resident Schloss called the meeting to order at 9:30 a.m. Bob Dean, manager of the Hotel Colorado, gave a brief explanation of hotel policies governing the swimming pool, and also extended an invitation to the Institute to return in 1963, and stated that the dates June 30 through July 3 were available for next year. He also stated that June 28 through July 1 were available for 1964. He felt that holding the convention during the 4th was not good policy, and that dates prior to or following the 4th would make for better attendance. John A. Reeves, chairman of the Resolutions Committee presented the following resolutions: RESOLVED: That the members of the Rocky Mountain Coal Mining Institute in convention assembled, hereby ratify and confirm all official actions of the officers, the Executive Committee and other committees of the Institute between June 28, 1961, and the present time.

From time to time the question of shearing or vertical cutting of rooms and entries especially as an adjunct to the usual horizontal cuts, has cropped up in the literature of coal mining and in the discussions of mining men. Exact and definite data based an thorough tests have usually been lacking however and the present article is written to supply as far as possible this deficiency. The tests given below were made over a period of 90 days in the summer of 1921 and the object was to investigate the general .economics, if any, that might result from the introduction of vertical cutting as a standard practice into the Clear Creek mines. The machine used was the Oldroyd Universal coal cutter and comparative tests were made against the Goodman Straight- face machine and the 35 B Jeffrey Shortwall. The tests however should be held to apply only to the various methods of cutting and not as a study in the relative merits of the various machines. The first series of tests were made in the 2nd East district of No. 3 mine, where only entries were being driven at the time, the tests therefore cover only entry work. The presumption was that the entry width would be 12 feet but the oxerrun in some cases was marked enough to make the work comparable to rooms. The first test made was to determine the time necessary to shear as well as cut the places, and the results were reduced to the time necessary to cut a ton of coal. The time for shearing in the table includes the time necessary to revolve the cutter bar to the vertical position.

Mr. Chairman and Gentlemen: The subject, "Shake It for Results," may or may not suggest just what is to be shaken, or just what results are to be obtained. I can assure you that if you are thinking about anything outside the realm of pure mining application you have come to the wrong meeting, and if this be the case, you have come to hear a subject discussed that I am not prepared to undertake-at the moment, at least. At the very beginning of time, results were definitely obtained by shaking. If you will recall, Eve shook a certain tree of forbidden fruit-need I recount to you the results that were, and are still, being credited to that bit of engineering? To get closer to the subject at hand, it is the intent of this paper to touch generally on the shaking, principally the vibratory shaking, of materials on a piece, or pieces, of perforated metal or screen cloth. Through the evolution of such a motion we find that great strides have been made toward a highly efficient "operation which is an essential factor in the mining world of today. The object of the shaking motion is to more efficiently separate one size material from another, according to the openings in the screening medium over which it is passed. Sizing is an important operation in every ore dressing, coal prepara¬tion or other mineral-preparing plant for reducing the product to a form more concentrated or more convenient for utilization than that in which it was mined. In coal preparation, market requirements, convenience, custom, and efficiency in combustion necessitate grading mined coal by sizes. All ore-dressing or coal preparation plants therefore must have what is called screening, sizing, or grading apparatus.

Mr. Chairman and Gentlemen: Some of you men may know who are familiar with what we have been doing in the C. F. & I. the last three years, that we have revamped our entire method of cost accounting from the pit bosses' report through to the final report of the president. The basic ideas involved in our cost system are not ours. They were given us by one of the best management and industrial engineering concerns in the country-at least they have that reputation. All I can do now is to try to pass on to you some of the ideas we have from various sources and the methods we have used in teaching those ideas to our coal men on cost accounting. This will not be a technical paper. I tried to put it in language we could all understand, and I hope I will be talking the same language that you gentlemen talk when you think about the cost of your coal in your own mines. Accounting of all kinds is classed as overhead expense, and as overhead expense we must justify its cost by the service it gives the rest of the organization. That brings us up to the problem of making the cost department pay its own way, just the same as the power plant has to pay its own way, and we have gotten away from the old idea of cost accounting in that it is sufficient within itself. The cost sheets are only so good as they enable the operating man to reduce his costs. The cost sheets are only just so much work for the cost department, and if they do not help the operating man to control his costs, we figure that is so much work wasted. The cost department works for the operating department.

