MR. FOOTE: This paper deals with blasting and mechanical loading. The Union Pacific Coal Company does all of its blasting with permissible powder and electric shooting, but this paper deals principally with blasting in connection with mechanical loading. With the introduction of mechanical loading into the coal fields of southern Wyoming one of the main problems to be taken into consideration was the drilling and blasting of the coal. The methods used in blasting coal for hand loading were found to be ill adapted to the mechanical practice, so numerous tests were conducted from time to time to determine a system or systems whereby the coal might be blasted in a form to be easily handled by the loading units. The general practice in blasting coal for hand loading, for example in a room 24 feet wide and seven feet high with an undercut of seven feet, would be to shoot one or two strong breaking shots in the center and one on each rib. While much of the cut would be blasted down in good lump, some coal would be left hanging at the back and ribs. With hand loading, the miners would have time to pull this coal down with a pick between cars and eventually would clean up the place ready for the cutting machine. The loading machine, however, cannot get this coal down and its operation would be delayed while the men were doing the necessary pick work.

Mr. President and Members of the Rocky Mountain Coal Mining Institute: It is a great pleasure to be with you at this meeting, to enjoy the entertainments, and the good fellowship of all present., as well as to become better acquainted with the men in general. In presenting my subject today, .1 feel like the darky, who was home-, ward bound, had become weary and sat down by the wayside to rest. Presently glancing about to view the scenery, he spied a. large brown bear slowly coming down the path scenting his tracks one by 'one as he advanced. The darky to be polite said, "Mr. Bear, I see you like my tracks, I will make you some more." I have on. a few occasions given some interesting information on the various subjects such as The Prolonged Famines of Arabia, Movements and Migrations of the Races of Men, Life Indications on the Planet Mars, and today I have come before you with a new step in the roadway-Coal Geology. It is sometimes difficult to interpret the geological processes so as to be understood intelligently, but it shall be my aim to make this as plain as possible.

Pictured on these pages are the seven RMCMI Scholarship Award Winners for the 1992-93 year followed by a brief profile. All winners were present as guests of the Institute at the June convention in Beaver Creek, Colorado to receive recognition at the Institute Awards Luncheon Monday, June 28. 1993. Each state vice president served as the host for the collegiate winner. In addition to receiving a plaque from the Scholarship Chairman, Alan Czarnowsky, each winner receives $750 tuition credit for the coming academic year. As this is a continuing award, the winners from the previous year will receive another $750 for tuition credit in their senior year if they have maintained good academic standing and are recommended by their university. A resident from each of the eight RMCMI member states is selected from among Board approved institutions. Criteria for these awards to be made in the spring annually is (1) That the award be made to a sophomore student and used as tuition during the junior year. (2) That the recipient be both a U.S. citizen and a resident of the member state. (3) That the recipient have good academic standing, be pursing a degree in a mining related field and have an expressed interest in Western coal as a possible career path. The scholarship program includes curricula other than those in the mining departments, but in engineering disciplines, such as geology, mineral processing and metallurgy. Contributions to this worthy project are tax deductible to each individual RMCMI member or his firm. Through annual donations of $100 or more, the Patrons of the Institute fund the scholarship pro- gram and the various vice presidents contribute the travel expenses to convention for these outstanding young collegiates. [ ] ARIZONA WINNER Kevin Shirley University of Arizona Tucson, Arizona A member of the Student Chapter - Society of Mining Engineers, Mr. Shirley also belongs to the Campus Crusade for Christ organization. He enjoys baseball, basketball and football. He states, "Miners are meeting the demand of the public by providing energy fuels and minerals to support the standard of living we enjoy. It is sad to see people out of work in this country, but the third world is largely undeveloped, and many jobs are moving abroad." 'I consider winning the RMCMI scholar- ship a great motivator; your belief in me will help me become my best." [ ] COLORADO WINNER Derek Rawson Colorado School of Mines Golden, Colorado "1 have been enthusiastic about the mining industry since I lived in Divide, Colorado and spent time exploring the old mine sites." Derek says. "President Clinton may hit the mineral industry with many reforms, but I believe self sufficiency is important ... we need to produce here in the U.S. what we consume." Mr. Rawson is involved with intramural sports and varsity track. He is a member of the Society for Mining, and Exploration, Inc.; Colorado School of Mines Caving Club; Colorado School of Mines Shooting Club; and Alpha Tau Omega Leadership Fraternity.

