Part XI of the United Nations Convention on the Law of the Sea (UNCLOS or the Convention) (United Nations (UN) Division for Ocean Affairs and the Law of the Sea, 1982) establishes a comprehensive regulatory framework for the conduct of deep seabed mining (DSM) activities of mineral resources in the Area (defined in Article 1(1) of UNCLOS as ‘the seabed and ocean floor and subsoil thereof, beyond the limits of national jurisdiction’). Under that framework, DSM activities can only take place in the Area pursuant to an approved Plan of Work in the form of a contract with the International Seabed Authority (ISA) (the Authority), a 168-member international body created under UNCLOS to administer the Area. Private contractors can undertake DSM activities if they are sponsored by Member States of UNCLOS, providing a dual system of international and domestic regulatory control and oversight for activities in the Area.

Research conducted into backfill drainage at Mount Isa Mines since 1992 is described. Piping in draining backfilled stopes has been the primary cause of bulkhead failures and emphasis is placed on research into the piping mechanism. Laboratory and in situ tests aimed at understanding the piping mechanism have been conducted and the results are presented. A case history of piping in a draining bench stope fill mass is described and a technique for reducing the potential for bulkhead failures in bench stopes is presented. Hydraulic fill is produced by standard cycloning of tailings and the overflow (reject material) is sent to thickeners prior to placement in the tailings dams. Research into the partial introduction of thickener underflow into the backfill system and its influence on backfill drainage is also described.

How often does one hear that a recent feasibility study was not a success? Alternatively, when scope of the feasibility study was sent out to tender there was a large discrepancy in tendered prices. If the tendered prices were to be compared to the consumer market, for instance the purchase of a car, where the concept is transport in a controlled and safe manner, prices vary by large factors, but then so do the specifications. In the case of a feasibility study, prices should be within a tighter margin as the tenderers are all quoting against the same concept and specification. Why do these discrepancies occur? Price discrepancies will in every likelihood be attributed to two main factors; one, the perceived amount of work and two, the ability of the bidder to carry the risk associated with the feasibility study. It is, therefore, important that the scoping of the feasibility study covers the detailed requirements as clearly as possible stating what level of accuracy is required. The feasibility study is one of the first activities in the life of a project. The study, like the project it is investigating, is subject to the constraints of time, cost and quality. Its primary objectives are to demonstrate the viability of a project within the outlined scope and constraints.

Continuous development of complex new steel grades to meet the ever-increasing demand of high performance causes recurrent issues in steel continuous casting such as surface quality defects (eg cracks, depressions, deep oscillation marks) and productivity challenges (eg faster casting, near-net shape casting). Continuous casting of steel is a highly successful metallurgical process. Much of this success can be attributed to the performance of the casting powder that is added to the top of the mould, creates a liquid slag pool as it is heated, and forms a slag film between the watercooled copper mould and steel shell during its passage down the mould. Mould powder selection is a compromise between the conflicting requirements of heat transfer and lubrication. In an EU RFCS (Research Fund for Coal and Steel)-funded project, various techniques are developed to offer the opportunity to adapt the slag film to meet the conflicting needs in different parts of the mould such that mild cooling can be generated in the meniscus, mid-broad face or corner areas whilst maintaining lubrication and offering higher cooling rates in other areas of mould. This has significant potential to address the industrial issues in product quality and productivity of continuous casting. This paper reports, as part of the EU RFCS project, the determination of crystallinity and porosity in slag films for casting challenging and innovative steel grades using new methods. In comparison with the methods such as X-ray powder diffraction (XRD) analysis and optical microscopy / scanning electron microscopy (OM/SEM) analysis that are currently adopted by the industries, EBSD (electron backscatter diffraction) has been employed to determine the crystallinity of the slag films taken from industry casters. X-ray computed tomography (XCT) plus 3D image reconstruction has been used to determine the slag film % porosity with pore volume, pore size distribution, and pore location, which can be linked with the performance of the slag films during casting different steel grades.

