This circular is one of a series of papers on coal mining methods and costs which being prepared by the United States Bureau of Mines for the purpose of making available to those interested in the industry a knowledge of the mining methods employed, the places here mechanical and hand loading are practiced, and coat data on the several operations pertaining to the removal of coal from the working faces and its transportation to the tipple for loading into railroad cars. Mining costs are governed by the relative efficiency of the mining method employed. The method is selected for Its adaptability to the local natural physical conditions such as the nature and thickness of the coal bed, its dip, the character of the coal, and the thickness of the overlying strata.

Thirty-five years ago underground coal mining equipment consisted of simple but rugged machines powered by electric motors and hydraulics. The machines were maintained by maintenance personnel armed with a basic knowledge of hydraulics, electricity, and mechanical design. Over the years the the machine has been transformed into powerful complex mining systems. The maintenance burden has also increased. During this period significant advances have been made in maintainability engineering and system design techniques. Many of these innovations and techniques are applicable to the design of underground mining equipment. The objectives of this project were to; (1) determine the extent to which maintainability design concepts and principles have been applied to the design of underground coal mining equipment, (2) try to assess the impact of equipment design for maintenance on productivity and safety, and (3) develop a maintainability design guideline to enhance the design of new or rebuilt equipment. An equipment design review was completed at ten operational coal mines. Interviews were also conducted with mine management, safety, and maintenance personnel to identify machine specific design advantages and problems. Visits were also made to six original equipment manufacturers to discuss the design of their equipment for maintenance. Volume I presents an overview of the protocol used and a summary of the findings. Volume II includes the maintainability design guide for underground mobile mining equipment.

Eminent domain overview Eminent domain is the power of the Government or a municipality to take property for public use without the consent or acceptance of the owner. Typically, the agency taking the prop¬erty will make an offer, hoping the owner will immediately accept and allow work to begin. If a mutual resolution regard¬ing its value cannot be reached, how¬ever, the municipality will institute a condemnation action in court seeking possion of the property. This is when the problems begin. The power of the Government to take the subject property is limited by Federal and state constitu¬tional requirements to pay "just com¬pensation" for the property. The exact nature of an owner's prop¬erty has been the subject of much debate and discussion. It is generally under¬stood, though, that property is consid¬ered to be "every kind of right or inter¬est, capable of being enjoyed and recog¬nized as such, upon which it is practi¬cable to place a money value" (US vs. 53 114 Acres of Land). A taking, for condemnation purposes, is considered to occur whenever there is a substantial interference with the free use and enjoyment of the property. Rarely is the necessity for the taking ever challenged and more rarely is the taking ever successfully challenged. When a taking occurs, it is not only the fee owner who is entitled to compen¬sation. Every person holding an interest in the subject property will be recog¬nized. Thus, all persons who at the time of taking have a compensable interest in the property will be made parties to the case (Swanson vs. US). Minerals, like all other interests in land, are recognized as property rights, giving the owner the power to dispose of them as he or she sees fit. Thus, the only remaining considera¬tion is only "just compensation." Ex¬actly what "just compensation" is has been difficult to define. Generally, it is that amount of money that will "put the person in as good a position as the per¬son would have been in had the taking not occurred." The owner must not be forced to sacrifice or suffer by receiving less than full and fair value for the prop¬erty. Every element that effects the value of the land and that would influence a purchaser must be evaluated. Courts have employed a variety of techniques to determine just compensa¬tion but have generally relied on market value as the standard for measuring compensation to the owner. The deter¬mination of market value is based on sales, income, costs, and use. These factors have been employed in various ways but can be summed up as: -The highest estimated monetary price the property will bring if exposed for sale in the open market with a reason¬able amount of time allowed to find a purchaser who is buying with knowl¬edge of all the uses and purposes to which it is adapted and for which it is capable of being used. • The amount the property would bring if it were offered for sale by one who desired, but was not obliged, to sell, and was bought by one who was willing, but not obliged to buy. • What the property would bring in the hands of a prudent seller, at liberty to fix the time and conditions of sale. • What the property would sell for in negotiations resulting in sale between an owner willing, but not obliged to sell, and a buyer willing, but not obliged to buy. • What the property would be rea¬sonably worth on the market for a cash price, allowing a reasonable time to affect a sale. (Michigan Standard Jury Instructions). Special consideration regarding mar¬ket value is given when the taking is only partial, rather than complete. An example of this partial taking is when a state highway cuts across the northern half of a parcel of property, leaving the rest behind for the owner. A variety of problems can be immediately seen. In a partial taking, the owner is permitted to recover not only for the property taken, but also for any loss in the value of the remaining property. The measure of compensation for partial taking purposes is generally the difference between the market value of the entire parcel before the taking, and the market value of what is left of the parcel after the taking (Michigan Stan¬dard Jury Instructions). Determining the partial taking value for mineral bear¬ing lands is the difficult issue.

