Arthur Yates, lecturer in the mining department of the Royal School of Mines, London, died at Blackpool, on Feb. 14, 1923, at the age of 47 years. My first acquaintance with him was made in 1902, when taking over the management of the Redjang Lebong gold mines in Sumatra, of which he was the responsible metallurgical officer. For that position he was well qualified by reason of his previous experience with the Rand Central Ore Reduction Co., in South Africa, and particularly by his early training with the Cassel Gold Extracting Co., owners of the MacArthur-Forrest patents, and the first commercial company formed to work the then recently discovered cyanide process; in this connection, Mr. Yates had the advantage of working under J. S. MacArthur himself. Our association in Sumatra was maintained for six years, when I left. Mr. Yates remained and was eventually promoted to the management of the neighboring Soelit mine. During those six years and in the close association inseparable from life in an isolated mining camp, the sterling qualities which made him so good a man were unmistakable: industry and interest in his work, patience with everybody, a quiet and unassuming demeanor. On the exhaustion of the mine to which he had been promoted, he returned to England in 1913. In 1914, the Mining Department of the Imperial College was fortunate in securing his services. Hardly, however, had he settled down when the war broke out and he spent some years in the Cleveland District promoting the efforts of the Government toward greater output. Returning to college in 1919, Mr. Yates met the full flood of Service students. The qualities which made him a man amongst men in the world made him a man among students in the college; a senior student if you like. But, unsuspected, a dread disease had fastened itself upon him, making itself felt for the first time during the summer course he was conducting in the South Wales coal field, in 1922. Against its relentless onset he opposed the bravest optimism, and when at last he realized that he was going under, and was in fact dying, his pronounced regret was that he was leaving the boys. In his death, at the age of forty-seven, staff and students in the Mining Department have experienced a great loss, that of a reliable friend, and their deepest sympathy goes out to the young widow and son in their irreparable loss. THE Rocky MountainClub brought into the East the spirit of the West; the impulse to build, to develop, to accept unquestion-ingly the comradeship and help of any straight shooter who had it in him to accom-plish things and a will to work. That this was the spirit of the Club was due to its leaders. It was their spirit and they attracted around them men of the same stamp. Among those who made the Club what it was no one had larger in-low fluence than William Boyce Thompson, the vice-president and chief of financial staff. It was characteristic of him that the same financial genius that was employed in building up Nevada Consolidated, In-spiration, Magma, Texas Gulf, and as director of the Metro-politan Life and the Federal Reserve Bank, was freely placed at the service of the Club. It was equally char- acteristic that the generosity that financed the Red Cross Mission to Russia inspired the use of the Club funds for Belgian and war relief. "W. B.," as he is known to his many friends, was born at Virginia City in Alder Gulch, Mont., on May 13, 1869. His father, William Thompson, born at Cobourg, Ont., had drifted into the old Northwest and, hearing at Yankton of the gold strike at Bannack, crossed the plains on the Oregon trail in the summer of 1863, arriv-ing in Alder Gulch at the inception of a mining boom that lasted several years, during which something like $60,000,000 in gold was yielded by the placer diggings. His mother was a daughter of Maj. James R. Boyce, Sr., from Logan County, Ky., who had served under General Sterling Price of the Confederate Army. Major Boyce's ancestors were early settlers of the Old Dominion, and his grandfather had seen military service in the war for American independence. Major Boyce's mother was a descendant of the Marshall and Smith families of Westmoreland County, Va. When Thompson was eleven years old, the family moved to Butte, then a silver camp. He attended the public schools of Butte, but desiring a better education, entered Phillips Exeter Academy and later the Colum-bia School of Mines. Returning West, for a year or two he ran the Boulder Chief mine near Basin, Mont., which earned him a sobriquet, "Boulder Thompson." While here, some old ore sacks, oil-soaked, introduced him to flotation. He was also the first to leach some of the ore dumps of Butte.