Effective domaining is fundamental to geostatistical modelling for grade control. Through analysis of lithological, structural and alteration logging data, effective groupings (domains) can be identified and employed for estimation or simulation purposes.The poor definition of domains can adversely affect the grade control model resulting in a misinterpretation of the optimal ore-waste boundary and ultimately reduces the quality of recovered ore. The implementation of an appropriate domaining strategy is therefore expected to improve recovery and reconciliation.A thorough understanding of the geology of the deposit and adequate sample data is required for selecting domains. For new deposits, a resource drill database and resource model may be the only information available. Where extension to a previous operation is taking place, historic grade control, mapping and exposed geology may be used to improve domain selection. Preconceptions about domains, should they exist, need to be re-evaluated and tested to ensure they are fit for the purposes of grade control.While mining progresses, the domain model is re-evaluated to ensure that the previous interpretation is still suitable for the present configuration and geology. The grade control process, being iterative, lends itself to regular review and continuous improvement as further data is collected during the grade control cycle. Regular updates to the geology model, mapping, geostatistical data analysis and review of variography will provide indications of a changing domaining environment.Narrow vein gold deposits, which may have several factors influencing mineralisation, present considerable domaining challenges. The material properties and hence performance of saturated alluvial sediments slope can be incorrectly forecast if the water content is not preserved, and materials properties not correctly determined. The occurrence of saturated sediments in the Western Australia (WA) Goldfields, while not common, should be a significant investigation focus. Geotechnical engineers new to the area may be unaware of this and hence the importance of correct testing and determination of the material strength. Application of appropriate analysis to determine stable pit slopes to an acceptable level of risk, is not possible unless the appropriate strength and hydrogeological parameters have been established at the outset. A back analysis is presented of a pit that had extensive slope failures in alluvial clay-rich sediments with discussion on the approach adopted by the original design engineers to assess pit wall stability and consequent poor slope performance. Learnings from a full pit 3D back analysis are presented, with an approach to geotechnical and hydrogeological investigations and analysis for slopes in similar materials.

Glencore’s Mount Isa Mines Limited (MIM) operates the Mount Isa open cut and underground copper (Cu) and zinc-lead (Zn/Pb) mines near Mount Isa in Queensland, Australia. Tailings from processed Cu and Zn-Pb ore is contained in a 1,315 ha shallow (< 35 m deep) multi-cell valley fill tailings storage facility (TSF). Static geochemical testing conducted by MIM over the life of mine (LoM) verifies that the Cu, and Zn-Pb tailings has a wide range in sulfide content and diverse mineralogy with significant acid neutralising capacity (ANC) in some samples. The tailings are predominantly classified as potentially acid forming (PAF) using static analytical methods. Kinetic leach testing using free draining columns and humidity cell tests simulating tailings placed on the surface of the TSF suggest that the tailings samples are likely to remain non-acid forming (NAF) for 10 to 40 years under aerial exposure, and much longer than this under saturated conditions within the TSF. During this period of weathering, as ANC is depleted, the neutral pH drainage may contain elevated concentrations of some elements including sulfate, manganese and zinc. ROES« is a proposed new mining system for underground hard rock mines. Ore is accessed from within a shaft, which is located close to or within the stope, and pitched either vertical or within approximately 20 degrees of vertical. The shaft is designed to exclude personnel entry so production drilling and explosive placement is done using remotely controlled or automated machines. Routine remotely controlled survey of the shaft, stope back and broken rock within the stope is typically done following each blast. The survey may include excavation geometry, rock fragmentation and geotechnical characteristics. Blastholes are surveyed before placement of explosives. This provides mine operators and engineers with real-time data, allowing them to monitor production performance and risk factors so that they can make rapid changes as required. ROES« is designed to apply to open stoping or sublevel caving situations either in disseminated, geologically defined, thick tabular or narrow vein orebodies. The technologies developed for ROES« will also have potential applications to block caving operations to reduce the risk of frozen ore and poor fragmentation. In a typical sublevel open stope application, ROES« will reduce the amount of stope-associated development by about half and therefore will allow ore to be brought on-stream sooner and at significantly reduced cost. Other savings are expected to flow from the centralisation of mining activities and operational data, reduction in mining fleet, reduction in ventilation requirements, improved occupational safety and reduced mine complexity. CSIRO and Orica Mining Services are developing the required technology and AMIRA is seeking sponsorship for a project to trial the mining method. Development face destress blasting is a construction technique in deep mining, which aims to prevent, reduce the frequency, or manipulate the timing of violent, stress-driven rock mass instability at the face. This paper presents a destress blasting design concept that was optimised for the specific rock mass conditions of a deep mine using the Hybrid Stress Blasting Model (HSBM) software. The design was then implemented in an area of the mine where stress-driven instability of the face regularly occurred during development. An adjacent tunnel was constructed in parallel without destressing, within the same rock mass conditions, as a control. The rock mass response to each excavation was quantitatively compared using high-resolution local seismic monitoring. Visual observations of the fractures created by destress blasting were also made. The analysis indicated that destressing reduced both seismicity and the rock mass stiffness ahead of the face. This was inferred from the spatial broadening of the development seismogenic zone and the typically significant reduction in the spatial density of seismic events. Seismic source mechanism analysis also indicated that destress blasting generated a much wider variety of failure modes than conventional blasting. Most seismic source mechanisms following destressing were associated with natural joint structures. A relatively small portion were consistent with newly created blast-induced fractures. The greater diversity of rock mass failure modes associated with destressing implied a lower potential for stain-energy accumulation within the rock mass at the face, and thus a lower risk of hazardous instability. Observations of visible rock fracturing indicated that the major principal stress influenced the damage intensity on natural geological structures within the destressed zone, and that numerical predictions of radial fracturing limits made by HSBM analysis were realistic representations of the real blasting performance.

