The success of the heap leaching process for extracting precious metals from low grade ores in many cases depends on successful agglomeration of clay fines. This paper relates the development of a new agglomera­tion agent, named Leachit, that has demon­strated an ability in some ores to decrease leaching time. Data from a commercial test­ing laboratory is presented to illustrate a comparison of leaching efficiencies with other agglomerative agents, such as lime and portland cement. Conclusions will point out certain advantages of Leachit to the heap leaching gold recovery industry.

ACTIRED is a new process for gold and silver elution from activated carbon based on the addition of hydrazine, needing no extra investment and which generates a systematic increase in elutions kinetics. This paper presents a theoretical tool used to analyze gold recovery problems at Dee Gold Mining Co. The first step in addressing the problem was realizing that lower gold extraction was linked to high silver grades, and could not be correlated to either the carbonaceous or sulfidic content of the ore. Analyses of metallurgical testwork, blasthole, and mill recovery data demonstrated that decreases in gold extraction correlatP� well to increases in silver extraction. Figure 1 illustrates this for 1991 mill operations. This was the starting point for the work described in this paper.

Regarding the March 1991 ME technical paper by De Souza and Moore: For more than a decade since my February 1981 article on how to use modern metric, which SME-AIME had decided to do, I have monthly pointed out metric errors to the editors. In part, I do this because there has been no action to al low editors to fix figures and tables or to allow them to require authors to do so. The latest resulting atrocity provokes this discussion of vibrating drill handle units being stated in decibels.

An integrated steel company is an industrial complex ranging from raw materials mining, through pyrometallurgical smelting and refining, and hot shaping, to product finishing and coating. Within this complex is a great variety of operations which use vast quantities of water, and a variety of water uses which can result in pollution of many different types. The industry has recognized most of its problems for some time, and has spent a great deal of money and effort in reducing and eliminating pollution. A recent survey by AISI showed that the industry has spent, within the last 15 years, two hundred forty millions of dollars on water pollution control, and has authorized spending eighty-seven millions more on this type of non¬productive facilities. While much still remains to be done, I think the record to date is one we can be proud of. In this presentation, we will attempt to outline a number of the water pollution problems encountered in an integrated steel company and to show what types of corrective action have been and are being taken, using Jones & Laughlin Steel Corporation as an example.

It is shown that dewatering of fine coal particles (D50 = 21 µm) is enhanced near the point-of-zero-charge. The coal surface is modified by the addition of copper ions and by adjusting the pH to precipitate surface-active metal hydroxy species, which promote agglomeration and produce low-moisture cakes. Filtration kinetics data are used in calculating filter cake parameters from an integrated form of Darcy's law. The influence of copper ions and pH on filter cake parameters and the correlations among them are presented.

ERIC GUTIERREZ: With that, we'll go ahead with the final speaker of the day, Andrew Neale. Andrew has a master's of science degree in mineral processing from the University of Alberta. He worked at the Falconbridge in Sudbury area, also at Brenda Mines, and then he became part of the Brenda Process Technology group in British Columbia. He joined Freeport in late 1993 in Indonesia, and was involved in process control and automation. He is now the senior manager of metallurgy in New Orleans. He's responsible for designing Freeport's new 100,000-ton-per-day expansion concentrator, which is currently being commissioned. Please welcome Andrew. ANDREW NEALE: With the ongoing explosion in digital computing power, there seems to be no limit to what can be modeled, simulated, and controlled in the mineral processing plant. However, at each stage of development of a control system, it is necessary to complete a cost-benefit analysis for justifying the move to a higher level of control. Incremental improvements in plant performance, while often significant, must be weighed against the costs of implementation and long-term maintenance. This presentation will provide examples of what the author believes are misplaced or misguided process control efforts and make a case for the KISS principle as applied to process control.

