During much of the 1970s and 1980s, world metal consumption grew more slowly than during the 19505 and 1960s. The slowdown contributed to surplus capacity and low real prices because actual consumption was consistently less than expected as new mining and mineral processing capacity came on stream. Over the last year or so, however, world metal consumption has picked up noticeably, raising the question, Has metal demand returned to the long-run growth rates more typical of the 1950s and 1960s than of the 1970s and 1980s? This paper examines this possibility and, more generally, assesses the factors that will shape demand for the major metals over the longer term. TRENDS IN METAL CONSUMPTION The extent to which metal consumption has recaptured the brisk growth rates typical of the 1950s, 1960s, and early 1970s is shown in Figure 1. This figure traces the consumption of crude steel, primary aluminum, refined copper, refined lead, and refined zinc between 1960 and 1987 for the western world, consisting of the OECD countries (including the United States), and the developing countries. Consumption increased in 1987 for all five metals, and preliminary data for the first six months of 1988 suggest even more substantial increases, at least for the United States (U.S. Bureau of Mines, 1988). However, Figure 1 also shows that the recent increases in consumption are not untypical of similar surges during earlier periods of economic expansion and thus may reflect only cyclical or temporary factors. In short, the available data are unable to provide a clear indication of whether recent increases in metal consumption reflect the beginning of a new era of faster growth or simply a cyclical and temporary upturn associated with the expansionary phase of the business cycle. Consequently, to pursue this issue, we are forced to examine the underlying forces that will shape metal demand trends over the next decade. The approach we have taken involves two steps. The first examines the prospects for overall economic growth. The expectation is, the faster the economy expands, the faster the production of metal-containing goods grows.2

Large open pit mines in desert climates, such as the Phelps Dodge Morenci copper mine in Arizona, can create groundwater cones-of-depression of considerable size and :ability. The hydraulic containment provided by the groundwater depression prevents migration of process solutions into the surrounding regional aquifer. Copper leach operations that fall within the groundwater depression may not require costly lining if passive containment can be demonstrated. An approach is presented in this paper that was successfully used to demonstrate passive containment. The approach includes a combination of groundwater modeling and a water balance analysis of leaching operations failing within or immediately near the open pit.

Evidence has accumulated indicating that cultural change toward safer workplace behaviors is beginning to occur systematically in the coal industry. Through a range of programmatic mining company successes, enforcement and litigative actions, economic responses to competition, and integrated efforts by federal and state agencies, a broader participation of safety and training professionals is being achieved to address prioritized workplace problems at mines. Small steps in workplace-related improvements have been realized already, but the trends in industry safety statistics, coupled with focused programmatic initiatives, indicate that more definitive and systematic steps are occurring to improve safe behavior in the workplace routinely.

But the phenomenal numbers thereof, who have approached, settled, and been born in California in the past twenty-five years, are such a problem as to be a novelty in the broadest sense of the word. California, with less than 7,000,000 people in 1940, and over 19,000,000 in 1966. In 5 1/2 years, (1960-65) the southerly 14 counties of California, which together comprise one-half the land area of our state, had an increase in population greater than Colorado, or Arkansas, or Oregon, or any one of 19 other states.

One of the key operations in any milling circuit is grinding. Over the last two decades, large diameter Semi-Autogenous Grinding (SAG) mills have become the preferred primary grinding mills. The drive systems became more complex as the size of the mills became larger, during which time operating and design experience for SAG mill accumulated. Considerable reliance is now placed in power electronics to provide flexibility in SAG mill operation to meet the demands of lower operating costs. Whereas earlier most SAG mills were designed to operate at fixed speeds, present day SAG mills can operate at a fixed speed or variable speed through the use of an AC synchronous motor or DC motor. However, this flexibility comes with an increase in capital and operating costs. Since the capital and operating costs of a project directly affect the project's rate of return, the selection of a SAG mill and its drive system should depend, in part, on the impact that the extra cost makes on the project. This impact can be measured by performing an economic analysis based on Net Present Cost (NPC) calculations. Although the NPC calculation is an important factor in the grinding mill selection, other factors such as reliability of mill drives and power source are important elements in the decision making process. This paper examines how the NPC calculation, plus reliability and power source, influence SAG mill selection.