The mining fraternity of North America was grieved and shocked to learn of the death of Dr. Willet G. Miller on Feb. 10, 1925. Doctor Miller was for many years the Provincial Geologist of Ontario and the one who more than any other had contributed by his personal work and the reports of his subordinates to the recent extraordinary mineral development of the Province. Doctor Miller was fifty-eight at the time of his decease. A man of unusually stalwart physique, he seemed destined to many years of useful service. His friends in both the American and Canadian Mining Institutes can with difficulty reconcile themselves to his loss. Doctor Miller was born in 1867 in Port Rowan, Ont., on the shores of Lake Erie. After preparation in the high school of his native town, he entered the University of Toronto and took his bachelor's degree in 1890. He pursued graduate studies in geology at Chicago, Harvard, and Heidelberg Universities. In 1893, he was first appointed lecturer and soon thereafter Professor of Geology in Queens University, Kingston, Ont., a chair which he held until 1902. He was then appointed Provincial Geologist of Ontario and was placed at the head of the Survey which was attached to the Department of Mines. Within the next year, 1903, he performed the service that made him famous. In the summer of 1903, in connection with the building of the Ontario Government Railway toward an objective on James Bay, veins had been noticed by construction parties just north of what is Cobalt Lake today, and in the rocky pass that is now traversed by the main line of the Canadian National Railway en route to Vancouver. The pink stain of cobalt bloom on the vein, known later as La Rose, caught the eye of a workman; in November, Doctor Miller recognized the silver in it, and brought the possibilities of the district to general attention. In December, he published an article in the Engineering and Mining Journal, stating that the veins could be worked at a handsome profit. During the winter and spring, the mining interest awoke, which resulted in the astonishingly productive silver district of Cobalt; but in which, Doctor Miller, because a government official, scrupulously refrained from having any financial interest whatever. Seldom has so high a sense of honor been manifested; and as the result, Doctor Miller commanded confidence and respect to an extraordinary degree. Human engineering was the keynote of the thirty-ninth annual meeting of the American Society of Mechanical Engineers, which was held in New York, December 3-6. This note was sounded by President Charles T. Main in his address at the opening session and was carried through by all the speakers. In his survey of the year's work, he said that more than 6000 names of engineers were furnished the Government for filling a wide variety of positions. In addition to the 1400 members in service, two members of the council of the society are in uniform in France and one, as a distinct war service, is in charge of one of the largest shipyards. After giving other ways in which the Society has helped the Government, President Main called attention to the necessity for thoroughgoing efforts to increase production and the settlement of questions involving industrial relationships. At the following meeting, President Adams of the American Institute of Electrical Engineers called attention to the necessity of meeting labor in a progressive way, facing labor questions fairly and squarely, as the real interests of labor cannot be separated from those of the engineer. Charles E. Knoeppel, discussing "Industrial Organization as It Affects Executives and Workers," said the problem of the cost of living might be settled in two ways: 1, there must be more producers, and 2, there must be a greater amount supplied by those now producing. The first solution is practicable, he said, if labor is allowed shorter hours, better conditions, and a remuneration that will attract workers. The second can be employed by eliminating waste, standardizing conditions, setting fair tasks, and allowing men to earn an amount that will compensate them for' their skill and cooperation. Dudley R. Kennedy of Philadelphia, employment manager of the American International Shipbuilding Corporation, said the human-engineering phase of the country's industrial development had generally been overlooked. "We hardly yet know what competition means; we will learn it within a few years. Permit me to prophesy that the executive of the next decade will be the man who best knows men. He will be an originator, a handler of men as individuals, a handler of men in the mass, a leader not a driver, a very human man. The science of human engineering is here to stay. The study of human characteristics is the most enduring, as well as the most fascinating in the world, and still the most complex."

