SUMMARY In August 1986, TRANSMANCHE LINK, a joint venture comprising the 10 companies who initially promoted the project, signed a contract with EUROTUNNEL for the design, construction and commissioning of the TRANSMANCHE fixed link for an amount of 4,5 billion dollars. On the French side, the work consists of digging three, 19km. long tunnels, of which almost 16 kms. are under the sea, up to the meeting point with the Tunnel works carried out by the British.. The tunnels are bored through chalk by 5 tunnelling machines, starting from one intermediate point at Sangatte near the coast: - Landward, they are drilled trough permeable strata of white and grey chalk. - Seaward, mainly through relatively impermeable chalk marl, but with the presence of water in faulted zones, or in grey chalk.

Acid resistance, zeta potential and ESCA (electron spectroscopy. for chemical analysis) experiments were performed on emperador marble and four calcium carbonate samples (onyx calcite, travertine calcite, Iceland spar calcite and aragonite). Six fluorine-containing reagents were used to treat the surfaces of these materials: magnesium hexafluorosilicate, zinc hexafluorosilicate, sodium fluoride, zinc fluoride, strontium fluoride and stannous fluoride. The acid resistance of treated samples proved to be much higher than that of their untreated equivalents. The isoelectric point of treated samples approaches the isoelectric point of fluorite. Also, the fluorine content, as measured by ESCA, of a marble surface treated with magnesium hexafluorosilicate is much higher than that of an untreated sample. The binding energy off of fluorine and calcium the treated marble is consistent with the formation of calcium fluoride.

The criteria used to design, operate and control flotation columns are significantly different from those used for conventional flotation machines. Therefore, a computer-aided design (CAD) package for column flotation has been developed. The simulator has been set up using guidelines developed at Virginia Tech and information published in literature during the past few years. The simulator is useful for determining the proper design and appropriate operating conditions for a column cell to fit a specific set of conditions. In addition, the simulator can be used for training in column operation and for trouble-shooting operational problems. Simulation results have been found to be in good agreement with experimental data obtained using laboratory columns.

For traditional underhand cut-and-fill mining operations, it can be challenging to design a suitable cemented paste backfill (CPB) mix that can meet the necessary strength requirements and yet maintain its ductility. In deep underground metal mines, the CPB must achieve a high enough strength to be competent under high stress conditions while also remaining ductile enough to withstand high strain from squeezing ground as underhand mining continues under backfilled stopes. To eliminate ground falls that result in injuries and fatalities, researchers from the Spokane Mining Research Division (SMRD) of the National Institute for Occupational Safety and Health (NIOSH) have partnered with Aerix Industries, a producer of concrete additives, to study the effects of foaming agents on the strength and ductility of CPB. This laboratory study examines the impact of various amounts of foam additive on the strength and ductility of CPB mix designs, using binder and tailings provided by Hecla Limited from the Lucky Friday Mine

