Tailings and water management facilities are integral components of mine and mill operations. They must be managed for the long term to ensure that safe and environmentally responsible stewardship is achieved. The Mining Association of Canada (MAC) has developed and published two manuals to provide guidance to mining companies on sound practices for the safe and environmentally responsible management of tailings facilities: ???A Guide to the Management of Tailings Facilities; and ???Developing an Operation, Maintenance and Surveillance Manual for Tailings and Water Management Facilities. The Guides were designed to help companies develop and implement tailings management systems that include environmental and safety criteria, to improve the consistency of application of sound engineering and management principles to tailings and water management facilities through their full life cycle, and to demonstrate this to regulators and the public.

This presentation describes a major modernization project at the Geco concentrator. The objectives of the program were to replace obsolete flotation equipment and upgrade process controls.Noranda Minerals Inc. — Gecc Division is located at Manitouwadge in Northern Ontario. The community is situated north of Lake Superior approximately equidistant from Thunder Bay and Sault Ste. Marie.Milling operations began in September, 1957. The mill processes a complex base metal ore by differential flotation techniques to produce copper, lead and zinc concentrates. To date some 43 million tons have been milled, qualifying Geco as a rather major base metal deposit.II. BACKGROUND:The Geco concentrator was designed and constructed in the mid 50's. A number of features specific to a concentrator of that vintage provided the justification for the modernization efforts described herein.Firstly, the mill was constructed without any instrumentation, not even pneumatic controls. Solid state electronics, computers and related instrumentation were unheard of, or rather primitive by today's standards.Secondly, some of the major equipment, in particular the flotation equipment, did not compare favourably to that in use today. MacIntosh flotation machines (more commonly known as Mac cells) were installed at Geco. These cells were prevalent in a number of concentrators built by Noranda, including Quemont Mining Corporation Limited, Gaspe Copper Mines Limited and Noranda — Horne Division. The Mac cells were used for copper and zinc rougher and scavenger operations. Some units were also installed for a pyrite recovery circuit that was never operated. In total, 104 Mac cells were installed in the main flotation area of the concentrator.

The optical properties of Au nanoparticles have been known for some time, with both Au colloids and Au nanoparticles embedded in glasses having been extensively studied. In this study, Pt nanoparticles have been incorporated into Au colloids, and the linear and non-linear optical properties investigated. UV-VIS spectrophotometry, fluorescence spectroscopy and the z-scan method have been used to examine the effects of such additions.

Current applications of Gravity Concentration are briefly examined.The Paper details one approach to the development of a Gravity Concentration Plant, from laboratory and mineralogical techniques, through Pilot Plant testing, where applicable, to the actual design of the plant.INTRODUCTIONGravity Concentration, once the major method of concentrating minerals has, for much of the twentieth century been regarded, like the dodo bird, as obsolete. However, in more recent years it is enjoying something of a renaissance, and is once again being treated as a useful, economic alternative in the Mineral Processing Engineers' arsenal.An indication of the broad application of gravity concentration is the variety of minerals presently recovered. "On January 1st 1996 Inco Limited, Tamrock OY, Dyno Explosives Group and CANMET formed a consortium for the development of robotic mining equipment. This project is a five year research and development agreement that combines the talents of the above organizations to facilitate the creation of mining equipment and systems for robotic mining.The projects are based on the communication system developed by Inco Mines Research and currently sold and marketed by Automated Mining Systems Limited. Main projects include the development and implementation of a positioning and navigation module (including a software mapping system that will be inherent to each piece of equipment), robotic systems for development and mining, and software systems to support the use of this equipment. Included in the program is the establishment of a test mine, at Inco’s 175 ore- body at Copper Cliff. This facility will allow collaboration of companies and research organizations for the design and testing of techniques and equipment for Robotic mining.This paper discusses the creation of this new research alliance, the Mining Automation Program or MAP."

