Open-cut mining of copper ores in the western United States is a relatively new industry. At first the mining methods were mainly adapted from those used at open-cut iron mines and at quarries, but now efficient practices that are more suitable for the copper deposits have been developed. The pioneer in this field is the Utah Copper Co., of Bingham, Utah, which deserves great credit for working out much of the early procedure. Stripping began at that mine in 1906, and the large Garfield concentrator was put in commission in 1908. Next in order of development were the Nevada Consolidated Copper Co., at Ely, Nev. ; the Chino mine of the Ray Consolidated Copper Co., at Santa Rita, N. Mex. ; the New Cornelia Copper Co., at Ajo, Ariz. ; the Sacramento Hill mine of the Copper Queen Branch, Phelps Dodge Corporation, at Bisbee, Ariz.; and the open cut of the United Verde Copper Co., at Jerome, Ariz. The Sacramento Hill mine began to produce in 1923, and the United Verde open-cut mine has produced ore mainly in connection with stripping. The writer visited the Utah Copper mine in September, 1923; the Nevada Consolidated in August, 1923; the Chino in July, 1924; and the New Cornelia, the Sacramento Hill, and the United Verde open cut at various times during 1922, 1923, 1924, and 1925, mostly in connection with other work.

Human beings are natural storytellers and story listeners. We learn very early that stories entertain us, but also give us the ?rules? about what is expected of us and how to make meaning of our experiences. Stories are integral to our lives, and have great power to change or influence how we think or how we react. They are an innate part of how we learn, and have obvious benefits to trainers or educators who are trying to impact what and how we learn. This paper and presentation discuss the social and cultural power of stories, and how they have been used to develop training for skilled blue-collar workers. Included will be examples as well as suggestions for trainers on where to find stories, what type of stories to pay attention to, and how to use them to improve occupational safety training.

A 3-month study in 1971 of the Essen Roof Support and Rock Mechanics Research Center's program of roof and support evaluation included 25 mine trips. German miners must adopt mining methods and environmental control measures involving methane drainage and water infusion to improve productivity under severe natural conditions. Pressing problems in ground control must be solved such as cavities in front and above the supports at longwall faces and excessive convergence in gate roads. The Center developed automatic data processing methods to quantify the results of roof and support surveys and to establish criteria. Another approach to ground control is the study of mine models. The Center's laboratory has the facilities to test elements of powered roof support and whole assembled units. Face automation and roof control by powered shields are novel developments that are under close scrutiny in the field as well as in the laboratory. Though the Essen Center's roof and support evaluation techniques are tailored to the needs of the coal mining industry of the Federal Republic of Germany under conditions vastly different from those in the United States, some application may be found here, for instance, monitoring faces and roadways and preventive maintenance of hydraulic systems.

This study was conducted as part of a project involving the evaluation of a new type of noise exposure monitoring paradigm. Laboratory tests were conducted to assess how “nonstandard” dosimeter microphones and microphone po­sitions measured noise levels under different acoustical condi­tions (i.e., diffuse ?eld and direct ?eld). The data presented in this article re?ect measurement differences due to microphone position and mounting/supporting structure only and are not an evaluation of any particular complete dosimeter system. To varying degrees, the results obtained with the dosimeter microphones used in this study differed from the reference results obtained in the unperturbed (subject absent) sound ?eld with a precision (suitable for use in an ANSI Type 1 sound level meter) 1/2 -inch (12.7 mm) measurement microphone. Effects of dosimeter microphone placement in a diffuse ?eld were found to be minor for most of the test microphones/locations, while direct ?eld microphone placement effects were found to be quite large depending on the microphone position and supporting structure, sound source location, and noise spectrum.

Educational campaigns conducted by the manufacturers of explosives, the Bureau of Mines, mining companies, and safety organizations have contributed greatly in reducing accidents caused by explosives arid blasting. Despite these campaigns and the dissemination of information, accidents from explosives and blasting continue to be the direct cause of scores of fatalities and hundreds of nonfatal accidents annually, not only in the mineral industry but essentially wherever explosives are used. The experience of many mining companies and other users of explosives has proved that accidents from explosives can be prevented or averted by the proper training of employees in the handling and using of explosives and by the enforcement of definite rules and instructions for their use. Unfortunately, throughout the years numerous false impressions and ideas have grown up and around the use of explosives. Many of these can be traced back to the manner in which the users of explosives were originally taught, if instructed at all; and as with many types of misinformation in nearly all walks of life, those false ideas are decidedly persistent and being so cause much damage. Many if not most of the users of explosives gained their knowledge of explosives and blasting by watching others and more or less "absorbing" the procedures and thrones of the other fellow, who acted unconsciously as teacher or instructor. A study of explosives accidents reveals the results of such "teachings" when the causes of the accidents are determined, and as might be expected the results very often are far from good. Due to the difficulties of ventilating large opening stone mines, the effective dilution of diesel particulate matter and noxious gases has often been problematic. Since stone mines have large openings that develop low air resistances, and propeller fans are designed for low pressure-high volume applications, main mine propeller fans may be a feasible option for ventilating underground stone mines. This paper describes the results of a case study where researchers from the National Institute for Occupational Safety and Health have demonstrated that significant increases in total mine airflow can be achieved and the ventilation improved in a large-opening stone mine by replacing an axial-vane mine fan with two 12-ft diameter propeller fans and adding a line of stoppings. In this study, the use of the propeller fans more than doubled the air quantity from 300,000 cfm to 750,000 cfm, while operating at 50 horsepower less than the original axial-vane fan.

