"Environmental considerations are a key driver within marine mining consenting processes across different national and international legislative regimes and are critical in shaping the global public perception of the industry. As a result, it is vital that mining companies seeking to operate within marine environments establish a robust understanding of the sensitivities of the seabed environments in which they are active, the impacts of their activities and the ability of the environment to recover from these impacts. The significant risks of failing to do so include an inability to either obtain or maintain operating permits. At the individual project level, the environmental effects of any given development project are typically defined within the scope of an Environmental Impact Assessment (EIA). For well-established industries operating in well-studied environments this approach typically works well. However, where emerging industries or existing industries that are operating within new environments are concerned, there may be significant knowledge gaps pertaining to our understanding of how specific anthropogenic practices or activities interact with the marine environment. These knowledge gaps can cause significant uncertainties pertaining to the likely significant effects of a project. Such uncertainties may result in barriers to industry and economic progress, increased consenting risks, increased project costs to be borne by individual project developers through the acquisition of additional environmental data during the pre-consent or post-consent project phases, project delays and/or significant increases in environmental monitoring burdens with corresponding increases in project costs."

Construction projects may be delivered under one contract package or multiple packages divided by discipline, geographic location, or other characteristics. Dividing the construction into contract bid packages is called contract packaging, and is a vital and strategic aspect of effectively delivering tunneling projects. The process of contract packaging considers many factors, including the type of project, location, and owner?s priorities. This paper describes the key facets of the contract packaging process used recently on several tunnel projects, reports, where possible, on the success of the process, and concludes with recommendations for applying this process to achieve the right contract package.

This is the second in a series of articles on microcomputers and applications in the minerals industry. The first article (ME, Feb., page 129) discussed microcomputer terms and concepts. This article will discuss software for geology and mining. The third article will cover plant, administrative, and geotechnical software applications. Introduction Geology and exploration are areas where computers have a natural fit. Large volumes of data need to be tabulated, evaluated, and made into maps and reports that allow geologists and management to make a decision on a project or mine. Until recently, the programs that performed these tasks were cumbersome and not user friendly by any stretch of the imagination. Learning time to become an expert in these programs typically would be six months or more. The computers needed to run these programs are expensive mainframes. Several years ago, the use of minicomputers became popular because of their lower cost. Programs were adapted to fit these smaller machines and became friendlier. With the advent of micros, many programs. were rewritten and used the screen capability more effectively, thus providing a real advance in user interface. Programs and Price The definition of micro, mini, and mainframe is becoming blurred. For the purposes of this article, micro refers to either an eight- or 16-bit computer, costing less than $10,000 and, more typically, under $5,000. Mini refers to a 16- or 32-bit computer that typically costs more than $25,000. Mainframe refers to a 32-bit or larger computer that costs more than $250,000. There is a large gray area between micros and minis, and minis and mainframes. Technology and prices are changing so fast that the traditional definitions have become almost meaningless and price has become a better guide. With the arrival of the minicomputer, costs for hardware began to fall, but the programs have tended to remain unfriendly. In some cases, the minicomputer acted as a front end to the mainframe. Cost of both the programs and minicomputers could easily run a minimum of $70,000. A total cost of $200,000 would not have been out of line. The average geologist and company would have a great deal of difficulty justifying such a purchase. The advent of the microcomputer has changed all that. For $3,500 to $5,000, one can buy a 16-bit micro and a printer. Plotters with six pens are available for $2,000 that will produce a 280- x 430-mm (11- x17-in.) map. For several hundred dollars, software is available to act as a word processor, an economic spread sheet, or to perform ground water calculations. In fact, some programs are available for free. Some of these programs are relatively easy to learn. In addition, programs are being developed daily that are easy to use. "INTRODUCTION In recent years, there has been increasing focus on environmental and social impacts of the extractive industries, climate change and resource scarcity. The concept of the circular economy aims to replaces the “take-make-dispose” economic model with one that eliminates waste of all kinds and is restorative by design. Such closed-loop systems implicitly aim to reduce the quantity of primary extracted materials entering the economy, thereby affecting supply and demand dynamics, hence mining industry economics. For the metals industry, the ability to engage in, or adapt to the circular economy can be heavily affected by industry structure and geographical factors. Eco-efficiency initiatives that reduce waste and environmental impact may help the mining and metals industry align with some of the goals of the circular economy. This paper focuses on base metals, and explores case studies in copper, lead and zinc. It analyzes primary and secondary metal production, and recycling. It examines company structures and how these affect engagement with the circular economy. CIRCULAR ECONOMY PRINCIPLES Ellen MacArthur Foundation (2012) describes the circular economy as “an industrial system that is restorative or regenerative by intention and design”, which “replaces the ‘end-of-life’ concept with restoration”, and “aims for the elimination of waste through the superior design of materials, products, systems, and, within this, business models”. The concept is systems focused. For materials such as metals, a series of loops are considered, including maintenance of devices, reuse, refurbishment and recycling. Potential methodologies to achieve circular economy outcomes include disassembly and reassembly of manufactured goods, leasing rather than buying major appliances, and converting to renewable energy sources. The circular economy is partially aligned with the principles of eco-efficiency, which relate to reducing the environmental impact per unit of a material produced. PRIMARY AND SECONDARY METAL PRODUCTION Base metals (copper, lead, zinc and nickel) are essential ingredients in modern economies and are key commodities produced by the global mining industry. Metal production can be categorized as primary or secondary. Primary metal comes from the processing, smelting and refining of metal content extracted from ores, while secondary production comes from metals recovered from recycled streams (e.g. recycled lead-acid batteries, copper wire scrap, etc.). Metals are stored in natural, anthropogenic in-use and anthropogenic waste stocks. An example of the stocks, flows and processes associated with global copper extraction and use is shown in Figure 1."

