Smart defense: that?s what the industry needs to play for the next four years, according to panelists at the 118th Annual Meeting of the Northwest Mining Association (NWMA), which met December 2-7 in Spokane, WA. The conference was well attended, with approximately 2,200 attendees, 244 booths in the two packed exhibition halls, and a rich offering of short courses, field trips, social events and technical sessions. Speakers at the packed legislative session articulated many of the frustrations felt by members of the mining community after the U.S. elections in November, and offered words of advice. Matthew Ellsworth, the new Government Affairs hire at NWMA, stated it best: ?Elections are like Christmas: you find out who?s naughty and nice ? and it?s always going to come again.?

3D modelling can be used throughout the mine lifecycle and has proven to be a powerful tool for consultants and mining companies. One of the most significant benefits of 3D models is their ability to enhance collaboration, communication, and understanding between the mine owner, design engineers, and other relevant stakeholders that have a shared interest in responsible mining and site management. Tailings and mine waste management is an interdisciplinary effort that requires effective coordination and communication between a wide range of consultants, operators, and stakeholders alike. The increased emphasis on Environmental, Social, and Corporate Governance (ESG) highlights the importance for mine operators to engage and communicate with all parties involved in the planning, permitting, operation, and closure of mine sites. 3D models are valuable tools that can be used for development of geotechnical conceptual models, allowing for improved design and monitoring of Tailings Storage Facilities (TSFs). A clear conceptual understanding of a TSFs subsurface geology and foundation characterization is essential for proper tailings management, design, and planning. Visualization with 3D modelling can simplify the interpretation of the, oftentimes intricate, mine sight subsurface settings and allows for quick and effective geotechnical conceptualization. 3D models can be used to identify data gaps, optimize field investigations, and streamline the development of numerical stability or groundwater models. They can help communicate the complex nature of subsurface and TSF interactions in a clear, concise, and accurate manner to both technical and nontechnical stakeholders. This paper discusses some of the benefits of 3D modelling in relation to geotechnical analysis for tailings management and provides methodologies for how to improve upon some methodologies that are considered industry standards.

A computerized system (SCAPEVIEWER) based on landscape indices and artificial intelligence techniques is proposed in order to classify landscape images into various categories according to the quality of the pictured scenery. Photographs (totally 108) from various landscapes have been clustered, from seven experts in accordance to the mean estimation of landscape quality, into distinctive (C1), typical or common (C2), and indistinctive (C3). For each of the landscape photographs, ten (10) environmental and operational indices have been selected and determined, corresponding to visibility (V), naturalness (N), relief (R), flora quantity (FC), flora quality (F), water (W), skyline (SL), visual entities (G), season (S), and viewer position (P). These landscape indices are fed to a classifier. The classifier is a feed forward Neural Network (NN) trained by a novel hybrid method combining genetic algorithms and the back-propagation algorithm with adaptive learning rate and momentum. A total classification rate of 93.5% has been achieved, using only 8 input neurons. The discarded input neurons correspond to the indices S, and P. The pilot system SCAPEVIEVER has shown the feasibility of landscape photograph classification into three categories (C1, C2, and C3) according to the landscape quality, selecting simultaneously the most robust indices, by means of a computerized system combining the knowledge of an expert with a NN based classifier.

The City of Akron will construct the Northside Interceptor Tunnel project, a U.S. EPA/ DOJ CSO Long Term Control Plan Project. The system will provide at least 10.3 million gallons of storage in a 16.5-foot finished ID and 6,660-foot-long rock tunnel. The system will reduce both overflow volume and number of overflow structures on the Cuyahoga River. The project includes deep drop shafts and more than 3,000 linear feet of 48 to 96-inch I.D. sewers installed by trenchless construction methods. This paper will discuss the project background, ground conditions, and other challenges overcome during the design phases.

Soil erosion is strongly related to soil hydraulic properties. Understanding how surface coal mining affects these properties is therefore important in developing effective management practices to control erosion during reclamation. To determine the impact of mining activities on soil hydraulic properties, soils from undisturbed areas, areas of roughly graded mine spoil, areas with replaced topsoil before seeding, and revegetated areas at the Rosebud Mine in Eastern Montana were evaluated. Field and laboratory studies were conducted to determine the soil hydraulic properties of the four representative areas, including particle-size distribution, organic matter content and saturated hydraulic conductivity. Using this data, Water Erosion Prediction Project (WEPP) simulations and risk analyses were performed to investigate mining’s effects on changes in soil erosion potential. Significant differences were seen in the hydraulic properties of the soils in the representative areas due to the mining and reclamation practices at the mine. The WEPP simulations show that the potential for soil erosion increases as a result of mining activities disturbing the soil. The simulations also indicate that the erosion potential may return to pre-mining levels over time with effective revegetation practices.

