"The overall goal of this study was to develop a suitable flowsheet to extract rare earth elements (REEs) from coal ash. Only the findings from the first part of this study is being reported at this time. A total of fourteen coal samples of different ranks were examined for REEs concentration. An anthracite coal sample, originating from Pennsylvania having more than 700 ppm (in the coal ash) was selected for the REE extraction tests. The experimental program completed so far included high temperature leaching using nitric acid, followed by the solvent extraction tests. A 4x2x2 experimental design was used to conduct a total of thirty two high temperature leaching tests by varying acid molarity (at 4 levels), solid content (at 2 level) and leaching time (at 2 level). The highest LREE (light REE) recovery of 90% and HREE (heavy REE) recovery of 94% were obtained from the most optimum leaching test condition while maintaining the impurity recovery to the leachate at less than 40%. Solvent extraction experiments were conducted to recover the REE’s from the above leachate solution using a variety of organic extractants including, TBP, Cyanex, D2EHPA and their combinations. D2EHPA was found to be the best extractant during this SX text series providing nearly 99% recovery of REEs. INTRODUCTION The demand for rare earth element and other strategic metals (REM) in the world is rapidly increasing due to their use in a variety of high technology applications. More than 100,000 tons of rare earth oxides (REO) are being used worldwide on an annual basis. However, we have less than 10% of the world reserve of rare earth element (REE) mineral deposits in the US. More than 60% of rare earth oxide (REO) was imported to the US from outside (mostly from China) in the year of 2013. However, China’s institution of export quota has significantly reduced the supply of REMs to the U.S. Hence, new ways of producing REM and/or finding substitutes for those metals for the high-tech applications need to be invented/discovered in a timely manner. Coal Combustion Byproducts (CCBs), which are discarded as waste materials in most cases, are known to contain REEs (in low concentration) that could be extracted using a suitable process flowsheet. This may be a worthwhile route to pursue considering the short supply of REMs and the abundance of coal ash in thousands of ash ponds in the US. On an annual basis, more than 110 million tons of Coal Combustion Byproducts (CCBs) are being produced while satisfying our nation’s need for electricity (ACAA, 2014). However, less than 50% of these CCBs are being successfully used in various applications and the remainder is being dumped as waste materials in the landfills and ash ponds."

For sulfide minerals, the presence of dissolved oxygen in the water phase is an influencing factor for separation by flotation. Klassen and Mokrousov(I:217l distinguish three stages of oxygen adsorption; namely, reversible adsorption, activated adsorption and, finally, surface oxidation. While contraversial, limited adsorption of oxygen is believed to improve the interfacial reactivity between collector and mineral. Intensive surface oxidation of sulfide minerals usually results in unsatisfactory flotation with collectors of the xanthate type. The influence of dissolved oxygen in the water phase has received consideration for sphalerite, galena, chalcopyrite, arsenopyrite, chalcocite, and covellite(2,3,4,5,6). However, the nature of surface oxidation products of sulfide minerals has received very limited investigation(6,7). Lightly oxidized galena promotes the adsorptive reaction of surfactant (xanthate or dixanthogen). Tolun and Kitchener(8) state that limited interaction occurs between galena and xanthate under relatively reducing conditions. And, that exposure to oxygen raises the electrochemical potential of the galena to that required for reaction with xanthate or dixanthogen. In the latter condition, the galena has an "effective flotation surface". On the other hand, intensive oxidation of galena reduces the chemical reaction with xanthate collectors (9) . Complete flotation with xanthate-type surfactants with increasing oxygen content in the water phase has been determined to have the following sulfide mineral sequence(3): galena, pyrite, sphalerite, chalcopyrite, pyrrhotite and arseno-pyrite. The work of Cusack(4) suggests that some threshold amount of oxygen is necessary for flotation to occur, but heavy oxidation hinders flotation with xanthates. According to Tolun and Kitchener(8) catalytic oxidation of xanthate to dixanthogen occurs. The Bureau of Mines applied a flotation model to the hydrodynamics of the Bureau-developed rapid flotation system. Rapid flotation is a process which separates the bubble-particle attachment and froth-pulp separation stages of the flotation sequence into two discrete unit operations allowing the operations to be individually optimized. Both an air-injected hydrocyclone and an in-line mixer were used as the bubble-particle attachment unit and a shallow-depth froth separator was used to separate the ore-laden froth from the pulp. A 10-L/min batch system was tested on a coarse coal feed sample. The system was tested using two different bubble-particle attachment units at various aeration levels in order to test the flotation model. The results of the flotation model reflect general trends observed in the experimental data.

