The Federal Government, as the largest lessor of oil and gas lands in the United States, is vitally interested in the conservation of those resources. This manual has been prepared at the direction of the Secretary of the Interior to call the attention of lessees of public oil and gas lands to the most common oil and gas field wastes and the best methods of preventing them; to outline the policies of the Interior Department on field operations; and to give information as to how the "Operating Regulations" of the department will be interpreted by the Bureau of Mines. The oil industry has progressed steadily. Present operating methods are much more efficient-and less wasteful-than those of a few years ago; moreover, the art of producing oil and gas is continually advancing. Public interest requires that improved methods, which will result in obtaining the greatest possible amounts of oil and gas from the natural deposits, shall be developed and used. Part I of this manual points out types of oil and gas wastes and suggests, in detail or by reference, the most practical and effective methods in current practice for stopping these wastes. Throughout Part I the department's operating policy is given, with interpretations of the "Operating Regulations" for enforcing every practical measure of conservation. Part II comprises the revised "Operating Regula-tions" which supersede all previous regulations and will govern future operations on public lands; it will be found in the pocket in the back cover of this bulletin.

The research described in this report was conducted under a cooperative research agreement between the U.S Bureau of Mines Twin Cities Research Center (TCRC), Cleveland-Cliffs Inc. (CCI), and three operations in Northern Michigan managed by CCI: the Empire and Tilden surface taconite mining operations, and the Central Shops maintenance facility. All of these operations are in or near Ishpeming, MI. The Human Factors Research Group at TCRC is responsible for designing, planning, and conducting the research, and reporting on the findings. This project was carried out in order to investigate the high prevalence of back injuries being experienced by workers employed at the three CCI Northern Michigan sites, In an analysis of Company accident records for workers employed at these sites, it was determined that back injury problems confronting the CCI sites mirror those confronting the entire mining industry.

THIS PUELICATION lists and provides brief accounts of the major disasters not classified as explosions of gas or dust that have occurred in the cod mines of the United States from the earliest times to the present. Together with an earlier publication of the Bureau2 it provides information on all the known major coal-he disasters (disasters causing five or more deaths) in this Nation's history. Sources of each account are given individually. In each account the actual words of the original publication are used unchanged, but sentences or paragraphs referring to details that are not significant have been omitted. In those few cases where conflicting data were reported in different publications the selected version is the one that appears most logical and which in general is in agreement with most of the other accounts.

The production of bituminous coal by stripping methods has become an important factor in some areas, especially in the Central and South Central States. In the latter, production at strip mines exceeds that at deep mines. This circular is intended to present in brief form the statutory provisions of Pennsylvania regarding mining operations, in force at the end of the 1931 session of the legislature. lo reference is made to general laws which affect mining only incidentally in common with other subjects, such as the workmens compensation law. The statements have been condensed as far as practicable, and provisions not deemed of general interest, such as matters dealing only with administrative details, have been omitted. This circular obviously is not written with such particularity as to be of great value to the legal profession, but it is hoped that it will be beneficial to the mining industry in giving this information in a relatively compact form. At the end of each paragraph the statute from which it is derived is cited to facilitate reference to the text of the law. It is planned to publish additional circulars from time to time dealing with the mining laws of other States. Any criticisms of the form of publica- tion followed herein, or suggestions aimed at the improvement of future circulars, will be welcomed.

"FOREWORDVirtually all government agencies undertook many additional responsibilities during the period immediately preceding World War II; these responsibilities increased vastly in importance and scope after the actual declaration of war following the attack on Pearl Harbor. The Bureau of Mines was one of the agencies thus affected, and it was called upon to perform many duties foreign to its normal peacetime activities.The Health and Safety Division of the Bureau of Mines, at that time designated the Health and Safety Branch, was given several important and difficult duties and responsibilities of an unusual nature because of the war while of necessity-continuing its normal functions of assisting the mineral industries in the preservation of life and health and the protection of property, this being of especial importance in wartime because of the pre-eminent importance of having maximum output of essentially all types of mineral products. Some of these additional functions were given to the Health and Safety Division because the organization of the Division, with its field set-up dividing the Nation into districts with competent, experienced personnel in charge of its work, provided the nucleus of personnel and procedure through which rapid and smooth expanded functioning was feasible.In addition to the responsibilities directly attributable to definite war activities, such as the administration of the wartime Federal. Explosives Act and the Mineral Production Security Branch a new branch (then designated division) was formed to investigate coal-mine health and safety problems after the enactment of the Federal Coal-Mine Inspections and Investigations Act, which became a law on May 7, 1941, but which actually began to function actively after the declaration of war in December 1941.The purpose of this publication is to provide a brief historical record of the activities of the Health and Safety Division as a whole and of its individual branches during the war. The detailed record has been filed in the Archives Building, Washington, D. C."

