The correct sampling of coal and coke is becoming important to an ever increasing number of producers and consumers. This, therefore, may be an opportune moment to examine where we stand with regard to existing and proposed methods. In this paper an attempt will be made to review, as briefly as possible, some of the considerable amount of painstaking research which has been done in the last 10 years, and which has unquestionably led to a much better understanding of the subject. In so doing we shall try, on the one hand, to make clear where substantial progress has been made, and on the other hand, to draw attention to points that require further investigation. The paper is divided into sections in order to emphasize the major divisions of the subject; further, in order to retain this emphasis, detailed consideration of some of the points has been relegated to appendixes. No attempt has been made to give a complete survey of the literature, as this has already been done by L. A. Bushell.2 The following abbreviations will be used: A.E., average error; P.E., probable error; S.W.R., size-weight ratio; B.S.I., British Standards Institution. Section 1.—Cost It has often been stated that the cost of sampling should bear some relationship to the value of the product, and since coal is a relatively cheap raw material it would be a major error to specify, for ordinary commercial purposes, elaborate and costly methods of sampling which nobody would adopt. Specifications must be of such a nature that they will be used. We believe that one of the achievements of the last 10 years has been to reduce the cost of sampling. There is, however, another point to be considered; via., that the cost of sampling should bear some relationship to the value of the investigation. The self-diffusion coefficient of pure lead has been measured at five pressures between atmospheric and 40 kb. over a temperature range of about 150°C near the melting point at each pressure. Measurements were made using a radiotracer technique, samples being sectioned electrochemically after the diffusion anneal to determine the diffusion penetration curve. Pressure was applied in a "belt" type pressure device similar to that used by Hall et al., in the diamond synthesis. The self-diffusion coefficient, D, can be represented by an equation of the form at constant pressure, and an equation of the format constant temperature. An apparent correlation between the effects of pressure on self-diffusion and on the melting point of the material observed by Nachtrieb et al., at pressures below 10 kb. was found to be only approximate as measurements are carried to higher pressures. OVER the course of the past 30 years a large number of studies1-' of the rate of atom movements in solid metals have been carried out. These studies have in general been aimed at increasing the understanding of the detailed atomic process by which atom movements in metals can take place. The largest portion of these studies consisted of measurements of the self-diffusion coefficient, D, as a function of temperature. From such studies con- siderable information regarding the energetics of the motive process has been deduced. Recently such measurements have been extended to the pressure dimension. However, the existing work in this area is scanty and has in the past been limited to the pressures attainable in oil or gas bombs—i.e., up to about 10 kilobars (kb). In the present work, the self-diffusion behavior of pure lead has been investigated using the "belt" type high-pressure apparatus designed by Hall7 over a pressure range from atmospheric to 40 kb at temperatures extending over about a 150°C range close to the melting point at each pressure.

The suppression of the austenite-martensite transformation that can be brought about by the addition of certain alloying elements, such as manganese or nickel, to plain carbon steel has been known for a long time, especially since Guillet's investigation at the beginning of this century. The extent to which the critical range is lowered depends upon the percentage and nature of the special element added. First the Arl point is lowered gradually, then at a certain percentage a sudden lowering to about 300" C. occurs. The addition of still larger percentages of the alloy may result in lowering the Ar, point to room temperature or below, in which case the steel remains austenitic at room temperature, especially after rapid cooling. The effect of alloying elements of this general type on the lowering of the transformation temperature is well illustrated by Sauveur(lJ$ in his Fig. 281a, reproduced here as Fig. 1. This type of curve is characteristic of both manganese and nickel though it requires about 21/2 times as much nickel as of manganese to produce the same result. The influence of nickel in retarding the transformation of austenite into the lower transition constituents is due to its lowering of the critical range of the steel, which is also well illustrated by Sauveur'l) (after Osmond) in his Fig. 284, reproduced here as Fig. 2. Scott('" presents a diagram illustrating the effect of manganese on the Ac3 and Ara points which is strikingly similar to the diagram above referred to in Fig. 2 concerning the effect of nickel. Lowering the critical range has the effect of increasing the viscosity, or, rigidity, of the alloy at the time when it is undergoing its transformation, which greatly slows down the transformation reaction velocity, and this, in turn, makes it easier to suppress, wholly or in part, the transformational changes. While vast quantities