Rehabilitation of mined out areas is often enforced by environmental bonding. It is usually assumed that this process provides financial assurance that rehabilitation will be carried out as agreed at the permitting stage. Shortcomings of the current practice in environmental bonding for mining are reviewed. Of particular importance for the public, for governments and for the environment is the absence of protection against cost overruns and companies defaulting before the bond amount is entirely paid. Elements of solution are identified through the emergence of environmental insurance as a complement to bonding for cost overruns and defaults. A cover of environmental catastrophes could also be added, hence reducing the risk for the public and the environment. We examine the merit of creating a captive insurance company under the responsibility of the mining industry. The use of insurance techniques would incorporate a genuine risk management dimension to the financing of rehabilitation.

"A small scale continuous flotation cell was designed and constructed at the Noranda Technology Centre to develop a mobile testing flotation circuit located next to the production circuit. This mobile small scale flotation pilot plant can easily and economically be set up at any circuit in a mill and used to evaluate and predict plant performance against a given flotation condition. The main feature of the cell, beside the provisions of automatic pulp level and feed rate control, is to provide a reduced surface to volume ratio approaching to that of an industrial machine.This paper describes the basic design and the results of various testwork carried out to date including aeration, conditioning, reagents, recirculation, flotation gas, etc. are presented in comparison with the plant production results. INTRODUCTIONStudy of the behaviour of an ore during concentration by flotation process starts, in general, with a series of tests in laboratory cells. Given the discontinuous nature of these tests, the information obtained by such a study is somewhat limited. It has long been recognized that laboratory test results are not always reproducible in pilot plant tests and subsequently, the pilot plant results do not always predict plant performance. The differences are often blamed on batch vs continuous operations, grinding media, size distribution, aging (oxidation), water quality, equipment, operator's skills, etc."

Controlled thermolysis of gold(I) thiolate complex, [C14H29(CH3)3N][Au(SC12H25)2], at 180 °C for 5 h under an N2 atmosphere produces novel gold nanoparticles passivated by alkyl groups derived from the precursor complex, the TEM photograph of which shows spherical particles with average diameter 26 nm. Since Brust et al. reported the two-phase reduction of AuCl4 - by NaBH4 to afford monodispersed gold nanoparticles passivated by alkanethiolate ligands (1), plenty of preparative investigations on gold nanoparticles (2,3) and its surface modification (3,4) have appeared, because of their potential applications in microelectronics (5). However, those preparative methods generally involve the reduction of AuCl4 - by reducing agent NaBH4 in the presence of suitable organic stabilizers such as alkanethiol (1-4), phosphane (5), quarternary ammonium salts (6), surfactants (7) or polymers (8). On the other hand, O?Brien et al. recently reported the preparation of organically capped gold nanoparticles at 190 °C, where tri-n-octylphosphine oxide and/or n-octadecylamine are used both as a reaction medium and as a passivating ligand (6), but this procedure also needs NaBH4 as reducing agent. Our strategy of novel preparative method of gold nanoparticles is the combination of reductive elimination of thiolate ligands and simultaneous attachment of organic moiety on the growing nuclei. Gold(I) thiolate complexes with ammonium cations were useful for our preparative method. We now report the controlled thermolysis of gold(I) thiolate complexes, [R(CH3)3N][Au(SC12H25)2] and [R(CH3)3N][Au(SC6H4-p-R?)2] (R= C14H29, C12H25; R?= C8H17, CH3), under an N2 atmosphere, where the powder of gold(I) thiolate complexes completely melts to afford the precursor liquid and then the liquid gradually decomposes. In spite of no use of reducing agent and solvent, reduction reaction is thermochemically induced to afford novel gold nanoparticles passivated by alkyl groups rather than by alkanethiolate ligands. Figure 1a shows a typical transmission electron microscopy (TEM) image of gold nanoparticles prepared by thermolysis of [C14H29(CH3)3N][Au(SC12H25)2] at 180 °C for 5 h, indicating a controlled growth of spherical gold nanoparticles. As shown in Fig. 1b, these spherical gold nanoparticles display the size distribution ranging from 5 to 50 nm. Although the particle size is larger than that of thiol-derivatized gold nanoparticles (less than 5 nm) prepared by NaBH4 reduction (1-3), the aggregation of gold nuclei is smoothly regulated and the growth of core gold is limited to be 26 nm in average diameter in spite of thermal procedure.