The Bureau of Mines explored the Three Kids deposit in 1941 as part of a strategic minerals program. Earlier mining and exploration had established the presence of a substantial tonnage of medium-grade wad ore, and drilling and sampling by the Bureau of Mines, in collaboration with the Federal Geological Survey, indicated an additional tonnage such that development and exploitation became more clearly feasible. Private interests, with Government support, undertook to produce metallurgical-grade manganese. The present paper describes the Bureau of Mines exploration and subsequent development. Manganese in the Three Kids area is found in one of the lower members of the Muddy Creek formation in a bed of fine sandstone and silt, which outcrops around the north edge of the River Mountains and generally dips 20° to 40° away from the hills. There is considerable variation in the thickness and grade of the ore. The ore is light weight, having a density of 1.2 to 2.

The Bureau of Mines has been conducting an investigation of the feldspar resources of the New England and North Appalachian States with a view to greater efficiency and economy in their utilization. Such an investigation was deemed necessary, not only because of the continued and increasing consumption of these minerals, but especially because of the demand for better technical control of the raw materials that are used by the white-ware industries of the United States. Most manufacturers of white pottery wares have only a limited knowledge of the origin, mode of occurrence, and methods of mining and preparation of the materials that they use. Heretofore, owing to a belief that the supply of raw material was unlimited, the manufacturer had concerned himself chiefly with the solution of the problems of manufacture. Within the past few years, however, it has been found that difficulties arise in manufacture which can be traced beyond the manufacturing process and are believed to be due to a need of better control of the materials used. Furthermore, as competition becomes more severe, more attention must be paid to selection of materials in order to minimize consumption and also to avoid unnecessary expense for transportation of material. Doubtless the lack of interest as regards these details has arisen from the fact that in the past a considerable proportion of the whiteware ingredients has been imported and the manufacturer has been forced to rely on the samples submitted and the general uniformity of the source of supply to insure against variation of the material. An extra precaution arising from this lack of definite knowledge still prevails in the common practice of never depending on one source of supply for anyone ingredient. Often the products of three or more producers are blended so that if anyone shall vary without warning the variation arising from its use will not be sufficient to ruin the ware.

The value of raw nonfuel mineral materials production totaled an estimated $19.7 billion in 1978. The record 1978 value exceeded by 13 percent the 1977 value of $17.5 billion. This raw mineral output was the basis for approximately $200 billion worth of processed materials of mineral origin. Output of both metals and nonmetals increased about $1 billion each, above comparable figures for 1977. Of the 22 metals produced quantitative output of 11 increased and the value of 13 increased. Among the 48 nonmetallic commodities produced, the quantities for 35 increased, and the values for 40 increased.

The objective of this study is to make a critical evaluation of the magnitude and extent of electrostatic hazards in typical U.S. mining operations and to assess the adequacy of techniques, materials, and equipment for detecting and minimizing these hazards. This was accomplished with an incident/accident survey, mine visits, literature search, and engineering analysis. It was concluded that it would be desirable to (1) utilize ground fault interrupters to minimize stray current from electrical utilities, (2) decrease the current and electrostatic sensitivity of electric detonators used in areas with a high incidence of lightning strikes or troublesome stray currents, (3) institute quality control and test standards for blasting material and protective devices, (4) establish an electrostatic monitoring program for loading ANFO in plastic lined holes, and (5) establish a risk criteria for operator exposure in mines.

