The unique application of a large walking dragline in the mountains of southern West Virginia was developed and implemented by Hobet Mining, Inc. Hobet is an independent operating subsidiary of Ashland Coal and is headquartered at the No. 21 Mine in Boone County, West Virginia, near Danville. Hobet also operates the 07 Mine located in Logan County, West Virginia, near Holden. Both mines are similar in equipment and manpower used; both produce over 2,000,000 tons of clean coal annually. Each site encompasses large, contiguous properties with access to rail service. The larger of the two is the Boone County property; it totals nearly 40,000 acres and has ample reserves. In 1977, Hobet was in the process of constructing a preparation plant (Beth Station) at its 21 Mine site with a capacity for two million tons. One of the first orders of business was to design a mine plan that would provide production for the capacity of the plant. Coal production would come from a more than adequate reserve base using the most economical mining methods available. Hobet looked at different deep and surface mining methods to use in order to develop the property; ultimately, it was determined that the mountaintop removal method with the use of a large dragline was the most economical way to develop reserve. Prior to this time surface mining in mountainous Southern West Virginia was generally done by contour mining and/or augering techniques.

"Speakers and attendees of the 2016 Cutting Edge Conference could not be faulted for keeping one eye on the presentations taking place at the Hyatt Regency at LAX in Los Angeles, CA on Nov. 7 and 8 and another on the results of the historic election in the United States that took place on Nov 8. While there was certainly interest in the presidential campaign, there was also a great deal of interest in Measure M on the California ballot. Measure M, which passed easily, is a half-cent sales tax increase that will fund the most ambitious transit expansion in Los Angeles County history.In the coming years, the ballot measure will transform a traffic-choked region by funding the construction of nearly a dozen new rail lines with an estimated $120 billion raised in four decades. Among the projects that could come to fruition are a twin-rail tunnels project through the Sepulveda Pass and new connections in the city.During the update on West Coast projects, Bill Hansmire summed things up with a slide asking “How much work is there on the West Coast,” and his answer was “Billions.”From Seattle, WA south to Los Angeles, there is already a lot of work for tunneling and underground construction experts, and Measure M ensures that there will be plenty of work for decades to come.Currently, The Los Angeles County Metropolitan Transportation Authority (Metro) has three rail projects underway that were funded by Measure R in 2008 — the Regional Connector, the Purple Line subway extension and the Crenshaw/LAX Line that are designed to alleviate the traffic pressure with an eye to more solutions.Measure M is the fourth sales tax increase to fund transportation in L.A. County, bringing the base sales tax rate to 9.25 percent. In some cities, which already levy their own sales tax, the rate would be higher, The Los Angeles Times reported.About 35 percent of the revenue will fund major new transit projects, such as the subway under the Sepulveda Pass, extension of the Gold Line to Claremont, extension of the Crenshaw Line to West Hollywood and acceleration of the Purple Line Subway construction along Wilshire Boulevard to finish in 2024, 10 years earlier than scheduled.About 17 percent would fund a dozen highway improvement projects, such as widening parts of I-5 in the Antelope Valley and southeastern county, adding bus lanes to the Sepulveda Pass section of the 405 freeway and adding truck-only lanes to a section of the 710 freeway."

The Archean (2.65 b.y.) aged Canning Stock at Copper Mountain, Wyoming contains an average of 20 ppm U. The North Canning and Fuller deposits occur within the enriched interior of the stock. Post-Laramide development of super gene enrichment blankets occurred in wide (25- 100 m) crushed zones. Hematite and chlorite accompany pyrite and sooty pitchblende in the mineralized zones. Reduction mechanisms proposed for deposition of pitchblende are: 1) sulfides, 2) hydrocarbons, 3) bacteria, 4) the water table, or 5) some combination of these. Abundant tar- type organics appear to have preserved the enrichment blankets from degradation. Trace element and radiometric data define target zones, but exploration models focus on favorable structure.

The high costs and environmental problems associated with making iron and steel in the United states is driving the development of new technologies to replace the blast furnace. A prototype reactor incorporating rocket technology was designed and built. This rapid rate reactor was operated successfully and consistently made iron metal. Minus 32s-mesh magnetite particles could be reduced to iron metal in less than 50 ms in a high temperature flow through reactor. Iron product was recovered inside the reactor and in a downstream cyclonic separator. The results of typical operation and how parametric changes affected the reduction of iron ore concentrates are discussed.

