On Jan. 1, the office of the. National Service Committee was established at 502 McLachlen Building, Washington, D. C. The first work was to review current legislative information; which is being continued and good results are accomplished. Whenever matters of importance appear in the Congressional Record, notice thereof with such documents as are germane are forwarded to the members of the committee for their information and advice. The first formal report of the chairman was on the so-called Smith-Howard bill to secure Federal endowment for the establishment of engineering research. The chairman of the Committee, at the request of the Executive Committee of the Engineering Council, appeared before the Senate Committee on Education and Labor for the purpose of opposing those features of the so-called Kenyon bill which would create a practically permanent commission dominated by the Engineering Corps of the Army over all Federal engineering projects as well as state and municipal projects receiving Federal aid. The greater part of the time has been expended in correspondence and consultation on the matter of the establishment of a Department of Public Works. The results of this work lead to the belief that there is much promise of the establishing of such a department by the 66th Congress Hall members of engineering societies, as well as the societies themselves, will unanimously agree on and support a measure, and in order to secure such unanimous support, it will be advisable to call a conference of engineering societies. .

Upgrading of a Koolanooka magnetite iron ore sample provided by Kingstream Steel Ltd was investigated using low intensity magnetic separation (LIMS) and reverse flotation. The ore contained 38.6 per cent iron, 37.8 per cent silica, 6.5 per cent magnesia and 0.54 per cent alumina, with the main minerals in the ore being amphibole (42 per cent), magnetite (39 per cent) and quartz (14 per cent). The concentrate obtained after low intensity magnetic separation contained 66.6 per cent iron and 6.34 per cent silica with an iron recovery of 72 per cent. This concentrate was further treated by reverse flotation to increase the iron content and reduce the silica content to meet the requirements for direct reduction iron (DRI) feed grade.

"Since the mid-19th century the River Emscher in the German Ruhr District has been used for disposing of wastewater. In the early 1990s, it was decided to replace the existing open wastewater system with a sewer system and to restore the River Emscher to its natural state. The major Emscher conversion project is divided into a large number of individual schemes, with construction phase 30 being the largest. By applying the pipe jacking method, interlinking tunnels with section lengths in excess of 1,100 m are constructed. USAGE OF THE EMSCHER OVER TIME The 85-km long river Emscher flows right through the Ruhr District. It has its source to the east of Dortmund and flows into the river Rhine near Dinslaken (Figure 1).The Emscher has been used to dispose of wastewater since industrialization began about 200 years ago. Intensive coal mining over the years led to considerable subsidence causing stagnant sewer areas which in turn led to typhus and other deceases. Thus in 1899, the Emschergenossenschaft was founded to create an efficient interceptor system for a catchment area of 865 km² through lining, raising and Emschergenossenschaft decided to free the waterways of the Emscher system from sewage and to improve them in ecological terms by 2020. A budget of 4.5 billion euros was earmarked for this purpose.The construction of sewer conduits began in order to no longer transfer the wastewater into the Emscher. The currently ongoing construction of the “Emscher Interceptor” - the main sewer - represents the heart of the Emscher conversion project. The interceptor will run along the river over a length of 51 km. Three pumping stations are required to confine the sewer’s depth to elevations between 15 and a maximum of 40 m below the surface. Since early 2012, the Emscher has been free from wastewater east of the Dortmund-Deusen clarification plant. There are two further clarification plants situated along the Emscher, which treat the still contaminated river water down-stream. Once the Emscher Interceptor is in operation, they will receive wastewater solely from the tunnel system."