INTRODUCTION Rapid transit systems involving near surface tunneling in hard rock are becoming more numerous, especially along the northeast corridor of the East Coast. Tunneled systems are under construction in Washington, D.C. and are being planned for Atlanta, Buffalo and Baltimore. Near surface tunneling is defined for this paper as being that in which the crown is 100 feet or less below ground surface. For Rosslyn Station, the total cover ranged from 52 to 70 feet. The rock cover, however, ranged from 40 to 50 feet which is slightly less than the station height and about two-thirds of its width. Rosslyn Station (Fig. 1) is the only station excavated completely in hard rock in the Virginia portion of the 98.5 mile Washington Metropolitan Area Transit Authority's (WMATA) rapid transit system. The station site, oriented in a north-south direction beneath a main thoroughfare and flanked by multistory office buildings, was fixed by the need to serve a dense population center at a specific location and geologic conditions were a secondary consideration in siting. There was no previous underground rock excavation in the Washington Metropolitan Area of the size and scope of Rosslyn Station that offered a practical case history guide to the geologic conditions and excavation problems to be encountered. GEOLOGY The regional geology of the Washington Metropolitan Area is divided into two physiographic provinces by the northeast trending Fall Line (Fig. 2). INTRODUCTION Typically, uranium mills produce slurred tailings which are transported by pipeline to a tailings impoundment. The slurried tailings contain about 250 solids (75% liquids) by volume and, depending on the milling process, have a high or low ph. Despite decanting water from the tailings pond and losses by evaporation and seepage, Staub (1978) estimates that for lined impoundments over half of the input water is stored in the tailings. As long as the impounded tailings remain in a loose and saturated state, potential hazards exist and include potential for short and long-term seepage from the impoundments and the potential for large scale release and movement of liquified tailings should an embankment fail. The breach of an earthen dam on July 16, 1979 at Church Rock, New Mexico, and the subsequent release of 100 million gallons of water and liquified uranium tailings, underlines the potential hazard. Loose saturated tailings also have a high potential of liquefaction during earthquakes (Charlie and Wardwell, 1979; Martin, Finn and Seed, 1978; and Mittal and Morgenstern, 1976). If the tailings could be dewatered, the liner's integrity would become less critical, longterm seepage and settlements would be greatly reduced. In addition, the potential for tailings liquefaction from an embankment failure or earthquake would be greatly reduced. This paper reviews the concept, criteria, and design of various proposed interior drainage systems to dewater the tailings after deposition. ADVANTAGES OF INTERIOR DRAINAGE The primary purpose of interior drainage systems for uranium mill tailings impoundments is dewatering the tailings as rapidly and as thoroughly as possible. The expected benefits of this new technology are: • Reduction of potential seepage losses by decreasing the hydraulic head. • Reduce earthquake liquefaction potential of the tailings by inducing non-saturated conditions and/or lowering the water pressure. • Reduce the potential for large-scale release and movement of tailings should an embankment fail. • Stabilize the tailings to permit early reclamation. • Recovery and potential recycling of tailings liquid. • Inhibiting long-term seepage out of the impoundment by inducing nonsaturated conditions to provide capillary suction in the tailings.

With the construction management team established and a full funding agreement secured the Washington Metropolitan Area Transit Authority (WMATA) now has the manpower and the financial resources to continue Metrorail construction into the 1990's. This paper describes WMATA's new role as construction manager after the transition from Bechtel Associates and gaining the full funding agreement with the Urban Mass Transit Administration (UMTA) and regional governments to complete 84.7 Metrorail miles (136km). The authors review the most recent station and line tunneling projects. WMATA's contractors have employed the state of the art soft ground and hard rock tunneling equipment and methods - an earth pressure balance TBM, a closed face TBM, and the New Austrian Tunneling Method (NATM). In final, the paper previews future underground work to be let under the funding agreement.

This paper deals with the basic mining engineering program required by all accredited engineering schools and the specific way the Pennsylvania Scare University presents and builds upon them. The manner in which these concepts provide the student with the necessary tools to function as a mining engineer in me realm of industrial minerals extraction is discussed.

Results of in situ investigations are discussed providing comparisons of rock mass deformability measurements by three methods: 'petite sismique' technique, the Goodman borehole jack and flat jacks. The tests were performed in exploratory tunnels constructed for site characterization purposes of an underground hydro-electric scheme. Due to the large number of data (41 petite sismique measurements, 45 Goodman jack tests and 19 flat jack measurements), it was possible to evaluate thoroughly the testing techniques employed. The purpose of this paper is to indicate the problems encountered in the interpretation of the results and to offer suggestions for selecting in situ tests. INTRODUCTION In situ tests are expensive and time consuming but they are an important aid in tunneling applications since they can provide deformability data of rock masses in contrast to rock material characteristics obtainable from small laboratory specimens. Some in situ tests are relatively easy to perform but their reliability may be in question unless a comparison of the data obtained by several different test methods is possible. Although many in situ techniques are available for determination of rock mass deformability (1), those more convenient to use are the Goodman jack, flat jacks and 'petite sismique. These methods are considered convenient because the Goodman jack is a borehole device; flat jacks can provide not only deformability data but also information about the stress field around excavations; while 'petite sismique' is based on seismic refraction surveys. Accordingly, these three methods have been selected for comparison.

