The United States continues to be the largest producer and consumer of copper in the world. Table 1 on the following page shows several production statistics for 1974, the most recent year which the non-communist world copper industry might consider a good year, and for 1976 and 1977. In 1974 an estimated 24 percent of the non-communist world's newly mined copper was mined in the United States, and. 87 to 89 percent of that was from the western porphyry coppers. In 1976 U. S. new mine production was down to 22 percent of the non-communist world's newly mined copper, and the percentage of U. S. new mine production supplied by the porphyry coppers had risen to 89 to 91 percent. In 1977 the statistics remained the same as in 1976. U. S. porphyry copper production represented about 65 percent of U. S. refined copper consumption in 1974, rose to 75 percent in 1976, and dropped back to 61 percent in 1977 as imports of foreign copper into the United States began to swell.

Introduction Rock bolting is a general term that encompasses pinning, roof bolting, rib bolting, and cable bolting. Rock bolting contributes the highest nonproductive cost and is the most significant safety risk in mining today. Total installed bolt costs are now more than $20 per bolt. Rebolting or repair work doubles this. And bolting accidents account for about 30% of all fatal and nonfatal lost time accidents. It is only logical, then, for the mine operator to install the highest quality anchors possible. Every bolt on the market - tensioned, untensioned, full contact, or point anchor - has designed capabilities in axial, shear, and fluctuating ground conditions. Bolts will provide a designed support if material specifications and installation procedures fall within the manufacturer's recommendations. This also assumes that there are no unexpected geological or operational changes. Proper material specifications and installation procedures should guarantee the mine operator a quality anchor. To help assure this, the Mine Safety and Health Administration (MSHA), the US Bureau of Mines (USBM), and the AMC Manufacturers group developed stringent ASTM materials standards. These govern mechanical point anchor bolts and bolts using threaded and nonthreaded rebar. There are also minimum standards that suppliers must comply with in the manufacture of frictional bolts. However, most frictional bolt standards are based on the manufacturer's own specifications. It would be impossible to set uniform regulations on frictional bolts. Each bolt provides support in a slightly different manner and thereby requires different material needs. Quality Control In any case, material quality can generally be assured through tight order specifications and periodic quality control checks. The problem with installing quality anchors does not solely lie with the material. It includes all the events that occur from the time a bolt leaves a manufacturer to the time it is installed. The anchoring ability of any major type bolt can be affected by transportation, storage, mechanical performance of installation equipment, installation demands of the operator, proper drilling accessories, and local geology. Table 1 and Fig. 1 document the negative events that can affect each bolt and the degree to which it can be affected. Drilling a hole of oversized diameter, for example, is an operator controlled factor. It will adversely affect most bolts. An over-sized diameter reduces, or even eliminates, the anchorage capability of a mechanical shell. It will reduce the support capacity of a split set to nearly nothing. And it will cause a partial or incomplete grouting around the resin bolt. Frequently, due to bit wear, holes are drilled undersized in diameter and may not be properly cleaned out. In this case, it will be difficult for the operator to push the mechanical shell into the hole, thereby causing him to drill another hole. In cases where the bolt is obviously not providing anchorage, operators will probably drill another hole and place another bolt. Rock Bolt Regulations It is the situations where a bolt is improperly installed in the hole, but gives the appearance of a good bolt, that are frightening. In fact, some safety officials and engineers believe that only 50% to 60% of installed bolts are working. These bolts cause irregular ground load transfers in other bolts and overload them. This causes hazardous situations and overstressing. It is these bolts that fail prematurely 200 to 255 mm (8 to 10 in.) behind the face and possibly contribute to the high accident rate. This paper describes the successful management and construction of the 5.18 m (17 ft) diameter, segmentally lined, North Dorchester Bay CSO storage tunnel in Boston, MA. This 3,300 m (10,830 ft) long tunnel was mined through variable soft ground with only 6 m (20 ft) of cover, using an earth pressure balance tunnel boring machine. These extensive data collected from the projects unique automated and internet accessible geotechnical and TBM monitoring system, will be examined and used to explore the relationships between geological conditions, TBM operating parameters and measured settlements. The paper will also discuss the use of screw revolutions as an indicator of muck volume.