Extraction of Al(III) from aqueous sulfuric acid solutions into organic Cyanex 272®-carbon tetrachloride systems was investigated from a multi-component mixture containing aluminum, cobalt and nickel. Al(III) extraction efficiency was quantitative with 1.0 M Cyanex 272® in two stages at an aqueous: organic (A:O) phase ratio of 1:1 and an equilibrium pH of 3.2. The stripping of Al(III) from the loaded organic (LO) with different acids indicated sulfuric acid to be the best stripping agent. More than 99% stripping of Al(III) from the LO was achieved using 2 M H2SO4 at an A:O phase ratio of 1:1 in a single stage. The stoichiometry of the extracted species of Al(III) was determined by the slope analysis method. The extraction reaction proceeded via the cation exchange mechanism and the extracted species was assumed to be AlA3?3HA, where HA refers to the dimeric and A the anionic form of the extractant, Cyanex 272®. The extraction of Al(III) was studied in the presence of various ions to ascertain the tolerance limit of individual ions.

Multiple seam mining is prevalent in Southern Appalachia because economically mineable coal seams are numerous and frequently occur in close vertical proximity. West Virginia, Kentucky, and Virginia have 117, 55, and 40 mineable coal seams respectively. It is extremely rare to have an underground mine that has not been undermined, overmined, or has mining adjacent to it. In many cases the multiple seam mining is concurrent with extraction sequenced in superjacent seams. Because underground mining is focused on recovering the most valuable reserves, mining is rarely practiced from the top seam down, which is the practice most conducive to stability. The combination of room-and-pillar mining methods that include development only, small block, partial retreat, full retreat, and longwall mining produce a wide range of mining geometries and complexity in underlying and overlying seams. In the future, the number of multiple seam operations will increase as reserves are depleted and future mines are, by default, located closer to abandoned mine workings. The improved coal market has transformed many formerally uneconomically mineable seams into attractive reserves. The approaches and methodologies used for multiple seam stability analysis are dictated by the site conditions, including overburden/interburden thickness and lithology, mining geometry, and the mining methods in both the active and abandoned mines. Multiple seam stability analysis using analytical and numerical methods is illustrated by two case histories that reflect close proximity room-and-pillar mining and mining in bump prone situations.

In mineral resources, geologic and mining data are acquired, processed, analysed, interpreted and modelled, eventually serving as basis to generate predictions and production plans. This is a complex process, and the resulting predictions are impacted by uncertainties related to the data itself and the processing methods and techniques used. They are also impacted by the subjective decisions made by the modeler(s) at each step of the way. Knowledge, biases, skills, and prior experience come into play in the long mineral resource evaluation development workflow. It is meaningless to discuss uncertainties without evaluating the associated risks that those uncertainties imply. It is important to quantify and assess uncertainty, and to evaluate and mitigate its consequences. This paper discusses (1) conceptual and practical sources of uncertainty; (2) the utopia of an “objective” uncertainty; and (3) the quantification and public reporting of uncertainty using geostatistical conditional simulations. The objective of this paper is to postulate that the industry is running out of reasons and excuses to ignore uncertainty and risk in project evaluation. This is done in two parts, with this, the first one, presenting a more conceptual discussion. Part 2 will present case studies from different types of mining projects and operations showcasing the impact that risk assessments can have in a mining project.