of limestone and dolomite are used in metallurgy, the estimated production in 1926 being 23,860,000 tons, there are many problems connected with their use which have not received adequate study. The literature of metallurgy is notably lacking in comprehensive discussions of fluxing or furnace stone. Approximately 900 lb. of limestone is used for every long ton of pig iron produced in the blast furnace, but this important constituent of the charge receives little atten. tion compared with the intensive study that has been applied to ores and fuels, the other important constituents of the charge. In an effort to elucidate some of the doubtful points, the writer has made a wide review of metallurgical literature, and has had the disappointing experience of finding not more than a paragraph or two on metallurgical stone for each two or three thousand pages of literature reviewed. Furthermore, the limited information supplied is in some instances contradictory and even absurd. For example, a correspondent in a reputable metallurgical magazine classifies magnesia and silica together as impurities in flux " that must be melted and run off as slag." From the furnace operator's viewpoint it is desirable that as complete knowledge as possible be obtained concerning the effects of chemical composition and physical character of the stone on its action in the furnace and on the quality of the metal produced. A better knowledge of these features is advantageous also to the quarry operator in that it enables him to work more intelligently in producing stone that will best satisfy the metallurgists' requirements. The following pages comprise a brief compilation of data now available. Much of the information is well established and probably acceptable to most metallurgists. On some points there is room for debate, and the chief purpose in presenting a paper at this time is to arouse discussion which will throw more light on controversial points and thus assist the author in preparing a more comprehensive and accurate discussion of metallurgical limestone problems.

Since 1950, several papers have been published which have described various methods for studying mobility ratio effects. The methods which have been described for studying mobility ratio effects include X-ray shadowgraph techniques, stepwise potentiometric model procedures, stepwise numerical procedures, gelatin model studies and fluid mapper model studies. The purpose of this paper is to describe a procedure for using a resistance network for studying mobility effects. DESCRIPTION OF APPARATUS The basic unit of the experimental model consisted of a network of 840 resistors fastened to a sheet of black Lucite which was mounted on a wooden frame, Fig. 1. The dimensions of the Lucite sheet were 36 X 36 in. The resistors were fastened to the Lucite sheet at mesh points by means of snaps. The mesh points were arranged in a square pattern, 30 X 30 in., spaced at intervals of l1/2 in. The snap fasteners permitted several resistors to be "stacked" in parallel. By adding additional resistors to the basic unit, the specific resistance on each side of the flood front could be varied. The square network of resistors represented one of four symmetrical elements of a five-spot well pattern. The current input was analogous to an injection well and the current output was analogous to a production well." The power supply was essentially a full wave transformer-rectifier system for converting alternating-current into direct-current. The DC voltage could be varied from 41.43 to 290 v in steps of 41.43 v by selecting the proper outlet jacks. The major components of the power supply were: a Triro power transformer, R 11-A; a dual 5Y3 vacuum tube; two gas filled OD-3 tubes; and a Triplett voltmeter, model 227-1, range 0 to 500 DC v. Discussion of the paper of Prof. Albert Sauveur and, G. A. Reinhardt, presented at the Cleveland meeting, October, 1912, and printed in Bulletin No. 71, November, 1912, pp. 1335 to 1341. ROBERT R. ABBOTT, Cleveland, Ohio :-The possibilities of the commercial application of the facts brought out in this paper have been the subject of many experiments by me during the past four years. It will be well to call attention to several facts having a commercial bearing upon the problem: (1) The lower critical temperature (Ac) of a 3.5 per cent. nickel-steel of low carbon (say 0.20 per cent.) content is about 710° C. This is not lowered to any extent by increasing its carbon content by carbonizing,. By this I mean that a steel with Act occurring at 710°, must, after carbonizing, be heated above this temperature before quenching in order to make it hard. This is not contrary to Guillet's diagram, although at first thought it may seem so, due to a confusion of the Act and the Ar1, points. His diagram merely gives the physical condition of the steel upon slow cooling. Now a steel of 1.20 per cent. of carbon and 3 per cent. of nickel (point " B " of the diagram) may be martensitic upon slow cooling from three causes: (a) Its Ar1 point is below the normal atmospheric temperatures. (b) The time element is so important that the change from martensite to pearlite and cementite does not have time to occur even with this slower rate of cooling. We of course know that nickel has the tendency of retarding this change. (c) A combination of the above two causes. (2) With increasing nickel content the ability of steel to absorb carbon decreases. (3) Many carbonized nickel-steels show a martensitic. structure upon air-cooling, and yet ire so soft that they are of no commercial value.