CHAIR: I see a great many safety men in the audience and I hope you will all take part in using up the time that we have left. The point brought up by all was the necessity of education. It is very hard to know just how this is going to be done. We get very little encouragement to do this. At a recent meeting at Rock Springs, 100 in attendance, and most of them mine officials. Another condition which contributes to accidents is the labor turnover in many of our States. With many companies I am told from actual statistics the labor turnover is 125 per cent. Each field has different mining conditions so that men coming from one field are not always familiar with the mine conditions in the field they come to. These are conditions which have to be overcome. WM. LITTLEJOHN: Mr. Harrington brought up the subject of sprinkling. I will try to tell what we are doing at the Utah Fuel Company camps. Our dust at Castle Gate is the most inflammable gas that has yet been tested at the Pittsburgh station of the Bureau of Mines, so it is up to us to use every precaution to keep it down. I will try to tell what we are doing regarding sprinkling from tanks. We now have in operation two tanks in our locomotive roads, one in Castle Gate, one in Sunnyside. These tanks are something like 500-gallon tanks with pump on one end of truck which gets its power from the power wire and has a half circle perforated pipe on the other end of tank. This is simply hooked on to the locomotive. When the pump is started up it throws a fine spray of water all around which wets the roof, the sides and floor. We found this very successful from an economical as well as a working standpoint. A roadway that we probably would have had to pay a man at least two shifts for, covering the full distance, with the ordinary hose and spray, we can do in half a day and do it more thoroughly. We are also figuring on at the present time using the same system on rope haulage ways, which of course will have to be run by a reel from the feed lines, handling say four hundred feet each way before reconnecting. We haven't got it finished, but are working on it at the present time. MR. COLBURN: I would like to say a few words -about this question of education. Education was mentioned by all three sections of the Safety Committee. Education regarding safety might be divided into two branches. One branch is for the official at the mine to keep him acquainted with the latest developments in safety equipment and safety methods. The other part of education is for the workmen. The United States Bureau of Mines is co-operating in both directions. Safety Clubs are organized around the Bureau of Mines First Aid Training, but it is the idea to expand those clubs and teach the miner the advantage of such-things as the closed safety lamp, and also the regulations that have been made for his safety. In Illinois we can't operate with the closed lamp, because the miners in that section of the country are not educated to the advantages of the safety lamp. Another form of education has been taken up by the National Safety Council, consisting of voluntary organizations similar to the Institute, to which all mining men are invited to attend. Such conferences nave been held in the Lake Superior district, in Butte, and in Globe, Arizona, this year. These are to be extended throughout the coal mining regions. CHAIRMAN PRYDE: The Union Pacific Coal Company has also built two tank cars of 600 gallons capacity each. The tanks are connected with hose, so that water can flow from one tank to the other. A centrifugal pump is mounted on a truck, and connected to the front tank. This pump takes its power from the trolley wire. The discharge from the pump is perforated, so that it sprays the floor and sides of the entries. We expect to use this water train on main haulage ways where we have no sprinkling line.