A new coal boom is under way in western Canada. As recently as the mid-1960's, the coal industry in western Canada was considered stagnant and, by some people, dying. But Japan's growing need for coking coal, which became more pronounced in 1966, sparked great interest in western Canadian reserves.' As a result of a rapidly expanding export market and growth in domestic demand, Canadian coal production spurted to 16.6 million tons in 1970. Production in 1965 was 11.5 million tons. Today, about 60 percent of Canada's output comes from western Canada, but by 1975, 87 percent (23.1 million tons) is expected to come from this area, and 96 percent (68.3 million tons) by 1990. Opening, developing and operating new coal mines to meet the needs of a rapidly expanding market for western Canadian metallurgical coals pose some unique and difficult problems. Covering nearly every aspect of opening properties in remote areas, the problems are met in exploration, transportation, construction, mine operations, coal preparation, manpower and ecology. Paul Weir Company has been involved as coal consultants on various projects in western Canada for some years. In presenting this paper, we make no attempt to present an in-depth or detailed analysis of any one specific situation. OBJECTIVES OF RADIATION MONITORING Monitoring is a tool used in the practice of radiation protection. The primary reasons for monitoring are to reduce radiation exposures to levels that are as low as reasonably achievable and to assure that no individual receives a dose exceeding the maximum individual dose limit. The documentation of radiation doses for legal, medical, or epidemiological reasons is a subordinate function of any monitoring program. The investment in radiation monitoring programs should be guided by four criteria: (1) the detection and avoidance of unnecessary exposures, (2) the magnitude of potential health risks, (3) the determination of combined doses and risks with adequate confidence, and (4) the verification of compliance with established limits. FIRST CRITERION: DOSE REDUCTION - DETECT AND CORRECT UNNECESSARY EXPOSURES The system of dose limitation advocated by the International Commission on Radiological Protection (ICRP, 1977), and subscribed to in a broad sense by various regulatory agencies, is comprised of three essential ingredients: (1) [justification] of any practice that produces radiation doses by some commensurate net benefit, (2) [optimization] of radiation control measures by reducing doses to levels that are as low as reasonably achievable, and (3) [limitation] of individual doses to preclude inequities and [moldistribution] of risks. All too often, only the third criterion - the limitation of individual doses to prescribed regulatory limits - is explicitly addressed in everyday radiation protection programs. The emphasis of most exposure control and monitoring efforts appears to be directed toward limiting and documenting individual doses that might approach the legal limit. The first two criteria, i.e. justification and optimization, should contribute to a rationale for allocating monitoring efforts. When applied to individuals, these criteria mean the detection and elimination of unnecessary exposures. This should be a high priority of any monitoring program. Measurements should be directed toward detecting inoperative or ineffective control measures, whether or not there is a risk of exceeding the individual dose limits. The ICRP recommends a procedure that can be used effectively to reduce unnecessary exposures. A n investigation level should be established at an exposure rate substantially lower than the regulatory limit, e.g. 30% of the limit (ICRP 26, 1977, p.33). Measurements obtained during routine monitoring that exceed the investigation level are evaluated with respect to cause and potential reduction. To be effective, the evaluation results should be formally recorded and conveyed both to management and to the workers involved. Although the investigation level recommended by the ICRP is based on a fixed exposure rate or derived air concentration, an equally effective evaluation program may be based on the investigation of a percentage of all measurements. For example, one might investigate the highest 5% or a random selection of all measurements. In any case, the objective is to detect and correct situations that are producing unnecessary exposures. SECOND CRITERION: MONITOR IN PROPORTION TO THE MAGNITUDE OF RISK The ICRP criteria apply generally to all radiation exposures. However, a second priority for monitoring programs should be established on the basis of the nature of the exposures and the magnitude of the health risks involved. Current practices in radiation protection are based on dose limits to specific organs and assessment of individual exposure pathways, with little consideration of the combined doses from various pathways. Although the intent of the ICRP recommendations was to limit the total dose to each critical organ, combined doses from external and internal sources are rarely determined. The recent recommendations of the ICRP (Publ. 26, 1977) are based on the limitation of total health risk from occupational radiation exposures. Implementation of this concept would necessarily require the measurement, calculation and summation of doses and concomitant risks to all organs of the body from all exposure pathways. The U.S. Environmental Protection Agency has taken the first step toward translating the ICRP recommendations into regulations. The proposed recommendations for Federal Radiation Protection Guidance for Occupational Exposures (USEPA, 1981) include provisions for summing the risk-weighted organ doses to determine compliance with an effective whole-body dose equivalent limit. Whether or not the proposed guidance is modified before final adoption, it seems clear that some version of dose summation and combined risk limitation will be included in future regulations. With the growing demand for energy, explora¬tion for uranium deposits has dramatically increased in the past few years. Since the early ages of uranium exploration, natural gamma ray logs has proved fast and convenient in locating and evaluating mineralized bodies. However, natural gamma ray logging is an indirect measure of the uranium content and in some circonstances, the radiometric signal can be 'altered in a very significant way. To check the presence of any distortion, statistical comparision of radiometric counts and chemical assay values for the same samples is generally performed. Of course in such studies, one inevitably mixes samples where the radiometric signal is really proportional to the uranium content and samples where this signal is influenced by many other sources or distorted before being recorded. Nevertheless, the average tendency leads to correction factors which are then applied to every radiometric reading in the deposit or portion of the deposit where the statistical comparison is made. To account for the "average" character of these correction factors, a parameter of uncertainty like a standard deviation of possible errors is associated to each corrected value. This parameter can be latter used in an ore reserve estimation when the weights assigned to samples should depend on the precision of their grade. The purpose of this paper is to present a new regression technique which can be used without any restrictive hypothesis like a normal or lognormal distribution. Different standard ways which can be used to statistically compare radiometric and chemical assay values for the same sample and to derive a correction factor for the latter will first be reviewed, after a general discussion of disequilibrium problems. The discussion and the examples will be restricted to the case of natural gamma ray logging in drill holes but the methods presented in this paper can also be applied to data from the radiometric probing of a working face or a truck load in an operating mine.

