The Study concerns the estimation of fair market value (FMV) of non-producing mineral rights. Two approaches to value are used and the values determined by each are compared. The Study area environment is unusual. The tectonics is visible on surface rocks throughout much of the study area. The effect on mineral values in the exposed areas has been compared to areas where the tectonics is not visible.

The Waste Isolation Pilot Plant (WIPP) is a geologic repository for disposal of transuranic waste and is operated by the US Department of Energy. The repository is located at a depth of 655 min the Permian age salt beds of the Salado Formation. The exhaust air from the facility is independently monitored by the Environmental Evaluation Group to verify compliance with regulatory release limits for radioactive materials. A May 1995 video inspection of the exhaust shaft identified fluid migration into the uppermost 25 m of the shaft. Since then, water has been observed flowing in from cracks in the shaft lining between 16and 25 m below surface level at an estimated rate of between 5 and15 m3/d. This water inflow has not only negatively impacted the equipment in the shaft, associated duct-work and monitoring equipment located at the top of the shaft, but also challenged efforts to verify compliance at the WIPP. Exploitation methods such as cut and fill and sublevel stoping are studied by the a.m. methodology. Cement industry relies heavily on the control of large volume of raw materials in the proximity of plant operations for clinker and cement manufacturing. These mineral resources are perhaps considered as ?low-profile? (mostly comprise limestone's, clays, marls and sands), but their availability, accessibility and suitability ? the later with respect to chemistry, mineralogical and physical characters ? are factors of paramount importance and may largely affect production cost and plant productivity. The combination of scarcity of good quality raw materials deposits and the growing environmental concerns have challenged the cement producers towards sustainability and the responsible exploitation of natural resources. In open pit mining and quarrying, the evaluation of mineral resources vs. handling of the non-usable overburden and other off-spec materials directly affects the medium to long-term production planning, quality control practices and environmental management. It is a general trend for many cement producers and a usual case for a number of Titan Cement plants worldwide, that redesign of quarry pits is necessary not only for stability purposes but also as a result of environmental constraints and emerging issues. The material reserves then have to be re-evaluated in the light of the new final pit design, safety distances from houses, other infrastructure and Law restrictions and according to criteria of safety of operations, reduction of environmental impacts, pit optimisation and proper future reclamation. The paper discusses the case of three active quarries of Usje Cement Plant, in Skopje (Macedonia), namely Usje (marl), Goverlevo (lime-stone) and Ljubosh (sand), where a large campaign of redesign and evaluation of recoverable reserves and the needs in rehabilitation took place in 2004. Technical and environmental issues and criteria are presented in the form of master plans and the highlights of the first attempts to propose and apply a reclamation scheme are discussed, by also examining alternative solutions for each quarry area. Finally, the 2005 progress in applying changes to the design of benches and pit layout, as well as experiences gained, are discussed.

PROJECT OVERVIEW As the sun-bronzed San Diego students strolled casually to class, mining crews from Atkinson Construction were working only 9 meters below the surface. The330 meter long, 11.3 meter diameter squat ellipse NATM tunnel is part of the9.3 kilometer Mission Valley East Extension Light Rail Transit (MVE-LRT) being constructed for the San Diego Metropolitan Transit Development Board (MTDB). The SDSU segment of the MVE-LRT was awarded to the Clark Construction Group, the parent company of Atkinson Construction for $82.7 million. URS CORP was the prime designer and Hatch Mott MacDonald performed the NATM tunnel design. The construction managers were Washington Infrastructure Services with Underground Construction Managers, EPC Consultants, and ILF Consultants. A NATM tunnel design was chosen as the most cost-effective way to minimize disruption of the university activities. The tunnel passes close to several buildings and directly below access roads, tennis courts and a baseball field. The NATM method of conventional mining uses shotcrete for ground support often reinforced with steel orplastic fibers, welded wire mesh and lattice girders. The tunnel runs from a cut and cover box up a 4.2% grade in a 217 meter radius left-hand curve with several spirals and ends at the underground station 330 meters away. The depth of cover varies from 16 meters near the west portal to nine meters at the station. The design called for a two-pass system with a primary lining of 300 mm shotcrete with lattice girders at 1 m centers and two layers of welded wire mesh. The lattice girders are used primarily for profile control and are not considered a structural element. The top heading was designed to be excavated in one of three excavation sequences depending on ground conditions and depth of cover. This paper presents the results of numerical modeling of the fractured zone around longwall gateroads. The numerical computations have been based on the results of underground measurements of the fractured zone around longwall gateroads, which were performed for various geological and mining conditions and measured with the use of the endoscopic method with a digital camera. Having results of the underground investigations, trials of duplicating them by the Finite Element Method using software PHASE and the Hoek-Brown failure criterion were performed. In order that the fractured zone predicted by the model-based computations closely simulate that measured underground, some selected parameters in the Hoek-Brown failure criterion were modified based on the earlier determined relations used for prediction of the roof-to-floor convergence in longwall gateroads. As a result, the model-based computations produce results very close to those obtained from the underground measurements. Determination of the fractured-rock zone around the mine roads is of great importance to mining practice, especially in planning and designing supports for longwall gateroads. The influence of the front abutment pressure causes the fractured rock zone around the roads to increase and results in an increase of support load. Moreover, proper determination of the fractured rock zone is one of basic elements in the process of planning roof bolting for mine workings.

