THE INDUSTRIAL strength and the security of the United States require an adequate, dependable, and continuing supply of raw materials, of which minerals constitute an indispensable segment. With an expanding population, a rising standard of living, and the instability inherent in a constantly changing international situation, the mineral supply outlook is a major national concern. Structures, roads, and machines are built largely of mineral products; the energy to heat the structures and to power the machines is derived mostly from minerals; agricultural out-put is sustained with the aid of mineral fertilizers; and the Nation's economic and military security both are founded ultimately on its ability to obtain and utilize essential metals, nonmetals, and mineral fuels.

Buoyed primarily by growing consumer spending, the economy rebounded from a weak second quarter. According to preliminary estimates released by the Department of Commerce, real gross national product (GNP) grew $2 1.9 billion during the third quarter, producing a seasonally adjusted annual growth rate of 2.4%, compared with a rate of 0.6% in the second quarter of 1986 and 4.1% for the third quarter of 1985 (table 1). Third-quarter real personal consumption expenditures and Government purchases of goods and services rose $42 billion and $7 billion, respectively, but those gains were partially offset by the continuing decline of gross private domestic investment, off $16 billion, and the growing trade deficit, up $11 billion. Three quarters of the growth in consumer spending occurred in the durable goods sector as consumers responded to discounted financing offered by automobile manufacturers attempting to lower inventories of 1986 vehicles, Increased purchases of other durable goods, such as furniture and home furnishings, also contributed to the strength of the durable goods sector. The success of the automobile inventory reduction program as well as weak factory output led to a $20 billion decline in inventory growth. Investment for housing and producers' durable equipment expanded, however, and mitigated some of the impact of slower inventory depending on gross private domestic investment, Capital spending for nonresidential structures declined for the third consecutive quarter. The declining capital spending and the growing trade deficit continued to be significant and interrelated problems for the economy. Real capital spending for new plants and equipment during 1986 is expected to decline 2.5% after rising 8.7% in 1985 and 15.8% in 1984 (table 2). It is likely that capital expenditures bottomed out in the second quarter and that they will expand in the third and fourth quarters. The first-half decline was partially attributed to uncertainty arising from the pending tax- overhaul bill. Furthermore, there is little impetus for corporations to invest in new capacity since factories are operating at less than 80% of capacity (table 3) largely because of the continuing growth of imports. The growth rate of the trade deficit dropped sharply in the third quarter to less than half that of the previous quarter. Low oil prices, declining auto- mobile and steel imports, and increased exports of agricultural goods contributed to this decline. The continued low growth of the economy caused the Federal Reserve System to reduce the discount rate for the fourth time this year (in late August), drop ping it to 5,596, the lowest level in about 9 years. Inflation, as measured by the fixed- weighted GNP price Index, continues to remain low, but rose from the revised second-quarter level of 1.7% to 2.596, mostly because of rising food costs.

This volume describes a comprehensive program of research into the reliability of mine electrical power system components and the resultant reliability of the total system. The research effort encompassed analytical models, laboratory testing and field testing. The analytical work included definition of terms, fail rate functions and distributions, failure rate estimation and techniques and procedures for theoretical reliability assessment. One of the primary mine power system components addressed in the study was the ac molded case circuit breaker. This device is known to have low reliability and hence an unfavorable impact on mine safety and productivity. Ac molded case circuit breaker reliability was studied by analytical means, laboratory testing and field monitoring. A similar three-pronged' effort was made to study the reliability of undervoltage relays/releases. Particular emphasis was placed on new solid state undervoltage relays. The reliability of bulk power components, such as trailing cab les, motors, control gear, and other equipment, was assessed by gathering maintenance records from active mines. These data were compared to similar records from other industries. The work was extended to include the reliability, availability, maintainability and safety of these components.

Welina mai to the 40th Underwater Mining Institute, UMI 2011 - Marine Minerals: Recent Innovations in Technology. Since the first conference in Milwaukee, Wisconsin in 1970, the UMI Founder Professor Robby Moore always insisted on actively seeking the participation of industry, academia, and government. History has proven the wisdom of this approach, which is probably the key to its survival for so many years. The UMI is very much influenced by the cyclical pressures of the minerals commodity markets. When minerals demand and prices are rising rapidly, industrial participation in the Institute dominates the agenda, and participants share optimistic and aggressive views of the commercial prospects of the day. When metals prices are falling and world economies lethargic, academic experts continue to provide guidance and breakthroughs in the concepts and practices of exploration, technology, and environmental protection. Throughout the ups and downs, government participants provide a stabilizing force with conservative and environmentally sensitive policy statements, patient development efforts with long-term objectives, authoritative resource assessments and, sometimes, much needed regulatory clarity.

