OBITUARY The President: "It is my sad duty to announce the death of Henrik Johannes Van Eck, Honorary Life Member, who joined the Institute in 1929 and passed away on 18th February, 1970. Dr van Eck started life as a chemist and chemical engineer and, as we all know, he rose to become one of our most distinguished leaders of industry in the country. On many important occasions we, in this Institute, have been privileged to have him address us on subjects which were always of great importance and relevance to the developments in this country. He was a man of great vision and imagination and could put across his ideas in a most eloquent and convincing manner. In his important position as chairman of the Industrial Development Corporation and of Iscor, whatever he said carried great weight. Busy as he was he always found time to participate not only in the affairs of this Institute but in many other technical and public bodies. His passing is a great loss to South Africa and we in this Institute wish to associate ourselves with the many other tributes which have been paid to this great man. We extend our sympathy to his wife and family and as a mark of respect I would ask you to rise and observe a few moments silence." PAPERS FOR PRESENTATION The President: (i) "Mr Lee, may I call on you to deliver your paper entitled 'A new bubble pick-up technique as a rapid flotation test method'." After the presentation of the paper the President said: "The paper which Mr Lee introduced this afternoon was a short one but was nonetheless important in that it described a new tool for use in flotation test work. Those of us who have experienced the frustration of trying to solve flotation problems by trial and error methods know what this means. I well remember 25 years ago at T.G.M.E. trying to improve the recovery from the flotation plant there by trying various combinations of reagents and then having to wait a couple of days for the assay office to give results. Even then, on the small scale laboratory tests which had to precede full scale tests one could never be sure that the results obtained were reproducible on the full scale. Here it seems we have a relatively simple apparatus which can measure instantly the effectiveness of various reagents under different concentrations and pH values, etc. It is most important, I believe, that developments of this kind be reported in our journal for the benefit of all involved in such work, not only so that we know about it but also in order to provoke constructive discussion which might lead to further developments. You wouldn't start excavating before testing core samples, so why would you approve a project plan before all factors have been identified, reviewed and addressed? Even a champion sports team made up of the best players can't produce optimal results without a well understood and agreed game plan. Could an F1 racing team produce their outstanding performance without rigorous evaluation and testing of the factors for successful performance? Why would we expect a capital works project team to be able to get it right without an understanding and an involvement in setting and implementing the overall game plan and without an understanding of all stakeholder requirements? For International Power's Hazelwood (IPRH) mine in Victoria, the challenge was development and delivery of a 40 year mine plan, ultimately involving relocation of existing mine operations into an adjacent new coal field, land acquisitions and major environmental and other approvals to allow diversion of three streams, a highway, an Over Dimension route and other infrastructure in a political and environmentally sensitive atmosphere. The lessons from International Power Hazelwood's (IPRH) experience are: ? that the clear set of project principles and guiding values ensured delivery of a robust plan; ? a robust plan can withstand significant change; and ? value management (VM) played an important role in providing assurance, to all, that the plan was sound at both the strategic and micro levels. This Hazelwood mine project included five major VM workshops. The first was a critical review process in addition to design and cost reviews. This VM workshop was used to analyse, at a high level, the preferred coal mining sequence and design concepts, together with the interaction between design elements, risks and costs. In addition to this, the workshop provided an agreed common pathway for all downstream decisions. A second VM study was conducted to ensure that the proposed plan and design for relocation of the conveying systems from the existing mine into the new field were planned for optimum achievement from a whole of life cost, time, operational and maintenance perspective, plus the logistics of continuing operations while relocating assets. A third study followed to review the Conveyor Transfer Alliance and review functional design. A fourth VM study workshop was formed at the start of Phase 2 Alliance to ensure that the best value for money was being achieved through the current design, schedule and project arrangements and that all interfaces between parties had been reviewed and responsibilities were clear and understood. Other studies are outlined later in this paper. This paper details the evaluation criteria and processes used in the project evaluation that led to the WestField Mine Development.

