INTRODUCTION The Metropolitan Boston Transit Authority (MIA) Red Line has served greater Boston commuter needs from its Harvard Square terminus since its opening in 1912. Since then, the population of Boston's northwest area has increased substantially, and with this growth have come dramatic changes in the type and distribution of urban land uses, including the number of households, jobs, shopping and recreational opportunities; these changes have created a need for improved transportation. Extension of the Red Line to better serve these communities has been a topic of discussion for nearly 40 years. In November of 1977, the Urban Mass Transportation Administration (UMTA) granted the MBTA approval and funding for the Red Line Extension Project. With funding in place, the MBTA proceeded with final engineering and construction of the section from Harvard Square to Alewife. When completed, the Red Line Extension will add 3.2 miles of new track to the MBTA system. Estimated final cost is about $400 million. On October 3, 1978, the MBTA received bids for the construction of Project 091-105, Harvard Square to Porter Square Tunnels and Shafts, which is part of the overall Red Line Extension. The Joint Venture of Morrison-Knudsen, White, Mergentime was the low bidder at $47,478,600. Official award of the contract came on October 25, 1978, with Notice to Proceed given October 31, 1978. Coal gasification solid residue (slag) contains unconverted carbon (char) which is considered an impurity for utilization applications of slag. Under this study, table concentration was used to process approximately 24,000 pounds of a nominal -3.4 mm gasifier slag (~85% ash) to separate high (~100%) ash slag from low (~50%) ash char. The results indicated a nearly ideal separation of the slag from the char for sizes coarser than about 1 mm. An overall slag yield of 71% was obtained. The slag was sufficiently clean to be used as feed material for the production of expanded lightweight aggregate. The recovered char had an ash content of about 47% and was a nominal -1 mm in size.

"Industrial wasteland is a typical element of the landscape of all the industrialised regions in Europe. There are many examples from Poland as well as from other European countries that post-industrial sites have been undergone natural colonisation and succession to establish in some cases ecosystems of greater biological diversity than the original ecosystems. The post-industry sites regardless of any reclamation carried out, undergo natural successional processes. The respective biological diversity (number of species, and number of plant assemblages) reflects the micro-variety of the specific habitat. This paper summarizes the results of investigations, which have been carried out since 1989 on coal mine water sedimentation pools in the Upper Silesia Industry Region. The aim of this study is to demonstrate the diversity of spontaneous plant communities recorded on post-industrial waste sites. In the course of the long time fieldwork, plant assemblages representing nine phytosociological groups have been identified."

A recent analysis of 145 TBM tunnels of more than 1000km total length has helped to quantify the time dependence of utilization (U). In fact U = Tm, where T is time in hours and m is a negative gradient of deceleration. In poor quality ground, gradient m has a strong dependence on rock mass quality Q, for example m ˜ -0.5when Q = 0.1. Good investigation is critical for ensuring faster TBM tunneling then drill-and-blasting, which tends not to slow down (in m/hr) as the tunnel length increases. Anew design model called QTBM allows more reliable prognoses be made, and occasionally will disqualify the TBM solution.

All mining operations are superimposed on natural hydrologic systems. As a result, mining operations are influenced by natural hydrologic processes and require water management systems to successfully conduct mining activities. Managing water and mining-related solutions is a critical task at all stages of the mine life because of the time-dependent nature of natural and mining-related flows. Effective operation of the mining water management system requires a “systems” approach that integrates the time-dependent effects of all water and mine solution handling components. This paper discusses the concept and application of dynamic systems modeling to address the time dependent nature of mining water management systems.

A Method to Calculate Hydrodynamic Loads on Underground Bulkheads Bulkheads are structures built in openings in underground mines to impound water, preventing the water from entering the active mine workings. These structures not only have to be designed to withstand the static, hydraulic pressure, but also the dynamic or seismic pressure, which would be generated by an earthquake. Bulkheads can be considered underground dams. Unlike dams on the surface, bulkheads are often subjected to hydraulic heads that exceed the heights of the bulkheads. Theodor von Karman in 1933, and Westergaard earlier, developed the equation by which the hydrodynamic pressures on surface dams could be calculated. Civil engineering handbooks of today contain this equation. In this paper, using the methodology developed by von Karman and Westergaard, the authors have developed an equation by which the hydrodynamic forces on bulkheads could be calculated when the hydraulic head exceeds the height of the bulkhead.

