Performance testing is often used by project owners and financiers to provide protection from, or assessment of, technical aspects of project design, procurement, construction and commissioning. The performance tests can range from comprehensive performance warranties relating to process performance and production in the case of lump sum turn key (LSTK) projects to less onerous demonstration tests for cost reimbursable contracts. This paper will discuss performance testing from both the contractorÆs and ownerÆs perspectives and focuses on: when performance tests are required, what type of performance test/warranty is optimum for each type of project, and how project performance should be evaluated. The requirement for performance testing can be driven by the project financiers, particularly in the case of smaller resource development companies. In such cases, differentiation between ownerÆs risk and contractorÆs risk can become contentious. At the other end of the spectrum, larger mining houses may choose to heavily influence the engineering and design process with the contractor supplying services on a reimbursable basis. In that case, the performance testing process is often limited to demonstration tests that validate performance for the ownerÆs corporate governance requirements. This paper was prepared due to the lack of published benchmarking of performance testing and the resultant differences in expectations between a contractor and a project owner that often surface late in the contract negotiation process. The paper provides a checklist of requirements for both the owner and the contractor that may be used to provide æcommon purposeÆ early in the contract negotiation process.

Until 1937, the mining of ore was carried out by conventional methods, using pneumatic drills and standard drill steel. The adoption of the diamond drill, formerly used for exploration work, for blast hole drilling in stopes, was first developed by Noranda Mines Limited, Noranda, Quebec, although it had been used previously in Northern Ontario and Western United States, to remove weak pillars and ore remnants left by conventional methods. Previous to the adoption of the diamond drill method at Noranda, a sub-level benching system of stoping was used. Sub-levels were driven at 35 ft. intervals and the benches drilled off by pneumatic drills using sectional steel. Results were very satisfactory, in sulphide ore, where the drilling was comparatively easy, but in the harder rhyolitestopes the footage drilled per machine-shift was only half of that obtained in the sulphide stopes, and owing to the high gauge loss, there was often difficulty in drilling holes to the required depth. This led to trials with the diamond drill for this type of work. While the cost per foot was more than with sectional steel, an appreciable saving in development work could be made by increasing the sublevel interval from 35 ft. to 60 ft., and stope widths from 60 to 100 ft. This saving, together with the increase in blasting efficiency, resulted in a substantial reduction in overall costs.CONDITIONS FOR SUCCESSFUL APPLICATIONWhile long diamond drill blast-hole mining has widespread application, there are certain conditions which appear to be desirable, if not absolutely necessary, for its successful use.

Until 1980 copper, lead and zinc sulphide slurries have been success- fully dewatered for rail and sea transport for many years at the Rose- bery site of North Broken Hill Holdings Ltd. utilizing conventional vacuum disc filtration systems. An upgrading and mill expansion program completed in 1981, which also permitted the introduction of ore streams changes, had resulted in difficulties dewatering copper and lead sulphide slurries to comply with transportable moisture limits. Following an extensive investigation which included both laboratory and pilot plant testing a program was commenced to replace the 2 vacuum disc filtration systems with 2 pressure filtration systems for use on copper and lead slurry dewatering and also to retain other existing vacuum disc filters as standby. An analysis of mill operations performance resulted in slurry storage tanks with a capacity equivalent to 20 hours of normal production being incorporated into the project. The pressure filters are mounted above the concentrate stock- piles. A sealed sloping floor incorporating launders is used to prevent any accidental contamination of the concentrate from pipe leakages, spillage, or from water hoses used for clean up purposes around the area. The project was completed in 1985 and operating performance has been better than that predicted from testwork. Equipment availability at 95076 together with the slurry storage capacity provided results in minimal requirement for the standby vacuum filtration system. Some typical operating results are given.