A series of controlled experiments was conducted at four surface coal mines to study the effects of certain blast parameters upon the ground and air vibration. Preliminary scale-model blasts were conducted at a quarry to provide basic data. It was found that the amplitudes of the ground and air vibration were controlled by the maximum explosive weight per delay. Either cube root or square root scaling could be used for the seismic amplitudes, and cube root scaling could be used for the overpressure amplitudes. Both amplitudes were not significantly affected by the total charge weight per blast, the attitude of the boreholes, or the charge length or diameter. The overpressure amplitudes were affected by the charge depth, the use of cover over surface detonating cord, and the use of adequate stemming. The length of the delay intervals and the spacing of holes were important in determining the potential for reinforcement of the amplitudes in certain directions from the blasts. In downwind directions from the blast, the attenuation of the overpressure with distance decreases. Surface terrain t did not significantly affect the overpressure amplitudes within the range investigated. The type of overburden affects the generation of both amplitudes and the propagation of the seismic amplitudes. Spectral analysis of the ground and air vibration is reported. A bibliography of pertinent literature is included as an appendix. A scaled distance of 300 ft/lb1/3 should produce a peak particle velocity of less than 1 ips and an overpressure of less than 128 dB linear peak. For square root scaling, a scaled distance of 75 ft/lbl/2 should limit the ground vibration to less than 1 ips.

The process development described in this report was carried out at the Morgantown Station of the U. S. Bureau of Mines in cooperation with West Virginia University. An experimental laboratory-scale pilot unit to gasify coal dust in entrainment was constructed on the Campus of the University in Morgantown. The enormously accelerated demand for liquid and gaseous fuels and utilization of our immense coal resources require that a low-cost process be developed for the gasification of a wide variety of coals. Such a process would be a major factor in lowering the cost of synthetic liquid fuels. None of the proc3sses developed in Germany prior to and during World War II, such as the Winkler process, the H. Koppers dust gasification process, the Wintershall-Schmalfoldt process, etc., meet all the requirements for a low-cost process under American conditions. Nor has any other process designed and experimentally operated at atmospheric pressure during the post-war period in this country appeared to fulfill all of the necessary conditions for a low-cost process.

The river- or dredge-coal industry of Pennsylvania is conducted on many of the rivers and creeks that drain the Pennsylvania anthracite fields. Coal thus recovered found its way into the streams as coal was being prepared for market by the anthracite industry proper, in the northeastern part of the State. The Principal rivers draining; the fields, those where dredging is taking place, are the Susquehanna, Schuylkill, and Lehigh. Several creeks - the Shamokin, Mahanoy, Wiconisco, and Swatara - also are productive sources of river or creek coal. Operations along the streams cover a wide territory, and along the Susquchanna alone; dredges are recovering coal for about 160 miles. Anthracite was a significant factor in the early industrial development of the United States. Industry used it to generate steam, and railroads used it as fuel for locomotives; but it probably was most important industrially in the smelting of iron ore. For more than a hundred years homes have been heated with this fuel. From the beginning of mining in 1807, to 1940, more than 4 billion net tons of anthracite had been prepared and shipped to market. In the preparation process much of the smaller-size coal and refuse found their way into rivers and creeks which carried the material many miles. This study is concerned with the recovery of that anthracite from those rivers and creeks.

