Environmental leaching methods such as the toxicity characteristic leaching procedure (TCLP) test or the ASLP test are used to assess wastes including mining and mineral processing by-products. These tests were initially designed as regulatory tests simulating conditions in a co-disposal municipal landfill waste facility and do not allow leaching performance to be predicted in site specific scenarios. Further, the assumptions underlying these tests tend to define worst-case scenario leaching conditions for by-products from the mineral industry disposed of outside a co-disposal scenario.   Recently some characterisation leaching test methods have been issued as ISO/TS standards (ISO/TS 21268-3:2007 and ISO/TS 21268-4:2007) that aim to define the leaching performance of soil type wastes and to predict the leaching performance of these wastes over long time frames. In this preliminary work these standards are trialled for by-products from the mineral industry and the quality of information that can be obtained from them compared to TCLP/ASLP tests.   Where clear comparisons were possible, the TCLP/ASLP tests were typically found to extract a similar, or often greater, amount of component than (i) tests conducted at the same pH but without the acetate buffer or (ii) for test conditions aimed at simulating long-term leaching in an eluate defined by the waste type. While further work is required, the preliminary results indicated that the tests may provide reliable long-term estimates of leaching performance of wastes in soil types of variable pH and provide a suitable basis for long-term planning for optimal waste handling, treatment or even re-use.

In order to meet the increasing demand for coal for their Newcastle Steel Works, the Broken Hill Pty. Co. Ltd., on June 5, 1937, approved of a scheme to sink a tunnel to the Victoria Seam at their Burwood Colliery. This seam was virgin at this locality and lay nominally horizontal at a depth of 320ft. vertical from the surface.For the purpose of despatch of the coal produced it was decided that the tunnel be equipped with a rubber belt conveyor system.This was a comparatively new departure in Australia, and, indeed, was one of the first installations of its kind in the world, designed to raise coal from considerable depth by this means. Later the tunnel was extended to the Borehole Seam, which lay nominally horizontal at a vertical depth of 600ft. from the surface. The whole installation is the subject of this paper.In planning a project of this kind, consideration had to be given to the following:-1. Evidence for Middle-Late Triassic large-scale, silicic volcanism characteristic of extensional continental terranes is widespread in the Tasman Orogenic Zone in Eastern Australia. Detailed study of an area of south-east Queensland has defined the eroded remnants of a large collapse caldera and an associated area of rhyolite dome building and regional downsag which may be a second caldera (Stephens, 1986). The silicic volcanics and minor basaltic to andesitic products have been assigned to the Aranbanga Volcanic Group (Cranfield, in prep.) and the associated granite complex has been named the Mungore Complex (Ellis, 1968). Published isotopic age dates on the Mungore Complex are 212-219 m.y. (K-Ar Biotite; Ellis, 1968) and 226 m.y. (pooled Rb-Sr on several similar plutons in the region; Webb and McDougall, 1967). Basalts within the area have been dated at 219 m.y. (GSQ Annual Rpt., 1986). The collapse caldera (Mungore Caldera) lies on the intersection of 4 major structural features: 1) the Mt. Perry Lineament, a meridional fault zone extending for over 600 kilometres in a NNW-SSE direction and which has faulted the eastern part of the caldera 5 kilometres sinistrally. The lineament has been active at least from mid-Permian to Late Triassic and has localised activity into the Tertiary. Granite plutons of the same age as'the Mungore Complex- are topographically prominent and largely concentrated east of the Mt. Perry Lineament and its extensions (Nash, 1986); 2) the extension of the Darling River Lineament, a continental-scale, ENE trending feature which correlates with regional structural discontinuities but which lacks expression as faults within the Tasman Orogenic Zone;