In almost all branches of industry, machinery and equipment in operation cause vibration. Some sources of vibration affect only the operator’s hands, fingers, and arms, while others have adverse effects on the entire -body. Various types and numbers of machines are utilized in the mining sector, and operators with them are exposed to mechanical vibrations caused by the mining machinery they use. A field study was conducted to evaluate the vibration risks to the operators using mining machines in open pit mines. Vibration levels and whole-body vibration (WBV) measurements using various types brands, and models of construction equipment were evaluated in three different mines in the west of Turkey and compared to the the criteria specified in the EU 2002/44/EC directive and ISO 2631-1 (1997) standards. The results showed that operators using mining machinery for 8 hours were exposed to WBV levels below the EU limit (1.15 m/s2), while 44% of these operators were exposed to levels above the EU action limit (0.5 m/s2). Measurement data collected from the working environment and the recommended improvements that need to be made to reduce WBV exposures are presented.

The Stormwater Management and Road Tunnel (SMART) Tunnel is a world first in the use of tunnel space transmitting both road and water through the same spatial envelope. The unique aspect of the SMART project is that the highway decks are used periodically for the conveyance of water. This aspect of the project has posed its own technical challenges that have been overcome in the design stage of the work allowing the project to be taken forward to construction with confidence in the systems to be Installed in the tunnel.

Stope back conditions in the cut-and-fill stopes at New Broken Hill Consolidated Limited often deteriorate to such an extent that, because conventional rockbolts are not able to maintain safe working conditions, square-set timber is installed. An attempt to eliminate this costly procedure has involved the use of long grouted rockbolts using high tensile prestressing wire. These bolts were developed in conjunction with the prestressing engineers of BBR (Aust.). This form of support has improved the back conditions, maintained safe working conditions, and delayed the introduction of timber in a number of stopes.Production from these stopes has been maintained at its previous level (at a rate approximately double that of a comparable timber stope).

Mountain Top Removal (MTR) mining started in West Virginia nearly thirty years ago. This surface mining method can extract multiple coal seams as thin as a few inches thick with total recovery and minimum rock dilution in very steep mountainous terrain. It is highly efficient even if coal seams are in close proximity and small in aerial extent. Consequently, MTR has been widely used in the Central Appalachian Coalfield (mainly Kentucky, Tennessee, Virginia and West Virginia) for the past thirty years with great success. In that respect, there has been no demand for research and little scientific research has been performed to investigate its impacts on the surroundings in the history of MTR mining. However, in the past two years the debate over the MTR mining has grown quickly and in times become very intensely. This paper describes chronologically the issues raised by various parties, legal actions, its impacts on mining permit application and research projects developed to address the issues.

On my arrival in New York after the Russian examinations John D. Ryan, president of Anaconda, asked me what my plans were. I told him I wanted to be useful somehow in the World War that we had entered while I was away, but I did not know how. Ryan and Thayer told me that the new American Air Corps was gathering a group of executives, most of them young, to go to France as Army officers to help with the industrial side of our aviation activities. This would include construction of military airports, maintenance, and supply for our rapidly growing Air Corps. They thought I might be accepted in this group of about 30. It seemed to be just what I wanted, and I put in my application at once. My application was accepted about three weeks later and I was told to come to Washington to take physical and other tests and to meet others of the group. I liked them. They were a cross section of competent American manufacturers, bankers, automobile executives, and merchants. I was the only miner. I had many discussions in the days in Washington with members of our organization and others I knew who were going into war service. Attitudes were very different from those 55 years later. There was no discussion as to whether war was right or wrong. We were in it and must do all we could to help. At the same time there was a holdover from the days when, at least for the elite, war was high adventure. Even the most high-minded did not then realize that war is a horrible form of wholesale murder and, in 1917, it would have been treason to suggest this. I had two weeks before our industrial group was to start work which gave me time for a hurried trip to Berkeley where Dorothy and I announced our engagement.

