2, Survey of Representative Group of Metal and Non-mental Mines Before proceeding to develop and analyze Emergency Escape System Guidelines, it was necessary to obtain a broad range of information, including both fact and opinion. Although there were many areas to consider, the surveys had three primary goals 1. To determine the current state of underground escapeway planning and execution in American, metal and non-metal mines. 2. To determine, for a wide range of mining conditions, what difficulties can be encountered in complying with present and proposed escapeway regulatory standards. 3. To determine what improvements could be made and what equipment and technology was available to aid in implementing these improvements. To accomplish these goals, three major surveys were undertaken¬ 1. Survey of MESA and State Mining officials, discussed in Section 2. 1. 2. Survey of representative U S metal and non-metal mines, discussed in Section 2. 2. 3. Survey of manufacturers supplying equipment, primarily hoisting, suitable for use in escape systems, the product information which was obtained is discussed in Section 7.

This paper discusses the application of digital human models (DHM) to examine computer generated forces necessary to move specific joysticks by using roof bolter virtual operators to predict the forces experienced on the operator’s upper extremities. Using DHM and simulations of static movements, investigators analyzed predictions of joint moment and joint force effects on virtual operator’s right wrist, elbow and shoulder and compared them to different body dimensions and work postures. This study exemplifies the ease of estimating upper extremity loads on equipment operators using virtual operators and computer models of equipment and work environment. As expected, comparing results of percentage of joint force and moment reduction using the electronic control and of the mechanical control showed that the electronic control had lower joint forces and joint moments over the mechanical control. The average predicted value of the joint moment on the wrist was 1.84 Nm, elbow 7.85 Nm and shoulder 14.55 Nm and of the joint force on the wrist was 5.06 N, elbow 4.56 N, and shoulder 3.67 N. Because the data illustrates low-level forces to move a joystick, inadvertent actuation of the control is addressed. Regardless of the findings, research is still needed on joysticks in real world situations such as an epidemiological assessment of equipment operators in the field before final recommendations and conclusions can be drawn.

To improve mining safety and efficiency by providing a practical way of detecting faults and channel sands that disturb coal seams. Approach A seismic system using a shallow blasthole has been developed and tested. How It Works A small shock is caused in a shallow hole, sending seismic waves through the ground. These waves are reflected from the top of the coal seam, acid are detected by a line of geophones on the earth's surface. Dampening of the seismic signals by channel sands and other discontinuities in the seam is detected and recorded. See Figure 1. The seismic shock wave can be produced by exploding small charges, dropping a weight, firing a gas gun, or actuating a vibrator. Depending on the soil cover, the shock is usually generated in shallow vertical holes about 10 feet deep. Hole depth depends on the soil mantle thickness because it is preferable that the seismic shock originate below that layer.

Displacement and stress changes in cemented backfill and ore pillars at the Buick Mine, near Boss, MO, were monitored by engineers from the U.S. Bureau of Mines and The Doe Run Co., St Louis, MO. A test area in this room-and-pillar mine was backfilled to provide support when remnant ore pillars were mined. Objectives of this research were to evaluate the effect of backfill on mine stability, observe backfill conditions during pillar removal, and calibrate a numeric model to be used to design other areas of the mine. Relative vertical displacements in the backfill were measured with embedment strain gauges and vertical extensometers. Other types of instruments used were earth pressure cells (to identify loading trends in the backfill), borehole extensometers (to measure relative displacement changes in the mine roof and support pillars),and biaxial stress meters (to measure stress changes in several support pillars and abutments). Two- and three-dimensional numeric codes were used to model the study area. With information from these codes and the installed instruments, two failed pillars were identified and rock mass properties were estimated.