"Denison Mines Limited has been processing uranium ore in the Elliot Lake area since May of 1957. The ore body is located i11 the Huronion sediments on the north limb of the Quirke Lake syncline. Minerals of metallurgical significance are brannerite, uraninite and monazite. Gangue minerals include quartz, chlorite, sericite, pyrite, pyrrhotite and rutile. Silica content of the ore is greater than 75 % and pyrite-pyrrhotite content around 7 %. Specific gravity of the ore is 2.75.The Denison flowsheet is based on sulphuric acid leaching to extract the uranium values from the ore followed by liquid-solid separation to wash the uranium-bearing solution from the barren ore. The resultant pregnant solution is concentrated and purified by ion exchange followed by two-stage precipitation with ammonia to produce an ammonium yellow-cake.Elliot Lake ores require high acid concentrations and high temperatures to extract the uranium from brannerite and monazite. Uraninite will leach at low acid concentrations as long as oxiclizing conditions exist. The whole ore must be treated so that these conditions do exist.This paper provides a description of the leaching process equipment as originally installed and major changes in that equipment to date. Process control refinements to economically improve extraction are also discussed."

"Froth depth, along with reagent addition and aeration rate, is one of the crucial factors that can be used to control a flotation circuit. Sub-optimal setpoints and disruptions in levels have a severe adverse influence on grades and recoveries. A novel control strategy has been developed which provides exceptionally tight regulation of pulp levels. The controller observes and acts on all the flotation levels simultaneously. This provides a clear improvement over the standard approach, which is to use a set of Pl controllers. The system has been run on several industrial plants and has resulted in reduced fluctuations in level; fast responses to setpoint changes, and fast settling times after start-ups or disturbances. Testwork has shown that the improvements in level stabilisation translate into improvements in recovery and grades.IntroductionProcess control and optimization have an important influence on the economic efficiency of flotation plants. Inefficient operation can allow the wrong balance between grades and recoveries, and can also lead to adverse shifts in the grade-recovery relationship. Of all metallurgical operations, flotation loses the largest proportion of valuable material. Better operation can reduce these losses.An essential requirement of a good controller is that it should be able to stabilize and regulate the plant. Stable operation allows the performance of the plant to be observed without being obscured by the effects of disturbances and fluctuations. The optimum conditions can then be detected more easily. Good regulation can maintain operation at the optimum with proper neutralization of disturbances. Only when good stabilization and regulation are achieved can an optimizing strategy be properly applied.Froth depth, aeration rate and reagent addition are the three means by which a flotation plant is generally controlled. These control actions are effective on different time scales. Reagent addition is slower in its effect as some conditioning time is required. Since reagents are only added at the head of the circuit and at a few selected points within the banks, time is required for the effect of reagent changes to move through the circuit. Because of this slower time constant, reagent addition is more suited to process optimization and to dealing with slower changes in the process. An example of these slower changes is variation in the feed."

That this is possible with hydrogen peroxide is shown by the fact that over twenty gold mines either already use H2O2 or intend to start using it within the next few months. Introduction If one had been called upon to describe petroleum oil refining seventy-five years ago, he could have acceded to the request quite satisfactorily in about fifteen minutes. Fifteen years ago, an hour and a half would have been sufficient to give a general idea of oil refining, and of the equipment used for this purpose. Today, so extensive has been the research into all phases of the refining and manufacturing of petroleum products, and so rapid the strides in improvement in technique and equipment, that I doubt if a week would suffice to give an adequate outline of ail the ramifications of present-day oil refining. I propose to only 'hit the high spots', dealing particularly with the equipment and methods employed at the Imperoyal refinery, which you are to visit. Crude oil, the refiner's raw material, contains essentially only two elements, hydrogen and carbon. These are not present in the free state but are combined in various proportions as 'hydrocarbons'. A given crude oil is not made up of just one hydrocarbon, but of myriads; some solid, others liquid, and still others gaseous at atmospheric temperature and pressure, ail dissolved one in the other. Moreover, the nature and the relative amounts of the several hydrocarbons vary very considerably in crude oils from different sources. That is, a 'crude' from Oklahoma will contain hydrocarbons not present in crude from Mexico, and is different again from the Venezuela crude. Not only this but oil in a certain well in, say, Peru may be differently constituted from that in a well half a mile distant from it.