"INTRODUCTION During the past 4 or 5 years the frequent occurrence of bumps in coal mines of the Cumberland field, in Harlan County, Ky., and Wise County, Va., has caused much apprehension among miners and mining officials of that region.These bumps have caused many deaths and injuries, and have been increasing in frequency. Eight men were killed and a number injured by bumps in the first 4 months of 1934. Their unpredictable occurrence and the usual absence of any preliminary warning tremors or sounds, such as ordinarily precede a large fall of roof, cause fear of other bumps and impair the morale of mine workers.Acknowledgments This report on bumps in coal mines of the Cumberland coal field of Kentucky and Virginia is based on an investigation made at the urgent request of .the Harlan County Coal Operators Association, through James F. Bryson, director of safety of the association, to the Director of the United States Bureau of Mines, following a series of disastrous bumps in. Harlan County, Ky., and Wise County, Va. The request was granted and the writer detailed to undertake the investigation, which was made in June 1934.The officials of certain operating companies in the Cumberland field gave every facility for examining the conditions accompanying bumps in their mines. An advanced water-in-oil emulsion hydraulic fluid has been developed which meets defined laboratory performance criteria and which has given fully satisfactory results in a one-year underground mine test in two continuous miners. A novel method of monitoring fluid water content was demonstrated and incorporated into a test kit for use at or near the mine site. Test fluid fire resistance integrity as measured by the MSHA Schedule 30 procedure was maintained during the test and important fire resistance test variables identified.

This paper describes open-pit mining methods and practices at Copper Cities Division of Miami Copper Co, in Gila County, Ariz. It is one of a series being prepared by the Burea of Mines on mining methods, practices, and costs in various mining districts of the United States. A similar program, conducted from 1928 to 1939, provided technological information on the development and conservation of our mineral resources and assisted operators and engineers in evaluating and developing new mineral deposits. This circular contains a brief history of the district and describes the Copper Cities deposit, with particular emphasis on a detailed description of those characteristics--physical, economic, or engineering--that affect the choice of mining method. Prospecting and exploration, sampling and estimation of tonnage and values, development, and mining (including breaking ground, loading, hauling, ore control, and auxiliary operations related to mining) are described, Percentage of extraction, production rate, safety, first aid, Eire prevention, mine organization, and processing plant are discussed briefly, The final section gives such costs, on a percentage basis, as are available for publication. Where relevant, some information on the Castle Dome mine is included.

Highwall mining is an important coal mining method. It appears that upwards of 60 highwall miners are presently in operation, and they may account for approximately 4% of total U.S. coal production. A review of the Mines Safety and Health Administration (MSHA) data over the 20 year period from 1983 to 2002 identified 9 fatalities attributable to auger and highwall mining of which inadequate ground control accounted for 1/3. In the past 5 years, 1 fatality occurred in highwall mining. Estimates of the manpower requirements in highwall mining suggest that its fatality rate is essentially the same as for surface coal mining, thus highwall mining appears to be a very safe modern mining method. Highwall stability is the major ground control related safety concern, and operators are required to develop and follow an appropriate highwall mining ground control plan. The plans usually specify the following geotechnical parameters: hole width, maximum hole depth, maximum overburden depth, seam thickness, web pillar width, barrier pillar width and number of holes between barriers. Calculated web pillar stability factor exceeded 1.3 for most designs evaluated. This study examined records from 5,289 highwall miner holes with a total completed footage of about 2,560,000 feet to understand the reasons for early pull out. Average lost footage is typically about 20% of planned footage. Only 35% of the holes reached planned depth, and 20% were short due to rockfalls. Water and adverse geology accounted for 15% of the losses. Mechanical/electrical problems, guidance, and slope stability problems accounted for the remaining 30%. Web pillar stability factor for these holes also exceeded 1.3 in 95% of cases. Best practices to avoid trapped miners include: avoid mining in stream valleys, avoid mining near outside corners, careful alignment of each hole and the use of an onboard guidance system. Several issues in highwall mining ground control require further investigation including highwall mining through old auger workings, highwall mining near old underground mines, multiple-seam and multiple lift highwall mining and finally the size and frequency of barrier pillars.