Utah Development Company (UDC) operates five large opencut coal mines in the Bowen Basin of Central Queensland, Australia. In total, over 20 million tonnes of coking coal are exported annually from the five mines. Typically, the coal seams dip at 5 percent, are 2 to 10 metres thick, and sub-crop some 20 to 40 metres below surface. In the main, the operations are single seam, but multiseam (2, 3 or 4 seams) operations do exist and will form an increasing proportion of the mining activities as depths increase. Draglines are used as the major stripping equipment, highwall depths currently ranging from 20 to 65 metres. Whilst project feasibilities were based on stripping to a 60 metre highwall, it is now proposed to continue opencut mining to depths exceeding 100 metres. This will entail large quantities of prestripping (ahead of the draglines) and overcoming problems associated with steepening seam dips, including haulage of coal from the pits.

Western Greece is a favorable site for exploration and discovery of oil fields. The most important potential source rocks seem to be all the rocks deposited before middle Jurassic under special circumstances, such as reducing conditions, which allowed preservation and maturation of the organic material. In general all the rocks of middle Jurassic to Paleogene are not favorite source rocks. The porosity type was studied on fifty samples using scanning electron microscopy (SEM). Potential reservoir rocks are the porous Paleogene wackestones-packstones with boring, channel and vuggy porosity type. Finally seal rocks are the impermeable mud-stones and wackestones of Jurassic, Cretaceous and Paleogene age. These rocks consist of micrite and whole sells of foraminiferas and the porosity type is mainly intercrystal/interparticle. A Total Organic Carbon (TOC) analysis, conducted on seventy samples using a wet oxidation method, has revealed an extremely low TOC content (less than 0.05 %). This amount is by far less than the minimum organic content amount, required for source rock characterization and characterizes all the rocks of middle Jurassic to Paleogene age. Additionally, 18O and 13C stable isotope analysis was contacted and the results are given in d values. All the rocks within the studied time interval have much lower d values than petroleum source rocks. Clay mineral content was studied in almost seventy samples. As is indicated by the clay mineral content the studied rocks have reached up to the Middle Diagenesis and the temperature during diagenesis was rather low.

The expansion of surface mining has led to the development of very large off-highway trucks currently capable of hauling payloads in excess of 290t. Mine haul roads have historically been designed empirically, relying heavily on local experience; the trend in increasing truck size will thus render the current pavement systems inadequate. Since truck haulage costs can account for 10%-50% of the total costs incurred by a surface mine, not only would the maintenance costs of existing roads of inadequate design increase, vehicle operating and maintenance costs would also increase prohibitively. There is thus a need for improved design technologies encompassing the construction and management techniques of mine haul roads, appropriate for the wheel loads of vehicles now in use. The aim of the paper is to present the different components of a mine haul road design and management system and to demonstrate the value of its application through case studies. The system has been applied at several South-African surface mines and distinct benefits have been derived. The improved structural design of a new road resulted in a 29% saving in construction costs and also provided better service, whilst the optimal selection and management of wearing-course materials provided better functionality at lower total transportation operating costs.