As an environmental "pollutant", noise is different. For one thing, it is localised (as opposed to transfrontier) and, for another, relatively low levels can trigger very strong human reaction. The reactions, which are annoyance-based, range from mild to violent and do not always correlate well with the levels experienced. This paper draws on technical aspects of noise to consider control and control principles and balances them with the subjective nature of the perceptions and reactions. It is critical to bear in mind that health effects resulting from noise are secondary to the primary human reaction. It is also important to appreciate that annoying noise levels are usually well below those which cause hearing loss. Large mines tend to be remote from cities and towns and the country surrounding such mine sites is often inhospitable. In general, residences near large mines are committed for use by mine personnel and annoyance from mining noise would be rare. Noise problems at long term operations are often a result of secondary activity or land use. As a pioneer mining community develops, secondary and service industries may be established and a township created. With changes in way of life, the perception of problems also changes. Therefore, it is never too early to plan for noise abatement, particularly because noise is only one of a number of environmental and community concerns. Ihny environmental problems are associat- ed with development or expansion of smaller open cut facilities such as hardrock quarries. There is an ever-present need to reduce product cost by mining or quarrying deposits close to the end user and many local authorities have to operate quarries for undertaking their civil engineering responsibilities.

DTA curves of synthesis lead sulfide and commercial. lead concentrates during oxidation were measured to clarify the mechanism of ox- idation of lead sulfide. The oxidation reac tions could be divided to elementary reactions with production of basic lead sulfates such as 2PbO PbSO4. An existance of iron sulfide played an important role of the oxidation of lead concentrates. The oxidation rates of lead sulfide were measured in the wide range of oxygen potenti- als using IR type SO2 gas-meter. The oxidation rates under low Po 2 which corresponds to the direct oxidation smelting were much lower than those obtained under high Pot. The combustion temperatures of lead sulfide were also measured by hot thermocouple method. Those values were extremly low compar- ing the oxidation temperatures obtained by DTA.

In contrast with mining in areas close to the main centres, mining in remote areas is characterised by comparatively high initial investment and relatively high running cost for the life of the mine. This is because of:the real cost of establishing and running the operation at a location distant from the necessary infrastructure; and the perceived risks priced into their costs by the multitude of suppliers involved in the project. Optimal co-operation between the mine and the supplier in developing the right rela tionship and the correct technical solution permit both cost elements to be reduced. This re duction may well mean the difference between success and failure. This paper examines the possibilities for optimising the contribution of the equipment supplier to the overall success of the process. Issues covered include the necessity to provide more than merely equipment fit for the purpose , but also the need to maximise the benefits of equipment ownership over the life of the mine. A simple method of determining the optimum timing for equipment replacement or rebuilding is proposed . Furthermore the maintenance contract (or performance agreement) is suggested as a means of leveraging the supplierÆs commitment to the mining operation. The specific examples are based on experience with mobile equipment but the methodology has relevance to other equipment and supplies.

The amount of copper production by flash smelting process occupies about 17% (equivalent to 1.4 million t/year) of total free world production. In Japan, 650,000 tons of copper is produced annually by flash smelting. This is 65% of the gross copper production of Japan. To reinforce pollution control, promote energy saving, and enhance production efficiency by increasing the size of furnaces, conventional blast furnaces and reverberatory furnaces are being replaced with the flash smelters worldwide. The Ashio Smelter started copper production in 1884 and developed in association with the Ashio mine. In those days, the Ashio smelter produced copper by using the blast furnace process designed for the high-grade ore from the copper mine. At that time, this process was specialized in Japan. In 1956, for the first time in Japan, the Ashio Smelter introduced the flash smelting process developed by Outokumpu Oy of Finland (it is suitable for treating the copper concentrate, producing sulfuric acid and improving production efficiency). The flash furnace in Ashio, the first ever in Japan, had a capacity of 230 t/day for copper concentrate and was operated up to 1962. During this period, various operational troubles were solved, and further improvements were made; and, in 1962, a Furukawa-type flash smelting furnace was completed in Ashio. This improved version of a flash furnace had a capacity of 450 t/day. There was one flash furnace and one waste heat boiler, which were arranged in a unique pattern for that time. This furnace may be said to be the prototype of the present flash smelting process in the world.