In 1989, the u.s. Bureau of Mines initiated a contract to gather engineering, operating, and environmental cost data for 1988 for 30 major foreign primary copper smelters in market economy countries. Data were collected for 29 of the designated smelters together with information on applicable environmental regulations. Materials balance data obtained were used with available data for the eight U.S. smelters to determine the approximate extent of copper smelter sulfur emission control in 1988. A broad characterization of the status of sulfur emission control regulation was made. The 37 U.S. and foreign smelters represented roughly 73.2% of world and 89.3% of market economy primary copper production in 1988. The 29 non-U.S. smelters attained 55.3% control of their input sulfur in 1988. Combined with the 90.4% control of U.S. smelters, an aggregate 63.4% sulfur control existed. Roughly 1,951,100 mt of sulfur was emitted from the 37 market economy smelters in 1988. Identifiable SO2 control regulations covered 72.4% of the 29 foreign smelters, representing 66.5% of smelting capacity. Including U.S. smelters, 78.4% of the major market economy smelters were regulated, representing 73.1 % of smelting capacity. Significant changes since 1988 that may increase sulfur emission control are noted.

This report describes the results of a program to design, procure, install, and evaluate a multi-channel underground telephone system of modern design in the Sunshine Silver Mine near Wallace, Idaho. Although the evaluation portion of the program was deleted, this report contains a cost benefit analysis for such a system using estimates of operational data for the Sunshine Mine. The results show a centrally switched telephone system of conventional design with ruggedized phone enclosures and special environmentally sealed dial pads to be the most economical.

The Union of South Africa has been interested in oil shale for a long time, and deposits of oil shales, torbanites, and similar rocks have been found in many parts of the country. (Fig. 1.) Samples differ markedly in oil yield and in the characteristics of the oil. The strata vary in thickness, and most of the deposits that have been found are in unfavorable locations because of remoteness from markets or absence of transportation facilities. This report deals mainly with the torbanite deposit near Ermelo, Transvaal, in the Union of South Africa, and the operations of the South African Torbanite Mining and Refining Co., Ltd. (hereafter referred to as Satmar), in mining the torbanite, retorting it, and refining the crude oil.

The Bureau of Mines is active in programs pertaining to solid waste disposal and land reclamation. Nine reclamation projects of mining companies and six projects of the Commonwealth of Pennsylvania were investigated to provide information on the procedures, costs, and results obtained from reclamation projects of bituminous coal-waste disposal areas. Refuse disposal costs of mining companies ranged from 9 to 28 cents per ton-mile, and quantities disposed of ranged from 600 to 4,500 tons per day. Spreading and compacting the refuse at the dump site ranged from 3 to 20 cents per ton. Cost of covering with soil and planting ranged from $750 to $1,646 per acre. Total costs of reclamation for the Pennsylvania projects ranged from about $1,800 to more than $15,000 per acre. Refuse preparation costs ranged from $772 to $5,550 per acre. Soil covering and planting costs ranged from $1,083 to $5,086 per acre. The best results were obtained by soil preparation and conditioning prior to planting. The type and depth of soil and effect of climate were also factors.

This mineral has not been used to any important extent as a source of lithium salts or lithium metal, as other more easily decomposed minerals have b en available in sufficient quantity to supply the relatively small demand. The need for cheaper lithium salts for such promising new uses as air conditioning or dehumidification and of lithium feldspar for use in the glass and [ramic] trades has justified the recent work done by the Bureau of Mines on King available, through improved beneficiation and extractive processes, some of the lower grade but extensive spodumene deposits.

Five lignites from the northern Great Plains province were carbonized at temperatures from 500° to 1,000° C in a bench-scale unit. A replicated Greco-Latin square experimental design was employed to allow testing of four independent variables at five levels. Independent variables investigated were temperature, source of lignite (mine), weight of charge, and moisture content of charge. Dependent variables were char yield, tar yield, light-oil yield, tar plus light-oil yield, carbonization gas yield, and carbonization gas heat yield. An analysis of variance indicated that, at the 99-percent confidence level, the independent variables of carbonization temperature, source of lignite, and weight of charge were significant for yields of char, tar plus light oil, and carbonization gas, whereas moisture content was only significant for carbonization gas yields. At the 95-percent confidence level, moisture content significantly influenced the carbonization gas heat yield per pound of lignite charge and the yields of dry tar plus light oil. All dependent variables were determined on a moisture- and ash-free basis. Multiple regression equations for predicting seven different factors of carbonization yields as functions of carbonization temperature and initial composition were developed using computer techniques. Equations for yields of char, tar plus light oil, and carbonization gas were compared with equations previously developed by others at the 500° C level.