U.S. Bureau of Mines research to develop diagnostic methods to locate and evaluate fires in abandoned mines and waste banks and techniques to extinguish such fires was applied to an abandoned 60-acre underground bituminous coal mine (Renton, Allegheny County, PA) to locate and extinguish three separated fire zones. Mine fire diagnostics interpret changes from baseline values in subsurface pressures, temperatures, and mine gas composition under imposed pressure gradients induced by a borehole exhaust fan. The effective gas sampling area surrounding each borehole is greatly enlarged. Sampling iterations, using a "communicating" boreholes set, provide "fire signature" information for locating both heated and cold areas. Time-dependent monitoring differentiates heating and cooling periods resulting from combustion front movement and/or fire extinguishment activities. A water injection with fume exhaustion extinguishment effort involved injecting water through boreholes to quench the heated zones while exhaust fans actively removed heated gases from the mine. The technique was ineffective as implemented, primarily because of inadequate spreading of water from the injection points. The Bureau's diagnostic method determined the fire locations and the effectiveness of the water injection with fume exhaustion extinguishment technique.

This report describes the work done to develop a coal mining machine to increase productivity and recovery from thin seams beyond the highwall, in addition to decreasing the miner's susceptibility to to highwall hazards First, radar transducers were adapted to measure coal thinkness and detect rock and coal interfaces; Then, the radar was incorporated into a cutterhead with steering controls. Next, visual displays were designed to show cutter position in the coal seam, and anticipated change in coal seam inclination, Finally, development of a telemetry system made remote control of the cutterhead possible. Simultaneously, a high-performance extended depth (HPxD) auger machine was designed with an automatic system to handle 600 ft of 36-in, diameter dual spiral flight conveyor sections. A two man crew controls all operations from a weather conditioned cab outside the VDZ, either at night or day time. As a primary mining tool, working 4000 hr/yr (2 shifts/day) recovering 60% of the coal 600 ft beyond the highwall, productlon to 500,000 ton/yr can be achieved. Les pays aujourd?hui développés sont pour la plupart d?anciens eldorado, charbonniers ou pétroliers. D?autres le sont toujours. L?Afrique fait cependant figure d?exception : même en étant comblé de ressources naturelles exceptionnelles, les pays de ce continent croulent sous le poids de la pauvreté et de ses acabits que sont les maladies, la famine, la guerre et l?insurrection sociale. On reconnaît néanmoins qu?il y a des cas particuliers comme le Botswana, la Namibie, l?Afrique du Sud. Face à cette situation, beaucoup de scénarii ont été proposés sans pour autant porté les fruits espérés. Le rapport Brundtland suggère que le développement durable est la clé du succès car elle veille à la prospérité économique, à l?équité dans la société et à la pérennité dans l?environnement. Pour l?Afrique, beaucoup de facteurs doivent être considérés et les solutions se doivent d?être pratiques et éthiques. Le futur ingénieur des mines qui a écrit ce rapport, apporte sa vision de la situation non sans avoir auparavant analysé les faits. Cette démarche, qui se veut avant tout éthique, inclut les aspects sociaux, économiques et politiques. Introduction In the 40s, 50s and the 60s, many economists, among which Harold Hotelling from South Carolina University, thought that developing countries could reach socio-economical success by extracting their natural resources such as oil and minerals. The current economical disaster seems to have contradicted that belief and critics like Davis Graham (Colorado School of Mines) and Michael Ross (University of California at Los Angeles) even suggested that extractive activities stop in Africa. But the experts of the World Bank (Mining Department) and some mining and oil companies are committed to reverse the tendency by implementing a new approach. Considering the principles of sustainable development defined in the Brundtland report (1987), we decided to analyze the possibility of giving the extractive industry a catalytic role in creating a socially, economically and environmentally development in Africa. In other words, can we continue to mine and extract oil in Africa for its blossoming future under the ruling of the sustainable development? In the following, we start by explaining the African socio-economic and political context. After a brief definition of the sustainable development, we explain why, for Africa, some believe in the extractive industry and some don?t. In the end, we draw out conciliatory arguments.