It is well recognized that machine type and machine characteristics play vital roles in the successful application of froth flotation in mineral processing. Since the early 1900s, a multitude of machine designs have been and are still being introduced in an attempt to improve flotation efficiency. Machines based on mechanical agitation have been the most dominant in industrial practice. However, in recent years there has been a growing interest in pneumatic flotation units because of their claimed simplicity, low cost, high throughput and good metallurgical performance. This work was carried out to assess the effectiveness of pneumatic flotation on a magnetite ore. The method was applied using a prototype pneumatic flotation device that utilized a suitable nozzle for bubble generation. Important variables of the process were examined and optimized, including the nozzle size, air flow rate and froth thickness. Further tests were conducted to determine the influence of frother dosage and to explore the improvements that could be made on concentrate grade and recovery by cleaning and scavenging. Under the best test conditions, an iron concentrate was obtained with a grade of 66.4% Fe and a recovery of 97.7%. Particularly, the recovery was superior in comparison to that of mechanical flotation. This was attributed to the ability of pneumatic flotation to create and maintain a relatively thick froth layer.

Geologic constraints on mining and recoverability include the following: coal seams too thin or thick for conventional mining methods; coal seams with insufficient stratigraphic separation; unstable roof or floor strata; discontinuous or lenticular seams; coal seams that have high dips or are intensely faulted; water problems due to proximity of aquifers; and coal quality problems such as excessive sulfur, ash, chlorine, sodium, etc. The demonstrated reserve base for western coal of 220 billion tons is considered misleading as it does not adequately incorporate the above parameters in estimating procedures. Current reserve base estimating procedures involve an abstraction of data from generalized resource estimates. The authors believe the reserve base should be determined independently beginning with well-known deposits, with all mining and recoverability constraints fully incorporated.

Lornex Mining Corporation operates an open pit porphyry copper mine in the Highland Valley southwest of Kamloops with a rated capacity of 43 500 TPD (48,000 TPD). It went into production in April 1972. Its concentrator consists of two grinding and flotation circuits in parallel each composed of a 6 000 KW (8,000 HP) 9,75 m (32 foot) diameter by 4,724 m (15'-6") semi-autogenous primary mill feeding two 3 000 KW (4,000 HP) 5,029 m (16.5 foot) diameter by 7,01 m (23 foot) secondary ball mills each feeding a bank of flotation cells. ,The original tailings system picked up the tailings from the flota¬tion circuits in a concrete collection box in the mill and carried the 36% solids density by weight slurry 488 m (1,600LF) through a 1100 mm (42 inch) diameter wood stave pipeline on a .46 percent slope to three 99,06 m (325 foot) diameter center drive thickeners. From the collection box under the thickeners the tailings line con¬sisted of three sections, carrying 50% solids density slurry. The first section consisted of 1460 m (4,800 LF) of 910 mm (36 inch) asbestos cement pipe for gravity flow from the thickener under flow elevation of 1252,4 m (4,109 feet) to the first pump station at elevation 1207,6 m (3,962 feet). Eight concrete drop boxes were used to limit the maximum slope on the pipeline to 0.5 percent.

