Though the mining industry is beset with problems-a broad slump in metal prices, a rash of acquisitions and takeover attempts, rising capital costs, and an aggressive Canadian energy program-there was an under-current of optimism at the 1981 AMC conference that's been missing at industry meetings in recent years. The industry anticipates a turnaround in the 1980s, buoyed perhaps by the new spirit of cooperation from the Reagan administration. For the first time in years, it appears that Washington and the mining industry share mutual goals for developing the nation's resources. A number of prominent Reagan officials were on hand during the three-day conference in Denver, September 28-30, to reassure conferees that restrictions plaguing energy and minerals development would be eased. Interior Secretary James Watt and other government speakers promised cooperation in bringing balance to federal public lands policies, a review of regulations that have hampered the industry, and prompt action on domestic minerals policy. Daniel N. Miller, Jr., assistant interior secretary for energy and minerals, said, "It is our intent to dismantle the overhearing bureaucracy that has stifled mineral and energy exploration. We know that Interior's rules have shackled the mining industry in recent years, and we know that those rules must be eased." Miller noted that the administration will not permit mining on national park lands or wildlife refuges, but added that "we must assess a variety of uses of public lands ... we will restore lands to multiple use where practical." EPA administrator Anne Gorsuch assured industry representatives that the administration intends to work within environmental laws and with Congress to review and revise water, soil, and air pollution policies. "We have a strong commitment to see that there are major mid-course corrections" of air regulations, Gorsuch said. Support from these "new friends in Washington" will be crucial in light of the serious problems pressuring the industry. Copper prices have plunged to almost three-year lows and prices for molybdenum, gold, and silver have slumped. Earnings are down and today's high interest rates prevent a quick turnaround. Companies are on edge after the recent takeovers of Kennecott, St. Joe Minerals, and Texasgulf Though the companies may benefit from the major injection of capital that large energy firms can provide, many observers fear the new parent companies won't be willing or able to survive the cyclical metal markets. Arco and Gulf Resources, for example, have been criticized for closing Anaconda's Montana copper facility and the Bunker Hill unit in Idaho, respectively. Canada's national energy program has brought additional pressure on the industry. This policy, which emphasizes Canadian majority ownership of the country's energy sources, resulted in acquisition of Texasgulf's Kidd Creek lead-zinc-silver complex by Canadian and French interests. In response, the American Mining Congress adopted two resolutions on takeovers. One calls for the US government to review laws regulating tender offers and takeovers "to better ensure that principles of fairness and sound investment policy govern such transactions.'' The other asks the government to demand "fairness and reciprocity" as a basis for US policy governing international trade in minerals and investment relations with other countries. AMC's shopping list included four other priority goals, aimed primarily at the Interior Department: • Prompt implementation of Interior's efforts to bring order and balance to rules governing access to public lands for exploration and development. • Statement by the President of a comprehensive and coherent domestic minerals policy. • Amendment of the Clean Air Act to remove impediments to productivity and barriers to economic development that are not necessary to essential goals of the act. • Development of new approaches to better achieve worker health and safety in the most cost-effective manner without penalizing productivity. Almost 6000 mining industry executives attended the 1981 convention-the largest in AMC's 84-year history. As in years past, the conference offered a wide spectrum of presentations-nearly 100 papers in 26 sessions-ranging from commodity forecasts to the latest technical achievements. New Administration Stockpile Goals The minerals availability session included a presentation on management of the minerals stockpile by Paul K. Kruege r of the Federal Emergency Management Agency. Krueger notes that rather than providing incentives for development of a domestic raw materials industry, the government has "a history of providing disincentives to industry." In mining industries, he