The geologist is often called upon to give judgment on the possibilities of reviving a former mining field presumably worked out as far as the evidence then available indicated. From time to time, scarcity and consequent high prices of metals has led to there-examination of many old fields. The possibility of resuming investigation on them where the practical miner ceased work, even where he had the aid of the trained geologist, has long since disappeared.Means of access to mines have been removed and water fills the workings. Hence an indirect mode of attack becomes essential.This method depends mainly on past history, and may be described as a reaching out by faith supported by shrewd guessing from the known to the unknown. Apart from whatever general intelligent observations may be made in situ of the evidence of former mining activity, the method depends largely on the examination of the past history of the field as revealed in the official records, company reports, plans of underground workings, local newspaper accounts, and the testimony of practical miners formerly employedon the field, the' reliability of which has to be carefully sifted. The matter derived from the examination of these sources must next be rigorously collated and correlated where possible. When the review of all individu!1l features and aspects has been completed, tentative and speculative conclusions may be drawn which, though not verifiable before the event, will usually prove to be more serviceable guides in exploratory operations than mere "blind stabbing."As an actual illustration of what is involved in the mode of procedure outlined above, the following is the description of an investigation in which the writer took part.In 1937, during the course of the Commonwealth Aerial, Geological and Geophysical Survey of Northern Australia, a detailed geological investigation was undertaken of the Croydon gold field, situated near the south-eastern. extremity of the Gulf of Carpentaria in North Queensland.The history of the field briefly is as follows: It was discovered in 1885, reached its peak of production 1896, declining thereafter till 1906, when operations ceased. The total production was about 1,000,000 ounces of gold bullion, containing approximately 40 per cent. of silver. The gold bullion was won from flat-dipping quartz reefs, which yielded an average of 2.oz. to the ton, and the maximum depth to which production occurred was 500 feet. Subsequent prospecting below this depth failed to locate further ore.In consequence of the inaccessibility of the mines and the almost total masking of the' surface by alluvium, the investigation of future possibilities became largely an. office ,study, which was conducted under the following headings:-1. The pipeline transport of paste, backfill or thickened tailings slurries is an important component of the tailings disposal process in many mines around the world. These mixtures contain significant fractions of fine (clay) and coarse (sand) particles, causing them to exhibit non-Newtonian flow behaviour and high frictional pressure gradients. There is often economic incentive to operate these pipelines in the laminar flow regime. Irrefutable evidence has shown that coarse particle settling can occur during the laminar flow of these slurries even when static settling tests show no indication of such behaviour. Previously, a ?rule-of-thumb? minimum frictional pressure gradient of ~1.5 to 2 kPa/m was suggested to ensure effective sand transport, based on the results of tests conducted using viscous Newtonian oils. In this paper, we examine the results of laminar flow tests of non-Newtonian, coarse-particle laden slurries conducted with pipeline loops of 50, 100, 150 and 250 mm in diameter. The results indicate that the ratio of the mean wall shear stress to the mean surficial particle stress is a better indicator of laminar flow settling tendency than frictional pressure gradient.

Probably no other country or coutinent has so many rich deposits of various different minerals as Australia. Long ago in the days of my boyhood in the old land the marvellous discoveries of high percentage copper at Burra Burra, Peak Downs, Yudanamutana, and other mines, was one of the principal themes of conversation in mining circles whilst the specimens of malachite, azurite, etc, brought home by returning miners were the admiration of my boyish eyes.Later on the WalIaroo and Moonta mines still further helped to heighten the reputation of Australia as a copper-producing country. During the 21 years that the writer has been resident in the Australian colonies, other mineral deposits have sprung into prominence, and with a Mount Bischoff for tin, a Broken Hill for silver and lead, and a Mount Morgan for gold, Australia can now boast that it has had within its borders the leading mines of the world, in four different minerals, and still at least maintains that pre-eminence in gold, silver and tin. To the miner from the old land, Australian mining is at first a revelation and a wonder. In very many instances he looks in vain for the regular strike and dip of the veins he has been accustomed to'Smooth hanging and foot alls are often wanting. 'Huge irregular deposits, like those mentioned above, viz., Burra Burra, Mount Bischoff, Broken Hill, and Mount Morgan, are mysteries that will take time to fathom-if, indeed, they are ever thoroughly understood and in many a smaller deposit there is much to interest alike the professor in the college and the miner in the mine.

