CERTAIN ideas on iron and steel sanctions to follow originated in a series of conferences held under the joint auspices of the War Department and Brookings Institute in Washington last spring. The views presented may be regarded as those of substantial segments of the steel industry. In view of the fact that steelmaking capacity can be so quickly converted to the production of armament, any effective control must necessarily include the entire steel industry and not solely the parts devoted to the production of implements of war. It must also be exercised all the way from production and shipment of raw materials through their ultimate conversion into finished products and use. Control will be dis- cussed under two main headings: (I) control of raw materials at the source; (2) control of steel capacity within the Axis countries.

THE activity of the principal oil fields of Rumania followed the same course as in 1939. It was marked by (1) collaboration between the various companies, particularly in exploiting oil at great depths with a view to rationalizing the exploitation and decreasing the difficulties inherent in very deep drilling; and (2) economy in the exploitation of the older pools in reducing to a minimum the cost of the extraction and working over of wells by the concentration of productive wells in groups. The pooling arrangement continued at Tintea as a measure of conservation, and exploitation of the unitized region went forward on the basis of the norms established in 1939. The same methods were applied in the fields of Liesti, Ceptura and Boldesti. The petroleum industry had some difficulty in providing the necessary material and the hands for work. Importation of material and machines from the United States was virtually stopped. Substitutes were provided from Germany but particularly useful were certain dispositions made by the local metallurgical industry. Despite the higher cost of the production of local material and machines, they were superior to the German product, the difference in quality justifying the higher price charged as the materials were found to be particularly adapted for the purposes of the petroleum industry. The cost of production was still further raised by the work that was imposed for national defense. The rise in costs per meter drilled was 50 per cent over those of 1939. According to bimonthly tables furnished by the Moniteur du Petrole Roumain, the deepest well completed in 1940 was an exploratory well, No. 201 of the Concordia company, drilled at Tintea and suspended at 3338 meters. This depth was reached toward the close of 1939 and the well was not deepened in 1940 became of large deviation from the vertical. The record for productive wells had been held by No. 429 at Tintea, drilled by Unirea to a depth of 3200 m., and in 1938 well No. 317 Cocorasti-Mislea, of the Colombia company, but these records were passed in 1940 by well No. 613 Liliesti of the Con-cordia company, which reached a depth of 3294 m. and had an initial production of 10 tons per day. In 1940, the same number of wells, II, had been drilled to a depth of over 3000 m. as in 1939. Five of these wells are at Tintea and six at Liliesti. THERE are two conditions generally prevailing upon the earth-those within atmospheric influence, tending towards oxidation, and those away from atmospheric influence, tending towards reduction. Practically all mineral substances from mines of any depth are in a reducing condition. Since the cyanide process, in order to dissolve silver or gold, requires that the prevailing conditions under which it operates shall be oxidizing, and the materials usually acted upon being of a reducing character, it becomes necessary to supply oxygen to the solution carrying the cyanide. This oxygen is usually supplied through the medium of dissolved air in the solution, or through the medium of various chemical compounds, which upon combining with the solution or the ore give off a part of their oxygen. Strange as it may seem, practically all mineral substances are partly soluble in water, especially water carrying alkali or cyanide. The greater the surface exposed and the finer the material is ground, the greater will be the rate of dissolving of the reducing agents from the ore into the cyanide solution. In most cases, if the solution carrying the ore particles is agitated with air, the air will dissolve into the solution faster than will the reducing-agents; but in some cases the reducing-agents will dissolve more rapidly on account of easy solubility or greater surface exposed. It is a dissolving race between the oxygen from the air and the reducing-agents from the ore, and if the reducing-agents predominate, cyanide will not dissolve the gold from the ore. In many cases it will dissolve some of the gold, because in a mass of irregular shape some of the gold particles might be exposed upon the outside surface of a particle of rock;' but if the solution had to penetrate through cracks, the side-walls of which were lined with reducing-agent-