The resurgence of Silicosis and Coal Worker’s Pneumoconiosis (CWP) in coalmines has placed the spotlight back on the management of worker exposure to particulate matter across all mining sectors (Coal Workers Pneumoconiosis Select Committee, 2017). There already exists a substantial body of knowledge on particulate matter and its impacts upon human health (National Academies of Sciences, Engineering, and Medicine, 2018). The contribution of silica to respiratory disease is well known and there is a growing concern for exposure to diesel particulate matter. However, it is also clear that there are major gaps in our understanding. In part, those gaps relate to the contribution to adverse health effects of mineralogical constituents in the dust (LaBranche et al, 2021a). It is also becoming evident that the size and shape of the particulate matter can affect its potential impact on human health.The University of Queensland has developed a methodology for characterising respirable and inhalable dust samples using scanning electron microscopy. Multiple samples from numerous mining operations have already been analysed using the UQ methodology. The process has been successful in showing the variety of mineralogica lcomponents and particle size distributions presentin various areas of the mines.

Regolith, the blanket of bedrock weathering products and surficial sediments, covers almost all of the landsurface. In Australia extensive areas are covered by regolith up to several hundred metres thick which is relatively old (extending back to the Mesozoic or possibly earlier) and largely complex. As such, it is poorly understood and is presently regarded as a significant hindrance to resources exploration. The regolith: obscures bedrock lithology and structure blankets ore deposits in the bedrock hosts surficial mineral deposits ranging from placers (gold, diamonds, platinum, mineral sands ....) to chemical precipitates (uranium, opal, gold, bauxite....). contains important groundwater resources. The application of surface exploration techniques without recognition or understanding of the regolith could result in wasteful expenditure. The understanding of the distribution and characteristics of the regolith in the context of its evolution and geomorphic history and its relationship to underlying bedrock will promote development of suitable geological, geophysical, geochemical and remote sensing techniques. It also will assist exploration industry with the interpretion of data from: geological mapping soil geochemical surveys stream sediment geochemical surveys airborne remote sensing airborne radiometric surveys other airborne geophysical surveys some ground geophysical surveys shallow drilling and so improve mineral exploration Strategies.

Water resources legislation in Brazil is evolving in a number ways. The nature of water resource ownership has changed in the last constitution (1988) so that now all water remains the property of the state and not the individual. There is also an increasing amount of legislation to control water access from the environment and regulation over water quality for water discharged. Finally, in some regions charging for water has been introduced and this is expected to become more wide-spread over the next few years. Increasing government attention to water legislation creates an increased need for mine sites to improve water management. As a fundamental basis for this, it is necessary to make robust estimates of mine site water balances, which also requires knowledge of the regional water balance to provide context for the mine water use. A conceptual model for mine site and environmental water balance is presented. Issues associated with conventional water monitoring are discussed. It is proposed that introduction of automated monitoring to provide comprehensive and consistent data is attractive. However, there remain a number of cultural and practical impediments to purchase, implementation and maintenance of effective monitoring, which are summarised.

A mathematical model has been developed for intense pneumatic smelting processes, such as the Sirosmelt group of processes, to assist in establishing optimum process conditions and to permit operator training. The model first solicits input operating conditions from disk files and from the operator. During operation, the feed, fuel, and air (or oxygen) rates are automatically adjusted to maintain the desired process targets. Alternatively, these parameters, as with all other inputs, may be manually controlled by the operator. Selected process parameters are displayed to the terminal in a regularly updated diagram of the process,. Outputs of detailed information including heat and mass balances are available for immediate inspection or for use by ancillary plotting packages. Development of a robust free energy minimization routine has led to a flexible and time efficent model capable of handling a range of pyrometallurical systems. Modelling of tin smelting, lead smelting, copper smelting, matte fuming, and pneumatic steel-making has been sucessfully carried out. Typical outputs from the model are given and discussed in terms of their internal consistency and relationship to the operation of the relevant Sirosmelt process. `