In experiments for the production of steel the principal problem has always been the introduction into, or removal from, the iron of a definite quantity of carbon. Although the solution of this problem had engaged a more or less blindly and empirically directed effort for a long time, it was only with the development of analytical chemistry that the rôle which carbon plays in the constitution of steel was disclosed in its full significance, and that many of the problems confronting the steel-maker were thereby more clearly defined than before. For a long time, and to a certain extent even to this day, the percentage of carbon in steel has been the controlling means of deter mining its quality and hardness. In many cases the percentage of carbon alone has been relied on for judging large consignments, such as the large deliveries of wire-billets and blooms to America during the past twenty years; and though to-day the influences of the other constituents are recognized and many other considerations are taken into account, and though, moreover, some special steels, such as the Hadfield manganese steel, apparently dispense to a certain extent with the assistance of the carbon, yet fix our Bessemer, Thomas, Siemens and crucible steel the carbon still remains one of the most important constituents, and I venture to say it is indispensable. In order to produce in the Bessemer converter a steel of a certain required percentage of carbon, two methods, as is well known, present themselves. By the one the decarburization process is stopped when the desired carbon limit in the bath has been reached ; by the other the bath is completely decarburizecl, and then a calculated amount of carbon added in the form of spiegel, ferro manganese, etc. In Germany the latter method only was adopted, and it was retained when the Thomas-Gilchrist process for the production of low-Phosphorus steel from high-phosphorus iron eame into use, since from the nature of the new process complete decarburization is neces-

Large volumes of tailings are produced annually by the goldmining industry of Western Australia. This material ishydraulically discharged into large storage facilities usingsub-aerial deposition methods. Much of the gold comes fromhighly weathered rock, resulting in tailings with significant claycontents. Consolidation of these materials can be very slow,particularly if occurring under the effects of self-weight alone.To optimise the consolidation behaviour of the tailings, disposalstrategies can take advantage of the effects of evaporation byallowing each tailings layer to dry before the next layer isdeposited. In the last 20 years, much of the gold processing inWestern Australia has utilised saline groundwater. As the salinetailings dry, the surface will develop a thin salt crust. Laboratorytests have shown that these crusts can drastically reduce thesurface evaporation, adversely affecting the behaviour of thestorage. This problem has been the focus of an extensive researchprogramme, with the objective of obtaining a fullerunderstanding of the mechanisms controlling the coupledconsolidation and evaporation behaviour of saline gold tailings.Part of this study involved site investigations of a wide range ofstorages to ascertain their current states. Methods of gainingaccess to the tailings following deposition were developed.In situ testing and high quality sampling were conducted on each storage and samples returned to the laboratory for analysis. These investigations have enabled full characterisation of the storages to be accomplished. Examples of data are shown herein and the implications of the results are discussed.

To preserve Washington Group International's quality of service in the mine operations area, the company has established a Supervisor Training Program to provide all levels of supervision with the required skills to meet objectives and guarantee consistent, excellent performance for each of our projects. A need developed to establish this training program internationally. The first international training session was held at the APEX San Cristóbal Mine in Bolivia. This paper discusses the program’s development, execution, results, and lessons learned with an emphasis on multicultural environments.

Elemental carbon (EC) is used as a surrogate for regulating the exposure to diesel particulate matter (DPM) of underground metal/non-metal miners. EC was chosen as a surrogate because EC is selective to DPM and is a major component of DPM. Using EC as a surrogate also gives one the advantages of no sampling artifacts and being able to sample at all locations in the mine. Currently, EC represents DPM well in underground mines. Some control technologies have been shown to possibly alter the relationship between DPM and EC and characteristics of DPM. Therefore, future work will investigate the relationship between DPM and EC as new control technologies are implemented.

Good morning ladies and gentlemen, and may I thank you for inviting me once again to address your conference. I would first like to welcome you all, especially international delegates and conference speakers. ItÆs a pleasure to be with you all and I hope that you have the time to enjoy the many beautiful sights that the Coromandel and Bay of Plenty have to offer.   Holding your conference in Waihi is particularly apt, especially bearing in mind the conference theme û 'Mining in the Community'. There can be few venues in the world that can boast a world class gold deposit of the likes of Martha Hill located right here in the centre of a rural service town. ItÆs a deposit that has a mining history active now in its third century and that to date has yielded some 7.5 million ounces of gold and 50 million ounces of silver. I doubt that when John McCombie and Robert Lee discovered gold at Martha Hill in 1878 that they had any inkling that their endeavours would be the foundation for a mine that would become such an inseparable part of the economic and social fabric of Waihi for the next 130 years.   This is now my fifth appearance at a New Zealand minerals conference, I especially value such occasions as it allows me to comment on your industryÆs performance over the past year, share my thoughts on matters affecting your industry, and also to give you some feedback from central government.

