This report, authorized by a subcontract with the Crouse-Hinds Company per Section 1.1.3b of Contract Number H0220065 Amendment Number Six, and the consent of the Contracting Officer, documents the results of an investigation to develop solid state ballasts for Lucalox high pressure sodium lamps. The ballasts were to be used in the modified and new portable and machine-mounted lighting systems designed by the Crouse-Hinds Company, per Tasks I through IV of Contract No. H0220065.

The performance of the world economy improved significantly in 1984. Real world output!/ grew 4.3% (compared with 2.6% in 19831, the highest since the 4.4% increase recorded in 1978 (table 1). The output of industrial nations rose 4.9%, while that of the developing nations rose 3.7%. The United States and Japan had the largest increases in output of the major industrial nations, with respective increases of 6.8% and 5.8% (table 2). The components of real output with the most significant growth in the industrial countries were gross fixed investment (9.2%), consumer expenditure (3.1%), and public consumption (2.5%) (table 1). Industrial output, as measured by industrial production indices, has returned to about the 1980 level for most of the major industrial nations (table 2). Exceptions to this were industrial production in Japan and the United States; Japan's industrial production rose steadily throughout the 5-yr period and is now more than 16% above the 1980 level, and the industrial production index for the United States reached 11 1.2 (1980=100.0). Real total domestic demand grew at 8.7% in the United States, more than double the rate of Japan, which, at 4.0%, had the second-largest growth. Average demand for all industrial countries was up 5.1%. During 1984 the U.S. dollar showed great strength on international markets, contributing to large current-dollar negative net exports of goods and services and even larger negative net exports of the merchandise sector. While growing U.S. imports helped spread the benefits of the recovery, they also led to a widening of current account imbalances and growing trade tensions throughout the world.3/, 4/

This report deals with information regarding a new Medium Frequency (MF) Wireless Communication System for underground mines. This new telecommunication system works on low loss electromagnetic wave propagation modes which allow it to provide quality radio communications almost anywhere in a mine. Tests show the MF system can provide improved safety and managerial control, increased productivity, better organizational team-work and reduced maintenance cost; furthermore, MF's unique design allows for easy installation at a minimum cost. This paper covers the following: 1) MF design plan, 2) Overview of mine radio communications systems, 3) Preparations needed for designing an MF system, 4) MF equipment, 5) MF installation, 6) MF design considerations, 7) MF design specifications, and 8) Recommendations dealing with MF system. Experiments in four mines are illustrated to demonstrate the success and viability of the MF system. The mines range from small (500 tons/day) to large (67,000 tons/day) capacity and represent several different mining methods. The MF Wireless Communication System represents an advancement in mining communication and the groundwork for other advanced mine systems.

Research personnel from the Bureau of Mines, representatives of the Mining Enforcement and Safety Administration (MESA), and members of the mining industry met with other Government and Industry representatives at three seminars held in Pittsburgh, Pa., November 4, 1975; St. Louis, Mo., November 6, 1975; and Denver, Colo., November L1, 1975, to discuss the results of Bureau-sponsored research on coal mine illumination. The program, aimed at developing suitable illumination systems fur the working; places of underground coal mines, covered hardware development and field evaluation and the status of proposed MESA standards and proposed MESA enforcement procedures. These proceedings contain the opening remarks to the seminars and eight technical presentations an various aspects of coal mine illumination.

"In February 2018, drawn in part by the states’ proud mining heritage, SME took its Annual Conference & Expo to Minneapolis, MN for the first time. More than 5,000 people and 554 exhibitors converged on the Minneapolis Convention Center for three days of networking, exhibiting and technical sessions.The state’s mining legacy, one that continues today, is fueled in large part by its vast iron ore resources in the northern part of the state. The historical significance of the mines in the Mesabi Range, otherwise known as the Iron Range north of Lake Superior, cannot be understated. “Mining is a way of life here,” said U.S. Congressman Rick Nolan of Minnesota’s 8th Congressional District. A native of the Iron Range, the three-term U.S. congressman was one of the featured speakers of the opening keynote session. “We like to think we contribute enormously to the well-being of this country and the world. We were the source of the iron ore and steel that helped win two world wars. And we like to think that we are part of the progress that has taken place in the United States ever since.” Nolan kicked off the keynote sessionthat focused on innovation and its part in the mining industry. The session included Rene Aquilar, vice president of corporate affairs and sustainability, Antofagasta Minerals Group; Bob Anderson, vice president for research and development, 3M; Rolf Weberg, executive director, Natural Resources Research Institute, University of Minnesota-Duluth and Christopher Beck, executive vice president and president, Nalco Water. The panel session looked at U.S. and global minerals production, and the importance of the United States to maintain a major role in the minerals industry, both as a producer and as a technology leader. The panel also touched on the global mining industry and the issues that impact mining around the world. Sustainability, the use of water in mining and earning a social license to operate were among the topics discussed by the panel.Speaking of the importance of mining, Nolan conceded that talking about the benefits of mining to the crowded auditorium at the SME conference might be akin to a preacher speaking to the choir, but, following the adage that all politics are local, he continued to illustrate his point by emphasizing the importance of mining to the Great Lakes.“A study by Homeland Security concluded that 13 percent of the nation’s GDP comes out of Lake Superior through the locks at Sault Ste. Marie and most of that is iron ore,” said Nolan. “That study found that, if those locks fail, it would create a national depression. It would put millions of people out of work. That ore and those minerals supply the steel mills, the auto industry, the heavy industrials. They are the heart of our economy. The study concluded that if the states that make up the Great Lakes were a nation, it would be the fourth largest economy in the world.”"