TsunashiRo Wada, honorary member of the Institute, died at his residence, Ushigome, in Tokyo, on Dec. 20, 1920, at the age of sixty-four; he was born on March 15, 1856, at Obana in the province of Wakasa. An expert mineralogist, lithologist and geologist, he identified himself throughout his life with the development of the mining interest of this country. Perhaps the most noteworthy of his meritorious services in the public sense was the extension of the Imperial Steel Works at Yawata, anticipating the grim fate that hurled Japan. into a war with Russia in 1904. Educated in the Imperial University of Tokyo by foreign professors, he studied especially mineralogy, lithology and geology. In 1875 he was appointed assistant professor in the Imperial University of Tokyo, and in 1878 entered the service of the Home Department. From 1880 until 1893, Mr. Wada was Director of the Imperial Geological Survey of Japan, during which time he practically laid the foundation of the geological investigation work in Japan. In 1884, he made a trip to Europe by government order to attend the international Congress in Berlin, visiting en route several countries of Europe and America. While Director of the Survey, he was also, from 1880 to 1885, lecturer, and from 1885 to 1891, professor of mineralogy and lithology in the Imperial University, and, from 1889 to 1893, was Director of the Imperial Mining Bureau of Japan. In this capacity, he revised the mining laws of Japan, thus laying the foundation of Japan's mining administration. In 1894, he was again appointed lecturer in the Imperial University of Tokyo; in 1895, appointed Technical Adviser on Mines to the Imperial Household Department of Japan; and, in 1897, appointed President of the Imperial Steel Works, which was completed in 1900 with the expenditure of $10,000,000. In this capacity he did a great deal to promote the iron and. steel industry of this country. We owe him the ore-purchase contract with the Daiya iron mine in China, which remarkably facilitated the extension of the iron works in later days. The victory of the Russo-Japanese war must be said to be due to his merit in no small measure. He resigned the presidency of the Imperial Steel Works in 1901. In 1899, Mr. Wada visited America and several countries of Europe by government order; in 1902, he traveled through north and middle China doing exploration work and studying the geology of the country, accompanied by mining engineers and geologists. weight, and deflection, and recommends that the Pennsylvania Railroad Company denland that rails be made on specifications, based on these six variables, so narrow, that to fill them would cause the constant rejection of enormous quantities of steel, and a consequent enhancement of the price of rails, probably ten or twenty per cent., without any certainty that such rails would be any better than those the steel-mills are now making. I earnestly hope that the investigation which Dr. Dudley has so ably carried on will be continued. I hope the Pennsylvarlia Sailroad Company, or preferably a combination of several railroads, will institute the prolonged investigation which I think will be necessary to solve this deep problem; that they will take a hundred or more rails, watching and noting down carefully every detail of their manufacture as well as their analysis; that they will be carefully weighed before, during, and after service; that their crop-ends will be tested before service, and the rails themselves after removal; that all the sources of error which Dr. Dudley admits in the present investigation may be removed, and that enough facts may be gathered and tabulated so that the conclusions which may be drawn from them may be apparent to every one without labored discussion or heated argument. But I venture to prophesy that after this investigation shall have been completed, and a formula adopted which shall be satiefactory to both manufacturers and consumcrs, that formula will not be the one now under discussion. I hope Dr. Durlley will pardon me if I have been unduly severe in my criticism, and consider that I have written my remarks hastily and at a time which should have been given to needed rest. I differ with him only as regards the conclusions which he has drawn. I appreciate the value of his labors, and only make public my own conclusions in the hope of contributing to the advancement of the science of steelmaking, in which we are ail so deeply interested. Dr. August WENDEL, Troy, K. Y.: Dr. Dudley's last paper gives, certainly, very valuable and interesting information regarding the wear of rails under different conditions. His results concernillg the composition of rails, explotle, rather startlingly, some old theories regarding the wear of rails, and 1 think after his formula is silnplified it will be one good formula to work by. INTRODUCTION Banks are being asked to assume more and more of the project risk in connection with project financings and, as a result, they are seeking to become