The Tuesday morning session opened at 9:00 a.m. and was presided over by Mr. Homer Hyatt, Safety Director, North American Coal Corporation, Western Division, Castle Gate, Utah. Mr. Hyatt introduced Mr. Richard F. Walker, Vice President, Engineer & Planning, Electric Department, Public Service Company of Colorado, Denver, Colorado. Mr. Walker is a native of the State of Nebraska, a graduate of the University of Colorado with a BSEE degree in 1949. He has been associated with the Public Service Company of Colorado for almost twenty years and in the above capacity for the last one and one-half years. Mr. Walker?s subject was "Our New Plants and Coal. (See index for printed text of Mr. Walker's paper.) Mr. John F. O'Leary, Director, U.S. Bureau of Mines, Washington, D. C. spoke on the ?High Cost of Economy.? Mr. O'Leary graduated from George Washington University in 1950 with a degree in Economics. In 1950, he joined the Bureau of Mines. In 1963 he was appointed Deputy Assistant Secretary, Mineral Resources, U.S. Department of the Interior. In 1967, he was appointed Chief, Bureau of Natural Gas, Federal Power Commission. CHAIRMAN EMRICK: We have a very interesting program this morning, of a mechanical nature, and I am sure you will all be very much interested in it. At the conclusion of each paper there will be time given for discussion, and we will be glad to have all of you enter into the discussion. Before we start the program, I want to ask the men who have been appointed chairmen of committees to come and get these folios, which contain papers concerning their particular committees. The Nominations Committee, of which David Brown is chairman, has a folio here. It has been customary every year to have a photograph of those in attendance taken, and I presume it is the will of those in attendance this morning to have their pictures taken. We plan to do that about a quarter of twelve, approximately, this morning in the room instead of going outside as we have heretofore. Frank Miller has an interesting an¬nouncement to make. Frank, if you will just take about five minutes to tell your story.

PRESIDENT HERRES: Our ses¬sions this afternoon will be on safety. They will be under the direction of Mr. Dan Harrington, who has come here from Washington, D. C., particularly to preside at these meetings. I do not think Mr. Harrington needs any introduction to anyone present. He is a member of both the A. I. M. E., and the Rocky Mountain Coal Mining Institute, and has been for a great many years. The Rocky Mountain District is his old stamping ground. I take pleasure in turning the meeting over to Mr. Harrington. (Ap¬plause.) DAN HARRINGTON (Chief Engineer, Safety Division, U. S. Bureau of Mines, Washington, D. C.): Gentlemen, I suppose you have rather a long program, so there is no necessity for any introductory remarks. Inasmuch as I have rather a long-winded paper of my own, I presume the best thing I can do is to go ahead and read it. Mr. Herres asked me some time ago if I would preside here, and also have a paper, or at least have something to say to the Institute on safety. I thought it best to put whatever I had to say in written form, so I would know exactly what I had said and so I would be able to, if necessary, defend it later on.

FEBRUARY 26TH. MORNING SESSION: The sixteenth regular meeting of the Rocky Mountain Coal Mining Institute was called to order in one of the private dining rooms of the Albany Hotel, Monday morning, at 11 o'clock, with the President, F. W. Whiteside, in the chair, one hundred and one members being registered. The minutes of the previous meeting were read and approved. The Treasurer reported the finances of the Institute in excellent shape. The President appointed J. B. Marks, J. S. Veach and W. A. Ream as a Resolution Committee, and Frank A. Young, M. B. Urquhart and G. A. Murphy a Nominating Committee. There being no further business the meeting adjourned. AFTERNOON SESSION: The afternoon session was called to order in the Ball Room of the Albany Hotel, with approximately one hundred members present, President Whiteside presiding. A. L. Jones read his paper entitled, "The Power Problem of the Coal Mine," and C. E. Drennan, his paper, "Why Alternating Current." These papers were thoroughly discussed, after which the meeting adjourned. EVENING SESSION: At 6:45 p. m. two hundred and fifty-three members and invited guests met in the Ball Room of the Albany Hotel for the banquet. Harry F. Nash was toastmaster, and George Sanford Holmes the principal speaker. Following Mr. Holmes speech, H. N. Wheeler delivered his humorous oration of the "Annexation of Cuba;" following this certain members of the Institute gave an entertainment depicting a fictitious meeting of the United States Coal Commission. Chester Mott, formerly a member of the Institute wrote the words and songs of the entertainment, and directed it. After the show the assembly enjoyed a dance.