However, very little is beneficiated locally and more than 95 percent is exported with little or no value addition. Zircon is a very inert material and needs to undergo high-temperature alkaline melting processes to produce valuable zirconium products. The conversion of zircon to plasma-dissociated zircon (PDZ) produces a chemically reactive species (ZrO2.SiO2) which consist of finely divided submicron monoclinic ZrO2 crystals dispersed in a SiO2 matrix. In this paper, an in-flight, non-transferred arc pilot plasma plant with a capacity of 100 kg/h and which consists of three 150 kW DC plasma torches, is described. The optimization of the plant, which includes the use of different zircon concentrates, the influence of particle size, feed rates, plasma gas, and energy utilization, is discussed.

The PPRust North project is an expansion of existing operations on the ?Platreef? orebody in the Limpopo Province of South Africa. Anglo Platinum has been mining and processing the Platreef since 1993 at the adjacent Sandsloot and Zwartfontein South open pits at a current rate of approximately 4.5 million tons per annum. This paper describes the origin of the proposed process flow sheet. A comprehensive test work programme has been conducted evaluating the best process flow sheet for the very hard and variable ore in the proposed mining area. The selection of the comminution circuit is discussed where conventional crushing and SABC options were analysed based on both extensive test work and analyses of current operational data at the existing concentrator. The application of the high pressure grinding roll technology has significant advantages?it replaces the 3rd and 4th stage crushing stages in a conventional circuit. This programme has been conducted over several years and has involved work done at site at pilot scale, internally at the company?s research facilities and externally at various sites. The on-site pilot work was completed over a 7-month period at the existing concentrator facility using a ThyssenKrupp-Polysius, ?Polycom?, 950 mm by 350 mm, high pressure grinding rolls (HPGR) machine. In excess of 185 000 tons of ore was processed through the unit during the trial period. This paper describes the test work programme and particularly the proposed application of high pressure grinding technology and its potential for further application in the platinum industry.

Samples (15 to 20 g) of pre-calcined Mamatwan manganese ore or pure Mn 304 smaller than 48 mesh were reacted at temperatures in the range 1000 to 1300°C with samples of spectrographically pure graphite smaller than 325 mesh. Samples (1 g) of ore or pure Mn02 smaller than 48 mesh were reacted at temperatures of 1000 and 1200°C with pure graphite fines in argon, with graphite in carbon, .'1onoxide, and with carbon monoxide alone. In each case, the loss of mass as a function of time was recorded with a hermobalance. The rate and degree of reduction were found to increase with additions of carbon and with increasing temperature up to 1300oC, when they reached their maximum. The shape of the reduction curves, together with the results obtained from examination of the products of reaction by microscopy and X-ray diffraction, were used as the basis for a postulated reduction mechanism. Some details are given of an initial kinetic model that was used to verify the proposed mechanism. It was found that the reduction of Mamatwan ore by graphite at temperatures in the range 1000 to 1300°C occurs in two stages: (i) an initial stage during which the higher oxides of manganese are rapidly reduced to MnO with concurrent formation of CaMn2O4 and (ii) a longer stage during which CaMn2O4 and MnO are reduced to carbides by carbon dissolved in the ferromanganese phase.