more sophisticated in the way that they approach these kinds of financings. For example, a large number of banks that are active with the mining companies have established mining groups which typically will include mining engineers, economists, and bankers, in order to specialize their service to the mining industry. These banks have geared up these special service staffs so that they will be better equipped in their lending activities to analyze, measure and evaluate the project risk. The hope is that a team of these specialists will be able to predict the potential success or failure of these new "green fields" mining ventures that the banks are asked to finance. This paper shall focus on this subject and try to determine just how successful these specialists can hope to become as they analyze these various projects that are brought to them for financing. The approach that shall be taken in this paper shall be to examine how successful the mining companies themselves have been in the past with this same problem. These mining companies should be the most sophisticated in their approach to the analysis of the potential for success of a new mine because they have had the most experience in evaluating these projects. After all, who knows more about developing a mine than the companies that have developed similar mines in the past? For the purposes of this paper, the writer has selected a sample of 18 mines that have been developed over the years and measured the actual performance of each of these sample ventures against the original projections. All of these cases have involved the development of large projects where the sponsors or partners in the venture are substantial and sophisticated companies and where the feasibility studies have been prepared by engineering firms that are considered very professional in the industry or alternatively where the feasibility has been done by a comparable in-house staff. The sample cases have been chosen from a period which starts in 1965 and continues through 1981 with the cases distributed over that period as indicated below: [ ] Fourteen of the projects are open pit mines, three are underground mines and one mine starts on the surface and gradually goes underground. Seven of the mines are in the the far east with the remaining three in either South or Central America. The following four specific questions were examined for each project:

Joseph William Richards, was born in Oldbury, Worcestershire, England, on July 28, 1864, of English-Scotch parents, Joseph and Bridget (Harvey) Richards. In 1871, he came to this country with his parents. He attended the public schools of Philadelphia, Pa., where his father was a manufacturing metallurgist, and in 1882, graduated from the Central High School with the degree of A. B. The same year he entered Lehigh University, from which he received the degree of A. C. (Analytical Chemist) in 1886; M. S. in 1891, and Ph. D. in 1893. His connection with the university was continuous from 1887 until his death, and he therefore adds another to the list of names of men Prominent in the A. I. 11. E. who have helped to develop Lehigh University to the important position which it now occupies in mining and metallurgical education in respect of world-wide fame. It is fitting to recall in this connection that, Eckley B. Coxe, a fonnder of the A. I. M. E., four times its vice-president,, and president in 1878-79, was literally a pillar of the university for several years prior to his death; Thomas M. Drown, founder, vice-presi(lent, secretary for 11 years, honorary member, and president in 1897, was president of Lehigh University from 1895 to 1904; and Henry S. Drinker, founder, manager, vice-president, and honorary member, was president of the university from 1905 to 1920. Doctor Richards was no less active in both institutions. With the exception of the years 1886 to 1887, when he was superintendent of the Delaware Metal Refinery of Philadelphia, his professional life was devoted to the upbuilding of the metallurgical department of the university, in part through his continuous services as a member of the teaching staff, and in part through the international renown won for the department by his achievevements as author, investigator, expert and rerognizcd authority in metallurgy, especially the metallurgy of aluminum, metallurgical-chemical calculations, and electrometallurgy. He was assistant instructor in metallurgy and blowpiping in 1887; instructor, 1888-90; instructor in metallurgy, mineralogy and blowpiping, 1890-97; assistant professor, 1897--1903; professor of metallurgy, 1903-1921. He died at his home in Bethlehem, Pa., on Oct. 12, 1921, of heart failure. To the A. I. M. E., for a continuous period of a dozen years, his services were equally loyal and effective. AT a luncheon attended by engineering leaders representing every section of the country, Col. Arthur S. Dwight, president of the American Institute of Mining and Metallurgical Engineers, and Charles F. Rand, chairman