During the first ten months of 1943 copper was produced at a higher rate than in 1947. However, on Oct. 24 one of the large mines was shut down due to a strike. As of Dec. 31 the strike was still in effect and had already resulted in a loss of production of 50,000 tons of copper. The demand for copper was considerably greater throughout the year than the supply. The price of electrolytic copper delivered at the Atlantic Seaboard refineries advanced from 21.20 to 23.20 cents per lb during the year. This sustained demand for copper, together with the increase in price, has had the natural effect of spurring interest in uncovering new deposits, and in re-examination of known low-grade deposits and old tailing clumps. This is in addition to the usual reevaluation activities which normally result from the constant improvements in efficiency of ore concentration.

The fusion-point of clay has usually been considered to be influenced chiefly by the quantity of fluxing impurities which the clay contained. Those clays which contain a high percentage of fluxes, such as ferric oxide, lirne, magnesia, and alkalies, fuse at a low temperature. Aside from the percentage of fluxing-impurities, the size of the grains exerts an important influence. Yet, while this fact has, no doubt, been recognized by many, practically no attempts have been made to prove it by actual experiment, although in the case of fire-clays, Prof. H. O. Hofman has rather disputed it. To illustrate the point more clearly, suppose a clay to be made up of a mixture of very refractory grains, such as kaolinite, and some fusible ones. If this clay be heated, the more easily fusible grains will melt first on the surface, and the softening under heat will gradually extend from the surface of the grain to its center. The larger, therefore, the size of the grain, the longer the time required for the heat to penetrate it. Now, if two samples of clay contain the same volume of flux, but of unequal size, the one containing the smaller-sized grains should fuse first, because the fluxing materials are more evenly and thoroughly distributed through the clay, so that they will more or less surround the refractory grains, which tend to act as a framework and hold up the clay-mass when heated. In order to demonstrate the effect of fineness of grain on the fusibility of clay, several mixtures were made up, consisting of white clay and other minerals. The white clay used was a very refractory type from Georgia, the fusion-point of which lay about cone 35 of the Seger series. The mixtures were formed into small bars 1* inches long, and set on a narrow surface, so that the ends were free to bend as soon as the mass softened. They were burned in a Seger gas-furnace.

Introduction The author investigates the technology available for mine flow reversibility by reversing the operation of the main fans. Air bypassing, reversed sense of impeller rotation, and blade angle overturning are indentified as the most important means of achieving the flow reversibility. The axial flow fan is studied in some detail and the important variables of fan capacity, pressure, and efficiency are compared. Although some references to rotor velocity vectors are made (Fig. 1) the subject is not presented in detail in order to stay within the paper's intent. Background Where applicable, the requirements of mine air reversibility are an important part of the overall mining operation and should be given proper attention during mine ventilation design. The need for preventing mine fires in intake shafts is the reason that, for a long time, it has been a requirement in the Eastern European countries to have the feature of flow reversibility built into all main mine ventilators. In West German coal mines, this requirement does not apply since higher priority is given to safety precautions. Some metal and mineral mines in the United States are required to have ventilation currents readily reversible in order to fight underground fires as stipulated by the Title 30, Mineral Resources, and by the mining laws of some states. From an equipment performance standpoint, assuming the validity of other flow technical data, the question of the ventilator flow reversibility is of ten related to the actual scenario of the begining of an emergency. Most of the time, the system operates within half of the design capacity only and assuming that the equivalent mine orifice is stable only a quarter of the design pressure must be produced by the fan in any event. For such an operating point, the effective gradient and energy losses can be disregarded since fire emergencies usually last for only a short period of time. Equipment