Introduction FMC's Paradise Peak gold mine was discovered by staff geologists in July 1983. Located south of Gabbs, in western Nevada, the deposit contains about 11 Mt (12 million st) of ore grading at 3.6 g/t (0.105 oz per st) of gold and 129 g/t (3.75 oz per st) silver. It is estimated that the ore contains 34 t (1.1 million oz) of recoverable gold and 933 t (30 million oz) of recoverable silver. The 3.6 kt/d (4000 stpd) mill began operation April 14, 1986, just 18 months after Davy McKee completed a feasibility study and construction, and two-and-a-months ahead of schedule. It also came in about 10% under budget at a cost of about $100 million. Crushing Run-of-mine ore is delivered from the mine in 45-t (50-st) haul trucks to a 272-kt (300,000-st) capacity open air stockpile. Ore is reclaimed using 5 m3 (7 cu yd) front-end loaders that feed a 91-t (100-st) hopper equipped with a 610- x 610-mm (24- x 24-in.) grizzly. A 1.4- x 11-m (54-in. x 35-ft) apron feeder delivers ore from the hopper by way of a vibrating grizzly screen with 127 mm (5 in.) openings to a 1- x 1.3-m (43- x 51-in.) Rexnord jaw crusher. Crushed material is conveyed to a 1.8- x 4-m (6- x 14-ft) Link Belt vibrating screen equipped with a 50-mm (2-in.) manganese grizzly bar deck. Screen oversize is fed to a 1.7/0.6-m (5.5 ft) Rexnord standard cone crusher. Product from this crusher joins the -50 mm (-2 in.) screen undersize and is conveyed to a 136-t (150-st) surge bin. Three hydraulically driven belt feeders deliver ore from the ore bin to three 2 x 6 m (7 x 20 ft) Link Belt single-deck tertiary screens fitted with 6 x 25 mm (0.25 x 1 in.) slotted polyethylene screens. Screen undersize - -6 mm (-0.25 in.) rock - is conveyed to a 3.6-kt (4000-st) ore storage bin. Screen oversize is delivered by way of a conveyor to a 91-t (100-st) surge bin. From this bin, two belt feeders feed ore to two 1.7 m (66 in.) Rexnord Gyradisc crushers, which are in closed circuit with the tertiary screens. Design features include magnetic protection for tramp iron removal and sloping floors and pump sumps for ease of clean up. Dust scrubbers keep the working environment clean and in compliance with state dust emission regulations. Grinding Two 1 x 4.5 m (3.5 x 15 ft) belt feeders deliver ore from the fine ore bin to a conveyor belt that feeds it to the 5 x 7 m (16 x 22 ft) Allis-Chalmers ball mill. The conveyor belt is equipped with a Merrick weightometer. This controls feed rate to the ball mill by speed control on the hydraulic motors driving the feeders. The 2.6 MW (3500 hp) powered mill grinds 3.6 kt/a (4000 stpd) to an average grind of 85% -75 µm (-200 mesh). The mill is in closed circuit with four 660 mm (26 in.) Krebs cyclones. Three of these are normally in operation while one is a standby. Warman pumps feed the cyclones through a cyclone distribution manifold. The cyclone underflow returns to the ball mill, which has a 300% average circulating load. Mill discharge pH is 11, and that is obtained through pebble lime addition to the feed belt. Cyclone overflow is sampled using a Heath & Sherwood two-stage sampler. It then flows to a 27-m-diam (90-ft-diam) Eimco thickener. Thickener overflow is returned to the grinding circuit, while underflow at 50% solids is pumped to the leaching circuit. Grinding-circuit design features include a steeply sloped floor for ease of clean up, an open area over the pumps for maintenance accessibility, and a ball hopper with a self discharge bottom to speed ball addition. Other features include a mill liner handler and an air clutch that connects the mill motor to the mill.