of the Engineering Foundation, past president of the Insti-tute and its present treasurer, on Thursday, July 20, were decorated with the Croix de Chevalier de la Legion d'Honneur by the French Government for distinguished service in engineering tending to closer and more felici-tous relations between the two countries. The decorations were conferred by Consul General Gaston Liebert. In a speech extolling the war work of the American engineer, M. Liebert declared that Germany had been definitely foiled in her attempt to cripple France industrially for a generation by wrecking the coal mines of northern France. Three-fourths of these mines, M. Liebert said, were in full working order and the remainder will be in complete operation within two years. The Germans thought that it would take from 15 to 20 years to accomplish this. M. Liebert said that reconstruction is going on rapidly in northern France, two-thirds of whose indus-tries are now working. The French Government, he said, is planning water-power improvement on a vast scale, which will soon make unnecessary for France to import a single ton of coal. He urged that French students be sent to America to study engineering. In presenting the decorations, Consul General Liebert eulogized Colonel Dwight and Mr. Rand as personify-ing the spirit and service of the American engineer, which, he said, was a powerful factor in the victory over Germany. He spoke of the growing friendliness between the United States and France and described this ceremony as an epoch in international relations. Calvin W. Rice, secretary of the American Society of Mechanical Engineers, who presided, repeated that international unity among engineers was the dream of Andrew Carnegie, who saw in the efforts of the engineer and the scientist the hope of civilization. Mr. Rice said in part: In the Declaration of Independence occurs the statement that all men are created free and equal. Jefferson was familiar with the writings of Rousseau. In fact, he was a remarkable linguist notwithstanding that he wrote the Declaration of Independence when only 32 years of age. He was one of the very few ambassa-dors in the history of the United States who could speak the language of the country to which they were sent. The interpretation of the passage in the Declaration of Independence is that all men have equal opportunity, not that they are born with equal ability.

Rossiter Worthington Raymond, Ph.D., LL. D-1840 to 1918.-Dr. Rossiter W. Raymond, Past President, Honorary Member and Secretary Emeritus, died suddenly of heart failure at his home, 123 Henry'St., Brooklyn, N. Y., on the evening of Tuesday, Dec. 31, 1918. He was one of the founders of the Institute and its second President. A Memorial 'Service will be held on Monday afternoon, Feb. 17. James Douglas.- The Institute suffered a second very severe loss by the death of Dr. James Douglas, Honorary Member, Past President (having served as President for two years), and in three separate respects the greatest benefactor of the Institute: first, in raising funds by volun¬tary subscription and his own personal gifts to pay the Institute's share of the money owed on the land on which the Engineering Societies Build¬ing now stands; second, as original donor to Engineering Societies Library; and third, by his bequest of $100,000 for the maintenance of the library of the American Institute of Mining Engineers. A resolution regarding the death of Dr. Douglas was passed by the Board of Directors and at the meeting of the Institute on Sept. 4, 1918, in Colorado, at which time a memorial service was held in the thea¬ter of the Hotel Broadmoor, attended by about 400 members and guests. A copy of the resolution was prepared and sent to the family. A bronze tablet is now being prepared and will be placed in the Members' Room and unveiled at the February meeting. A biography and portrait of Dr. Douglas was published in the September, 1918, Bulletin. There is also placed in the Engineering Societies Library an oil portrait of Dr. Douglas which had his own approval and was presented by him. American Institute of Metals.--During the Spring of the year, plans were completed with the American Institute of Metals whereby this society became the Institute of Metals Division of the American Insti¬tute of Mining Engineers. This body was a dignified aggregation of metallurgists which had been in existence for about 11 years. A bronze tablet commemorating the American Institute of Metals is now being placed in the Members' Room of the Institute, and during the year 1919 the Bulletin will bear the following title: "Bulletin of the American Institute of Mining Engineers, with which is consolidated the American Institute of Metals." Visits to Local Sections.-During the year President Jennings made visits to six of the Local Sections, on three of which occasions he was accompanied by the First Vice-president and the Secretary. First Vice-president Goodale made five visitations and the Secretary made eight.