Impregilo/SA Healy JV recently completed this Project using the first slurry shield TBM’s in the United States. The Project used two TBM’s to mine 18,000 feet in sands, gravels, and silty alluvial materials under the Willamette River and downtown Portland, Oregon. This paper discusses alignment and geological conditions, equipment selection and plant setup, and tunnel excavation means and methods, parameters, and results. Extensive hyperbaric operations were required and will also be discussed.

Metropolitan Washington Airport Authority is currently undertaking the first Phase of Metro?s Extension to Northern Virginia. A wide range of tunnel options was considered for the Tysons Corner segment that involves about 20,000 feet of track and four stations. After consideration of many options that involved EPBM single track tunnels, NATM tunnels and large bore tunnel concepts for the entire Tysons alignment, the design now being progressed into construction involves two 520 meter (1,700 feet) long soft ground NATM tunnels with several hundred feet of cut-and-cover construction. The paper discusses the process that led to selection of the short NATM tunnels as the most feasible of the options considered for Tysons.

"Mineral prospectivity modelling of polymetallic nodule deposits has been completed over the Cook Islands Exclusive Economic Zone (CIEEZ) using the GIS based Weights of Evidence modelling technique. Polymetallic nodules, also known as manganese nodules, have been explored as a possible resource for a number of metals including cobalt since the early 1970s. Recent data on the nodule composition and abundance in the CIEEZ has led to a renewed interest in the prospectivity for manganese nodules in the region. The predictive modelling has used the most recently accepted mineral model for polymetallic deep-sea nodule deposition to identify factors that are most likely to map the presence of this type of mineralisation in the CIEEZ.Manganese nodules form on the deep seafloor as concretions formed by concentric layering of iron and manganese hydroxides around a core and they grow at a very slow rate, on the order of millimeters per million years. The available data for the CIEEZ indicates a greater abundance in the area of nodules formed by hydrogenetic processes, which are the result of slow precipitation of metallic components from seawater. The environment in which the nodules are most abundant is at depths between 4,000 m and 6,000 m in areas of low sedimentation rate. Hydrogenous nodules commonly grow on siliceous and pelagic clay sediment, they are less common on other types of sediment."

The mining industry is enjoying a much needed and long awaited increase in demand for natural resources. However, consolidations in the mining and mining service industries, along with a generational departure of experienced industry professionals, is challenging today’s mining companies. These challenges are not only in maintaining their existing operations, but also in securing qualified resources for developing new projects. These challenges are compounded for junior mining companies. They oftentimes lack for operating properties to draw experienced professionals from. Also, juniors have to compete with the majors’ “mega-projects” for experienced project personnel from the reduced ranks of engineering companies. This article discusses some strategies developed by Anatolia Minerals Development (Anatolia) in developing its Çöpler gold project in central Turkey.

Hard times continued to plague the industry when the calendar rolled over to 2000. During 1999, the United States economy had grown vigorously, capping the longest economic expansion in United States history. However, the mining industry was not so fortunate. Commodity prices remained in a slump in the “new-economy” that was fueled by excitement and speculation about the power of the Internet during the infancy of the Information Age. Much of the investment money that once went to mining and exploration was now headed to the world of virtual gold mines. SME President Donald E. Ranta implemented new technology into his plans for SME. His two major goals were new membership growth and to foster the establishment of the comprehensive Internet presence for the Society’s technical information. His strategic priorities included enhancing the quality and quantity of publications, programs, meetings and short courses. “The Internet is the vehicle that will advance the priorities,” he said.

The North Shore Connector Project for the Port Authority of Allegheny County involves TBM mining a pair of subway tunnels through soil and rock under the Allegheny River and a narrow city street. Along the tunnel alignment are a historic building on shallow foundations and modern buildings on deep foundations, one constructed directly over the alignment during the latter phases of design. This paper provides an overview of the general site conditions, and technical basis for excavation support and tunneling decisions. Deformation limits, ground improvement, monitoring and mitigation plans, geotechnical baseline report development, and risk management will also be discussed.

NIOSH and the Illinois Clean Coal Institute are funding studies on characterization of coal and quartz dust in Interior Basin mines since 2009. Coal dust characteristics vary significantly and, are vital for the development of the engineering controls. This paper presents wettability characteristics of coal dust with respect to its chemical and physical properties, since wettability is considered to be a primary dust control technique. Particle size distribution, inter-particle interactions during wetting and quartz associations with organic and inorganic matter in coal seams is critical for understanding wetting phenomena. Silica content in the un-wetted fractions was found to be very high during wetting tests. Wetting of quartz may be limited by its association to hydrophobic materials as well as buoyancy forces resulting from particle size characteristics and particle-particle interaction in the wetting agent. Temperature of the wetting solution and effective contact time between dust particles and water droplets are found to be two important variables affecting the wettability. The characterization data obtained from this study can be utilized to develop engineering controls.