A new model of flotation is presented which allows predictive calculations of total solids flows and metal grades and recoveries to be made for industrial flowsheets. A method of making these calculations is presented and illustrated with examples. The problem of determining sufficient flotability characteristics from a sample of circuit feed to predict the behaviour of that specific ground ore in the flotation circuit (ie performing flotometric analysis) is addressed, and some suggestions are made for its solution. A feature of the flotation model is its practical technological orientation, allowing determination of a small number of ore flotability parameters by fitting observed batch kinetic flotation data. The unit model explicitly includes the cell aeration as total bubble area per unit pulp volume, and pulp residence time. Although more complex unit models are feasible, it is thought that this model is sufficiently realistic to illustrate the points made. The modelling approach is illustrated by application to flotation data from a Kambalda ickel circuit. The model is parameterised and ore flotability parameters are back-calculated from batch kinetic data. These parameters are then used to fit the observed behaviour of the industrial circuit by numerically adjusting the unit aerations. Finally, it is shown how the model may be used to predict the effect of circuit and ore changes on the circuit's technological indices.

The paper describes the studies conducted to date on the short term adsorption/desorption of gases in coal from the point of view of developing techniques to predict imminent outbursting conditions in coal mines. A number of different parameters such as'dP express, K' and AV 0/60 etc. which have been effectively used overseas were studied on samples of coal from Westcliff and Leichhardt Colliery. Results indicate that these do not seem to be valid indices for predicting an outbursting condition. Based upon desorption isotherms, a new index defined as "L" has been developed which shows promising results. This index is in a position to differentiate the changes in the structures of coal and its proness to outbursts. The "LZ value determinations and its usefulness opens a new field where it would be possible to determine outbursting conditions from existing drill cores obtained during exploration studies or from long holes drilled in advance from underground workings. The index is more or less independent of the time elapsed between the extraction of a sample and the conduct of the test. The test for "L" can be conducted'on site or in the laboratory. The test is simple, easy to carry out and the "L" value for a sample can be calculated in less than 20 minutes. It could be adapted as a routine test for monitoring outburst conditions in mines.

Physical model studies of the caved zone above the working faces up to the base of a water source are of importance in attempting to understand changes in mass permeability due to induced fracture zones and the resulting ground water conditions. Turkey's most important supplies of coking coals are to be found within the hard coal resources of the Black Sea coast. Coal seams up to 9 metres thick, dipping at angles as steep as 90 degrees are being successfully mined at the Kozlu Mine. Since 1956, mining operations have been carried out under the sea in dry conditions. The undersea mining conditions of the Kozlu Mine have been investigated using scaled physical models constructed from artificial materials which satisfied necessary scaling requirements. Models representing the in-situ conditions were tested and the following extraction sequence was employed: 1. The Sulu Seam extraction 2. The Acilik Seam extraction (as two slices) 3. The Piric Seam extraction. The displacement of the fixed reference points were subsequently measured using a high precision photogrammetric technique and induced horizontal and vertical strains were calculated.

THE John Darling Colliery, owned by The Broken Hill Proprietary Company Limited, is situated 12 miles south of Neweastle, NSW and about 1 mile from the ocean. The area of the holding is approximately 10,000 acres, about half of which underlies the Pacific Ocean. The area was proved to be coal bearing by diamond drill boring: this method not only proved the coal to exist, but gave the depths from which could be calculated. It also proved the existence or otherwise of heavy faulting, which is a very important factor in the design of the underground lay-out of a mine. The location of shafts had to be carefuIly studied, and, before final selection, the following salient points had to be considered:Railway communications.Flood waters.Boiler feed water.Surface buildings.Probability of coal washing.Underground haulage arrangements.Lengths of roadways from a ventilating viewpoint.Before the shaft sites were finally selected, an underground design was prepared to determine the direction of the main drives in relation to the boundaries of the holding, and the of the coal seam: the latter, being an important factor in this particular locality, was ascertained by a geological survey of rock outcrops in the neighbourhood. Compositional geostatistics is an approach developed to ensure that the constant sum constraint induced by geochemical iron ore analysis is respected in estimation and simulation. Jack-knifing and cross-validation were used within this framework to compare the results from ordinary cokriging of the additive log ratio (alr) variables with those from conventional ordinary cokriging. Two methods were used to back-transform the alr estimates: the crude additive generalised logistic back transformation and numerical integration via Gauss-Hermite quadrature. Previous work on a blasthole data set from a Yilgarn iron ore mine showed promising results, with the Gauss-Hermite quadrature method returning results comparable to ordinary cokriging from the point of view of bias, but superior in that the constant sum constraint imposed by geochemistry of the data was honoured. Other practitioners have noted that the linear interpolation of non-linear log ratio transformations will result in biased results, and that this bias can be masked in a (grade control) setting where the spatial density is high. To test this assertion, the methodology has been extended to successively lower spatial density data sets. Coal utilization for copper flash smelting in Japan was initiated due to the sudden upheaval in the price of oil in the last ten years. A major portion of the heavy fuel oil has already been replaced by coal resulting in a corresponding decrease in energy costs. In addition to energy cost savings, an interesting metallurgical phenomenon was observed in flash smelting operations. Unlike oil combustion, coal is not burned completely in the shaft. A considerable fraction of coal particles remain on the surface of slag and are burned at the settler. Chemical investigation has shown that oxygen potentials at the settler have consequently decreased, bringing the slag and matte phases into reducing conditions, thus oxidation and reduction can coexist in one flash smelting unit. As a result, a decrease in magnetite and copper contents in the slag, elimination of furnace hearth build-up and dissolution of intermediate layer between matte and slag have been observed. In general, these led to improvements of furnace operations. However, thermodynamic investigations have shown that some minor elements such as As, Sb, Bi and Pb concentrate from slag to matte. Results evaluated on the basis of thermodynamic data relatively agree with practical observa- tions. Consequently, for coal utilization in flash smelting operations it will be necessary to control oxygen potentials from the stand- points of copper loss in slag and minor element Distributions.