James Douglas will long be remembered as a distinguished mining engineer and metallurgist, as a scientist with broad vision, as an executive whose understanding of practical problems coupled with his knowledge of men and affairs enabled him to weld together great mining interests and to their service build railroads and bring power. More, he will be recalled as a philosopher and a writer of charm, a historian of no mean order, and one whose catholic tastes and enthusiasms led him into the fields of education, medicine and theology. His aim was to possess that which he considered made life worth while—friends and effectiveness in whatever task he undertook. In this aim he was successful to a degree exceeded by few, as thousands of his friends and associates could and can testify. Dr. Douglas was born on November 4,1837, at Quebec, Canada. His father, James Douglas, Sr., was a prominent physician and the leading surgeon of Canada. He also established the first retreat for the insane in the Dominion, the Quebec Lunatic Asylum, to which he devoted his services for years; The son followed in the footsteps of his father and studied medicine, not only in Canada but also in Scotland and in Germany. He entered the University of Edinburgh in 1855 but after two years at that institution returned to Canada and was graduated from Queens university at Kingston, Ontario, .with the degree of Bachelor of Arts. Later he went to Lava1 University, Quebec, and subsequently became professor of chemistry at Morrin College, Quebec. After he was graduated—at the time he considered his formal education completed—he traveled with his father in Europe and in the Orient; visiting Egypt, being especially interested in that country, several times. They gathered together an important archaeological collection which later was donated by them to the Metropolitan Museum of Art in the city of New York. James Douglas was also greatly interested in photography, a hobby in which he made use of his chemical knowledge. The writer can remember distinctly the descriptions he gave more than forty years ago in Arizona of the difficulties he encountered with the old wet photographic plates, especially while traveling in Egypt, when he prepared and used his own chemicals. During the last decade many conditions have been encountered that have materially increased the cost of the production of coal. As in most cases it has not been practicable to increase the selling price of such coal sufficiently to insure the necessary margin of profit, the mine management has been forced to avail itself of what might be termed unusual means that costs might be held at as low a figure as possible. The so-called efficiency engineer has been called upon, costly power plants have been built and machinery has been installed to replace manual labor wherever possible. Another aid used recently to secure economies through the more intelligent production of coal, is the chemist. As the coal industry, barring the production of byproduct coke, does not at once give evidence of its need of the services of the chemist, the writer will endeavor to point out a few of the services that this branch of the staff has been able to render. The preparation of coal in the past has been carried on entirely upon an empirical basis, that is, the criterion adopted has been an ocular inspection. Unfortunately, the appearance of a coal and especially of an anthracite, has but little relation to its fuel value, and as long as coal is purchased for the heat that can be obtained from it by its combustion, the quantity of such heat that is purchased must be one of the principal desiderata in selecting or preparing a coal. Were coals purchased for use as bric-a-brac or for exhibition in museums it might be both wise and just to purchase them upon their appearance. After 4 or 5 years of investigation the fact has been established that coals of very inferior appearance, and I now have special reference to anthracite, might and often did possess heating and burning properties superior to those possessed by bright coals which in the past had commanded considerable and uniform premiums in the market. This being the case the question arose as to whether the trade could be convinced of this fact. While at first some difficulty was experienced in establishing the quality of such dull coals, still it was found that the real obstacle to the sale of these materials in the past had been the fact that the coal producers' own sales departments felt convinced of the inferiority of this type of fuel and when complaints were registered they were given ready credence. Several disastrous and a great number of near-disastrous mine fires have been started by igniting the combustible conductor insulation and outer covering of trailing cables. Those who have had experience in fighting such fires know that they are extremely difficult to combat and extinguish owing to the irritating and noxious gases, fumes and vapors evolved from evaporation, distillation and combustion of the sundry compounds used in the construction of cables. When electric-motor-driven coal-cutting machines were first introduced in coal mines, the electricity