This paper will cover the progress being made on Phase 1 of New York’s Second Avenue Subway line. It will include a description of construction progress on the first contract to be let, which consists of a 248 m (815 ft) long launch box, 3.9 km(2.4 miles) of TBM tunnels and a tunnel sump; the packaging strategy for the remaining work; and the progress through Final Design of the remaining packages, including the two large span rock cavern stations.

Problems discussed concern encountering of high temperatures [up to 66°C] and heavy flow of water [150 L.P.S] during the construction of the 10.15 MØH.R.T. for the 2500 MW Nathpa Jhakri Hydro Power Project in the Himalayas(India). Over a length of 2500 M progress of work got seriously affected resulting in excessive time for completion - two years [max. monthly progress achieved was 178 M [Heading]. Many innovative and simple steps were taken to complete the work in these inhospitable environs affecting working of both men and machines. Also it meant a review of the design of concrete lining. Other geological conditions affecting the progress are also described.

Two epiclastic horizons in an Archean volcanic sequence host the gold occurrences on the Dunraine property near Wawa, Ontario, Canada. The Grace horizon of cherty and pelitic tuff strikes north-northwest and dips east. Native gold occurs with arsenopyrite in bedlike and podlike bodies of quartz lenses and stringers set in a pelitic matrix. The Parkhill horizon of lithic graywacke with associated flow-breccia strikes southwest and dips south. Native gold occurs with minor sulfides in similar bodies of quartz erratic within the Parkhill horizon. The auriferous bodies occupy paleotopographic channels and troughs within the two horizons. The former producers are the Parkhill mine with 1689 kg (54,300 oz) Au, Darwin mine with 473 kg (15,200 oz) Au, and Van Sickle mine with 48 kg (1536 oz) Au between 1902 and 1944. The gold occurrences are syndepositional with the host volcanic sediments laid during a pause in explosive volcanism. Fumaroles along steep gullies on the flank of a subaqueous volcanic center precipitated aprons of auriferous silica-sulfide mud. Downslope slumping resulted in exhalative debris flows; gold concentrated in flexures and depressions along stumpage channels. Renewed explosive volcanism covered the auriferous sediments with pyroclastic tuffs, arresting the slumping of in situ fumarolic deposits.

Partners In Economic Reform, Inc., established a Polish-American Mine Center in Katowice, Poland, in 1996 to improve working conditions in the minerals industry. The program was based on the experience of mining companies, government, and labor in the United States, and was executed by a Coordinating Committee headed by the Center Director and Polish leaders from industry, State, labor, and academia. The cooperation among all parties has enabled safety and health issues to become part of industry restructuring with impressive initial reductions in coal mine fatalities. Existing work practices and attitudes of labor and management were assessed in coal mines throughout the country. Promotion, Rules, and Job and Task Analysis were identified as the areas requiring the most improvement, and are part of a post-graduate Safety Management program. Demonstration projects included measuring dust levels, using safety glasses, and promoting hazard awareness. Improved labor-management relations increased cooperation allowing for effective transfer of technology. Results can also be applied to improve the working environment of the manufacturing sector also undergoing restructuring.

A sustainable coal industry needs to achieve a number objectives concerning mainly with superior utilisation of deposits and improved environmental performance. Modern quality control systems, which are greatly based on the on-line analysers, play an important role in achieving sustainability targets. This paper discusses the testing and application of on-line ash analysers installed in the Ptolemais and Megalopolis lignite mines in Greece and examines the possibility of using this type of analyser to control blending and homogenisation operations. The effect of the accuracy of on-line analyser to control process, when used for the characterization of low rank coals with complex and variable composition, such as greek lignites, is examined.

Many concepts for the commercial production of deep-seabed manganese nodules have been studied since the 1970s. However, the bearing capacity of the deep seabed is not strong because it is composed of fine particles with high moisture content. So it is impossible to carry manganese nodules in the collection system. Therefore, the validity of continuous mining by riser pipe from the seabed to the vessel is highly appreciated. A continuous mining system is composed of mining vessel, lifting pipe, buffer system, transport tube (flexible pipe), and self-propelled mining robot. A conceptual diagram of this system is shown in Fig. 1(a). Korea Research Institute of Ships and Ocean Engineering (KRISO) developed a deep-seabed self-propelled mining robot called "MineRo" to collect manganese nodules in 2012 (as shown in Fig. 1(b)). In 2013, real sea experiments at around 1380 m depth were carried out to evaluate the collecting and driving performance of MineRo. However, we found that the roller in MineRo did not work well at times. To elucidate the problem, we analyzed the rheological characteristics between the bushing and drive shaft under deep-water conditions.