The value of processed materials of mineral origin was estimated to have exceeded $297 billion in 1991. U.S. raw non fuel minerals production in 1991 was estimated at $30.8 billion, a 5.8% decline from that in 1990. This estimate was based on data for the first quarter of 1991 (in some cases two quarters) for most of the 21 minerals that for many years have accounted for more than 95% of the industry's production value. The value of minerals production has increased in all but 4 of the last 30 years. The metals component of production value has fluctuated much more than the industrial minerals component, reflecting the greater volatility of metal prices. Employment in metal mining rose slightly in 1991, but this gain was more than offset by a decline in employment in industrial mineral mining, resulting in an overall decline of 3.0% to 164,600 workers in 1991. Prices of several major metals declined during 1991, reflecting weakness in the economy, causing some metal mines to shut down or reduce operations.

The first major evaluation of the nation's raw materials prospects after World War II was completed by the President's Materials Policy Commission (Paley Commission) in 1952 and submitted to the President in June of that year, as a five-volume study entitled Resources for Freedom. The bulk of the report was devoted to an analysis of the past, present, and probable future of the Nation's mineral supply industries. The Commission's evaluation of the future situation regarding minerals was derived from its forecasts of the probable domestic demand for the major minerals in the 1970's. This demand analysis was made in the context of probable worldwide demand. Several crucial assumptions were made by the Commission's fore-casters. It was assumed in 1950 that the next 20 to 30 years would see no major wars and be a period of sustained economic growth. Another assumption was that the anticipated demand for raw materials must be supplied at essentially no increase in real cost in order to avoid crucial supply problems. The Commission's forecasts were derived within the context of the country's expected future rate of economic activity. The gross national product (GNP) growth to 1975 was derived from projections of the number of people in the labor force, hours of work, and an index of probable production measured per unit of labor input. It was believed labor hours would decrease and labor productivity would increase. The result was a forecast GNP growth rate of 3 percent.

Over 500 industrial, academic, and government representatives from Europe, Canada, and the United States attended the first large symposium ever held in this country on fly ash utilization and technology, March 14-16, 1967, at Pittsburgh, Pa. Sponsored by the Edison Electric Institute, the National Coal Association, and the Bureau of Mines, the symposium featured 27 formal presentations by leading reports from the United States and Europe on all major phases of fly ash production, utilization, and research. Representing the three sponsoring organizations were Edison Electric Institute, James D. William- son, The Dayton Power and Light Co.; National Coal Association, James R. Garvey, Bituminous Coal Research, Inc; and Bureau of Mines, Harry Perry. Symposium chairman was John H. Faber of the Bureau of Mines. Gerard C. Gambs, Consolidation Coal Co., addressed the opening session. Moderated by Mr. Garvey, President and Director of Research of Bituminous Coal Research, Inc., the opening session was devoted to a discussion of the nature of the fly ash problem, including availability, specifications, and limitations on its use. Subsequent sessions covered Fly ash marketing, fly ash utilization in concrete and masonry products, specialized uses, and recent developments in basic fly ash research. Others serving as session chairmen were Oscar E. Manz, Associate Professor of Civil Engineering, University of North Dakota; Mrs. Katharine Mather, Chief, Petrography and X-ray Section, Concrete Division, U.S. Army Engineers Waterways Experiment Station; Mr. Williamson, and Mr. Perry.

This Technical Memorandum Report is a collection of three working memoranda, prepared during the course of our work for the bureau of Mines and hound together for convenient reference. These working memoranda present preliminary performance estimates, for baseband voice and narrowband through-the-earth electromagnetic communications systems of principal interest to the Bureau, for operational/emergency mine communications. The calculations were prepared to obtain early indications of the feasibility and governing parameters of such communications systems. They are based on limited, but pertinent, coal mine electromagnetic noise data acquired to-date by Bureau of Mines contractors; and of theoretical signal-attenuation characteristics for two transmitter antenna types of present interest to the Bureau. The memoranda examine the cases of baseband voice and narrowband communications for uplink and downlink transmissions, for frequencies up to 3kHz. Downlink transmissions are via a horizontal wire antenna, up-link transmissions via a vertical-axis loop antenna, for typical mine depths of 300, b00, and 1000 feet. Representative coal-mine overburden conductivities of 10-2 mhos/meter (moderate and common) and 10-1 mhos/meter (high) were used; 10-2 for voice and narrowband, 10-1 for narrowband only. Examples of high, moderate, and low; surface and subsurface; harmonic and broadband-impulsive noise conditions were taken from NBS and Westinghouse (WGL) mine noise data, together with examples of high- and low-levels of ELF atmospheric noise taken from M.I.T. Lincoln Laboratory data.