"INTRODUCTION Successful management of megaprojects, meaning delivery within budget, on time and according to expectations, is a fundamental requirement. Many projects have been successful, some have not. This paper reviews megaprojects1, drawn from the author’s projects over the last 50 years, with “lessons-learned” and a summary of recommendations that, if implemented, would improve megaproject management and delivery. Characteristics of these projects are summarized – including outcomes related to key factors such as politics, management, organizational structure, contracting methods, cost estimates, risk and other elements. The projects include the Washington D.C. Metro, Boston Southwest Corridor, LA Metro, Toronto Rapid Transit Expansion Program, BART San Francisco, MARTA Atlanta, London Underground and the Washington State Highway megaprojects – including the SR520 Floating Bridge and the Alaskan Way tunnel. Other projects that illustrate successful, innovative management and contracting methods include the Madrid Metro (low-cost delivery), the Sydney Northside Storage tunnel (outturn cost, alliancing) and the Lake Mead tunnel (working in partnership, risk management). KEY ISSUES A characteristic of megaprojects is that their complexity increases exponentially with size (Reilly 2010, Galloway et al. 2012). These projects are very visible politically, have many stakeholders who must be satisfied and generally span many years and political election cycles. To be successful they must meet expectations, function efficiently, and be delivered under, at or close to budget and schedule. There is a widely-based perception that large, complex projects are always delivered late, over budget and with problems. Specific examples include projects such as Tren Urbano in Puerto Rico – $1.28 billion over initial budget (+133%), the Silver Line Transitway Project in Boston – $286 million over budget (+90%), the London Jubilee Line Transit Project – 2 years late and £1.4 billion (+67%) over budget, the Channel Tunnel Rail Project – £3.7 billion (+80%) over budget, Denmark’s Great Belt Link rail and road link (54% over budget), the 2003 Woodrow Wilson bridge tender in Virginia (72% over estimate) and Boston’s Central Artery Project – several billion (perhaps 100%) over what would have been a realistic initial budget and years late (Reilly 2001c, 2004a; Salvucci 2003)."

In 1988 a major exploration program was undertaken to determine the characteristics of the rock and soil for a 7.6 m diameter sea outfall tunnel beneath Boston Harbor out into Massachusetts Bay. The diffuser discharge location had been mandated by the EPA to a 10 sq. km area of seafloor connected to the proposed Deer Island Treatment Facility by a 14.5 km tunnel corridor. Geophysical surveys, deep rock borings, and laboratory testing, provided the information for the conceptual design. The program identified the range in material types and parameters to prove feasibility of a TBM driven tunnel and to locate the optimum alignment and depth.

Little faith can be placed in a coal resource estimate without a clear understanding of the estimate's accuracy. Different types of coal resource estimates require different levels of accuracy. Prospecting surveys typically are done with widely spaced boreholes, while a much higher level of accuracy is required for mine design. Either way, a measure of the accuracy clearly indicates the level of confidence that can be placed in the results of the estimate. Geographic information systems (GIs) are becoming a commonly used tool for resource estimation because they not only provide a database management platform but also the graphical capabilities to visualize resource characteristics. interpolation methods used commonly in these resource studies do not typically provide a quantitative answer to the question: "How accurate is the estimate?" By comparing localized measurements at multiple locations to the interpolated thickness distribution used in a resource estimate, a quantitative analysis of accuracy can be obtained. The technique is demonstrated with a case study from Central Appalachia.

Production at Freeport Indonesia's Ertsberg open pit copper-gold mine started in 1972 at a rate of 7.5 kt/d (8270 stpd). Mill throughput remained at that rate for several years until the discovery of the Ertsberg East (GBT) ore body. This discovery prompted three succes¬sive expansion stages from 1981 to 1988 that boosted production to 20 kt/d (22,000 stpd). In 1988, the discovery of the huge Grasberg porphyry copper deposit launched an era of much larger expansions. The first of these was the installation of a fourth primary mill in 1989 that increased throughput to 32 kt/d (35,270 stpd). That was followed by an expansion of the crushing and screening plant and in 1991 the addition of a new south concentrator to bring production to 57 kt/d (62,830 stpd). The addition of a primary ball mill and the changeout of the original Denver flotation cells in 1993 brought production to its current level of 66 kt/d (72,750 stpd).

American Barrick Resources Corp. has come farther, faster in the last 11 years than any mining company in recent memory. Acquisition of Lac Minerals Ltd. in August 1994 now makes Barrick the largest gold producer in the world outside South Africa. In terms of market capitalization, the company is the world's most valued gold producer. American Barrick's 28.3-km2 (7000acre) Goldstrike property on Nevada's Carlin Trend, the primary engine for past growth, was purchased in 1987 for $62 million. Regarded as an attractive exploration target, Goldstrike instead propelled American Barrick to the front rank of world gold producers. In 1993, the company produced 50.75 t (1,631,988 oz), 44.78 t (1,439,929 oz) from Goldstrike. Reserves on the property totaled 905 t (29.1 million oz) at the end of 1993, the largest in North America.