Production scheduling optimisation in open pit gold mining is a complex problem as it is driven by economic criteria reflecting particular economic interests of the concerned parties in the mining business. The contemporary organisational forms of mining, such as owner-operator and contract mining, are a good example of this relationship. These forms are complex and contradictory by nature as the contractor aims to get more waste at the beginning of mine exploitation in order to make more profit with favourable discounting effect over time, while the owner-operator aims to mine less waste at the beginning, which is a precondition for implementation of the mine planning principle of waste deferment and maximising the net present value (NPV) by accounting for the time value of money. Both forms are vital for the successful performance of the Australian mining industry as their competition is a powerful driving force of the market-oriented national economy.The present paper offers a new vision about the economic effectiveness of contract and owner-operator forms in surface gold mining through the prism of a novel production scheduling approach with a multistage stabilisation of the mining rate that implements the mine-to-market concept of modelling. The comparison of the forms is demonstrated with a case study that reveals the specific features of the new scheduling approach and the benefits of its implementation in the exploitation of Australian gold resources.CITATION:Halatchev, R, 2013. As set forth in the decision of the Trail Smelter Arbitral Tribunal, dated April 16, 1938 This Tribunal is constituted under and its powers are derived from and limited by the convention between the United States of America and the Dominion of Canada signed at Ottawa, April 15, 1935, duly ratified by the two parties and ratification exchanged at Ottawa, August 3, 1935 (hereinafter termed "the Convention") . . . The duty imposed upon the Tribunal by the Convention was to "finally decide" the following questions: (1) Whether damage caused by the Trail Smelter in the State of Washington has occurred since the first day of January 1932, and, if so, what indemnity should be paid therefor? (2) In the event of the answer to the first part of the preceding Question being in the affirmative, whether the Trail Smelter should be required to refrain from causing damage in the State of Washington in the future and, if so, to what extent? (3) In the light of the answer to the preceding Question, what measures or regime, if any, should be adopted or maintained by the Trail Smelter? (4) What indemnity or compensation, if any, should be paid on account of any decision or decisions rendered by the Tribunal pursuant to the next two preceding Questions? In this decision reported to the Government of the United States of America and to the Government of the Dominion of Canada, the Tribunal answered the first question in its entirety and reserved decision on the other three questions in accordance with the following extract from their decision

Although not immune from the problems affecting the U.S. economy generally, the mineral industry in 1991 contributed nearly $300 billion in the value of processed materials of mineral origin. Supporting this contribution, the Bureau of Mines continued the research and analytical programs highlighted in this annual review. Featured in 1991 were such relatively new programs as minewide monitoring applications in ground control and advances in processing of ceramics and composites, along with more traditional research into health, safety, and mining technology, minerals and materials science, and environmental technology. Under Bureau sponsorship, a National Minerals Policy Forum brought together some 200 executives from industry and Government concerned with minerals policy to begin a dialogue on developipng a policy statement on current minerals issues. A major feature of the forum was the keynote address by Secretary of the Interior Manuel Lujan, Jr.

This report describes a field-test program to determine the effectiveness of a polymeric wall sealant to reduce the excape of naturally occurring radio-active gas radon from the walls of an underground uranium mine into the ventilation air. A 75-foot-long, dead-end drift with a surface area of about 6,000 ft2 was used as the test site in which the average natural radon flux from the normally dry rock was 16 fCi/cm2-s. The effect on radon emanation of wetting the walls with water to a depth of 3 inches was tested, after which the rock was completely covered with a coating of dry-mix concrete to provide a base for the sealant, an acrylic latex. Sealant was applied in two coats to about 0.25 mm thick. An overall reduction of average radon flux of about 75 pct was achieved. Radon production and other environmental values were measured continuously and automatically by a Bureau of Mines data acquisition system. A commercial microcomputer was programed to convert raw data to engineering units and to perform other useful operations while recording all data on magnetic diskettes. Direct measurements of radon flux from the rock surface were made by a charcoal adsorption technique.