adds, the rate of productivity growth has been -6% over the last six or seven years. Krueger feels there will be a major change under the Reagan administration. In 1981, North American Degerstrom Contracting began gold mining on the Little Rocky Mountain Range, near Zortman, MT. In the past four years, the price of gold has fluctuated from a high of $16/g ($500 per oz) to a low of $9.60/g ($300 per oz). With that kind of a moving target, profitability presents a management challenge. Based in Spokane, WA, Degerstrom employs 85 people at the mine. It is one of the largest heap leach operations in the nation. Last year, 8 Mt (9 million st) of low-grade ore was moved to the leach pads in a two-shift, five-day operation. The current pit being worked produces 218 kt/m (240,000 stpm) of leaching ore. Ore fragmentation critical The gold bearing ore has no defined patterns or seams. It is an igneous intrusion resulting from volcanic activity. It occurs spontaneously throughout the range. To recover the gold, areas are staked out and core samples are taken and analyzed. These data determine if the ore is rich enough to mine. Once mining begins, an average of 150 holes are drilled and blasted on a two-day rotation. Five Ingersoll-Rand T4s drill on a 4- x 4.5-m (14- x 15-ft) spacing to a 7.6-m (25-ft) depth. "When we first came to this site, we drilled on a 3.6- x 3.6-m (12- x 12-ft) pattern," said Paul Baker, superintendent for N.A. Degerstrom Contracting. "We did some experimenting using a high density emulsion in the bottom of the hole and filling the rest with regular Anfo." The high density emulsion saved the company on overall drilling and blasting costs since the holes could be spaced on a wider pattern and still achieve the high degree of fragmentation needed for leaching. Blasting is important because the gold lays in the natural strata of the rock. Also, the ore is not crushed before it goes to the leach pads. So complete fragmentation is critical. Terrain dictates loading/hauling system The shot ore is worked in 6 m (20 ft) benches by two Caterpillar 245 front shovels equipped with 3 m3 (4 cu yd) buckets, a 992C wheel loader with a 12.6-m3 (16.5-cu yd) bucket, and a 988E high lift fed by a D9H. A Caterpillar D10 tractor trap dozes to the loader. According to Baker, the 6 m (20 ft) bench is an efficient lift for the front shovel and the wheel loader. In tight quarters or in a pocket of ore, Degerstrom uses the 245s. For high production areas, the wheel loader is used. The hauling fleet includes 28 Cat 773 off highway trucks. The 45 t (50 st) trucks are seven pass loaded by the 245s with a 25-second cycle time per bucket load. The 992C loads the trucks in two passes in less than 30 seconds. The cycle time is four to five minutes for a 1.2-km (4000-ft) haul on grades that average 10%. Grades, in some places, exceed 16%. "We use the 773s because they have a low weight-to-horsepower ratio - that's what you need in steep country," Baker said. The trucks haul the shot ore to the leach pad. Currently, Degerstrom is working a pad that has a capacity for 5 Mt (5.5 million st) of ore. Building the leach pads The base of the pads resemble a large drainage basin. They take about one month to construct. A 0.3-m (1-ft) layer of impervious bentonite clay is hauled in and leveled by a Cat D9H tractor. A 30-mm (1.2-in.) PVC liner is then laid in place on top of the clay base. It, in turn, is covered with tailings from an old on-site mill. Degerstrom uses the tailings to protect the liner from tears when the ore is dumped. The ore is leveled and built up in 9 m (30 ft) lifts by the D9H. The tractor rips the top layer. Then, a network of plastic irrigation pipe is put in place to distribute a cyanide solution over the surface. The leaching solution percolates through the ore and dissolves the gold. The solution drains from the pads and is pumped to a 22.7-ML (6-million gal) pregnant solution holding pond. The liquid then goes through two separate filtration units. One unit removes entrained solids and the other side adds a zinc dust to precipitate the gold. This is collected on filters. The affluent then returns to a solution holding pond for redistribution through the pipeline network. Typically, 80% of the pad's potential recovery takes place in the first 30 days of leaching. The process stops when the ambient temperature falls below the cyanide's freezing level. And each pad has a leach cycle of four to five years before recovery values decline to a point where further leaching becomes uneconomical. At Zortman, it takes 9 t (10 st) of ore to produce 31 g (1 oz) of gold. It is therefore critical to keep total production costs down and efficiency high.

