The ability to track miners and communicate with them while they work in underground coal mines is important during normal daily operation, and critical in emergency conditions. This was evident during recent incidents at underground coal mines worldwide. Communication with miners and the knowledge of their location is of great importance for rescue efforts and the preservation of life. Numerous technologies have been developed, adapted and deployed to meet tracking requirements of the Mine Improvement and New Emergency Response (MINER) Act of 2006. Evaluating the performance of these systems has proven to be dif?cult for mine operators, system manufacturers and regulatory agencies. The MINER Act requires operators to improve accident preparedness by developing an emergency response plan speci?c to each mine. With the recent implementation of the provisions of the MINER Act of 2006, all underground coal mines in the United States are subject to the mandates of legislation concerning communication and tracking system installation. As of June 2011, 203 new or revised tracking and/or communication systems had been approved by the U.S. Mine Safety and Health Administration (MSHA), with nearly 50 other systems or revisions in the approval process (MSHA, 2011). At that time, the available approved systems for underground coal mine use included these types: ? Leaky feeder communication systems. ? Fixed node-based communications and/or tracking systems. ? Wireless node-based communications and/or tracking systems. ? Medium frequency (MF) communication systems. ? Communication system peripherals. Other types of tracking systems have since been developed and some manufacturers are seeking approval for use in this application. Some of the new products include through-the-earth (TTE) systems and various radio frequency (RF) adaptations. New technologies that are currently being developed and deployed in other industrial applications should also be considered, including acoustical, optical, inertial and hybrid technologies. To date, no uniform method has been employed in the industry to effectively compare and evaluate the performance of installed systems. Neither industry operators nor regulatory agencies can accurately assess the capabilities of installed systems in the continuously changing mine environment. There is a need for a uniform evaluation method that provides the ability to assess how different systems and technologies perform in various mining applications, and whether they can satisfy the regulatory requirements.

On the 2nd of June 2007 SELI S.p.A. started the excavation of Beles Tailrace Tunnel (Ethiopia). The new 8,07 m diameter DS Universal TBM utilized for the tunnel excavation was manufactured by SELI S.p.A. and allowed the installation of 30 cm thick concrete lining, contemporaneously with the excavation of 7,200 m of tunnel. The greatest part of the tunnel alignment was excavated in hard and sound basal-tic rocks. The paper describes the main steps of the tunnelling operations which led to a remarkably rapid excavation, with a peak production of 36 m / day and a final break-through achieved 46 days ahead of the contractual deadline. Furthermore the paper describes the work and logistic organization that was set up to efficiently perform the mechanized excavation in the very remote area of the project.

Ceremonies for the induction of four mining industry pioneers into the National Mining Hall of Fame will be held Saturday, Sept.9, 2006 at the Museum Convention Center in Leadville, CO. The four inductees are Earl H. Beistline (1916 to present), R.A.F. Penrose (1863-1931), Robert M. Reininger (1912-2006) and John Stanton (1830-1906). The inductions will bring to 193 the number of mining “greats” whose engraved photographs and biographical sketches are installed in the National Mining Hall of Fame.

Introduction The February and April 1984 issues of MINING ENGINEERING have already provided introduction to the long-range planning efforts of the Society of Mining Engineers (SME). These efforts are intended to provide the basis for effectively maintaining and improving the Society in the face of the changes that are besetting the mineral industry. This requires that SME recognize what changes are occurring and determine how these will impact the membership. Then a plan must be developed and implemented so that the Society successfully meets the challenges of the next decade. The Board of Directors has charged the Long Range Planning Commission with the responsibility for meeting these goals. This article provides a summary of the work done by the Management and Organization Committee of the Long-Range Planning Commission. This committee's task was to analyze the Society's current organizational structure and management process. Then a set of recommended improvements was to be developed. In doing this, the Committee has been careful to operate under that popular axiom, "If it ain't broke, don't fix it." Thus, changes were not proposed simply for the sake of change, but only where the present system appeared to be less effective than desired. Bases For Action The Committee began by establishing a set of premises about SME and its membership. These premises provided the bases for subsequent actions and recommendations by the Committee. Highlights from the premises included: • The Society should be run on a business-like basis. However, its "business" is that of a not-for-profit scientific, technical, and educational public institution. SME enables professionals involved in or associated with the mineral industry to serve the public purpose of benefitting mankind. • The Society operates as a national (US) organization with transnational (worldwide) interests. It recognizes its obligation to make its goods and services available to minerals professionals throughout the world. In addition, the Society recognizes its obligation to translate technology for the "lay" public, who then also become users of its goods and services. • The Society's Board of Directors is the policy-making body of SME and has final approval of all programs. These responsibilities will become greater when the Society becomes a separate corporation. • At present, the Society provides the following goods and services: publications, meetings/programming/short courses, academic education support, information dissemination - internal and external, and individual member services. • Planning is an ongoing process. It is best performed on a decentralized basis. That is, each major service category should have a responsible group authorized to conduct planning for that category, subject to the Society's master plan and the Board's approval. • The Society is privileged to have highly qualified and motivated members who volunteer their time and efforts on behalf of the Society. The best of these volunteers should rise to the highest positions of leadership - the Presidency of the Society and Institute (AIME). • The Sooiety is strongly committed to the protection and promotion of the history, traditions, and identity of AIME and the use of AIME as the unifying forum for the Constituent Societies. Identification of Potential Problems Once the premises about the Society and its membership were well in hand, the committee began examining the many facets of SME's organizational structure and management process. This was done in order to identify problems or potential problems in these areas. After considerable review and discussion, 10 areas of potential concern were called out for more detailed study and possible recommendations for improvement. These 10 areas include: • A lack of continuity at the Board level and among officers due to the established turnover policy. • A series of subboards that serve, by practice, to diffuse management authority and accountability, rather than enhance it. • A question as to whether the dissemination of information has been adequately planned, organized, and staffed. • An apparent illogical divisional organization. Two divisions are discipline oriented and two are commodity oriented. • A regional organization that does not adequately fulfill its purposes. • Uncertainties about the per-