History of Development The hydrocyclone, probably because of its basic simplicity, has been used for various classification applications since before 1890. A patent was granted in the United States in 1891 to Bretney on a device for separating sand from water, collecting the sand in a closed chamber for intermittent discharge, practically identical to some present-day water desanding cyclones. Between 1900 and 1937 there were 30 or more additional patents issued on liquid cyclone configurations or their use. About 1937 liquid cyclones began to be used commercially in the treatment of cellulose fiber in the pulp and paper industry separating contaminating particles from the fiber in water suspension used for making high grade paper products. Nichols Engineering & Research Corp. of New York was marketing a liquid cyclone for cleaning sand and din particles from fiber suspensions in the pulp and paper industry by 1937. The designs during this period were such that the cyclones discharged a small amount of relatively high density material into a chamber connected to the cyclone apex which in turn discharged the collected dirt material intermittently. By the early 1940s hydrocyclones as we know them today began to appear both in the pulp and paper industry and in coal prorzssing.18 Considerable experimental work was done on small, mostly 3-in.- diam, cyclones operating at relatively high pressure drops, in the range of 50 psi, to remove very small contaminating particles from cellulose fiber in the production of high-grade writing papers in the paper industry.18

One of the fundamental issues having a great influence on the safety of operations performed in underground mines is the support of workings which should assure their stability in a given geological setting and mining-technical conditions during the life of their use. The process of designing and planning support for roadways may use analytical and empirical, as well as numerical methods. In view of the rapid increase in the data processing capacity of computers and the development of more and more enhanced software for numerical modeling, it seems to be advantageous to use numerical methods in searching for design solutions ? especially in the case of non-typical mining and geological conditions and in cases that need to take into consideration a great number of factors. The assessment of rock mass quality is of basic significance in designing mine supports. Fractures, dividing the rock mass into blocks, have an essential influence on the stability of the rock mass and underground construction. This paper presents examples of the fundamental underground investigations on the rock mass conducted by the Department of Extraction Technologies and Mining Supports of the Central Mining Institute in Poland, such as: penetrometric tests, introscopic examination, laboratory testing of rock samples and ground penetrating radar. Moreover, this contribution also presents examples of applications of three-dimensional numerical modeling for the purposes of stress-strain analysis of the rock mass around mine workings and computer-aided support design by means of FLAC3D (developed by Itasca) and Cosmos/M (developed by Structural Research and Analysis Corporation).