"The classical approach to control rock fall and ravel in open pit mining has been to use catch benches. The width and volume of benches is most dependent on the bench height, size of loading equipment, blast damage to the face and mining regulations. This was compatible with open pit slopes of less than approximately 45 degrees.As our understanding of rock mechanics and blasting control has improved over recent years, much steeper rock slopes can be developed at many open pit mines. However, narrower benches result in less rock fall capacity.The transportation industry has been very successful in using catch fences to protect highways throughout North America and Europe for years. The authors recommend that cable and ring net fences have a potential major application in open pit mining to allow steeper rock slopes with significant economic benefit. This paper outlines the application, design and operation of catch fences in surface mining for specific conditions. Typical case examples are presented."

It's just not possible.Companies, by necessity, are becoming lean and mean, and they are still in the process of reducing staff to meet changing times and conditions. Many of the staff now being released may never return to fulltime work with a single employer, particularly if they cannot measure up to more exacting performance standards and management expectations.There are clear cut instances of people who lose a job for reasons beyond their control. A merger, the loss of function, or a major reorganization sometimes creates casualties of people who were excellent performers. Such people can survive well, based on the tongue of good report and with some help from associates or others. However, even good performers often have difficulty in adjusting to the rigors of finding a new job and to become their own personal salesman."

"It is a widely held view that in the 21st century, the mining industry will be dominated by a relatively small number of large companies, truly global in scope and internationally staffed (Gooding, 1997). Interestingly enough, most of the exploration and exploitation activities are being carried out by junior and major mining companies from common law jurisdictions in civil law countries, in particular in Latin America, where in recent years, the region has ranked first as a destination for exploration dollars, thanks to the reforms undertaken by some countries to amend their legal framework to attract foreign investment. From a lawyer’s point of view, this is where the main challenge lies: how to bridge the gap between the two legal systems.In order to avoid pitfalls, common law lawyers should be more diligent and proactive when dealing with civil law jurisdictions, given the different systems of law, standards, traditions and customs. Common law lawyers cannot be expected to be well-versed in civil law but they should not be completely unfamiliar with it either. A balance should be struck to ensure clients’ needs are professionally taken care of and that common law requirements and standards are met."

"This paper reviews the evolving Ontario mining regime for mining industry-Aboriginal engagement and its apparent alignment with court decisions, domestic law, emerging international norms, mining industry rules, and mining firm-Aboriginal agreements, drawing on publicly available commentary from government officials, the private sector, and Indigenous communities. This paper provides a preliminary analysis of the potential implications of the new regime, especially for the mining industry and Aboriginal communities and, on that basis, discusses possible future developments.RÉSUMÉ Le présent article analyse le régime minier de l’Ontario pour l’engagement entre l’industrie minière et les Autochtones et son harmonisation avec les décisions des tribunaux, le droit interne, les nouvelles normes internationales, les règles de l’industrie minière et les ententes compagnies minières- Autochtones en se basant sur des commentaires, disponibles publiquement, d’officiels gouvernementaux, du secteur privé et des communautés autochtones. "The Tanco pegmatite is located in the Bird River greenstone belt of southeastern Manitoba approximately 160 km northeast of Winnipeg (Figure 1). This pegmatite body was discovered in 1929 and subsequently attempts were made to exploit it for tin by Jack Nutt Mines Ltd. and later in the middle 1950's by Montgary Oil Ltd., who extensively developed but did not produce from, its lithium deposits. In 1966 systematic investigation of the pegmatite as a potential source of tantalum led to the founding of Tantalum Mining Corporation of Canada Ltd. (TANGO) in 1967 and production of tantalum concentrates from the Bernie Lake mine commenced in 1969. Tanco is currently jointly owned by Hudson Bay Mining and Smelting Co., Cabot Beryl co Inc. of Boston, and the Province of Manitoba. (Williams and others 1978, Burt 1979, Burt and others 1982), continued until the end of 1982, when, due to falling demand and prices, operations were suspended.During the 1970's Tanco had investigated the potential of the lithium orebody; carrying our research into both the concentration of the ore and into the production of lithium chemicals. However lithium chemicals were in an over-supply situation, due in part to the production from Chilean brine deposits (Buckley, 1983), and Tanco' s own plans were put into abeyance. The potential alternative market, the direct use of concentrates in the glass and ceramics industry, did not at the time justify the cost of constructing a new plant."