Seven of the eight winners were present as guests of the Institute at the June convention in Snowmass Village, Colorado to receive recognition at the Institute Awards Luncheon Monday, June 27, 1994. Due to another conflict. Jason T. Dale of Wyoming was unable to attend. Each state vice president sewed as the host for the collegiate winner. In addition to receiving a plaque from the Scholarship Chairman. Alan Czarnowsky, each winner receives $750 tuition credit for the coming academic year, as well as transportation, hotel lodging and meals at convention as guests of the Institute. Because this is a continuing award, the winners from the previous year will receive another $750 for tuition credit in their senior year if they have maintained good academic standing and are recommended by their university. A resident from each of the eight RMCMI member states is selected from among Board approved institutions. Criteria for these awards to be made in the spring annually is (1) That the award be made to a sophomore student and used as tuition during the junior year. (2) That the recipient be both a U.S. citizen and a resident of the member state. (3) That the recipient have good academic standing, be pursing a degree in a mining related field and have an expressed interest in Western coal as a possible career path. The scholarship program includes curricula other than those in the mining departments, but in engineering disciplines, such as geology, mineral processing and metallurgy. Contributions to this worthy project are tax deductible to each individual RMCMI member or his firm. Through annual donations of $100 or more, the Patrons of the Institute fund the scholarship program and the various vice presidents contribute the travel expenses to convention for these outstanding young collegiates. Profiles of the 1994 Scholarship Winners follow. [ ] ARIZONA WINNER Christy L. Brandt University of Arizona Tucson. Arizona Christy Brandt is the 1994 RMCMI scholarship winner from Arizona. She is majoring in Mining Engineering at the University of Arizona in Tucson, Arizona, but recently is considering switching to Environmental Engineering with emphasis on mining. She told the Scholarship Chairman that if she wasn't part of the solution, she was part of the problem. Christy has received numerous awards during school including being on the honor roll and university chapters of Society of Mining Engineers. Besides her academic activities, which includes being a member of Student Council, Christy is quite an athlete and enjoys basketball, softball, tennis, golf, and soccer. Last summer, she worked as a safety assistant/laborer for the Magma Copper Company. This summer, Christy is working in the safety department at Magma Copper Company's Pinto Valley Mine in Arizona. President elect Ralph Moore opened the business meeting at 9:30 a.m., he called on the Auditing Committee to present its report on the financial statement of the treasurer. Gabe Ishley read the report and asked for its approval. A motion was made, seconded and carried. The Resolutions Committee was called upon to make its report. William A. To make the statement that coal mine operation has been entirely revolutionized within the last ten years is a mild statement. This has been entirely due, of course, to the almost universal introduction of mechanical loading in coal mines. Under the old system of contract loading too much was left to the individual miner's judgment and willingness to do the right thing. Each miner regarded the place in which he worked as "his place," and depending upon the judgment and ability of the miner, conditions as found in these places largely reflected that man's individuality or personality. Many men kept their places well timbered and in such condition that they were not only able to load their turn but were able to take advantage of any surplus cars that might be available in their particular entry. These men were often regarded as "coal hogs." However, these men's places were usually found to be well timbered and well maintained. Supervision under this old system in a strict sense of the word amounted to casual visits to the man's working place by the foreman or his assistant once each day as required by law.