A method is described by whichX-ray pole figures and axis density figures may be plotted automatically. The X-ray data are obtained using a Siemens texture gonionleter and the Schulz reflection method. Composite sampling methods are used to obtain a full quadrant of the pole figure. The contour lines of the pole figure and axis density figures are drawn using a computer-controlled x-y plotter. The computer program used to draw the contours was obtained from ZBM. POLE figures used to describe crystallographic orientations of poly crystalline sheet materials are usually plotted manually from X-ray diffraction output in the form of a strip chart recording of the intensity distribution of a given crystallographic pole in physical space. Today's computers and associated plotting equipment now make it possible to plot pole figures and axis density figures automatically. Inverse pole figures have been determined by mathematically "inverting" X-ray pole figure data.'-' In general, these methods require complicated, time-consuming numerical calculations. A more economical but less accurate method is to determine the axis densities of low-index crystallographic poles using an X-ray diffractometer. When these axis densities are plotted in a unit stereographic triangle contour lines can be drawn to represent the axis density distribution. This can now be done automatically. Computers were used to plot pole figures by a method developed by Holland, Engler, and powers.' In their method intensity ratios based on a random standard sample were obtained from a strip chart recording, and the stereographic (x, y) coordinates of these ratios were determined by a computer. Symbols characteristic of different intensity ratio levels were then plotted using an automatic x, y plotter and intensity contours were drawn manually. The present paper describes a method by which pole figures and axis density figures have been automatically plotted from digital data obtained from a Siemens X-ray unit. Plotting was accomplished using an IBM 1620 computer and a Calcomp 563 digital plotter. COMPUTER PROGRAM The computer program was obtained from IBM Systems Reference Library, No. 1620-CS-05X, and was designed to plot contour maps from randomly distributed data. It consists of a set of twelve separate subprograms, four of which were used in this work. The program takes a given distribution of data points and by a numerical method determines the values at mesh points of a square grid system superimposed over the input data. The output data from this program is in a form suitable for input to the contour plotting program. A smoothing program is also available which calculates new mesh point values from a continuous function fitted to neighboring mesh points. The degree of smoothing depends on the number of points around a given grid point which are used to adjust or smooth the grid value. The contour plotting program is designed to allow the user to specify the interval, scale, and annotation of the contours to be plotted. EXPERIMENTAL PROCEDURE Pole Figure Data Points. BASED on theories of ullins," the mechanisms of grain-boundary grooving have been determined for low-melting metals such as copper in an inert atmospheres or in liquid lead.4 The purpose of this investigation was to study grain-boundary grooving in the refractory Group VI-A metals, chromium, molybdenum, and tungsten, and the bcc solid-solution alloys, r-35e, 0-33e,= and -25e,' at 0.6 to 0.9 of included to see whether Mullins' theories were applicable to them as well. EXPERIMENTAL WORK The materials chromium, molybdenum, tungsten, Cr-35Re, Mo-33Re, and W-25Re were in the form of 0.050-cm-thick sheet assaying 99.98 pct or better. The nominal carbon level was generally 30 ppm. The oxygen + nitrogen + hydrogen content was -50 ppm. Mo-33Re and W-25Re were prepared by powder-metallurgy methods and supplied by Chase Brass and Copper Co. The remaining materials were arc-cast. Chromium and Cr-35Re were prepared at Battelle by arc melting, extruding, swaging, and rolling. Mo-0.003C was supplied by Climax Molybdenum Co., and Mo-0.02C and tungsten by Universal Cyclops Corp. As a source of liquid metals, tin and silver granules assaying 99.98 pct were used. Spectrographic analyses indicated the presence of -100 ppm each of iron and silicon. Vacuum melting reduced the combined gas content to c5 ppm (2.60,, 0.9N2, 0.4H2 in tin and l.602, 0.7N2, and c0.04H2 in silver). Specimens were prepared for grain-boundary grooving. Coupons 0.5 by 1.5 cm with a small hole in one end, or substrates 1.5 by 1.5 cm, were cut from sheet. The specimens were annealed in containers of the same material to provide a vapor-solid equilibrium as well as to protect them from gaseous impurities. Outgassing was done at 2 x 10"5 mm for 15 to 30 min at 1150°C for chromium and Cr-35Re, 1750°C for molybdenum and Mo-33Re, and 2600°C for tungsten and W-25Re. Then recrystallization to a stable grain size of about 0.5 mm was accomplished by annealing at least 1 hr at 1600°C for chromium, 1800°C for Cr-35Re, 2350°C for molybdenum, and 2300°C for Mo-33Re in a rhenium-element resistance furnace under 1 atm of static argon or helium. McDuffie county, once a part of Columbia county, lies in the eastern part of central Georgia, about 20 miles west of the Savannah river, and bounded on the northtwest by Little river. Wrightsboro, now almost forgotten, was one of the principal towns of Georgia before the Revolutionary war, and much of the land hereafter described as belonging to one of the principal gold-bearing sections of the South had been taken up by the early agricultural settlers, and was already under cultivation. Indeed, some of the present mining companies can trace their chain of title back to the original grant of King George III., made in 1771. The first discovery of gold in Georgia, however, was not made until 1823, when two English miners, who had emigrated to this country and were traveling as peddlers through this section, discovered quartz, rich in gold, on what is now known as " the 40-acre lot," and owned by the Columbia Mining Go. These men had no money to buy the lands, and not being able to stake off a claim and begin work, as is the custom in other places, they were forced to seek the aid of the native farmers. In this we are told that they were for a long time unsuccessful; the farmers and land-owners not knowing or caring anything about gold mining. In 1826, Jeremiah Griffin, a