Comparison Fig. 2 depicts a ventilation arrangement wherein the flow can be reversed through changing the functional position of the dampers (slideplate or blade type). Both axial or radial fans can be applied in this case. For the mine exhaust operation, slide plates (guillotines) I and I11 are opened while plates I1 and IV are closed. The flow thus encounters two reroutings, which due to the reverse ventilation flow cannot be equipped with proper sheet metal deflectors, and therefore large pressure losses result during the air reroute operation. When the intake operation is considered, the dampers I and I11 are closed and the pair I1 and IV is opened. For this arrangement, almost the same flow conditions exist as for the foregoing exhaust mode; however, one additional corner must be applied. Even if a highly efficient ventilator is used in one of the previously described systems, the additional pressure losses resulting from air rerouting plus those encountered between the planes "0" and "00" significantly affect the overall energy requirements. Illustrated in Table 1 are the relative component losses of even flows for evaluation of various detour arrangements. From the aerodynamics standpoint, when these components are being designed, serious consideration must be given to the individual levels of the pressure loss coefficient, 5. HISTORICAL ORIGIN OF THE EXPORT CREDIT AGENCIES Almost since the inception of international commerce sellers, having manufactured and/or sold and shipped goods to an overseas buyer, have been obliged to accept the risk that they will not be paid for one reason or another. There are many reasons why payment may not be forthcoming, for example, the goods may be lost at sea, or rejected by the buyer or the buyer nay simply not be creditworthy. These risks were brought into sharp relief as international trading became more sophisticated and the practice of giving credit to buyers gathered momentum. Inevitably enterprises sprang up which offered same mitigation of this exposure, accepting houses and later confirming houses and banks were prepared to assure acceptable credit risks an behalf of the seller, usually by discounting trade paper, and for many years the market ticked over reasonably satisfactorily. However, after the 1914-18 War international trade was at an extremely low ebb and its inherent risks were accentuated to a point where they were often commercially unacceptable. Yet a healthy and vigorous international market was indispensable to recovery of the world economy and a number of governments, led by the United Kingdom, perceived a need to offer their exporters a comprehensive form of insurance, particularly to facilitate the extension of credit to foreign buyers. In the United Kingdom the Export Credits Guarantee Department (ECGD) was set up to encourage trade through the provision of export credit insurance. Over the ensuing years others followed suit and now most of the developed trading nations and many developing nations have similar agencies. PRESENT DAY IDLE OF THE EXPORT CREDIT AGENCIES (ECAS ) Traditionally then the BA's role was to encourage trade through the provision to exporters of insurance against the risks of non-payment by overseas buyers of their goods and services. However, during the 1970's the manufacturing industries of most of the developed nations found themselves facing severe competition for business, particularly in the developing world. As a result the more aggressive ECA's began to introduce ancillary forms of cover designed to reduce exporters' risks outside of the credit field. For instance, most of the European agencies now have a form of cover against foreign exchange risks here contracts are denominated in currencies other than that of the exporter's country. Most of the agencies also provide cover to exporters against the risk of unfair calling of bid, advance payment, performance bonds etc and in certain countries, where high inflation rates were endemic, a form of cover against cost escalation. In certain circumstances it is also possible for an exporter to obtain cover against losses arising as a result of the involvency of a partner in a consortium or joint venture. These are all forms of insurance but, also during the 1970's, many of the national export credit programmes took a major step away from their original raison d'etre by facilitating the provision of preferential financing terns for the acquisition of capital equipment by an overseas buyer. This new line of business quickly became an important ingredient of major export financing packages and, as we shall see later, turned out to be extremely costly for the countries providing it.