In the early 1970s, Jim Walter Resources, Inc. (JWR) embarked on a coal mine expansion program that was unparalleled in the history of the United States. With a small nucleus of people then operating two rapidly depleting captive mines, action was initiated to develop four of the deepest mines in the United States. Because of the depth of these mines, operational and technical problems were anticipated. However, because of the high quality of the coal (Blue Creek Seam), the financial risks involved were acceptable. The total investment to get the expansion program completed (to get the new mines to full capacity) would represent an investment of over US$ 500 million.By the end of the decade of the 1970s, the Company had grown to 2100 employees who were producing 1640,000 tonne of saleable coal per year, a productivity rate of 3.9 tonne per man-shift. This productivity rate was not sufficient to maintain a profitable, viable organisation. Therefore, if the operations were going to survive, it would be necessary to improve productivity tremendously, a task which would tax the resources and imagination of all employees.

The legislative operating environment, or the mineral regime, that a country has to offer is one of the key determinants that a company wanting to invest in an area takes into account in formulating its investment decision. The New Zealand Government recognises this and the importance of getting the regime right in order to provide for continuing investment in mineral exploration and mining in New Zealand. In recent years, the Government has given considerable attention to developing legislation which provides for investment to take place; for those making the investments to have a stable, fair and open investment environment with government intervention only when considered absolutely necessary because other approaches are not working; and for the people of New Zealand to know that investment must meet acceptable health and safety standards and have acceptable impact on the environment. Also of key importance is having a clearly defined mining regime which includes rules on how to obtain a permit and rules in respect of ongoing permit compliance, rights to develop a mineral resource and permit conditions (in particular, the royalty regime). In New Zealand, these matters will all be addressed in what are referred to as "minerals programmes".

Most exploratory drilling in the N.S.W. coal fields has been conducted using convent- ional diamond drill rigs of modern design, us- ually truck or trailer mounted. Conventional diamond drill rigs have also been used exten- sively by the Queensland Department of Mines for coal exploration. However almost all of the exploratory drilling of surface mine coal prospects throughout Queensland has been conducted using rotary rigs typified by the Mayhew 1000 truck mounted unit. The rotary rig has proved capable of both rapid non-core drilling and core drilling with high core recoveries when modern core barrels have been used by experienced drillers. For deep or continuous core drilling, wire-line equipment is now in general use. Both wire-line and conventional coring is effected using stationary split inner tube barrels, for minimum core disturbance, maximum core recovery, ease and accuracy of logging and sub-sectional sampling. Diamond core bits are generally required in N.S.W., with water circu- lation. In Queensland, the generally softer coal measures strata can be successfully cored using tungsten carbide bits and air circulation is the preferred method where possible.

CABS - Costs and Budget System - is being developed to provide more appropriate tools to assist cost control. The most important of these tools is responsibility accounting, that is to ensure the respons- ibility for costs and budgets is placed at the lowest possible managerial level in the Company. The system design and computer techniques utilized include the use of on-line facilities for enquiry purposes plus entry and validation of data. Data base management is used to permit the complex relationships that exist between data in CABS to be defined and maintained. The system must be flexible in order to cater for organisational and other maintenance changes with minimum time delays. The major outputs of the system are reports produced in several cost dissections, by responsibility, by products by cost collection group and type of expense. A significant role in CABS has been played by users. This includes development, control and review of the system proposals in order to ensure that the objectives and requirements from all sections in the Company are met. This role has included Project Leader for the system plus a committee formed to provide formal acceptance of the system Design.

This paper examines six sites in Northern Nevada where soils and groundwater have been contaminated with petroleum hydrocarbons and/or organochlorine compounds. All six of the sites studied are located in an arid, highly mineralised area of the Great Basin. As a part of the original geochemical investigation to determine the applicability of biodegradation in the remediation of petroleum impacted soils and aquifers extremely high levels of uranium, vanadium and molybdenum were detected in the anaerobic groundwaters associated with some of the hydrocarbon plumes. Some groundwater uranium concentrations exceeded 7 ppm while vanadium and molybdenum concentrations reached almost one ppm. The bioleaching appeared to be most effective under methanogenic conditions and was noted in both high sulfide and low sulfide environments. Background concentrations of uranium in the formation were measured between 6 ppm and 109 ppm and highly dependent upon depth with the highest levels being found in association with evaporites. Unlike uranium, vanadium tended to concentrate in free-floating organic fractions reaching levels as high as 2000 ppm in the layers of jet fuel floating above the groundwater. Molybdenum was the most resistant of the three metals to bioleaching.