Pastefill is being increasingly considered as a viable fill by underground mine operators. Mount Isa Mines (MIM) chose pastefill to fill their deep copper mine (>1200m deep) after considering various other types of fill in the feasibility studies. During the development of pastefill at Mount Isa (1996 - to date) the Mining research of MIM developed two cost effective, reliable and simple testing methods and used. With the help of these tests the behaviour of MIM pastefill was studied thoroughly and the most optimum mix design for pastefill was achieved. The MIM's pastefill plant, the largest in the world with a capacity of 450rph continuous pastefill production and unique in the process used, has been built (1998-1999) to produce pastefill to the specification developed through extensive testing program using the Flow Cone and Mini Slump cone Tests. As a consequence, it is now possible to select the optimum pastefill mix designs and predict their flow behaviour in bore holes or pipe lines using only these tests. MIM Blended Tailings Pastefill (BTPF) uses 3-3.55 Portland cement and the cost of pastefill is much lower than the total tailings pastefill, that could be produced from the same tailings.

SURFACE SUBSIDENCE IN MINING The consequences of subsidence are becoming progressively more serious as the consumption of an ever- increasing quantity of minerals conflicts with the needs of an expanding population for surface land area. The inevitable result will be an increase in the amount of land area on which undermining is restricted because surface subsidence must be prevented. Designation of land areas that may be undermined, provided that subsidence is controlled and kept within specified limits, also will increase. The decisions as to which land is to be used for urban, agricultural, or other purposes clearly involve considerations that go far beyond the scope of mining technology. Under the authority assigned to the US Bureau of Mines (USBM) by the Organic Act (May 16, 1910) and its succeeding amendments and pursuant regulations (30 U.S.C. 1-1 1 ), the Bureau conducts scientific and technologic investigations concerning mining and its related problems. Subsidence-control demonstrations that have been conducted under this authority include projects in Wyoming, West Virginia, Illinois, and the Pennsylvania anthracite region. The problenls for technology arc to devise methods for extracting minerals with controlled subsidence in varying geologic settings and for calculating or predicting the amount, extent, and characteristics of the subsidence that accompanies the extraction of our principal minerals mined by high-tonnage methods so that logical choices can be made from the possible alternative approaches. Where underground minerals and fuels are mined and removed, the voids that are created underground generate strong imbalanced stresses in the surrounding and overlying rock strata. The resulting readjustments in the rock masses may cause subsidence of the ground surface. Subsidence implies vertical collapse, because the most conspicuous component of movement is downward. However, the downward component is accompanied by differential horizontal strains that may be more damaging to man-made surface structure.; than the more apparent vertical displacements. SUBSIDENCE CONTROL The most widespread method of alleviating potential subsidence problems in undermined areas has been to backfill mine voids with mine refuse or some other in- expensive material that provides lateral support to the remaining mine pillars and vertical support to the mine roof and overburden. Most USBM backfilling work has been conducted jointly with the Pennsylvania Department of Environmental Resources in the anthracite region of northeastern Pennsylvania. These joint projects were conducted under the authority of the Anthracite Mine Drainage Control Act of July 15, 1955 (Public Law 84-162, as amended), and the Appalachian Regional Development Act of 1965 (Public Law 89-4. as amended). In addition to the Appalachian and mine-drainage projects, the Bureau has either conducted or participated in demonstration projects to develop the "pumped- slurry" method of backfilling mine voids. Three of these projects were conducted in Rock Springs, WY. The first was a field test of the pumped-slurry technique, conducted in 1970 under the combined participation of the City of Rock Springs, the US Department of Housing and Urban Development, the Dowell Div. of the Dow Chemical Co., and USBM (Candeub, Fleissig, 1971). The objective was to demonstrate that a large quantity of sand could be hydraulically injected under pressure through a single borehole, and that filling of the mine voids would be essentially complete. In the earlier "blind-flushing" methods, involving sluicing material through boreholes by gravity, quantities per injection hole ranged from 15 to 765 m3 (20 to 1000 cu yd), and the mine voids were only partially filled. In the first test of the pumped-slurry method, approximately 14 900 m (19,500 cu yd) of sand were injected success- fully through a single borehole. Subsequent information obtained through 43 monitoring boreholes indicated that mine voids below 11 330 m2 (2.8 acres) had been filled. As a result of the successful initial test of the pumped-slurry process, USBM conducted additional backfilling demonstration projects using the new technique. The first full-scale demonstration was carried out in the Green Ridge section of Scranton, PA, between 1972 and 1974. This project proved the feasibility of using the new hydraulic-injection technique to back- fill dry mine voids, as well as flooded voids, and it demonstrated that crushed anthracite refuse could be used as easily as sand in the process. Stabilization was pro- vided for about 202 300 m2 (50 acres) of Scranton, having a population of approximately 1000. Additional demonstration projects at Rock Springs, WY, between 1973 and 1975, resulted in the stabilization of about 364 200 m2 (90 acres). The work was necessary to preserve the physical and economic well- being of the city, because there have been numerous occurrences of subsidence during recent years. A demonstration project completed in 1976 in Rock Springs brought the total stabilized area in that city to 647 500 m2 (160 acres). At a cost of about $3,000,000, a population estimated at 7000 persons and property values exceeding $18,000,000 were protected. Presently. USBM is participating in subsidence- control projects involving backfilling in Pennsylvania, Illinois, and West Virginia. Eleven demonstration projects were in progress by USBM in 1977-eight in the Pennsylvania anthracite region and three in bituminous areas of West Virginia (one) and Illinois (two). The estimated total property value is over $100,500,000, and the total cost of the projects is expected to be nearly $20,000,000. The demonstration projects are designed to adapt the pumped-slurry technique to a variety of subsurface conditions, to increase efficiency, and to reduce costs.