This paper describes practical applications of lineal" programming techniques to help in the planning of production, transportation and shipments at different coal mines. The models are being used by Cyprus Coal Company in eastern and western operations to plan coal production, economic dispatching and blending over variable time horizons. In addition, where a preparation plant exists, the models establish the amount of washing required to meet specific coal sales qualities. The emphasis on this paper is on model development and implementation together with a system to track coal flow and qualities, either raw from the mines to the loading facilities 01" processed through a preparation plant.

Introduction The 150 MW circulating fluidized bed (CFB) power plant described in this article is the product of recent Bechtel experience in the industrial power and steam market, where the economic feasibility of fluidized bed projects has been proven. The ability of CFB boilers to burn low grade fuels makes it possible to burn low ranking coals or coal wastes. These include anthracite culm, coal mine rejects, and coal wash-plant-waste slurries. This article also addresses the impact of fuel characteristics on plant design. This includes solids handling, steam generation, sulfur capture, and auxiliary load requirements. The uncertain economic environment in which utilities must now operate has shifted the industry's interest away from large, base-loaded generating units to small, more versatile installations. Utilities now consider purchasing new generating capacity in smaller increments and staging its deployment to correspond with demand increases. In this way, they lower their risk in the increasingly hazardous art of long-range load forecasting. This strategy has many advantages. Multiple, smaller units have inherently greater turndown capability and better availability than a single larger unit of the same size. In addition, the smaller units will each have better cycling capability. And, with CFB combustion, the smaller units will have greater fuel flexibility. General plant description The 150 MW powerplant described here is a grassroots CFB unit. Fluidized bed technology differs from conventional combustion techniques. With CFB, solid fuel, together with inert material such as sand, gypsum, limestone, or ash from the fuel, is kept suspended in the combustion chamber. This is done by using the action of the fluidizing air distributed below the bed. Fluidization promotes the turbulent mixing conditions required for good combustion. The turbulence causes the entire mass of solids to behave like a liquid. The result is improved mixing. This allows heat to be generated at a lower and more uniformly distributed temperature that is below the ash fusion temperature of most coals. The fluidizing mechanism offers several other advantages over conventional combustion. There is less volatilization of alkali compounds, which cause deposits on boiler tube surfaces. And there is less sensitivity to the quantity and nature of the ash in the fuel. The low combustion temperatures prevent vitrification of the ash particles and minimize problems associated with furnace slagging. The ability to select from many fuels is one of the major advantages of CFB combustor technology. Fuels that can be burned in CFB plants to produce steam and electricity include: low grade coals with high ash or sulfur, lignite, peat, wood and pulp products, biomass, refuse, anthracite culm, petroleum coke, and oil shales. The plant's turbine cycle uses superheated steam at 12.4 MPa (1800 psi) and 538°C (1000°F), with single reheat to 538°C (1000°F). Two high pressure and three low pressure, closed, feedwater heaters are furnished. So is a deaerator, which is an open, direct-contact heater. The CFB plant exceeds EPA's New Source Performance Standards (NSPS) for air emissions. The design limits sulfur dioxide (SO,) emissions to 0.25 kg/GJ (0.6 lb per million Btu). In the past, health concerns in coal mines have primarily centered on those elements which have been essentially inherent to the mining environment. These would include respirable coal mine dust, respirable crystalline silica, excessive noise levels, and diesel exhaust particulates. Commercially-available chemical products are prevalent on mine property. These potentially toxic materials are chemical formulations that can degrease, clean, and lubricate metal parts, separate coal from rock in float/sink operations, and aid in roof consolidation, among other uses. As the general public has become more aware of the hazards of chemical exposures, miners have likewise become more concerned about working with an ever-expanding variety of chemical products on the job. Often, product or chemical specific hazard communication training is inadequate or ineffective, and miners do not know exactly what the ingredients are in the products they handle, or the health hazards involved with their use or misuse. Currently, the Mine Safety and Health Administration (MSHA), by law, enforces 1972 Threshold Limit Values (TLV). MSHA is making preparations to adopt new personal exposure limits for enforcement. The values given throughout the article are 1994 TLV's and are not enforcement standards, but are used for discussion purposes. They reflect the current scientific thinking regarding personal exposure to these chemical agents. An overview of these products is presented, and the potential health hazards associated with their use are discussed. Controls needed to prevent overexposures, such as proper handling procedures and personal protective equipment, are covered. Methods used to collect and identify contaminants are presented.