This report presents the findings of an investigation into the characteristics of a number of techniques for cleaning ambient air with special emphasis on their applicability to the removal of the short-lived radioactive decay products of 222-radon, the so-called " radon daughters" that have been identified with the induction of lung cancer in underground uranium miners. The purpose of the study was to review the requirements for control of radon daughter concentrations in mine air, and to examine all techniques whose feasibility has been demonstrated in principle and which in our judgment would be capable of meeting those requirements. The study has included a review of all pertinent literature, both technical and proprietary, on the subject of the control of miner exposure to the radon daughters and in the area of potentially applicable air cleaning technology. Information about the nature of the problem and about the experience of the uranium mining industry in applying air cleaning methods to its solution was obtained by visiting mines where such methods are in use, and by written correspondence and telephone conversations with other industry sources. Information on performance characteristics and costs of applicable air cleaning methods and equipment was obtained from the experience of our own engineering staff and by visits, interviews, and correspondence with manufacturers of industrial air cleaning equipment.

This paper discusses small-scale lade gold mining and milling. It is abstracted from a bulletin being prepared by the United States Bureau of Mines entitled "Equipping, Developing, and Operating Small Gold Mines." Gold is widely distributed in the mountainous regions of the United States; relatively few deposits, however, can be profitably worked on a large scale. Because of the high intrinsic value of gold, ores containing this metal may be very rich; hence it is possible to mine profitably smaller bodies of gold ore than of the more common metals.

This paper is the second of a series of three on placer mining in the western United States. The first paper4 discusses the history of placer mining in the Western States and the production of placer gold, geology of placer deposits, location of placer claims on public lands, sampling and estimation of gold placers, and classification of placer-mining methods, together with hand-shoveling and ground-sluicing. This paper deals with hydraulicking, sluice boxes and riffles, recovery of gold and platinum from placer concentrates, treatment of amalgam, and marketing of placer gold. The discussion of sluice boxes and subsequent subjects in this paper applies to all forms of placer mining. The third paper deals with dredging and other forms of mechanical handling of placer gravels, and drift mining.

"INTRODUCTION Considerable interest has been shown in the prospective use of Diesel-powered haulage equipment in both coal and non-coal mines. Foreign technical magazines have devoted considerable space to discussions of the use of Diesel locomotives in European mines and some mention of it has been made in technical papers in the United States. The Bureau of Mines has extensively tested the gases produced in the exhaust of the Diesel engine under various atmospheres and conditions of use; it has established a schedule of tests for permissibility of Diesel engines for use in underground coal mines, including, gassy or dusty mines.This publication provides information as to the successful use of Diesel-powered equipment underground workings in the United States and Europe, briefly discusses the characteristics of some of the toxic gases found in the exhaust of Diesel engines, and points out that Diesel-powered equipment can be used with reasonable safety in underground minus if necessary and entirely feasible precautions are taken."

"The present and possible future commercial production of potash from various sources in the United Status is discussed below under the following heads:1. Potash from the saline lakes.(a) Nebraska lakes.(b) California lakes.(c) Other lakes.2. Potash as by-product from the cement kilns.3. Potash as by-product from the iron blast furnace.4. Potash from silicate rocks.(a) Feldspathic material.(b) Leucite rocks of Wyoming..(c) Sericite slates of Georgia.(d) Glauconite (greensand) of New Jersey.5. Potash from Alunite.6. Potash from kelp.In this discussion very little more than passing reference, if any, will be given to those projects which up to date have been developed only slightly, if at all, beyond the small scale laboratory stage, or for the development of which there appears to be very little financial and technical backing at the present time. Nether or not many of these proposed projects have merit can be determined only by an actual operating demonstration.Generally speaking, the potash industry of the United States has been hardly more than marking time since the armistice. This is, largely due to the fact that the consumers of potash have been expecting that heavy shipments of foreign potash to the United States would be resumed soon at somewhere near the pre-war prices, and they have not seen owing domestic potash at present prices for many months. The result has been that domestic producers have been unable to sell their product at even cost and many producers of potash have been obliged to close down. Thu Nebraska lake plants were closed down in February. The California saline plants were operating at below capacity, and the only large alunite plant is closed down. Even the cement plants have little or no inducements to recover the potash being lost in their waste gases and the production is very small at present.This condition will doubtless continue until a definite policy is decided upon as to the future importation of potash salts from Germany and. France. If unrestricted importation is allowed at prices even 50% greater than in 1913, only a very few, if any, of the domestic projects will be in position to compete with the foreign potash immediately, and the present industry will probably greatly decline with little or no prospect for a future resumption of the industry."