"At the Sarcheshmeh copper mine 40,000 t of ore per day with an average grade of 0.9 % Cu is ground to 70% passing 75 microns. Grinding is effected in 8 parallel lines of 8 x 5 m ball mills in a closed circuit with cyclones. The make-up balls are 80-mm forged alloy steel balls and the average ball consumption is 750 gh of ore ground. In order to optimize ball size distribution inside the mill, based on the previous investigation instead of using only 80 mm make-up balls a combination of 80 and 60 mm (75% to 25% by weight) ball charge was used in one of the mills. To evaluate the performance of three ball types namely forged alloy steel balls (A), ductile cast iron (C), high chromium cast iron (D) and also a combined (80 and 60 mm) charge of forged alloy steel balls (B), four identical parallel mills were charged accordingly. These four mills were sampled during a period of six months. The amount of material finer than 75 microns of cyclone overflows was selected as a criterion for the performance evaluation. It was observed that in a mill with the combined make-up balls the amount of fine produced was 4% higher than the other mills. The consumption of ball types A, C and D were 730, 710 and 534 g/t, respectively. The results of laboratory flotation tests showed that due to an improvement in the production of fines an increase of 1.4% in the overall copper recovery is obtainable. Due to the promising results, the new make-up ball regime was implemented in all mills in the plant.INTRODUCTIONThe Sarcheshmeh copper ore body which may rank as third or fourth largest in the world contains 1 billion tonnes averaging 0.90 % copper and 0.03 % molybdenum. It is located southeast of Iran and has been processing 40,000 t/d of ore since 1982. The mine produces 100,000 tonnes of copper and 2,200 tonnes of molybednite concentrate per year. After three stages of crushing, the ore with a F80 of 12.7 mm is fed to 8 parallel ball mills in closed circuit with cyclones to produce a product 70% finer than 75 microns. The concentrate of the first stage of flotation is reground and the tailing constitutes the main component of the plant final tailings. A concentrate with an average grade of 31% Cu is obtained after cleaning and re-cleaning stages. Total recovery of the plant varies between 83 and 87 % depending on the operating conditions and ore type."

Syncrude Canada operates the largest oil sands crude oil production facility in the world and produces over 13 percent of Canada?s total oil requirements. To do this, Syncrude mines the oil sand in open pits, extracts the raw oil known as bitumen from the sand using water-based processes and upgrades it into sweet light crude oil by fluid coking, hydroprocessing, hydrotreating and reblending. The final product, Syncrude Sweet Blend (SSB) is sent by pipeline to three Edmonton area refineries and then to pipeline terminals which ship the SSB to refineries in Canada and the United States. As parts of the Mildred Lake Base Mine reached their economic life, they were replaced with new facilities at the Aurora satellite mine. Aurora is situated on Oilsand Leases 10, 12, and 34, 35 kilometres northeast of the Mildred Lake facility. (Figure 1) In 2000 the first hydrotransport low energy extraction production train started up at Aurora. A second production train is scheduled for start up in 2003. Open pit mining at Aurora occurs using two hydraulic shovels, two cable shovels, and trucks ranging from 320 ton to 380 ton payload capacities.