The Anshan Iron and Steel Co. (AISC) broke its steelmaking design capacity in 1978, bringing its total production of steel products to 6.86 Mt. Located south of the industrial city of Shenyang, Liaoning Province, in northeastern China, it is by far China’s most important iron and steel complex, ranking twentieth among world centers. The complex represents a unique blend of old ecluipment and new ideas for increased production and improved products. Under a state plan, the Chinese hope to raise capacity to almost 15 Mt/a in the future. Originally started by the Japanese in the early 1920s, Anshan has had a rather turbulent 60-year history. It was disassembled by the Soviets after World War II, only to be reassembled by them in the 1950s. Production was also suppressed during the Cultural Revolution. Since the present-day organization, AISC, emerged, the center has experienced progressively improving conditions as well as increased production. Today, the center includes 10 blast furnaces, 24 open hearths, and two basic oxygen units, designed for 7 Mt/a ironmaking and 6.5 Mt/a steelmaking. In addition, it has six batteries of cokemaking facilities with combined 4.4-Mt/a capacity. Solid Iron Resources Anshan’s iron resources consist of a proven reserve base of over 7 Gt of 30~0 Fe, according to Kao Yang, president of the Anshan Iron Mining Co., a subsidiary of AI SC, Most of that, he continued, is amenable to surface mining. Five major mines located to the north and northeast of the city of Anshan are the principal iron ore producers. These mines trend in a somewhat circular manner and combined, represent an estimated 28.6 Ylt/a of ore capacity. In addition, some 2.2 Gt of magnesite, a necessary ingredient in steelmaking, are also part of the reserve base, according to Kao. Annual production is around .2 Mt/a of 47% magnesite, well over the steelmaking center’s annual requirements, Excess production is shipped to other steel-making centers. The largest of Anshau’s open-pit mines is the Chitashan operation with a design capacity of 8 Mt/a. Ore reserves here are well over a billion tons of 30% Fe. Earlier plans to expand production at this mine to 15 Mt/a, with the help of US Steel, have been temporarily shelved. The other mines in the district and their rated design capacity are: Kungchangling, 7 Mt/a; Donganshan, 6.4 Mt/a; Dakushan, 4.2 Mt/ti; and Yenchienshan, 3.0 Mt/a. The Kungchangling mine is the richest in terms of ore grade at 6076 Fe. Reserves are somewhat smaller at 100 Mt. The unit also operates a small shrinkage stoping operation. The purpose of this paper is to describe the roles of cement and concrete in construction in general and, more specifically, as construction materials of the Southeast. For purpose of this discussion, the Southeast will include the geographic area composed. of the following 13 states: Alabama, Arkansas, Florida, Georgia, Kentucky, Louisiana, Mississippi, North Carolina, South Carolina, Tennessee, Texas, Virginia and West Virginia. In one sense, cement by itself is not a construction material. It is a finely ground manufactured mineral product, usually gray in color. Cement is mixed with water and sand, gravel, crushed stone, or other aggregate to form concrete, the rock-like substance that is the most widely used construction material in the world. Because cement is seldom used by itself for construction but is usually a component of concrete, there is no such thing. as a "cement" sidewalk, a "cement" highway, or "cement" building. Neither is "portland" a brand name. It is a generic term used to describe any cement that hardens in the presence of water and is made to standard specifications .. For all practical construction purposes, therefore, all cement is "portland." The name "port-land" was selected by the English inventor of the product in 1824 because concrete made with his product resembled natural building stone quarried on Portland, an English island. Although portland cement is not the final material which finds its way into completed construction, as the principal component of the most widely used construction material in the world, the location and process of its manufacture warrant some discussion