There is wide agreement that sustainability has multiple dimensions, but substantially less agreement on the appropriate balance among those dimensions. This occurs because peoples’ vision of a sustainable future, their goals for sustainable development, and their objectives for resource management are reflections of their values, culture, and life experiences. Even assuming agreement about the objectives of sustainable resource management can be reached; there is still a need for policy and decision makers to choose from among alternative courses of action, each of which has its own set of impacts and outcomes. One of several tools used to compare the consequences of alternative actions is the Computable General Equilibrium (CGE) model. This paper uses CGE modeling to demonstrate how policy decisions do not take place in a vacuum and how policy-makers must be aware that there are trade-offs involved in any decision.

Environmental regulation is an ever growing cost to the mining industry. Requirements for such items as air quality modeling, hazardous waste disposal, selenium concentration in water and sagebrush planting consume more of the mining industry’s resources each year. The mining industry is willing to make the necessary financial commitments to assure that the air, land and water resources are adequately protected and restored. However, it is sometimes difficult to explain to management and stockholders why money should be spent on a specific issue when science and common sense indicate it is being wasted. Common sense and sound science should dictate how mining is regulated.

At the present time, whether an electric utility uses high-sulfur coal is largely determined by geographical location, clean air legislation, and the age of the power plant. Acid rain legislation may well be the new force to change the use of high-sulfur coal. A number of coal papers were presented at the SME Fall Meeting in St. Louis, MO, Sept. 1986. These papers discussed high-sulfur coal in relation to its economics, trends and prospects, value of cleaned coal, and coal-cleaning technology. The Clean Air Act of 1970 required the reduction of SO, emissions from most stationary electric-generating plant to 0.5 kg (1.2 lbs) SO2, per million Btu of heat input. It was possible for many plants to utilize lower-sulfur coal or a mixture of high-sulfur and low-sulfur coal to meet this emission requirement. This 1970 act greatly increased the use of low-sulfur western coal. The 1978 amendment to the Clean Air Act required all new plants to use Flue Gas Desulfurization (FGD) to meet a requirement of 70% reduction of potential SO2 emissions to 0.3 kg (0.6 lb) SO2 per million Btu of heat input. With the requirement to use FGD, there was little or no demand for low-sulfur western coal in new eastern power plants. If' new acid rain legislation is enacted, it likely will require sizeable reductions in SO2, emissions by existing coal users. There might then be a shift to greater use of low-sulfur coals. The low-sulfur coals could come from either western or eastern mines or from cleaned eastern coals. Economics will dictate the approach older power plants will take to meet new regulationsuse FGD or low-sulfur coal. Coal use for electric power generation has changed from 1970 to 1985. Table 1, (Land, preprint 86-333) shows the change. The table shows that in 1985, US utilities used about 255 Mt (280 million st) of high-sulfur coal. Some 45 to 54 Mt (50 to 60 million st) of high-sulfur coal is being used in plants equipped with FGD and most of this use is in eastern states. This leaves 200 to 209 Mt/a (220 to 230 million st) of high-sulfur coal being used without FGD treatment. These plants are at risk if acid rain legislation is passed. Most of these plants are in the east and are more difficult to supply with low-sulfur coal. Estimates range from $20 to $30 billion capital investment and from $5 to $9 billion dollars per year operating costs to reduce SO2, emissions from those old medium-to-high-sulfur coal-burning plants. G. W. Land, (preprint 86-333), also presents tables relating to power generating costs and coal types. The author's tables are extracted from Land's tables IV and V. Table 2 here presents costs for a new plant. This includes the impact of different heat rates, fuel costs, fuel qualities, operating and maintenance costs, labor costs, and waste disposal costs. Table 3 compares estimated costs to retrofit an older plant with a limestone scrubber versus switching the same plant to low-sulfur eastern or western coal. Costs of switching include upgrading the electrostatic precipitator and - with western coal - costs of derating. Bhagwat, (preprint 86-325), details the trends in high-sulfur coal markets from 1974 to 1984. He also gives some prospects for high-sulfur coal markets, 1984 to 1994. The prospect depends mostly on whether acid rain legislation is enacted. By 1994, if New Source Performance Standards (NSPS) continue to be applied, high-sulfur coal demand from six mid-west and eastern states is expected to increase by 27 Mt (30 million st). • L. A. The southwest Pacific has produced at least four of the world’s premier porphyry copper-gold deposits, and the current level of exploration is likely to produce even more. An appreciable amount of gold is being produced with this copper, with obvious economic advantages. Gold content, in addition to their large size, makes the southwest Pacific’s porphyrycopper-gold deposits very attractive exploration targets. The recognition of telescoping and overprinting of porphyry systems has produced a greater awareness of the likely surface expressions, in particular the significance of advanced argillic lithocaps in porphyry exploration. The recognition of the spatial and genetic association of porphyry copper and epithermal gold systems (Sillitoe, 1972), as in other parts of the world, has had important implications for exploration in the Asia Pacific region.