was transmitted to the apparatus by two single-conductor trailing cables. Later, two-conductor parallel and concentric types were developed. These early cables were made with the materials available at that time with relatively little thought given to using new materials or utilizing the old to the best advantage. The copper conductors were stranded to give flexibility, but there were too few strands and the method of laying them was such that they did not endure well the stresses of twisting and pulling, to which trailing cables used in mines are usually subjected. The rubber insulating compounds used were not satisfactory in resisting water, high temperature, and the crushing stresses encountered in mine service. The outer coverings were cotton or jute braids saturated with tars or asphalts having relatively no abrasive resistance. In fact, the only consideration given to trailing cable design because of its extremely short life, was to construct it at the lowest possible cost. With increased electrification and mechanization, more serious problems were encountered. Cables used in mines were exposed to more severe conditions than in any other industry. The excessive overload currents, poor heat dissipation, severe abrasion, crushing loads from falling material, runovers, and any of the other things that tend to destroy cable, called for vast improvement in trailing cable design for mine use. About 1918, one manufacturer who recognized the need for improving the toughness of cables in order to obtain greater safety and longer life, developed a special rope-stranded conductor, a superior rubber insulation compound and a tough rubber sheath or jacket compound. As a result of this type of construction, broken conductor strands were practically eliminated, the insulating material withstood high temperature without undue disintegration, and the jacket, similar to that used for automobile tire tread, had high abrasion resistance, high tear resistance, and was waterproof. While the initial cost of these cables was higher than the jute-filled braided types, this disadvantage was more than offset by increased safety and longer service. Cables with these improved characteristics were first installed in mines in 1920. Since 1930, the use of braided trailing cables in coal mines has been almost completely supplanted by the more superior types, employing high-grade rubber compounds for insulation and sheath. THE Institute assembled in the Court-House, on Tuesday evening, May 22d, and was called to order by Vice-President E. B. Coxe. After announcement by the Local Committee of the programme for excursions, the Secretary read the following annual report of the Council The Council, in presenting to the Institute its annual report, has to record a most eventful year in the history of the Institute. Three meetings, as usual, have been held, two in Philadelphia and one in New York. At the Philadelphia meetings in June and October, there were present many distinguished foreign engineers, some of whom contributed communications to the Institute, and took part in its discussions. Sixty-seven papers have, in all, been presented to the Institute, which will be published in the fifth volume of Transactions. There has been an accession to the membership of 1 honorary member, 11 foreign members, and 162 members and associates; -8 have resigned, 6 have died, and 30 have been dropped from the roll, after due notification, for non-payment of dues. The membership now comprises 5 honorary members, 60 foreign members, and 644 members and associates, in all 699. As worthy of especial mention in the work of the year are the Discussions on Technical Education in connection with the American Society of Civil Engineers, and the report of the-International Committee appointed by the Institute to consider the nomenclature of iron and steel. The Discussions on Technical Education have been published in a separate volume, and comprise a valuable and suggestive collection of the views of practical engineers and educators. The report of the International Committee, composed of Messrs. Akerman, of Sweden; Bell, of England; Tunner, of Austria; Gruner, of France; Wedding, of Prussia; and Holley and Egleston, of the United States, has received the careful attention of engineers and metallurgists of all countries, and has met . with very general acceptance. Of the work of the Centennial Committee in Philadelphia the members are generally familiar, from personal experience, and from the detailed report of the committee at the last meeting of the Institute. But the record of the service rendered by this committee would he incomplete without mention of the numerous letters of thanks and formal expressions of obligations received by the Institute from individuals, societies, and governments abroad. The wise and generous spirit in which the work of the committee was planned, and the laborious and self-sacrificing manner in which it was carried out, call for emphatic expressions of thanks from the Institute. The gifts of Centennial exhibits to the Institute, largely as testimonials for services rendered, has necessitated the appointment of a Museum Committee for