wealthy farmer, became interested with them, and they did some prospecting and located several rich veins. Mr. Griffin soon became enthusiastic, and bought about three thousand acres of supposed gold-lands, lying along Little river.. This purchase was unfortunate for the mining industry, as it effectually shut out all other prospectors, and confined entirely to Mr. Griffin and his associates the mining development of the whole region. The district in which these veins are found is characterized as a rolling country, with low rounded hills of syenitic granite, overlain on the flanks of the hills by Silurian limestones, which lie in nearly horizontal beds, and in some places are so fine in texture as to afford lithographic stone of a fair quality. The gold-bearing veins run north and south through this belt of syenitic granite, and are quartz-filled true fissures, with micaceous or talcoid slates forming the walfs of and horses in the veins. Electricity must be safeguarded everywhere that it is used. The conditions that exist underground make the use of safeguards more essential there than almost anywhere else. Electric Shock Electric shock is the greatest danger in connection with the use of electricity in mines, because conditions existing underground are so favorable to its occurrence. Men are often obliged to work in more or less uncertain light near bare wires that are carrying dangerous potentials. The fact that the men are standing on the earth practically connects them to one terminal of the electric generator. The moat dangerous piece of electrical equipment underground is the trolley wire. It is necessarily bare and extends for long distances throughout a mine, often less than a man's height from the track rail. Sometimes the making up of trips of cars must be done near low-hanging trolley wires. All 'bare wires offer the same danger that troIley wires do, although not to the same extent. Apparatus that has accidentally come in contact with the ungrounded side of an electric circuit is almost as dangerous as the trolley wire. A severe and even fatal shock may be obtained by coming in contact with the frame of a motor or a switch box that has become charged with electricity, or "alive," as it is usually termed. It is also possible to obtain . shocks from the frames of locomotives and cars if track sanding, poor bonding or a similar cause has put a high resistance to earth in the path of the current. Fires Caused by Electricity The danger from fires caused by electricity arises principally from defective installation and careless upkeep or from injuries to equipment resulting from falls of roof or similar causes. Fires may be started by unrelieved short cifiuits, or grounds, by the blowing of open fuses, and by the overheating of resistances. These furnaces are of the ordinary Siemens type, and present no special peculiarities of construction. The bed of each is 8 feet by 20 feet clear inside of the walls and ports. The producers are placed at a distance of about 200 feet from the furnaces, and the gas is collected in an iron tube and led across the yard overhead. It then drops underground into the gas flue, and is distributed to the furnaces. A considerable weight of floor-plates over the valve-pits is included in account 39, but none of the general stock of floor-plates for the mill were charged to the furnaces. In Table No. 1 is shown the money cost of the furnaces as distributed to the several accounts named. In Table 2 is shown the proportion of each account due to each of the several items or classes of expenditure named.. It is thus rendered possible, almost at a glance, to determine the money value in this particular case of each of the items named. The regular work of three of these furnaces in heating steel blooms for the months of January and February, 1877, was 77 rounds per week of 60 blooms each, or 4620 30-foot rails per week. Each furnace will heat 8 14-inch ingots, for three rails each, at one time.

When I presented at the Chicago Meeting of the Institute, in May, 1884, a paper on Hadfield's manganese steel,* which had about that time been brought to the notice of steel manufacturers, I promised to furnish some physical tests of the steel for publication in the Transactions. The fulfilment of the promise then made has been delayed by various circumstances; but I have recently been put in possession of tests of this steel carefully made at the Woolwich, England, arsenal. Messrs. Hadfield & Co. prepared for the arsenal a series of twelve test-pieces, made from the same heat. THIS paper deals with recent geologic studies in the slate belt of Northampton, Lehigh and Berks counties, Pennsylvania. The work was conducted under the auspices of the Pennsylvania Topographic and Geologic Survey. Three years have now been spent in detailed consideration of the economic geology of this region. In the field, particular attention was paid to the bearing of geology on quarry development and property valuation and the object of this paper is to summarize the results from that viewpoint. Excellent studies of a somewhat similar nature have already been carried out by Bowles,1 but with the emphasis upon the details of quarrying and fabricating methods, rather than upon the geologic relations. THE NORTHAMPTON-LEHIGH-BERKS DISTRICT Location The region here discussed lies in east-central Pennsylvania and extends southwestward from Delaware River, on the New Jersey line, to the Schuylkill in north-central Berks County. It is an elongated belt occupying the northern sections of the three counties mentioned and lying along the southern edge of Blue Mountain. Its length is about 50 miles and its average width five or six, though in places it attains a maximum of 10 miles.