A table of factors for rapid, accurate calculation of the volume of pure helium in cylindrical steel containers, at base conditions of 14.7 psia and 70° F, is presented. The table covers a pressure range from 10 to 10,000 psin in 10-psi increments and a temperature range of 0° to 120° F in 2° increments. The volume of helium is calculated from the observed pressure and temperature of the helium, expressed as a factor from the table, and the known internal volume of the container. The calculation requires a single multiplication. A discussion and evaluation of the accuracy obtainable and a derivation of the formula used (which takes into account compressibility of helium, thermal expansion of steel containers, and the stretch of steel due to internal pressure) are presented. An example showing how the table can be used is given also.

The single track North Strathfield Rail Underpass (NSRU) consists of a dive structure either end of a 148 m long driven tunnel skewed under three live railway tracks. The tunnel is 8 m high, 9 m wide, with a horseshoe profile, excavated by full face using a road header. Ground cover varied between 2.5 m to 3.5 m. Settlements were 5 mm to 15 mm (the latter due to a dyke). A one pass synthetic fibre reinforced shotcrete lining was installed (no lattice girders or steel sets were used). A system of automated robotic total stations was used to provide real time monitoring of the rail track and associated ground formation. THE Metal Sales Department, with offices in New York, is responsible for the sale of the Company's products, with the exception of gold and coal. At present the department handles the sales of lead, zinc, silver, antimonial lead, , cadmium, bismuth, arsenic trioxide, and tellurium; gold is shipped direct to the United States Mint and coal is marketed by United States Fuel Company's own sales organization. The department keeps in close touch with the metal markets and collects information on marketing conditions, which it makes available to other departments of the Company. The electrolytic lead produced at the U. S. S. Lead Refinery, Inc., is a high-uality product marketed as corroding grade under the "U. S. S.-ELECTRO" brand. It is largely sold to manufacturers of paints, pigments, lead oxides, and storage batteries.

Solid oxide galvanic cells, of the type: Pt,Ni-NiO | Solid electrolyte | O(metal),Cermet,Pt, were used to measure the activity coefficient of oxygen in liquid Cu at 1 100 and 1 300°C and in Pb at 1 100°C. Similar cells were used to study the activity coefficient of oxygen in the whole range of Cu + Pb alloys at 1 100°C and in Pb-rich alloys at 900 and 750°C. The results obtained are discussed in terms of proposed solution models. An equation based on the formation of 'species' of the form M(2)O in solutions of oxygen in binary alloys is shown to fit the experimental data

Chemical states of fluorine in CaO-SiO2-CaF2glasses in a composition range of CaO/SiO2=0.5?1.3 and 5?25 mol%CaF2have been investigated by 19F solid-state NMR with and without MAS. The isotropic chemical shifts of the glasses are close to those of cuspidine crystal (59.4 and64.3 ppm with respect to C6F6) and CaF2crystal (58.6 ppm). The fluoride ions are coordinated with four or less than four calcium ions in this composition range. The chemical shifts move to the lower frequency with an increase in the CaF2content, whereas those are not affected by theCaO/SiO2ratio. The ionic distance between calcium and fluoride ions increases with an increase in the CaF2content. The chemical state of fluorine is not disturbed by the degree of polymerization of the silicate network. Comparing the MAS and static NMR spectra, the second moment attributed to 19F-19F dipole-dipole interaction has been estimated. The values of the glasses range over 3.1?7.3107Hz2andthose are larger than the calculated value of cuspidine crystal. This indicates that fluoride ions form Ca-F clusters in the glasses and that the size of clusters increases with increasing the CaF2content. ONE of the most unusual oil field engineering accomplishments of the past two years is the development and rapid advance in the directed drilling of wells. Directed drilling as referred to herein is the controlled steering of the drill stem in the required direction to a given location in the oil sand. The deliberate drifting of holes is an act so far removed from what has been considered good drilling practice that all of the old questions of correlation, drillability and production difficulties are revived. Only a few years ago, during the boom days of Seminole and Santa Fe Springs, the crooked-hole problem, as it was then called, occupied a primary position among the topics of the day in the fields of California and the Mid-Continent. The need for onsite gas monitoring during, or following, a major incident at an underground coal mine has long been recognised. Recommendations from inquiries following Queensland mine disasters have included ?qualified persons and equipment for rapid analysis of gas samples be available in times of emergency? and that ?this may be accomplished by either mobile laboratories or laboratories established in each mining locality.? Following the Moura No. 2 disaster, the Queensland Government allocated funds to Simtars for a mobile laboratory to respond should such a disaster occur again in the future. This vehicle was commissioned in 1997 and has been used at many mine sites under a wide range of scenarios. Simtars, armed with over ten years of operational experience with this mobile laboratory, has taken an active role in the design and construction of a modernised replacement unit. With a twenty point tube bundle system and ultrafast gas chromatograph the result is, arguably, the best equipped mobile gas analysis laboratory for mine emergency response in the world. This paper outlines the features of the new laboratory, its capabilities and the philosophy behind the design and inclusions.