Discussion was prepared by A. L. Jones and Frank A. Rank, of the General Electric Company, read by Mr. Jones; by C. B. Officer, of the Sullivan Machinery Company, read by Mr. J. H. Emrick; by Mr. D. C. McKeehan, Chief Electrician of the Union Pacific Coal Company; and by Mr. L. C. Ilsley, of the United States Bureau of Mines, read by Mr. K. P. Marshall. Their prepared answers are inserted in the body of Mr. Harrington's paper, as answers to his questions. Introductory Remarks PRESIDENT MARKS: We have made special assignments for the discussion of this paper, and I believe these discussions are to be answered in sections, and as the different sections are read applying to this paper, we will just have a brief discussion on that particular point and proceed to the next and try and expedite this discussion as much as possible, be- cause I realize a good many of you have something to say. The first discussion is by Mr. Frank A. Rank, of the General Electric Company, Salt Lake City. MR. F. A. RANK (General Electric Company, Salt Lake City, Utah) : Mr. Chairman, while my name has been put on the program as being the one to discuss this paper, I believe Mr. Jones of our company has prepared a discussion on it, and therefore will let him talk in my place. MR. A. L. JONES: I think that it is passing the buck. However, Mr. Rank sent me a copy of the paper, and I read it over with a good deal of interest. There is one thing I want to say: Mr. Shubart, in his breezy letters, stated this paper was to be written by Mr. Harrington, assisted by a number of manufacturing and operating companies, among them the General Electric Company. We did not function. The paper was completed, and we were not consulted, and I believe that is true of the others. After reading the paper over, I dictated a few notes which I want to read, to give you the view-point that we have on the subject We do not want to minimize electrical dangers, or in any way slow down high-grade construction maintenance, but there is such a thing as overstating the case. It is so full of condemnation of most existing practices and conditions that it reminds me somewhat of the nerve-racked mother who sent an older brother to see what Willie was doing and to tell him to "stop it." His recital of electrical dangers is harrowing and if I felt it were a true picture I should feel that any of us having anything to do with the recommending or selling of electrical equipment for mines would be party to a crime. Profiled here are the eight RMCMI 2000 Scholarship Award winners. Six of the eight attended the 96'' Regular Meeting and convention at the Sheraton Tamarron Resort in Durango, Colorado in late Tune. Each spoke during the Scholarship Awards Monday luncheon and shared their goals with attendees. In addition to receiving a 52,000 tuition credit, thanks to the Patrons of the Institute annual funding of scholarships, each received recognition at the luncheon with a brass plaque signifying this honor. The winners arc guests of the Institute Sunday through Tuesday noon and have an outstanding opportunity to meet many in the coat industry who could be potential employers. The state vice presidents host the winners and pay for their travel and hotel expenses. This is a continuing scholarship and may be renewed for tuition credit again in the senior year it the winner is a full time student and is recommended by the dean of the college or university. A resident from each of the eight member RMCMI states is selected by the Scholarship committee from Board approved institutions. Criteria for these annual awards is that the recipient (1) is a full time sophomore student who will use the tuition credit the junior year. (2) Be both a U. S. citizen and a legal resident of the member state. (3) Maintain good academic standing, be pursuing a degree in a mining related field and have an expressed interest in western coal as a possible career path. Contributions to this worthwhile project are tax deductible to each individual RMCMI member or his company. Vatterrodt University of Arizona The son of Charlene and Larry Vatterrodt, David graduated from Marana High School, Tucson, Arizona where he attained a 3.6 GPA. In his second year at the University of Arizona he has a 3.4 GPA and is pursuing a Bachelor of Science in Mining Engineering. He is a member of SME and enjoys playing tennis and riding his motorcycle. He is the recipient of a $1,000 Tradition of Excellence scholarship. David volunteers every Saturday morning during the academic year at the U of A. San Xavier Mining Laboratory. His tasks there include work area inspections, jack-leg drilling, scaling, roof bolting, operating an LHD and overshot mocker, track laying and other general maintenance. COLORADO WINNER [ ]Jonathan B. Casten Colorado School of Mine. Graduating with high honors and a 3.99 GPA from Windsor High School, Colorado, Jon is well prepared for the rigors of academia. In high school he was on the Dean's list, Salutorian of the Senior Class, member of National Honor Society, Colorado Boys State delegate and lettered in varsity golf.At Mines, Jon belongs to SME and Work Study and maintains a 3.75 GPA. He enjoys golf, hiking and weight lifting. His parents are Katherine and Fred Casten of indsor. Jon has chosen Mining Engineering as a career as he plans to improve the nation's efficiency of extracting natural resources.

The topic assigned me by the Chairman of the Institute, "Safety Practices in Franklin and Williamson Counties, Illinois," I fear will necessarily resolve itself into a paper on shale dust, its application and the results obtained. I returned .only last week from a three weeks trip through these counties at which time, through the courtesy extended me by the operators, I had ample opportunity to visit and inspect many of the largest mines in the field, some of which are among the largest in the United States. With the exception of shale dust and ventilation, I see but vary few instances where the Illinois mines are further advanced in safety precautions than the western mines, and in some respects I believe the operators of the West are further advanced in safety methods than their eastern brothers. Great care is exercised in handling of all ventilation currents. This is an aboslute necessity, as this field is quite gaseous, and the peculiar geological structure of the overlying and underlying strata makes airtight seals very