He is a student member of SME-AIME and has held the offices of treasurer, vice president and president. He works volunteer shifts at the University of Arizona San Xavier Mining Laboratory [ ] Johnny F. Blizzard Colorado School of Mines Golden, Colorado A high school graduate of Longmont, Colorado, Johnny carries a 3.968/4.000 at Mines, majoring in Mining Engineering with a minor in Metallurgy. His name has appeared on the Academic Dean's list for the past two years. He received the Robert M. & George R. Harris Scholarship during this past year. He is a student member of SME-AIMMP and an executive council member of CSM's chapter of AIME. Summertimes, Johnny works as a miner for Edger Mine in Idaho Springs, CO on an experimental project for USBM.

When it was announced that the economy grew at an annual rate of 4.7 percent in the Fourth Quarter of 1992, it appeared that our long awaited recovery from recession was here. Unfortunately that much growth proved to be unsustainable, and in the First Quarter of 1993, the number dropped to less than one percent. Today it is clear that the recovery is continuing, but at a very slow rate. One of the Most disturbing statistics during this recovery is that unemployment has not improved as one would expect but has been hovering around 7 percent for over a year, making this recovery a ?jobless? one. In a recent Harvard Business School presentation, a professor reported that the United States has slipped from its leadership position in almost every manufacturing category since World War II. From the production of cars to consumer electronics, we have lost significant world market share to others, most notably Japan and Germany. Obviously this is not new news, but the magnitude of the loss and the number of industries affected was surprising to me. The result has been that our negative balance of payments has soared, and the United States of America now has the dubious distinction of being one of the world's largest debtor nations. It has been common for politicians, and political want-a-be's, to blame all of our trade problems on industry. They say that the moguls of American industry spend too much time seeking short-term gain at the expense of long-term growth. They say that we are interested more in our own perks and economic security than in producing quality products that can compete in the world marketplace. One of the stared goals of the Clinton Administration is the targeting of strategic industries to receive help from the government so they can compete on the world stage more effectively. Personally. I think that is an oxymoron. My experience has been that whenev-

The twenty-ninth regular meeting of the Rocky Mountain Coal Mining Institute was called to order at 11:30 o'clock a. m., Monday, May 26, 1930, President B. W. Snodgrass presiding: PRESIDENT SNODGRASS (condensed report): The meeting will please come to order. As President of your Institute, I take pleasure in welcoming you to this convention, and to those who come from outside of the city, I take pleasure in Welcoming you to the city of Denver. This is the first convention at Denver in fifteen months. I hope that the annual rather than the semi-annual meetings will prove satisfactory to all, and that no mistake has been made in that respect. We are gathered together here to discuss problems common to all of us, and I am sure that we will profit by such discussion. We have with us, outside of the membership of our organization, representatives of two other organizations, Mr. Callbreath of the American Mining Congress, and Mr. Huntress of the National Coal Association. We will be honored by having them with us, and we shall expect to hear from them during this meeting.