"Belt and shaker conveyors, used singly or as combined units, have for many years been an integral part of many coal-mine haulage systems. The belt conveyor has also been used extensively as a main haulage unit in open-pit iron-ore mines of the Lake Superior district, particularly on the Mesabi Range. Few underground metal mines, however, either in the ferrous or non-ferrous branches of the mining industry, use the conveyors exclusively or even extensively for underground haulage. At present, only five iron-ore mines in the entire Lake Superior district have belt- or shaker-conveyor installations of any significant size. Of these mines, three are in the Crystal Falls-Iron River district of Michigan on the Menominee Range, one is on the Marquette Range near Ishpeming, Mich., and one is on the Mesabi Range near Keewatin, Minn.Results of the studies of tackless haulage in the Lake Superior district will not permit the establishment of any formula to prove or disprove the advantages of belt or shaker systems at all underground mines. The studies do show that trackless haulage can be used to advantage where the proper conditions exist. Advantages are particularly apparent when development can be planned sufficiently in advance of exploitation to permit installation of belts or shakers as part of the development program and where the systems are extended to include haulage in stopes as well as main entries.During the winter of 1947-48, the Bureau undertook a study of all of the underground ore conveying systems known to be in operation in the Lake Superior district for the purpose of making available to the entire mining industry the technologic data developed in the area. Because conditions that led to the installation of the belt and shaker conveying systems were often a function of the character of the deposit or the method of mining, a brief description of those conditions is included in this report.After a preliminary investigation into the extent to which trackless conveyors were employed in the district, it was found that a detailed study at five bites would result in fair appraisal of that method of haulage in the underground iron-ore mines.Each of the five significant installations is described separately in this report. In one instance, however, company policy does not permit identification of the mine wherein the conveying is done. In that instance the operation is designated as mine ""A"".Unless otherwise specified, all tonnage figures quoted herein are gross.The cooperation of officials of all of the companies operating underground mines in the Lake Superior district permitted successful completion of preliminary studies of mining practices and conveying systems.Special acknowledgment is made to R. D. Satterley, general superintendent, and to operating staffs of the Sherwood and Morris mines of the Inland Steel Co. The assistance given by W. D. With production of coal per man-hour of work at a higher level than ever before, the coal-mining industry of the United States established a near-record in lowering the accident rate of nonfatal injuries per million man-hours of exposure in 1940, the injury rate being lower, except for 1939, than in any year since 1930, the first year for which comparable figures for nonfatal accidents were collected by the. Bureau of Mines, United States Department of the Interior. The rate for fatal accidents, on the other hand, was not as low or favorable as in 1939, nor was it as low as in many years since 1910, the earliest year for which fatality rates were complete for all coal-mining States. Accident and employment reports received from mine operators and fatal-accident reports from State mining departments and inspectors showed that 533,267 men were employed at coal mules in 1940, exclusive of the number employed at coke ovens, Although this number represented 6,108 fewer employees than in 1939, a large increase was made in the volume of work performed and in the quan¬tity of coal produced. In 1940 the amount of labor performed at coal mines was 748 million man-hours, a gain of more than 10 percent over the previous year. The average employee worked 199 days, an increase of 20 workdays per man. Production of coal was nearly 513 million tons, an increase of 14 percent, of which more than 461 million tons was bituminous coal and more than 51 million tons was Pennsylvania anthracite. Accidents to mine workers caused the death of 1,388 employees; in addition, 59,781 employees were injured, and each injury resulted in disability of the employee for more than the remainder of the day on which the accident occurred.

It is a far cry from the small and uncertain mining efforts of 50 years ago to the splendidly equipped and solidly financed organiza- tions that now handle thousands of tons of ore per day. The old mining was largely speculative; the new is practically on a manu- facturing basis. In the old days of mining the aim was, chiefly, to find comparatively rich ore; modern practice looks more toward efficiency in mining and milling, so that vast tonnages of low-grade material may be worked at a profit. The old operators had faith and hoped for good returns; the new ascertain with a fair degree of precision what the available tonnage is, what the cost of mining and treating the ore will be, the time necessary to exhaust the deposit, the capital required, and the net profits to be made. The old mining was financed on a highly speculative basis, and the value of mining stock was largely controlled by the imaginations of the promoters and of the individual holders. In the new régime the financing of mines is often as conservative as the financing of manufactures or railroads, and the value of stock, quoted on the leading exchanges, is controlled by the carefully estimated profits in sight. Of course, with every legitimate industrial enterprise go certain business risks, and mining is not exempted from these. Then, too, valueless mining as well as valueless industrial stocks are sometimes offered for sale by the intentionally dishonest, or the ignorant. However, the prospective purchaser of a mine nowadays, if he is willing to pay for the services of reputable mining engineers, can obtain information on which to base an opinion as to the quality of his investment. The relatively recent development of cheap and efficient methods of mining and of ore dressing has given value to low-grade ore bodies that a few years ago were almost valueless. The iron mines of northern Minnesota have been fruitful in developing efficiency in mining methods, notably the open-cut methods in which steam shovels strip off the overburden and then load the ore directly into railroad trains for transport to the furnace. In 1907 open-cut mining was applied to the low-grade copper ores of Bingham, Utah, with splendid results, and since then it has won a most important place in the min- ing of large masses of low-grade ores in several other mining regions, especially at Santa Rita, N. Mex.

"INTRODUCTION The Iron Mountain deposits were examined in the summer of 1943 by engineers of the Bureau of Lanes, and a diamond-drilling project was set up under the Strategic Minerals Program. Actual drilling operations, under the supervision of a Bureau engineer, commenced November 9, 1943, and were completed on November 1, 1944. When the Bureau began detailed exploration of the Iron Mountain deposits, the Federal Geological Survey participated. Dr. I. W. Newhouse, of the Survey, and Dr. A. F. Hagner, of the Wyoming Geological Survey, were assigned to the investigation.ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy.
