Charge malfunction problems result from rather universal damage mechanisms and are widespread throughout surface and underground delay blasting. Recent refinements in instrumentation technology reveal a range of charge performance difficulties, not just outright misfires. This report focuses on the U.S. Bureau of Mines research regarding desensitization and malfunction of delay detonators and cap-sensitive explosives, utilized in underground coal mining. Delay blasting generates tremendous shock waves and rifting forces that fracture and heave the surrounding stratum. The shock waves from charge explosions propagate outward in all directions through the coal, impacting neighboring charges with later delays. The impact phenomena have debilitating effects, causing degrees of reduced charge performance ranging from misfires or weak detonations to out-ofsequence detonations. Impaired charges react poorly. fracture less coal, and produce fumes with higher toxicity. Coal-mine, underwater, and simulator tests were conducted to m3re thoroughly understand the shock-wave and rift-compression damage mechanisms. Recently the U.S. Bureau of Mines partially resolved the malfunction problem by demonstrating the feasibility of formulating a rugged explosive, which could pass the requisite tests for certifying an underground coal-mine explosive. The charge formulation was not certified only because it lost initiation sensitivity too quickly from natural aging and had to be rebatched to finish the testing.

The most important operation in the tunnel blasting procedure is to create an opening in the face in order to develop more free surface in the rock mass. This operation is highly dependent on the cut holes. In general, the burn-cut or V-cut is commonly adopted to blast the cut section. But, these traditional methods often raise problems. There are instances (a) that the actual advance is considerably less than the designed advance depending on the rock mass, (b) that they cannot sometimes enlarge the free surface efficiently and (c) that the blast vibration resulted from the cut blast exceeds the allowable vibration level. In order to resolve the problems, many different kinds of the cut blast can be considered.

Misfires in underground and surface production blasts can be costly. Costs can arise from loss of resource, production interruptions, having to redrill or otherwise refire the blast (a hazardous process at best), due to added secondary blasting or breakage, and/or from increased LHD maintenance costs attributable to poor fragmentation.

In 1990 the Noranda Technology Centre commenced a project to develop an interactive three-dimensional blast design system using a commercial computer-aided drafting and design package (CADD). The objective was to alleviate the blast engineer from the tedious and time consuming blast layout and design functions normally done by hand. This would allow more time for optimizing blast designs through assessing multiple options. Since several blast design software "tools" already existed at Noranda, the need arose to integrate all the applications into one overall system that shared one common database. The result is BLASTCAD.

Farce Mining of Texas is a surface coal mine located in Laredo, Texas. Farce mines and sells approximately 600,000 tons /year of bituminous coal. A map showing the location of Laredo is provided in Figure 1. As shown, Laredo is located on the border between the United States and Mexico. The mine property runs to the Rio Grande River, the border between the two countries. Farce pumps water from the Rio Grande for use in their coal preparation plant. Laredo’s climate is quite dry with annual rainfall averaging about 12” per year. Also, due to the southern location, Laredo is quite hot. It is common for the temperature to reach 100” F in March and maintain these temperatures through September.

The coal mining industry was and still is the dominant user of explosives. About two-thirds of the explosives consumed was used in coal mining.

International Training Resources is a company consisting of personnel with extensive law enforcement and military special operations experience, The staff members are qualified to train and certify, assist and advise law enforcement officers and agencies, at any level, in critical incident policy, procedures and tactical resolutions. Successful critical incident resolution is comprised of many elements of professional skills and personnel. (Command staff, negotiators, snipers, tactical teams, uniform patrol, K-9, bomb squad, etc.) Recently, tactical teams have been developing the capability for the use of explosive methods for rapid entry into crisis locations. This document ‘will briefly describe the environment, operational issues and courses of action associated with developing a complete tactical breaching program for utilization by SWAT teams in response to operational conditions in critical incident situations. This topic is being presented to the I.S.E.E. evaluators under “Interesting Blasting Projects” and “Public Relations” categories. Tactical operations differ significantly from traditional industry practices and we appreciate the opportunity to show the industry other professional applications of explosive materials and techniques. Presently, of the few schools from which law enforcement officers can receive training with explosive breaching methods, International Training Resources is the only company currently teaching and certifying officers which has received total endorsement by the California Peace Officer’s Standards and Training Commission (P.O.S.T.) and the state blaster’s licensing commission. We have pioneered the combining of law enforcement needs and blasting industry technology to train tactical officers, nationwide, in the mission essential skills necessary for explosive breaching.

Certain blasting applications are more prone to the generation of significant levels of nitrogen dioxide post blast fumes, more commonly referred to as after blast smoke, generally ranging in color from dark yellow to bright red. This paper reviews basic background chemistry defining the observed fumes and attempts to correlate geology, blast design, and explosive composition effects on the level of nitrogen dioxide that can be observed in various blasting conditions. Additionally, a test setting for evaluating the generation of post blast fumes is presented with pertinent test data detailing generic explosive formulation modifications which effect the overall level of post detonation generation of nitrogen dioxide.