Explosives identification tagging refers to the addition to explosives, during manufacture, of coded microparticles that can survive detonation, be recovered and decoded, and allow the explosives to be identified and traced to the last legal possessor as a result of distribution records kept of the coded tagged explosives. This study seeks to prepare the way for National implementation of identification tagging of all dynamites and cap-sensitive slurries (also known as water gels) by resolving technical issues and by developing a plan for pilot testing of the program. It is presented in two volumes: Volume I, National Implementation Model, and Volume II, Pilot Test Plan.

The design, specification, and performance evaluation of the Communications and Location portions of a Coal Mine Rescue and Survival System are described. The work was performed as part of a nine month effort to develop a mine rescue and survival system using existing technology and state -of-the -art hardware as recommended by the National Academy of Engineering. Three basic subsystems were developed, one for survival, one for communications/location and one for rescue. This report and related equipment manuals describe only the Communications/ Location Subsystem which was designed, fabricated, and tested by the Westinghouse Georesearch Laboratory in Boulder, Colorado. Two basic technologies were used. Electromagnetic signals propagating through-the-earth provide voice downlink and coded beacon up-link communications. Seismic methods were developed to provide means for locating trapped miners. Seismic signalling also provides a backup means for communications. Parallel development programs for the electromagnetic and seismic portions of the system were conducted. The resulting hardware and software have been partially tested in coal mines and under simulated emergency conditions in order to evaluate system performance. The results of these tests are discussed. Further testing is recommended in order to establish quantitative performance limitations tinder a variety of environmental conditions and to develop methods for improving system performance.

In November 1989, the U.S. Bureau of Mines sponsored a 2-day conference to stimulate thinking and discussion about changing materials technologies and implications for the Government's materials information programs. On the first day of the conference, speakers provided overviews of developments occurring in each of the major materials groups. Emerging technological developments, applications, economic and national defense significance, intermaterial competition, and potential market growth in advanced plastics, polymer composites, ceramics, metals, and electronic materials were described. In general, the speakers forecast advanced materials market growth rates in excess of overall gross national product (GNP) though high costs will tend to limit growth outside of aerospace, defense, electronics, medical equipment, and other typically high value-added businesses. On the second day, a wide range of speakers representing several facets of the materials community described how advances in materials technology are creating a need for new types of data, statistics, information, and analysis. Reflecting the speakers' broad range of organizational, professional, and personal perspectives, an array of information needs was identified. Most requirements, however, seemed to fall into one of five major categories: Federal materials research activities, material standards, market and economic information, health and safety, and public policy.

Mineral economics interfaces the mineral sciences and engineering with finance and economics in the analysis of appropriate questions facing the minerals and energy industries. Its practitioners include those trained in the earth sciences; mining, petroleum, and geological engineering; metallurgy and mineral preparation; as well as finance, information systems, economics, and statistics-most usefully in one or more combinations. Allowing for some overlap, three general areas may be identified: evaluation, economic analysis, and resource appraisal. Evaluation begins with mine investment analysis (exemplified by Gentry and O'Neil, 1984) and process costing, for which the STRAMM Handbook (Anon., 1977) provides a well-known basis for mining and beneficiation. But it extends from property appraisal, often used for the determination of taxes and royalties, through the determination and comparison of transport costs (e.g., Richer and Soo, 1977), and to benefit/cost analyses of externalities. Economic analysis, the subject of this section, is displayed in rigor and extent both theoretically and as applied to commodity classes in Vogely (1985), but it is implicit though apparent throughout Lefond (1983). The text edited by Vogely places minerals in their aggregative context with economic growth and trade, proceeds to the theoretical analysis of minerals and their markets, analyzes the structure and performance of the major mineral sectors, and concludes with policy issues: fuel, nonfuel, and environmental. Resource appraisal employs quantitative methods for the estimation of mineral and energy resources. It moves through geologic, geophysical, and geochemical properties to the identification of estimation procedures for mineral endowment and for the economic measure of stocks and flows of specific minerals (Harris, 1984). The Bureau of Mines' Oil Shale Data Bank (OSDB) was created in 1976 to serve as a centralized source for the storage, retrieval, and dissemination of technical literature, patents, and information on research projects in oil shale. Thousands of bibliographic references, patents, and research projects relating to the mining of oil shale have been identified, abstracted, and indexed according to selected keyword topics. The resulting data bank listings are contained in three sections, each with a separate keyword breakdown for use in rapidly identifying references pertaining to a specific subject. All references cited in the OSDB were published prior to an established cut-off date of May 1, 1981, when a redirection of Bureau of Mines programs resulted in the loss of project funds and the subsequent phasing-out of data bank operations. ACKNOWLEDGMENTS The oil shale data bank listings are the result of a team effort of the project staff. The contributions of Jimaleen Jansma for keypunching, information acquisition, and data entry, and John Brandenburg and Sandra Brake for keywording and information acquisition are gratefully acknowledged. Surprisingly, real gross national product (GNP) surged at a seasonally adjusted annual rate of 4.3% for the first quarter of 1987 according to preliminary estimates made by the Department of Commerce, the highest rate in 3 yr and significantly above the revised fourth quarter 1986 rate of 1.1% (table 1). The spurt, however, was caused by an unusual $59.5 billion rise in inventories, mostly cars and trucks, and there was little support from other sectors of the economy. Motor vehicle inventories rose as consumers continued to tighten their purse strings--consumer spending declined 0.4% for the second quarter in a row. Nonresidential and residential fixed investment and government purchases of goods and services were also down from the previous quarter. The increasing cost of energy was the major factor in the jump to 3.696 in the rate of inflation, as measured by the fixed-weighted price index for GNP, and rising inflation also helped put a damper on consumer spending. The underlying good news was that the trade deficit shrank for the second quarter in a row as imports declined at an annual rate of 11.1%. Also, profits in the manufacturing sector rose strongly in the fourth quarter, and for the first time in 9 quarters, the primary metal industries became profitable (table 1). If one discounts the anomalous inventory growth, the bottom line is that the economy continues to grow at close to the expected 2.5% level experienced over the past 2 yr. Of concern over the next several quarters, though, is the impact of the large over- hang of motor vehicles inventories on the economy. EMPLOYMENT The civilian unemployment rate declined to 6.636 in March after remaining at 6.7% for the previous 3 months. Employment continued to expand in February and March, although growth was significantly slower in March than in previous months. The manufacturing sector, however, lost 24,000 jobs in March after gaining 46,000 in February. Three-quarters of that gain came when striking workers at USX Corp. and Deere & CO. returned to their jobs. Employment in the manufacturing sectors of direct interest to the mineral industries has generally been increasing for at least the last quarter, while worker hours for these sectors have been on the upswing since April 1986 (figures 1 and 2).

