This article uses the case of the Royal Bafokeng Nation to argue that royalties and dividends from mineral resources, if managed well, can provide direct benefits to the surrounding community even while the state collects its share of mining revenues through taxation. The key to this model is the effective management of the resource income flowing into community coffers. Where some of this income may fund urgent interventions in the community, a portion of the income can also be used to establish an intergenerational wealth fund to meet the needs of future generations. As a depleting resource, minerals like gold and platinum are not a sustainable source of income, and must be replaced over time by more regenerative income streams. These strategies and dynamics are manifest in the Royal Bafokeng Nation?s status as both community and quasi-municipality, a labour hosting and a labour sending community, a mine operator and a mine owner. The Royal Bafokeng Nation also owns one of South Africa?s largest community-based investment companies, which channels revenue derived from platinum deposits into a broad investment portfolio that in turn funds an aggressive social development program for 150,000 people living in twenty-nine rural villages.

This investigation aimed to simulate the experiments performed by Nic Gay (Gay, N.C. 1976. Fracture growth around openings in large blocks of rock subjected to uniaxial and biaxial compression. International Journal of Rock Mechanics and Minining Sciences and Geomechical Abstracts, vol. 13. pp. 231-243) on fracture growth around openings in blocks of rock subjected to uniaxial and biaxial compression, using the Elfen discrete element code. The results of the physical experiments indicated a number of trends that were successfully replicated in the numerical simulations, including crushing ahead of the face, the formation of a sub-vertical tensile fracture at centre-span, the formation of groups of fractures originating from the crushed face zone, the formation of large corner-to-corner fractures which precede sample failure, and linking of slot corner and sample corner fractures leading to sample failure. In addition, other features were apparent that were not reported by Gay. It is believed that these took the form of conjugate shear fractures (as reported by Gay in a previous paper) and other features that may have been altered or inhibited by the presence of pre-existing structure in the physical samples. It was found that the samples, though nominally made up of the same rock type, must have had significantly differing properties. The presence of pre-existing structures may have contributed to this discrepancy. Strain measurements from the physical experiments were reasonably well matched, except where the gauge lay directly in the path of advancing fractures.

Ongoing development work on ultra-fine grinding for various applications at the Group?s concentrators has been conducted by Anglo Platinum over the last few years. Current potential applications for mainstream grinding and concentrate grinding are the subject of a group-wide research and development programme. The first 10 000-litre 2.6 MW IsaMill was jointly developed by Anglo Platinum, Xstrata Technology and Netszch for installation at the Western Limb Tailings Re-treatment project in Rustenburg, South Africa. The unit was commissioned in late 2003/early 2004,and has operated in an intermediate concentrate regrind application successfully since. This paper describes the operational performance to date, as compared with the original duty specifications and objectives. The first mainstream M10 000 IsaMill with a 3 MW drive will be operational in November 2006 at the Potgietersrus Platinum (PPL) ?Platreef? Sandsloot Concentrator in South Africa?s Limpopo Province. "Mineral separation efficiency in flotation depends, to an extent, on the type of frother used. Huntsman develops and manufactures unique frothers which are suited for mineral processing applications. This paper discusses the Huntsman approach to understanding the industry’s flotation frother requirements to optimise frother selection and introduce the Huntsman’s POLYFROTH® frother range. Specific case studies where the frothers are used are discussed. INTRODUCTION Froth flotation is a process of using bubbles to separate minerals based on their relative affinity for water. Bubbles are induced in the slurry through aeration. Chemistry is used to aid the flotation process and chemical reagents are added to enhance the separation process. The flotation reagents include frothers, collectors, surface modifiers and pH regulators that control physical and chemical conditions of solid, air and liquid phases, respectively. As described by Harris (1976), the key effect is that of bubble size control by way of preservation of the generated bubble size, which is attributed to the coalescence inhibition by the presence of the frother on the bubble surface. Following this, the frother must stabilize the froth phase. Frothers are also added to create optimal conditions for bubble creation and stability by decreasing the surface tension of the water. Depressants may be added, depending on the ore treated, to assist the hydrophilic particles to stay in the water phase. Clay particles may need to be dispersed to prevent them from attaching to the bubbles. Hydrophobic particles attach to the bubbles and are carried to the surface of the slurry where froth is formed. It is important for these bubbles to have the mobility to carry the mineral to the launder where the concentrate is collected. Types of Frothers There are generally three main groups of frothers used in froth flotation. Alcohol Type These frothers have a molecular structure that usually includes 5 to 8 carbon atoms in a hydrocarbon chain and their solubility in water is limited. Methyl isobutyl carbinol (MIBC) belongs to this category and is widely used in the industry. The weaker alcohol-type frothers are more selective and typically suited to finer particles. There are three sub-categories under this group: aliphatic, cyclic and aromatic alcohols."

