WHAT I would like to do is to talk for a while tonight about the Canadian mining industry in wartime-at least, the Canadian mining industry as viewed through the eyes of the Metals Controller. There is nothing quite like the Canadian system in the system of controls in the United States, because the Canadian Controller combines the functions of a good many of the organizations here. I think the nearest counterpart would be the Divisional Chiefs of the WPB-although they have perhaps less authority and operate in a somewhat narrower field. My own field, as you know, is the metals and minerals-all of them, as a matter of fact, with the exception of steel and iron and coal and oil. And as I am responsible for supplies not only from domestic sources but also from foreign sources, I exercise most of the functions of the WPB and some of the functions of the Board of Economic Warfare. As my department is also responsible for stock-piling and for the financing of new operations, I therefore exercise some of the functions of the Metals Reserve and also of the Defense Plants Corporation. Being an administrator under the Wartime Prices and Trade Board, I also have the same function in relation w the price of metals as the OP A. The Canadian system of controls is compact, relatively simple, and I believe reasonably efficient. I think two of the reasons for that are that both the Controllers and the Directors of production are clothed with very wide authority, and also the fact that all the buying for the three arms of the service is done through the Department of Munitions and Supply, of which we are a part.

"Throughout the history of mining at the Dome, gold has been found in a number of different rock types and in association with a number of different structural settings. Diamond drilling plays an important role in the evaluation of the stratigraphic and structural features which control ore deposition. The main function of diamond drilling is to locate favourable areas of mineralization.To date, over 20,000 diamond drill holes have been drilled from combined surface and underground programs. Needless to say, a great many significant intersections, carrying a wide range of gold values, have resulted from the total of over 756 miles of drill cores which these programs have produced.However, the term ""significant"" takes on new meaning in light of the experience of diamond drilling in a number of ore-type situations at the Dome Mine. Drilling through individual ore veins, such as the Fuchsite Vein or the Quartz-Tourmaline Vein, often intersect the vein structure; however, assays from the veins frequently fail to yield any ore grades. Similarly, drill cores through stringer-type occurrences such as dacite or conglomerate, when assayed, fail to indicate the true size or grade of the orebody ultimately mined.IntroductionOver the years, those who explore for gold and those who have the slightly less fickle task of actually mining gold have shared a common dilemma. That dilemma lies in the failure to relate the results of diamond drill information to a positive ore situation, or ultimately to reconcile ""diamond drill indicated ore"" to actual ore reserve tonnages.Drawing on the knowledge of more than 72 years of mining history at the Dome operation in the famous Porcupine Camp, this paper will review a number of drift and stope situations in which the grades of the ore material extracted will be compared with the anticipated grade of that same drift or zone as calculated solely on the basis of diamond drill assays."

The paper presents the conceptual basis for the development of an Activity Based Costing system (ABC) for the analysis and estimation of process costs in mining and metallurgy. In particular, it discusses three major thrusts towards attaining increased efficiency in extraction and processing systems: (a) understanding the link between process and expenses, (b) identifying the chemical and physical factors that govern process costs and ( c) using process and cost models of the production systems. The authors have developed computer techniques to analyze data from conventional accounting and apply them to the development of process based ABC systems. The cost causing activities are linked to management units patterned after the organizational structure of the production system. All costs are associated with specific process functions such as charge preparation, smelting, refining, etc. The level of detail is determined by the quality of data available in conventional accounting systems. The system permits data analysis of historical cases and the projection of costs for new production schemes. Results can be presented in various levels of aggregation, following organizational and/or functional structures. The outputs of the system are tabular and graphical, typically following Pareto analysis concepts.

Introduction Throughout the Great Plains region (the provinces of Manitoba, Saskatchewan, and Alberta), numerous clay deposits of widely varying composition and character are to be found. These may be classified into two general types: (1) surface clays, and (2) shales. The surface clays consist of a heterogeneous mantle of silts and clays interspersed with grave! and sand deposits, and may belong to any of the following groups: (1) lake clays: (2) river-terrace or flood-plain deposits; (3) delta deposits . In most cases, the water from which these deposits were ' laid down was derived from the melting ice of the continental glaciers. These surface clays, in general, possess certain characteristics in common, being all more or less calcareous, often silty, and showing a tendency to 'check' in air-drying. The shales found in this region are of Cretaceous and Tertiary age. These deposits have a wide extent, but there is frequently such a heavy covering of drift material that the clays are accessible chiefly along the walls of stream valleys, or along the escarpments of uplands.