"As part of the Namew Lake project a mill was constructed to treat 1900 tpd of ore grading approximately 0.90% CU and 2.45% Ni to produce copper and nickel concentrates.Nickel occurs mainly as pentlandite and violarite while copper occurs as chalcopyrite. Two main ore types are present1 lower grade disseminated sulphides in a talcose ultramafic gangue and a higher grade solid sulfide with a granitic breccia matrix.Primary crushed ore from underground is treated on surface in a conventional closed circuit crushing plant using 2-stage cone crushing. Crushed ore is conveyed to storage and then fed at a controlled rate to a grinding circuit employing a rod and ball mill with hydrocyclone classification. Rougher flotation separates and cleans nickel and copper sulfides from waste materials followed by a high lime separation circuit to separate the minerals into final concentrates. Dewatering is achieved through use of high capacity thickeners and pressure filters prior to delivery to a loadout area. The crushing and milling control is highly automated.Plant design was based on metallurgical samples obtained from drill cores. After the first year of operations, plant results compared favourably with design projections.INTRODUCTIONThe Namew Lake Project is a joint venture partnership between Outokumpu Mines Ltd. (Canada) and Hudson Bay Mining and Smelting Company Ltd. (60%). The project included construction of a mine and milling complex to treat approximately 500,000 tonnes per year of copper-nickel ore grading o.91% and 2.44% Ni. Known reserves are estimated at 2. 65 million tonnes. The deposit is located approximately 65 km south of Flin Flon (120 km by road) and about 5 km east of the Manitoba-Saskatchewan border. The decision to construct a concentrating facility was made June 15, 1987 and construction started a week later. The facility, designed for 1900 tonne per day throughput, was ready for commissioning in September 1988. Outokumpu Engineering of Finland was chosen to prepare metallurgical flowsheets, select and develop plant layouts, and provide construction management. Kilborn (Toronto) contributed detailed engineering for civil, structural, mechanical and electrical components and outokumpu Equipment of Canada, the design, the supply, and commissioning of the instrumentation package. Hudson Bay undertook the initial metallurgical test work and preliminary design work."

"The operation of the Louvicourt Mine will have to rely on stringent grade control and on the optimization of the amount of blocked ore made available per given development effort. All of the above being necessary to obtain the highest throughput at the lowest mining cost.To assist in achieving these objectives, the need for production of a competent fill with short curing time was recognized early by the project partners. As well, operating costs associated with the selected method should be as low as possible while meeting the technical criteria.A feasibility study comparing filling methods showed potential benefits in all aspects of the paste fill use, except for its higher capital costs and increased operational complexity. This last consideration was tackled by the conservative design approach adopted in the flowsheet development of the paste fill plant.Since commissioning of the plant has just been completed at this time, the paper will focus on the feasibility study and its background, the design of the plant and testwork results at pilot plant and plant scale.RésuméLe succès de l 'opération de Louvicourt Mine dépendra d' un contrôle serré des teneurs du minerai et de la maximisation de la quantité de minerai développée par effort uni ta ire. "In 1974, Copperfields Mining Corporation and Soquem formed a new company, Niobec Inc, to bring the niobium deposit of the St-Honore carbonatite into production.St-Honore is located in the Saguenay area, near the cities of Chicoutimi and Arvida, and about one hundred and forty (140) miles north of Quebec. The discovery of the carbonatite complex was made in the fall of 1967 as a result of an airborne radiometric survey in search of uranium. The detailed exploration of the carbonatite indicated two niobium-bearing formations besides the original discovery of a rare earths zone. During the following years, the niobium formations were defined by diamond drilling and a decline was driven down to obtain adequate samples for metallurgical evaluation. In 1974, after seven hundred (700) bench scale tests, eleven (11) months of pilot plant 2nd a worldwide market research, a joint decision was made to initiate the development of a fifteen hundred (1500) T.P.D. mine and mill, under the management of Teck Corporation. The construction of the facilities were completed in early 1976 both on time and within budget. Niobec is now the only north american and the world second largest producer of Niobium concentrate.The process used at Niobec was developed from the pilot plant programs and later modified by the mill personnel. A simplified flowsheet for this process is shown on the slide. Briefly, run of mine ore is crushed to minus 5/8"" and fed to a rod mill, ball mill, and screens circuit where the ore is ground to 92% passing 65 mesh. The ore is deslimed in two stages of cycloning, and the final cyclone overflow at 85% minus 11 microns goes to waste. The cyclone underflow is conditioned prior to flotation of a carbonate-apatite concentrate. This concentrate is cleaned twice and then pumped to tails. The carbonate rougher and cleaner tails are cycloned in two stages to change the process; water and then sent to the pyrochlore rougher flotation. The rougher concentrate is cleaned five times. This is followed by pyrite flotation to remove sulfur, leaching with hydrochloric acid to remove phosphorus and dyed to less than 0.1% moisture before being sent to packaging."