The aim of this work is to clarify the role of microstructure heterogeneity in the initiation and growth of cracks in a lost foam cast A319 for low cycle fatigue (LCF) loading condition. Because 2D analysis fail to establish the scenario of damage events, this study is based on 3D in situ analysis using synchrotron X-ray tomography during LCF test performed at 200°C. If X-ray tomography is now an established technique to study damage development in 3D, its application for relatively high temperature cyclic tests has never been done so far. Initial 3D observations of damage show that the cracks that lead to fracture initiate near large pores and propagate into the hard particles 3D network of the eutectic regions.

Introduction Stamp-Milling and amalgamation is, perhaps, one of the oldest processes of recovering gold from its ores. Many papers, theses, and textbooks have been written on the subject of stamp-milling practice in general, but, to my knowledge, there have been no publications describing the modern stamp-mill as designed, developed, and operated in Nova Scotia. Although it may be said that the gravity stamp-mill is the most primitive, and perhaps the crudest, crushing machine in existence, it is at the same time the most satisfactory all-round milling and amalgamating device yet contrived. Originating in Saxony, and used in North America first in Virginia and Georgia, the stamp-mill, in a primitive form, later found its way to California and Colorado. Here, it speedily developed from an affair of wood shod with iron, and operated with the crudest gearing, to substantially its present form. Briefly, it consists (see Figure 1) essentially of a series of hammers (the stamps), which fall upon a mixture of ore and water contained in a cast-iron box (the mortar). The resulting crushed ore (the pulp) is splashed out through a screen on the front of the box. For some years after the discovery of gold in Nova Scotia, in 1861, the ? arrastra and Chilean mill were used to recover the gold from the rich ores. The stamp-mill followed, and various types were used, principally the California and Gilpin County types. Then, in 1895, Mr. M. R. O'Shaughnessy, one of our foremost amalgamators, conceived the idea of a new type of stampmill, which has since become standard in Nova Scotia gold mines. This mill, unique in its design and operation, is specially adapted for the most efficient extraction and recovery of gold as it occurs in our Nova Scotian ores. It is commonly known as the Underwater Feed type, as opposed to the usual Overwater or Top Feed type, and it may be rightly termed The Nova Scotia Self-Classifying Stamp Amalgamation Mill. It is conceded by experienced mill-men that it is superior to any other type of mill for recovering the very coarse and granular gold typical of the ores of this Province. The particular installation and practice to be described in this paper is that of the Guysborough Mines, Limited, at Goldenville, Guysborough county. Emphasis will be laid on certain operating innovations of extreme simplicity and high efficiency.