Figure 1 is a reproduction of a chart recently prepared by the Bureau of Mines at its Pittsburgh Laboratory to show the Bureau's approval work in connection with electrically operated mining equipment. Nearly 27 years of approval work, covering 346 approved units, are shown on this chart. These approvals are arranged according to year of approval and the manufacturer to whom approval was granted. Forty-five manufacturers are represented, and a scheme of using various colored tabs permits the following subdivision of the equipment: Cutting machines, loading machines, conveyors, battery-operated locomotives, battery-operated power trucks, drills and drilling machines, rock-lusting machines, pumps, room hoists, air compressors,, and miscellaneous, The greatest number of approvals granted to a single manufacturer is 80; the next highest is 65, and the third is 49. Several manufacturers have been granted only a single approval. The chart shows all approvals granted for, motored equipment. Some of these units have since become obsolete, and a few are used to a very limited, extent if at all.

Investigations of coking properties of Washington coals made before 1939 and studies of coking precesses indicated that PiaTceC:Countyx:oals, particularly those from the Vlilkeson-Carbonado--Fairfax area, yield excellent coke structures. ThE: ash content of the cokes W2S relatively high, sulfur ordinarily.was low, and the phosphorus, although variable, was not excessively high for some purposes. For years the coals had been coked in beehive and standard byproducts ovens and had entered Pacific coast markets for every purpose to which coke is adapted. Certain areas of the Roslyn bed of Kittitas County also were known to possess coals with coking properties. This coal had been employed largely for bench-gas manufacture and occasionally, blended with other coals, in byproduct ovens. Coals from other western Washington areas also had baen utilized for coking in the past but were not of immediate significance.

A method for preparing gravimetric primary standards of helium in the parts per trillion range has been developed by the Bureau of Mines. The standards are used to calibrate a specially modified mass spectrometer used in determining the abundance of helium-3 and helium-4 in geochemical samples and of helium-3 in isotopically purified helium-4. The desired gas standards are prepared in 5-kg metal cylinders filled to 1,800 psia. Relative errors of less than 1 pct have been attained in the parts per trillion range using a successive dilution technique.

NIOSH researchers have been examining underground coal mining activities in order to evaluate work crew hazards. In 1994 a continuous mining machine operator was killed by falling roof during extended cut mining. Many aspects of the incident were used by NIOSH researchers to develop a scenario interview. The goal was to provide a realistic framework for acquiring frank and detailed insights. The interview consists of two sections. The first describes the underground mining conditions. The second recounts the fatal incident. Each section is supplemented by a diagram and a set of questions addressing relevant safety issues. The interview was administered at three mines that actively take extended cuts. Researchers found the scenario approach to be an effective interview tool as well as an effective hazard awareness and safe work practices training platform.

C. 4 Hoist Assemblies (not man-rated) A large number of manufacturers supply materials handling winches. These units are predominately electric powered while a limited number of vendors supply air powered equipment. Air powered units are currently used extensively for underground materials handling purposes. Suppliers of materials handling equipment normally include a disclaimer statement in their published literature which clearly states that the equipment "is not designed or suitable for lifting or lowering persons " This category of commercially available equipment can be adequate for emergency man hoisting provided that its' capacity is suitably derated and provided also that the necessary safety features are incorporated. Section C. 5 details the equipment which could be added to a commercial materials hoist to meet these needs. Four commercially available hoist assemblies, two electric and two pneumatic are discussed in the following paragraphs. This equipment is typical of what is commercially available and three of the units are currently used extensively in mining applications. Each hoist description includes a remarks paragraph which identifies the additional equipment each hoist would require for emergency hoist use.