Pulsating high-gradient magnetic separation (PHGMS) of fine hematite from tailings was studied using a pilot PHGMS separator to investigate the possibility of its application in industry. The results of this investigation indicate that PHGMS is effective for recovering fine hematite from the tailings and greatly improved the separation performance compared with the conventional high-gradient magnetic separation at the same conditions. By applying the pilot separator with a 1-mm rod matrix to a tailings containing 28.76% Fe, a concentrate assaying 54.35% Fe with 35.89% recovery was achieved. It was found that the separation performance of the pilot separator closely correlates with the main pulsating parameters, i.e., pulsating stroke and frequency. It was also found that a change in the wire diameter of the rod matrix from 2 to 1 mm causes a weak drop in concentrate grade but results in a considerable rise in recovery. This finding proves that the improved performance achieved by the pilot separator is attributed to the pulsating of slurry and to the use of a 1-mm rod matrix. When the first commercial SLon-2500 PHGMS separator with a 1-mm rod matrix was applied to recover fine hematite from the tailings, the results duplicated those achieved with the pilot PHGMS separator.

The United States contains one of the world's largest reserves of uranium. Domestic production and exploration activities, however, have declined since the early 1980s due to weaker-than-expected growth in nuclear power demand and to foreign competition. The main result has been that more costly and less productive conventional mines and mills have closed. Meanwhile, industry productivity as measured by uranium output per employee has increased threefold since 1980. At the end of 1992, only six plants, all nonconventional, were operating in the United States. Due to cost considerations and increased environmental awareness, any additions to existing capacity are expected to be met through nonconventional in situ leach plants.

In order to safely store radioactive waste long-term, HAW repositories in saliferous formations have to be backfilled. The main purpose of those backfill operations is the restoration of the geological barrier function of the containment area. For best possible results the used material should be of a comparable composition or characteristic for the host rock formation. Additionally, the material should show a high density after completion of the backfilling process as well as a low permeability. A major aspect to consider in these processes is the minimization of the gap of the backfill body to the roof of the drift. To fulfil those requirements, a micro-structure stabilized crushed salt backfill material has been developed as part of the GESAV-I-project. Due to the material composition of this so-called GESAV-material, salt mineralcrystallization processes start after emplacing it, a process that leads to the polyhalite formation. With the crystallization of polyhalit, the halite grains are bridged, which in return stabilizes the matrix of the backfill. The GESAV-II-project continued successfully what GESAV-I started and determined an ideal backfill method in order to build the backfill bodies composed of GESAV-material. Due to the compaction of the material during emplacement by vibration, high in-situ densities, low permeabilities and a backfill factor close to 1 was able to be reached. In the following SAVER project this journey of practical test underground will be continued.

Filtration systems with disposable filter elements (DFEs) are used in the underground coal mining industry to control particulate matter emissions from diesel-powered permissible and nonpermissible coal mining equipment. This study was conducted in underground mine conditions to evaluate three types of high-temperature DFEs used in those filtration systems. The DFEs were evaluated for their effects on the concentrations and size distributions of diesel aerosols and concentrations of nitric oxide (NO) and nitrogen dioxide (NO2). Those effects were compared with the effects of a standard muffler. The experimental work was conducted directly in an underground environment using a unique diesel laboratory developed in an underground experimental mine. After an initial DFE degreening period, the filtration system with all three DFEs was found to be very effective at reducing total mass concentrations of aerosols in the mine air. The effectiveness of DFEs in filtering aerosol mass was found to be a function of the engine operating conditions. The efficiency of the new DFEs significantly increased with accumulation of operating time and buildup of diesel particulate matter in the porous structure of the filter elements. A single laundering process did not exhibit substantial effects on performance of the DFE elements. The effectiveness of DFEs in removing aerosols by number was strongly influenced by engine operating mode. The concentrations of nucleation mode aerosols in the mine air were found to be substantially higher for both DPFs and DFEs when the engine was operated at high-load modes than at low-load modes. Initial heating of certain DFEs resulted in visible white smoke and substantially elevated aerosol number concentrations. The effects of the DFEs on total nitrogen oxides (NOX) concentrations were found to be minor. The NO2 fraction was found to be generally lower for the DFEs than for the muffler. The engine-out NO2 fraction of the total NOX was found to be substantially higher for low-load modes than for high-load modes.