When paraffinic gases (ethane, propane, butane) are used as the gas phase in flotation systems, the initial rate of flotation and recovery are generally increased as compared with air. The mechanism of the effect of paraffinic gases in flotation was studied and it was shown that they co-adsorb with the collector ions on the mineral-aqueous solution interface. The effect of this co-adsorption was interpreted in terms of apparent increase of the effective chain length of the collector by the co-adsorbed gas. Adsorption densities, contact angles and flotation behaviour were studied on the following systems: a) Quartz - dodecyl ammonium chloride - ethane and propane b) Calcite - sodium oleate - propane and butane. The positive effect of the co-adsorbed gases is a maximum at low collector concentrations or where critical conditions for flotation with air prevail.

Metallurgical coal is an essential component for the blast furnace-basic oxygen furnace (BF-BOF) steelmaking process, which accounts for roughly 70% of total global steel production. To meet the growing demand for metallurgical coal, Arch Resources identified the potential to recover low- ash coal from ultra-fines discarded prior to the deslime flotation circuit across their portfolio of operations. Historically, many flotation circuits were designed to discard this ultra-fine coal due to high clay content and technological barriers to cost-effectively upgrade and dewater the coal to a saleable product. Recent advancements in high-intensity flotation technology, including the Eriez StackCell, have enabled coal producers to recover ultra-fine coal while minimizing capital and operating costs. In July 2023, Arch Resources commissioned the first full-scale ultra-fines recovery circuit utilizing StackCell high-intensity flotation technology at the Leer Mining Complex. This paper reviews the approach utilized to develop the flotation process design, learnings from the commissioning and ramp-up period, and performance data through the first year of operation.

JAMES BOYD 29.1-STAFF-AND-LINE ORGANIZATION Industrial organizations are established primarily to coordinate the activities of many individuals working toward a specific goal. In mining, the goals can vary widely, and the skills necessary to reach them likewise will vary from operation to operation. It is essential to keep in mind the principal point that an organization embodies the necessary skills which supplement each other and achieve a given objective. Those who direct such an organization are grouped together as "management" and accept the responsibilities for the regulation, administration, supervision and guidance of the enterprise. Those who comprise the "administration" and have supervisory authority are referred to as the "executives." In the early days of mining it was common for one executive to exercise virtually complete control over the entire organization, and direct its operation from a central office. However, the science of management has advanced significantly since then. Mining organization administration now allocates increased authority and flexibility to those in direct-line responsibility, and organizes competent people in specialized fields to provide supervisors with guidance where it is needed in day-to-day operations. Few mining companies today are confined to one operation. Therefore, highly developed skills can be provided in the staff which assists management. This is known as staff-and-line organization, illustrated, in general, in Fig. 29-1. Each operation requires diverse skills for the carrying out of specific functions. The acquisition and training of those with such skills is an important operation in assembling organizations. An organization normally is modified to accommodate individuals rather than being a "hard and fast" mold into which people are fitted. The modern manager is inclined to organize to minimize central direction, with delegation to line executives, providing staff whose day-to-day operations, in cooperation with line executives, coordinate a continuing drive toward the organization's objectives. The staff officers, therefore, tend to become what could be described as parts of the president's brain, dealing with specific areas requiring certain skills. They do not necessarily direct operations, but watch them to be sure that the skills which they have themselves developed can be transmitted to line operations by persuasion rather than by direct authority. The elements of management requiring staff assignments are: 1. Planning, which, at staff level, is only a coordinating activity. Planning is done at all levels in the organization. 2. Engineering. 3. Finance. 4. Control. 5. Personnel and industrial relations, which set personnel policies, including salary plans and the means of handling relations with the unions. 6. Research, which, in a modern organization, is essential to progress and needs to be overseen at the top. 7. Legal staff to see that all operations of the company are provided with sound legal advice, and that the company's policies stay within the law.