"Résumé - Cette étude porte sur l'altération de la matière organique et des argiles dans les boues carbonatés dévoniennes du faciès ""F"" de la Formation de Pine Point et ses équivalents stratigraphiques la Formation d'Evie et l'unité bitumineuse de la base de la Formation de Horn River. La matière organique se compose principalement de bitume solide et de quelques fragments de fossiles (organo­ clastes). La majorité des échantillons ne renferment que de l'illite et des interstratifiées illite/smectite.Si on compare les températures d'homogénéïsation (Th = l00°C) des inclusions fluides de la sphalérite et des dolomites associées à la minéralisation aux températures estimées à partir de la réflec­ tance de la collinite (84°C à ll7°C), l'on ne peut pas conclure à la présence d'une anomalie ther­ mique dans le district minier de Pine Point. De plus, la réflectance des organoclastes n'est pas plus élevée dans le district minier de Pine Point que dans les localités plus éloignées des gîtes. L'analyse des minéraux argileux conduit à la même conclusion : aucune anomalie thermique n'est décelable dans les unités échantillonnées à l'intérieur du district minier de Pine Point quelque soit l'indicateur utilisé.La kaolinite et la matière organique altérée, affichant des valeurs anomales de sa réflectance, se trouve essentiellement en présence de soufre et de sulfures. Cela suggère une origine authigène de la kaolinite et une altération de la matière organique reliées au phénomènes de minéralisation.Abstract- The alteration of organic matter and clays is studied in the Devonian Pine Point Formation carbonate muds, ""F"" facies, and its lateral equivalents the Evie Formation and the biturninous unit at the base of the Horn River Formation. The organic matter is mainly composed of solid bitumen with few fossil fragments (organoclasts). Most samples contain only illite and mixed layer illite/smectite.If we compare the Th(l00°C) from fluid inclusions of sphalerite and dolomites associated with mineralization to the temperatures calculated from the reflectanœ (Ro) of the collinite (84°C to 117°C), we cannot detect a thermal anomaly in the Pine Point mining district. This result is based on the reflectance values of organoclasts from the mining district that are not higher than those reflectance values measured on organic matter (OM) away from the ore deposit. A similar conclusion is reached from the clay study: none of the parameters used allow us to identify a thermal anomaly in the samples from the mining district.The kaolinite and the altered OM showing anomalous Ro values mainly occur with sulfides and sulfur. This association suggests an authigenic origin for the kaolinite and an alteration of the OM due to the mineralization events."

THE Polaris-Taku mine is a new gold property, situated in the far north-west corner of British Columbia. Production was started in November, 1937, at the rate of 150 tons a day, and recently has been increased to 200 tons. The property, which promises to become one of British Columbia's important gold mines, was developed and brought into production in twenty-nine months after work was started on it as a virtual prospect in June, 1935, by Edward C. Congdon and associates. Inaccessibility, extraordinarily complicated geological problems, and difficult metallurgy retarded development of the property before acquisition by the present interests, an::l, in fact, discouraged two companies that had spent substantial sums upon it from continuing development. This paper is concerned with reviewing the development of the property and describing the principal features of the geology, the mining and metallurgical practices, and the equipment employed. "Sustainable development in the mining and metallurgical industrial sectors can be implemented by two distinct groups: the managers and operators of existing facilities, working with industrial processes and systems that have been operating for many years, in some cases, several decades; and those who are engineering and building new facilities or upgrades of existing plants.The focus of this paper is to look at approaches and tools available to bring sustainable development thinking and action to these two distinct areas. The paper will discuss the concept of working with existing facilities and processes to minimize waste and maximize product from a regional raw material/resource consumption perspective using by-product synergy. The BPS concept has been carried out in Texas (e.g., TXI-Chaparral’s STAR), in Calgary, Alberta, with Suncor assistance, in Montreal, Quebec, with Noranda as project leader, and currently in Ontario with Dofasco as industry champion. Successful outcomes are presented. The paper will also discuss a new approach to designing greenfield facilities or upgrades to existing plants using a sustainable development review process. Undertaking the review early in every project can institutionalize the concept of discussing and implementing waste elimination, design for environment, ecoefficiency, risk minimization and community awareness and involvement in the future capital stock. The review process has been developed as an excellent tool for measuring and reporting on a corporation’s sustainable development progress. Examples of how this approach has been adopted in the mining and metallurgical industry, and the resultant outcomes are given."

For the period January 1st, 1942, to January 1st, 1946, the American Bureau of Metal Statistics records the gold production of the world as 118,788,000 fine ounces. If we include 1946 at the same rate as 1945 (26,- 590,000), we arrive at a total of 145,378,000 fine ounces in the past five years . Included in these figures are estimates of Russian output at 4,000,000 ounces per annum for the five years, and 1,300,000 ounces per annum for Korea and Japan. The remaining 120,000,000 ounces represent the aggregate production from official reports of the other gold producing areas of the world, with the exception of the 1946 figures, as noted above. At $35.00 per fine ounce, this represents $5,188,230,000. According to the reports of the Federal Reserve System of the United States, on December 31st, 1941, the monetary gold reserves of the United States were $22,736,- 600,000 (at $35.00 per fine ounce) , while on October 31st, 1946 (latest available) , they had fallen to $20,402,000,000, a decline of $2,334,600,000. Adding this decline to the value of the new production for the five years, we have a total of $7,522,830,000, which has been absorbed by the rest of the world since Pearl Harbour, a rate of absorption of over $1,500,000,000 per annum. This has taken place at a rime when the advocates of purely managed currencies had convinced many people that gold performed no really essential function in the world's economy, and that we could get along perfectly well without it. It was pointed out that gold could not be eaten, it could not clothe our nakedness, it could not shelter us from storms, and, therefore, it was a non-essential, even though it could be used to settle international balances of trade. Apparently, the world as a whole still regards it as preferable to the paper promises of governments, however sound, relatively, they may appear. Actually, we have no way of measuring the true strength of this feeling, because the principal governments of the world have made it legally impossible for their citizens to own gold, except in the form of ornaments.