"I AM CONSCIOUS of the honour you pay me by having invited me to address you on the subject of the Rehabilitation of the Sydney Steel Corporation. The true architect of the revival and rehabilitation is Robert Burns Cameron. Because of the numerous myths which have grown up around what seems to be the miracle of the revival of the Sydney Steelworks, I propose to go back to the time when they came under the full control of the Province, on the 1st of January, 1968. Late in 1967, the decision was taken by Premier G. I. Smith to keep the Steel Plant running for at least another year, in an endeavour to see whether the enormous losses being sustained by Dosco could be reduced to a level which would permit their continuing operation. When that decision was taken, Dosco was to continue management until the 30th of April, 1968, and in the intervening period, the Provincial Government would seek management of the right calibre to ensure that an objective view of the Steelworks operations could be secured. By a combination of circumstances which can only be described as most felicitous, the man selected for the task was R. B. Cameron. He very quickly determined that to permit Dosco to continue management of the Steelworks until April 30 could only result in heavy losses to the Province and a consequent deterioration in the already critical financial position and a declining morale of the worke"

The use of existing mine records in conjunction with an appropriate classification scheme can be used successfully to identify and characterize the composition of existing waste rock facilities where traditional approaches based on sampling may be impractical or costly. This paper describes an alternative approach used in an acid rock drainage investigation at a porphyry copper mine with numerous waste rock dumps of varying ages and composition. The approach integrated detailed lithologic and mineralogic information about the ore body and overburden materials with records of pit development and dispatch. A waste rock characterization matrix was developed for the site to meaningfully classify lithology and mineralogic composition of the waste rock. The approach resulted in a focused geochemical testing program and facilitated interpretation and application of the test results.

"Abstract - The NICO and Sue-Dianne deposits are being explored and delineated by Fortune Minerals Limited in the Mazenod Lake District of the Northwest Territories, using an Olympic Dam model. The deposits were discovered in the south part of the Great Bear magmatic zone (GBMZ) within the Proterozoic, Bear Structural Province of the Canadian Shield. They are the only known significant Canadian examples of Proterozoic iron oxide-hosted polymetallic deposits. Worldwide, this class includes such deposits as Olympic Dam and Ernest Henry in Australia, Kiruna-Aitik in Sweden, and Salobo in Brazil. Their considerable size, up to 2 billion tonnes, and polymetallic ore assemblages make them highly attractive targets for exploration. Common characteristics of this class include their Early to Middle Proterozoic cratonic settings with extensional rifting evolving from collisional tectonics. Deposits typically occur along major structural lineaments within the aureoles of a distinctive suite of anorogenic potassium-rich "A-type" granite intrusions. Although hosted by diverse lithologies, deposits of this class are characterized by a number of other diagnostic regional- and deposit-scale features, which may be recognized in reconnaissance- and propertyscale geological and geophysical surveys.The southern GBMZ in Canada has several characteristics (age, tectonic setting, geology and geophysical attributes) similar to those of the Olympic Dam deposit and its other significant global analogues. Airborne and ground geophysical surveys carried out in the GBMZ identified coincident potassium, uranium, magnetic, resistivity, chargeability, and gravity anomalies centered over the NICO deposit. The nearby Sue-Dianne deposit is characterized by coincident uranium, potassium, magnetic, resistivity and chargeability anomalies. Both deposits occur within a regional, northweststriking, arcuate trend of volcanic and sedimentary rocks characterized by significant positive Bouguer-gravity and magnetic responses and are believed to represent a major basement discontinuity. The NICO anomalies are at the intersection of this regional trend with a major transverse fault through Lou Lake. Regional and local geophysical data indicate the presence of significant concentrations of iron oxide within a broad area of intense potassium metasomatism. Geological mapping identified cobalt, gold, bismuth, and copper mineralization in biotite-magnetite-amphibole-sulfiderich ironstone and schist. This mineralization is localized within altered wackes of the Snare Group, which are unconformably overlain by potassium feldspar- (±hematite ±magnetite) altered rhyolite of the Faber Group. The Sue-Dianne deposit is a hematite-magnetite-Fe-silicate-cemented diatreme complex enriched in copper, silver, gold, and uranium within a broad zone of potassium, iron, quartz, and epidote metasomatism. The diatreme is located at the intersection of two major faults at the north end of the basement discontinuity and is hosted in rhyodacite ignimbrite marginal to the Faber Lake rapakivi-granite pluton. At both deposits, diatreme- and maar-facies iron oxide-cemented breccia straddle the regional metasedimentary-volcanic unconformity, suggesting that mineralization formed in a near-surface environment synchronous with the onset of volcanism."