THE THEME of my remarks provides a great deal of latitude. I shall therefore take advantage of the scope it offers to look at our industry across a broad spectrum. My observations reflect a Canadian mining man's varied career as a geologist, mine operator, geological consult ant and company executive in Canada and overseas ... under differing cultures, business environments and political jurisdictions. I was fortunate to come into this industry in the mid-1930's when it was characterized by great enthusiasm, drive and resourcefulness. It was the beginning of a burgeoning era of some 30 years' duration in which the individualist, the entrepreneur and the builder found ample room for expression. As I contemplate the environment in which we now have to operate and try to perceive what lies ahead, I find myself deeply disturbed. Something serious has happened to this industry along the way. It appears that our very success has been the source of our undoing. I believe it is useful to summarize our industry's basic strength at home as a take-off point f or assessing its position in world terms. I hope that I can focus on some of the things that, in my view, must be done for this industry and by this industry to restore Canada's historic role in the world mining community. The Canadian mineral industry provides 140,000 jobs. It pays the second -highest average weekly wages and salaries among the country's major industries. The output per employee in the mining industry is estimated at about three times that for the economy as a whole.

The four basic types of electric motors -squirrel-cage, wound rotor, synchronous and D.C. -are de-scribed, with particular reference to speed-torque characteristics. The three classifications of squirrel-cage motors, C.E.M.A. B, C and D, are compared, and methods of selection for specific drives are outlined. Wound rotor and synchronous motors are covered from the viewpoint of construction details, methods of operation and control required. The application of these motors to crushers, conveyors and ball mills is described and reasons for their selection are given. The application of D.C. motors to haulage equipment and mine hoist drives is included, and the basic principles of a variable voltage drive are illustrated. Efforts have been made through-out to provide specific examples of motor selection, with particular reference to the mining industry. THIS paper will attempt to answer the question -"which motor should be used for a specific drive?" Although it is impossible to cover the complete subject of electric motor application here, we hope to give some idea of the types of motors available and why certain types are used on specific applications.

The Laronde mill was commissioned in 1988 and has been treating the Laronde Perim ore since 2000. The Laronde plant, situated in the Abitibi region of Quebec, has experienced mill expansions to accommodate 7500 mtpd and to recover gold and silver as well as important amounts of base metals (Cu, Zn, Pb). Ten sequential metallurgical and environmental processes are responsible for metals recovery and process viability. Over 200,000 ounces of gold, 4,5 million ounces of silver, 7000 tonnes of copper, and 78,000 tonnes of zinc are produced annually. In 2008, the Goldex plant began trucking high wade (35-45 Wt Au) pyrite sulphide concentrate (TCGO) for gold extraction at a newly constructed treatment plant, increasing gold output at Laronde by 40,000 ounces. In 2009, the high gold wade Lapa ore processing facilities were annexed to the Laronde plant increasing output by 120,000 ounces of gold. TCGO and Lapa productions are forecasted until 2018 and 2015 respectively, with known reserves of each mine. Today, up to 140 permanent employees run and optimise the Laronde plant operation. As a result, Laronde has intricacies intrinsic to a large and varied operation. The paper will outline the metallurgical highlights, challenges, and future outlook related to the treatment of each ore type (Laronde, TCGO, and Lapa)

The history and experience of early companies in the Islands is illustrated by the typical transactions of Trans-Western from 1959 to date. Trans-Western had entered into farmout agreements with companies strong enough to carry out at least the required minimum exploratory work and then such development as might be warranted. The farmee companies were required to make deposits to guarantee work performance during the first period of validity, i.e. the first 3 years of the 12-year life of the permits, and at the rate of 5 cents per acre. At that time, a good deal of geology was available, as a result of extensive exploration that had been carried on by the Geological Survey of Canada and other geological enterprises, with field parties travelling over and camping on all of those Islands. Trans-Western's farmees then selected, from Trans-Western's priority on 13.5 million acres, what they believed were the lands most prospective of producing large oil and gas discoveries, and, having the right to trim off acreage which they considered less prospective, thereby reducing the acreage of Trans-Western and its farmees to in excess of 5.5 million acres. The farmees then commenced a 3-year program carrying out geological exploration to the required minimum of 5 cents per acre, and with some permanent and many mobile camps.

"I WOULD LIKE TO SAY how honoured I am that I have been invited to participate in this panel discussion. I have taken the liberty of narrowing my topic somewhat so that instead of speaking on the Sociology of Professions as a whole I will speak on one aspect of it, that is, on Manpower Problems in the Minerals industry of Canada, with some reference to a new social role for the professionals engaged in this industry. This probably means that I will be encroaching on areas covered or to be covered by other speakers, but I hope that when I do so I will do so from a slightly different vantage point. That is, from a sociological perspective rather than from a historical, industrial, business or professional perspective. I plan to divide my discussion into three areas, namely: (i) problems of ownership and control; (ii) environmental problems; and (iii) manpower and recruitment problems. I do not plan nor am I able to provide clear-cut solutions to the various problems I raise under these three headings. Rather, I hope that my discussion of the problems may form the basis for an extended discussion here and elsewhere. Because of the limitations of time, I will only briefly discuss the first two problem areas noted above – (i) ownership and control and (ii) environmental problems - and I plan to concentrate on the manpower issue."