Over the past 20 years, several soft-ground tunnels have been successfully completed in the Seattle area. These tunnels were built using design-bid-build contracting methods, and have benefited from advancing technologies in exploration, design and construction methods. Owners have utilized various contractual means to share some of the risks that are inherent to tunneling projects. This has helped to foster a competitive bidding environment and to resolve issues related to unanticipated underground conditions in a fair manner. This paper presents case histories of tunnels constructed by King County and the Washington Dept. of Transportation that illustrate a common approach to design and construction issues. The common thread is successful project completion with minor cost changes under the design-bid-build contracting method. Lessons learned from these projects are being applied to the upcoming King County Brightwater Project tunnels, Sound Transit’s Light “Link” Rail tunnels and other tunnel projects.

A senior design project is required by all accredited mining engineering degree programs. Often referred to as the capstone of a student’s education, this project is expected to include all the important components of the preliminary economic assessment of a mineral prospect, including orebody modeling, grade and reserve estimation, selection of mining and processing methods, preliminary mine design, access and utilities, environmental compliance and reclamation, and financial analysis. Two of the authors (Campbell and Holdsworth) completed a senior project in 2021. They analyzed the Akie zinc deposit located in Canada. This paper summarizes the economic analysis portion of that project. The two primary objectives of this economic analysis were risk reduction and integration of economics and engineering. Addressing risk is important as risk is one of the primary concerns in mining investments. Risk reduction was the primary concern through the entirety of this economic analysis. Integration of financial analysis and engineering design was the first component of a risk reduction design. This allowed for financial and engineering design to be optimized in conjunction with one another. This produced benefits from both a financial and an engineering prospective. From a market, economic, and financial risk perspective, risk was reduced by forecasting multiple metal price scenarios, and then addressing the Akie project’s economic viability at each price point. Lastly, risk was address through consideration of nontraditional financing options. The project also sought to minimize financial and human capital risk, by proposing mutually beneficial cooperative social relationships and favorable work, schedules. Description of that work is not included in this paper.

The U.S. National Institute for Occupational Safety and Health (NIOSH) Office of Mine Safety and Health Research (OMSHR) conducted a study of mining industry electrical injuries reported to the U.S. Mine Safety and Health Administration (MSHA) for the years 2000 to 2009. The findings of that study are detailed in this paper, and serve to characterize the circumstances surrounding electrical injuries and identify causal factors. The study included three tasks: 1) a direct review of mining industry occupational injury data compiled by MSHA, 2) interpretation of the narrative descriptions available for the injuries (from MSHA data) and 3) a separate examination of fatal electrical injuries. Eight-hundred sixty-five electrical injuries were reported during the 10-year period studied, with 39 of those being fatalities. This makes electrical injuries disproportionately fatal with respect to most other types of injuries in mining. Electrical injury rates were higher in coal mining than noncoal mining and, within the coal sector, rates were higher in underground operations than in surface operations. Of the 865 total cases, electrical and machine maintenance or repair activities were involved in 580 (69%), and electricians and mechanics were injured in 362 cases (42%). Of the 39 fatal electrical injuries, 27 (69%) involved electrical maintenance or repair work, and in 21 of these 27 cases, the failure to de-energize, lock-out and tag the circuit was the cause or a contributing factor. Also, contractor employees had a much greater chance of an electrical injury being fatal than did mine operator employees. The top three root causes for fatal electrical injuries were 1) no or inadequate lock-out and tagging, 2) failure of power system components and 3) contact of overhead electrical power lines by mobile equipment.

Cleveland-Cliffs’ Northshore Mining Company operates a magnetic iron ore (taconite) concentrator and pelletizer in Silver Bay, MN. These are two recent cost reduction projects: 1. Rougher Magnetic Separators were upgraded throughout the concentrator; throughput and recovery were simultaneously improved. 2. Green Ball Roll Screens on one agglomeration circuit were upgraded from 3.5-inch to 2.5-inch rolls. Throughput improved by 24% from 62 to 77 LTPH. Green ball size distribution improved as an added benefit.