The Northside Storage Tunnel is a TBM driven rock tunnel system designed to collect and store sewage from four major storm overflow points along the existing Northern Suburbs Ocean Outfall Sewer. At present, sewage overflows during wet weather are the main source of pollution for Sydney Harbour. The tunnel system comprises a 16 km long by 3.8 m to 6.5 m diameter tunnel from Lane Cove to the North Head Sewage Treatment Plant and a 4 km long by 6.3 m diameter branch tunnel from West Chatswood. The tunnel will have a typical rock cover of about 50 m to 150 m. Most of the tunnel alignment is contained within the Hawkesbury Sandstone Formation which is generally an excellent tunnelling stratum, and offers few geotechnical constraints. However, the tunnel is required to pass beneath incised palaeochannels at Middle Harbour and Manly with each palaeochannel containing about 70 m of sediment.Innovative geotechnical and geophysical investigations were undertaken to examine the tunnel route and characterise the rock beneath the palaeochannels. These investigations have located zones of poor quality rock beneath one palaeochannel in particular, suggesting significant stress relief had taken place in the rock at times of lower sealevel producing structural features indicative of valley bulging. This paper presents the geotechnical model developed for the tunnel, and the models and constraints for tunnelling beneath the palaeochannels.

Characterising the weight percentage of each mineral in base metal ores is an integral part of assessing the quality of an ore in terms of its processing properties. The Rietveld method, which uses X-ray diffraction data, has been applied to routinely quantify the minerals in lead/zinc and copper ores from Mount Isa Mines Limited and supergene copper ores from Ernest Henry Mining as well as their related products from the concentrators. The Rietveld method has been tested by comparing Rietveld mineral data with a standard sample with known mineral weight percentages and comparing Rietveld mineral data with mineral data calculated from elemental assays where the element only exists in one mineral such as lead in galena. Where this latter situation does not occur, the Rietveld method has been checked with both elemental and optical microscope data. In all cases, there is a good correspondence between the Rietveld data and the data it was checked against with absolute differences generally in the range of 0.5 to 3 wt per cent. The Rietveld method generally quantifies all minerals occurring over 1 wt per cent in one analysis and is less expensive and more routine compared to traditional methods such as optical microscope point counting. The Rietveld method can be applied to many stages of the mining cycle such as exploration, feasibility studies, mining, minerals processing and for environmental studies.

The Central Coal Mining Research Institute has developed the MAE acoustic emission monitoring system, the BD4-1 portable acoustic emission monitor and the MRB rock burst monitoring system. In the MAE system there is an IBM-PLAT, a receiver and 16 channels and the investigating range is 100 m. The main functions are detecting acoustic events from the working faces, periodically making statistics, prints, displays and storing of the results, and performing the off-line process such as drawing the curves of acoustic activity. The BD4-1 instrument has four channels, it works for more than 24 hours continuously, and keeps the data for more than 30 days after power tum-off. The BD4-1 is suited to the monitoring for a long or a short time as a fixed point where the system is invalid, especially to the monitoring of the acoustic activity promoted by the blasting. There is an IBM-PC/AT, a receiver and 16 channels spread 10 km in the system MRB. The system could on-line collect microseismic events throughout the whole mine, calculate the source location and the energy, and off-line draw the seismic activity draft of time-based or distribution in space. In practice, the forecasting is successful by using the acoustic emission and microseismic monitoring system and the portable instrument.
