MINERALS INFORMATION PROGRAM Mineral data collection by the Federal Government actually began in 1882 with an appropriation by Congress to the U.S. Geological Survey (USGS). Although the Bureau of Mines was instituted in 1910, it was not until 1924 that the collection, interpretation, and dissemination of worldwide information on production, consumption, and availability of minerals became the responsibility of the Bureau. The objective of the Bureau's minerals information program is to maintain and provide reliable, timely, and comprehensive data for analysis of national minerals problems. This program is implemented by a staff of specialists who cover about 100 mineral commodities and the mineral industries of 168 countries. Data are also provided on the minerals industry on the State and county level. The specialists analyze information to identify trends and problems, forecast future U.S. and world supply and demand for the nonfuel minerals, and relate trends and developments to their impact on the domestic minerals industry. Data Sources and Publications The primary sources of data concerning the domestic minerals industry are the companies that produce, use, and trade in these minerals. Approximately 60,000 survey forms are sent to industry, on a monthly, quarterly, semiannual, or annual basis, to obtain the data. Domestic trade data are provided by the Bureau of the Census, U.S. Department of Commerce. Information on mineral developments abroad is developed by Bureau specialists from mineral reports supplied by U.S. embassies worldwide, from primary source documents, from a review of the technical mining literature, and from onsite mine and plant visits in foreign countries. The information is disseminated through a number of Bureau publications: "Mineral Industry Surveys" provide aggregated data on a monthly. quarterly, or semiannual basis to give timely information on the most important mineral commodities. "Mineral Commodity Summaries," published each January, provides preliminary annual data on supply and demand and discusses significant events of the previous year. The final data are published later in the "Minerals Yearbook," which is the definitive historical record for mineral statistics. "Mineral Facts and Problems," an encyclopedic work issued every 5 years, covers industry structure, technology, supply-demand analysis. economic factors, reserves, and forecasts of U.S. and world demand for individual commodities. "Mineral Perspectives" and "Mineral Issues" cover important international mineral developments and significant issues of current U.S. policy as they relate to minerals. Discussions and analyses of mineral trends and developments also appear in other Bureau publications, such as "Minerals and Materials" and "Information Circulars." These publications provide the basis for analysis and policy determinations by the Bureau and by virtually every Federal agency concerned with minerals, defense issues, the national economy, and foreign relations. The data are also used by industry in planning capital investments in mines and processing plants, by financial analysts, by U.S. delegations in their work with international commodity groups, and by a host of other minerals related organizations. Data Bases The data bases used by the specialists for preparing publications or in response to a continuous stream of inquiries include both those that contain individual commodity data from respondents, and those that are summary data bases on production, trade, capacity, employment and a number of other minerals-related items, not all of which are derived from data reported to the Bureau of Mines. The data bases maintained on the mainframes are not accessible by non- Bureau users. The ventilation systems of coal storage silos are normally capable of rapidly dispersing any accumulations of methane in the atmosphere above the coal pile surface. However, the results of an investigation which is presented in this report show that hazardous concentrations of methane can accumulate within the coal pile. Methane trapped within the coal pile is released into the atmosphere of the loading gallery when coal is discharged from a silo. If the methane released is of a flammable concentration it is necessary to ventilate the gallery to reduce the risk of an ignition. This report proposes a simple test, which, after further investigations may prove to be an effective method to calculate gallery ventilation requirements.

An ongoing research program at the Spokane Research Center of the U.S. Bureau of Mines is directed toward investigating drilling parameters (thrust, torque, penetration rate, and drill revolutions) during the drilling of roof bolt holes. A system that measures these drilling parameters calculates the specific energy of drilling, and determines drill bit position has been developed by the Bureau and mounted on a roof bolting/drilling machine, through the use of a microcomputer, critical drilling parameters can be immediately interpreted and analyzed. This makes it possible to inform the operator of hazardous roof conditions. Initial results of this program are presented here.

Paper presents project results investigating current techniques for dragline wire rope removal and the development of less hazardous means of performing the task. The cannon is the most prevalent method used in American surface mines. A cannon test program was conducted that used 40-and 50-grain primer cord to establish force produced using a 56-pound projectile. Socketlwedges were separated to establish separation force data. Two alternative removal methods, pendulum ram and portable hydraulic pusher, were developed and tested. Both provide sufficient force to effect separations under normal conditions on draglines with up to 78- cubic yard buckets.