The longwall system with caving is the most common mining system in Polish Collieries and the extraction is carried out simultaneously on several levels and in different seams. The extent and diversity of the methane hazard occurring is strictly connected to the specific geological and gas conditions as well as to the applied mining methods. Taking these factors into consideration the following methane drainage methods are applied as additional means of combatting the methane hazard in Polish gassy coal mines: 1. predrainage by means of boreholes drilled from the surface, 2. predrainage from stone drivages and devel- opment workings, 3. degasification of coal extraction workings, and 4. degasification of sealed-off areas/old goaves. Predrainage gave satisfactory results when holes were drilled from the surface or from underground workings, but only to depths to 300 m. It was necessary to adapt methane drain- age methods to the geological and mining con- ditions as gassiness increased with depth. The results of methane capture, both pre- drainage and post drainage were obtained by investigating several gassy mines.

To those who have been engaged in the construction of mining and metallurgical plants during the war and post-war periods, it is quite unnecessary to point out the large increases and violent fluctuations in prices of basic commodities and the steady and persistent rise in labour costs. It may, however, be of interest to present these facts in graphic form, and survey the relative heights of the various maxima and the lead and lag of individual waves. Since Descartes demonstrated for us moderns the analogy between geometric form and algebraic statements, the two-dimensional graph has found widespread application. Mathematicians have developed for our information, if not for our confusion, the triangular diagram and the solid three-dimensional figures, which have proved so useful, at least in the hands of the metallurgists at Port Pirie. The model (Plate 1.) which is exhibited here does not pretend however, to indicate the connection between any three inter-related variables, and it is not proposed to burden members with any abstruse mathematical expression for the irregular surface of the blocks. While time is an ordinate common to all sections of the model, each illustrates separately the variation in cost of some particular quantity between the years 1914 and 1922. It is an easy matter to record such individual variations, but it would be an impossible task to state any equation describing accurately the dependence ot the prices, say, of hardwood or of galvanized iron upon that of labour at any particular point of time. The cost of living curve, which has attained such prominence, if not notoriety, in the last few years, is the result of an attempt to show the mass-effect of the components. It is the difficulty found in "assigning the correct weight to the separate items which makes the aggregate curve somewhat misleading at times.Turning to the model, it will be noticed that each section consists of half a dozen pegs.. The first in each row,that coloured red, represents the cost of some particular quantity, such as bricks, timber or coal, at Broken Hill in 1914. The Glenrock Group forms the uppermost part of the Early Devonian to Early Carboniferous Burdekin Basin sequence in the Townsville hinterland, north Queensland. As redefined, three formations make up the Glenrock Group. The Percy Creek Volcanics (base), the dominantly epiclastic Mount Douglas Formation, and the Horse Pocket Volcanics (top). The Ellenvale beds unconformably overlie the Mount Douglas Formation and Percy Creek Volcanics and have been excluded from the Glenrock Group as defined by Wyatt and Jell (1980). Three facies associations are recognised in the Mount Douglas Formation: Alluvial Plain facies, Alluvial Fan facies and Lacustrine facies.Deposition of the Glenrock Group, began with the eruption of massive basalt and basaltic andesite lavas, probably in a volcanic arc setting. With time, the volcanism evolved to become more dacitic to rhyolitic in composition. Waning of the volcanic activity appeared to coincide with uplift of source areas (probably to the west). Deposition on an alluvial plain during this waning volcanic cycle, gave way to alluvial fans at the margins of the uplifted terrain. As the uplift ceased and the system became more mature, the alluvial fans gave way to widespread lakes. Rhyolitic ignimbrite and airfall tuff, interbedded with the alluvial plain, alluvial fan and lacustrine facies, indicate that some volcanism continued, probably vented in the uplifted terrain to the west.

Incompetent ore and country rock have caused stability problems in longhole open stopes. Fully grouted pre-placed cablebolts have reduced these by preventing ground relax- ation and joint dilation to maintain a self supporting rock structure. Larger atope spans can now be opened with the same or smaller pillar. Mining methods are expected to become less dependent on original ground conditions. Effect of spacing, orientation and stress distribution along the cablebolt is not fully understood at this stage and requires more Observation.