INTRODUCTION Large areas of the United States coal reserves have been undermined by room-and-pillar mining over the past century. These abandoned mines generally cause subsidence of the ground surface many decades after mining. Reports from England (1) where there is a longer history of room-and-pillar mining indicate that mines abandoned two centuries ago may still be causing subsidence, and causing surface destruction to urban areas or farm lands that have been developed in the interim. The devastation wrought by subsidence, both in terms of property loss and societal disruption is enormous. The authors discuss here the methods by which subsidence in abandoned mines may be controlled. Two distinctly different subsidence control technologies have been developed in the U.S. for abandoned coal mines. These are referred to as (1) Point Sup- port methods, and (2) Areal Backfilling. As the names imply, point support methods are used to protect individual structures, or even individual foundation elements of structures, whereas areas backfilling techniques may be applied to protect entire neighborhoods or urban districts hundreds of acres in extent. Both point support methods and areal backfilling have specific sub-categories of techniques that may be applied under different conditions as appropriate. POINT SUPPORT METHODS Point support methods are characteristically employed by civil engineers chartered with the design of a new structure or the protection of an existing structure. The subsidence control measures are only a part of a larger project, the safety of which must be assured to a degree of near certainty. The costs of point support methods involve a large number of bore-holes and the use of expensive materials in relatively small quantities. There exist several dozen point support methods, which operate either to support the underground cavities, controlling subsidence, or to isolate the structure from the effects of subsidence if it should occur. The latter methods usually involve deep foundations through the mine opening supporting the structure on the underlying strata. Our concern will be with the former method to support underground cavities to prevent subsidence. Gravel Columns and Associated Methods Gravel columns may be placed in the mine opening using the methods shown in [Figure 1]. Boreholes are drilled through the mine strata, and gravel poured down the borehole to form a pile on the mine floor. When the tip of the pile contacts the mine roof, it is rodded down to spread the pile, and permit additional gravel to be placed. The objective is to place as much gravel as possible in the mine opening, and to achieve firm contact with the mine roof. The gravel pile acts to reduce subsidence by three mechanisms. The filling of a significant fraction of the open mine volume reduces the amount of potential subsidence simply by killing open volume within the mine. In effect, the extraction ratio has been reduced by introducing the volume of gravel. The toe of the gravel pile abuts against nearby pillars, providing lateral support and protection against pillar deterioration. In effect, the height of the pillars has been slightly reduced by burying their lower portions. Finally, some direct support is provided to the roof strata, reducing the roof span and enhancing stability. The gravel column method may be used in a variety of applications, and with materials other than gravel. For example, gravel columns may be placed in a close line around the perimeter of the building to form a continuous gravel wall. The interior of the site may then be completely filled with sand, slurry or other material. Alternatively, a lean concrete may be used in place of gravel, so that the piles achieve significant structural capacity. The grout column, shown in [Figure 2], begins with the installation of a conventional gravel column which is placed around a grout pipe that extends through the borehole into the mine opening. When the gravel column is in place, portland cement grout is injected in stages. At each stage, sufficient grout is injected to fill the interstices in the gravel to build a column perhaps two meters in diameter and a meter tall. INTRODUCTION The term "dewatering" refers to removal of water from coal. Water associated with coal can be categorized as "free or surface" and "inherent or chemically bound" moisture.' The free moisture is found on the surface of coal, in capillaries and small spaces between two or more particles. The inherent or chemically bound water is found in the interior of the coal and as part of coal structure. A significant amount of free moisture can be removed by mechanical dewatering techniques. However, inherent moisture can only be removed by applying energy intensive techniques, e.g., direct or indirect heating. Moisture in the coal offsets some of the benefits of coal cleaning. Extra water in clean coal adds to extra cost in transportation, heat lost during vaporization, and plugging of chutes. From a utility perspective, a 1 % increase in moisture can offset a 4.5% decrease in ash.2 Mechanical dewatering can be classified into two major process categories according to the principles involved, namely, 1. Sedimentation-liquid is constrained and particles move freely. 2. Filtration-particles are constrained by a medium and the liquid flows through. Each of the process categories is composed of various separation techniques shown in Fig. Equipment currently being used by the mechanical dewatering of coal of varying size ranges and final moisture content is illustrated in Fig. 8-2. This figure indicates that sizes larger than 13/, in. (37.5 mm) present no particular dewatering problem. Shaker screens of the very crudest types and designs are capable of producing these sizes at low surface moistures. High-speed vibrators are used for the intermediate sizes and can be used for smaller sizes down to 0.02 in. (0.5 mm) if high moistures (15% surface moisture or greater) can be tolerated in the product. Usually, however, the vibrator is not used below 3/, to 3/, in. (9.5 to 6.3 mm) because of the moisture associated with these fine sizes. At this level, centrifugal force is usually employed to aid dewatering. Prior to July 2007, the only accepted method by MSHA for evaluating the mine seal design and performance is the full-scale explosion tests conducted in the NIOSH?s Lake Lynn Experimental Mine (LLEM) for deeming a seal design suitable for use in U.S. coal mines. Since the new regulations came into effect use of these conventional full-scale explosion tests for evaluating mine seals for the new elevated design standards may not be practicable. Generation of such high explosion pressures in experimental mines is dangerous and may cause permanent damage to the testing facilities. Further, they require significant amount of time, labor and money. Considering these factors, there is a need to develop scientific methods for evaluation of new seal designs and for understanding the dynamic seal response. This paper tries to address the reinforced concrete (RC) seal design using the three dimensional finite element based explicit software ABAQUS. Full-scale explosion test data available from NIOSH?s LLEM on 20 psi reinforced concrete seal is used for validating the numerical models. Further in this paper, based on the results from the validation models, a reinforced concrete seal is designed for 120 psi design standard for typical entry dimensions.