General A review of the literature has revealed important areas which should be investigated during the field work. Of the utmost importance is the safety of mine personnel. Should a phase-to-ground fault occur on a shovel or other piece of equipment, current may return to the substation through the machine's contact surface with the mine floor, thereby raising the frame above ground potential and posing a shock hazard to anyone who touches the equipment. If the frame-to-earth resistance is very low, then no dangerous potentials will be developed, and a basis for elimination of the ground conductors from trailing cables could be postulated. However, should the contact resistance be high, then lethal voltages could be present on the machine frame. In this instance, low-resistance ground conductors in the trailing cable would be a necessity. Therefore, field tests should include measurements of the earth resistance of electrically operated portable or mobile mining equipment such as shovels, draglines, and drills. When the electrical distribution system is subject to lightning discharges, the grounding grid must safely carry to earth and dissipate enormous current surges. It is essential that the grounding grid have a low value of earth resistance, because any potential developed across the grounding grid as a result of current flow will appear on the frames of all machinery connected to the grid. The approval of the U. S. Bureau of Mines when granted to a manufacturer for a gas mask is a certification that the particular device has been submitted to the Bureau of Mines for inspection and test and has been found to meet that bureau's published minimum requirements for safety , durability , and satisfactory performance . Any de- Gas masks are approved by the Bureau of Mines only as a complete unit or assembly of parts , as canister , facepiece and harness . This is in order that responsibility for rigid adherence to the bureau's requirements may be definitely located and not divided . vice marketed under this approval must be a unit composed of parts identical in detail of design , assembly , workmanship , and quality , and produced under the same control and inspection as the original device to which approval has been granted . The particular parts which comprise the approved assembly are designated in a letter to the manufacturer at the time the approval is granted . In recent years they are also specified in the approval plate authorized for use in connection with the sale of the device . Each part permitted in the assembly is legibly marked by name or number for the guidance of users of masks in ordering and identifying approved parts when making repairs , and thereby maintaining their equipment as an approved device . In view of the foregoing , any change in the design of parts or deviation from the permitted assembly of parts would violate the conditions under which approval was granted and the device would not be considered as meeting the approval requirements of the Bureau of Mines . The U. S. Bureau of Mines has been frequently requested to interpret the approval status of a gas mask assembled from parts which have separately met its requirements as components of two or more approved devices but which in the form of a complete unit has not been submitted for tests or been granted approval . Responsibility for the elements and for their proper assembly is in such case divided . Such assembled units have no status as permissible equipment under the Bureau of Mines system of schedules . The reasons underlying this policy are that the approval is granted only to some one who assumes responsibility for the whole and that the details of assembly and coordination of parts are considered to be important to the satisfactory performance and safety of the device .

In its endeavor to promote a more efficient use of coal the Bureau of Mines, in cooperation with the Illinois State geological survey and the University of Illinois, has undertaken an investigation of the coking of Illinois coals. The investigation was started by collecting from various sources the data regarding experiments already made by others; these data have been compiled and are presented herein. The present methods of using coal seem wasteful. When coal is burned in furnaces for the generation of steam, only the heat gener- ated by the fuel is utilized; possible by-products are not only lost but frequently are the source of the smoke nuisance. The volatile matter containing the tar and heavy hydrocarbon gases is difficult to burn completely in many furnaces, and its decomposition produces black smoke. When coal is coked in a by-product oven, the volatile matter is no longer a nuisance but, on the contrary, is the source of many by-products, including benzol, toluol, gas, tar, ammonia, and cyano- gen, all of which increase the value that may be obtained from coal. The coke that remains after the volatile matter has been driven off is a valuable fuel that can be used for almost all purposes for which bituminous coal can be used, and it is necessary for some metallurgical work. It has about the same heating value as anthracite coal. Because of its cleanness and its burning without smoke, it is well suited for domestic heating and the generation of steam in plants where smokelessness is demanded. The use of coke for these pur- poses would do much to eliminate smoke in cities. The best grades are regarded as essential in many metallurgical processes for reduc- ing ores to their metals. By-product coking in the United States during the past three years has increased greatly. When the ovens now in course of construction are completed, the total capacity of by-product ovens will be more than double what it was in 1913. This increase has led to a search for coals other than those now known to be available for use in by- product ovens. Tests with coals from the southern part of Illinois have indicated that coke from Illinois coal unmixed with other coals can be used for fuel purposes and that coke from mixtures of Illinois coal with low-volatile coking coal might be suitable for some metal- lurgical work. In the tests the yield of ammonia was larger than is obtained from Eastern coal. Evidently the development of methods by which good coke can be made from Illinois coals and the by-products recovered is a matter of high importance. Any investigation that will indicate how, by proper treatment, these coals can be made available to supply the market for coke and gas in the Middle West will increase efficiency in their use, and will aid in conserving the country's supply of high-grade coking coal.