The paper reports laboratory results from the bioleaching of chalcopyrite ores and concentrates using a mixed moderate thermophile culture. Copper dissolution in excess of 95% was achieved in all cases with the majority of tests indicating copper dissolution in excess of 98%. Aspects of downstream processing are discussed in relation to iron rejection by precipitation. The laboratory results indicate the need for careful control of the pH value to prevent co-precipitation of the copper with iron. A comparison of capital and operating costs is given indicating potential differences between the use of toll smelting and bacterial leaching on site. A discussion is given highlighting the sensitive cost areas of these two process routes.

The Archaean Yilgam craton has been a major gold province since 1888 with production and reserves of about 4700 tonnes. Production in 1994 was about 135 tonnes. The largest deposit, the famous Kalgoorlie Golden Mile, contains about 2000 tonnes of gold. About 40 deposits containing more than 35 tonnes (1Moz) of gold has been discovered so far in the Yilgarn. Most of the craton has deep weathering profiles inherited from previous tropical climatic conditions, modified by subsequent arid conditions. A mantle of transported material covers much of the variably stripped weathering profiles. Resolving the geology of the volcanic-sedimentary units (greenstones) and the structures that host the gold mineralization relies heavily on aeromagnetics and shallow drilling.

Rekindled public concern about lead toxicity has intensified the awareness of lead-bearing materials in contact with the environment and the human population. Lead's common association with other metals makes the increasingly restrictive lead standards a primary concern for a large number of metal and metal-related industries. In commercial scale demonstration tests with lead-bearing wastes, the HRD Flame Reactor process has a demonstrated ability to separate and recover over 95% of the lead as a recyclable oxide, while rendering the remainder of the material as vitrified, non-leaching, and nonhazardous co-product. Recent Flame Reactor process tests and preliminary cost data for secondary lead soda slag are highlighted.

Noise-induced hearing loss (NIHL) is prevalent in mechanized underground mines. Federal regulations are often not complied with effectively. Miners are also prone to ignoring administrative guidelines and/or personal protective equipment for hearing conservation. As a result, quality of life among experienced miners plummets while occupational risks increase at workplaces. This research focused on auxiliary fans used in underground mines. These fans work at high rotational speed and generate extremely high levels of noise in close proximity to miners. Silencers used are often of little effect due to poor maintenance. A new silencer is tried in the laboratory with the objective of easy maintenance and resulting reduction of noise exposure for miners.

This study characterizes the hydrogeochemistry of groundwaters near opalite-hosted epithermal hot-spring type mercury deposits in the Ivanhoe mining district, Elko County, Nevada. Local groundwaters generally range from Ca-HCO3 to Ca-Mg-Na-SO4 type waters with background mercury concentrations ranging from 0.014 to 0.32 ug/l. Leaching experiments conducted on mineralized rocks, using typical water chemistries to represent local groundwaters, yield total mercury concentrations ranging from 6.3 ug/l to 27.4 ug/l after one year of reaction. Geochemical modeling indicates dissolved mercury is dominated by HgO(,) and that precipitation of quicksilver controls mercury concentrations to an upper limit of 63 ug/l.

Treatment of refractory gold ores containing arsenic have always presented a major problem in their processing to recover the contained precious metal values. The major difficulties are concerned with lower recoveries, production of hazardous fumes, effluents and residues. Because of'these arsenic related problems, many otherwise economically attractive precious metal deposits and dumps all over the world are not exploited. In recent years, treatment processee for refractory gold ores and concentrates have been explored and a few commercial operations employing roasting or pressure leaching have resulted. Roasting has limitations due to environmental constraints related to off gases. Pressure leaching involving high temperatures (180% to 200%) and pressures (400 psi) is accompanied by high capital and operating costs. An alternate route to roasting for treating pyrite and arsenopyrite ores and concentrates ia the "lime-oxygen hydromet" process carried out at a moderate temperature (100%) and pressure (100 psi). A simplified process for treating such arsenic containing ores and concentrates utilizing low temperature and pressure oxidation is presented. This low cost treatment with compressed air and lime renders arsenic as an inert component in the residue, meeting all the requirements of the EPA Toxicity Test. The precious metal values are then extracted from the autoclaved residue by standard cyanidation. This paper discusses this new development.