This paper presents a review of developments to date in computer control practice, based in large part on Canadian experience. The basic problem examined is that of stabilizing control; matters considered are control strategies, hardware and software aspects of system implementation, reliability, human factors, and economic results.

Researchers from the National Institute for Occupational Safety and Health (NIOSH), in cooperation with mine operators, conducted a study of heat stress exposures among mine rescue workers in underground mines. Mine rescue workers face extreme heat loads as they enter hot and poorly ventilated environments, particularly when they are wearing breathing apparatuses. The burden of wearing a closed-circuit breathing apparatus (CCBA), the inability to drink fluids for extended periods of time, and the potential for ventilation disruptions and fires combine to increase the risk of heat illness during a response to an emergency. In this research, ambient environmental conditions and heat strain indicators were measured using conventional ventilation monitoring tools during mine rescue training exercises. Heat strain was measured with an ingestible temperature-sensing pill that measured core temperature continuously. In addition, a heart-rate monitoring chest strap was used to indicate physical strain resulting from physical activity and heat. Both core temperature and heart rate data were trans-mitted to a remote recorder worn by a rescuer and time-stamped. Team activities were also observed to determine the contribution of work rate to a person’s total heat load. The effectiveness of several engineering controls, such as cooling the air inhaled by rescuers through an apparatus, wearing cooling vests, and supplying water through the CCBA masks, were investigated. Administrative controls, such as limiting the duration of exposure and controlling the work rate through forced-rest regimens, were also evaluated. Results to date are discussed, and tools for evaluating team condition and estimating the length of time it would be safe for rescuers to work are proposed.

About 200 M tons of coal were imported into Japan in 2007 and Indonesia was its second largest exporter, accounting for about 30 M tons (12% of the total imported coal). Indonesia produced about 200 M tons of coal, about 75% of which was exported in 2007. As the Indonesian government has decided on an energy policy wherein 33% of the country?s primary energy demand will be met by coal by the year 2025, the domestic demand for coal has increased dramatically in recent years. Over 99% of the coal produced in Indonesia comes from surface mines. However, the conditions of surface mines are worsening each year: the stripping ratio is increasing, approaching the economic ratio, and the infrastructure for coal from inland mining areas is insufficient for such intense mining operations. To meet the demand for coal in Indonesia and the rest of the world, underground mines have to be developed. However, mining engineers and/or miners in Indonesia do not have a lot of experiences, expertise and know-how concerning the plans and operations of an underground coal mine. In addition, the industry faces a lot of problems which include poor conditions such as a steep coal seam, groundwater problem, stability of highwall, etc. Under these situations, a mine targeted in this research attempts to develop a new underground mine from an open-cut highwall because the stripping ratio in the surface mining area has almost reached the limitation of economic value. This paper discusses the possible development of a new underground coal mine from an open-cut highwall by means of field observation and numerical analysis.

The vast majority of the estimated 100 million rock anchors installed in mines in the USA per year use resin cartridges (Tadolini and Mazzoni, 2006). About 4.5 million per annum of these are bolts with a mechanical shell that if properly installed become effective active supports on installation. In addition, cable anchors (mostly passive) are installed with typically 4 ft of effective resin anchorage length sometimes with mechanical shells, which further makes the installation more difficult. This is because the cable (even with a stiffener tube) is not very rigid. When installing bolts with mechanical shells and cable bolts in the holes, the back-pressure can be so high that the installation is unsuccessful often creating a ?spinner? (an un-tensioned bolt) at best or buckling the bolt thus requiring another bolt/cable to be installed, or leaving a poorly functioning unit. The installation problems can create a significant potential safety hazard and waste time and money. Using a purpose designed test rig that physically inserts different rock anchors into pipes with resin and measure the back-pressure developed with time during the insertion/ installation. The test installation procedure is designed to mirror that used underground by rockbolt operators in coal mines. In addition a computer model has been calibrated that can predict the approximate back pressure of new anchor and resin combinations acting as a screen before physical testing. This research has lead to an understanding and quantification of the insertion back-pressures and this already resulted in improved prototype designs that could lead to more reliable mechanical shell and resin bolt installations.