THE time-to-fracture test has been applied to pure platinum and to two alloys of platinum under the special conditions of small cross-sectional area of the specimens and of a test temperature above the annealing temperature. While the results are similar in character to those secured with large specimens of steel at temperatures below the annealing temperatures, two differences are noted: (I) an upward inflection in the curves for log stress vs. log time for the alloys, and (2) a sharp break in the curve for log stress vs. log time for pure platinum when single crystals filled the wire. The experiments showed that: (I) platinum and 10 per cent rhodium-platinum maintained their strengths at 1100°C. better than did 10 per cent iridium- platinum, and (2) the rhodium-platinum after a time exceeded the iridium-platinum in strength at 1100°C. Platinum alloys in their service at high temperatures encounter conditions some- what similar to those that exist in the usual form of the time-to-fracture "l test with steel. This paper is intended primarily to present results obtained by a "time-to- fracture" test under conditions approximating actual service for platinum (at the temperature 1100°C. under oxidizing conditions) with three materials, pure platinum (99.99 per cent), a platinum alloy with lo per cent iridium, and a platinum alloy with 10 per cent rhodium. The experimental procedure differed from that previously used in this type of measurement in that the samples were of small diameter (0.010 in.), were fully annealed, and were tested at a temperature definitely above their annealing points (600°C., 1000°C. and 1050°C., respectively, for 60 per cent cold reduction and 15 min. heating time2,3). The experimental arrangement was similar to that previously described,4 using as heating unit a small, horizontal, platinum- wound furnace, ½ by 12 in., maintained at constant temperature by an automatic controller. The samples were 0.010-in. wires, which had been annealed at 1200°C. by drawing them slowly through the furnace. The time-to-fracture was measured electrically. Elongation was not determined because of the difficulties inherent in the experimental arrangement. Life-that is, the time-to-fracture-was considered the important property in these first tests. No attempt was made to measure the reduction in area, but the types of fracture were noted qualitatively; in the text they are referred to as (I) the normal, plastic, or necked fracture, (2) the knife-edge fracture, and (3) the brittle or intercrystalline fracture with small reduction of area. Results for different constant applied stresses are plotted in Fig. I. In all cases at least two trials were made for each stress, although they cannot always be indicated separately on the curves. Taxes are compulsory charges levied by a government for its support. They are usually paid to support the general services provided by government rather than special services (such as safety inspection). The latter are normally supported by user charges often called license fees. Taxes are used by national governments not only to raise money but also as a part of fiscal policy. As such, taxes are used to stimulate or deflate the economy, as an incentive to save or invest, as a means of allocating national resources, and as a means of redistributing income. In our discussion, we will deal only with those facets of the subject that relate specifically to the mineral industry. In doing so we will deal with taxes levied on all industry in a generalized way and only insofar as it affects our industry, but at some length on those portions of the tax system related directly to the mineral industry. It is not our intent to provide a "cookbook" for computing taxes, but rather to present some of the policy issues that bedevil those who must develop our tax policies. MINERAL TAXES The mineral industry is subject to the full range of taxes levied by governments. These include taxes on income, property, and sales, as well as excise and severance taxes. The latter are somewhat similar to a royalty in , that such taxes are levied either ad valorem or per unit of output. Severance taxes most commonly are charged to oil and gas output, although coal, salt, sulfur, and iron ore production also have been taxed in this manner. The major governmental advantage of the severance tax is the administrative ease of collection. On the other hand, it poses an addition to cost independent of profitability. As a consequence, the severance tax can cause premature abandonment if mineral product prices do not rise sufficiently to cover it. Such a rise may not occur if differential tax rates are levied by the various states. Property taxes normally are levied on all property owners, including mineral owners. The major difficulties in this kind of tax, in so far as mining is concerned, are erratic valuation coupled to the inherent problems involved in assessing a property where the extent and richness is chiefly unknown. The impact of these taxes, including state income taxes, is reduced somewhat, as they are usually deductible from gross income as a business expense with a consequent lowering of national income taxes.
