In the froth flotation process the detrimental effect of slimes on the froth flotability of valuable minerals has long been known.1 Work by Aplan2 on the froth flotation of coal has shown that the presence of clay slimes causes loss in flotation selectivity, and recovery of combustibles. Obviously then the presence of clay slimes to any great extent in the froth cell feed in a coal preparation plant is undesirable. This problem is exacerbated in plants treating raw 600 um (28#) by zero material due to the variation in flotation with size. The net effect of this phenomenon in a bank of cells treating raw minus 600 µm (28#) material s that by the time adequate flotation of the coarsest size fractions has occurred the finer sizes are already producing undesirable high ash material, which often leads to unacceptable overall quality. Reduction in aeration rate and/or chemical addition to combat this, further decreases the flotation rate of the coarsest fraction leading to heavy losses of coarse low ash coal to the tailings. The above mentioned characteristics formed a key aspect of the fine coal circuitry design at Elk Run Coal Company in Sylvester, WV. The plant was designed to produce compliance steam coal (less than 1.20 lbs. S02/million b.t.u.) Desliming ahead of the froth flotation was included, as the slimes in the plant feed were clay rich, had very high ash levels, and low potential recovery. Lab testwork had also shown that poor selectivity would be expected if raw minus 600 um (28#) material was froth floated.

"Tunnel closures are highly undesirable and the lengthiest are generally attributed to structural failures (e.g. Mont Blanc). Although historical data shows structural failures are closely linked to fire, design parameters for tunnel safety are not well defined. Current research has focused on defining the fire heat release rate and temperature, but these parameters cannot be easily used to determined structural performance. The energy transferred to the structure, the heat flux, is required but current literature lacks these values. Full scale experiments were undertaken on passenger vehicles resulting in heat fluxes between 20-70kW/m2. Analysis shows a vehicle fire’s duration is closely linked to its mass. Further analysis shows small vehicle fires can be scaled as a function of the tunnel diameter and the characteristic height of the desired vehicle. The present work provides engineers an appropriate design methodology to undertake informed thermal-structural analysis to minimize the risk of tunnel structural failure.INTRODUCTION Quantifying the effects of a tunnel fire depends on many factors such as the type of occupants, their vehicles and spacing, ventilation conditions and the geometric shape of the tunnel (Ingason and Lonnermark 2011). For design engineers investigating the thermal-structural performance of a tunnel, these factors are typically converted into spatial and temporal temperature distributions (Usmani et al. 2001) using various design curves such as those of ISO834-1, Hydrocarbon, Rijkswaterstaat (RWS) or RABT-ZTV (Promat 2013). However, to define a temperature profile through a structural element these curves require a heat transfer model that incorporates an appropriate boundary condition. The appropriate boundary condition is the net heat flux which is the result of a complex energy balance. For use in heat transfer calculations the net heat flux must account for the tunnel geometry as well as thermal properties of a given structural element and all other surfaces and mediums affecting the transfer of heat (Torero 2014)."

"The 13.2 m (43 ft) external diameter, double deck Istanbul Strait Road Tube Crossing is one of the most challenging underwater tunnel projects in the world. Subjected to 11 bars of hydrostatic pressure, variable geology, and being in a very active seismic area, the execution of the project required innovative solutions, sophisticated construction techniques and prudent risk management approach. The 5 km (3.1 mile) tunnel consists of a 3.4-km (2.2-mile) tunnel boring machine- (TBM) bored tunnel, 1 km (0.62 mile) twin NATM tunnels and cut-and-cover sections. The project is being delivered in a build-operate-transfer (BOT) contract in a public-private partnership. The technical challenges, coupled with financial and commercial risks required the implementation of sophisticated risk management tactics including the provision of independent design verification. The project was opened to traffic on December 20, 2016, four months ahead of schedule.. This article presents the technical challenges of the project from the design, construction, and risk management aspects..Project backgroundThe $1.245 billion Istanbul Strait Road Tunnel Crossing project, dubbed the Eurasia Tunnel, is one of several major infrastructure projects being implemented in the Republic of Turkey in a public-private partnership approach. The project provides a direct and easy connection between the Anatolian (Asian) side of Istanbul and the heart of its historical district on the European side across the Bosphorus Strait which connects the Black Sea with the Sea of Marmara. The project improves connections to a wide network of motorways on both sides, increase capacity across the Bosphorus by 100,000 vehicles a day, reduces congestion and saves motorists an average of 45 minutes of commuting time in each direction bringing significant economic benefits to the city and the region. It eases traffic across the strait, reduces congestion, decreases pollutants and emission while maintaining Bosphorus. It is the most complex part of the project with the greatest challenges and risks. Part 2 is 5.4 km (3.6 miles) long consisting of 3.4 km (2.2 miles) of 13.2 m ( 43.3 ft) external diameter TBM bored tunnel under the Bosphorus Strait, 1-km (0.62-miles) of twin NATM tunnels on the Asian side, cut-and-cover transition boxes in the Asian and the European sides and depressed approaches on both sides. In addition, this segment includes the toll plazas, ventilation buildings, and the tunnel control and maintenance facilities."