The 77th Regular Meeting of The Rocky Mountain Coal Mining Institute convened at the Marriott's Mark Conference Center, Lionshead Village, Vail, Colorado, and was in session at 10:00 a.m. Past President, Loren V. Linville, District Sales Manager. Industrial Products Division. Uniroyal. Inc., Denver. Colorado, called the meeting to order. He introduced President, Edward F. Ziolkowski, Senior Vice President and General Manager, Energy Development Company, Hanna. Wyoming. A biographical sketch follows: Ed Ziolkowski is a 1953 graduate from the Colorado School of Mines with a degree in Engineer of Mines. His mining career began with Pickands Mathers Company in Gogibic Iron Range in Northern Wisconsin and Michigan. In 1961 he joined Texas Gulf Sulphur Company as Shaft Mining Engineer for their Cane Creek Potash Project near Moab, Utah. After serving as General Mine Foreman. Mine Superintendent and General Superintendent at Cane Creek, he was transferred in 1969 to Green River. Wyoming as Project Manager of Texas Gulf Black's Fork Trona Development. In 1971 he joined Allied Chemical Green River Works, as Resident Manager. In 1972 he joined Energy Development Company, an Iowa Public Service Company Subsidiary, as General Manager of their Coal Development. He currently is Senior Vice President and General Manager of Energy Development Company, and serves on their Board of Directors as well as the Boards of several other subsidiaries. This past April he was elected to Iowa Public Service Company's Board of Directors. Ed, his lovely wife Pat and children live in Hanna, Wyoming. He has been a member of the RMCMI since 1973. Is a staunch supporter of his community and the mining industry.

The use of electric power was introduced in this field in the year 1892. The initial installation being an engine-driven generator and one nine-ton haulage locomotive using 500-volts direct current. Reference to this locomotive appears in the issue of COAL AGE for February 24, 1921. For a large coal field, the conversion to electricity has been very complete, there being no compressed air machines in service and but one steam driven hoist, that at No. 1o mine and located within fifty feet of the present power plant boiler room. Two eight-ton haulage locomotives, installed in 1896 and still in use, justifies the service and the equipment. These mines used the pioneer types of electric cutting and drilling machines, the story of which is, no doubt, familiar to you. The extensive use of electric power began in 1900, when there was installed four 400 k.w., 500-volt direct current engine-driven generators. These were cross-compound machines and operated non-condensing. By 1910 the mines had developed main haulage entries of several miles in length and a working territory of about six square miles in area. The necessity of supplying adequate power at the working face required a local power supply from motor-generator sets in various parts of the mine to supplement the power furnished by the engine-driven generators. The power to these motor-generator sets was supplied by a 300 k.w. high pressure non-condensing turbo-generator delivering 2300 volts, 60 cycle, three-phase current. This marks the beginning of the use of alternating current for mining purposes. In 1913 new mines were being developed at Reliance, seven miles distant, and the plant was enlarged to accommodate a 750 k.w. low pressure, condensing turbine, utilizing the exhaust steam from the cross-compound engines and the 300 k.w. turbine. Transformers were installed for supplying Reliance with power at 13,200 volts. In the course of time the old engines began to dismantle themselves by throwing various pieces, such as cylinder heads, about the building, damaging walls and switchboards, and created a general feeling of unrest among those who had to do with power production. The limitations of the old engines that had given admirable service for ten years were recognized. The source of exhaust steam became questionable and in 1915, a 1000 k.w. high pressure condensing turbine was installed in order that a more general use could be made of motor-generator sets for the direct current supply. [ ] ARIZONA WINNER Brad Carroll University of Arizona - Tucson, Arizona Brad Carroll's hometown is Tucson, Arizona but his summer work is in Oriskany Falls, New York where he is a quality control technician, truck driver and equipment operator for the Eastern Rock Products. Brad served as vice president and treasurer for the SMWAIME student chapter at the University of Arizona for the past three years He was assistant and mine foreman at the San Xavier Mining Laboratory near Tucson. Upon graduation Brad plans to find a job in a southwest mine. He is a totally self supporting student. [ ] COLORADO WINNER Zane Znamenacek Colorado School of Mines - Golden, Colorado Zane Znamenacek hails from a small town in Colorado - Alamosa - where he 4 was a 4.3 GPA in high school. As a student at Colorado School of Mines, he has many hobbies to ease the tension of education. Foremost among these is skiing, mountain biking, billiards and spring rugby. He hopes to further mining technologies and contribute to the industry by working in it full time. In 1997 he will pursue whatever opportunities are available to graduating mining engineers