Surface tailings are finely ground waste materials produced in all mines after the mineral or metal has been removed from the metallurgical process. Current methods for disposal of tailings involve constructing dams, dumping into existing waterways, and depositing as backfill underground. Each method has its drawbacks in terms of cost, level of complexity, safety and environmental concerns. Backfilling is the process whereby waste material (generally metallurgical tailings, prepared aggregates or a combination) is placed from the surface back underground into open mine workings via conveyor belts, hydraulic or pneumatic pipes or gravity. In the backfill process common difficulties are expensive placement costs, equipment wear and the ability to meet early and long-term strength requirements. Traditional tailings transportation in pipes involves the use of water as the transport medium. Foam technology involves the introduction of micro-air bubbles that replace the water as the main transport medium. This air can be removed after placement if necessary, by the addition of a defoaming agent. This could produce an under-saturated stable cake. Foam technology has the potential to revolutionise surface tailings disposal and backfilling by providing a less expensive and environmentally safe alternative to those just described.

Over 90 per cent of the explosives in Hong Kong are used in civil engineering works. The Hong Kong Government controls all explosives and delivers on a daily basis to each site which it has licensed. Such deliveries need to be arranged the day before actual delivery. With the vagaries of the traffic in Hong Kong, contractors do not necessarily know the time of arrival of explosives. Contractors in general would like to reduce their exposure to these potential delays and the high cost of explosives deliveries. The high population density and urbanisation means that rock blasting has to be carried out in close proximity to other property. In order to protect life, property and utilities, it is not only necessary to employ proper blasting techniques but also to adopt effective safety measures. The Route 3 Advance Earthworks project is located on the north-west corner of Tsing Yi Island, Hong Kong. It is one of the Airport Core Programme projects for the new Chek Lap Kok Airport. Secured by Leighton Contractors (Asia) Ltd in early-1992, the work commenced in May of the same year, with completion and handover to the Hong Kong Government in May 1995.

Cyanided tailings produced by gold processing operations may cause environmental problems, because they contain pollutants such as arsenic, sulfur and cyanide compounds. Moreover, tailings containing economic metals such as Au, Ag, Cu, Pb and Zn, are potentially valuable resources. In this article, cyanided tailings are catalytically oxidised by nitric acid in the presence of air or oxygen. The resulting solids may be leached to recover Au and Ag. The solution can be used to prepare ferric sulfate or iron pigment. Gases released in the reactions were recycled and reused by oxidation and absorption. All of these greatly improve metal recovery and the reuse prospects of cyanided tailings. Under the following conditions where the initial temperature of oxidation is 80¦C; initial concentration of nitric acid is 30 per cent (by weight); feed proportion (nitric acid to cyanide tailings mass ratio) is 3:1 and reaction time is two hours, the conversion ratio of cyanided tailings is 90.06 per cent. At the same time pyrite in the cyanided tailings is oxidised effectively, gold recovery is as high as 92.3 per cent and nitric acid loss per cycle is only five per cent because of NOx recovery.