The term "tender tundra" is a myth---a well-developed myth, but contrary to the fact. Any area that supports herbivores must have a plant base to supply food, In Alaska, herds of caribou migrate and live north of the Arctic Circle. And, if there is enough growth in the moss and lichens and arctic grass to support a caribou herd, the "tender tundra" can heal after it has been disturbed by mining. Another myth is that Alaska is an ice box. Actually, many areas In the state---particularly the Interior---have a high agricultural potential. Nevertheless, the fact remains: whether it is reclaimed by advancing the productivity from forest to agriculture or is allowed to remain a wild-life habitat, Alaskan land will revegetate. Reseeding speeds reclamation, but left to nature, native species will reclaim the land whether it was disturbed by forest fires, roads, villages, or mining. In fact, it is impossible to find many of the old gold mining camps.

The Ohio River Tunnel Project encountered multiple unexpected geotechnical challenges such as crown and invert instability due to the overstress condition affecting the strata above, below, and in the tunnel alignment during and after TBM excavation along with the potential for methane inflow. This paper showcases how the orientation of a tunnel alignment has a significant impact on how in-situ geological stress can impact the excavation of a tunnel from the contractor’s point of view and how geological features influence gas inflow to the alignment over time.

There are tens of thousands of inactive mine features in 274 mining districts in New Mexico (including coal, uranium, metals, and industrial minerals districts). However, many of these mines have not been inventoried or prioritized for reclamation. Many of these mines have existing mine wastes, generated during mineral production, which could have potential for critical minerals, especially since the actual mineral production was generally for precious and base metals and not critical minerals. The purpose of this project is to characterize and estimate the critical mineral endowment of mine wastes and “beta-test” USGS sampling procedures. This project is important to the state of New Mexico because critical mineral resources must be identified before land exchanges, withdrawals or other land use decisions are made by government officials. Future mining of mine wastes that potentially contain critical minerals will directly benefit the economy of New Mexico. Possible re-mining of mine wastes could clean up these sites and pay for reclamation. Furthermore, this project will include training of younger, professional geologists and students in economic and reclamation geology by the PIs.

Recent tailings dam failures around the globe have influenced many mining industry regulators to reassess their requirements for the numerical modelling of tailings dam failures. This type or forward modelling is associated with overarching uncertainties as the model cannot be calibrated against a physical result. Dam breach analyses that meet the requirements of current industry standards and guidance typically begin with identification of credible failure modes and selection of appropriate topographic data set to represent the study area. The breach parameters and the volume of tailings released are then determined using available methodologies and empirical relationships. Subsequently, when the breach hydrograph is developed and the hydrology of stream networks are complete, the runout simulation is implemented. Due to the uncertainty involved in the process, sensitivity analyses are recommended to quantify variations in model inputs on the inundation extent and the flow characteristics. This paper outlines some common methodologies utilized for development of dam breach models, summarizes associated uncertainties with these methodologies and inputs, and provides guidance on how sensitivity analyses can address a wide array of uncertainties inherent in tailings breach analyses. This paper provides an understanding of how selecting appropriate breach parameters can result in reasonably conservative inundation extents consistent with the identified credible failure modes.

Like most of you, I would rather work on a job than talk about it. But it is fruitful to spend some time taking stock of important developments in the heavy construction field. One of the strongest recent movements affecting the industry has been the push for safety. I regret that it is a recent development. Not that builders were against safety. Too often though, it was easier to continue with dangerous old work methods than to try something new. Too often, it was easier for equipment manufacturers to build production tools with little consideration for worker safety. And too often, accidents and gruesome disasters occurred. The ultimate result of on-the-job injuries in construction and other industries was the Federal Government's Occupational Safety and Health Act of 1970. Individual states were required either to accept OSHA or pass updated regulations at least as stringent as the Federal requirements. These new rules must be strictly obeyed -- not just because they carry civil and criminal sanctions -- but because they correct unsafe conditions and reduce hazardous acts. Though some OSHA measures have been criticized as superfluous, most of them do in fact save lives and limbs. Equally important, the tunneler who follows the new safety regulations can be fairly certain of an efficient, uninterrupted operation. Regulations do sometimes bring rewards.