Under an extremely aggressive schedule, final design of 13.5 km (8.4 miles) miles of 8.2 m (27 ft) diameter deep rock tunnel, 322 ML/day (85 million gallons / day)submersible pumping station and associated facilities were accomplished ahead of a federal court mandated consent decree schedule. Challenges overcome by the project team in enabling timely completion of the construction documents will be presented. Discussion includes evolution of final design, consideration of future O&M requirements, and risks identified for construction and operations, together with measures to manage and proactively prepare for such risks.

BACKGROUND The history of the Pine Point Mine is a rich one. This property once boasted one of the largest and most profitable lead-zinc mines in Canada's long and storied mining history. The Pine Point mine used open pit technology to extract the ore, but they faced several challenges. In addition to logistics problems with haul distances and metal prices, the mine faced the challenge of a large in flow of water from the Great Slave Lake. Eventually, the Pine Point Mine was closed leaving behind a large deposit of lead-zinc ore. Following the closing of the Pint Point Mine, Tamerlane Ventures Inc. acquired this property which includes approximately 70 million tonnes of lead-zinc reserves. The initial phase of this project will concentrate on the R-190 deposit as a test site to prove their new approach for extracting the ore. The R-190 reserve is believed to have approximately 1,014,000 million tonnes of high grade ore varying from 5% to 52% combined lead-zinc. Once the pilot project proves the approach is valid, the process will be repeated in approximately 33 other ore bodies on the property. This paper is written to discuss the design process to determine the most effective means of placing production and service equipment in the same shaft. Currently the design work and the mining scheme is complete, but lead-zinc pricing has prevented Tamerlane Ventures Inc. from moving forward with the project.

Introduction The growing role of Colombia as a major supplier of internationally traded steam coal has been widely discussed in the industry. Although Colombian coal has been produced and exported in small quantities for a number of years, the country's position as a major coal exporter began in earnest in 1985 with the first commercial exports from the Cerrejon North Block Project. The mine is located on the Guajira peninsula in northeast Colombia, about 145 km (90 miles) from the coast (Fig. 1). In addition to the mine itself, the project involves construction of a dedicated railroad and port. This forms a modern, efficient, and integrated system. The project is embodied in a 50-50 association contract between International Colombia Resources (Intercor), a wholly-owned subsidiary of Exxon, and Carbocol, the Colombian state coal company. Intercor and Carbocol share investment and operating expenses equally. Intercor has the additional responsibility of managing operations on behalf of the partners. Each partner is entitled to 50% of the coal produced, and each markets its share separately. The project is a multi-seam, truck and shovel operation, based on large reserves (2 to 3 Gt or 2.2 to 3.3 billion st) of high quality bituminous coal. Exports began in the first quarter of 1985, at modest levels through what is called Early Coal Facilities. The permanent coal handling system began operation in February 1986. Production will increase rapidly in each of the next few years, reaching the design capacity of 15 Mt/a (16.5 million stpy) in 1989. Based on available resources, however, the resource will support expansion, and continued growth in production into the 1990s is feasible. Importance of transportation The success of a new coal export venture, such as Cerrejon, depends heavily on efficient transportation. In the international coal industry, overland and ocean transport can in some cases account for 40% to 50% of the final value of the product. Many coals, such as western US subbituminous coals, cannot reach export markets at all because of their low heat content and great distance from export markets. By the same token, low-grade resources are often commercially attractive for local markets even in the face of competition with much higher quality coals from distant sources. An assessment of U.S. western hardrock miners? noise exposures was conducted as part of a multi-year National Institute for Occupational Safety and Health (NIOSH) survey of noise exposures in each sector of the mining industry. Noise from selected mining equipment and operator noise exposures were measured, analyzed and tabulated for dissemination to the participating sites and are being used to direct NIOSH research and interventions to address the greatest noise hazards. Eighty-two noise dosimeter measurements were obtained, along with time-motion studies as the miners operated hardrock mining machines. Of the operators, 96% had daily noise doses that exceeded the U.S. Mine Safety and Health Administration?s (MSHA) permissible exposure level. The average gold miner dosages while operating the following equipment were: haul trucks - 261%, load-haul-dumps (LHDs) - 235%, single boom drills - 221%, bolters - 214% and dual boom drills - 163%. The worst exposure level was a silver miner with a daily dose of 873%. Time-motion data showed that this miner?s exposure accumulated most rapidly while operating a jackleg drill. These results will be used to help prioritize noise control development by NIOSH and other partners.