Public interest in atmospheric pollution by automobile exhaust gas and in the ventilation of vehicular tunnels makes it desirable to ascertain whether the use of modern automobile fuels is tending to change the amount and composition of the products of combustion. The Bureau of Mines, in cooperation with the Ethyl Gasoline corporation4, has completed a series of testis to determine whether any significant difference exists in the carbon monoxide content of the exhaust gas produced by an internal-combustion engine when its fuel is changed from straight gasoline to the same gasoline containing Ethyl fluid whose active ingredient is tetraethyl lead. In the tests data was sought relative to the composition and mount of the gas produced by ordinary comparatively low-compression motors as well as by higher-compression motors in which distinct detonation occurred with straight gasoline, but which operated without detonation when using the same gasoline containing tetraethyl lead.

Crude shale oil produced by gas combustion retorting of Green River oil shale was hydrocracked over a cobalt molybdate catalyst at operating pressures of 500, 1,000, 1,500, and 3,000 psig, an operating temperature of 8900 F, and a liquid hourly space velocity of 1.0. Hydrogen feed rate was maintained at 6,000 scf/bbl. The volume-percent yields of total liquid product were directly proportional to the operating pressure. Weight-percent conversion and volume-percent yields of gasoline were directly proportional to the log of the operating pressure. Catalyst deposit percentages were inversely proportional to the log of the operating pressure. Nitrogen and sulfur removal rates as well as saturation of the liquid products increased as the operating pressure was increased.

Cost Systems Cost systems are organized methods of collecting, allocating, and accumulating resource utility expressed in terms of money. There are two major spheres of cost accumulation: financial accounting and cost accounting. Financial accounting deals primarily with historical costs and provides a means of measuring and recording cost events which have al¬ready taken place. While there are no legal requirements to control the methods of recording and reporting cost data in the United States, the procedures in use are guided by professional organizations such as the American Institute of Certified Public Accountants. The final pro¬ducts of financial accounting practices are the income statement and balance sheet which describe the financial status of the organization under study. Cost or managerial accounting is an expansion of financial ac¬counting procedures, providing more detailed cost breakdowns on present operations with one objective being the projection of present costs into the future. The projection process tends to limit the accuracy of the information; however, to management and project justification per¬sonnel, data on future operations tends to be of greater value. The basic principle behind cost accounting is the cost cycle. As products are developed from raw materials, the value of the work-in¬process increases due to the cost input of the various fabricating ele¬ments. Thus, from the basic input elements of facilities, labor, and raw materials, costs are added to each unit of production as a function of the work performed on that unit.

The object of this report is to give briefly information of present value relating to the manufacture and uses of the various commercial alloy steels, with the hope of stimulating the demand for such steels and extending their practical use. The report is issued by the Bureau of Mines as a contribution to the increase of efficiency in the preparation and utilization of the mineral resources of the United States. Alloy steels are included in the so-called special steels, but as the latter term is often used in the mills to designate broadly any steels intended for purposes other than those served by the regular product, it has seemed best to use the more specific term of alloy steels in this report. Alloy steels are bringing about a series of revolutions in various in- dustrial fields in which steel plays an important part. Most elements that could be procured in sufficient quantity have been alloyed with iron in various proportions, either alone or in combination with others, in the search for useful alloy steels. Those steels that have gained and maintained for themselves a place in current use are discussed in this report. Some of them have had an ephemeral life of usefulness which would no doubt have been prolonged had not some other more satisfactory steel been developed. Probably the first useful alloy steel was Mushet's self-hardening tungsten tool steel, patented in 1868. Fifteen years later chromium steel, really containing chromium, was struggling for recognition for some purposes, the chief of which was for the manufacture of solid shot for piercing armor. In both of these steels the effect of the alloying element as used was in a way proportional to the amount contained. In 1882 Hadfield made his epoch-making discovery of manganese steel and demonstrated that in iron metallurgy it is not safe to take for granted anything as to the properties of an alloy of iron with other elements, basing one's opinion on past experience and knowledge, and that the effect of an alloying element may not be proportional to its content.