Sulphuric acid plants now and then see unexpected increases in SO2 emissions. Our experience is that it is not always easy for the acid plants to pinpoint the exact reason for the SO2 increase. Sometimes a catalyst bed is sacrificed even though reliable temperature readings and gas analyses could have verified satisfactory activity. Hence the leaking heat exchanger is never discovered and after the shutdown the SO2 emissions are still too high. This paper will look into some basic catalyst management tools: good record keeping is a necessity for collection of representative catalyst samples; reliable operating data is an inevitable starting point for all analysis; and trending of operating data is a must for plant optimization and troubleshooting. In addition, these catalyst management tools will give continuous updated knowledge of the catalyst status in each bed, providing the basis for a more effective replacement strategy. The most typical reasons for increasing SO2 emissions will be presented together with easy guidelines for cross-checking operating data, temperature optimization and good record keeping.

This research report was produced in response to the release of the Mineral and Petroleum Royalty Bill. It involved are view of the mineral investment environments of selected countries in order to form an opinion on the appropriateness and competitiveness of the proposed royalty structure for South Africa. Many emerging countries have recently attracted a significant share of foreign investment, as a direct result of changes in policy. These are, by implication, the least risky and most favourable destinations for the ?investment dollar?. The five most competitive countries, namely Chile, Argentina, Peru, Mexico and Brazil have been identified as succeeding with their policy visions of creating favourable domestic investment environments. The investment rules of these countries served as a basis for the compilation of a Competitive Investment Framework (CIF). This is a template of best practice against which other investment environments, such as that of South Africa, can be measured. The framework indicates that mineral royalties should ideally be no more than three per cent, demonstrating that the regime proposed in the Royalty Bill is out of step with international best practice. Mineral royalties can never be viewed in isolation and in the assessment of the rates proposed in the Royalty Bill, one must consider the total taxation package. Such assessment appears in Section 5 of this report, demonstrating that there is reason for concern if National Treasury were to impose the rates stipulated in the Royalty Bill. The alternatives, conclusion and recommendations of the review appear in Sections 9 and 10. These are the result of independent analysis and assessment of the fundamental principles. It is done through the application of a Competitive Investment Framework that avoids the highly subjective and emotional views that often accompany a process like this.