Diesel particulate matter (DPM) has been shown to contribute to various adverse health effects on underground miners. In order to reduce worker exposures, it is critical to measure the levels of DPM in the active work settings and in real time. However, the 5040 method, developed by the National Institute for Occupational Safety and Health (NIOSH), which quantifies the mass of elemental carbon (EC) and organic carbon (OC) in the samples, is based on full-shift samples, and can take days or even weeks for results. Use of real-time monitors could significantly reduce the risk of DPM exposure to miners, and available monitors have been shown to quantify DPM, mainly using the EC and other surrogates. The NIOSH Spokane Mining Research Division is conducting research aimed at developing a field-portable DPM monitor that is able to quantify both EC and OC. One part of this work is to understand the effect of OC on currently available real-time DPM monitors. This paper will present the results from experiments that were designed to observe the effect of OC on real time monitors and compare the results with the NIOSH 5040 method. BACKGROUND Diesel engines remain ubiquitous in mining environments and, as such, are one of the primary sources of ultrafine- and nano-aerosols in the mining environment in the form of diesel particulate matter (DPM). As a result of their small size, DPM has longer residence times in a mine atmosphere than the typically larger mechanically generated dust [1]. In addition, the small size enables DPM to penetrate deeply into the respiratory system [1], and exposure to DPM has been shown to contribute to various adverse health outcomes of the pulmonary system [2] and cardiovascular system [3]. Diesel exhaust has been classified as a carcinogen to humans (Group 1) by the International Agency for Research on Cancer [4]. Due to mounting concern about adverse health outcomes, extensive efforts are being made to reduce workers’ exposure to DPM, with the high exposures that often occur in underground mines being of particular concern [5]. New technologies are being developed to reduce engine emissions and thereby airborne DPM levels, including advanced engine technologies, a host of aftertreatment systems [6], and a variety of alternative fuels. The latter have been shown to markedly decrease respirable DPM and other hazardous components of diesel emissions from mining vehicles [7], yet high exposures persist, especially in underground mines [8]. In order to reduce worker exposures, it is critical to measure the levels of DPM in active work settings. In mine settings, exposures to DPM are measured by collecting air samples on filters (usually full-shift samples) and sending them to a lab for analysis using the Mine Safety and Health Administration (MSHA) P13 method, a variant of the National Institute for Occupational Safety and Health (NIOSH) 5040 method. The 5040 method is designed to quantify the mass of elemental carbon (EC) and organic carbon (OC) on the samples [9], which is then used to determine the concentration in the sampled air. MSHA has set a limit for exposure, which is based on the concentration of total carbon (TC), or the sum of both EC and OC. The allowable TC in the air (time-weighted average over the shift) is 160 μg/m3 of TC [10].

The National Institute for Occupational Safety and Health’s Office of Mine Safety and Health Research recently developed a series of models using computational fluid dynamics (CFD) to study the gas distribution around a continuous mining machine with various fan-powered flooded bed scrubber discharge configurations. CFD models using Species Transport Model without reactions in FLUENT were constructed to evaluate the redirection of scrubber discharge toward the mining face rather than behind the return curtain. The following scenarios are considered in this study: 100 percent of the discharge redirected back toward the face on the off-curtain side of the continuous miner; 100 percent of the discharge redirected back toward the face, but divided equally to both sides of the machine; and 15 percent of the discharge redirected toward the face on the off-curtain side of the machine, with 85 percent directed into the return. These models were compared against a model with a conventional scrubber discharge, where air is directed away from the face into the return. The CFD models were calibrated and validated based on experimental data and accurately predicted sulfur hexafluoride (SF6) gas levels at four gas monitoring locations. One additional prediction model was simulated to consider a different scrubber discharge angle for the 100 percent redirected, equally divided case. These models identified relatively high gassy areas around the continuous miner, which may not warrant their use in coal mines with medium to high methane liberation rates. This paper describes the methodology used to develop the CFD models, and the validation of the models based on experimental data.

West Virginia's basic coal mining regulatory programs are not unique when compared to Federally approved programs implemented by other coal producing states. In fact, the language in The West Virginia Energy Act governing subsidence mirrors that written in the Federal Surface Mining Control and Reclamation Act as well as other states' statutes. Certain legal and administrative issues, how¬ever, combine to make West Virginia's regulation of surface subsidence a singular approach.