Since Sept. 11, 2001, the author has been asked by several mining companies and mining publications to share some of his insights on how the terrorist attacks on the World Trade Center (WTC) and Pentagon might affect the mining industry globally. Until now, the author has been reluctant to express his thoughts in a publication that could possibly fall into the hands of terrorists and give them some ideas that they may not have been previously considering. However, the author discussed the contents of this article with several friends and acquaintances in the international intelligence community. They said that nothing commented on here is new to the terrorists. Potential terrorist targets Sources within the worldwide intelligence gathering community have told the author that current intelligence data indicates that it is likely that the Islamic fundamentalist groups responsible for the attacks on Sept. 11, 2001will likely be directing their effort at foreign business entities. Any overseas or any domestic businesses of highly visible companies that are part of the anti-terrorism alliance should consider themselves a potential target.

A 16 m by 4.7 m by 24.5 m (52 ft by 15.5 ft by 80.5 ft) underground ore bin was constructed at an 810 m (2660 ft) overburden depth in poor quality, faulted and altered intrusive rocks at Molycorp's block caving molybdenum mine. Geological engineering incorporated detailed structural mapping, rock quality classification, in-situ stress field determinations, numerical stress and failure analysis, and convergence monitoring. The ore bin was mined by conventional methods from the top down and utilized a bored raise for mucking. The initial ground support of rock bolts, lightweight steel sets, and reinforced concrete was later supplemented with an array of 6, 12 and 21 m tensioned, grouted rock bolts when wall closure was noted in the upper ore bin area. The supplementary support was optimized by computer analysis and monitoring.

East Side Access (ESA) will extend Long Island Rail Road into midtown Manhattan via 11 km of tunnels, a new terminal station and associated rail support facilities. The hard-rock tunneling in Manhattan will traverse under Park Avenue and some of the most historically and commercially significant real estate in the world. The soft-ground tunneling in Queens will traverse beneath Amtrak’s Sunnyside Yard and the Harold Inter locking, the busiest rail interlocking in North America. This paper details ESA’s program-wide geo-instrumentation monitoring system for obtaining, processing and presenting all geotechnical monitoring data. Data streams will be real-time, such as from automated total stations, and manually read, such as from optical survey instruments and handheld data loggers. All data will be input into a web-based Geo-Instrumentation Data Management System, which will be accessible to project stake holders via ESA’s intranet or via the Internet using remote access controls.

The first version of the longwall strata control and maintenance system (LSCMS) has been successfully developed by the Strata Control Re¬search Team at the University of Alabama. The system includes a software package designed to monitor shield leg pressure, interpret the data and predict the forthcoming roof loads and the existence of geological anomalies. It can also detect maintenance problems of the face equipment. The LSCMS was installed underground and connected to the surface terminals at Drummond's Shoal Creek Mine in Alabama. The system has proven to be a useful and practical system for improving safety and efficiency in coal-mining operation. The Shoal Creek Mine is a new, large coal mine operated by Drummond with two longwall panels. The Blue Creek seam is the primary source of coal production. It is located at a depth of 275 to 440 m (900 to 1,450 ft) below the surface with an approximate 2% southwest dip. Typical strata conditions are represented by two stratigraphic columns (Figs. la and b). A fireclay/dark shale parting (called Middleman) 0.2- 0.7-m- (1- to 2.5-ft-) thick exists between the Mary Lee and Blue Creek seams. Mining conditions vary from area to area. This mainly depends on the Blue Creek seam thickness that ranges from 0.9 to 2.9 m (3 to 9.5 ft). The thickness of the Mary Lee and the parting is relatively consistent with a to¬tal of 0.9 m (3 ft). Due to the constant need to improve SAG mill performance and efficiency, extensive research into all aspects of SAG mill optimization has been performed. This paper will review the current evolution of SAG mill shell liner design and their performance at the Copperton Concentrator. The effect of these liner design changes will be discussed with respect to: • Liner configurations • Mill operating performance, i.e., throughput, power draw, mill control • Mill mechanical performance, i.e., liner wear profiles, liner life, liner breakage, liner hardness • Foundry manufacturing considerations • Economic evaluation of throughput versus liner life This paper will discuss the results of Kennecott Utah Copper’s (KUC) and ME International’s (MEI) test work, providing an insight into the past, present and potential future opportunities of SAG mill liner design.

