The Annual General Meeting of the Institute was held in Kelvin House, Johannesburg, on Wednesday, 25th August, 1971, at 4.15 p.m. Mr V. C. Robinson (President) was in the Chair. Several possible physico-chemical properties of composite electrodes for oxygen evolution are presented to describe experimental data for which a mathematical model had been developed. On this basis, local electrical and electrochemical properties of a composite electrode were investigated with conductive atomic force microscopy (CAFM) and scanning electrochemical microscopy (SECM). It could be shown by CAFM measurement that the boundary between matrix and catalyst particles seemed to have special advantageous electrical properties. The SECM measurements showed the presence of mass transport phenomena with increased surface concentrations, whilst the thickness of the Nernst diffusion layer was very small. An intermediate was detected and assigned to be hydrogen peroxide. From all species involved in the oxygen evolution reaction (H2O2, H+ and O2), it was concluded that local active spots exist on the electrode on which hydrogen peroxide reacts to oxygen and protons. A two?step two-material process was suggested to explain the whole oxygen evolution mechanism.

As part of its programme to develop methods for concentrating minerals underground, the Chamber of Mines of South Africa in conjunction with Lurgi evolved and tested a I MW centrifugal mill. The machine is capable, in the autogenous mode, of grinding more than 25 t/h of minus 75 plus 44 mm hard quartzite to a minus 3 mm product containing over 50 per cent minus 75 µm material, and as a ball mill of grinding more than 60 t/h of minus 19 mm quartzite to a minus 3 mm product containing over 35 per cent minus 75 µm material. Extrapolation of computer models of the process suggests that these limits can be comfortably exceeded. Long-term continuous testing is in hand, aimed at proving that this I m in diameter by I m long mill is in every respect the equivalent of a conventional 4 m by 6 m ball mill.

A Special General Meeting of The South African Institute of Mining and Metallurgy was held at Kelvin House, Johannesburg, on Wednesday, 20th August, 1986. Mr H.E. James (President) was in the chair and declared the meeting open at 15h45. Background The Chairman explained that the meeting had been called to consider a number of amendments to the SAIMM constitution. The proposed changes had been set out in detail in a document that had been mailed to all members on 4th July, 1986. He then briefly reviewed the background to the proposals, which is outlined in the Preface to the Annual Report (page 357 of this issue). The Chairman added that the Executive Committee of SACPE at its meeting on the 8th August, 1986, had resolved that the proposed amendments to the SAIMM constitution did comply with the requirements of Regulation RI525 dated 17th July, 1981, regarding the recognition by SACPE of a society as a Professional Engineering Institute.

Ten Council meetings were held during the year with an average attendance of seventeen and the standing committees held 45 meetings. FINANCE The annual accounts, which are attached to this report, show an excess of expenditure over income of R4,608 compared with R2,124 last year. This deterioration can be attributed largely to two important factors, namely an increase in secretarial fees of RI, 789 and an increase in the loss on the Journal from R2,343 to R3,508. In addition, our contribution to the expenses of the Federation of Societies of Professional Engineers increased by R607 from R549 to R1,156. The increase in secretarial fees is partly due to our increased demand for services and partly to increased salaries. In order to maintain its essential services it has been necessary for the A.S. & T.S. to increase salaries in order to keep pace with commerce and industry. With regard to the Journal, we did not expect immediate dramatic results from the changes that were effected as from the beginning of last year in the arrangements for publication. However, the improvement has been even slower in materialising than we expected. This situation is being watched carefully and we will not hesitate to make further changes if necessary. It became clear early in the year that the financial position was deteriorating and your Council decided that it was essential to meet the situation by raising subscriptions and entrance fees. At the same time it was decided that there are no grounds for a distinction between Town and Country members and that in future the scale for the compounding of subscriptions should be based on anticipated future membership, rather than past membership. These changes have had only a minor effect on the accounts under consideration. The MacArthur Forrest Memorial Fund shows an excess of income over expenditure of R132 and the total fund was, therefore, increased by this amount to R4,338. The balance sheet shows that the market value of quoted shares and debentures decreased during the year from R13,059 to R6,567, while accumulated funds now amount to R17,959 compared with R22,567 last year. It will also be noted that we are holding R25,844 on behalf of the Symposium on Opencast Mining. MEMBERSHIP DRIVE A committee was established to organise a drive for membership as it was felt that there are numbers of persons in our mining and metallurgical industries who are not yet members but who qualify for membership. Members of the committee were allocated responsibility for campaigning in sections of industry and for publicising the aims, objectives and advantages of belonging to the Institute.