William Metcalf, Pittsburg, Pa. (communication to the Secretary*): I am greatly pleased that some one has at last reached what I have long regarded as the only rational explanation yet given of the reasons why steel hardens. Mr. Field claims originality; and doubtless he is entitled to it, but not to priority, mhich must be granted to Prof. John W. Langley.' The difference between them is that Langley says " Tension, probably molecular," and Field says " Tension, probably atomic "; in either case the vital thing after solution is tension. Mr. Field's argument carries with it the idea of increase of density with hardness; if he mill study the facts farther he will observe that the case is just the reverse; that is, the greater the hardness the less the specific gravity; it was just this fact that led Langley to his conclusion, in mhich I have always concurred. Field agrees with Langley that the first requisite for perfect hardening is complete solution of the carbon, not combination; and all of the facts agree with this conclusion. The fact that increase of hardness causes reduction of density was first brought to my notice some 40 years ago, when Major William Wade was testing Jones & Laughlin's cold-rolled iron, and I mas his assistant. We found the well-known increase of tenacity, compressive strength, torsional resistance, and hardness. Specific-gravity tests showed that the cold-rolled iron was less dense than the hot-rolled bars. Major Wade was so surprised at this result that he gave me a lot of samples to weigh, saying that he was not satisfied with

In this paper it is shown that the vertical component of the earth's magnetic field for the area of the United States can be very closely approximated by assuming it to be the sum of the vertical components of two magnetic fields. The first of these is the field of the centered dipole described by J. Bartels,l the axis of this dipole intersecting the earth's surface at two antipodal points, the one in the Northern Hemisphere being at latitude 78.5°N. and longitude 69°W., and the dipole having such strength that the vertical component of its field at its axis pole is 0.63 oersted. The second field is that due to a second dipole situated halfway between the center of the earth and a point on the earth's surface at latitude 38.5°N., longitude 91.5°W., the axis of this dipole being along this radius, the south pole being toward the surface, and the dipole being of such strength that its field at the point on the surface mentioned above is 0.069 oersted. Using the field computed on this basis, tables of latitude and longitude correction factors were computed and are included in the paper. It is also shown that the secular variation in the earth's magnetic field may be roughly accounted for by assuming it to be due to motion of the second dipole described above. Although there is an error in the equation used for computing the strength of the field due to the second dipole, the distribution of the field computed is very nearly that of the assumed arrangement of dipoles. Subsequent work by the author reveals that minor changes can be made in the location of the second dipole, which will make the computed field fit the observed field even more closely. It has also been found2 that the vertical component of the field may be represented equally well by a purely empiric relationship.

(communication to the Secretary*):—On close examination I think it will be found that the evidence by which Mr. Corson claims to have shown the inaccuracy of a statement I made a few years ago, is far from convincing. This statement is: "Hot work as such has no influence upon the structure of the metal. Indirectly, however, by retarding crystallization until a lower temperature is reached, it may influence its structure most decidedly ; but the same results could be accomplished by heat treatment alone, i.e., by re-heating the unworked metal to the temperature from which the worked piece was allowed to cool undisturbedly." The Melallographist, vol. ii., p. 267 (under the head of "Changes of Structure Brought About by Work"). Of the two pieces of steel tested by Mr. Corson, one was worked and finished at a a cherry-red" and the other reheated to a cherry-red, and the assumption was made that in both cases the temperature was about 715' C., although no pyrometric device was used to record it. THE great development of the mines and metallurgical works of this country during the last few years, accompanied as it has been by the investment of enor¬mous sums of money in purchasing lands, and in the erection of improvements, requires that advantage should be taken of the accumulated knowledge of engi¬neers, superintendents, and others, in mastering the problems which are con¬stantly presenting themselves for our action. Among those may be mentioned the consideration of more economical systems of mining in our coal and metal¬liferous mines, improved methods of transportation above and below ground, unwatering and ventilating mines, the mechanical preparation of coal and other minerals, the various metallurgical processes, and, in fact, every question tending to the attainment of two great objects 1st. The more economical production of the useful minerals and metals. 