Baja Mining is currently constructing the Boleo metallurgical plant in Santa Rosalia, Mexico to recover copper, cobalt, zinc and possibly manganese products from the Boleo ore. The process involves an acid seawater leach of the whole ore followed by solid-liquid separation and washing of the leach residue. Solvent extraction is used to separate copper, cobalt and zinc from solution. Copper and cobalt are recovered as cathode metal products and zinc as a zinc sulphate monohydrate. Manganese may be directly precipitated as manganese carbonate which can be used as a feedstock for manganese metal production. Laboratory testing has continued to refine various aspects of the process including iron removal, cobalt and zinc solvent extraction, cadmium cementation, cobalt electrowinning and manganese metal electrowinning. The results of this testing are reported in this paper.

A special type of shotcrete is used to improve the performance of open-type TBM in difficult situations. The Hakamagoshi and Johana tunnels are expressway evacuation tunnels of 3.2 km and 5.1 km in length, respectively (total 9.1 km) that were excavated by one open-type TBM. The geological conditions at the sites were estimated to be good before excavation. However, 95% of the rock turned out to be two ranking orders worse than the estimated classes. Therefore, we used a special shotcrete for bad rock conditions, and succeeded in excavating the tunnel at an average rate of 270 m/month.

Particle beneficiation tests are often conducted to determine how the recovery of a key component of a particle mixture varies with overall product yield, i.e., the separation curve. The results can be misleading when an attempt is made to determine the effect of feed grade by comparing separation curves representing different feed grades or key component concentrations. This is a shortcoming of the conventional recovery versus yield diagram, which may not appear to be affected by feed concentration. To overcome this shortcoming, a method is presented for transforming and normalizing the recovery and yield coordinates so that the separation curves representing dif-ferent feed concentrations are directly comparable.

In modern mining, the core of mine planning and design is the block model, a simplified representation wherein the ore deposit is divided in a number of virtual rock cubes, each characterized by technical and economics parameters. Mining engineers use this model to design the mine and develop production schedules. Traditionally, sustainability issues are not considered in the mine design, planning and engineering processes but rather are incorporated in the later stages of the feasibility evaluation as necessary expenditures and operating costs. This paper describes the results of a research project aiming to develop a methodology to incorporate sustainability parameters directly into the block model, so that they become an integral part of the design, planning and scheduling processes. It is considered that the incorporation of sustainable parameters into the block model would yield a more responsible mine design and improve mining projects sustainability performance

Coal dust produced during the mining process is a prime explosion hazard in underground coal mines. To inert the coal dust and prevent a catastrophic propagating dust explosion, rock dust is applied to the roof, ribs, and floor surfaces of mine entries. Currently, one determination of whether a mine is adequately protected from the coal dust explosion hazard is made by analyzing collected mine dust samples for percent total incombustible content (% TIC). A minimum of 80% TIC is required per 30 CFR 75.403. The as-received moisture of the dust sample is included in the % TIC. Moisture and humidity within a coal mine vary greatly with the seasons, with explosions occurring more frequently during dry winter months. This paper will discuss the fluctuations of the as-received moisture content of the mine dust samples collected by U.S. Mine Safety and Health Administration inspectors in 2010 and the observed fluctuations of the moisture content of rock dust within the U.S. National Institute for Occupational Safety and Health Office of Mining Safety and Health Research Bruceton Experimental Mine and the Safety Research Coal Mine over a one-year period.

Severe drought in the Colorado River Basin over the past 10 years has caused water levels to drop in Lake Mead by more than 113 feet. The current lake level is at elevation 1,112 feet mean sea level (msl). Lake Mead is the primary source of water supply for greater Las Vegas. Water for Las Vegas from Lake Mead is accessed through two existing submerged intake shaft and tunnel systems. If the water levels continue to drop in the lake, the Intake No. 1 will become inoperable below water level elevation of 1,050 feet msl. To sustain the current levels of water delivery to all member agen-cies in the southern Nevada region, the Southern Nevada Water Authority (SNWA) has decided to construct a third intake at a deeper depth in the lake to ensure better quality water and enhanced reliability.