This paper covers the salient features of the occurrence and mining of sheet mica in the United States and the preparation of mica for market; presents the results of a study of the physical properties of domestic and foreign micas, which the author hopes may he of interest to every mica user, as it definitely answers many questions as to the suitability of various minas for particular purposes; and discusses mica-trade conditions and the future outlook for the domestic mica industry. It is interesting to study the noise standards that have been promulgated in the US over the last decade or so. These regulations are likely to have long-lasting impact. The Occupational Safety and Health Administration (OSHA) Hearing Conservation Amendment (March 1983) continues to have influence not only in the workplace but in the debate over new regulations. Both the Mine Safety and Health Administration (MSHA) and Federal Railroad Administration (FRA) regulatory preamble documents state the desire to be consistent with OSHA. An examination of Table 1, which compares the major components of the three regulations and the 1998 NIOSH “best practices” criteria, depicts the extent to which that intent is met. There has been some regulatory activity in the last decade which may give some hope for evolution and updating based on the wealth of science that has occurred during the last quarter of a century since the OSHA regulation was enacted. However there has also been some “back-sliding” toward more lenient standards. The MSHA noise standard made regulatory progress in September 2000 by emphasizing engineering and administrative controls, followed by personal protective equipment, in the hierarchy of noise intervention. MSHA’s requirement for technician certification (today only available from CAOHC) strengthened the training requirements for audiometric testing in hearing conservation programs and MSHA also added the requirement of dual hearing protection at 105 dB TWA. There were many subtle differences between OSHA and MSHA based on comments and a desire to clarify some of the vague aspects of the OSHA noise standard, and meet the needs of the regulated mining industry. One example pertains to the ceiling for exposures. OSHA says, “no exposures >115 dBA,” which is interpreted to mean no unprotected exposures above that level, giving credit for the assumed effectiveness of hearing conservation programs, hearing protection devices and administrative and engineering controls. MSHA specified that a “P” code1 violation be issued for any protected or unprotected exposures >115 dBA. The Federal Railroad Administration (FRA) noise standard for railroad operating employees, which went The Modern Evolution of Hearing Conservation Regulationsinto effect February 26, 2007, was expressly based on the OSHA standard but also uses MSHA for comparison. The preamble states that the FRA defers to OSHA as the “primary regulator of noise in the workplace,” but also acknowledges the need for some departure from the OSHA regulation (FRA Preamble II.B). As an example, FRA requires testing at 8000 Hz “because it will allow employers to identify hearing loss sooner.” The FRA rejected MSHA’s hierarchy of noise controls in favor of requiring specific engineering interventions and focusing on appropriate hearing protection which would still allow communication and audibility, and identification of excessive noise through employee-filed “excessive noise reports.”2 Where OSHA has no specific mandate requiring employees to take advantage of the employer-paid audiogram, it has been traditionally a condition of employment and is generally accepted that OSHA-covered workers require an annual audiogram. MSHA addressed this issue in its preamble; however, they made no significant change. MSHA employers are required to offer annual audiograms but MSHA stopped short of requiring employees to comply with annual audiometric testing. Explosions in U.S. coal mines have caused death and injury to miners and destruction of workings since the first reported explosion in 1810. These explosions are caused when buildups of explosive gas and/or dust in the mine are ignited by the presence of a flame or spark. Methane gas is inherently generated and held by adsorption in coal and is normally liberated during mining. Because this gas is explosive in the range of 5%–15% by volume, fresh air is constantly supplied to the working face to prevent the methane/air mixture from reaching this explosive range. The required amount of ventilation air is based on estimates of gas release under normal conditions. Occasionally, unanticipated and unusually high emissions are encountered, which, despite normal ventilation controls, result in an explosive mixture that a spark from a cutting bit or electrical equipment can easily ignite. Investigations have shown that such emissions are often associated with anomalous geologic features or conditions. Although most operators are aware that certain geologic features may adversely affect productivity, few are aware of their potential as a gas emission hazard. This report presents a historical framework detailing the impact of geologic features on excess gas emissions and resultant mine explosions. It also provides operators with specific information on recognizing and alleviating potential hazards from methane emissions related to these geologic features.2