Spent potliner is generated in the electrolytic process of reducing alumina to make aluminum metal using molten fluoride electrolytes. Spent potliner (SPL), obtained at the end of the pots life contains a small amount of cyanide and fluoride which present environmental problems. SPL became a listed hazardous waste under RCRA (K088) in July, 1990. One of the possible uses of spent potliner is as a substitute for Calcium Fluoride (CaF2) as a fluidizer in iron-and steel making and in the glass industry. A low viscosity and a low melting point are prime requirements for accomplishing the above. In the present study, viscosity measurements were performed. Effect of various additives, such as sand, limestone, dicalcium silicate dust, and MgO baghouse dust on the viscosity of SPL was studied. The results showed that with the addition of sand and limestone, very high fluidity of SPL melt can be obtained at significantly low temperatures. The results suggest that spent potliner mixed with additives could potentially be used as a substitute fluidizer.

Geophysical borehole logging is a valuable and inexpensive tool for coal deposit evaluation, development, and production. In addition to the usual determinations of depth and seam thickness, geophysical borehole logs can effectively and accurately determine the coal ash, moisture, and heat contents in situ. Location and evaluation of the partings can be done quickly and accurately. Overburden character determination, such as roof competence, dewatering parameters, ripability, trace element content of the coal and overburden, and sulfur content can be done with existing tools and techniques. The quality of such determinations depends upon the quality of planning and calibration.

Investigators have attempted to develop lime refractories on a scale for broad applications in the metal and ceramic industries for several decades. There was a flurry of activity in the early to mid-fifties but no commercial developments were forthcoming. The literature of that period yields little information on plant trials. A major factor suppressing past interest in lime has to have been the high success with the application of magnesic and dolomitic materials. These materials, usually tar-bonded or impregnated, have become the refractories success story of the past two decades, especially in BOF applications. It is safe to say that their development and application has essentially plateaued, and that work today is focussed on finding cheaper paths to produce MgO-based refractories. For example there are efforts underway to extract MgO from mineral magnesite and to combine natural dolomite with MgO1. Beginning in the late sixties, rather intensive research began on the development of CaO brick, especially in East and West Germany, in Poland, and other communist bloc satellites, 'and also in Italy and Spain. One speculates that the motivation was a regional shortage of good magnesia and dolomitic material. Of course, There has always existed the prospect of cost savings should it be possible to use raw limestone as the starting material. Quite a large literature has appeared treating of these developments which in the early seventies had already reached full plant scale trials and uses. Some of the directions followed in the research have led to novel methods of brick manufacture.

Maximum fan efficiency can only be obtained when the fan has the correct combination of size, speed, and blade setting to provide the required flow of air against the mine resistance. As the mine grows older, resistance decreases unless old workings flow is restricted, and new combinations of speed and blade setting or different fan sizes may provide greater economy.

Spontaneous combustion caused by the movement of air through the waste is a major problem. Combat methods attempt to exclude oxygen rich air, but little is known about airflow through the waste. The use of a tracer gas technique to monitor the flow of nitrogen from an injection hole during inertisation is described. Correlations are drawn between barometric pressure changes and the nitrogen entering the waste. As no information was obtained about airflow and oxidation zones, a second experiment was conducted to sample from the waste, but the results were inconclusive. A finite element method developed to model the pressure and airflow distribution, under steady state and nitrogen injection conditions is outlined

This paper deals with the application of linear programming to the solution of mine ventilation network problems which involve only the controlled splitting of air. An airway whose air quantity is to be controlled to a prescribed value is called a "fixed-quantity" airway. In a network where the fixed-quantity airways are increased in number and are distributed such that the air quantities for the remaining airways are uniquely determined by Kirchhoff's first law, the problem reduces to determining the head losses and locations for air regulators and fans. This is one of the network problems encountered most often in underground coal mines. By formulating Kirchhoff's second law as a set of linear constraints and the total air horsepower supplied by fans as a linear objective function which is to be minimized, the problem is analyzed through the technique of linear programming. Some important properties of the problem are discussed and examples are presented.

Coal has in general a wide range of density from minus 1.3 to plus 2.0 g/cm3 because of its variations in purity, rank, and porosity, etc. The coal density has great impact on froth flotation performance, but much less attention has been paid to particle density than particle size. Our previous research results demonstrated that cavitation-generated nanobubbles around 700 nm in diameter can significantly improve coal and phosphate flotation performance over a wide particle size range. In this study, the effect of nanobubble on the flotation performances of different density fractions (minus 1.3, 1.3-1.4, 1.4-1.5, 1.5-1.6, 1.6-1.8, 1.8-2.0, 2.2-2.2, and plus 2.2 g/cm3) of coal was investigated using a bank of 10-liter flotation cells, a specially designed 50-mm-inside-diameter column, and a 152-mm-inside-diameter column. It was found that nanobubble has the biggest impact on the flotation performance of 1.4-1.8 g/cm3 medium-density coal particles.