Investment in the ferrous sector between 1981 and 1985 will total about $9 billion, or 7.6% of the state budget for capital assets. The money will primarily go to complete the first stage of the Baoshan Iron and Steel complex and to increase steel production by 3 Mt* (3.3 million st) and seamless tubing by 0.5 Mt (551,000 st). Investment in 1983 will be about $3.5 billion, a 28% increase over 1981. Although data on nonferrous investment is less specific, the Chinese announced early this spring that the country's investment would be 2.6 times greater than the average spent during the previous five year plans. Geological surveying will also be stepped up. The Ministry of Geology and Minerals recently announced it will incorporate a search for metal and mineral resources into its second round of oil and gas surveys. The Sixth Five-Year Plan desig¬nates some actual production targets. Steel is to increase to more than 72 Mt (79.4 million st). The country's production of 10 priority nonferrous metals - aluminum (and bauxite), copper, lead, zinc, nickel, tin, antimony, mercury, magnesium, and titanium - is to increase 12.7%. Top priority is to develop aluminum production. Renewed efforts are to be made to develop gold and silver production and to increase rare earth and rare metal production. By April 1983 when the China Nonferrous Metal Industry Corp. was established, some five months after publication of the Five-Year Plan, the goals for nonferrous development had already been upgraded and changed to include: • development priority status equal to that of coal's; • an increase of more than 150% in the 1985 projected production level for the 10 top nonferrous metals (a move from the Sixth Five-year Plan's production increase of 12.7% to one of 34%); and • modification of the top 10 nonferrous metals list to include tungsten, molybdenum, and rare earths. Aluminum, copper, lead, and zinc maintained primary importance, while mercury, magnesium, and titanium were deleted. It is likely that the modification will be taken one step further and titanium will be substituted for antimony. China has already indicated its intentions to stabilize rather than expand its antimony industry, while press reports play up the titanium industry's importance to the country's development. In addition, the China Nonferrous Metal Industry Corp. announced that it expects to register a progressive annual increase of 4% in foreign currency earnings through export. China's nonferrous development efforts, therefore, appear two-pronged. First, the country's efforts will be directed toward self-sufficiency in its four major process and primary metals - aluminum, copper, zinc, and lead - and a number of other nonferrous metals that are in increasing demand by its light industry sector. At present, 96% of China's non¬ferrous consumption is composed of aluminum, copper, lead, and zinc. Substantial portions of that must be imported to meet rising demand. Second, efforts will concentrate on those metals that can be developed the fastest and are in "urgent demand" on the international market. Metals such as tungsten, tin, molybdenum, titanium, nickel, and rare earths will be given freer use of foreign capital and technology to increase production levels and raise quality. MINExpo International is billed as the largest exposition for the mining and mineral processing industry. And the 2012 edition, scheduled for Sept. 24-26 in Las Vegas, NV, is no exception. Put on by the National Mining Association (NMA), attendance at this year?s show is expected to be significantly more than the 38,500 who attended the last MINExpo in 2008. The exhibit will also be quite a bit larger in 2012 than it was at the previous MINExpo. More than 1,800 companies, representing more than 30 countries, will fill the Las Vegas Convention Center. The more than 850,000 sq ft of exhibit space will include the North and Central halls as well as South Halls Nos. 3 and 4. And the Silver Lot outside of the front door, under construction in 2008, will be filled with more exhibitors. The 2008 show attracted about 1,220 exhibitors occupying more than 600,000 sq ft of exhibit space.