A dozen years or so ago, the general superintendent of our company, now the president, Mr. W. H. Clingerman, asked me to study the coal-washing problem. This work brought me into contact with the best washery men of the country. I investigated many kinds of coal-cleaning schemes, made numerous tests, and collected voluminous data, yet I confess frankly that I have had little practical washery experience and that little has been at the Middlefork washery of the United States Fuel Co. at Benton, Franklin Co., Ill., which was put in operation last fall. While this washery installation may not be the "last word," I am quite sure it embodies some long steps in advance of the older designs and constructions. From the washery man's standpoint, the removal of pyrites or marcasite, a disulfide of iron, is the one vital problem, and the one productive of the most beneficial results, so far as elimination of sulfur is concerned. Sulfates and so-called organic sulfur occupy quite a sec-. ondary position and are generally lost sight of in coal washing. The elimination of sulfur in coal in the past has usually been accomplished by jigging in water, but lately concentrating tables have been successfully employed. The flotation process has been applied to fine coal, but is hardly considered practicable. Coal washing is rapidly coming into its own, due to the depletion of low-sulfur coals for coking purposes, and we predict that soon the same careful attention will be given to the design and construction of coal washeries that is now being given to byproduct plants and other allied industries. Heretofore, coal washing has been considered only an incidental and necessary evil instead of the big problem it is—one worthy of the most careful study by men well trained along technical lines and capable of delving into the fundamental principles. Preparation oF Coal It is usually necessary to crush the mine-run coal before sending it to the jigs, the degree of crushing depending on the occurrence of the sulfur and other impurities in the coal and the type of jig over which it is to be sent. he authors suggest that a number of the types of yield phenomena which have been observed in high-purity fcc metals are due to dislocation interactions bccurring at the surface of the crystals rather than due to volume effects. Since rather different inter-pretationS2,7,12,14,15,21-23 of these effects have been suggested, it is of some importance to ascertain the role of the surface in these yield phenomena. It should be first noted that the high-purity fcc metals appear to exhibit several distinct types of yield phenomena. The "unloading yield point" which is observed on reloading the specimen after removing the applied load has been found to be independent of the time of holding in the unloaded condition. If however the specimen is aged while under load and re-tested without removing the load, a yield point is observed which does depend on the aging time and tem-perature. Feng and Kramer suggest that the removal of the unloading yield point on removing sufficient material from the surface of the specimen indicates that the effect is associated with dislocation interactions at the specimen surface. Their observations are counter to those of Haasen and Kelly5 and Birnbaum.12 Since the unloading yield points are extremely small (-2 pct of the flow stress) the results of the surface removal will depend on whether the material is removed uniformly over the gage length. The introduction of small etch pits or the removal of more material from one portion of the specimen than from another will result in preferential yielding and obliteration of the yield point. With the normal electropolishing techniques it would be difficult to avoid these effects. The data obtained by Aaron and Birnbaum, Fig. 10, on aluminum polycrystalline specimens indicate that, although the unloading yield point and the strain-aging yield point are not simply additive, a time- and temperature-dependent yield point is observed under conditions where no creep is observed. This does not agree with the results of Feng and Kramer but does agree with the results on copper15 and gold.7~23 The source of the discrepancy may be the procedure used by Feng and Kramer to correct their time-dependent yield points for the effect of creep. Plant nutrients are obtained by plants from both the air and the soil. Carbon dioxide, a gaseous form of carbon and oxygen, supplies the carbon which usually makes up 50% or more of plant structure. Plants are capable of absorbing carbon dioxide directly from the air. Most of this nutrient comes from the air, although some carbon dioxide is absorbed by soil water and taken into the plant as liquid. Growing plants use more water than any other substance. Plant nutrients in the soil dissolve in soil water; soil water entering the plant carries nutrients into the plant structure. Water is then given off into the air as the plant breathes or transpires. The inorganic or mineral portion of the nutrients which plants require comes from the soil. Inorganic or mineral composition of plants is usually less than 5% of their weight, and this mineral requirement, usually lacking in the soil, must be provided by fertilizers. Proper fertilization of a soil to improve its mineral level and productivity is the basis for the fertilizer industry (Thomas, 1960). There are 13 essential plant nutrients which often must be added to soils or plants and are generally considered as fertilizer minerals. These nutrients are divided into the categories: primary minerals (nitrogen, phosphorus, potassium); secondary minerals (calcium, magnesium, sulfur); and micro or trace minerals (boron, iron, manganese, copper, zinc, molybdenum, chlorine). Further, cobalt is