IT IS almost exactly fifteen years since the discovery of the Leduc oil field and, as this luncheon is part of the Thirteenth Annual Technical Meeting of the Institute's Petroleum and Natural Gas Division, it seems, therefore, a singularly appropriate time to discuss the theme which the program committee has suggested for the occasion -the progress of the Canadian oil industry during the fifteen years since the discovery of the Leduc field. As you will see, I plan to take a few minor liberties with this suggested theme. I shall present ample evidence of growth and progress, but, at the same time, I want to refer to some areas where progress has been anything but conspicuous and to see what can be learned from these areas for the future. The achievements of the Canadian oil industry since the Leduc discovery in 1947 have been substantial, and the public is relatively familiar with the more spectacular developments.

"The rising cost of extracting metals from existing traditional deposits, increasingly stringent environmental regulations and a greater awareness of corporate social responsibility issues are all factors in stimulating the examination of mine tailings and small-scale alluvial deposits as a potential source of new raw materials. Furthermore, despite tougher economic times the demand for commodities remains strong, in no small part as a result of the growth of the world’s emerging economies.This combination of social and economic factors looks set to continue in the long term which will encourage greater recovery of materials from previously ignored sources such as mine tailings and ores from alluvial deposits.An expansion in the recovery of useful materials from mining-related activities is likely to require the use of robust and innovative techniques that have a built-in degree of future-proofing; DC plasma technology is one such technology.As a result of its ability to separate the valuable metal and minerals from the waste material while destroying hazardous compounds, Tetronics’ DC arc technology offers an alternative approach to resource recovery from a wide range of mine ores. Harmful cyanide compounds and the vast quantities of water used in conventional hydrometallurgical processing are avoided when plasma processing is adopted. DC arc technology also brings additional benefits, including: the extremely effective destruction of organic materials, the conversion of the inorganic material into a re-useable aggregate and the high tolerance of the process to fine and dusty materials. Great advances have been made in rubber-lined pumps for the pumping of mill pulps. The Canadian Allis Chalmers alone report ov.er 300 such pumps put into service during the past four years. Pumps in which both the casing and the impeller are rubber covered have proved most economical in handling the usual run of mill pulps, effecting large savings in power, maintenance, and shutdown costs. For the handling of pulps containing comparatively large, sharper edged /articles, rubber-lined casings with hard iron impellers have been developed by the pumping departments of Hollinger and Noranda. These rubber-iron combination pumps show an appreciable reduction in overall pumping costs as compared with the all-rubber and the all-iron pumps. The power efficiency is lower in rubber-iron than in all-rubber pumps but higher than in the all-iron pumps, with lower replacement costs due to the cheap iron impellers used. Where continuous operation is essential, however, and duplication of units to take care of shutdown time for replacement of parts is not within the expenditure budget of the company, all-rubber pumps are being used t0 a greater extent. As in all items pertaining to milling operations, the economics of the situation must be studied as closely as the technical details, to arrive at the most advisable practice.

"IntroductionThe Hull iron range, comprising the Forsyth, Scott , Baldwin and Lawless properties (Fig. I), is in Gatineau Park, on the outskirt s o f the city of Hull , and about 6 miles (10 kilometres) northwest of the Federal Parliament Buildings.The deposits have been known many years and described numerous times, although the history has been treated lightly in former publications. Total ore shipments have been calculated at 122,700 long tons, of which over 80% were mined before 1900 and 74% in two brief periods: 1870-74 and 1880-82. It is surprising that the period 1870-74 has been overlooked by most authors and 1880-82 ignored altogether. More surprising, the essential data for these two periods are contained in manuscripts of the Robert Bell collection, which must have been available to officers of the Geological Survey o f Canada.The period 1801-1874 ha s already been covered by the writer in ""Pioneer mines”, but much information has come to light since publication. The present paper is therefore based o n new data and a fresh appraisal. However, little additional data were found for the early history (1801-1854) or for the legal cases involving A.H. Baldwin, and these parts were mainly summarized from the relevant sections of the above-mentioned publication.GeologyThe ore deposits are all situated somewhat below the middle of a graphitic, calcitic marble horizon, here folded into a northeast-plunging synform. The Forsyth, Scott and Baldwin deposits are on the south limb of the synform; the Lawless is on the north limb. The marble is underlain by three non-carbonate groups: biotite gneiss with interlayered quartzite (top), granite gneiss and skarn (middle), and biotite-garnet gneiss (bottom). Below these groups is a lower horizon of graphitic, calcitic marble. The whole sequence is Precambrian and has been subjected to high-grade (Grenvillian) metamorphism, but, in the north, is cut by an unmetamorphosed Cambro-Ordovician diabase dyke. Impact of horizontal stresses on stability of underground workings in mines is a very important issue in underground mining. Identification of the initial state of stress in the rock-mass should be one of the main actions taken into account while designing and carrying out the mining activity in underground mines. The paper presents the tests on three dimensional stress pattern in Polish copper mines, owned by KGHM Polska Miedz S.A. Group, carried out in 2012. The research program covered 7 measuring stands in two mines; their average depth was about 1000 m. The main aim was to identify the values and directions of horizontal stresses in order to optimize the extraction and to improve the safety. The overcoring method with the use of CSIRO HI type probe was applied. The paper also describes the measuring technique which was developed for the purpose of specific mining and geological conditions of KGHM mines, taking into consideration the natural hazards encountered there as well as technical and operational capabilities with regard to drilling equipment. The experience gained during the underground measurements and the issue of making such measurements in underground copper mines in Poland are presented in the paper. The stress patterns obtained during the underground measurements are of application importance for the process of designing the spacing of mine workings and improving their stability and mine support selection.