Feldspathic deposits occur widely throughout the United States, but North Carolina, California, Connecticut and South Carolina accounted for over 80% of the total domestic feldspar output for the year 1973.1 Pegmatites and granites constitute the major feldspar reserves of the United States,2 and in addition, feldspar is produced as a by-product by firms whose major products are spodumene and mica.3 Feldspar is concentrated by hand-cobbing and flotation; the latter forms the major method of separating and concentrating feldspar. Feldspar flotation is practiced in the United States, Mexico, Finland, Norway, West Germany, Japan and the USSR. According to the U. S. Bureau of Mines estimates, the production of feldspar in the United States and rest of the world were 704,000 tons and 2,514,000 tons respectively. Feldspar is principally used as a flux in making glass, pottery, porcelain, enamel,-tile and other ceramic products. In recent years, the domestic feldspar industry is faced with a number of problems. As a result of increased cost of energy and the introduction in 1972 of new legislative programs relating to air, water, and noise pollution, land-use restrictions, and mined-land rehabilitation, the production costs have increased. Apart from the increased cost of operation, an operational problem exists with the feldspar producers in North Carolina, especially those in the Spruce Pine area. This problem is concerned with the use of hydrofluoric acid in the feldspar flotation. Feldspar producers in Spruce Pine, North Carolina have been discharging process waste water into the North Toe River. The mill waste water contains active fluoride ions. The Bureau of Mines used geochemical modelling computer programs to characterize a site containing lead slag generated by a lead processing facility. Tests for toxic elements by the U. S. Environmental Protection Agency (EPA) extraction procedure showed that all elements except lead were in compliance. Concentrations for lead ranged from 28 to 30 ppm. However, analysis of water samples from monitoring wells resulted in no lead concentrations that exceeded the National Drinking Water Standard. A discussion of a computational program to calculate concentrations of lead species and several other ions is presented.

A new database application for long term production scheduling has been developed for LKAB's Kiruna mine. The scheduler uses a new block data structure whereby the monthly production data for three raw ore products are predetermined on a month-by-month basis for each production area that could be mined within the schedule time horizon. The production schedule is created by assigning the starting dates to the each production area subject to various mining operational constraints such that that the monthly deviations for the production targets are minimized. The system is well integrated into the mine's overall computerized mine planning system.

In 2010, the U.S. Mine Safety and Health Administration (MSHA) began holding hearings on a new coal mine respirable dust rule, which proposed a 1.0 mg/m3 standard, a separate 0.1 mg/m3 quartz standard, and the use of single-shift samples for compliance. Small mines largely comprise the “hot spots” where dust diseases of the lungs increased dramatically over the past decade. This paper presents findings on the feasibility of small mines’ compliance with the proposed new 1.0 mg/m3 standard. It gives probabilities of noncompliance by MSHA district, average mining height and selected “hot spot” counties. Because silicosis and respirable quartz dust appear to be the primary issues related to a recent doubling of the prevalence of dust diseases of the lungs, multiple regression models for prediction of the average total quartz content of compliance samples are given. These findings have significant implications for the need for better dust control methods.

The second underground coal gasification experiment conducted by ERDA's Laramie Energy Research Center at a site near Hanna, Wyoming, was completed on July 30, 1976. During the experiment production reached 0.32 Mm 3/d (12 Mft3/d) of 6.9 MJ/m3 gas (175 Btu/ft 3 ). Approximately 6100 tonne (6700 ton) of coal were gasified during the experiment. Energy return ratios of 4.5 to 5.3, cold gas - thermal efficiencies of 76 to 89 percent, and overall process efficiencies of 65 to 74 percent were achieved during the second Hanna experiment. This paper describes the experiment and the results obtained with emphasis given to the determination of the energy recovered relative to energy consumed in conducting the test. Data from this determination are compared with previously published data from the first test conducted at Hanna during 1973-1974.