The 15 000 t/d La Coipa mine initiated operation in July of 1991. The complex consists of a conventional, open-pit mining operation and a mill employing cyanide leaching with Merrill-Crowe gold and silver recovery. The process plant includes a primary crushing circuit, a 15,000 t (live) covered stockpile, a semi-autogenous mill/ball mill/crusher or SABC grinding circuit, a leach circuit, a belt filtration/washing circuit, a zinc precipitation circuit and a "dry" tailing disposal system. The process plant is described in detail with major design considerations used in the selection of the processes and equipment. The unique methodology employed in the disposal of the filtered tailings is also described.

All mineral beneficiation processes require water for its execution. Therefore, the availability and adequate management of water are key to the existence of any mine operation. However, many mines’ operations are affected by water scarcity and risk an increase of operational costs or even production in some cases. This paper proposes a model to minimize the losses of water due to evaporation and re-absorption by adjusting the active and inactive periods of the discharge in different points of the tailing. When applied, the model determines optimal or nearly optimal discharge operation in all the scenarios that were evaluated.

Steel-fiber-reinforced-shotcrete (SFRS) methods of testing and the wording of specifications vary from country to country. In the USA ASTM C1018 is widely used. The Canadians have taken a close look at C1018 and point out that exact determination of the first crack is very subjective, and they propose a method of design that eliminates this variable. The Europeans (EFNARC) have taken the principles of testing a step further than ASTM C1018, and have added a new step in measuring the effectiveness of SFRS. EFNARC uses an "energy absorption" of a plate loaded in its center, in addition to the principles of C1018. The principles of SFRS design are also used in Japan, Norway and elsewhere.

Arch Mineral Corporation and Rocky Mountain Energy's Medicine Bow Mine in Wyoming presented an interesting challenge to the concept of mining a multiple-seam, dipping coal in the Hanna Basin. The 3362 and 2962 pits at MBCC were designed in a multiple seam coal consisting of 4 (and in some areas 5) bands of coal; these coal beds are all in the Ferris formation. The area was subject to some localized faulting and a major fault caused a physical restraint that we mined up against in our final cut. Using a 1570 dragline as the principal stripping machine, the concept of developing a bench for stripping the lower seams from the low-wall side of the pit was initiated. The results of this method of stripping were very satisfying for this pit through the completion of pit life and prompted us to use it in other areas at MBCC and at our other operations. Mining a dipping coal presents a small twist to conventional "flat" coal stripping. The spoil has a tendency to continually try to slide into the pit and the increased overburden on each cut as you mine down the dip creates spoil problems unless adequate design provisions are made prior to stripping.

U.S. Bureau of Mines researchers conducted field studies at an abandoned copper-gold mine tailings impoundment. Pore water quality was analyzed in the vadose and saturated zones. Three statistical procedures were employed to summarize the variability within and between the two zones. The results indicated that linear combinations of those variables reflecting sulfide oxidation and aluminum-silicate weathering best summarized the variability in each zone, and that the zones were most different on the basis of sulfide oxidation variables. The geochemical computer code WATEQ4F was used to assess the solubility status (saturation index) of minerals. Saturation indices of sulfide oxidation and aluminum-silicate weathering minerals were different in the two zones. It was demonstrated that the statistical analyses produced similar and complementary results to the geochemical code.

The Westside Light Rail Project, a major 19.3-km (12-mile) extension of Portland, Oregon's light rail system, includes 4.6 km (2.8 miles) of twin 5.8-m (19-ft) diameter running tunnels, a binocular type station which, at 80 m (260 ft) below the ground surface, will be the deepest mass transit station in North America, two 9.4-m (31-ft) diameter station access shafts, and a 5.2-m (17¬ft) diameter ventilation shaft. The tunnels are being excavated by TBM and conventional rock, soft ground, and mixed-face methods. Geologic conditions, alignment, underground opening design, excavation method selection, and payment provisions for excavation and initial ground support are discussed.