Yesterday, air pollution was somebody else's problem -- today, it is everybody's problem. The coal industry with thermal coal drying, is aware of their problem and the necessity of doing an acceptable job; however, there is much to be said as to how good a job is required and what performance limits should be set up. American Air Filter Company has been one of the pioneers in the solution of the thermal coal dryer dust problems, Because of high moisture content, products of combustion and occasional temperature surges, only wet collection has been considered as the practical approach. Our first installation goes back some 12 years with a total to date of 29 Individual wet collectors, each, fabricated of suitable corrosion-resistant material, at 14 operating plants. To eliminate a potential air pollution problem, a performance requirement of not more than approximately one-quarter (1/4) grains per cubic foot in the dust collector discharge was used. In nearly all installations, operating performance surpassed requirements, but discharge stacks were not entirely free of discoloration. However, plant nuisance and air pollution complaints were eliminated. This satisfactory performance was accomplished by medium priced wet dust collectors operating at a 4-6" W.G. pressure drop with cater drain requirements of about 1 gallon of drain water per 1000 cubic feet of air exhausted.

The intersections of numerous joint sets at the surface of tunneling region of Abu-Tartour-Project in Egypt create blocks with irregular shape and size in the rock mass. Most of these blocks are not able to move into the free space of the tunnel. Few key blocks are in a position to move and as soon as they begin so, some restrained blocks will be liberated. The aim of this work is to find the (removable) key blocks for walls, floor, roof and corners of a portion of the tunnel under jointed surface rocks; and then determine the best tunnel direction.

Rock salt has been mined by the solution method for many years in many countries. Attempts have been made in the past in Canada and various other countries to produce potash by the' same method. However, only Kalium Chemicals Limited (1) has been successful, possibly because the conditions in Saskatchewan are the most favorable conditions to be found so far for the development of a solution mining method for potash. There are significant differences in solution mining of rock salt and solution mining of potash. First, rock salt deposits are relatively pure in respect to soluble minerals, whereas potash is never found in the pure state and contains Substantial amounts of other soluble minerals, particularly rock salt. In comparison to rock salt, much less potash is dissolved and brought to the surface for the same amount of water circulated through the orebody. The amount of water to be evaporated per unit weight of product is a major difference. Much greater amounts of water must be evaporated when producing potash and the treatment of the brine is more complicated because other dissolved salts have to be separated. Secondly, the rock salt deposits, particularly the domes, are much thicker. Bed thickness is of prime importance because it determines the yield of a well and consequently the economics of the process. Furthermore, as rock salt provides a strong roof structure, larger cavities can be developed and this prolongs the life of the rock salt well.

It is estimated that through 1975, there were 1.69x109 m2 (418 000 acres) of urban land threatened by potential subsidence due to mining with a value of over $12 billion (19;3 dollars; USBM, 1979). With increased coal production to meet the energy needs of the nation, both these figures may be expected to increase. Hence greater attention to controlling surface damage due to subsidence is merited. In fact, the Surface `lining Control and Reclamation Act of 1977 (SMCRA) (Public Law 95-87) mandates that underground coal mining operators "adopt measures consistent with known technology in order to prevent subsidence causing material damage to the extent technologically and economically feasible, maximize mine stability, and maintain the value and reasonably foreseeable use of such surface lands, ..." The term "subsidence," as used in this paper, implies the total phenomenon of surface effects associated with the mining of minerals, and not only vertical displacement of the surface as is sometimes inferred in the literature.

Corrosion of steel roof support systems can cause potential premature failure of the support, thus adversely affecting the excavation stability and rock-related safety. An in-house corrosion test system was designed and developed to test full-length roof bolts for material performance based on tensile load capacity and strength under different corrosive conditions found underground. Initially, ASTM A615 grade 60 steel roof bolts, which are the most commonly used bolt material in the United States, were tested with and without stresses in a simulated underground coal-mining environment for approximately six months. This paper mainly discusses the test system, protocol and system shortcomings, and makes recommendations based on the observations and results.

The Coteau Properties Company's Freedom Mine is a surface lignite mining operation located near Beulah, North Dakota. Coteau, a wholly owned subsidiary of The North American Coal Corporation, produces more than 13.5 million tonnes per year, ranking it among the largest mines in North America. In 1993, Coteau ranked seventh in terms of annual coal sales, becoming the largest mine outside the Powder River Basin of northeastern Wyoming. However, for the Freedom Mine to stand among these Powder River heavyweights, Coteau over-came several obstacles, including a coal seam with three quarters the heating value and overburden to coal ratios three times higher than the Powder River mines. Coteau's ability to compete has been built around a program of continuous productivity improvement, cost efficiency, and innovation. This report highlights a few of the major improvements implemented in recent years.