The monetary metals , gold and silver , have recently been the object of such general interest that the United States Bureau of Mines has received many inquiries regarding them . Though requests for technologic information have been numerous , they have been exceeded in number by those concerned with economic aspects of these metals . The nature of the latter communications indicates that the public is not generally aware that various Bureau publications are available which deal with the economic situation of gold and silver . For this reason , it is deemed advisable to present a brief résumé of the papers which are obtainable from the Bureau or the Superintendent of Documents , together with the text of three articles recently prepared by the Director , reprints of which are not otherwise available . The Bureau of Mines compiles figures showing mine production of gold and silver , by districts and States , and cooperates with the Bureau of the Mint in determining the total annual output in the United States as a whole . 3 It recently established an annual canvass to determine the consumption of silver in the arts and industries of the United States , and published an economic paper covering such use in 1928 and 1929 , followed by an information circular on silver consumption by industry during the 2 years subsequent . A 4-year record is thus provided for those interested in utilization of silver . The Bureau has also published summarizations of all available data upon world production since 1493 of gold and of silver . It has , furthermore , rendered available a compilation of production- data of silver mines of the world , and an analysis of it , showing the proportions of silver and other metals contained in all the ores from which silver is derived . " All of these papers are concerned solely with putting into readily usable form statistical data and other factual material ; they do not offer theories or express opinions upon controversial questions related to these metals . Three other recent papers concerned with gold and silver are presented below in order to put them in shape for distribution by the United States Bureau of Mines . A new analytical formula for predicting ground vibrations induced by blasting is proposed. One factor accounts for geometrical spreading. One factor corresponds to inelastic attenuation. The geometrical spreading function is based on likely source geometries, idealized as either square-root, cube-root or site-specific scaling, and on the propagation characteristics of predominant wave types. The inelastic attenuation is approximated by an exponential function. The empirical constants in these functions are backcalculated from field measurements. Regression analysis has been performed on twenty-three sets of measured data in order to determine the validity and the effectiveness of the proposed method. In many cases, the proposed method gives better correlation than the conventional method. In most of the remaining cases, there was no difference between the two methods. Best-fit lines given by the proposed method fit the data trend very well, especially at large scaled distances. At large distances the proposed method gives a prediction much closer to the actual values than the conventional methods. The statistical analysis shows not much difference between square-root, cube-root or site-specific scalings.

Occurrences of titanium, zircon, and other heavy minerals are widespread in Florida. Deposits concentrated as "heavy sands" by wave and wind action have been mined an or near Atlantic coastal beaches since 1916. An important inland concentration at Trail Ridge; .believed, to have formed along an ancient share line, was disclosed by preliminary investigations (1947) by the Bureau of Mines. This report describes investigations to determine the extent and grade of "heavy-sand" concentrations in other inland stabilized dune areas in the central and northeastern parts of the peninsular region of the State (fig. 1). Portions of the central highlands south of Trail Ridge and terraces and dunes in the coastal lowlands region, east and northeast of the ridge were investigated. Holes were drilled in 10 areas (see table 1 and fig. 2) along State and County roads and on private property. They were spaced 250 to 2,000 feet. apart to obtain a cross-sectional picture of "heavy-sand" content in the dune areas. These sections were generally placed in east-west directions normal to the general trend Of the peninsula to intercept one or more of the ancient shore lines in the various areas (figs. 3 to 13, incl.). A total of 433 drive piped and 333 jet holes were drilled, and 7,293 bulk and core samples were taken. Intermediate holes were placed at closer intervals when field analysis indicated 1 percent or more of heavy minerals present. All of the holes drilled and the analysis of samples that contain 1 percent or more of heavy minerals are listed in table 2. Profiles (figs. 14 to 20, inclusive) show the more favorable concentrations, which are irregular in outline and erratic in mineral content. The highest concentrations averaged 1.0 to more than 2.0 percent heavy-mineral content, but a few individual hole samples exceeded 3.0 percent in grade.

This Bureau of Mines report reviews the development of the world potash industry. The trends leading to the present market situation of oversupply arid low prices, which threaten; the domestic potash industry, are presented and analyzed. Because the major threat to the domestic industry comes from Canadian imports, the report focuses on the comparative economics of United States and Canadian production. The study resulted in these major conclusions: 1. Balance of world supply and demand is foreseeable in 1975, but it could be delayed by planned expansion. 2. Balance of U.S. supply and demand could occur as early as 1974-75 or as late as 1981. 3. Nearly all U. S. production capacity vis-a-vis Canadian competition is now uneconomic. Prices cover out-of -pocket costs for only 30 percent of U.S. production. 4. U.S. producers will be undersold by Canadians in 60 to 90 percent of the U.S. market. Canadians also will have the edge over United States and European producers in export markets. 5. U.S. firms have invested in 60 percent of the planned 1971 Canadian production, and they have large holdings in Saskatchewan. 6. The decline in the U.S. potash industry probably reduced personal income in Carlsbad, Eddy County, N. Mex, the chief potash-producing area in the United States, about $21.5 million between 1966 and 1969.