INTRODUCTION The inactive uranium mill tailings investigated in this study are located in two mining districts, Elliot Lake and Bancroft, Ontario, Canada. The sites exhibit a mixture of surface features consisting of dry areas, with or without vegetation and areas covered with water. On the edges of the water bodies, indigenous vegetation has invaded the tailings beaches [ Typha] spp. (Tourn.) L. a dominant plant on these tailings beaches, has been studied for the uptake of radium-226 and lead-210 (Kalin and Sharma, 1981b) from the tailings. It was found that most of the radium-226 remains in the roots of the plants, and that the solubility of radium-226 in control soil differs from that in tailings. The uptake of radium226 by vegetation and other biota is related to the solubility of the element in water. Factors controlling the solubility of radium-226 in uranium mill tailings are of interest in assessing the environments effects of these wastes. Rusanova (1962) found that the soluble or extractable amount of radium from the soil is inversely related to the total concentration of calcium and magnesium in the soil. Experimental work has clarified some aspects of the leachability of radium from uranium mill tailings (Levins, et al., 1978; Wiles, 1978, and others). Halvik, et al., (1967) studied the effects of pH and chemical composition of surface water on the liberation of radium from uranium mill tailings and uranium ore. He found that an increase in pH, up to a value of pH 9, decreases the amount of radium released from the tailings and the ore. A positive effect of calcium chloride was noted on the leachability of radium. Benes (1981) reviewed the physicochemical forms of radium and its migration in water. Based on experimental work, he identifies primary factors which determine leaching of radium from uranium mill tailings. The ratio of the volume of the leaching solution to the weight of the leached sample; the composition of the leached solids and the leaching solution, and finally the pH of the leaching mixture are of importance. He emphasized that a scarcity of field data exists, which would relate experimental work to the actual situation in the tailings ponds. Inactive tailings ponds in Ontario are 16 to 23 years old, and processes which are of importance in evaluating the long term effects of uranium mill tailings in the environment can be studied. The objective of this work was to investigate the leachability of radium-226 from the tailings under field conditions. MATERIALS AND METHODS Sample Collection A description of inactive tailings sites in Ontario, where the tailings and the water for this study were collected, can be found in a report by Kalin (1981). [Typha] spp. specimens were excavated from 16 different locations along with the tailings attached to the roots of the plants. A tailings sample from the surface area, around the plant, was secured before the excavation. Tailings samples were also collected from dry areas free of vegetation in the vicinity of the wetland stand. Surface samples (depth 0-5 cm) and samples at a depth of 20-25 cm were secured. Water was collected from the shallow tailings beaches around the vegetation stands. Sample Preparation The roots of the plants were washed free of tailings with distilled water. The resulting thick slurry of tailings was allowed to settle in the wash basin for five minutes and the supernatant water was decanted. The remaining saturated tailings were brought to 400 ml volume with distilled water in a beaker. The slurry was mixed with a magnetic stirrer for two 24-hour periods. After the first 24-hours, the slurry was allowed to settle for 20 minutes and the supernatant water was removed. The remaining sediments were suspended again in distilled water (400 ml total mixture) and leached for a second 24hour period. The tailings slurries from the different locations had a solid to liquid ratio, which ranged from 0.5 to 1.4 grams of dry tailings material per millilitre. The variations in the ratios are the result of differing fractions of coarse and fine tailings on the sites. In the final leachates, the solid to liquid ratios of the samples were 0.17 (±0.1) g/ml. The pH of the surface water and the leachate was determined with an I.L. Portomatic pH meter. All the tailings samples were homogenized in a mortar and brought to dryness at 75 to 85°C. The beach and offshore gold resources demonstrated at Nome, Alaska are some of the richest found in Alaska. They contain potentially significant resources that may be exploited in the future. Several companies have contributed to the exploration and reserve estimation in Nome offshore gold deposits. More than 3,000 holes were drilled and over 10,000 offshore samples were analyzed in the Nome offshore areas of approximately 40 km2. Those 3,000 plus drill hole logs were converted into digital formats comparable with ArcGIS software. Considerable amounts of mineral resources data were processed and visualized using ArcGIS 8.3 and its geostatistic, 3D analysis, and spatial analysis components. In this study, based on the data processing and visualization results of ArcGIS, a user-friendly website for mineral resource management and utilization is developed using ArcIMS 4.0.1. ArcIMS is a GIS solution to build and deliver maps, data, and tools over the Internet. The Nome offshore mineral resources website presents the geostatistic and GIS analysis information. This site allows clients to access the information and perform ArcGIS analysis, such as interactive data query, and map layers display of the gold resource distribution, average grade, gold reserve, and relative mineral resource estimation via remote computers. With linkage to other related mining web sites, this web site allows users to search for related publications and more flexibly manage the information. A few other appropriate customized tools are also being developed to assist interactions between the server and clients for data analysis and management.