Refractory gold concentrates often contain submicroscopic gold that is encapsulated within the crystal matrix of iron sulfide minerals, such as pyrite, pyrrhotite and arsenopyrite. To recover the gold, the host mineral must generally be broken down chemically by oxidative processes, such as roasting, pressure oxidation or bacterial leaching, which expose the gold for subsequent recovery by leaching in cyanide solution. The focus of attention in these pretreatment processes is usually the oxidation of the sulfides to elemental sulfur, sulfur dioxide gas or sulfate ions. Less attention is paid to the deportment of iron and the changes in its oxidation state, although this can have a profound effect on gold and silver liberation, as well as downstream operating costs. Iron sulfide minerals break down completely during pressure oxidation, and dissolve in the sulfuric acid solution that is gener-ated from oxidation of the sulfides. This dissolution liberates the tiny gold particles that were originally trapped in the sulfide crystals, and gold recovery during subsequent cyanidation is usually very high (>95%). Iron goes into solution in the oxidation process, initially as ferrous sulfate, but this compound is rapidly oxidized to ferric sulfate, which then hydrolyzes and reprecipitates. The form of the precipitate varies depending on the operating conditions in the autoclave and the presence of certain metal cations. When the acidity in the autoclave is quite low (<20 g/L H2SO4) and the temperature is high (>200°C), the formation of hematite is favored. When the acidity is high (>20 g/L H2SO4) and the temperature is relatively low (160 to 200°C), the formation of basic iron sulfate is favored. If the ore or the leach solution contains significant levels of certain cations (such as Na+, K+, NH4+, Ag+ or Pb2+) and the acidity is high (>20 g/L H2SO4), jarosite compounds are favored. Hematite is the desired iron product in the autoclave discharge, for both metallurgical and environmental reasons, but it is difficult to operate an autoclave under the conditions required for effective liberation of gold without converting some of the iron to basic iron sulfate and/or jarosite. These compounds fall into a category of iron compounds known generically as iron hydroxy sulfates, all of which can cause significant processing and environmental problems in the downstream gold process. This paper deals specifically with basic iron sulfate: the conditions under which it is formed in an autoclave, the problems that are caused by its presence in the feed to a cyanidation plant and possible remedial strategies that can be adopted, both in the autoclave and downstream.

In Nevada, large deposits of diatomite were formed during the Miocene / Pliocene in deep, alkaline lakes. Associated sediments are predominately fine-grained lacustrine with varying fluvial-clastic layers. Tephra layers are common, and probably served as a source of soluble silica for the extensive diatom colonies. Four companies are currently producing diatomite from Nevada deposits. Nevada ranks second to California in annual domestic production. Nevada diatomite is used in filter aids, fillers, absorbents, catalyst supports, and many other products. Economics and mineral reserves indicate that diatomite production in Nevada will be significant well into the next century.

An analysis was conducted to determine the effects of blasting on slope stability and downstream comminution processes. To investigate these effects, the extent of blast-induced rock damage and the magnitude of induced stress were examined. This analysis showed that damage may extend up to 500 meters (1MPa, tensile strength) in the rock mass, a distance that is sufficient to impact the pit-scale slope over the long term. In addition, the damage zone was calculated using the reasonable assumption that compressive waves are the primary agent in microfracturing during blast fragmentation. The calculated damage zone ? up to 5.6 meters (30MPa, 30% of the compressive strength) ? indicates that microfracturing can occur throughout the entire rock mass in the blasting area. Finally, an economic analysis was conducted by comparing two reasonably assumed blasts in a copper mine. The change in energy required for crushing and grinding was demonstrated using Bond?s law after increasing the blast energy from 180kcal/t to 350kcal/t. A total cost saving of 13.3% ($9.4M) was achieved with the increase. An optimal blast design should consider both slope stability (safety) and downstream comminution energy (production).