The design of dippers for cable shovels has essentially remained unchanged for the last 100 years. In the past 10 years, shovel manufacturers have started taking another look at dipper design, resulting in changes that have borne models from major manufacturers that address some of the wear conditions and material retention problems that dominate maintenance and operational costs. However, with the exception of added lateral curvatures to the front and corners of the dipper, the geometry is essentially unchanged. This paper looks at the criteria that have resulted in the first new cutting dipper design in a century. The design is based on kinematic considerations, reflected in a revolutionary geometry that matches the range of motions of the shovel, designed to minimize wear, impact loading and power required to dig, thus maximizing productivity for a minimum energy requirement. The shape configuration is such that the weight of the dipper is reduced through wall thickness, enabling a larger capacity dipper to be conceived for the same shovel. Benefits are reflected in reduced operational and maintenance costs and increased productivity.

PUBLIC debts, and the policies guiding public finance in Canada today, are in such a state that every intelligent citizen should be familiar with them, and should be concerned about them. None of you have robe reminded that taxes have already risen to a point where they both annoy and hurt you, but they should also alarm you; alarm you, not so much because of the taxation, but because of the mounting expenditures represented by that taxation. I have no hesitation, therefore, in presenting a paper dealing with public finance at a meeting of the Mining Institute, since all present are concerned,. both as individuals and as representatives of the industry. Moreover, it is important that engineers, particularly, should become better acquainted with the interlocking relationships of economics, public finance, government, and technology. While I am neither an economist, a tax expert, nor a chartered accountant, I shall try to tell you, from my viewpoint as an engineer and an interested voter, the story of public finance in Canada today and of certain causes and effects, and I shall venture certain conclusions. In doing so I may merit criticism by experts, but I will risk this in the hope that sufficient interest will be stimulated in the subject to persuade you, as individuals and as groups, to advance, or to institute, your own studies in public finance, and in turn to interest others. I hope that some of the ideas which will be expressed, or which may develop, will bear fruit. I fully realize that several eminently qualified men have spoken on this subject during recent months, and that many authoritative articles have been written. However, I approach it with confidence, because I propose speaking to you not as an authority, bur as one of you, having similar interests and similar engineering knowledge, who only a few months ago became particularly interested in the subject, studied it, and who now sets before you a summary of his findings, with the conviction that the situation is so serious that constructive planning and constructive action by all thinking citizens are imperative.

"Within the research project “Mine Development” (Fettweis and Moser, 1990) a PC-based mine database has been built up since 1991 and so far includes detailed technical and economic data of about 150 under-ground hardrock mines in industrialized countries worldwide. These data represent about 50% of the underground hardrock mines in west and central Europe, Scandinavia, United States, Canada and Australia (Fig. 1). The mining operations included in the database have been visited directly and analyzed with respect to their deposit conditions, their general design and layout and also their operational and economic performance.The main aim of the Mine Database is to make a contribution to an improved planning of new underground hardrock mines. An analysis of current mine planning practices shows, that both personnel and company experience is still a dominant factor in planning new underground hardrock operations. Through the information included in the Mine Database the experience of a single per-son or company is supplemented by the experience of a wider group of people. The Mine Database makes the huge amount of experience that is available worldwide in the field of under-ground mining accessible for new mining projects. From that a contribution to a more reliable mine planning procedure based on the performance of existing mining operations is expected.In addition to its use in planning new mining operations, the Mine Database can con-tribute to the exchange of technical data among different mining operations, especially on equipment performance, etc. Such an information service is offered by the Department of Mining Engineering & Mineral Economics in Leoben and is already being used by different mining companies. To respect proprietory information, company specific information is not released under any circumstances.The cost of building up the Mine Database, so far, is about US$500.000 — two thirds of which is labour, and one third, travel."