A complete mining cycle involves digging, loading, hauling and dumping of the materials. Moving the ore from the pit to the crusher or to the waste dump requires access routes, which are termed haul roads. These roads have to be designed, constructed and maintained. A review of the literature indicates a common consensus among researchers that there should be a balance between haul road economics and safety of the road users. However, there is no universally accepted theory on the design of haul road geometry and, in particular, road dimensions. The current industry practice is based on empirical data and rules of thumb developed by engineers. Therefore, this paper will use the overlooked and less valued branch of mathematics, arithmetic progression, to derive a road width equation. It is beyond the scope of this paper to discuss all road design components. The focus will be on the geometric aspects, which more often have a direct impact on road safety. In this paper, the current design practices and techniques for haul road geometrics design will be explored, using arithmetic progression to formulate road width equations, case examples to apply the equation and then validating the results with conventional techniques that have confirmed the reliability of road width equations, thus eliminating use of tables during design.

The Central Subway will extend the recently completed 8.2-km long Third Street Light Rail line another 2.7 km north through the Union Square shopping district to Chinatown with a concourse-to-concourse connection to the Powell Street BART Station. One mined and two cut-and-cover subway stations are planned. Particular challenges include: tunneling under existing tunnels; variable ground conditions ranging from saturated alluvium to fractured bedrock; a congested urban setting and large-span caverns. This paper gives an overview of the project as it stands midway through the preliminary engineering stage along with a discussion of the rationale and design approaches that are being used to address the construction challenges of restoring light rail service in the most densely developed areas of San Francisco.

[ ] In November 2005, Essroc Cement, part of the Italcementi Group, commissioned a long overland conveyor at their Nazareth plant in Pennsylvania. This conveyor, tagged CV-105, was designed to transport 1000 tph of limestone from the quarry to the kiln, and 400 tph of hot clinker (at 300°F) at back from the kiln to a handling facility about halfway back. Conveyor CV-105 is 8969 ft (2733 m) long. It gains 152 ft (46 m) of elevation in the first 1570 ft (480 m), then is mostly flat for the remaining 7400 ft (2250 m) (Figure 1). After the limestone is discharged at the head pulley, hot clinker is loaded onto the return side of the belt. This clinker can be discharged at one of two locations.

The vast majority of U.S. coal preparation plants utilize screen-bowl centrifuges to dewater their fine clean coal products. In light of this popularity, researchers at Virginia Tech have engaged in a variety of laboratory and industrial field test programs to develop technological enhancements that have the potential to further improve the performance of this important solid-liquid separation process. These enhancements, which include simple design modifications and new reagent packages, have been shown to significantly improve solids recovery and reduce product moisture in several experimental trials.

Fine coal refuse is often pumped, as slurry, into surface impoundments as a means of permanent disposal. As the available volume is filled, the height of the embankments are frequently increased. Many times the additional embankment material is placed upon consolidated fine coal refuse. There has been some concern about the long-term effect of consolidation of this material at or above the liquid limit upon its shear strength. A laboratory investigation was performed using three different types of fine coal sluny taken from Central Appalachian coal preparation plants. The refuse was consolidated in 10-foot plexiglass columns under incremental amounts of surcharge loading. The incremental loads were designed to simulate the effect of increasing the height of a refuse embankment on top of the consolidating coal slurry. After the refuse in the columns had consolidated for several months, the columns were cut apart and triaxial tests were performed on both the consolidated material and unconsolidated material for comparison of their shear strength parameters.

This paper describes the application of modern data-analysis tools, such as data mining, to determine a representative cost driver for haulage activity. This cost driver was subsequently used to trace incurred haul costs by bench for openpit optimization. For this purpose, large amount of previously unused cost and production data from an open pit mine was extracted, loaded, transformed and integrated into a data warehouse. Predictive modeling was performed using Microsoft Decision Trees algorithm to compute expected unit haul costs by bench for future mine expansions. Finally, a sensitivity analysis was carried out to determine the effect of two cost drivers (if any) for incremental haul costs in the final pit outline process.

