mucked out through bottom access into main haulage. Stope length was about 300 feet, which was restricted by slushing distance. Timber man-ways and mill hole would be raised and established for backfill and ready for the next mining cycle.

INTRODUCTION This paper will update the status of small sized tunnel boring machines used in both the Mining and Civil Industries. I will mention a) new developments in small size hard ground tunnel boring machines, b) review North American performance records of the Atlas Copco Mini/Midi Fullfacers, and c) compare relative costs in driving a 1200m (4000 ft) typical utility tunnel using a leased TBM versus the conventional drill and blast method. NEW DEVELOPMENTS JARVA MACHINES Of all small rock tunnel boring machines currently in use, the Jarva MARK VI and MARK VIII are receiving the most enthusiastic acceptance. These circular fullface borers using usually 15 inch single disc cutters (manufactured also by Jarva) are designed on the 'T' bracing principle. Previously, Jarva's line of tunnel boring machines, even their smallest, was designed on the 'X' or double diagonal bracing configuration with a gripper in each quadrant. In small tunnels where net room is so very important, the 'T' scheme with gripping only at the spring line nets precious room around the cutter unit for passage of men and supplies. The Silver City mining region is located in Grant County, southwestern New Mexico (Fig. 1). This area is well known, having produced large tonnages of base and lesser amounts of precious metals over the past several years. Mining within the region continues today, as well as exploration activity, which seems to have been on the increase since the recent discovery of a large skarn-associated Zn-Pb-Cu replacement deposit near Pinos Altos, a mineral district within the region (McKnight and Fellows, 1978). Because the Silver City area contains a number of mineral districts and retains promise for additional deposits, as suggested by widespread hydrothermal alteration and favorable igneous rocks, it was selected as the focus of two independent geochemical studies, both seeking to enhance anomaly-to- background contrast in order to improve our abilities to detect blind metal deposits or subtle manifestations of near-surface occurrences. The first of these independent studies involved the systematic sampling of those secondary Fe-Mn oxides that occur within coatings, selvages, and fault fillings, and then the selective extraction of these oxides from the host-rock matrix by chemical methods. The second study sought to isolate clastic Fe-Mn-rich materials from the heavy fraction of stream alluvium. The ultimate source of the clastic Fe-Mn oxides is presumed to be the same coatings, selvages, and fault fillings sought by the direct sampling of joints, but has been transported as a result of lateral erosional processes.

Yilgam Star treats a gold bearing ore which has an association with pyrohotite and pentlandite (Fe,Ni)9S8 Nickel behaves similar to gold in cyanide solution, it leaches in cyanide to form a number of species. It adsorbs like the noble metals on carbon. During smelting Nickel causes significant problems in the crucible as the melting point of nickel is much higher (1452 °C) than gold (1040 CC). The crucible became overheated, holed and increases furnace downtime. To overcome such dif­ficulties an investigation was carried out to reduce the amount of nickel on steel wool during stripping. Yilgam Star has got I.P.S. high pressure zadra stripping system which works on 400 kpa, at 140 °C. The trend of gold and nickel profiles has been observed with varying caustic concentrations. The gold and nickel profile has been monitored with the addition of cyanide in the stripping liquor. It has been ascertained that at lower caustic levels the nickel ion remains in solution and is subsequently not electro­won. The cyanide concentration of0.4% (Wt/Vol) keeps nickel ion in solution and induces metallic nickel to produce nickel ion as NiCN.

Hazard recognition and prevention of accidents are two components of the 30 CFR 48 training requirements, which are mandated for new miners and newly employed experienced miners. These components are also part of the annual refresher training course required of all miners. In these categories, instruction shall include the recognition and avoidance of hazards present in the mine and shall include a review of accidents and their causes. Unlike instruction preparation for fact-based material, program development for hazard recognition presents a particular challenge to safety-training specialists, because they are often limited in their ability to adequately gauge the level of awareness of the individual prior to training. Further, they must also assure that the training is relevant and presented in a thought-provoking manner. Computer-based instruction is particularly well suited for assisting trainers in developing hazard-recognition topics, because it can be used in pretraining and posttraining modes for assessment of training effectiveness, in addition to its use as a presentation tool. This article presents a recent approach, developed at The Pennsylvania State University, that applies the technology for the assessment and instruction of accident prevention through hazard recognition. The application is prepared for surface coal mines.