The search for precious metals opened up the American West. And Nevada was right in the heart of this development. In the mid-19th century, prospectors seeking gold roamed the hills of Nevada and discovered the ComstockLode. The development of this huge silver and gold deposit began in1859 and was responsible for Nevada’s early entry to statehood. Mining was Nevada’s first industry. In more recent years, the Nevada mining industry has led the nation in gold, silver and barite production. Nevada also produces many other minerals. These include aggregates, clays, copper, diatomite, dolomite, gypsum, lime and limestone, lithium and magnesium compounds, perlite, salt and silica. Even today, Nevada’s mining industry continues to be a major economic force in the state. The mining industry has made more than $10 billion in capital investments in Nevada since 1985. And the value of Nevada’s mineral production last year was about $2.7 billion.

Increasing use of pressurized-face tunnel boring machines in North America has produced a similar increase in the application of precast concrete tunnel linings. Where a pressurized TBM is needed, immediate ground support and ground water pressure resistance is also required. A segmental lining installed within the TBM tail shield provides the only available means of providing such a sealed lining. This paper addresses new developments in North America in lining applications and design. For the purposes of this paper, a precast concrete tunnel lining is defined as a tunnel lining constructed using precast concrete segments that are assembled into a lining ring. The lining rings are connected adjacent to each other to form a tunnel lining. Each segment has a sealing gasket around it so that when the lining is completed, it provides a fully waterproof lining system. The ring is erected within the tail shield of the TBM and the annular gap around the ring is filled with grout as the machine moves forward. The ring is not expanded and normally provides the finished lining of the tunnel with no requirement for a second pass lining. The TBM has a series of hydraulic rams that push on the leading edge of the segmental lining to provide the sole system of forward propulsion for the machine. The rings are tapered, being longer on one side than the other. This allows the rings to be installed either on a curve or in a straight line depending on the rotational position of the rings.

This paper describes the use of post- tensioned rock anchors to reduce the risk of future damage to a residential structure as a result of coal mine subsidence. The project described in this paper was performed by the Office of Surface Mining Reclamation and Enforcement (OSMRE) of the U. S. Department of the Interior. The OSMRE was created to administer Public Law 95-87, the Surface Mining Control and Reclamation Act of 1977. The responsibilities of OSMRE include "reclamation and restoration of land and water resources, adversely affected by past coal mining including prevention, abatement, control of coal mine subsidence. ?('l) Consequently, OSMRE has been addressing mine subsidence problems since its initial subsidence stabilization project in 1979. Stabilization activities have primarily consisted of supporting the overburden material by injecting materials through drilled bore holes into the underground mine voids. Injection of various materials into mine voids, including fly ash mixtures, coal refuse, cement grout, and gravel has proven to be a successful method of reducing mine subsidence-related surface movements, and has been extensively utilized in mitigating mine subsidence problems. However, the cost of drilling for injection can be extremely high in areas where the depth to the coal seam is great.

lmenite is a primary ore feed to the DuPont chloride process for the manufacture of titanium diox-ide pigment. We seek to determine ilmenite geochemistry as a function of original source and as-certain which ilmenites have chemistry most amenable to upgrading via iron-leaching (leucoxenization) and that have favorable, with respect to pigment manufacture, trace element content. Ilmenite geochemistry is a function of its primary origin and of subsequent alteration. Heavy mineral sand deposits may contain ilmenite from one or several dominant source rock(s). In addition, ilmenite may alter in the weathering environment, changing the major element compo-sition (iron-leaching) and certain of the minor element content. A primary objective is to classify ilmenites in relation to origin in order to fingerprint source rocks in provenance determination. The changes in trace element chemistry during alteration are also investigated. A “decision tree” is developed to classify ilmenite types and source rock origins. Ultimately, with those methods and by amassing a database of ilmenite types from worldwide locations, it should prove possible to determine ilmenites (and their sources) more susceptible to iron leaching in the weathering en-vironment. Such ilmenites, enhanced in their titanium content, are the preferred ore targets. The method used is electron microprobe analyses at elevated conditions of voltage, cur-rent, and counting time to enable higher precision. In-situ ilmenites from igneous, metamorphic, and altered rocks (saprolites) are analyzed. Initial foci for sedimentary ilmenites are restricted provenance (approaching monogenetic, examples from Spain, Portugal) and polygenetic prove-nance (Denmark). Altered ilmenites, including the DuPont Florida ore, are used to characterize the chemistry of leucoxenization. Trace element concentration, detectability, and cost considera-tion, led to focus on Mn, Mg, V, Cr, and Nb to develop a classification scheme validated by dis-criminant analysis and “classification-regression trees”. Results show a high degree of success for restricted provenance study and an acceptable one for polygenetic provenance.