Land is a precious resource and should be treated as such by all members of our society. The soil covering this earth is only a very thin outer layer, varying in thickness from a few inches to a few feet and covering the rocks and minerals lying beneath the surface. The wise use of this valuable commodity is the responsibility of everyone. Many everyday activities disturb e earth's surface. Examples are highway construction, housing and commercial developments, agriculture, and various types of mining. This chapter discusses the relationships of the environment to land as it applies to surface operations in the coal industry. Mining by surface methods disturbs, for a brief period of time, thousands of acres of land annually. In addition, refuse piles, slurry ponds, abandoned mine structures, unprotected mine openings, and unsightly cleaning plants can also adversely affect land unless properly handled.

Sand bed filters are used to remove large and small particles from liquid streams. The large particles are removed by the straining action of the filter bed and the small particles are removed by particle deposition on the surface of the bed particles. Particle deposition, while being essential for the filtering action of colloidal particles, is not the only process that occurs in the filter bed. Other processes that occur are (1) the substrate becomes filled with particles limiting further deposition, and (2) some deposited particles are resuspended. The sum total of all these processes determine the performance of a filter bed.

Coal is a term applied to vegetable matter (trees, grasses, etc.) which was subjected to heat and pressure through geologic ages. This resulted in a change in both the physical and chemical properties. Because its chemical composition is variable, geologists classify coal as a heterogeneous mineral rather than a homogeneous mineral. Peat represents the initial, unconsolidated stage in the development of coal. This coalification continues with time and the application of temperature and pressure to lignite, subbituminous, bituminous, and anthracite toward the theoretical graphite end member.

This paper considers various techniques available for the measurement of blast damage, making particular reference to recent underground hardrock mine studies. A method of monitoring production information (raw tonnage and machine state) from each working section has been developed. The method is based on the sensing of electrical parameters in each section load center, and the reporting of this information through the existing mine-wide monitoring system. A decision-theoretic type of pattern classification technique has been used to define the machine states. The basis of the method is presented in this paper, along with a proposed hardware and software implementation scheme. Information issues central to the development and use of the proposed production monitoring system are also discussed.

The operation of an activated charcoal system has five separate unit operations. These unit operations have common points for CIP, CIL and CIS system, which vary widely in application. a. Absorption b. Desorption (Stripping) c. Acid Washing d. Reactivation e. Carbon Handling ( carbon transportation, sizing, de­watering, etc.) Cost optimization starts with the basic operating parameters (design philosophy) set down at the time of engineering design. This parameters undergo almost immediate change due to site specific ore requirements, throughput changes, operator requirements or reagent availability. Activated charcoal is sometimes viewed as simple, uncomplicated reagent that requires not optimization. To some extent, this statement is true, but under most circumstances, if the time necessary to optimize the use of activated charcoal is available, the effort is rewarded with significant savings. CPL-Carbon Link has embarked upon a program of supplying technical support with its activated charcoal. Several operation in the United States have under taken to have CPL-Carbon Link do an operational survey to determine if potential savings are possible. CPL-Carbon Link has offered to do these surveys for projects that are clients or simply would like to have CPL-Carbon Link review their operation. The information accumulated by CPL-Carbon Link is being used to attempt to fashion industry standards so that a common reference point came be establish for activated charcoal usage.