"The Ordos coal field is located in the northern midwestern part of China (Fig. 1). Since the mid- 1980s, it has been developed into one of the major coal fields in the world, producing approximately 833 Mt (918 million st) of raw coal in 2013. There were once more than 400 coal mines operating in the region. However, due to the combination of market conditions and implementation of government consolidation policies, the number of coal mines operating in recent years has been reduced considerably, with increasing output.The surface of the Ordos coal field is covered with loess and alluvium layers of varying thicknesses. In many areas, their combined thickness may amount to as much as 100 m (328 ft) underlain by thin bedrock. Many loess and alluvium are aquifers receiving water from rainfalls. There are also gullies of varying depths crossing the coal field. Figure 2 is a typical stratigraphic column highlighting the coal seams and roof and floor rocks of interest.In conjunction with the development of highproductivity coal mines, numerous ground control instrumentation tests have been conducted in the operating longwall panels. Analyses of the results of those tests offer the opportunity to understand the effect of wide-ranging mining and geological factors on the overburden movement. For this reason, trips were made to coal mines of interest to interview mine management and collect their unpublished internal research reports on ground control instrumentation. In addition, literature searches on published thesis/dissertations and papers in the professional journals were performed. Finally, data from a total of 95 fully mechanized longwall panels were collected. The instrumentation involved primarily the monitoring of hydraulic pressures of longwall shields, from which the first roof weighting and first roof caving interval and periodic roof weighting and periodic roof weighting interval were identified and determined. Some panels also included measurements of roofto- floor convergence at the face, roof strata bed separation, longwall face sloughage and the height of caving and fractured zones in the overburden. Those 95 panels were located in 20 coal mines (Fig. 1) congregated along both sides of the Wulunmulun River with the following mining and geological conditions. All together those 20 mines produced more than 224 Mt (246 million st) in 2013, accounting for approximately 27 percent of the total coal production in the Ordos coal field:1. Period of mining: 1991-2013.2. Mining methods: All panels employed the one slice, full-seam natural-caving longwall mining method like those practiced in the United States. All panels were developed with a twoentry system with a single-row of chain pillars measuring 20- x 20-m (65.6- x 98.4-ft) wide.3. Coal seams (Fig. 3): Coal in Ordos coal field is high-quality steam coal, that is very low in sulfur, potassium and ash, but high in Btu. Data were collected in panels mined in a total of 10 seams with 82 panels in four seams and the remaining 13 panels in six seams. The first six seams (1-2, 2-2, 3-1, 3-2, 4-2, 5-2) were mined by the Shenhua Coal Group (the world’s largest coal company) and the #4-2, 5-2, 6R, 62, and 62R seams were mined by both the Shenhua and Yitai Coal groups. In each coal group, the sequence of mining was in descending order. For example, in Shenhua Group, the top seam 1-2 was mined first, followed by the 2-2, 3-1, 3-2, and 4-2 seam in that descending order. In Fig. 3, the top-down sequence of coal seams is listed from left to right in each coal mine group. All seams were near horizontal with dip angles less than 3°."

Nahcolite is a naturally occurring sodium bicarbonate mineral found principally in the Piceance Creek Basin of northwest Colorado. An 8-m thick nahcolite bed, 610 m below the surface, is the target of this first commercial nahcolite mine. A chamber and pillar mining system is developed by solution mining parallel 8-m tall by 18-m wide by 450-m cavities initiated along horizontally drilled holes. Hot water leaching, cooling crystallization and flash drying is the process. The sodium bicarbonate product is consumed by the baking, animal feed, industrial and acid rain abatement markets. A project overview, emphasizing the combination of horizontal drilling and solution mining technologies, will be presented.

The expansion of the United States economy in the postwar period has had a tremendous impact on the demand for energy. Not only has total energy consumption increased at an unprecedented rate, but there have been major shifts in the composition or mix of energy resources within the end-use sectors. Because of the numerous interrelationships between substitutable energy resources and their markets, the energy economy can only be analyzed in terms of the trends of its component parts. This problem takes on additional complexity when attempting to chart the nation's future energy requirements. Total energy consumption can be forecast with reasonable accuracy for periods up to 15 years by relating this to projections of economic indicators. However, forecasting the component parts of the energy economy constitutes a dilemma in that the sum of the projected parts frequently exceeds predictions for total energy. Areas of uncertainty in energy forecasting tend to mount rapidly when proceeding from total energy to the consideration of specific energy resources consumed as fuel, power, or raw materials.