Significant economic benefits can result when rock mechanics is applied within a practical framework and integrated within the other engineering functions of the mine organization. This requires management support and understanding of rock mechanics as a practical tool to help attain high standards of safety, productivity and resource recovery. For such an approach, a long-term geotechnical program is needed in most operations to build an adequate data base and to ensure that design and ground control issues are handled in a cost-effective manner. This paper presents a summary of four case studies where significant economic benefits were realized with the help of rock mechanics. Although cost savings were not computed, the economic benefits are obvious and clearly impacted the mine operations favorably.

Land use planning is not a new concept in the United States but the emphasis has changed drastically since the early 1960's. Under the old interpretation we tried to expand our frontiers and develop our land, but as society has become more affluent and mobile the demand has grown to preserve those parts remaining undeveloped. There is something of a paradox inherent in this change of emphasis. While affluence has motivated our support to preserve the quality of the natural environment, industrial development is needed to support the affluence. Because we cannot accomplish all of each, sound planning and compromise will be necessary since it is unlikely that, the American people will want to surrender much of their life-style or their awakening environmental concern. Any industrial society, whether a goal reached or an aim yet ahead, is built largely on the use of mineral raw materials and energy, the physical base of nearly all activities and products. The standard of living which is important to us all is growing more dependent upon these minerals, metals, and energy fuels. Although reduction in consumption of raw materials may be acceptable to those at a certain economic level of a society, those who have not reached that level cannot be expected to accept a lowering of their present or anticipated standard of living.

In two case studies we look at strategies of acceptance that the analyst can employ to gain entrance and to see his problem solution out to use. The first example comes from metal mines. The problem area was excessive usage and cost of wear parts in the concentrator and an atmosphere of crisis over frequent and unexpected breakdowns. The second case pertains to coal exploration. Better methods were being sought for representing coal quality in developing reserve tonnages. The first strategy is - Develop a detailed Human Impact Statement. The second strategy is - Write down in plain language with the keeper of the problem what he will consider as success in dealing with his problem.

Experience from Australia had identified what is referred to as nonconventional surface subsidence behavior. This occurs under irregular surface topography, resulting in valley closure, valley floor uplift or “upsidence,” and far-field horizontal movements, occurring even beyond conventional “angle of draw” limits. This paper discusses such behavior recently observed in Pennsylvania and focuses on the 2005 case of Duke Lake Dam in Ryerson Station State Park. In July 2005, there was a significant increase in water leakage through a number of growing cracks in the dam, leading to the dam being breached to avoid an uncontrolled failure. An underground longwall mine was located approximately 900 ft to the north, mining at depths of 330 to 720 ft. Investigations, including a subsequent ground movement monitoring program, found a range of evidence in the vicinity suggesting that valley closure and farfield horizontal movements may have occurred, resulting from the adjacent mining. Besides discussing the phenomenon of nonconventional subsidence behavior and the Ryerson State Park case study, this paper includes an assessment of the mining, geology and subsidence impacts and suggested ground behavioral mechanisms.

INTRODUCTION As practiced today, longwall mining is a mechanical version of an established mining system. The equipment for longwall mining consists of four basic units: roof supports, face conveyor, winning or mineral-getting ma¬chine, and stage-loader conveyor. The system mines relatively thin slices of mineral across a predetermined face length in a virtually continuous sequence. As the winning machine cuts, the mineral is loaded automatically onto the face conveyor. In turn, the face conveyor is pushed over into the newly cut track by hydraulic rams attached to the conveyor and the roof supports. The roof supports then are lowered individu¬ally from the roof, advanced to the repositioned con¬veyor, and reset to the roof. At the end of the pass, the longwall cutter is pushed over, and a slice is taken in the opposite direction, so the system repeats itself. Fig. I illustrates a typical longwall mining system. The principle behind the longwall mining system is that the roof is supported only immediately adjacent to the worked seam, keeping the blocks of immediate roof clamped securely from the face to the rear of the sup¬ports. At the rear of the supports, the roof is allowed to fall and break up, with the swell of the broken material eventually establishing an equilibrium in the strata be¬hind the mined area. Fig. 2 illustrates the principle of longwall support. There are two distinct types of longwall mining. The longwall retreating system is the most common in the United States, South Africa, and Australia. The longwall advancing system is the most common in the re¬maining industrialized countries such as Britain, Ger¬many, Poland, and the Soviet Union. The longwall retreating system comprises a mining panel, where the roadways that form the head entry (end at which mineral is delivered from the face con¬veyor to a stage-loader conveyor) and the tail entry are predriven before the longwall units starts production. In the longwall advancing system, the longwall unit makes the head and tail entries as the face advances, utilizing various techniques to prevent the entries from being destroyed as they are left in a consolidating gob area. Fig. 3 illustrates the comparative approaches of the longwall retreating and advancing operations. The principles of quality management are well developed and, from a practical stand- point, thoroughly implemented in the process industries of Japan. Although these principles are now applied to the U.S. manufacturing industry, and as a result, the steel industry, they have been largely ignored in the non-ferrous and precious metals industries. This paper presents the concepts and practical approaches to implement a total quality management program. Contrary to the beliefs of many managers, such a program increases yields, recoveries and output while it decreases unit costs. In fact, quality management incorporating statistical process control will be an essential ingredient for metallurgical plants to effectively compete in the '90's.