The formation of surface films on pyrite has been studied through electrochemical techniques of cyclic voltametry and AC impedance measurements. The characteristics of the surface films depend upon the conditions of oxidation and the source of pyrite. At potentials near 0.0 V, some pyrites have large values of polarization resistance showing a certain degree of passivity. Some pyrites show more passivation than the others, however. On oxidation, metastable phases of Fe(OH2) and Fe(OH3) form which transform to more stable 3 phases on aging. The growth of surface films near the corrosion potential of pyrite follows a linear kinetics which is attributed to a chemical (or an electrochemical) reaction as the rate determining step. The surface film is considered to be a hydroxide or an oxide rather than sulfur because the later is expected to be limited to a monolayer in alkaline solutions. This study has also demonstrated that AC impedance measurements can be used to study the growth characteristics of films at mineral/ solution interfaces.

In the mid-to-late 1800’s the U.S. mining industry was on the threshold of nearly a century of golden times. Nearly every state had a prosperous and growing mining sector. The importance of the industry was reflected in the creation of the state school of mines. Today, with the depletion of readily available mineral reserves, much of the U.S. metals mining industry is considered to be in a sunset phase. The same is true with the mining schools that serve the industry. However, the United States is still a major consumer of the world’s minerals and requires a dependable supply of both minerals and minerals professionals. In his 2002 Jackling Lecture “You Can’t Make a Silk Purse Out of a Sow’s Ear” the author presented a list of concerns, propositions and recommendations. In this follow-up paper, the author further explores the subject through the presentation of a detailed case example focusing on the iron mining industry of Minnesota and minerals education at the University of Minnesota.