The mine is a large open-pit copper mine located near Tucson, AZ. Mining operations involve shovels digging at relatively fixed locations and haul trucks moving the muck to a primary ore crusher, a primary waste crusher, and directly to waste dumps. The total investment in shovels and trucks is some $100 million. Fig. l is a schematic drawing of the operation. A static method of truck assignment is used; i.e., each driver is given one particular shovel to serve until reassigned by the dispatcher. A dynamic system is one where trucks are reassigned after each trip. The problem is to compute a near optimum assignment of trucks for efficient operation.

The town of Tayoltita, Durango is located at the bottom of the 2000 m. deep Rio Piaxtla canyon on the axis of the rugged Sierra Madre Occidental mountain range. Throughout most of the year access to the town is restricted to travel by mule or STOL aircraft. Silver and gold have been produced from epithermal veins in the north side of the canyon since 1757. During the last seventy-three years more than 4,588,000 kg. of silver and 76,322 kg. of gold have been produced from approximately 6,000,000 metric tons of ore. The Tayoltita mine is developed within a fault block bounded by normal faults which strike north-northwest and have opposing dips. A thickness of at least 1300 meters of late Cretaceous or early Tertiary volcanic rocks is exposed in the mine. These range in composition from andesite to rhyolite. Andesite predominates in the upper 750 meters of the section. The volcanic rocks were passively intruded by quartz-monzonite and andesite stocks during middle (?) Tertiary time. Mineralization spatially and temporally (?) related to the stocks occurs along the east boundary fault and in intersecting footwall fissures which strike east-west and northeast. Ore was deposited over a vertical range of up to 600 m. prior to tilting of the volcanic rocks 35 to 45° to the east. With few exceptions, the ore bodies are found within the lower 400 to 500 m. of the andesite. Argentite (acanthite), stromeyerite, jalpaite, electrum and native silver are the principal ore minerals. They occur in gangue composed of one or more of the following: quartz, calcite, bustamite, adularia, chlorite, and albite. Base-metal sulfides make up less than 1.5 percent by weight of the ore.

In the field of minerals processing the concentration of valuable minerals normally takes place in suspensions of ore particles in liquids. The fluid resistance offered by Newtonian liquids to the movement of free settling spheres for the limiting cases of creep flow and turbulent flow is well described by Stokes' and Newton's Laws. However, these equations are not applicable to non-Newtonian fluids, since the relationship between applied shearing stress and resulting rate of shear is a non-linear function, and more than one viscosity parameter is necessary to describe their rheological properties. For this reason, the term "apparent viscosity," which has been commonly used to explain the flow resistance of the non-Newtonian systems including suspensions, may be misleading. A rigorous analysis of the mechanisms of momentum transport of solid-liquid systems is complex indeed. There are many variables that affect the properties of such systems, and precise limitations and assumptions are necessary in order to produce quantitative relationships for predicting their behavior. Very dilute suspensions of spherical particles in Newtonian liquids of identical density as the solids have been examined in the past (12); however, the study of suspensions in which there is a considerable difference in density, between the liquid and the suspended solids has been neglected.

The U.S. Department of Energy is charged, by federal law, with the responsibility for developing and implementing programs for long- term storage and terminal disposal of high- level radioactive wastes from both commercial and defense nuclear operations. Approximately 288,000 cubic meters of defense high-level wastes are currently in storage at the government's Hanford Reservation in the State of Washington, the Savannah River Plant in South Carolina, and the Idaho Chemical Processing Plant in Idaho (U.S. Department of Energy, 1980a). High-level wastes from commercial nuclear power production are stored in water pools or basins at various power plant sites. At the end of 1980, approximately 7.460 metric tons of uranium, contained within 28,300 fuel assemblies was in storage at various reactor basins. Although the present inventory of defense wastes are many times larger in volume and in total level of radioactivity than the commercial wastes, in the future, the latter will constitute a substantial quantity of wastes that will have to be disposed of. The present electric generating capactiy of nuclear power plants in the United States is 56.5 Gigawatts-electric (GWe). The amount of spent fuel that would be discharged and accumulated by the year 2000 from these operating reactors would be 38,000 metric tons. With a projected growth of the nuclear industry to 180 GWe in the year 2000, the amount of spent fuel accumulated at the turn of the century could reach 89,000 metric tons of uranium or approximately 318,000 assemblies. In any case, whether one postulates a no growth pattern or one where nuclear power provides its share in the country's electric generating capacity in the next two decades, a means for safe and environmentally accept- able disposal of high-level nuclear wastes must be found. Storage of commercial wastes in water basins, either at reactor (AR) sites or at away from reactor (AFR) sites, and storage of reprocessed defense wastes in surface or near surface tanks is a temporary solution and is not an alternative for permanent disposal.