Non-renewable mineral raw materials are grouped into three categories to investigate ways leading to sustainable use of natural resources: 1.) metallic resources, 2.) non-metallic resources with the exception of the fertilizer minerals, and 3) the fertilizer minerals for the nutrients nitrogen (N), potassium (K), and phosphorous (P). With the exception of minerals in Group 3 which are essential for plant growth, mankind does not need raw materials as such, only the intrinsic property of a material that fulfils a useful function. This is especially true for non-metallic materials. Metallic resources have the best chance to become renewable if one makes optimal use of the resources of the man-made technosphere. For the fertilizer elements K and N there does not exist a problem, because sea water or air respectively provide an inexhaustible source for them. This does not apply to P however. So P is serving as one of our apposite case studies for solving sustainability challenges. For all the challenges along the road from a non-sustainable to a sustainable resource economy technology can be envisioned to come to the rescue provided conditions that are considered to be essential for sustainable use for all natural resources-- affordable renewable energy and human ingenuity to find new solutions for functions, to optimize processes and to minimize losses-- are satisfied.

Theory and practice are described for a new processing method capable of precise mineral separations based primarily on differences in particle specific gravities at specific gravity split points from 1.5 to 21.0 and beyond. Separations are analogous to those achieved using rotating heavy media, except that the effective specific gravity of the fluid is created magnetically using a relatively dilute, low-viscosity, water-based magnetic fluid. Results reported here for a large, laboratory flow-through separator include: 1) 99% grade with 97% recovery in single pass separation of a suite of heavy minerals from quartz at I0 kg/h, 14 tph/rm2 of duct cross section, 2) 90% grade and recovery in single-pass separation of mixtures of sand-size, non-magnetic rutile (4.23 specific gravity) and zircon (4.72 specific gravity) at throughputs of 35 kg/h, 47 tph/rm2 of duct cross section, 3) partition curves having Ep90-10 transition widths 5% or less of mineral specific gravities, and 4) essential confirmation of the theory.

"In oil fields that have been depleted with conventional surface oil wells but still contain significant reserves, an extraction alternative that has been constructed recently consists of a drilling gallery below the oil-bearing formation at the bottom of a 1,200-ft deep shaft where upward sloping wells are being drilled to allow oil collection by gravity. The gallery is 92-ft diameter with a flat ceiling supported by rock bolts and shotcrete structurally connected to the shaft liner, which doubles as a large tension support element. A special excavation sequence was implemented for the gallery to maximize arching in the stress above the large diameter gallery. The gallery was located in competent sandstone, constructed with sequential excavation methods, and designed with a 3D finite element model. Special consideration was given to optimizing the gallery location to take advantage of the geology for construction and support while giving good positioning to the well drilling equipment. BACKGROUND Brierley Associates was contracted to provide both design and construction management services for an approximately 1,165-ft deep, 18-ft excavated diameter vertical shaft that opens to a 92-ft diameter flat roof gallery. The geotechnical data for the site was based on information available from literature and from data obtained during core drilling and from in-situ testing in a 1250-ft deep borehole. Wire line coring was conducted using a HQ, 10-ft long core barrel with a mud-rotary drilling method through sedimentary bedrock. The geometry of the shaft and the bottom gallery is shown in Figure 1(a). GEOLOGIC SETTING AND STRUCTURAL GEOLOGY The stratigraphy at the site includes a series of interbedded marine limestone, shale, claystone, siltstone, sandstone, and chert units. Limestone and shale are the predominant lithologies in the upper approximately 675 ft, while the lower portion contains five distinct sandstone units and more abundant shale, claystone, siltstone, and coal than the upper zone. A cherty sandstone at a depth of 1,130 below ground surface (bgs) was encountered. At a depth of about 1,000 ft to 1,116 ft bgs, a non-marine sandstone unit was encountered. This sandstone is the hydrocarbon bearing layer. Joints and fractures observed in the limestone had dips ranging from 0 to 90 deg. from horizontal with joint and fracture surfaces that ranged from planar to irregular and smooth to rough. Several, near vertical shear planes with slickensides were observed with surfaces that were generally smooth and planar. RQD values for the limestone ranged from 0 to 100 percent but in general were good to excellent."