Laboratory test-work has established that two classes of redox catalysts based on anthraquinone and bipyridinium derivatives are effective in accelerating the rate of removal of metallic iron from reduced ilmenite (RI) in the aeration step of the Becher process. Two water-soluble anthraquinone derivatives are efficient: 9,10-anthraquinone-2,6-disulfonicacid, disodium salt (catalyst AQ-2,6) and 9,10-anthraquinone-2-sulfonic acid, monosodium salt(catalyst AQ-2). When 0.2 per cent w/v of either was added during aeration the rate of metalliciron removal was accelerated by two to three times. Furthermore, the addition of either compound resulted in magnetite (Fe3O4), the iron oxide phase preferred in commercial practice, being formed. However, both AQ-2,6 and AQ-2 were rapidly lost from solution during aeration although their catalytic activities persisted even when their concentrations in solution were low(<0.05 per cent w/v). The negatively charged anthraquinones were lost from solution most probably by adsorption onto the magnetite that has a net positive charge at the pH values encountered during aeration. To address this problem, the catalytic activities of positively charged bipryridinium derivatives were tested. Two water-soluble bipyridinium compounds, paraquat (1,1’-dimethyl-4,4’-bipyridinium dichloride) and diquat (6,7 dihydrodipyrido [1,2-a:2’,1’-c] pyrazinediiumdibromide), were found to significantly accelerate the rate of removal of metallic iron from reduced ilmenite, and both gave magnetite as the oxide product in the laboratory tests. Moreover, recycle tests showed they were not lost from solution as quickly as were the anthraquinone derivatives. Results in larger scale plant laboratory reactors also showed a significant increase in aerationrates when diquat was added and magnetite was again the oxide formed. However, the oxygensupply to the reactors was insufficient to achieve the maximum effect of the catalysts on theaeration rates. The limited supply of oxygen in a full scale aerator may prevent the application ofthe catalysts in a commercial Becher operation. Many industries base their decisions on the assaying of tiny analytical sub-samples. The problem is that most of the time several sampling and sub-sampling stages are required before the laboratory provides its ultimate assays using advanced chemical and physical methods of analysis. As long as each sampling and sub-sampling stage is the object of due diligence using the theory of sampling it is likely that the integrity of the sought after information has not been altered and the generated database is still capable to fulfil its informative mission. Unfortunately, more often than not, unawareness of the basic properties of heterogeneous materials combined with the unawareness of stringent requirements listed in the theory of sampling, lead to the conclusion that massive discrepancies may be observed between the expensive outcome of along chain of sampling and analytical custody, and reality. There are no areas that are more vulnerable to such misfortune than sampling and assaying for trace amounts of constituents of interest in the environment, in high purity materials, in precious metals exploration, food chain, chemicals, and pharmaceutical products. Without the preventive suggestions of the theory of sampling serious difficulties may arise when making Gaussian approximations or even lognormal manipulations in the subsequent interpretations. A complementary understanding of Poisson processes injected in the theory of sampling may greatly help the practitioner understand structural sampling problems and prevent unfortunate mistakes from being repeated over and over until a crisis is reached. This paper presents an overview of the theoretical, practical and economic difficulties often vastly underestimated in the search for quantifying trace amounts of valuable or unwelcome components.

Many factors affect the overall performance of a gravity circuit beyond that of the primary gravity recovery device. It is critical to examine the gravity circuit in its entirety in order to determine the dominant operating variables that affect overall performance. Knelson has developed a mathematical model which has been used to assist in the design of gravity circuits, and in particular, in making accurate predictions of plant scale gravity recovery. More recently, inclusion of recovery by particle size class and additional data from various mine sites and research studies has made the model more robust. The model is now able to predict GRG (gravity-recoverable-gold) recoveries using various devices such as centrifugal concentrators, shaking tables, jigs and flash-flotation within the grinding circuit. The benefits derived by these recent advancements in modeling capability are two-fold; the first is as a tool to assist in circuit design and correct equipment selection and the second is as an analytical tool to help to evaluate and enhance the performance of existing gravity circuits.