The Deep Underground Science and Engineering Laboratory (DUSEL) is to be constructed at the defunct Homestake Mine, in South Dakota. As a cornerstone of DUSEL?s research program, it is intended to conduct experiments into the fundamental nature of neutrino and proton particles. The experimental apparatus required to con-duct these experiments will be housed in large rock cavern(s) sited at depths of over a kilometer. As conceived, these cavern(s) are planned to have mined volumes of up to half a million cubic meters, and spans of approximately 50 meters. The paper will describe key end-user requirements, and outline the in situ rock conditions and mine site constraints that are likely to play determinant roles in identifying candidate sites and developing cost-effective design options(s).

Abstract An extensive drilling and laboratory testing program indicates that a construction aggregate resource is present within the Oligocene Sombrerito Formation limestone, southwestern Dominican Republic. The first part of the testing program included the collection, photographing and geologic logging of diamond drill cores to allow lithologic subdivision of the strata into potential quarry layers. The primary lithostratigraphic units are: I- (youngest) approximately 10 m of white, dense marine limestone II-approximately 5 m of white, interbedded dense and chalky marine limestone III-more than 2 m of tan, chalky, calcitic dolomite. Unit I is often altered by lateritic weathering and/or dolomitization. Unit II is often altered by dolomitization. The cores were individually crushed by quarry layer into coarse and fine aggregate sizes for chemical and physical analyses: specific gravity and absorption, MgSO4 soundness, sand equivalent, Atterberg limits of the minus #40 mesh fraction, and LA degradation. The unaltered portion of Unit I is suitable for all construction aggregate uses. Unit II is best suited for crushed stone base. Each of the non-weathered units decreases in coarse-aggregate yield and quality with depth and diagenetic dolomitization. Dolomitization typically causes about 5% lower yield of coarse aggregate, a sand equivalent of about 20 units below the original value an increase in absorption of about 3%, an increase in the LA of up to 13%, and a decrease in the average five-cycle MgSO4 soundness of about 17%.

Since its introduction in 2002, the modern air jig has processed a wide array of coals throughout the world. This paper explores the reasons and justifications for the installations and provides case history performance data. Specifically highlighted are air jig plants processing metallurgical coal in Colombia, bituminous coal in the United States and India and lignite in the United States and Spain. Each installation has unique reasons to justify an air jig facility. It is important to note that not all of the justifications were based on the ?most cost effective yield?, normally a mantra for coal preparation plant designers and owners. Dry jigging of coal has long been a proven technique for upgrading coal, the modern air jig, with its improved efficiency and operating systems simply extended the range of applications. In some cases, it even allows market quality coal to be produced when no other option is possible.

Some large-scale mining companies in Ghana have adopted proactive management strategies in dealing with small-scale (galamsey) miners who have encroached on their concessions. This has been mainly achieved by ceding portions of the concessions held by the companies to the Minerals Commission of Ghana for licensing to the small-scale miners. This development has created an amicable relationship between the mining companies concerned and the galamsey miners in their host community. Ghana’s small-scale gold and diamond industry The small-scale gold and diamond mining industry in Ghana has existed for many centuries as an informal sector. Since the regularization of the activities of small-scale mining in 1989, two types of small-scale miners have emerged — legal and illegal.

This paper will discuss how the construction management team and the contractor working together on the City of Los Angeles, North East Interceptor Sewer project, managed information on a daily basis. Data was synthesized from various sources including: inspection, survey, instrumentation, laboratory and the tunnel boring machine data logger systems to produce state-of-the-art reports and graphics which will become industry standard. Special emphasis is placed on how the data is managed and interpreted in a clear and objective manner, permitting the tunneling processes to be carefully monitored and suggesting appropriate action to be taken by the construction management team and contractor.

This paper reviews groundwater issues leading to a secondary grouting program at the Chattahoochee Tunnel that was implemented subsequent to the contact grouting program. The secondary grouting program was developed based on infiltration data, geology, and testing programs. This paper includes a brief description of the geological features encountered, as well as describing the grouting program. The success of this grouting operation has been quantified by several methods, and is presented to help others project the costs and benefits of this type of program. Review of initial results and refinements of techniques are also discussed.