The decision to contract or owner mine should be independent of, and should be made before, definitive estimated cost comparisons could be available. There is substantial potential risk of estimated cost comparisons being flawed due to difficulties in compiling comparable estimates for differing business objectives, errors and omissions or because of significant bias. In the current economic environment, escalating cost pressures potentially lead to increased incidence of disputes in mining contracts. The apparent cost of contractorÆs profit and overheads has tended to become more significant to owners. Economy-driven trends towards higher levels of performance and commercial risk for contractors, and the potential for more adversarial, difficult management; with attendant disputation between contractors and owners, have encouraged development of so-called ærelationship contractsÆ û partnering or project alliance contracts. The paper discusses the issues, circumstances when owner mining or contract mining is favoured and perceived advantages and disadvantages of contract mining. The implications of owner-perceived core business and core skills and outsourcing are also discussed. Techniques of introducing objectivity into the decision to owner or contract mine using matrix analysis or benefit comparisons are described. A disciplined procurement process should deliver a decision to owner or contract mine independent of, and prior to, any definitive comparison of estimated costs. A generic procurement process model is provided as a basis for discussion. Risk is discussed generally and as a significant factor in comparison of estimated operating costs. Consideration of risk and any prudent cost treatment are promoted as necessary pre-requisites to any comparison of estimated costs. The paper develops the concept that the decision to owner or contract mine should be based on real benefits that become obvious in the early stages of the development, particularly the procurement process; and before definitive estimated cost comparison can be available. In the context of this concept estimated cost comparisons tend to be confirmatory. Problems with comparing estimated ownerÆs operating costs with tendered contract prices are also discussed, particularly recovery of capital cost of equipment; and the owner minerÆs trade-off of operating risks for the residual contractorÆs margin attributed to overheads and profit. The paper concludes that sole reliance on a comparison of estimated ownerÆs operating costs with tendered contract prices in deciding to owner or contract mine is questionable and likely driven by a need to satisfy specific in-house customers.

The electrical conductivity of electrolytes is very important in metal electrowinning and electrorefining processes as it has a very large influence on the energy consumption. There are few measurements of the electrical conductivity of zinc electrowinning electrolytes available. The electrical conductivity of zinc electrowinning electrolytes were measured over the following range of concentrations, 100 to 200 g/L H2SO4, 0 to 80 g/L Zn and 0 to 20 g/L Mg, at temperatures from 25 to 60 C. The specific conductivity of zinc electrowinning electrolytes may be expressed as a function of concentrations of sulphuric acid, zinc and magnesium and temperature by the following equation: k(S/cm) = 0.004 + 0.00115 t + 0.00282 [H2SO4] t - 0.00114 [M] t + 0.3442 [H2SO4] - 0.0451 [1-12SO4]2 - 0.1058 [M]ò[H2SO4] - 0.0224 (M] + 0.0286 [M] 2 where t is temperature (C), [H2S04](moI/L) is sulphuric acid concentration and [M](mol/L) is a sum of zinc and magnesium concentrations, ([Zn]+[Mg]). The specific conductivity of zinc electrolytes is a function of the concentrations of the hydrogen ion and free water molecule, which are calculated by taking into account the second ionisation constant of sulphuric acid and the stability- constants of zinc-sulphate and magnesium-sulphate complexes at 25 C.

Ventilation characteristics and the occurrence of nocturnal surface inversions have been investigated within the Mount Whaleback open cut iron ore mine at Newman in Western Australia. When winds are light and/or nocturnal surface inversions form within the pit, episodes of atmospheric stagnation can occur with resultant accumulation of dust, diesel exhaust fumes, and sulphur dioxide evolved from spontaneous combustion of pyritic shale. Nocturnal surface inversions were recorded outside the mine on more than two-thirds of nights. Inside the pit, inversions were much less frequent - occurring on roughly 20% of nights when they were observed outside - and much weaker - the maximum temperature difference being 5 C¦ over 210 m inside the pit compared with 15 C¦ over 150 m outside.