The demand or consumption of fluorspar has been somewhat taken for granted in recent years, except for the specific interest of those that produce, market, and/or consume the commodity. A tradition was established of thinking that as the steel and aluminum industry goes, so goes fluorspar. This is much less true today than in the past. The industry is becoming more dependent on chemical industries that feed primarily off hydrofluoric acid (HF) production. The Bureau of Mines recently published an assessment of world fluorspar reserves and resources that created a foundation of valuable data that can be used to monitor fluorspar availability. Celebrations were held this year commemorating the 100th anniversary of the isolation of fluorine. The United States and other countries continue to struggle with the controversy of ozone depletion and the effect of fluorocarbons on the atmosphere. The goals for the U.S. Government&apos;s strategic stockpile are being reevaluated. The market for fluorine chemicals is changing and diversifying, making it a challenge to assess and forecast fluorspar/fluorine demand. This paper reviews the recent past of fluorspar and helps set the stage for a more detailed assessment of this critical commodity.

The in-situ FTIR/IRS technique has been used to spectroscopically characterize interfacial water near a hydrophilic surface. Interfacial water was examined spectroscopically over known distances from the surface of a silicon single crystal by appropriate design of the geometry and optics of the internal reflection system. The in-situ FTIR/IRS spectra of interfacial water were examined by consideration of the 0 -H stretching region (3000 -3800 cm-1) associated with the vibrational spectra of water. The broad peak: in this region which describes the interfacial water structure was deconvoluted in order to isolate the overlapping spectral features of the interfacial water. Preliminary spectral results indicate the prevalence of an ice-like water structure (-3200 cm-!) at the silicon surface. Importantly, it appears that the interfacial water structure may extend a considerable distance (several tens of molecular layers) from the surface as established from the spectroscopic depth profile measurements which show that the free OH stretch at 3600 cm-1 becomes very significant at distances from the surface exceeding 400 nm.

In the marbel industry, ore reserves refer to the produced tonnage of orthogonal prismatic, defect-free blocks of commercial sizes and of marketable aesthetical quality. On the contrary, in the mining sector, ore reserves refer to the tonnage of ore with grade above some cut-off value. While in the mining sector ore reserves are reported according to existing standard guidelines, the marble industry has no standardmethod. The purpose of this paper is to present a method to estimate white marble reserves using drill coring or borehole wall logging and limited joint mapping on exposed marble surfaces. Data pertaining to fracture orientation, fracture frequency, size, and whiteness were collected. The primary phase of marble characterization is followed by the discretization of the orebody into a three-dimensional array of orthogonal prismatic blocks, where the marble whiteness and fracture intensity are attribute values. Both these variables are considered to obey continuous and not discrete probability distributions. The discretization is performed using computer aided design and the Block Kriging techniques. An outline to improve the description of a given marble ore deposit at the exploration stage is presented for the prediction of marble block size distribution from joint count measurements along diamond drill cores. An example case of a white dolomitic marble quarry is used to demonstrate these methods.

Pacific Rim markets for export coal already represent a larger market than the total tonnage imported into the European Community countries and they will continue to expand. The largest importers will continue to be in the sector comprising Japan, Korea, Hong Kong and Tai- wan. It is likely that the total Pacific Rim markets will reach 206 m.t.p.a. by 1990 and 290 m.t.p.a. by 2000, with the major growth in steam coal demand. Australia has an efficient coal industry, represents a stable long term source of supply and is favourably situated geographically to continue to be the largest single supply source.

Traditionally in coal processing jigs have been used to clean the coarse coal fraction, the +3/8" or +1/4" material. Today with the advent of modern fine coal jigs in the United States, its place was moved from the coarse to the inter- mediate coal circuit, the 3/8" x 100 mesh. The most economical coarse coal circuit to build and operate is a heavy media bath circuit. The following table summarizes the cost per raw coal ton processed for a coarse coal jig circuit, and a coarse coal heavy media bath circuit. The flowsheets used to compare these two circuits are shown in Figures 1 and 2.