This report describes the development of an electronic system which detects unsafe slack and overload conditions in underground mine hoist ropes. The Slack and Overload Rope Protection System (SORPS) includes a fail-safe load cell inserted between the rope and the conveyance, and an accelerometer mounted on the conveyance. Signals from these transducers are telemetered via a radio link to the hoist control room, where they are combined with drum speed and chair status in a microprocessor-based decision and display unit. Abnormally high external force levels are detected as discrepancies between rope tension and cage acceleration; conveyance weight is inferred continuously. Hazardous conditions are displayed to the hoist operator, along with general hoist status. The system has been tested in a working mine for approximately two years. The report contains specifications, design data and field test experience generated under the SORPS program. It also includes information on dynamic modeling, vibration environment, the status of existing slack detection systems, and applicable control strategies.

Man has been engaged in the construction of tunnels in. rock for several thousand years. During that time, methods of tunneling have changed drastically. Hordes of men chipping away at the tunnel face have been replaced by mechanical drills and explosives and by tunnel boring machines. Spoil is no longer carried on the backs of humans, but is now removed by trains, trucks or conveyor systems. These and other changes have had the effect of greatly increasing the rate of tunneling, while at the same time, greatly decreasing the potential dangers to workmen. Although the techniques, equipment and material used for tunneling are being continually improved, rock tunneling is still a slow and expensive process. Significant improvements and innovations are needed to reduce the cost and time required for tunneling if we are to fully utilize the subsurface to aid in the solution of urban problems and in the conservation of resources. This report is intended to facilitate the orderly development of tunneling technology by focusing attention on the inadequacies of rock tunneling and the improvements that are needed. The data presented were derived from the results of a comprehensive questionnaire that was completed during the summer of 1969 by more than 600 individuals and organizations in 17 countries. Table 1 lists the countries and the number of replies from each. Appendix A contains a summary profile of the national responses, while the text presents the results and a brief analysis of the conclusions that might be derived from the data in the questionnaire. The data shown in Appendix A represent the consensus opinion of each of the 17 nations without regard to the number of individual replies or the amount of tunneling activity that is represented. The national consensus was determined for each country by a plurality of the individual responses, in some cases modified by the opinion of the rapporteur. Tire above procedures can lead to situations which are misleading. For example, experience and activity arc a rational basis for analysis; but, if national replies are weighted on this basis (i.e., number of responses), informed and valuable opinion of less active countries would probably be overwhelmed and lost. In analysing the data on the basis of national responses without weighting, it becomes apparent that many of the same problems exist under a given set of conditions regardless of the number of tunnels that have been driven.