INTRODUCTION The Metropolitan Expressway Central Circular Route with a total length of approximately 47 km is located outside the Inner Circular Route of Tokyo (at a radius of approximately 8 km from the city center). Sections with a length of approximately26 km, slightly less than 60% of the total length, on the east and north sides are in ser-vice. Completing the Central Circular Route (Figure 1) is expected to enable through traffic concentrated at the city center to get around, and to form a well balanced trans-port network, which will alleviate traffic congestion considerably. The Central Circular Shinjuku Route, a section with a length of approximately 11 km on the west side, is now being constructed at a fast pace. The route is being built mainly by the shield tunneling method to carry out work smoothly under a trunk highway carrying heavy traffic and to reduce adverse effects of tunneling work on residents in the neighborhood. Shield tunnels have recently been becoming longer and deeper, and no secondary linings have been used in an increasing number of cases because of the over-crowding of cities or the reduction of budgets for public works. Economical, durable and high-quality segments have been required for linings of shield tunnels. Segments are made of concrete, steel, cast iron or combination thereof. Concrete segments are generally used in shield tunnels of medium to large diameter. Concrete segments are highly durable and resistant to compression, so they are highly resistant to earth pres-sure, water pressure and jack thrust. They are, however, heavy and have low tensile strength, so they are brittle and their corners are likely to spall. Concrete segments should therefore be handled carefully.[1] The authors have developed a steel fiber reinforced highly flowable concrete segment (referred as SFRC segment) that overcomes the weaknesses of concrete segments[2] to construct economical, durable and high-quality linings. SFRC segments have been applied to outbound sections SJ51 through SJ53 of the Central Circular Shinjuku Route. Unlike conventional concrete segments (referred as conventional RC segments), SFRC segments are made of steel fiber reinforced self-compacting highly flowable concrete. SFRC segments require less reinforcing bars than conventional RC segments because steel fibers are expected to work as reinforcements. The administration came on as a strong supporter of the mining industry in April of 1982 when President Reagan delivered his long-awaited minerals policy statement. He promised to reduce America's minerals vulnerability, and called for spending billions on meeting stockpile goals for strategic minerals, opening up federal lands for mineral exploration, elimination of barriers to deep sea mining, and regulatory relief. He defended the favorable tax incentives in the Economic Recovery Act as a stimulus to private research and development that would ensure the availability of materials essential to the nation's economy and national defense. But the administration just didn't seem to get anywhere. Congress, environmentalists, and even foreign governments fought White House-proposed legislation on all fronts, delivering the ultimate coup in forcing Environmental Protection Agency Administrator Anne Burford's resignation and the subsequent EPA staff house cleaning in early 1983. Anti-Reaganites scored victory after victory against Reagan's efforts to stimulate the minerals industry. Congress was stalemated on so many mining-related issues that not much was done either for or against the industry. And the US was not to get its way on the issue of sea mining either. Most of Reagan's mineral policy objectives failed to be met. Three months after the National Materials and Minerals Program Plan was presented and the Cabinet Council on Natural Resources and the Environment was made its coordinator, the head of the Cabinet Council James Watt blamed lack of progress in reviving the mining industry and creating a better strategic stockpile on the weak economy and the House of Representatives, which repeatedly thwarted efforts to open wilderness lands to mining. Congress The 97th Congress spent much of its time saying no in 1982-to the Reagan administration's deep cuts in energy and environment programs, to major changes in clean air and water laws, to oil and gas leasing in wilderness, and to killing the Department of Energy. Most of 1982 (and 1981) was spent in heated budget disputes. Some things that did not happen: • The administration and industry failed to get changes in controls of hazardous air pollutants and sulfur dioxide emissions that are implicated in the phenomenon known as acid rain. Industry had wanted to relax requirements for new industries building in clean air regions where the air act demands prevention of significant deterioration (PSD) of air quality, and to relax requirements tightening up the regulation of emissions of hazardous air pollutants. The air battle is expected to continue on five major fronts-acid rain, hazardous air pollutants, PSD, automobile pollution, and nonattainment. • Regulatory reform legislation to overhaul the way government carries out the law died a slow death last year. Business groups and the administration said federal agencies should be required to consider cost-effective measures of reaching regulatory objectives of protecting public health, safety, and the environment. Opponents, including environmentalists, feared such action would delay, weaken, or scuttle important regulations. • Congress turned thumbs down several times on proposals for oil and gas leasing in wilderness but could not agree on any new wilderness recommendations (see The Wilderness Battle). • Congress refused to open the door to the Reagan administration's plan to raise up to $4 billion a year from sales of federal lands. The administration identified surplus and excess federal lands, mostly obsolete buildings or isolated tracts of land, that could be sold by the General Services Administration (GSA) to help out the federal budget deficit. Congress took no action. Some things that did happen: • Congress extended the Defense Production Act (DPA) for six months through March 1983 without changing the 32-year-old law. That came after it failed to resolve sharp differences over proposals for critical minerals programs. Differences concerned both the amount of funds and the scope of programs that would be authorized under the DPA's Title III. Some proponents pressed for $5 billion in funding for loan guarantees or purchase commitments to spur domestic production of minerals such as cobalt. Other members of Congress wanted smaller amounts of funding, and the Reagan administration, until about November, had opposed any use of federal funds for strategic mineral programs. These measures were certain to come up again before the DPA extension expired in March. • House supporters of the Critical Materials Act of 1982 were unable to come up with the twothirds majority needed to pass the bill, so it died on the House floor in December. The bill proposed that a council be established with responsibility for coordinating federal materials research and development. Underground mine service water in South Africa is used for dust suppression and cooling the environment as well as the pneumatic rock drills. Although the chilled water is not intended for potable use, it is often used as drinking water by mining personnel. Furthermore, droplets sprayed are liable to be inhaled. The water is recirculated on a continuous basis and is a potential source of infection by intestinal microorganisms or water-borne diseases such as cholera or typhoid. In order to protect the health of the underground workforce it is customary to disinfect the chilled service water, The bacteriological quality of the water is monitored by enumerating total aerobic bacteria (TAB), total coliforms (C C) and Escherichia coli (E Coli). E coli is an indicator of human faeca_l __ - -- contamination, The bacteriological standard specified by the Anglo American Corporation for mine service water is less than 3000 TA B per 100ml, less than 2 CC per ml and the total absence of E Coli. There are several disinfecting agents available for use. Among these are UV irradiation, ozone, chlorine dioxide and compounds that produce hypobromous and hypochlorous acids. This paper describes the overall delivery of the tunneling for the Mass Rapid Transit Authority of Thailand’s Chaloem Ratchamongkhon Line in Bangkok and the constraints provided by the alignment. Eight earth pressure balance tunnel boring machines were employed under two major civil works contracts to drive approximately33 kilometers of tunnel in soft saturated ground beneath the crowded streets of Bangkok. Responsibility within the contract for building damage provided an inherent control for ground movement arising form tunneling when the right of way was narrower than the influence zone. These limits affect the earth pressure balance requirements and permissible ground loss. The methods adopted to limit ground movements and deal with the various obstacles to tunneling influenced the design and operation of the machines. The challenges provided by the need to tunnel through numerous lines of piled foundations of canal bridges and overpasses crossing the alignment are described.