Ball mills are usually the largest consumers of energy within a mineral concentrator. Comminution is responsible for 50% of the total mineral processing cost. In today?s global markets, expanding mining groups are trying to optimize mill performances. Since comminution is concerned with liberating valuable minerals for recovery in the separation process, it is crucial to run the mills at the best operating conditions which lead to good liberation at competitive throughputs with minimum costs (energy and wear). The high availability of the equipment is also essential to maximize production and profit. To reach this key objective, continuous and reliable information about the mill operation is vital. An innovative tool which can deliver information about in-mill dynamics has been developed by Magotteaux. It can provide online and accurate measurements of the degree of grinding ball fill and pulp position for timely decision making and actions. This tool could be used on its own or linked to an automatic grinding ball loading system named Magoload. Therefore, ball load could be kept constant by using direct measurement. This article describes the Sensomag and presents some of the major improvements that can be achieved with it. Some other promising avenues are still to be explored. The current state of the South African mining industry is briefly reviewed from the point of view of an engineer not schooled in the finer details of predictive economics. Based on the assumption that current world exploration targets are indicative of which commodities the world will want in the future, it is concluded that the South African mining industry will continue to be viable and growing well into the future. South Africa holds the minerals the world wants and needs, and as long as the world has people, the demand for those, including gold, will continue to grow. There still is a growing demand for vanity commodities&apos; and even the demand for platinum as a jewellery material displays significant growth. Mine safety still needs to improve, but significant improvement has already been made although the industry is not always acknowledged for the effort in this field. The safety target set for 2013 is within reach but will require sustained effort. The physical mining conditions for the main revenue earners, coal, platinum, and gold, will change substantially in the near future. Research in mining has declined alarmingly and it is urgently necessary for that to be revitalized to generate the knowledge that will be required. In order to streamline the transfer of knowledge to the mining engineers of the future, research needs to be conducted with the full involvement of the universities. It will also be necessary for the universities to continually review curricula to incorporate the latest knowledge and to embark on a campaign of knowledge transfer to the older generation of mining engineers. The mining industry is well supported by the universities, who have done their duty with regard to societal transformation, and the universities are in turn supported by the industry through vehicles like the METE Industry is also strongly supported by a number of professional and vocational societies. The SAIMM will continue to play its vital role as the meeting point of the mining technical sciences, and will continue to disseminate knowledge via the journal, schools, and conferences. In the future, it will review its modus operandi to support the needs of growing membership in the remote branches. It will enter the research arena in an appropriate manner and give effect to the developing integration of mining and society. The most important threat to the future of the mining industry is the recurrent mention of nationalization. While interaction between the mining industry and political and economic development of South Africa has always been characteristic, the current debate is emotional more than rational, and engineers are not well equipped to participate. This matter needs to be finalized before it becomes a popular force that politicians cannot control.

The high final total moisture content of fine coal after mining and processing is one of the major reasons that this resource is not extensively used in subsequent power generation, combustion, or other conversion processes. Some coal products, like export coal, may be subjected to a variety of environmental conditions during transport and storage, such as temperature and humidity. To understand the mechanisms by which moisture is attracted and held on and within fine coal particles, further information is needed regarding the processes occurring at the coal surface. In order to determine the correlation between physical coal properties and its moisture adsorption and desorption characteristics, a series of sorption experiments were conducted on various coal samples under climatically controlled conditions. Equilibrium moisture data was collected while changing the temperature and humidity. This data was correlated to coal properties such as particle size, porosity, maceral composition, and mineral content. All the coals that were studied were medium-rank bituminous coals. It was found that the best predictors for moisture adsorption and desorption were the mineral and inertinite contents. Keywords moisture, adsorption, desorption, fine coal, surface properties.

Today, mine backfilling has become an integral part of mining operations, both from a local and overall ground control point of view, and as regards mining techniques and environmental considerations. During the past decade, substantial research has been carried out to contribute to the better understanding of the mechanisms involved in mine backfill behaviour. This work involved analytical, experimental and numerical studies at different scales. Accordingly, this work has been aimed at developing backfill design guidelines for actual working conditions. Backfill design for deep mining conditions is complex and requires understanding of various elements. The most important of these elements are: backfill inherent strength parameters, backfill placement method, stope geometry and interaction between backfill and host rock. The mobilization of backfill strength parameters controls the backfill behaviour and thus, its failure mode. It is believed that the governing boundary conditions and backfill-rock interaction influence the backfill strength mobilization significantly. Accordingly, the interaction between backfill and host rock is an influential factor in overall backfill behaviour under applied loads. The focus of this research is to investigate the backfill-rock interaction, considering a nonlinear behaviour for both backfill and rock mass. Assuming typical stope geometry, the FLAC code was used to model the complex boundary condition associated with narrow vein mining conditions and to simulate the backfill behaviour. A comprehensive numerical study was conducted and the results obtained were compared against field observations. The analysis of findings provides qualitative results, which can be used for backfill design. Silicon Smelters consumes more than 80000 t/a of wood-derived charcoal as carbonaceous reductant in the production of silicon metal. More than 10% of this material is discarded as fines (<6 mm) generated due to abrasion during processing. Charcoal fine residues (<650 μm) and polyvinyl alcohol (PVA) binder were used in this study to produce mechanically strong charcoal briquettes for metallurgical application as carbonaceous reductant. The PVA binder was added in mass percentages of 1, 3, and 5 wt% to the charcoal fines. The compressive strength, abrasion resistance index (ARI), drop shatter resistance (SRI), and water resistance index (WRI) were measured as functions of curing for up to 7 days under atmospheric conditions, and the results compared with metallurgical grade coarse charcoal. The ash content of the produced briquettes was found to be high (6.6–8.0%) compared with the coarse charcoal (1–3%). The 3 and 5 wt% PVA-bound briquettes were found to be the strongest, with compressive strengths of 40 and 115 kg/cm2 respectively, with WRI values of 75 and 73% respectively. The produced briquettes were found to have lower ARI and SRI values compared to the coarse charcoal. Future work should include beneficiation of the fine charcoal discards prior to briquetting, and an increase in binder addition to above 6 wt% to improve the ARI and SRIn.