The theme of this Colloquium, survival strategies, not only conveys a sense of urgency but also takes cognizance of the fact that, as in the political arena, tough decisions have to be made and acted upon in the years to come. It is therefore appropriate that the SAIMM, as spokesman for the metallurgical industry, should be dealing with these issues at this time, and I wish to commend the organizers of this Colloquium for focusing on a mater as important as the future of this great industry. In view of this, I regard it as an honour and privilege to officiate on this occasion, where the best of South Africa's brain power in the metallurgical field will be harnessed with a view to moulding strategies for survival.

Primary fracture from an array of shotholes by c. M. LOWNDS. B.Sc. Hons. (Rhodes). Ph.D. (Cape) (Visitor) and P. C. SELIGMANN. B.Sc. (Witwatersrand) (Visitor) The effects of stress on the directions of cracks that are propagating in a brittle medium are described. It is shown that the superimposition of stress fields from the holes of an array always adversely affects fragmentation. Consequently, the best fragmentation will result when holes are fired far enough apart in space or time for each to develop its whole crack pattern without disturbance from the others. This concept leads to a philosophy for the design of more effective blasting patterns, which has been verified on model scale and which explains many published, empirical results.

Slimes disposal at South African gold mines by M. MROST*. M.Sc. (Rand) (Fellow) The soil mechanics, civil engineering, and environmental considerations applicable to the construction of slimes dams on the Witwatersrand gold mines are discussed. It is concluded that, though the procedures used in the construction of dam embankments do not accord with the best possible practice, they are entirely adequate in current local circumstances, provided that proper precautions are taken to ensure that the wall foundations are sufficiently permeable and strong, and that the dams are protected against erosion. If current trends towards larger mining and metallurgical complexes continue, it may become necessary to build larger, higher dams, and to adopt slimes embankmentbuilding practices that are inherently more reliable.

Caving is the lowest cost underground mining method provided that the draw point spacing, draw point size, and ore-handling facilities are designed to suit the caved material, and that the draw point horizon can be maintained for the life of the draw. In the near future, several open-pit mines that produce more than 50 kt per day will have to examine the feasibility of converting to low-cost, large-scale underground operations. Several other large scale, low-grade underground operations will experience major changes in their mining environments as large dropdowns are implemented These changes demand a more realistic approach to mine planning than in the past, where existing operations have been projected to increased depths with little consideration of the change in mining environment that will occur. As economics force the consideration of underground mining of large, competent ore bodies by low-cost methods, the role of cave mining will have to be defined In the past, caving was generally considered for rockmasses that cave and fragment readily. The ability to define cavability and fragmentation, the availability of large, robust load-haul-dump units, a better understanding of draw-control requirements, improved drilling equipment for secondary blasting, and reliable cost data have shown that competent orebodies with coarse fragmentation can be exploited by cave mining at a much lower cost than by drill-and blast methods.

PAPER FOR PRESENTATION The Chairman then called upon Mr S. Selmer-Olsen to present his paper, 'Lectures on electro-smelting of ferro-alloys'. After Mr S. Selmer-Olsen had presented his paper, he answered questions arising from contributions from the floor. The Chairman then thanked Mr S. Selmer-Olsen for presenting his paper. "In my Presidential address last year `The Institute in Retrospect and Prospect', I briefly reviewed the past activities of our Institute, I commented on the dynamic growth of the mineral activity of this country and of the great contribution towards this growth made by members of this Institute. I maintained that there was still further growth to come, pointing out that our future would be very much dependent on the availability and skills of our mining and metallurgical men. This Institute had, therefore, a most important task ahead to ensure that this country would have the necessary skilled engineers to develop our mineral industry so that we would be able to compete successfully in the wide world. In my address I highlighted many of the major achievements of our members and of our Institute. In today's review, I have no wish to repeat myself and I would, therefore, ask members and visitors to regard this review as complementary to my presidential address. I must also refer you to the very full resume of our affairs written for a special brochure in March, 1944, by E. H. Johnson, a founder member, on the occasion of our 50th Anniversary. There is no need to repeat what was given there, rather I will attempt to bring that history up to date. Our Institute was founded under the name of Chemical and Metallurgical Society of South Africa on 24th March, 1894, by a group of chemists and metallurgists The name was changed to Chemical, Metallurgical and Mining Society of South Africa early in 1903, and in July, 1956 became The South African Institute of Mining and Metallurgy. We were not the first technical organisation in South Africa, the S.A. Association of Engineers and Architects having been formed in 1892. In that year also the British Institution of Mining and Metallurgy started in London.