Once completed, the Montreal Réseau Express Métropolitain (REM) will be the fourth largest automated transportation system in the world. The REM represents construction costs of approximately 7.0 billion Canadian dollars. The project consists of 67 km of twin tracks over four branches connected to downtown Montreal. The project includes 26 stations with 3 underground stations in downtown Montreal. One of the underground stations was built using the NATM method with thin permanent shotcrete initial and final liners separated by a sprayed on waterproofing membrane. The 2 other underground stations were built with the cut and cover approach including one using permanent secant pile wall with permanent walers and struts as the support of excavation and the final perimeter wall of the station. The project also includes the rehabilitation and enlargement of the Mont Royal Tunnel. This 100-year-old double track tunnel is about 5 km long. The REM also consists of 3.6 km new TBM tunnel connecting downtown to the Montreal International Airport through saturated soft ground and karstic rock. By the time of RETC, the construction of REM underground structures will be completed. This paper presents the design and construction aspects of the underground structures of this mega project.

Global public mineral reporting codes have driven strong governance of public disclosures of minerals information. Recently, we have seen an increase in disclosure of information related to Environmental, Social and Governance (ESG) issues, and governance of ESG information in mining companies has arguably reached a similar level of governance and diligence afforded mineral reporting. We define Resource Governance as the conjunction of environmental, social and minerals governance. A modern systems approach to Resource Governance, which combines mineral and ESG information, would provide not only reporting and governance capability, but also has the potential to sense/respond, predict, and manage ESG risks.

The Joint Water Pollution Control Plant, operated by the Sanitation Districts of Los Angeles County, treats wastewater generated by over three million people. A new tunnel and ocean outfall is being considered to meet future hydraulic demands and provide long-term redundancy for the Districts? existing tunnels, portions of which were constructed as early as the 1930s. The detailed process used to evaluate the feasibility of various tunnel and out-fall locations is described. Challenges include a geologic profile with mixed face and squeezing ground conditions; high water pressures; active fault crossings; gassy and contaminated ground conditions; and liquefaction, slope stability, and lateral spreading concerns in the area of the riser and diffusers.

A study was conducted to examine the potential of diesel emissions control strategies based on retrofitting existing power packages with exhaust aftertreatment devices and repowering with advanced power packages. The retrofit systems, a diesel oxidation catalyst (DOC) and diesel particulate filter (DPF), were evaluated individually using a US EPA tier 2 (ter 2) engine operated under four steady-state conditions and one transient cycle. The DOC effectively curtailed emissions of CO, and to some extent organic carbon (OC), elemental carbon (EC), and aerosol number concentration. The DPF system offered substantially higher reductions in OC and EC mass and aerosol number concentrations. Both, the DOC and DPF achieved reductions in the aforementioned emissions without adversely affecting emissions of NO2 and nano-sized aerosols. The strategy of repowering with an advanced system was examined using a US EPA tier 4 final (tier 4f) engine equipped with a cooled exhaust gas recirculation system and diesel exhaust fluid-based selective catalytic reduction system, but not with a DPF system. The tier 4f engine contributed substantially less than the tier 2 engine to the EC and OC mass, aerosol number, and CO, NO, and NO2 concentrations. The tier 4f engine was very effective in reducing aerosol mass, NO, and NO2 concentrations, but it was not equally effective in reducing aerosol number concentrations. The implementation of viable exhaust after treatment systems and advanced diesel power packages could be instrumental to the underground mining industry to secure a clean, economical, and dependable source of power for mobile equipment.

The viability, self-reliance and resilience of small communities are perennial challenges in regional Australia. Recent developments in Australian mining regions seek to govern the minerals industry in a more holistic way that contributes to sustainable futures for affected communities in different contexts. In some areas of the State of Queensland land use conflicts and the cumulative impacts of multiple projects and activities across time and space have come to the fore. In more isolated regions of Western Australia the dominant issues relate to overstretching people, infrastructure and services in predominantly mining towns. In both cases, there is an ambition for regional towns with a strong extractive industry presence to transition into desirable, liveable and affordable cities with a diversified economy. The paper analyses two strategies - the Pilbara Plan in Western Australia, and the Sustainable Resource Communities Policy in Queensland - to identify how these governance instruments are contributing to sustainable development.