Anomalous mining conditions can be described where the level of hazard is increased relative to normal conditions within a mining area. Normal conditions would be those defined as a Ground Control District in a mine’s code of practice, and for which mine standard support layouts are generally developed. It has been found that up to 80% of fall of ground accidents occur where anomalous mining conditions exists, typically in the vicinity of geological weaknesses. These areas require specific attention to ensure they are readily anticipated and identified and that appropriate strategies are used to reduce the hazards associated with them. As part of SIMRAC project GAP 607 checklists to aid identification and best practice mining methods were identified for a range of geotechnically anomalous conditions.

Current mine production planning, scheduling, and allocation of resources are based on mathematical programming models. In practice, the optimized solution cannot be attained without examining all possible combinations and permutations of the extraction sequence. Operations research methods have limited applications in large-scale surface mining operations because the number of variables becomes too large. The primary objective of this study is to develop and implement a hybrid simulation framework for the open pit scheduling problem. The paper investigates the dynamics of open pit geometry and the subsequent material movement as a continuous system described by time-dependent differential equations. The continuous open pit simulator (COPS) implemented in MATLAB, based on modified elliptical frustum is used to model the evolution of open pit geometry in time and space. Discrete open pit simulator (DOPS) mimics the periodic expansion of the open pit layouts. Function approximation of the discrete simulated push-backs provides the means to convert the set of partial differential equations (PDEs), capturing the dynamics of open pit layouts, to a system of ordinary differential equations (ODEs). Numerical integration with the Runge-Kutta scheme yields the trajectory of the pit geometry over time with the respective volume of materials and the net present value (NPV) of the mining operation. A case study of an iron ore mine with 114 000 blocks was carried out to verify and validate the model. The optimized pit limit was designed using Lerchs-Grossman?s algorithm. The best-case annual schedule, generated by the shells node in Whittle Four-X yielded an NPV of $449 million over a 21-year mine life at a discount rate of 10% per annum. DOPS best scenario out of 2 500 simulation iterations resulted in an NPV of $443 million and COPS yielded an NPV of $440 million over the same time span. The hybrid simulation model is the basis for future research using reinforcement learning based on goal-directed intelligent agents.

I?ve been asked to appraise the global role of coal and mining, and the best place I can think of to begin is with the World watch Institute, which purports to monitor all things global. Last fall the institute?s magazine, entitled World Watch, in a cover story called for a worldwide campaign to outlaw the use of coal before this century?s end. To my mind the article began the campaign. However, the institute had to admit that no such ban will be possible unless there is special help and heavy intervention?that is, novel policies and punitive taxes. I?ll quote directly from the magazine to underscore the point: ?without them the market will continue to deceive us into thinking coal is cheap, abundant and irreplaceable?.