Skarns typically are zoned and the deposit- or district-scale zonation pattern is an important tool in exploration for skarn deposits. Zonation in individual deposits has been described in many publications, and the general zoning patterns have been summarised by Einaudi, Meinert and Newberry (1981), Meinert (1997), and Meinert, Dipple and Nicolescu (2005). Although zonation is present in most skarns as the result of a basic process of transferring heat and fluids from magmas to wall rocks, the specific zoning pattern in each skarn may vary greatly. For example some zones may be missing entirely or multiple zones may be telescoped. Such variations can be caused by several factors including depth of formation, magma composition, timing of the exsolution of magmatic aqueous fluids, redox state of the magma and redox state of the wall rocks. To use zonation as a predictive tool in skarn exploration, all the controlling factors have to be considered. In this study, we discuss some of the factors that may affect the zoning patterns in Ca skarns. Magnesium skarn has dramatically different mineralogy and is not discussed here. The Bowen Basin of Central Queensland covers a total area of 3 200 000 ha. The Basin has proven reserves of about 24 000 000 tonnes of coking coal and steaming coal which constitutes about 70 percent of the known coal reserves in Queensland. Large scale open cut coal mining in the Bowen Basin commenced at Moura in 1959. There are now 16 open cut mines operating in the Basin and they collectively mine through about 3000 ha of land each year. Most of the land which has been mined has previously been used for extensive grazing. No mining has yet taken place on cropping land although coal reserves underlie land which has been cropped or has potential for cropping. The primary objectives of almost all of the mining companies operating in the Bowen Basin are to rehabilitate mined land to a stable and productive form which is compatible with surrounding land use which is dominantly grazing. The acceptability of these objectives is considered against the prospect of mining of cropping land and the qualified success of the return of rehabilitated land to grazing uses.

Mining is claimed to be unique among industries owing to its dependence on exploration for its existence, the need to operate in remote, inhospitable areas, the vast capital sums required for development, the need to pay royalties regardless of profitabil- ity, the wide swings in prices for many of its products, the finite life of each-mineral deposit, its susceptibility to criticism by environmentalists, its dependence on export markets and sensitivity to' cost and exchange rate fluctuations, the uncertainties inherent in most mining legislation, pressures to grant mineral rights to aboriginal communities and the burden of having to finance its own infrastructure. The special problems of the industry have been recognised in the income tax laws which, generally speaking, allow for the deduction of all capital expenditure before tax is payable. Notable exceptions to this rule are the absence of special deductions for mineral processing facilities and the absence of any deductions for a large part of the expenditure on ports and port towns. An integrated computer software system has been developed by Fluor Australia for modelling, mine planning and production scheduling of single or multi-strata deposits. Modelling of both quantitative and qualitative variables (e.g., thickness, basal elevation, density, grade/ash content) is performed via continuous, minimum curvature surface representations. These may be developed from inverse distance weighting or geostatistical kriging interpolation techniques in conjunction with bicubic spline surface interpolation. The modelling process, rather than being purely mathematical, incorporates facilities for reflecting structural geology interpretations (e.g., faulting, pinchouts) and geological boundary conditions (e.g., subcrop and outcrop). Volumetric programs provide the facility for continuous integration over models (at any specified integration increment) for any number of specified irregular polygonal panel areas or regular rectilinearly defined block plan areas. Multi-variable integration is available, incorporating any or all operations of addition, subtraction, multiplication and division to provide multi-strata tonnages, etc., (e.g., Volume 1 * density 1 + Volume 2 density 2). These programs provide true three-dimensional integration with the facility for calculating results on an area by area, level by level, strata by strata as well as overall basis.

Most internationally traded iron ore resources are derived from multiple mine sites, transported to a port facility where they are blended and possibly further processed prior to shipping. Provided the proportion of contributions varies over a number of shipments an estimate can be made of the bias introduced by mine site sampling, analysis and materials handling systems, using zero-intercept multiple linear regression. Further regression applied to the residuals allows the error variances for the source mines to be estimated. Various sampling strategies are used by the industry. All have shipment-loading sampling on which payment or at least provisional payment is based. In most cases sampling prestockpile is used at mine sites to verify estimated production grades. Train grades are estimated from mine stockpile grades and in some cases train grades are verified by port input sampling. The methodology used is presented in this paper. Simulated data have been used and do not reflect the actual performance of any operator. The merits of the various systems and the implementation and potential limitations of our method are discussed more fully in a companion paper (Ziegelaar and Everett, 2010).