The Mining Engineering Handbook is written primarily for persons interested in the economic extraction of minerals. Not everyone referring to this book will be knowledgeable about mining and, therefore, this section is intended to explain to interested persons the scope of mining as well as fulfilling the title of "Mining's Place and Contribution" among the industries of society. 1.1-MINERALS, ROCKS AND ORE In the year 1971, the number of known elements amounted to 104. Fifteen of these have been made only in the laboratory, others may have persisted from the primitive atmosphere, but, by and large, elements originated from magmas or igneous rocks of the outer rocky shell of the earth. Only eight elements constitute 98% by weight of the earth's crust. These are oxygen, 47%; silicon. 28%; aluminum, 8%; iron, 5%; and sodium, magnesium, potassium and calcium, less than 4% each. These common elements and the other less common ones are the building blocks of minerals, of which there are over 2,000 varieties. According to Webster: "A mineral is an inorganic substance occul.ring natura!ly in the earth and having a consistent and distinctive set of physical properties and a composition that can be expressed by a chemical formula. The term is sometimes applied to organic substances, such as coal." Thus, minerals are precise combinations of elements. Rocks, as distinct from minerals, are composed of assemblages of minerals. When minerals are found in sufficient concentration to warrant extraction by mining, the mineralized area is considered an ore deposit. The definition of ore is mineral that can be extracted from the ground at a profit. The economic connotation is implicit in the word ore. Since most of the useful elements compose such a small percentage of the earth's crust, the occurrence of ore deposits as we know them would not have transpired had not geologic processes concentrated the elements (see Sec. 4). 1.2-DEFINITIONS OF MINING TERMS Extensive coverage of the many descriptive terms used in mining may be found in a good mining glossary, such as is available from the Superintendent of Documents (see Sec. 35), but for convenience a number of the more common definitions are given here. Mining may be defined, as by A. B. Cummins, as the act, process or work of extracting minerals or coal from their natural environment and transporting them to the point of processing or use. Wheel loaders became important bulk materials handling tools in the early fifties. As they grew in stature, productivity, reliability, and acceptance, the demand for larger, more rugged machines evolved. In the early sixties, the introduction of a 6-yard model by a major equipment manufacturer led quickly to widespread experimenting and rapid worldwide acceptance in loading blasted rock in stone quarries and smaller metal mines. As the wheel loaders grew in popularity for shot rock loading, larger models, 12- to 15-yard size were developed and saw widespread use by 1970. In the past 20 years, at most quarries and small to medium size mines, most cable operated power shovels have been replaced by large wheel loaders and more recently, hydraulic excavators as the primary loading tool. Wheel loaders larger than the 15-yard class are not used widely. Until about 1970, very few overburden haulage trucks were used in domestic coal mines. About that time, many states started enforcing stringent mine relcamation regulations and in 1977, even more stringent federal legislation was passed. These controls brought about drastic changes in coal surface mining methods in the mountainous areas of Appalachia, in smaller midwestern mines and in the large mines of the western states. Basically, simple material casting methods were replaced at most eastern mines by "haul-back" and "mountain top mining" methods using controlled placement of overburden as it is removed from the coal. These methods dictated much more extensive use of loaders/ shovels and trucks to the point that most coal mining in those areas is now by loader/shovel trucks methods. And those areas have become the home of the country's largest population of large wheel loaders and trucks in the 35- to 85-ton size class with a trend to even larger trucks and shovels. To maintain equal production or provide for growth, the new methods have caused a sharp increase in machine intensity to the extent that at some mines, up to three times as many machines were required to mine a million tons of coal in the late seventies as compared to the machine needs in the sixties. Mining costs and coal prices also took a big jump in the mid-seventies, paralleling the drastic price increases in oil and other forms of energy.

Electric power generation remains the greatest market for coal in the United States. In 1967, about 272 million tons of coal, amounting to over 51 percent of total coal consumption, were burned to satisfy this nation's hugh demand for power. The size of the utility market is currently five times that of 1941 and continues to grow with the demand for more and more energy. A major reason for this strong market has been the ability of the coal industry to supply a superior product for combustion while maintaining competitive prices. Now that the coal industry is engaged in intensive competition with nuclear power for future energy demand, it becomes ever more imperative that superior coal products are produced. One important problem when burning some coals is a liquid phase corrosive attack on boiler tube metal in the superheater and reheater areas of the furnace where steam temperatures may exceed 1050°F.