Physical models from equivalent materials satisfying geometrical and physical similarity have been constructed. A special technology of simulating the excavation of an opening at the front part of a tunnel and of measuring the deformation at the tunnel face was applied. The results yielded by the physical models were used to formulate constitution relations in the numerical solution. This coupled modelling enables us to predict the behaviour of tunnel structures more accurately. On a construit des modèles physiques, réalisés en matériaux équivalents et répondant aux conditions de ressemblance géométrique et physique. Sur ces modèles, on a utilisé une technologie intéressante de simulation du forage du tunnel et de la mesure de déformation du front de taille pendant le forage en progression. Les résultats donnés par les modèles physiques ont été utilisés pour formuler les relations de constitution dans la solution numérique. Une telle construction de modèles combinés permet de prévoir plus précisément le comportement de la structure du tunnel. Es wurden physikalische Simulierungsmodelle aus äquivalenten Werkstoffen konstruiert, welche die Bedingungen der geometrischen und physikalischen Ähnlichkeiten erfüllen. Bei diesen Modellen hat man die interessante Simulationstechnologie des Tunnelvortriebs sowie die Verformungsmessung beim Tunnelabbaustoß während des Vortriebsvorgangs eingesetzt. Die Ergebnisse der physikalischen Simulation wurden zur Formulierung von Konstitutionsrelationen in der numerischen Lösung genützt. So eine kombinierte Simulation erlaubt eine genauere Prognose des Benehmens der Tunnelstruktur.

ABSTRACT: The paper is devoted to two major aspects related to the abandonment of salt mines: 1)- Long-term risk associated with the mechanical instability of surface and its consequences for public security and properties. 2)- Long term dissolution and transport of salt resulting from its communication with groundwater. Basic characteristic features of salt deposits and mining methods are presented through the studies already undertaken on French mines. This analysis allows to identify major hazards encountered in different traditional salt mines and solution-mining cavities. In particular, the role of overburden (presence and thickness of salt layer in exploitation roof, presence of clayey rocks or hard rocks e.g. dolomite or anhydrite), presence of water-bearing strata and possibly natural brine levels, discontinuities, etc. are discussed. In the second part, the main features of mechanical behaviour of salt (creep, damage) as well as transfer processes of this material are presented. The influence of these aspects on the long term evolution of abandoned salt mines is then analysed. KEY WORDS: exploitation, abandonment, salt, mechanical, stability, transport, solution, brine. ZUSAMMENFASSUNG: Der Artikel bezieht sich auf zwei bedeutende Aspekte beim Salzabbau: 1)-Das langsfristige Risiko zur Bodenoberflächeunbeständigkeit und sein Einfluss über Mensch= und Gütersicherheit. 2)-Die langsfristige Auflösung und Beförderung des Salz beruhen sich auf Studien über französiche Bergbauen. Diese Analyse emöglicht es, die bedeutendesten Risiken in verschiedenen Salzgruben zu identifizieren, bzw. Traditionellen oder durch Auflösung abgebauten. Insbesondere wird die Rolle des Deckgebirges (Vorhandensein und Dicke von Salzschicht am Dach des Grube, Beisein von Tanlager oder hartem Gestein wie Bitterkalk oder Anhydrid), Beisein von wasserhaltigem Boden und/oder gesalzenen Wasserflächen, Trennflächen, usw… erötert. Im zweiten Teil werden die haupsächlichen Eigenschaften des Salzverhaltens (Kriechen und Beschädigung) beschrieben. RESUME: L’article est consacré à deux aspects majeurs liés à l’abandon d’exploitations de sel : 1)- Le risque d’une instabilité à long terme de la surface du sol et son incidence sur la sécurité des personnes et des biens. 2)- La dissolution à long terme et le transport de sel sous l’effet d’une communication avec des eaux souterraines. Les principales caractéristiques de gisements et d’exploitations de sel sont présentées en s’appuyant sur les études antérieures réalisées sur les exploitations en France. Cette analyse permet d’identifier les risques majeurs rencontrés dans différentes mines de sel traditionnelles ou exploitées par dissolution. En particulier, le rôle du recouvrement (présence et épaisseur d’un banc de sel au toit de l’exploitation, présence de terrains argileux ou de roches dures telles que la dolomie ou de l’anhydrite), présence de terrains aquifères ou de nappes salées éventuelles, discontinuités, etc. sont discutées. Dans la deuxième partie, les principaux traits du comportement mécanique du sel (fluage, endommagement) ainsi que les processus de transport de ce matériau sont présentés. L’influence de ces aspects sur le comportement à long terme d’exploitations abandonnées de sel est ensuite analysée.