The deployment of Dragline machines in opencast coal projects involves huge capital expenditure as well as operating costs. The mine operators always endeavor to ensure smooth excavation of material by the Dragline machines while meeting the major objectives of safety, minimal disturbance to environment and optimal operating costs. Optimization of fragmentation through well designed blasts is fundamental in meeting part of the objectives is good fragmentation of rock or mineral proposed to be lifted by the Dragline machine. If the overburden lying over mineral is not properly fragmented, it may result in formation of ‘Toe’ the removal of which is the most arduous task in opencast coal mines. The mine operators always endeavor to achieve best possible results in blasting to ensure smooth operation of the high cost Dragline Machine. However, despite continuous efforts by the blasting engineers involved in bench blasting for the machine, the formation of ‘Toe’ is an ever nagging problem faced in large opencast coal projects eventually reducing the overall operational efficiency of mining.

The nature and extent of any such potential changes are impossible to gauge at this time. However, this synopsis of the changes contained in the September 2000 Orange Book, ATF P 5400.7 was current at the time of this writing. Capital Quarries in Owensville, Missouri faces several challenges when designing a blast that allows for ease of movement while maintaining controlled throw and compliant air over pressure. The primary challenge is the nearest non-owned structure (NNOS) is a residential home located 250 feet from the quarry. Another challenge is a production bench which is 100 feet tall and separated from the NNOS by Pennsylvanian fire clay that filters out high frequency waves from the blast. Material from the blast must also be less than 5 inches in order to be processed by the crusher in the quarry. To provide as much relief as possible, production shots will consist of a single row with the minimum required burden. To design the shot, signature hole analysis was used to determine the optimal timing between powder columns. Electronic detonators provided an accurately timed shot to minimize the amplitude of the vibrations while maximizing the frequencies. Boretraking and 3D profiling with Renishaw laser profiler and Strayos drone photogrammetry provided an accurate burden measurement. Powder factor was kept at 1.3 tons/lb using bulk emulsion. The boreholes were split into 5 powder columns with the top of the hole firing first in order to blast to floor grade. The resulting shot produced good fragmentation and shot to floor grade. Seismograph readings showed air over pressure vibrations within legal limits. Due to this success, multiple shots will be designed using the process described.

Australian underground mines produce in excess of 60 mtpa of coal. Most of these use the longwall method, and they require the use permitted explosives (which are called “permissible” in other countries) for challenges that appear during the day-to-day activities. To obtain the approval for these explosives, they should pass Testing Memorandum #2 (TM-2), which sets out the test required for each category of permitted explosive. These categories are P1, P3, and P5. With P5 being unrestricted use and P3 and P1 have conditional use in underground mines. The TM-2 test was originally set up for NG-based permitted products around 1900. With the closing of NG plants around the world, ammonium nitrate explosives were the natural replacement, and therefore these explosives need to pass the TM2. Australia does have a P1-emulsion based explosive available. For high-risk scenarios (like blasting coal), no P5 explosives are available. The lack of P5 explosives has been prolonged for more than 25 years, since the phasing out of nitroglycerine-based permitted explosive products around the world. The main problem has been that when emulsion based permitted products are tested in the deflagration cannon, the results obtained were not considered in the TM2 criteria and therefore the tests were invalid. A research work on permitted explosives began in 2005 funded by the Australian Coal Association Research Program (ACARP). The aim of the project was to address the lack of P5-type permitted explosive (and, potentially develop them further, i.e., develop safer explosives) and understand the behaviour of emulsion explosive and the results they presented in the tests. Both bureaucratic and technical barriers appeared along the way. On the bureaucracy side, the facility was shut down, reopened, and shut down again. In view of these difficulties, assistance was sought overseas. On the technical side, from the very start the results of the tests when using emulsion-based permitted explosives were not established in the criteria, ignitions occurred for trial samples that were expected to be P5-type, etc. The aim of this document is to present the painful journey in the Australian industry to have a P5-type emulsion-based permitted explosive, for use in UG coal. Also, the technical learning acquired about emulsion explosives and the ignition path of mixtures methane / air will be shown.

Fish sampling in a deep-water, high velocity, environment is extremely difficult. Conventional techniques such as electro-fishing and netting have been limited to depths generally less than 7 meters (m) and velocities below 1 meter per second (mps). The goal of our study was to sample a bendway weir field on the Mississippi River to assess the effects of the weir field on the fishery. In a bendway weir field, depths can exceed 20 m, and velocities can exceed 3 mps, making conventional sampling techniques inefficient.

A new strain-based criteria is being adopted for rock blasting in New York City (NYC). This criteria is based on several years of research involving vibration measurements of tall structures during blasting within several feet from buildings designated historic and Landmarked. This research has demonstrated that tall, heavy structures show little upper-structure vibratory response during hard-rock, urban blasting carried out in NYC. The Fire Department of New York City (FDNY) permits rock blasting and regulated limits for ground vibrations using the U.S. Bureau of Mines (USBM) safe blasting criteria. However, these regulations are often superseded by a 0.5 in/s (12.7 mm/s) limit imposed by the New York City Department of Buildings for historic and Landmarked buildings that are adjacent to the majority of blasting projects in the City. In the past decade, approximately 5 billion pounds of explosives were used annually in the United States. Most of this quantity of explosives was used by the mining industry and coal mining was the dominant application for explosives. Considering the large amount of explosives used, the accident safety record for the mining industry has improved significantly over the past two decades. Blasting accidents are usually a small percentage of the total number of mining accidents. However, blasting accidents continue to occur and the severity of these accidents is disproportionately high with respect to other types of mining accidents. This paper is a summary and an update of the surface mine blasting accident investigations and studies conducted previously by the Mine Safety and Health Administration (MSHA) and the former U.S. Bureau of Mines.