2d. The greater safety and welfare of those employed in these industries. In European countries, where the arts of mining and metallurgy have long been the subject of the most careful study, no means have been found so effectual in attaining the end above proposed as the free interchange of experience among those actually engaged in these industries, and this object has been accomplished, mainly, through the medium of institutes, associations or societies, composed of those engaged in these occupations, and by the- periodical publication of essays or papers, communicated to such societies by their members. It must be evident to all practical men that the interchange of the varied experience of those engaged in such occupations in this country could not fail to advance very materially the desired objects; it is, therefore, proposed to establish an American Institute of Mining Engineers, which will hold its meetings periodically in the great mining and metallurgical centres, where works of interest, such as mines, machine shops, furnaces, and other metallurgical works, can be inspected, and the members exchange their views, and consult for mutual advantage upon the difficulties encountered by each; these transactions or proceedings, when published, would form a most valuable and greatly-needed addition to our professional literature. It is proposed that a meeting of those sympathizing with the object above men¬tioned shall be called for the purpose of organizing such an association, the place and time of meeting being Wilkes-Barre, Pa., and the month of April or May. Communications indicating the opinion and wishes of all, both as to these points, and also as to the organization and objects of the Institute, will be gladly received by any of the undersigned, and a notice of the date of meeting, which will be arranged to suit the greater number, will be duly communicated. COAL-mine opera- tors face a difficul- ty in notifying men when there is no work. If the miners come to the shaft when there is no work, they must be paid, by agreement, two hours' wages. This involves a considerable loss since it is not uncommon to em- ploy two or three hun- dred men or more at a single shaft. Many mines have solved the problem by using an electric siren. This carries the "no work" message to all of the miners within a ra- dius of from one and one- half to two miles, so they do not trudge uselessly to work and the operator saves the two-hours wage payment. At the Valley Smokeless Coal Co., Johns- town, Pa., such a siren serves as a start and quit- work signal for three mines which previously re¬ quired three individual signal systems. Similar units are used by the Old Ben Coal Corp. mines, Dolly's Smokeless Coal Co., Rhonda Coal Co., Bird Coal Co., and hundreds of others. Many other applications of the electric siren have been found in mines. They are used on underground locomotives, to awaken miners in the morning, to tell them it is time to come to work, to sound the start and quit-work signal, and to warn of fire or accident. The sirens are most generally used to give a start and quit-work signal, fire, and general emergency alarms as well as no-work signals. They require 3 and 5 hp. to operate. The smaller unit has a sound radius of from three-quarters to one mile, while the larger siren can be heard over a distance of from one and one-half to two miles. The 5-hp. unit has been heard for as great a distance as 14 miles, and 10 miles is not at all uncommon. One of the outstanding features of the 3 and 5-hp. units, which is uncommon in the smaller sirens is that they may be adapted to sound code signals. When used to sound a fire or general emergency alarm the siren may tell at the same time where the fire or acci-dent is. When a remote control device is used with a siren it is possible to operate the siren from any number of distant points. Any number of "start" buttons may be placed at various places. By using one "start and stop" button where the remote control is mounted, and one or more "start" buttons at various places about the plant, it is necessary to run only two wires to the various "start" buttons. If "start" and "stop" buttons are used altogether, then three wires must be run.

COLLECTIVE bargaining, hereto-fore loudly proclaimed as one of the stout timbers of the Republic, has passed from the picture. The coup de gr[a]ce was struck by the President of the United States when he ignored his vested legal prerogative and seized the steel industry by the dubious authority of, his "inherent powers." Autocratic judgment by a single official replaced arbitration by the steel industry and labor union. This is the outcome of a battle which has been bitterly waged for months in the hazy atmosphere created by well oiled propaganda machines. Prior to government intervention, there was no clear picture of the issues at stake. All parties concerned marshalled their accountants to conjure up figures proving their respective contentions. The results were fed into public relations departments for embellishment and dissemination. Thus, the public was asked to believe on one hand, that the steel worker, who is second only to the coal miner in hourly wages, was entitled to an increase in pay and other benefits. Nothing was said about the effect-of such an increase on the national economy. Industry in turn pointed to declining profits after taxes, but failed to mention the more than a billion dollars spent on plant expansion, in addition to the payment of substantial dividends for 1951. With the intervention of the administration, the immediate issue became clear to freedom-loving Americans. Is the executive branch of the government above the law, or is it supposed to uphold and carry out the .laws of Congress? The present administration forgot that it is a servant of the public and has become despotic. The American people must obliterate this dangerous precedent which has been set by the administration or accept the. ominous consequences of submission. Fortunately, the strongest weapon of the citizen-the ballot -still remains. When democratic procedure is restored, stabilization of the economy will continue to challenge us. This is the main public stake in the steel controversy. Only a solution based on bed-rock democracy will work. If the emergency is real, and we must assume that it is, this is the time for sacrifice. Industry and labor must meet without rancor to resolve wage contracts through collective bargaining. The government role, under emergency conditions, must be to objectively maintain wage, and price ceilings in the interest of stabilization. Political expediency cannot be permitted to' influence these controls. Politics and not the public weal have been the guide lines for too long. We are at the cross roads. By all sober judgment, this is the time for Americans to take a militant interest in their government today. Tomorrow will be too late.