"A 100 kg/hr portable flotation pilot plant has been operated at Kidd Creek Mines with the objectives of:(a) determining performance expected by column flotation circuits on primary zinc and copper cleaning, and (b) evaluating column flotation circuit configurations.The self-supporting pilot plant, owned by Minnovex Technologies Inc. and operated by Minnovex and the University of Toronto, consisted of three 16 cm diameter by 6.5 m high columns and a bank of four Denver No. 7 cells. It was configurable to any arrangement using these four (or fewer) units. The columns were controlled through the use of multiple pressure transducer measurements. This paper presents the approach to testing and the results of more than 70 circuit tests. INTRODUCTIONThe integration and retrofitting of flotation columns within existing mechanical cell flotation circuits is becoming a common occurrence. The correct approach to this integration, however, is often difficult to define, due to a scarcity of previous experience and the difficulty in predicting column circuit performance. In most cases, the effect of column implementation has been experimentally assessed using a single pilot column, with the consequence that selection of an appropriate circuit to implement is difficult. Important considerations are the impact that column water addition will have on the existing operations, and the differences between mechanical cell and column performance in integrated cleaning circuits.To address the problem of circuit selection a portable flotation pilot plant, consisting of both columns and mechanical cells, was designed and constructed by Minnovex Technologies. The pilot plant was structured for complete flexibility of circuit configuration, with the intent to provide a means by which both research and plant personnel could determine the best possible column circuit configuration for a given application."

"Industrial-grade limestone is found in both the Lower Silurian La Vieille Formation and Upper Silurian LaPlante Formation of the Chaleurs Group in northern New Brunswick. Currently, between 150 000 and 200 000 tonnes of limestone are produced per year from the proximal facies of the LaPlante Formation at the Sormany quarry of Elmtree Resources Ltd., located west of Bathurst.The proximal facies of the LaPlante Formation was deposited on the margins of tectonically uplifted Ordovician terranes. This facies comprises stromatoporoidal-algal bindstone intercalated with wackestone, packstone, and floatstone in variable proportions. The distal facies comprises calcareous shale and minor limestone deposited deeper offshore.Folding and faulting related to Middle Devonian Acadian tectonism have caused an increase in the apparent thickness of the limestone sequences, especially adjacent to the regional Rocky Brook-Millstream fault. Structural and stratigraphic observations indicate that some of the limestone bodies in the area have been tectonically displaced from their site of deposition.A variety of prospecting techniques was used to locate new limestone resources, including geological mapping, airborne and ground electromagnetic surveys, and satellite remote sensing. Clastic rock units above and below the LaPlante Formation have distinctive properties that help to trace the intervening limestone along strike. Because of water-saturated glacial cover, thick vegetation, and the small size of targets, airborne geophysical methods did not prove effective in delineating limestone beds, but aeromagnetic surveys helped map the underlying clastic unit. The remote-sensing data and especially high-resolution digital elevation models helped in identification of karst topography related to limestone."