Modern coal cleaning technologies have allowed coal preparation facilities to become quite efficient at removing sulfur compounds, waste rock and low grade coals from run of mine coal. Up to 50% of the raw mined coal stream may end up as refuse, particularly when the coal originates from longwall mining operations, or is high in partings, rock and impurities. The refuse materials vary from coarse materials removed by physical screening to very fine materials removed by floatation and density separation processes. Coal refuse piles are also known by a variety of other names including "waste dumps", "gob piles" and "slate dumps". The potential hazards of improperly reclaimed refuse include contamination of surface and groundwaters by acidic leachates and runoff, erosion and sedimentation into nearby watersheds, spontaneous combustion, disturbance of topsoil borrow areas, and damage from landslides should large slope failures occur. Many of these problems have been particularly acute for abandoned refuse piles, and modern regulations attempt to minimize the environmental impact of coal refuse disposal operations.

In July 1997, Krupp Canada obtained the contract to design and supply the conveyor system for Chile's Los Pelambres copper mine expansion project. Progress on the overland conveyor system is currently on schedule. It is a challenging task to convey copper ore from an open-pit mine located on a mountain site 3,000 m (9,840 ft) above sea level down 1,300 m (4,265 ft) to the processing plant at the valley floor below. The Los Pelambres conveyor system moves copper ore at a rate of 8.7 ktlh (9,600 stph) and at a speed of 6 ml sec (1,180 ftlmin) for 12,750 m (41,830 ft). The distance is divided in three conveyors, each 1,800 mm (71 in.) wide. The largest conveyor is 6 km (3.7 miles) long. To protect against avalanches and rockslides, the conveyors run through a 12-km- (7.4-mile-) long tunnel system. The lowest of the three conveyors is equipped with a shuttling head end. With this, the conveyor discharge point can be moved back and forth by 100 m (330 ft), allowing it to build up a longitudinal stockpile at its end. To meet the extreme design parameters, the limits of conveyor design had to be pushed to record-setting marks. For instance, the ST-7800 steel cord conveyor belt is the strongest belt ever installed in a conveyor system. A total drive power of 25 MW (33,535 hp), consisting of 10 2.5-MW (3,352-hp) drives, is included in the design plans. In loaded condition, the electric motors act as generators and feed electric energy back into the power grid. The motors are controlled by variable frequency inverters that provide an infinite adjustment of motor speed. This technology allows starting and stop- ping the conveyors precisely along predetermined acceleration and deceleration ramps. This is done so harmful belt jerking and stress waves can be avoided.

In order to patent an industrial mineral placer mining claim, it must incorporate an economic deposit. Each ten acre parcel is evaluated for its mineral -in -character nature. Nonmineral -in -character parcels cannot be patented. Economic concerns include: claim locations, dummy locators, common variety nature, "excess reserves," and environmental constraints. Also, geologic and mineralogic studies, sampling and testing procedures are vital. Mining, milling, processing cost, and taxes must be evaluated. Product marketability analysis is necessary before starting any cash flow or discounted cash flow study. Valid data is essential to evaluate an economic industrial mineral deposit.

The design of a preparation plant for minimum maintenance and clean up requires both the skills of the Engineer and the practical experience of the Operator. From the initial flow sheet and preliminary design until the plant is completed and operating, each phase of the work must be thoroughly explored for simplicity, workability and high efficiency. It is the responsibility of the Designing Engineer to develop the plant around the basic flow sheet, selecting equipment and materials not only with regards to Initial cost but also required upkeep and repair.