The basic principles of mineral valuation were recognised and propounded at the beginning of this century and have remained virtually unchanged since then. Valuation is seen as a two part process commencing with a technical examination of the mineral property followed by a manipulation of the results of the technical examination in order to determine the monetary value of the project. A thorough and competent technical examination was seen then and remains now as the essential but not sufficient foundation for reliable valuation. All authors stressed the need to maintain the integrity of the data base and to ensure adequate coverage of all relevant aspects. The monetary valuation process through most of the first half of this century was mainly based on the Hoskold two rate method, derived from the formulae for valuing annuities but modified to provide explicitly for recovery of capital. Though the basic principles of valuation have not changed significantly, the means of implementing the components of the technical examination, the styles of deposits being evaluated and the mechanisms of monetary valuation have changed dramatically. Australia contains a variety of iron ores, differing in grade, chemistry, size distribution and genesis. While a proportion of this ore is used world-wide as blast furnace lump, much of the material mined is high grade fines, requiring agglomeration (usually sintering) before blast furnace reduction. Sintering studies initially concentrated on the production of ferrous material of high iron content, coarse size and sufficient cold strength. In recent years research involving pilot plant sintering, precise test procedures and mineralogical analyses has focussed on the additional sinter properties of hot strength and reducibility. Aspects of mineralogical studies applied to iron ore sintering are described.

Magmatic-related low sulfidation hydrothermal ore systems at plate margins exhibit distinct spatial and temporal zonations which can be used to aid mineral exploration and development. Low sulphidation systems at all crustal levels exhibit the same paragenetic sequence of events: early breccia formation, followed by quartz - secondary feldspar sericite/illite veining, then mineralisation, and final argillic overprint. This sequence of events is interpreted to reflect the initial emplacement of melts at high crustal levels, and the progressive cooling of that melt and release of magmatic constituents into a circulating hydrothermal system.   Low sulphidation systems in the south-west Pacific region exhibit a vertical zonation in deposit types: from porphyry copper-gold at deep levels, quartz-sulfide-gold at mesothermal to deep epithermal levels, carbonate-base metal gold at mainly epithermal levels, and epithermal quartz silver-gold at shallow levels. It is interpreted that the characteristics of each of these styles of deposits is produced by mixing with circulating waters of different physio-chemical compositions.

The purpose of this paper is to explain the basic structure of how minerals are marketed, whilst highlighting the essential factors that mine management needs to be confident are incorporated into a mineÆs marketing strategy. The traditional mine management approach to marketing has been to defer its scrutiny to the marketing manager and take a largely passive role. It is this paperÆs assertion that mine management needs to become more proactive and provide greater strategic input into the marketing process. Irrespective of what mineral your mine produces, the key marketing principles remain constant and need to be understood and managed to extract the full benefit on behalf of the mining asset. From a mine management perspective, success is ultimately linked to understanding these marketing principles and ensuring that they are effectively addressed by your mineÆs marketing strategy. This paper will unashamedly attempt to simplify marketing by explaining how the basic fundamentals of supply and demand set market direction, the importance of a comprehensive marketing strategy, the importance of customer relationships and how contracts and prices are typically negotiated. This paper will use examples from the metallurgical coal (met coal) industry to highlight these points. The paper will also provide a template for developing the critical mine interaction that needs to exist between the marketing department and management to develop a æwhole of mineÆ approach to marketing. It is this core group that will be strategically responsible for delivering the commitments your mine has made to your customers. For mine management not to be actively involved in this process puts at æriskÆ the hard won production and cost efficiencies achieved at your mine and ignores the opportunity to maximise your current and future revenue streams. And whilst this paper recognises that is arguably unreasonable for mine management to become æmarketing expertsÆ, it also argues that it is unreasonable for a mine management to divorce themselves from the process.

In an attempt to increase underground productivity Coal and Allied has introduced a continuous haulage unit into it's Moonee colliery. A second unit is planned for Nallarah colliery in the near future. Both systems will be roof mounted or monorail type and manufactured by Joy Manufacturing Pty Ltd. The introduction of these machines is seen as a logical step in improving the efficiency of mining with continuous miners. This could be in conjunction with longwall mining in the rapid development of gate roads or, as in the case with these machines, as conventional development and extraction units. The advantages of the continuous haulage system are; Relatively low cost. 2 Ability to obtain high productivity in irregular or disturbed coal reserves not suitable for longwall mining. 3 Increased worker safety with the elimination of shuttle cars and the majority of trailing cables. 4 Increased productivity independent of soft or difficult floor conditions. At the time of writing the Moonee installation is 6 months old. The Nallarah machine is due for delivery March 1988.