Sulfide-type tin deposits in Russia are characterised by the complex mineral composition of ores and dump products of their processing. Tin-sulfide ores contain industrial quantities of copper, lead, zinc, tungsten, silver, rare and trace elements (indium, scandium, etc.). In addition, the ores are characterised by uneven dissemination of sulfide minerals (chalcopyrite, galena, arsenopyrite, etc.) and tin minerals (cassiterite, stannine, etc.). X-ray phase and spectral analysis, scanning electronic microscopy (SEAM), laser SIM and AFM microscopy helped to identify the selective fixing of sodium dibutyl dithiocarbamate (DBDTC) on chalcopyrite and galena, as well as the tall oil fatty acids (TOFA) and IM-50 on cassiterite. For the first time, collectors and flocculants of slurry fractions of silver and tin, thermomorphic polymers TMPF were used to isolate more than 80% silver from the tin tailings of the Solnechny mine into a copper-silver rough concentrate. It has been established that preliminary ultrasonic treatment and desliming according to the 0.02 mm class removes up to 20% of sludge material, which impairs the process of gravity separation. The combined flotation-gravity scheme using new reagent compositions helped to obtain tin concentrate with a tin content of 5.42%, which meets the requirements for further metallurgical processing (at least 5%). The paper discusses the reasons for the introduction of load-haul-dump (LHD) units into Greenside Colliery, and the circumstances leading to the replacement of conventional mechanized equipment on a trial basis in the mining operations on No. 2, 4, and 5 seams. An outline is given of the factors governing the selection and introduction of these units into coal mining, and the associated mining and engineering aspects involved in the optimization of their use. Operating statistics comparing the performance of conventional and LHD equipment are included.

In this paper we present The Ultimate Flotation Cell, a newly developed flotation cell that is proving very popular in the industry. All flotation cells have only one purpose and that is the recovery of the required product, the patented impeller and disperser system of the Ultimate Flotation Cell allows total flexibility in order to achieve the optimal recovery. This ability to tune the cell performance provides the optimization of the ?capture? (collection) stage, all existing models address the need for a wide bubble size distribution (100µm-2 mm) to obtain a better flotation size-by-size, Yoon, 1999,Yoon 2000, Franzidis and Manlapig, 1999. The Ultimate Flotation Cell provides flexible performance optimization. This ability to optimize the flotation regime particular to a specific ore is achieved by the following factors: ? The impeller allows vastly improved air induction rates compared to conventional and sparged cells. This ability to induce and disperse large quantities of air, in a controlled manner, allows the cells to be tuned to give the optimal Sb by varying the rotational speed via a VSD which every cell is fitted with. ? The patented impeller gives a very constant and stable air induction rate, which ensures that the cell?s circulation pattern is constant, giving a very stable surface, allowing optimal froth depth. ? Although conventional dart valve, level control can be offered, great success has been achieved with a simple draft tube/sand relief device. ? The cells have a inlet design similar to the old Denver ?Cell-to-Cell? design, which guarantees the at lease one pass through the mixing zone in each cell. Actual plant performance data will be presented from two plants, one in Zambia and the other in the DRC.

To determine the characteristics of a mineral deposit, the usual practice is to take samples, analyse the properties of those samples and infer the characteristics of the deposit from these properties. This analysis can be done using statistical methods. In the present work we are concerned with two types of statistical approaches, classical statistics and spatial statistics. If one uses classical statistics to represent the properties of the sample values, the assumption is made that the values are realizations of a random variable. The relative positions of the samples are ignored, and it is assumed that all sample values in the mineral deposit have an equal probability of being selected. The likely presence of trends, zones of enrichment, or pay shoots in the mineralization, is ignored. The fact that two samples taken close to each other are more likely to have similar values than if taken far apart is also not taken into consideration. In contrast, spatial statistics will be used if one chooses to consider that the sample values are realizations of random functions. On this hypothesis, the value of a sample is a function of its position in the mineralization of the deposit, and the relative position of the samples is taken into consideration. The similarity between sample values is quantified as a function of the distance between samples and this relationship represents the foundation of spatial statistics. There are few situations where classical statistics can be used. The assumption that all sample values in the mineral deposit have an equal likelihood of being represented will be satisfied only if the sample values are randomly distributed, or if the sample positions are random. Sample values are in fact never randomly distributed within a mineral deposit. Further- more, geologists usually avoid taking samples at random (random sampling), as it is correctly accepted that samples located on a regular grid, or approximately on a regular grid, give more information than randomly located samples. In practice, classical statistics should be used only in the early stages of exploration, when the number of samples available is relatively small and the distances between samples are large. In these circumstances, and whenever the information available is not sufficient to permit the use of spatial statistics, application of the methods described in this chapter is justified.

