Abstract

With passage of the Federal coal' Mine Health and Safety Act of 1969, many challenges have been directed to the industry's mining and safety engineers. The most critical challenge is that of ventilation. The language concerning ventilation in many sections of the Act could very well deprive or limit the mining engineer in planning the ventilation for new mines, since the Act requires federal approval of all ventilation plans. Dependent upon approval and of course application of the law, this could, due to economics, prohibit the opening of new mines in some cases. Petitions for modification of some mandatory standards relating to ventilation have already been filed under Section 301(c). It is quite possible that many of these standards may be modified.