Recently water insoluble alcoholic solutions of alkyl hydroxamic acid collectors have been shown to be particularly effective in the flotation of coarse feed material sampled from phosphate operations in Florida, North Carolina and Utah (Miller et al., 2000). The experimental results indicate that high separation efficiencies can be achieved in single stage flotation with these new collectors. In some cases the concentrate grade reached 34% P2O5 with 93% recovery from single stage bench scale flotation experiments. Critical aspects of the composition and structure of these new collectors are discussed with respect to their effectiveness in phosphate flotation. The wetting characteristics at fluorapatite, francolite, dolomite and quartz surfaces are being investigated with the new collector. Finally, other surface chemistry considerations in the development of these new collectors for phosphate flotation are discussed.

A conventional mechanical anchor bolt consists of a smooth bar threaded at the anchor end, with a conical wedge, and a mechanical shell anchor. When the smooth bar is torqued, the conical wedge pushes the shell anchor against the borehole wall. Coal mines use mechanical bolts in addition to other types of bolts to control the deformation and stabilize the yielded coal ribs. Limited research has been conducted to understand how a mechanical anchor performs in a coal rib. Researchers from the National Institute for Occupational Safety and Health (NIOSH) conducted the study described in this paper to define the loading characteristics of mechanical bolts (stiffness and capacity) installed in coal ribs at five underground coal mines. Standard pull-out tests were performed in this study to define the loading characteristics of a mechanical rib bolt. Based on the strength of the coal seam and the conditions of the coal mines, the bolts were installed at different amounts of torque. A typical tri-linear load-deformation response was obtained from these tests. It was found that the anchorage capacity depends on the coal strength, and the anchorage stiffness depends on the installation torque. The outcome of this research provides essential data for rib support design. INTRODUCTION Rib falls are a serious hazard in underground coal mines. In the last 10 years, rib failures have resulted in 17 fatalities, representing 52% of the ground-fall fatalities in underground coal mines in the United States (MSHA, 2018). Although resin bolts has been used increasingly in the last few years to control coal ribs, mechanical bolting (mainly expansion-shell bolts) is still used in many underground coal mines. Recently, NIOSH researchers surveyed 90 sites in 14 underground coal mines in the Eastern United States and found that 79% of the mines determine their rib support requirement based on the depth, mining height, and the loading conditions, of which 35% use the conventional mechanical bolts. Conventional mechanical bolts are preferable for rib support because they do not require the miners to be too close to the rib during rib bolting. Hence, using the conventional mechanical rib bolts can reduce the risk of injuries and fatalities during the installation process. The mechanical bolt or the point-anchored bolt is the oldest type of rock bolt that is still in use today. The point-anchored bolt is a tensioned bolt anchored down the hole with a mechanical expansion shell or a grouted medium (Peng and Tang, 1984). Figure 1 shows the components of the mechanical anchor bolt. The mechanical anchor bolt consists of a plug, a shell anchor, a headed smooth bar with the top end threaded, a bearing plate, a hardened washer, and sometimes a friction-reducing washer. The shell anchor can be either standard or bail type. The shell of the standard type is held in place by a nut, while the bail anchor uses a strap to hold the shell in place (Peng, 2008). The diameter of the smooth bar is generally 5/8 in for the #5 bolt or 6/8 in for the #6 bolt. The diameter of the hole that the bolt is inserted into must be carefully controlled since an oversized hole can result in poor anchorage (Moss, 1971). The anchorage is obtained by applying torque to the bolt head, which in turn pulls the wedge down in the shell and expands the serrated leaves against the sides of the hole-wall. In the resin-grouted anchor, the resin replaces the mechanical expansion shell at the end of the hole. The anchorage is achieved by bonding between the resin, bolt, and the hole-wall.