"Recirculation is prohibited in many coal mining countries because of the fear that the re-use of return air would allow the build-up of air contaminants at the workings. The incorrect design and location of a booster fan in any ventilation network can create unsafe condition due to recirculation. The current approach to investigating recirculation using simulation software requires manual effort which becomes tedious in a complex and a large network. An algorithm-based C++ program was designed to detect the recirculation in a booster fan ventilation networks. This program needed an input file prepared from output file generated by any ventilation simulator. This program created an output file for recirculation. This program demonstrated the strong capability to detect the recirculation in a sample network and a coal mine ventilation network. The outcomes of this program were documented in this paper. INTRODUCTION The proper design and location of booster fans eliminate the safety hazards associated with high main fan pressure. Conversely, the incorrect design of booster fans in any ventilation network can create unsafe conditions due to uncontrolled recirculation. The proper utilization of a booster fan derives benefits to reduce the main fan pressure, leakage, and consequently ventilation cost especially with high resistance network due to deep and extensive working area in a mine. However installation of booster fan may create uncontrolled recirculation, if it is not sized and located properly with respect to main fan. Recirculation is prohibited in many coal mining countries because of the fear that the reuse of return air would allow the build-up of air contaminants at the workings. Therefore, it is imperative to check the recirculation while designing and operating booster fan for a ventilation network. This paper deals with an algorithm based C++ program to detect the recirculation in a booster fan ventilation networks. This program was implemented to detect the recirculation in a sample network and a coal mine network. STATEMENT OF PROBLEM The currently available ventilation simulation programs do not give much information about recirculation for the generated solution (fan pressures). The current approach to investigating recirculation using simulation software requires manual effort, i.e., traversing from node to node in the output network by the simulator while keeping tracks of all the nodes that form recirculation paths. This is an easy task in a simple ventilation network, but it becomes tedious and sometimes very confusing in a complex and large network. Moreover, the presence of multiple recirculation paths makes the manual effort more complex and difficult, especially in separating multiple loops that are connected together. Thus, there is a need for a more efficient program that will detect and quantify the recirculation efficiently, for the generated fan pressures. A program is developed to detect the recirculation(s) in a network."

"The proposed Channel Tunnel is a critical component of the San Francisco Public Utilities Commission’s (SFPUC) Central Bayside System Improvements Project (CBSIP), which is a key element of a $6.9-billion sewer system improvement program to upgrade its aging and seismically vulnerable wastewater facilities. The tunnel will provide gravity conveyance and storage of combined sewage flows from the northeast sector of San Francisco, CA to the Southeast Water Pollution Control Plant for treatment. The tunnel will be approximately 2.7 km (1.7 miles) long and 7.3 m (24 ft) in internal diameter. It will utilize a single-pass precast concrete segmental lining system. Tunneling challenges include excavating with pressurized face tunnel boring machine (TBM) technology through highly variable ground conditions including the Franciscan Complex (rock and mélange), clayey/silty sands, stiff to hard clay (Old Bay Clay) and mixed-face conditions. The project will also require several deep shafts that will be technically challenging. Project backgroundThe SFPUC is a department of the City and County of San Francisco, CA that provides municipal power, drinking water and wastewater services to San Francisco.San Francisco’s combined sewer system collects both wastewater and stormwater in the same sewers, which is then pumped, treated to stringent state standards and discharged into the San Francisco Bay and Pacific Ocean. The sewer system includes tunnels, large storage/transport boxes, 1,600 km (1,000 miles) of collection sewers, 28 pump stations and three wastewater treatment plants. After decades of service, much of the system is nearing the end of its useful life.The existing system is also vulnerable to seismic damage. During the 1989 Loma Prieta earthquake, damage to SFPUC wastewater infrastructure was extensive. This included the 3,415 m (11,200-ft) long, 1.7m (66-in.) diameter Channel Force Main, built in 1976, and a critical component of the conveyance system. The Channel Force Main carries 70 percent of the bayside dry weather sewage flow from the northern and central part of the city to the Southeast Water Pollution Control Plant for treatment. It is antiquated, not pile-supported and not constructed to current seismic codes. There is also currently no conveyance redundancy for north/central bayside flows to the treatment plant. Figure 1 shows the SFPUC’s wastewater collection system, the existing Channel Force Main and the project location."