"Since 1994 the Bureau of Reclamation has used risk analysis to evaluate dams. Risk considers both the likelihood of failure and the expected consequences should failure occur. Risk analysis relies on the detailed formulation and critical analysis of all possible potential failure modes. Potential failure modes are formulated by describing the sequence of events that must occur to result in failure, where failure is defined as the uncontrolled release of the impounded reservoir. Failure occurs in response to loadings such as water seepage through a dam (static forces), shaking from an earthquake (dynamic forces), sudden flood inflows (hydrologic forces), or accidental overfilling (operational errors). Reclamation has applied risk analysis methods to inactive and abandoned mines to evaluate tailings dams and flooded underground mines. Case histories of potential failure mode analysis as applied to mine impounded water illustrates what critical technical information is needed to determine if failure is likely, what the consequences of failure are likely to be, and what are the highest risks that should be addressed first. INTRODUCTION Impounded water, and high water content wastes, at mining and industrial processing sites are potential threats to public safety and the environment. Recent failures such as the TVA Kingston flyash impoundment failure in Tennessee in 2008 (5.4 million yd3 released), the Mt Poly Tailings Dam failure in British Columbia in 2014 (5.8 million yd3 released), and the Smarco Fundao Tailings Dam failure in Brazil in 2015 (78 million yd3 released) has renewed attention to this issue. Potential risks from impounded water at mining and industrial sites originates not only from tailing dams, but also from water in process ponds and conveyance pipelines, sediment retention dams, water retention dams, mine pit lakes, and flooded underground mine workings. Conventional water retaining dams also have a record of failure. Notable examples of failure include Vajont Dam in Italy in 1963 (2,600 lives lost), Banqiao and Shimantan Dams in China in 1975 (171,000 lives lost), and Machhu-II Dam in India (10,000 lives lost). After the 1976 Teton Dam failure in Idaho, the Bureau of Reclamation (BOR) established a Dam Safety Program. By 1984 the agency developed and began using risk analysis methods. Reclamation operates and maintains an inventory of hundreds of aging dams which were designed and constructed over a period of one hundred years. Many of these facilities were constructed using engineering design and construction methods which would not be considered good practice according to present day standards. Diligent observational monitoring, detailed site investigations, and the application of risk evaluation to the BOR dam inventory has identified many deficiencies resulting in significant demands on available funding for remediation efforts. The application of risk analysis has allowed the agency to rank sites by risk. By giving priority of remedial efforts to high risk sites, significant improvements to dam safety have been achieved. BOR has also applied risk analysis to evaluate and reclaim inactive and abandoned mining and industrial sites. The application of risk analysis methods in the mining industry is not new, the methodology was transferred to the mining industry more than 15 years ago as discussed in ICOLD Bulleting 121 (ICOLD, 2001), yet failures persist. This paper is meant to convey the lessons learned from BOR’s use of risk analyses in its work on mine sites."

Precious metals are commonly believed to be recovered along with sulfide minerals in flotation, but a few neutron activation analyses showed that the recoveries of gold and silver were unexpectedly low. Recoveries of platinum group metals remained unresolved due to interferences in the analyses. Electron micro-probe, scanning electron microscope and scanning auger microprobe analyses have identified nickel arsenide minerals in the ore and confirmed a close association of platinum group metals with the arsenide minerals as minute inclusions. These results indicated a need for re-evaluation of flotation procedures which have so far ignored special problems related to arsenide minerals. The electrochemical and flotation behaviors of nickel arsenide and their implications to the flotation recovery of arsenide minerals from copper-nickel bearing Duluth gabbro are presented.

Powder River Basin (PRB) mines were originally built to serve power plants designed specifically for their coal. Sulfur was the major concern, with BTU and sodium limiting the market for some. The Clean Air Act has extended the PRB market into plants converting from other coals. These new customers are more sensitive to constituents affecting boiler and precipitator performance. At the same time, the prospect of deregulation is forcing power companies to control cost more stringently than ever. Jacobs Ranch Mine has responded to the changing marketplace with an expanded coal quality and customer service program.