The application of refrigeration on deep South African gold mines is mostly achieved through the medium of chilled water which is produced in central installations either on surface or underground. The amount of refrigeration has been increasing rapidly over recent years, and the total installed capacity on all gold mines now exceeds 1000 MW(R), with annual running costs exceeding R100 million for electricity alone. Hence, there are strong incentives to design such installations for optimal cost-effectiveness. The duty required of these installations varies considerably, owing to daily and seasonal climatic changes and the varying nature of the water demand. It has long been recognized that a computer program to predict installation performance as a whole under any given conditions would be highly desirable. An interactive computer program, CHILLER, is described which enables the user to build an installation, consisting of any configuration of cooling towers, water storage reservoirs and packaged water chilling machines. Externally-dictated conditions such as the weather and chilled water demand must be specified, and all quantities under control of the installation, including internal water flow rates and compressor capacity regulators, must be set. The time-varying performance of the installation can then be simulated. Examples are given of the application of the program in the design of a new installation, and in evaluating the effect of any modifications to existing installations.

A large body of work exists discussing the impact of grinding media on mineral flotation. Generally, the work indicates that a change to a less electrochemically active grinding environment has positive benefits on downstream processing. There is a fear, however, that these benefits may not be realized when treating low sulphide containing ores, typified by UG2 style deposits. A series of experiments was developed to test the flotation response of UG2 ores using the Magotteaux Mill® to determine if measurable differences in the pulp chemistry could be discerned using a range of grinding media types. Further, the flotation responses of the contained sulphides (chalcopyrite, pentlandite and pyrrhotite) were determined. The data collected provided strong evidence that the grinding environment can significantly influence the pulp chemistry and flotation characteristics of all sulphide minerals, even when the ore contains less than 0.5 per cent total sulphide. The results show that the change to an inert media type produced a substantial improvement in the flotation rate of all sulphide minerals, as well as the PGMs.