"Aggregation, i.e., the tendency of particles to cluster, can be expected to influence flotation selectivity. In this paper, a method of measuring aggregation is introduced and used to conduct plant surveys.Aggregation is measured using settling rate and turbidity converted to an aggregation index (AI) where 0 corresponds to most dispersed and 1 to most aggregated over the range of conditions tested, normally pH. Surveys of Cu and Zn flotation stages at four concentrators showed the AI increased significantly above pH 9. The metal ions identified in the process waters, principally Ca and Mg, were tested to determine which might be responsible. The presence of Mg was found to be the most important. In doping tests, Mg was shown to cause significant variation in AI over the pH range of 9 to 12.The impact of Mg was restricted to pH > 9. Over this pH range, Mg forms a range of hydroxy species, including Mg(OH)2 precipitates. An aggregation mechanism associated with these precipitates, electrostatic bridging, is suggested. Possible problems and opportunities in flotation practice arising from the findings are discussed."

"Since 1994, Aur Ressources has operated Louvicourt mine, a zinc and copper mine close to Val d’Or, at a rate of 4300 t/d. Ever since the start-up of the plant, management has encouraged innovative approaches in reliability.The first of three papers will discuss the vibration monitoring program in place. The program will be described and two examples will be given: detection of a rolling bearing defect on a pinion driving the ball mill and identification of wear on the bearings of the flotation cells. Figures on the return on investment and the costs of a monitoring program will also be given.The second article will discuss the lubrication aspect. Since the establishment of a good monitoring and oil analyses, Louvicourt mine decreased its oil consumption by more than 38 000 L/yr. In addition, the company set up an oil regeneration system that restores the original properties of oil.The third article will cover the management aspect. Work organization as well as the management philosophy enabling the employees to push predictive technology to higher levels will be examined in detail. The key elements which made it possible for Louvicourt mine to position itself among world-class companies in the organization of maintenance will be discussed. IntroductionThis article is the second of three on predictive maintenance at the Louvicourt mine operated by Aur Resources Inc. The first article, published in the October 2002 issue, was about vibration analysis for rotating machines. This article describes how lubrication and oil analysis for stationary machines permitted Louvicourt to save more than $150,000 within two years and presents the evolution of the oil analysis program.Louvicourt mine, located near Val-d’Or, Quebec, is a copper and zinc mining and milling operation that processes 4300 t/d of ore and employs 289 people. Production began in 1994. Louvicourt mine is a partnership between Aur Ressources (30%), Teck Corp. (25%), and Novicourt (45%)."

Forecasts prepared by the B.C. Research Council for the National Harbours Board suggest that mineral shipments through B.C. Lower Mainland port facilities will increase more than four-fold, from 6 to about 25 million tons, during the decade 1965 to 1975. The longer term outlook is for a six-fold increase to about 35 million tons by 1985. In 1967, minerais accounted for more than one-third of the total deep-sea traffic tonnage, nearly as much as grain. By 1975, the minerals' share will be about half the total. The principal items are exports of potash from Saskatchewan, and of coal and sulphur from Alberta and British Columbia. Additional exports include copper and other mineral concentrates and propane. Imports are chiefly salt and phosphate rock. Coastal traffic in such items as cement, sand and grave!, and limestone totalled 3.3 mil-lion tons in 1967. They will continue to be of major importance, but do not have the spectacular growth potential of the deep-sea traffic.