Oxide gold reserves are being rapidly depleted, especially in regions with long histories of gold mining, such as the Black Hills of South Dakota. However, these districts often have substantial additional deposits, where gold is refractory. It is not amenable to traditional cyanide extraction due to the presence of sulfide minerals that encapsulate or otherwise preclude the economic extraction of the gold. Several technologies have been developed to render refractory sulfide deposits amenable to traditional cyanide processing. These include roasting and pressure autoclaving. Unfortunately, these oxidation processes require substantial capital investment and incur significant operating costs. Microorganisms that obtain energy for their life processes by the oxidation of iron sulfides can be used to treat gold-bearing refractory sulfide minerals. As the bacteria convert the sulfide to sulfate, they expose any gold associated with the sulfide matrix. This makes the gold amenable to cyanide extraction.

The empirical rock failure criteria play an important role in predicting the mechanical behavior of rocks, since affecting parameters on the behavioral properties of rocks are complex and numerous. Usually the empirical failure criteria are obtained by statistical methods, namely by means of fitting the mathematical function onto the experimental data. For evaluation and verification of the results, however, the quality and accuracy of the fit must be considered. This paper studies the efficiency and accuracy of conventional empirical rock failure criteria using a new approach, which is based on the analysis of uncertainty amplitude on the constant parameters of each criterion. The approach adopted here, is based on the combination of some parameters such as Mean Squared Error (MSE), Root Mean Squared Error (RMSE), type of function, degree of freedom and the confidence level of constants. Correlation coefficient (R2) is then a comprehensive test and can be used effectively for comparison and accuracy of empirical rock failure criteria.

A kinetic model for leaching of particulate metals in a batch system has been developed. The leaching mechanism has been analyzed by solving a series of ordinary differential equations relating heterogeneous reaction kinetics at the solid/liquid interface to mass transfer of reactant and products. Special emphasis has been given to the effect of changing of the surface area of the leaching substrate and initial particle distribution on the overall leaching rate. The dissolution of gold powders in acidic solution with bromine as an oxidant has been used as a model system. The effect of particle size, chemical reaction order, rate constant and mass transfer coefficient on the overall rate of dissolution of metal powder has been analyzed and discussed.

Minerals are fundamental to the U.S. economy, contributing to the real gross domestic product (GDP) at several levels?mining, processing and manufacturing finished products. The estimated growth rate for the real GDP of the United States was 2.1 percent and the nominal GDP was about $13.8 trillion in 2007 (Table 1). The prime interest rate decreased to 7.25 percent in December from 8.25 percent at the beginning of 2007, reflecting actions taken by the Federal Reserve Board to counter financial difficulties surrounding subprime mort-gages. Delinquencies on subprime mortgages increased throughout the year, affecting not only the delinquent home owners but also financial instruments invested in mortgage-backed securities. The average contract mortgage rate for the purchase of previously occupied homes in the United States was 6.35 percent in November; a slight decrease from 6.37 percent in January but still greater than 5.34 percent reported in July 2003, the lowest rate in the past five years. With the tightening of credit, the seasonally adjusted annualized rate for new privately owned housing starts declined 27 percent from December 2006 to November 2007. The calculation of costs for an underground mine, as well as the planning of the equipment and materials to be used, is a complex and time-consuming process. The estimation depends on a multitude of parameters, and all mining processes are interconnected. A novel tool has been developed that enables automated calculation of underground mines and allows for the comparison of the effects of changing individual parameters. Previously, changing individual planning parameters often necessitated a complete recalculation of the mine. The newly developed calculation tool provides an innovative planning aid that allows for more efficient and accurate mine planning and cost estimation. The tool enables the user to implement continuously up-to-data costs and prices. This allows for more accurate planning data and results. The underlying concept of the calculation tool, its implementation at a planned quartz porphyry mine in Germany, and the verification of the tool at an existing underground mine will be presented.

The efficiency of a coal mine ventilation circuit is usually measured by the ratio of the sum of the face quantities divided by the quantity supplied by the fans. Other types of systems use the power delivered to the power supplied to measure efficiency. This paper argues the case that the current measure may be inadequate and that by also looking at the power ratio, ventilation may be better managed. Problems associated with failing ventilation systems would be highlighted earlier so that crisis management could be avoided.

Have technological advancements in underground coal mining driven people's skills to new highs or have the expanded skills of mining people driven the industry's technological advancements. Who knows? What we do know is that both our technology and our people have made meaningful and significant advancements. Overall, longwall systems continue to increase productivity and retreat faster. Globally, gate road development is the primary bottleneck in a longwall mine. The primary bottleneck in gate road development is roofbolting. Generally, roofbolting is the bottleneck in room and pillar operations as well. This paper will present an integrated manufacturer's (Joy Mining Machinery) vision of the future in comparison to current equipment performance. Particular emphasis will be placed on roofbolter technologies.