Discussion: T. L. Gibbs,* (Honorary Vice-President and Fellow): In terms of the Pneumoconiosis Compensation Act of 1962, a Pneumoconiosis Risk Committee was established whose function it is to estimate (by whatever means the committee deems fit) in respect of every controlled mine the pneumoconiosis risk to which persons employed in a dusty atmosphere at that mine are exposed. In estimating such risk the committee may estimate different risks in respect of individual mines or parts of mines or classes or groups of mines or occupations or localities at mines. The pneumoconiosis risk may be reviewed and re-estimated at any time. The Act provides further that the General Council for Pneumoconiosis Compensation shall apportion the levy imposed on owners of controlled mines on the basis of the pneumoconiosis risk determined by the risk committee and the numbers of persons employed in a dusty atmosphere. The task of the risk committee is a most responsible one and also a very difficult and complex one in view of the many different types of mines, rock formations, dust conditions, etc. Quite obviously, comparisons between mines cannot be made on dust concentrations alone as different mineral dusts have different toxicity or pneumoconiosis response factors. However, with its present knowledge, the risk committee is satisfied that the risk at mines, other than coal mines, is related to the mean quartz-equivalent dust concentration to which persons are exposed and the estimation of risks is based on this relationship. From the above, it will be clear that the work done by Dr du Toit on the problem of basing the current rate of levies to provide for pneumoconiosis compensation on the current dust hazard at mines has been of immense value to the risk committee. Up to now the risk committee has not been able to obtain complete and accurate information on the dust exposure of persons at all mines - and, in fact, it is doubtful whether it will be economic or practicable to obtain this in the foreseeable future - but reasonable assessments have been possible from routine dust sampling in some cases and from periodic comprehensive dust surveys in others. As a temporary measure the risks of some mines were estimated initially on a group basis relating to average dust conditions and the type of rock and mineral mined, but as more information became available, differentiation between individual mines became possible. It is the aim of the risk committee to eventually apply such a differentiation in all cases and to ensure that within the bounds of practicability each mine pays for its risk and for its risk only. In this connection, the relationship between the levies and the amounts actually paid out in compensation are examined regularly. In conclusion, I wish to add my congratulations to the author on his excellent paper. His findings will assist materially in the just administration of that very important piece of beneficial legislation, the Pneumoconiosis Compensation Act. G. K. Sluis Cremer MD (Visitor): Dr du Toit has made a valiant attempt to relate dust hazard and the rate of collecting funds for the purpose of paying compensation for Pneumoconiosis. In doing so he has had to make a number of assumptious, some of which touch on the medical aspects of pneumoconiosis. It is worth discussing whether these assumptions are justifiable. Pneumoconiosis is defined in our Pneumoconiosis Act as permanent disease of the cardio-respiratory organs which is caused by the inhalation of mineral dust. To a non-medical person this definition has probably a clear cut meaning. The doctors however have to deal with such conditions as silicosis and asbestosis where there is a well defined dose response relationship to the inhalation of quartz and asbestos respectively and on the other hand chronic bronchitis where the relationship to dust inhalation is poorly defined and where certainly no clear dose response relationship has emerged after many investigations in this country and overseas. Nevertheless since 1953 about half of our certifications for Pneumoconiosis are on the grounds of chronic bronchitis i.e. the X-rays show no evidence of silicosis, asbestosis or other relevant disease. This fact must affect Dr du Toit's computations. The next assumption we should examine is the manner in which toxicity factors have been allocated to the various mineral species. These allocations have in part been based on a restricted number of animal experiments carried out overseas but mostly in South Africa by Webster at the Pneumoconiosis Research Unit. To extrapolate the findings in a relatively small number of animal experiments to the expected reactious in man is a notoriously dangerous exercise. Furthermore the bracketing together of all silicates (except asbestos) and the insoluble metal oxides is entirely unacceptable. Talc (a hydrated silicate of magnesium) and muscovite mica (a silicate of aluminium and potassium) cause pneumoconiosis in their own right. On the other hand

The South African coal-mining industry uses a uniform safety-factor formula for non-squat pillars, incorporating a coal-strength constant that was derived empirically by Salamon and Munro in the 1960s. The constant is 7,2 MPa. Since that time, collapses of pillars at relatively high safety factors have occurred in the Vaal Basin. Analysis of the post-1960s' collapses indicated that the strength constant for the Vaal Basin is 4,5 MPa. A crude method for the prediction of the minimum life span of pillars in the Vaal Basin is presented.

The School on the Accounting for Gold, which was organized under the auspices of The South African Institute of Mining and Metallurgy by Dr Hugh E. Bartlet, Consulting Metallurgist of Johannesburg Consolidated Investment Company Limited, was held at the South African Nature Conservation Centre at Delta Park, Johannesburg, on 15th to 17th May, 1989. It was attended by 178 delegates, including 2 from the OK and 4 from Zimbabwe. A total of 19 papers were presented covering the components of gold-accounting procedure, sampling techniques, and new sampling technology.

The paper summarizes the current state of development of simulation models for SAG and FAG mills, and gives the results of recent investigations of the physical processes occurring in autogenous grinding. The breakage process is treated as the sum of three regions of breakage actions: normal breakage caused by nipping of particles between media (steel balls or pebbles); abnormal breakage caused by media when the particle or lump is too big in relation to the media to be readily nipped; and self-breakage resulting from the chip¬ping fracture and abrasion of the tumbling action of rock lumps. Each region of breakage action has associated specific rates of breakage and primary progeny fragment distributions. A simplified form of the model was used to predict the performance of an 8 m diameter SAG mill with L/D = 0.5 grinding a copper ore, and predicted maximum capacity and minimum kWh/ton at about 6% ball load at 25% total filling. Two FAG mills of L/D = 2 were necessary to give the same capacity, and the simulations indicated a lower kWh/ton for these mills. For this ore, both systems were technically feasible.