Embankment piles are common in the Scandinavian countries (Kjellman, 1940) and in Southeast Asia as support of fills, light structures, bridge abutments and deep excavations (Eide, 1968) as described in the following. Untreated timber piles are often used for light structures and shallow fills when the ground water level is high since they are inexpensive and readily available. When the applied loads are relatively high precast concrete piles and steel piles are preferred. DESIGN CONSIDERATIONS Embankment piles carry the load from a fill or a struc-ture either through skin friction along the sides of the piles (Fig. 1a) or through a precast concrete slab or through pile caps at the top of the piles (Fig. 1b). When the load is carried by skin friction it is often economical to use small diameter timber piles because of the large surface area (Asplund, 1939). For precast concrete or steel piles concrete caps are used to transfer the load to the piles due to the relatively high capacity of the piles since the skin friction resistance alone is not sufficient to transfer the load to the piles.

"In 1928, there were 47 fatal accidents in the California petroleum industry, 14.6 per cent more than occurred in 1927 when 41 men lost their lives in the drilling, producing, manufacturing, and marketing divisions of the industry. This increase in the number of fatal accidents for 1928 has caused the first upward trend in the fatality curve of the California petroleum industry since 1923. In no other year during the 6-year period have the fatalities in any one year been greater than those for the preceding year. This fact should be given serious consideration and study by the petroleum industry, and an endeavor should be made to cause the number of fatalities again to decrease and conform to the previous gradual declining trend of the fatality curve.The following chart shows the trend of fatal accidents during the past six years:Of the 47 fatalities in 1928, 30 occurred in the drilling and producing division, 1 in the pipe line and transportation division, 14 in the refining division, and 2 in the sales and marketing division. A comparison of the number of fatalities in each division for 1927, and 1928, is given in the following table:3"

This article focuses on TurkeyÆs gold potential with respect to exploration, development and operation after 1985. Apart from TurkeyÆs geology, which offers a substantial number of volcanic-associated gold (Ag) and gold-copper (Au-Cu) projects, there are numerous other factors which make the country a favourable place for mining. Turkey has a mining history which goes back to pre-Roman times and an excellent mining code which ensures security for long-term production. In the country, the Government and local villagers are very positive and the country works extremely well logistically with excellent road and telecommunication links. The opportunities for new discoveries in Turkey are very high. Moreover, Turkey has its eyes turned west as it moves towards joining the European Community and it is no surprise that international companies believe it has got its timing as well as its partner relationship right. Newmont, Teck Cominco, BHP Billiton, Rio Tinto, Eldorado Gold, etc all have direct or indirect interests in Turkey, as do an increasing number of midtier and junior exploration companies. Turkish Koza Gold Mining is the first Au producing company of Turkey. The Eldorado Gold owned 245 t Kisladag Au deposit in Western Turkey is currently also producing Au. In the meantime Anatolia Minerals Development is advancing the 131 t resource at the C÷pler Au deposit in North Eastern Turkey. These are significant world-class deposits. Further encouragement for investment in the Au mining sector has been provided by the introduction of a new mining law in 1985. Foreign investments in the country were encouraged and have seen a rapid increase in the last two decades. Gross domestic product (GDP) growth is in excess of five per cent per annum, inflation is down from 70 per cent to single figures, the budget deficit has been cut by 40 per cent to 11 per cent and industrial output and productivity are increasing rapidly. Turkey is politically and economically stable, is a member of the European Customs Union, has a supportive mining legislation, is highly prospective and under-explored and hosts significant recent gold discoveries.