often added to fertilizers. Although it is not considered to be an essential plant nutrient, it is essential to animal health and is often applied to forages as a fertilizer constituent. One point of major significance to the fertilizer industry is that not all nutrient carriers supply that nutrient in a chemical form which will be available to the plant. Thus, a product which may be considered a fertilizer mineral may require substantial processing or treatment before it becomes useful as a nutrient carrier. Fertilizer Industry Scope Until about 1900 demands for higher crop yields were met simply by bringing new agricultural lands into cultivation. Since that time great progress has been made in increasing yields through fertilization and improved varieties and cultural practices. The importance of the fertilizer industry to the economy and welfare of the U.S. is widely recognized. [Fig. 1] illustrates the relationship of lime and fertilizers to crop yields. In terms of tons of fertilizer products, the growth of the industry has been phenomenal, particularly between 1950 and 1970. Table 1 shows the increase in fertilizer usage. Primary Plant Nutrients in Fertilizers Primary minerals (nitrogen, phosphorus, potassium) are designated as such because of their significance to plant growth. Practically all soils are deficient in both nitrogen and phosphorus, and most of them are also deficient in potassium. Consequently, these nutrients

It is common to blame irregular assay results upon volatilization and much has been written upon the subject, but there is no real evidence that, in a properly conducted assay, the loss of either gold or silver by volatilization is sufficient to affect appreciably the result, even when arsenic or antimony may be present. Bulk assays of flue dust from assay muffles have been published, but the data given are totally insufficient to even approximate the volatilization from a single assay; and such figures as we have indicate the volatilization to be extremely small. Diligent search in the literature and wide inquiry among assayers and instructors have failed to produce a single case where the litharge volatilized in making an assay has been collected and assayed for gold and silver. Having attempted to do this, with most indifferent success, I am not surprised that this has not been done. While various textbooks give volatilization as a cause of loss in cupella-tion, it may safely be said that in the rare cases where this volatilization is sufficient to affect appreciably the result it is due to excessive temperature. Percy' says "The loss of silver by volatilization during cupellation is very slight (unless the temperature has been much too high), and may be disregarded." This statement is repeated by the Beringers2 and Smith,3 who includes gold with silver. Mitchell4 says the litharge fume rarely contains over one ten-thousandth of silver. Campredon5 ays that at a proper temperature no silver is lost by volatilization. Primarily, excessive temperature may be due to too high general temperature in the muffle; but it may often be due to temperature localized within the bead by oxidation of the metals and this may be influenced by other causes than the general temperature. RiteR, Salt Lake City, Utah.—We have every reason to believe that oil flotation will soon come into general use as a final guard against slime losses in concentrating mills, not only in the case of zinc ores, but also in the case of other semi-precious ores. It also promises much as a primary process for the concentration of minerals that are not adapted to gravity methods. Moreover, modifications of the process involving selective or preferential flotation are gradually becoming understood, and will make it possible to eliminate pyrite and other minerals occurring as undesirable impurities in zinc concentrates. And what perhaps is of equal importance, further modifications promise an effective method of separating zinc blende from ores that are chiefly valuable for copper, lead, and precious metals, thereby making an asset out of zinc which has heretofore been a liability. The tendency of certain pulverized minerals to float on water, especially after having been in contact with grease, has been known to mill-men for a long time, and was formerly something to be deplored and to be striven against. All at once, this tendency has become a saving grace; and now, like tardy converts to a new faith, we are zealous advocates of something we once despised. I was once employed at a mine in the Tintic mining district of Utah— the old Eureka Hill property—where ores that were too low in value to warrant being sent to copper or lead smelters were treated in a combination mill. The ores contained gold, silver, lead, copper, zinc, manganese, arsenic, etc., in varying quantities and in varying mineral forms, mingled in a quartz and calcite gangue. The material was stamped fine and then concentrated on Frue vanners so as to make a smelting concentrate, after which the tailings were thickened and treated in amalgamating pans for the recovery of non-concentratable precious metals. In the amalgamating pans, under the influence of heat and agitation, a dark greasy froth or scum sometimes formed on the surface of the ore mixture. This froth or scum was composed mainly of mineral sulphides, and its occurrence might have meant only casual losses in the previous concentration, except that the phenomenon was accompanied by faulty amalgamation of the precious metals and by excessive losses in the mill tailings. Grease and oil, present by accident, were the cause of the trouble. Whether the intense vibration in the mill, due to the pounding of the heavy stamps, had caused small particles of grease to be shaken loose