The Mine Improvement and New Emergency Response Act of 2006 (MINER Act) amended the Federal Mine Safety and Health Act of 1977 to improve the safety of mines. The MINER Act established a Technical Study Panel (the Panel) to provide independent scientific and engineering review and recommendations with respect to the utilization of belt air and the composition and fire retardant materials in underground coal mining (1). Because frictional heating is a common cause of belt fires, the Panel recommended that the Mine Safety and Health Administration (MSHA) evaluate the drum friction test to determine if such a test would contribute to conveyor belt safety beyond that provided by the Belt Evaluation Laboratory Test (BELT). This paper compares the results of the drum friction test to results from the BELT and large-scale tests for six different conveyor belts. The results are used to evaluate the drum friction test as a method to determine the fire resistance of conveyor belts.

Supply and Demand After a dismal first half, the industry saw a marked improvement in its markets during the final six months of 1983. Domestic consumption was 17.6% higher in the second half of the year, primarily due to a surge in electric power requirements. The sharp increase in demand for electric power during the third and fourth quarters afforded utilities the opportunity to lower stocks that had accumulated to record levels during 1982. Consumer stocks were reduced from 179 Mt (197 million st) at the end of June to 153 Mt (169 million st) by the end of the year. That is the largest inventory drawdown on record during a six-month period without a major coal strike. Despite the huge depletion in inventories, coal production in the second half of 1983 rose 1.3% above output in the second half of 1982. However, because of the disappointing first half, production in 1983 totaled only 712 Mt (785 million st), 6.4% less than the 760 Mt (838 million st) produced in 1982. Demand The extent to which the economic recovery affected coal markets in 1983 varied: • total domestic coal consumption increased 4.2%; • electric utility coal consumption increased 5.3%; • exports declined by about one-fourth; • coal consumption at coke plants declined 9.5%; and • coal consumption in the other industrial sectors increased 2.9%. Domestic coal consumption totaled 667 Mt (737 million st) it 1983, 27 Mt (30 million st) more than 1982. Electric utility consumption increased from 539 M1 (594 million st) in 1982 to 567 M1 (625 million st) in 1983. Coal consumption at coke plants declined from 37 Mt (41 million st) to 34 M1 (37 million st). Residential and commercial use increased 181 kt (200,000 st) - from 7.4 to 7.6 Mt (8.2 to 8.4 million st). Electric Utilities: Electric power generation increased 3.1% in 1983. Demand for electric power increased in all major consumer categories. Residential and commercial use rose 2.7% and 3.3%, respectively. The most striking increase, however, and indicative of the economy's strong upturn, was the increase in industrial electric power use. Industrial power requirements, which declined 9.8% in 1982, rose 4.1% in 1983. When done properly, benchmarking is an extremely effective tool for assessing ones performance, finding areas for improvement, and identifying strengths. However, when done improperly it can be an exercise in futility and result in incorrect observations and conclusions. A primary pitfall of benchmarking is collecting too much unreliable information. Surprisingly, the evolution of data storage and the ease of data collection are not helping with better data collection. Instead, it is just allowing one to collect more information, while at the same time inundating one with too much data. Additionally, the process of data collection can be tedious and is often times delegated to the least experienced individual resulting in unreliable and incorrect data collection and entry. Another primary pitfall of benchmarking is metrics that are cost based or poorly designed. Cost based metrics typically involve comparing unit mining costs ($/tonne). Between mines, unit mining costs are not very well correlated and have become further complicated by significant regional cost variations and mining inflation in the last years. Likewise, poorly designed metrics lead to poor benchmarking results. Examples of poorly defined metrics include: metrics that rely on information that is difficult to collect, metrics that are poorly defined, metrics which are too site focused, and metrics that measure low consequence practices.