The chemistry of waters processed by Acid Rock Drainage water treatment plants can affect the Total Suspended Solids quality of the plant effluents. The sulfate ions in the ARD water will combine with the calcium ions from the lime that is used to adjust pH to form calcium sulfate. When the sulfate content of the waters to be treated is greater than about 1400 parts per mil­lion, the resulting calcium sulfate concentration will be approx­imately 2100 parts per million. This concentration is above the saturation point for calcium sulfate, and the salt will drop out of solution until the concentration falls below the saturation point. This "salting" phenomenon affects the total suspended solids of the treatment plant effluents by virtue of the fact that the salts will report to the filtration apparatus used for the analy­sis. This scenario is exacerbated as an effluent sample ages. Zortman Mining's water treatment plant effluent was being affected by "salting" during the spring and summer of 1995, and it seemed as though the effluents were exceeding the TSS lim­its; for no obvious reason. A testing program was initiated to verify an observation that "salting' was taking place. Treatment plant samples were collected and allowed to age, with TSS analyses being performed every day that the samples aged. Synthetic solutions were also prepared to study the "salting" phenomenon.

In addition to capital and operating costs, the accurate estimation of ore reserves is a key component to the successful outcome of any feasibility study. In recent years, there have been many project failures caused by the improper estimation of ore reserves. The accurate estimation of an ore reserve relies heavily on an understanding of the geology and the underlying assumptions unique to the estimation techniques being used. These assumptions are reviewed, and the shortcomings of the estimation techniques and their possible impact on a given project's economics are discussed. The latest developments in geostatistics in overcoming existing reserve-estimation problems are presented.

ENERGY POI.ICY-PRINCIPLES AND THEIR PRACTICE Persistently, at least since the end of World War 11, governments have intervened broadly, deeply, and incoherently in major energy markets. If we take a broad definition of energy that encompasses gas distribution and electric power, we can observe regulations of even older vintage. This trend, of course, is not unique to energy. Expansion of government controls has occurred in many areas. The relevant basic question about energy regulation, therefore, is not why is energy special, but whether any general principles exist to explain the wisdom of existing regulations. This review takes place at a time, the middle 1980s, in which a massive onslaught is being undertaken against government regulation. However, the present chapter is influenced primarily by my observations of the failures of energy regulations and not by any inspiration from those ideologically opposed to government intervention. Several subquestions arise in policy appraisal. A primary need is to establish clear objectives and determine the consistency between these goals and the policies imposed. Thus, the first step is to set objectives. The next is to outline ways to attain these goals. However, it should be recognized that many apparently distinct options are economically equivalent. When the goal is to charge producers or consumers for something, it is possible to attain the same result through either government ownership or taxing private transactions. The tax can raise the price to the level the government would have charged if it were the owner. Creation of a Department of Energy is not necessarily any different from having separate energy agencies well coordinated by some small supervisory body. Thus, a distinction should be made between substance and form in policymaking. The critical substance concerns such matters as whether the government imposes financial penalties, incentives, or rules to attain a goal. Then, there can be many equivalent ways to implement the basic policy form. The second prior illustration suggests that one favorite question is how to attain proper integration of policy. At various times, voices on either (or even both) sides of the Atlantic have called for a coordinated energy policy. The U.S. Paley Commission made this a primary goal for future policy. The western European governments that were the founding members of the Coal and Steel, Economic, and Atomic Energy Communities spent much time in the middle fifties and much of the sixties trying futilely to agree on an energy policy. (See Gordon, 1970 for an annotated review). The energy price rises of the 1970s rekindled United States interest in coordination. However, astute observers of the problem such as O. C. Herfindahl of the United States and Maurice Allais (1 962) in France warned the discussions confused form with substance. The crucial issues were what were the goals and what were the best types of policies to attain such goals. Policy suffered, not from poor organization, but from discord about the goals and how to attain them. All this suggests that we need principles to guide policy appraisal. The Westerschelde Tunnel is located in the south of the Netherlands and links the two parts of the Provinces of Zeeland, Zeeuws-Vlaanderen and Zuid-Beveland, which are separated by the Westerschelde. Road traf?c has up till now taken the detour via Belgium or crossed by ferry. This unsatisfactory transport link signifies major economic disadvantages above all for Zeeuws-Vlaanderen. The first fixed link for road traffic between the communities of Terneuzen and Borsele are to be created by means of the two 6.6 km long tunnel tubes down to 65 m below sea level.