Over recent years there has been a significant increase in the number of miners in the Pilbara region of Western Australia targeting channel iron deposits (CID) located in valleys, intersected by ephemeral creeks and below the groundwater table. The falling iron ore price has triggered a drive to reduce cost and maximise yield. Creek diversions provide an opportunity to maximise the utilisation of orebodies and extend the life-of-mine.Creek diversions that are required during mining operations to access ore and provide flood protection have historically been constructed as uniform engineered channels designed primarily for flow conveyance while minimising earthworks costs; however, the design of diversions becomes more complex when they are required to function in a similar way to the existing creek system during operations and remain stable during more extreme events than would typically occur following mine closure, in accordance with current regulatory guidance. The design specifications for closure are often more rigorous than the operational phase, and could incur significant additional cost to implement retrospectively if not planned and designed upfront.The complexity of diversion design depends on site specific factors such as: the size of the creek to be diverted; hydrology; corridor restrictions; geomorphology; hydrogeology; geology; environmental and heritage values; potential impacts and the risk to operations and environment. The complex interactions of these factors must be well understood and hydraulic modelling undertaken to characterise the existing creek system, demonstrate the diversions, provide adequate flood protection during operations, and can function in a similar way to the existing system following mine closure. Development of a permanent human base on the Moon for exploration requires a self sustaining system. This entails production and processing of limited amounts of raw material on the Moon. Any mining and construction activities on the Moon can only be performed by a robust excavation machine that can excavate a variety of material from loose surface regolith to consolidated (frozen) regolith with embedded rocks in the mixture. Meanwhile, limited amount of information on lunar regolith is available to develop and optimize a machine for given lunar ground conditions. Therefore, any excavator designed for use on the lunar surface should have the ability to adapt to a wide range of operating conditions. A prototype cutterhead for the lunar excavator was built and tested at the Kennametal facility in Latrobe PA A. This paper discusses the results of initial material characterization as well as full scale tests of a prototype cutterhead inrelevent material. A brief review of anticipated production rates under various assumed ground conditions will also be presented.

The decreasing quality of the input materials in copper recycling leads to a higher content of impurities in the anode copper. An improvement of the pyrometallurgical refining process is therefore necessary to produce high quality anodes for the copper refining electrolysis. The behaviour of the most important accompanying elements (e.g. nickel, tin, lead, zinc etc.) at different reaction conditions has to be investigated in order to improve the metal/slag reactions as well as the vaporisation by selective oxidation in the anode furnace. Therefore the thermodynamic conditions like reaction order and the activity coefficients at the copper refining process have to be known for the optimisation of this technique. Additionally the interaction between different elements has been investigated as a function of the temperature, the content of the elements and the slag composition especially for nickel. These investigations were done at the Christian Doppler Laboratory for Secondary Metallurgy of Nonferrous Metals.

The paper describes the components of an Integrated Furnace Control system for covered-arc (shielded arc) smelting with results from the recently started 75 MW Cerro Matoso Line 2 Furnace. The paper starts with a review of the mechanisms of power and feed input and heat losses in the shielded-arc smelting process, and describes how the details of the control system are tailored to the process. The control modules of a covered-arc smelting furnace are described including measured results and screen captures. This paper focuses on Integrated Furnace Controls tailored to shielded-arc smelting, but similar approaches have been recently applied to other furnace processes including immersed-arc smelting.

Mineral Resource Throughput Management is based on the extraction of the maximum potential value from an ore reserve with the emphasis to generate maximum ROI and ROR (return on reserve). A steel producing company in India implemented MRTM to significantly improve their ROI and ROR. The value chain of this company consists of their own iron ore and coal mines, ore washing plants, sinter plants, steel plants, and sales and marketing division. The target for the mines was to produce at a stable and predictable rate and at specific quality requirements. These requirements were set to improve productivity and ROI of the steel plant. The implementation constituted the alignment of the reserve potential, total production chain, human resources and management culture at the mines with the requirements of the steel plant. Many typical mining practices were challenged and changed. Production targets regarding lump vs. fines ratio, consistent product tons, quality targets such as Fe, Al content and moist, and standard deviation on the quality targets were not achieved. A reverse distribution model with release mechanisms to satisfy the demand were developed and implemented at the mines. A stable and predictable flow of mine product with quality standards well within the required standard deviation targets were achieved. The contribution from the mines to significantly improve the Net Profit, ROI and ROR of the company were reached.
